Abstract:The environmental impacts of energy use over last decade and environmental damages cost by coal exploitation and use,which is 185.6 Yuan/t coal,were analyzed.The four key challenges of China's energy development were pointed out,and environmental protection targets in sustainable energy development to improve the environmental quality and reduce greenhouse gas emissions were proposed.According to the main air pollutants emissions control targets,the possible constraints on coal consumption were discussed.Meanwhile,the strategic measures and policy recommendations to achieve green and low-carbon energy development were presented.

Abstract:Our mines are underground mining, poor condition. Gas explosion, dust explosion, coal and gas outburst, fires and other accidents have occurred in which gas explosion was the most common, is one of the biggest causes of death and property damage. Accident statistics from related departments, gas explosions have accounted for seven in the coal accidents in which ten or more people was killed, it was known as the "king of mine disasters". Therefore, the analysis gas explosion causes and takes appropriate countermeasures is especially important.
Innovation and practice for the prevention and control technologies of coal dust in Shandong coal mine

Abstract:With the improvement of mechanization level and the increase of mining intensity of coal mining in Shandong,the hazard of productive dust has become increasingly serious,with great threat to the mine work safety and worker health,and the prone trend of pneumoconiosis has not been effectively contained. In recent years,To effectively reduce the dust concentration in underground work environment and reduce dust hazard,with strictly implementing the relevant state management regulations on dust prevention and control,the dust prevention and control technologies have been actively explored in Shandong coal mine. The key breakthroughs have been taken from four stages "prevention,management,protection and management",and a set of feasible,reliable and effective dust comprehensive prevention and control measures were formed,especially in the aspects of short-wall water injection in coal seam,rotating spray,dust additives,efficient dust mask,strengthen management etc. The advanced dust control technologies in Shandong were analyzed and summarized in this paper,which is worth popularization and application.

Abstract:This paper describes the development trend of small coal mines since 1990,and emphasizes three main problems of safety in production,resources wasting and environmental disruption in the production process of small coal mines.It also analyzes the effect of the policies constituted by our government aimed at the small coal mines in the past 20 years,especially in the period since 1998,and discusses the basic causes for the inefficiency of these policies.The paper demonstrates that the small coal mines need to survive for a long period and gives some countermeasures to build a good mechanism to deal with the problems of small coal mines.

Abstract:Coal mines constitute the basic industrial resource in China. China has a large number of coal mines, but insufficient safety measures cause frequent safety accidents, while the number of deaths per year in each mine has been ranked second, second only to traffic accidents. Firstly, in this paper, the 2018 mine accident data from the accident occurrence areas, the occurrence time, and the type of accidents were analyzed. Secondly, a detailed analysis was carried out regarding the large accidents from different provinces and cities. Finally, countermeasures and suggestions were proposed, based on the causes of the accidents. This data analysis could provide reference for future coal mine production safety, leading to the prevention and control emphasis of coal mine production safety.

Abstract:Heat-harm is new major disaster of deeply mining,it not only influence the mine safety production seriously but also damage the somatopsychic health of workers and decrease the labor efficiency,so it must be further study.According to coal seam geological condition and production status of mining area in Heilongjiang,the cause of heat-harm was analyzed,and through comparison analysis on drop-temperature techniques at home and abroad,the conformable cooling method to high temperature mine in Heilongjiang was selected.It has practical instructive significance and reference value for control heat disaster.Meanwhile,a new measure was presented based on geographical features of Heilongjiang,which will have the broad prospect in application.

Abstract:Abstract The ecological environment in Loess Plateau of Northern Shaanxi is fragile, so the soil pollution caused by the exploitation of coal resources cannot be ignored. With Shigetai Coal Mine in Loess Plateau of Northern Shaanxi as the object of study for field survey and sampling, the content of heavy metals in soil is analyzed, the environmental pollution in the research area is evaluated by the single factor pollution index method, comprehensive pollution index method and potential ecological risk index method, and the spatial distribution characteristics of heavy metals are discussed by the geostatistics method. According to the study results, the average contents of heavy metals Hg, Cd, Pb and Cr are 2.03, 1.36, 1.11 and 1.23 times of the soil background values in Shaanxi Province respectively and the average contents of other heavy metals are lower than the soil background values in Shaanxi Province; Hg and Cd show moderate variation while As, Pb, Cr, Zn, Ni and Cu show strong variation; the skewness coefficients and kurtosis coefficient of Cd, As and Cu in the soil within the research area are relatively high, and these elements are accumulated in large amounts. Single factor pollution index (Pi) and potential ecological risk index (E) indicate that heavy metal Hg is the main pollution factor and mainly distributed in the east and north of the research area. The comprehensive index of potential ecological risk (RI) of the research area is 1336.49, showing an extremely high ecological risk, and the distribution characteristics of potential ecological risk are consistent with that of potential ecological risk index (E) of Hg. The results of ecological risk warning show that Hg is in a slight warning status, while Cd, Pb and Cr are in a warning status. The areas with high ecological risk warning values are mainly distributed in the east and north, and the whole research area shows relatively obvious zonal distribution law. The soil is disturbed greatly during the coal mining, so the ecological governance of the mine area shall adapt to the local natural conditions and regional environmental characteristics and follow the principle of “adjusting governance measures based on specific local conditions and classifications”. An environmentally sustainable governance manner shall be adopted to realize the protection of the ecological environment and high-quality development of coal resources.

Abstract:To prevent, predict, control, and reduce the catastrophe caused by spontaneous coal combustion (SCC), and the subsequent direct and indirect adverse impact on the environment and health, this review proposed a five-level comprehensive mine safety management structure (5 L-CMSMS) to augment the already existing technological interventions. The 5 L-CMSMS features a 3-Phase Model and a continuous review of safety measure/accident prevention program handled at the national level and which can be replicated by all the five levels (i.e. national, provincial, city, district, and the mine). Additionally, hazard zoning and barrier systems to augment the 5 L-CMSMS and the other advanced technology currently being employed to prevent most mine disasters are also proposed. With all incidents and accidents happening principally in the mines, the implementation of a constructive monitoring and supervision team at the facility level by using safety committees, safety officers, and unit heads can reduce the incidents and accidents drastically. With regular and proper safety training, assessment and evaluation, and awareness creation the coal mine safety risk management which is a systematic project and an interconnected organic whole, involving multiple subjects such as enterprise management, enterprise employees, government regulators, and the external environment can be salvaged.

Abstract:In recent years, with the increasing level of mechanization, automation, and intelligence in mine mining, dust pollution in the working environment of coal mines has become increasingly serious. Coal mine dust prevention is an important work related to the life, health, and production safety of miners, and it is also one of the technical problems of mine safety in production. With the continuous revision and improvement of China′s Occupational Disease Prevention and Control Law, coal mining enterprises have generally strengthened the publicity, prevention, and control of occupational diseases among employees, and the control of coal mine dust has been used as a means for enterprises to improve the production environment and strengthen the occupational health of employees. Key work-based studies have shown that China’s coal mines have formed a theoretical system and technology system of dust prevention and control. In the future, China’s coal mines will start from intelligent dust prevention, achieve high-precision dust sensing-transmission-assessment and early warning, and develop a combined dust collector that integrates the functions of atomization dust removal, miniaturization, dry and wet mixing, and large air suction capacity. The combined dust collector realizes the efficient ventilation control and dust removal of the fine dust in wide-area complex spaces such as fully mechanized mining face and fully mechanized mining face. At the same time, breakthroughs have been achieved in low-permeability coal seams, such as strong hydraulic permeability-enhancing technology, intelligent dust-proof robots, and chemical dust suppression. This article introduces the basic concepts, generation, distribution, and hazards of coal mine dust and analyzes the characteristics, applicable conditions, and use effects of various dust control measures such as ventilation dust removal and wet dust removal. Moreover, this article also proposes specific prevention and control measures for related occupational diseases and discusses the development trend of dust prevention and control technology in the hope of providing guidance and reference for coal mine dust prevention and control.

Abstract:Metal mineral resources play an indispensable role in the development of the national economy. Dynamic disasters in underground metal mines seriously threaten mining safety, which are major scientific and technological problems to be solved urgently. In this article, the occurrence status and grand challenges of some typical dynamic disasters involving roof falling, spalling, collapse, large deformation, rockburst, surface subsidence, and water inrush in metal mines in China are systematically presented, the characteristics of mining-induced dynamic disasters are analyzed, the examples of dynamic disasters occurring in some metal mines in China are summarized, the occurrence mechanism, monitoring and early warning methods, and prevention and control techniques of these disasters are highlighted, and some new opinions, suggestions, and solutions are proposed simultaneously. Moreover, some shortcomings in current disaster research are pointed out, and the direction of efforts to improve the prevention and control level of dynamic disasters in China's metal mines in the future is prospected. The integration of forward-looking key innovative theories and technologies in the abovementioned aspects will greatly enhance the cognitive level of disaster prevention and mitigation in China's metal mining industry and achieve a significant shift from passive disaster relief to active disaster prevention.

Abstract:Huainan mining area is located in the southern margin of the North China Plate, which is an important coal-producing base in the eastern part of China, its deep coal seam mining is threatened by karst water inrush disasters in the bottom plate, analyzing hydrogeochemical characteristics and exploring its causes are an important prerequisite for preventing karst water hazards in the coal floor. This paper takes the karst water of the Taiyuan Formation in the lower part of the A-group coal seam of the Xieqiao-Zhangji-Gubei three mines in the Panxie mining area as the research object, and multivariate statistics, hydrochemical analysis were combined with hydrogeochemical simulation. The hydrogeochemical Component characteristics and cause of formation of the karst water-bearing system covered by huge thick unconsolidated layer are discussed. The results show that the cations are dominated by Na + + K +, and the anions are mainly Cl − and HCO 3 − in the karst water in Taiyuan Formation in the study area, mainly affected by the dissolution of salt rock and the oxidation of pyrite, there are cations exchange and adsorption and desulfurization.

Abstract:Safety regulation in coal mine is a crucial approach to guarantee safe production within the coal industry. Existing literatures have largely concentrated on the internal micro level, for example within corporations, to find the reason behind coal mining accidents and propose improvement strategies. However, the systematic researches on the behavioral influencing factors of each entity and the interactions between different entities in coal mine safety regulation at the external macro level have been limited. Moreover, there have been many qualitative analyses and few quantitative studies. Considering these, this study systematically deconstructs the relevant factors and the interactions between different entities' behaviors, establishes a theoretical model of the impacting mechanism, develops a scale and uses the structural equation model to examine the interaction mechanism between public scrutiny, national supervision, regional surveillance, corporate responsibility, and regulatory effect. Finally, this paper proposes comprehensive strategies to enhance the effect of safety regulation in coal mines. The results are as follows: 1 Regional surveillance and public scrutiny have the greatest direct and indirect impacts on the coal mine safety regulation effect, respectively. The measure of the overall effect shows that factors range from the most impactful to the least impactful; in descending order, they rank the following: regional surveillance, corporate responsibility, national supervision and public scrutiny. 2Direct intervention by national coal mine safety supervision agencies in ensuring coal safety is inefficient. These institutions should focus on regional coal mine safety surveillance directorates rather than on coal corporations. 3 Regional coal mine safety surveillance directorates play an important role in the selection of corporations' safety behaviors. However, this impact is negative at present. Corrupt regulatory discipline and inadequate fulfilment of responsibilities are directly responsible for the frequent occurrence of major coal accidents.
