Abstract:[Purposes] This paper aims to explore the strategies to achieve the effective peer review.[Methods] Based on advanced experience and measures taken by foreign journals,the problems existing in peer review of academics journals published in China were analyzed and improvement measures from the top level design were put forward.[Findings] Concrete measures include policy support and protection,comprehensive evaluation experts teams,optimized review patterns and sound evaluation and feedback systems.[Conclusions] Four kinds of measures mentioned above contribute to implementing the effective role of peer review in academic supervision and checks.

Abstract:Two kinds of bibliographic tools are used to retrieve scientific publications and make them available online. For one kind, access is free as they store information made publicly available online. For the other kind, access fees are required as they are compiled on information provided by the major publishers of scientific literature. The former can easily be interfered with, but it is generally assumed that the latter guarantee the integrity of the data they sell. Unfortunately, duplicate and fake publications are appearing in scientific conferences and, as a result, in the bibliographic services. We demonstrate a software method of detecting these duplicate and fake publications. Both the free services (such as Google Scholar and DBLP) and the charged-for services (such as IEEE Xplore) accept and index these publications.

Abstract:Service consciousness is one of the most important qualities that sci-tech periodical editors should have.However,publication frequency is so long in China that large quantity of authors submit their manuscripts to foreign periodicals.To solve the problem,Chinese Journal of Practical Internal Medicine took steps to shorten publication frequency and achieved good results in recent years.This paper takes Chinese Journal of Practical Internal Medicine as an example,elaborating the importance of shortening publication frequency,the reason of the prolonged publication frequency and the way to shorten it.The paper points out that only with the sense of responsibility and serving consciousness can editors treat manuscripts and authors in highly responsible and painstaking attitude and win more authors and manuscripts.

Abstract:China' s academic journals publishing should follow the international publishing rules and trends and abide by China' s regulations related to publishing.Data of the 2th ISMTE Asian Pacific Conference in Beijing were analyzed and reviewed.We find that the foreign leading journals adopt service technologies such as JATS & BITS,ORCID and Crossref in their operating practice and always construct responsible editorial teams.Through this review,we can compare domestic journals with foreign counterparts,find out the problems existing in the domestic journals.It is hoped that the review will provide some reference for the development of academic journals.

Abstract:As digital technology prevails in crimes, academic insights have expanded to diverse issues related to cybercrimes both in China and abroad. Various jurisdictions have made efforts to get cybercrime under control, in particular, fighting against the misuse of emerging technologies in cybercrimes. In the context of cross-border cybercrime, putting one region's criminal growth down could not live without cross-border or cross-sector cooperation. With such understanding, this paper aims to conduct a comparative study of cross-border cybercrime publications to see the research trends from the divergence and convergence of academic studies inside and outside China. Specifically, using CiteSpace (6.2.R6), this study presents an extensive bibliometric analysis of cross-border cybercrime research published during the past three decades in Web of Science Core Collections and China National Knowledge Infrastructure (CNKI). The findings indicate the typical features of publications in different phases. Among others, the keywords analysis including cluster mapping and strongest burst reveals the research trend, which indicates that cross-border cybercrime is featured as possessing a complete industrial chain of online black market, with increasing application of high-tech tools and more connection with illicit financial flow. This study also examines barriers and touches upon the implications in the efficient fight against cross-border cybercrime, as well as the existing approaches like public-private partnership, mutual legal assistance and police cooperation, and global pathways to reducing conflicts among jurisdictions.
Advantages and feasibility of double-blind peer-review for research articles

Abstract:The merits of the double-blind form over the other two forms are emphasized in this paper. Single-blind peer-review is unbalanced in form, and is apt to result in lack of accountability of the referees and unfair judgment caused by personal bias. Open peer review is transparent, but it has not been mature enough to be widely adopted, especially in the present China. Double-blind peer-review is more objective and fairer compared with the single-blind form. It is favored by most researchers, and has the potential of improving the review quality and journal citation. Editors should fully recognize the double-blind form so as to play active and effective roles in the review process.

Text duplication of papers in four medical related fields

Abstract:Abstract Purpose To reveal the typical features of text duplication in papers from four medical fields: basic medicine, health management, pharmacology and pharmacy, and public health and preventive medicine. To analyze the reasons for duplication and provide suggestions for the management of medical academic misconduct. Design/methodology/approach In total, 2,469 representative Chinese journal papers were included in our research, which were submitted by researchers in 2020 and 2021. A plagiarism check was carried out using the Academic Misconduct Literature Check System (AMLC). We generated a corrected similarity index based on the AMLC general similarity index for further analysis. We compared the similarity indices of papers in four medical fields and revealed their trends over time; differences in similarity index between review and research articles were also analyzed according to the different fields. Further analysis of 143 papers suspected of plagiarism was also performed from the perspective of sections containing duplication and according to the field of research. Findings Papers in the field of pharmacology and pharmacy had the highest similarity index (8.67 ± 5.92%), which was significantly higher than that in other fields, except health management. The similarity index of review articles (9.77 ± 10.28%) was significantly higher than that of research articles (7.41 ± 6.26%). In total, 143 papers were suspected of plagiarism (5.80%) with similarity indices ≥ 15%; most were papers on health management (78, 54.55%), followed by public health and preventive medicine (38, 26.58%); 90.21% of the 143 papers had duplication in multiple sections, while only 9.79% had duplication in a single section. The distribution of sections with duplication varied among different fields; papers in pharmacology and pharmacy were more likely to have duplication in the data/methods and introduction/background sections, however, papers in health management were more likely to contain duplication in the introduction/background or results/discussion sections. Different structures for papers in different fields may have caused these differences. Research limitations There were three limitations to our research. Firstly, we observed that a small number of papers have been checked early. It is unknown who conducted the plagiarism check as this can be included in other evaluations, such as applications for Science and technology projects or awards. If the authors carried out the check, text with high similarity indices may have been excluded before submission, meaning the similarity index in our research may have been lower than the original value. Secondly, there were only four medical fields included in our research. Additional analysis on a wider scale is required in the future. Thirdly, only a general similarity index was calculated in our study; other similarity indices were not tested. Practical implications A comprehensive analysis of similarity indices in four medical fields was performed. We made several recommendations for the supervision of medical academic misconduct and the formation of criteria for defining suspected plagiarism for medical papers, as well as for the improved accuracy of text duplication checks. Originality/value We quantified the differences between the AMLC general similarity index and the corrected index, described the situation around text duplication and plagiarism in papers from four medical fields, and revealed differences in similarity indices between different article types. We also revealed differences in the sections containing duplication for papers with suspected plagiarism among different fields.

Abstract:Based on funded publications in Physics covered by China National Knowledge Infrastructure(CNKI) and Web of Science(WoS) of Thomson Reuters,the distribution of the co-funded publications in collaborative types has been explored from various perspectives.Comparative studies are mainly focused on the distribution of the collaboratively funded publications’collaborative types in terms of numbers of funds and area distribution.The trend of the publications published in the two databases has difference: the publications of CNKI are increased and then decreased,while the ones of WoS are yearly increased.The cooperation priority of the two databases is the same: One-agency collaboration(COL-I) > Inter-agency collaboration(COL-II) > International collaboration(INTER-COL).COL-I and COL-II have a dominant share in CNKI and the international collaboration takes tiny part,while the international collaboration takes 20% in WoS.Beijing takes the absolute lead in the three types of collaborations and three types of funds,meanwhile USA is in the first or second position in international collaboration.The choice of international collaboration partners is highly selective by domestic institutions

Abstract:The severe outflow of China’s excellent academic papers is comprehensively and concretely presented on the basis of the statistics of SCI and SSCI in 2014. On the one hand,the paper shows the four reasons of severe outflow of China’s excellent academic papers: lacking national-level macro guidance,lacking scientific evaluation mechanism,lacking internationally influential journals and having a large gap between domestic journals operation mechanism and overseas operation mechanism. On the other hand,it puts forward four specific and practical countermeasures:strengthening macro-level national guidance,supporting top international journals with superior resources, adjusting scientific evaluation policy and deepening the reform of journal system.

Abstract:Recent research\cite{fort} has shown that in the 20th century there is an exponential growth of the number of published scientific papers, but new ideas has only a linear growth with time. The 19th and the first half of the 20th century saw major scientific discoveries. But from the second half of the 20th century, the number of publications far exceeds the number of impactful discoveries. Does an exponentially growing number of publications indicate an element of pathological research? Pressure to publish a large number of papers has led to the phenomena of overproduction, unnecessary fragmentations, overselling, predatory journals (pay and publish), clever plagiarism, and deliberate obfuscation of scientific results so as to sell and oversell. This is harming the healthy scientific culture of passion driven research. It is an urgent problem which needs attention of the whole of the scientific community. Some ways to mitigate these grave problems are discussed.

Abstract:The plagiarism detection service CrossCheck has been used since October 2008 as part of the paper reviewing process for the Journal of Zhejiang University – Science (A & B). Between October 2008 and May 2009 662 papers were CrossChecked; 151 of these (around 22.8% of submitted papers) were found to contain apparently unreasonable levels of copying or self‐plagiarism, and 25.8% of these cases (39 papers) gave rise to serious suspicions of plagiarism and copyright infringement. Four types of copying or plagiarism were identified, in an attempt to reach a consensus on this type of academic misconduct.

Text-based plagiarism in scientific publishing: issues, developments and education

Abstract:Text-based plagiarism, or copying language from sources, has recently become an issue of growing concern in scientific publishing. Use of CrossCheck (a computational text-matching tool) by journals has sometimes exposed an unexpected amount of textual similarity between submissions and databases of scholarly literature. In this paper I provide an overview of the relevant literature, to examine how journal gatekeepers perceive textual appropriation, and how automated plagiarism-screening tools have been developed to detect text matching, with the technique now available for self-check of manuscripts before submission; I also discuss issues around English as an additional language (EAL) authors and in particular EAL novices being the typical offenders of textual borrowing. The final section of the paper proposes a few educational directions to take in tackling text-based plagiarism, highlighting the roles of the publishing industry, senior authors and English for academic purposes professionals.
An Empirical Analysis of Network Reproduction Transmission and DSCCA Model Study

Abstract:With ROST CopyCheck software,the authors collect 84674 data from 343 articles in one month,involving websites of Sina blog,People's Daily Online,Tianya Forum,Cat's Eye Forum and the CDC Military Forum. The paper analyzes the structure and the content of the data by ROST ContentMining. The research finds that the period of niche Web sites’ reproduced is the shortest and the blog sites’ is the longest. There is an obvious clustering phenomenon and an information bridge in the reproduced network. Based on these findings,the paper presents the network's reproduced and spread models,the DSCCA Models:official,promoter and general Web users reproduce and spread original content in masses,niche and self-range through search engines,portals,virtual communities and the mainstream forums. During this process,the rate of secondary spread,the depth and the width of spread,the state of dissemination and all the elements like these are particular important. The paper concludes with some countermeasures to regulate the transshipment of the internet communication.

Abstract:In recent years, the academic world has been faced with much academic misconduct. Examples involve plagiarizing papers, manipulating data, and launching predatory or hijacked journals. The literature exposing these activities is growing exponentially, and so is the presentation of criteria or guidelines for counteracting the problem. Most of the research is focused on predatory or hijacked journal detection and providing suitable warnings. Overlooked in all this is the fact that papers published in these journals are questionable, but nevertheless show up in standard citation databases. We need some way to flag them so future researchers will be aware of their questionable nature and prevent their use in literature review.

Abstract:Based on the data sources of Guidelan,this article makes an analysis of the collection of foreign law journals of Scopus and EBSCO in five 985universities(Fudan University,Shanghai Jiao Tong University,Nanjing University,Zhejiang University and Southeast University).Several problems can be found such as: the number of paper-based foreign journals is not enough,too many duplicates of both the paper-based foreign journals and the electronic foreign journals,the number of foreign core-journals cannot always be guaranteed,the repeated collections of foreign journals are formed by so-called the discipline construction,too many duplicates of foreign law journals in different universities.This article is aiming at making a higher level collection of the foreign law journals in China academy libraries by adopting the following policies: the libraries should give the priority to the subscription of electronic journals,increase numbers and sorts of the foreign core journals,subscribe the foreign journals by considering the discipline construction,optimize the quality of journal collection,cut down the duplicates,boost the level of guarantee,and adhere to joint acknowledge,construction and sharing of the foreign journals so as to upgrade the collection level.

Abstract:As unique and permanent alphanumeric strings to identify objects, digital object identifier (DOI) has been increasingly used to identify academic publications. Previous studies have reported the incorrect assignment of a single DOI name to multiple papers in the Scopus database, yet it remains unknown if this also holds in other datasets. In this paper we found incorrect DOI names are also problematic in the Web of Science but with different errors of duplicate DOI names. Tentative solutions are proposed in the end.
