Abstract:Quality evaluation plays a very important part in Design For Quality (DFQ). Based on the concept of two types of quality and the model of DFQ by M.Morup, the author discusses four basic elements of quality evaluation in DFQ such as objects, rules or knowledge, valuator and scheduling (for the progress of desgin). This paper presents an elementary model of the quality evaluation process. This new model is focus the elementary strategy on activity planning, task representation and information organization which relate the quality evaluation process in order to make them simplification and more effective. It proposes a framework of computer aided quality evaluation system (CAQES) by using object-oriented techiques.

Abstract:European Quality Assurance Reference Framework for Vocational Education and Training is a unified reference system for the quality assurance of vocational education and training in European Union,which has provided a kind of reference of quality assurance procedures,quality indicators and monitoring procedures for the member states of European Union.The framework is not only beneficial to improving the quality,but also beneficial to increasing the transparency of vocational education and training for the member states,and boosting the degree of mutual trust in the member states as well as the providers of vocational education and training.Drawing lessons from European Quality Assurance Reference Framework for Vocational Education and Training to construct the quality assurance standard of vocational education quality assurance system in China,the standard should be adjusted timely,the differentiation should be taken into account in vocational education quality assurance,the standard should run through the overall process of vocational education,and the democracy should be fully reflected.

Abstract:Purpose: From the perspective of performance standards-based teacher education, this article aimed to address progress and challenges of China’s teacher preparation quality assurance system. Design/Approach/Methods: This review is based on policy review and case studies. Retrieving to the existing research literature, this research sorted out the policies related to the quality assurance system for university-based teacher preparation in China. Furthermore, this research selected teacher preparation programs from five cases of teacher education colleges of varied levels and used interviews to analyze their attitudes and measures. Findings: The analysis reveals that the quality system for university-based teacher preparation in China’s educational institutions has gone through two main stages: the building stage and the improvement stage. The internal policy tension in China’s teacher preparation quality assurance system is primarily centralized in the dissociation among and segmentation between the relevant standards for teacher education. There is a distinction between “soft” and “hard” policy standards, and reforming the teacher certification testing system also brings a test-oriented bias and a separation of evaluation from education. Institutions of higher education are expected to follow the path of potential-oriented development and concentrate on cooperative partnerships between local communities and schools so as to nurture innovative, professional future educators with high quality. Originality/Value: This article provides a comprehensive and detailed policy analysis as well as empirical evidence for the quality assurance system for university-based teacher preparation in China.

Abstract:High-speed urbanization and economic growth have made China the world's largest market for building industry and the building industry the pillar industry in the Chinese national economy With architectural design as its captain,the building industry needs supports and driving force from architectural design.However,the Chinese market for architectural design is becoming a huge cake under the very nose of and a test field for the various design techniques of the multinationals and well known foreign design offices.Problems in architectural design and process control are also exposed in quite a number of projects.The primary design right of a number of major projects representing the national image of China is in the hands of foreign architects and design firms,such as the National Grand Theatre,the National Stadium,China Central Television Station,the New Terminal of Capital International Airport. Like the manufacturing industry,the Chinese architectural design industry has become the low-end product and service provider with"Made in China"and"Built in China"for the foreign counterparts whose products and services featuring"Innovated Overseas"or"Designed Overseas".Obviously,Chinese design institutions are in a disadvantageous position in the industry chain.Furthermore, there are numerous experiences and lessons to draw upon from these major projects to make scientific and process-based decisions and set up a standardized quality control procedure in the course of architectural design.The massive loss and lessons of Wenchuan Earthquake made everyone aware that there remain many problems neglected or concealed in the industrial chain from design to construction. By studying advanced management practices of overseas counterparts,this article attempts to gradually set up a design quality control procedure based on ISO principles for the purpose of design process standardization.

Abstract:The quality of course design has been a significant concern in the reform of higher education. The compe-tency of instructional designers played an important role in improving teaching efficacy and students’ achievements. However, empirical studies on college teachers’ instructional design competency are scarce. Based on theoretical ana-lyses and experts’ consultations, this project was to develop a questionnaire to explore college teachers’ instructional design competency. The questionnaire consists of five dimensions:designing instructional objectives;designing instruc-tional contents;instructional implementation;front-end analysis and instructional evaluation. In addition, the study also investigated college teachers’ instructional cognitive ability and knowledge system. The study intended to learn how much college teachers know about the instructional design competency and what potential factors influence the de-velopment of the instructional design expertise. The study was a random survey among the universities in Zhejiang and Shanghai. Total 192 valid responses are collected via electronic and printed questionnaires. Upon variance, relevance and regression analysis, the key finding is:To some extent, the overall level of college teachers’ instructional design competency is unsatisfactory. Although the competency of instructional implementation is sufficient, the competency of instructional evaluation need to be developed. The noticeable difference between the novices and experts are in areas of designing instructional contents and instructional objectives. College teachers’ instructional cognitive abilities have in-fluential impacts on their instructional design competency. In addition, college teachers’ knowledge system can par-tially predict their development of competency of instructional design. In conclusion, the study attempted to provide the following suggestions to teachers and educators. There is an im-balance in five defined areas of college teachers’ instructional design competency. Especially, teachers’ competency in instructional evaluations need to be strengthened urgently. The administration should emphasize customized profession-al development and targeted training based on teacher’ s experience and professional status. Professional development should incorporate a real-world environment for the instructional design training. Scaffolding in a supportive learning community might be an effective approach to the development of teachers’ instructional design competency as well.

Abstract:With the changes of the times, China has made remarkable achievements in economic, political, social, cultural, and education can improve the comprehensive quality of the people, enhancing the country's comprehensive national strength and international competitiveness effect. China has importance to education, and in recent years has increased its investment in education. Higher education undertakes important functions such as cultivating talents, scientific research, and serving the society. It is an indispensable part of the education system, and these are closely related to the teaching staff of colleges. The development of quality education is an inevitable choice to promote it, an important way to implement it with morality, and promoting it of national governance capabilities. At present, there are four major problems in quality education in colleges: the marginalization of status, fuzzy goals, segmentation of content, and isolation of development paths. It is important to study and explore new ideas and strategies for promoting quality education. Nowadays, colleges are no longer the "ivory towers" of the past, and the construction of college teachers has also undergone many changes compared with the past. The topics and discussions about college teachers are increasing day by day, and the problems and confusion exposed to them have also aroused the attention of the society. Young teachers are the fresh blood of college teachers and the future of our country. It is particularly meaningful to study and understand the current professional development of these groups. The research object is the young teachers in colleges. Abstract:China has a substantial student population with a global reputation for teaching to the test over an extended period. The recent uncovering of issues surrounding exam-oriented learning has led to the public's renewed focus on quality education. Nonetheless, the actual implementation of quality-oriented education in real-life teaching and its integration with the existing exam-based system remains an imperative challenge. This paper examines two education models, analyzes the impact of exam-oriented and quality-oriented education on students and society, and takes English language education as a case study to investigate their negative and positive effects on Chinese students' EFL learning. As well as considering the current situation of rapid advancements in science and technology, this paper offers practical recommendations for implementing quality-oriented education in China.

Abstract:With the rapid expansion of higher education scale and the continuously increasing process of marketization of higher education in China,higher education institutions are converting from the previous "knowledge community" to "knowledge operation" in a step-by-step manner.From the market point of view,the relationship between higher education institutions and the society can be interpreted as a commutation relation,and the education service provided by university plays the role of vehicles between higher education institutions and the society.Against this background,the relevance of education service and the social demand has been a central issue of recent higher education researches.This study attempts to adopt the method of empirical research,taking the result of students' assessment and their level of satisfaction of higher education as a breakthrough point.We first attempt to have an extensive and thorough understanding of the general status of satisfaction and that of students from the three different types of higher education institutions.Second,mechanism influencing recent education results of higher education institutions and the problems will be analyzed and discussed.Finally,we consider the implications of our data,our interpretation of their meanings,and advice to improve the quality of Chinese higher education.

Abstract:This study deploys a social policy analysis from the social quality approach. With a comparative studies on social policy models as its basis, the study discloses the features of the development process of the Chinese society and its social secuerity system,with its shifted focus of policymaking from anti-poverty strategy and social assistance toward income redistribution and social justice. As the outcome of this development,the goals of improving life quality and enhencing social quality should be elaborated which are functionally necessary. Thus,taking the "life quality-social quality"approach as the standing point of this analysis,we can get a new perspective to discuss many new social issues and exploring the potencials of resoluting these social problems in contemptoary China.

Abstract:As a result of the paradigm shift in knowledge control,teachers are no longer the absolute authority in classroom settings.They need to change their teaching beliefs and assume new roles to adapt to the change.This paper attempts to investigate whether the change has taken place in reality rather than in rhetoric.Based on the data collected from a large-scale survey conducted among Fudan teachers and students,these questions are specifically explored:Do teachers and students share similar or different perceptions of teaching? How do Fudan teachers define quality teaching? How do students understand them? Any misalignment between them? On the basis of the analysis of the misalignments,the paper concludes with some suggestions on the type of professional development models required by teachers.

Abstract:For a long time, the purpose of data quality research is to fulfill requirements of the normal operation of the organization’s own information system.With the construction and development of data market, the requirements on data quality have changed from “self-use” to “other use” and “need for supervision”.The data products quality in the data market is the focus of data users (buyers) and market regulators.The demands of users and regulators for data product quality were analyzed, and a framework of data product quality was proposed innovatively.On this basis, taking BoxedData as an example, the corresponding quality dimensions, quality indicators and quality assessment models were construct from three aspects of time, space and content integrity.The quality framework was suitable for detecting and assessing resource data products, and could provide effective detection methods and standards for data product buyers and market regulators.
