Abstract:Online auctions have undergone rapid development in recent years. New features of online auctions, together with new bidding strategies different from those used in offline auctions, make research in this area compelling. The existing research mainly focuses on the description of bidding strategies; only a handful of studies focus on the antecedents of bidding strategies. This research aims to fill this gap by constructing a contingency framework to investigate why bidders bid differently in online auctions, and use unique bidding strategies. Environmental factors, bidding tasks, bidders’ characteristics, and bidding motivations are included in the framework. We conducted in-depth interviews with professional, experienced bidders in China to reveal the specific reasons why bidders adopt different bidding strategies during online auctions. Finally, we discuss the implications for both global research and practice.

Abstract:Auction is an effective way to allocate goods or services to bidders who value them the most. The rapid growth of e-auctions facilitates online transactions but poses new and distinctive challenges. It is difficult to establish trust among sellers, buyers, and auctioneers without centralized auction websites or platforms (the auctioneer) which collect bids and derive the auction results. However, these third parties may be untrustworthy, and malicious sellers or buyers may refuse to deliver the goods or payment according to the protocol. Moreover, the open and anonymous online environment may stimulate auction participants to form collusion coalitions to rig the auction and reap unfair profit. Many auction designs have been proposed to address these concerns, but they fall short of simultaneously achieving decentralization (i.e., held without a trusted third utility), strong consensus (i.e., the establishment of trust), collusion resistance, and practical implementation. We present CReam, the first decentralized collusion-resistant e-auction system that is implemented with smart contract on the blockchain. With the carefully designed smart auction contract, mutually distrustful and rational sellers and buyers are stimulated to operate properly, hence transact safely without trusted third parties. The auction mechanism in the smart contract can effectively prevent bidder collusion and realize economic robustness, i.e., truthfulness. We implement a fully functional CReam on the Ethereum network. Extensive experimental results confirm that CReam can greatly reduce the probability of collusion and achieve an approximate optimal revenue at a low cost of contract execution.
A Highly Efficient Secure Electronic Auction Protocol with Full Anonymity and Fairness

Abstract:The protection of bidder privacy and the prevention of bidder default are the keys in the designing of secure auction protocol. But up to now, the research on both of them is still very weak. Aiming at this drawback, this paper designed a new secure and efficient auction protocol. Using the digital signature technology and bit commitment protocol, it not only guarantees the non-repudiation and anonymity of bidders, but also ensures that nobody can manipulate others in the whole auction And also, this protocol achieves the valuable properties of bid secrecy and verifiability. Even when malicious bidders collude with auctioneers, it is still secure and valid. More importantly, this protocol supports the second-price principle and optimal distribution of goods. Compared with previous works, this protocol provides better extensibility and higher efficiency, and is suitable for large-scale distributed auction.
Detecting the Collusive Bidding Behavior in below Average Bid Auction

Abstract:Collusion detection is an important problem in any kind of auction mechanism. Average bid auction is widely used in public procurement for it can deal with the problem of winner's curse in the first price auction. However, it has also been accused of incentivizing bidders to collude or manipulate the average price to a high level leading to a high winning price. This kind of collusion could bring huge loss for the buyer. To address this concern, this paper proposes a method containing three steps to detect the potential collusion circle in average bid auction based on network cluster and randomization inference. Moreover, we also suggest an ex-post method and one ex-ante method for the buyers to prohibit the losses from potential collusion.
Robustly Leveraging Collusion in Combinatorial Auctions.

Abstract:Because of its devastating effects in auctions and other mechanisms, collusion is prohibited and legally prosecuted. Yet, colluders have always existed, and may continue to exist. We thus raise the following question for mechanism design: What desiderata are achievable, and by what type of mechanisms, when any set of players who wish to collude are free to do so without any restrictions on the way in which they cooperate and coordinate their actions? In response to this question we put forward and exemplify the notion of a collusion-leveraging mechanism. In essence, this is a mechanism aligning its desiderata with the incentives of all its players, including colluders, to a significant and mutually beneficial extent. Of course such mechanisms may exist only for suitable desiderata. In unrestricted combinatorial auctions, where classical mechanisms essentially guarantee 0 social welfare and 0 revenue in the presence of just two colluders, we prove that it is possible for collusion-leveraging mechanisms to guarantee that the sum of social welfare and revenue is always high, even when all players are collusive. To guarantee better performance, collusion-leveraging mechanisms in essence "welcome" collusive players, rather than pretending they do not exist, raising a host of new questions at the intersection of cooperative and non- cooperative game theory.
Algorithmic Collusion and Price Discrimination: The Over-Usage of Data

Abstract:As firms' pricing strategies increasingly rely on algorithms, two concerns have received much attention: algorithmic tacit collusion and price discrimination. This paper investigates the interaction between these two issues through simulations. In each period, a new buyer arrives with independently and identically distributed willingness to pay (WTP), and each firm, observing private signals about WTP, adopts Q-learning algorithms to set prices. We document two novel mechanisms that lead to collusive outcomes. Under asymmetric information, the algorithm with information advantage adopts a Bait-and-Restrained-Exploit strategy, surrendering profits on some signals by setting higher prices, while exploiting limited profits on the remaining signals by setting much lower prices. Under a symmetric information structure, competition on some signals facilitates convergence to supra-competitive prices on the remaining signals. Algorithms tend to collude more on signals with higher expected WTP. Both uncertainty and the lack of correlated signals exacerbate the degree of collusion, thereby reducing both consumer surplus and social welfare. A key implication is that the over-usage of data, both payoff-relevant and non-relevant, by AIs in competitive contexts will reduce the degree of collusion and consequently lead to a decline in industry profits.

Abstract:The collusion among various generating units has been a problematic issue affecting the fairness and transparency of electricity markets. Therefore, it is of great significance to assess the potential of such collusion in the electricity market. However, the previous assessment studies primarily focused on the bidding behaviors of collusive generating units, without considering the influences of generation flexibility, such as ramp rates. In this paper, a novel assessment method is proposed to evaluate the collusion potential in the electricity market considering generation flexibility. First, a bi-level optimization model is developed to simulate the collusive strategies of different generating units, including the withholding of generation capacities and ramp rates, as well as the uplifting of minimum outputs and bidding prices. In the upper-level problem, collusive generating units optimize their offering strategies to optimize the generation profits without violating the regulatory laws. The lower-level problem is a day-ahead economic dispatch model which minimizes the dispatching costs. Based on the optimal collusive strategies determined by the bi-level model, a framework is then proposed to assess the collusion potential in electricity markets. Moreover, price-based and profit-based indices are proposed to quantitatively evaluate the collusion potential of different generating units. Finally, the proposed assessment method is validated on a modified IEEE 39-node system. The numerical results demonstrated that generation flexibility can be exploited collusively for making excessive profits, particularly during load peaks and valleys.

Abstract:The process of urbanization and urban regeneration is inseparable from the implementation of urban construction projects. Current studies show a large amount of collusive bidding in urban construction projects, which has seriously affected healthy and sustainable urban development. Therefore, the governance of collusive bidding in urban construction projects is crucial to sustainable urbanization and urban renewal. In reality, the collusion information dissemination (CID) is a key influential factor in the bidder’s collusive willingness (BCW). Knowing the influence of CID on BCW will help city managers to have a clearer understanding of the causes and governance focus of collusive bidding. Thus, the study using the multi-agent simulation technology simulates the influence of CID on BCW in different market scales, communication intensities, and trust boundaries based on the Deffuant model. The research found that the negative impact of the CID on the market is more incredible in cities with smaller market sizes, and effectively inhibiting the CID can reduce the occurrence of collusion. Moreover, the research also found that colluders always form their collusive alliances within CID networks. These findings suggest that urban managers should strengthen the suppression of collusive bidding by weakening the dissemination of collusive information and blocking the CID networks.

Abstract:Collusion among economic operators increases prices, reduces product quality, and hinders innovation. Structural links can affect the incentive and ability of firms to behave competitively by facilitating collusion. We use a network-based approach to study the relationship between ownership links and bidding behavior in procurement markets. We build temporal multiplex networks based on firms' ownership and co-bidding ties to find network measures that may signal collusion risk. We test four network measures, two at market-level (density and average harmonic closeness centrality) and two at firm-level (degree centrality and harmonic closeness centrality). Using data on public procurement contracts awarded in Sweden from 2010 to 2015, we found higher incidence of single bidding in markets that are more closely related through ownership links. Missing bidders are also more likely in these markets. Single bidding and missing bidders may indicate the presence of collusive arrangements such as of bid suppression or rotation. For the firm-level analyses, our results showed a positive relationship between winning probability and centrality in the ownership network. A similar result was obtained for cut-point position, indicating that firms that are more closely connected to other firms through ownership links have a more important position in the co-bidding network and are also more likely to win contracts.

Abstract:Algorithmic collusion is an emerging concept in current artificial intelligence age. Whether algorithmic collusion is a creditable threat remains as an argument. In this paper, we propose an algorithm which can extort its human rival to collude in a Cournot duopoly competing market. In experiments, we show that, the algorithm can successfully extorted its human rival and gets higher profit in long run, meanwhile the human rival will fully collude with the algorithm. As a result, the social welfare declines rapidly and stably. Both in theory and in experiment, our work confirms that, algorithmic collusion can be a creditable threat. In application, we hope, the frameworks, the algorithm design as well as the experiment environment illustrated in this work, can be an incubator or a test bed for researchers and policymakers to handle the emerging algorithmic collusion.

Abstract:The infinitely repeated auctions in electricity markets facilitate the forming of tacit collusions among generation companies which certainly have negative effects on the normal and efficient operation of electricity markets. In the framework of infinitely repeated non-cooperative game theory under complete information, an effort is made for examining the mechanism of tacit collusions among generation companies. A single-period static gaming model is first developed for two symmetrical generation companies in an electricity market with the market clearing price (MCP) employed for settlement, and the existence of a Nash equilibrium state is proved. On this basis, the mechanism of the tacit collusion among two generation companies in infinitely repeated auctions is next investigated with cyclical demand fluctuations taken into consideration, and a sufficient as well as necessary condition is obtained concerning the sustainability of a tacit collusion equilibrium state. The relationships between the sustainability of the tacit collusion and generation installed capacities of generation companies as well as the cyclical load fluctuations are analyzed through both theoretical and numerical studies, and the impacts of linear and quadratic production cost functions on the tacit collusion equilibrium state are examined.

Abstract:This paper contributes to the ongoing debate on the plausibility of tacit collusion between sellers in algorithmic marketplaces, which can be detrimental to customers and social welfare. We study a broad class of assortment decisions routinely made by sellers on online platforms, including which set of products is offered to customers, at what price, and how are they displayed. In this context, algorithmic decision-support tools are extensively studied in the operations literature and widely adopted in practice. We propose simple notions of collusive outcomes to describe an "optimal form" of collusion between sellers under full information. While computing such collusive outcomes is NP-hard, we develop a polynomial-time approximation scheme, showcasing the computational tractability afforded by our solution concept. Our main contribution is to establish that collusive outcomes can be tacitly and near-optimally reached under very limited prior market information. Surprisingly, we show that a simple variant of epsilon-greedy -- a commonly used class of learn-and-earn algorithms -- is able to dynamically learn a collusive outcome without any form of explicit communication that is prohibited by antitrust laws. This algorithm asymptotically attains a collusive outcome with a worst-case expected regret of O(T^{2/3}\log T) over T periods against the full-information benchmark. These findings might have ramifications for regulators' ability to enforce antitrust policies.

Abstract:Cooperation among bidders in traditional auctions is typically forbidden. This is because it is viewed as being harmful to the interests of sellers, who hope to obtain fair prices for their sale items. It also may be harmful to other bidders who are not able to take advantage of any cooperation that is occurring. In online group-buying auctions, in contrast to traditional auctions, cooperation results in higher welfare, leading to market expansion that benefits buyers and sellers, as well as the auction intermediary. This has not been well understood in prior research, however. In this article, we show how the online group-buying auction mechanism on the Internet can be effectively enhanced to produce higher welfare for the participants. The key to achieving this, we find, is for the auction intermediary to provide a means for bidders to cooperate, so as to collectively express greater demand. Such cooperation, it turns out, permits the group-buying auction mechanism to dominate the fixed-price mechanism from the seller’s point of view under some circumstances. Through an analytical modeling analysis, we offer insights into how sellers can set their group-buying auction price curves more effectively, so as to take advantage of bidder cooperation to improve auction performance. We further argue that the goal of the auction intermediary should be to offer an information sharing mechanism to facilitate bidding ring formation, as a means to maximize the value of this market mechanism.

On Mechanism Underlying Algorithmic Collusion

Abstract:Two issues of algorithmic collusion are addressed in this paper. First, we show that in a general class of symmetric games, including Prisoner's Dilemma, Bertrand competition, and any (nonlinear) mixture of first and second price auction, only (strict) Nash Equilibrium (NE) is stochastically stable. Therefore, the tacit collusion is driven by failure to learn NE due to insufficient learning, instead of learning some strategies to sustain collusive outcomes. Second, we study how algorithms adapt to collusion in real simulations with insufficient learning. Extensive explorations in early stages and discount factors inflates the Q-value, which interrupts the sequential and alternative price undercut and leads to bilateral rebound. The process is iterated, making the price curves like Edgeworth cycles. When both exploration rate and Q-value decrease, algorithms may bilaterally rebound to relatively high common price level by coincidence, and then get stuck. Finally, we accommodate our reasoning to simulation outcomes in the literature, including optimistic initialization, market design and algorithm design.

Abstract:Collusion between governments and enterprises has occurred in many economies around the world in the context of government investment projects and tenders. Not only is collusion an illegal act, but it may also lead to learning and imitation by non-colluding parties. Therefore, to control collusion and ensure the quality of government investment projects, investigating the spread of collusion in the bidding process of such projects is important. This study presents a simulation of the diffusion process of collusion among multiple entities through NetLogo, drawing on a contagious disease model. The effectiveness of the hypothesised control tools is validated through the changing trend of collusion in bidding in China. The findings provide a new approach to controlling collusion based on the perspective of the proliferation of bidding behaviour and have some reference value for the government to formulate policies.

Abstract:We study collusion in a second-price auction with two bidders in a dynamic environment. One bidder can make a take-it-or-leave-it collusion proposal, which consists of both an offer and a request of bribes, to the opponent. We show that there always exists a robust equilibrium in which the collusion success probability is one. In the equilibrium, for each type of initiator the expected payoff is generally higher than the counterpart in any robust equilibria of the single-option model (Esö and Schummer (2004)) and any other separating equilibria in our model.

Detecting collusion in procurement auctions

Abstract:The study aimed at detecting cartel collusion involved analyzing decisions of the Russian Federal Antimonopoly Service and data on auctions. As a result, a machine learning model was developed that predicts with 91% accuracy the signs of collusion between bidders based on their history after dividing 40 auctions into test and training samples in a 30/70 ratio. Decomposition of the model using the Shepley vector allowed the interpretation of the decision-making process. The behavior of honest companies in auctions was also studied, confirmed by independent simulation validation.

Abstract:The emerging electricity market worldwide is more akin to oligopoly than perfect market competition due to several inherent characteristics of the power industry. Dynamic collusions among, and static market power abuse by, generation companies are two major manifestations of such a market, and they could threaten the competitiveness as well as reduce the operating efficiency of the market. While market power in electricity markets has already been extensively studied, investigations on collusions are still very preliminary and a systematical framework has not yet been developed up to now for describing and analyzing this problem. Given this background, an effort is first made in this paper on investigating several important issues associated with collusions among generation companies in electricity markets, such as reasons probably leading to the formation of collusions, factors having impacts on the maintainability of collusions including the number and market share of competitors, market entry barriers, frequency of interactions among generation companies, market settlement mechanism, asymmetry among generation companies both in cost structures and capacities, as well as demand side responses. Approaches that could be utilized for identifying collusions among generation companies are next discussed, followed by some suggested measures for preventing the collusions from happening.

Abstract:This paper considers an infinitely repeated competition between manufacturer‐retailer supply chains. In every period, retailers privately observe the demand and manufacturers pay retailers 'information rents'. I study collusive equilibria between the supply chains that may or may not involve the retailers. I find that including forward‐looking retailers in the collusive scheme may facilitate or hinder collusion, depending on the likelihood of a high demand and the gap between a high and a low demand. Moreover, collusion on monopoly profits can be easier or more difficult to implement than collusion on upstream profits.
