Abstract:Over the last three decades,the policy and system on rural land contract management rights transfer have been increasingly clear and its related disputes on the increase,which exposes the inadequacy of the system.Therefore,the legislature should accord with the "Decision" of the Third Plenary Session of the l7th CPC Central Committee,trying to perfect the existing legal system in order to eliminate the contradiction between systems and effectively safeguard the right of rural land contracting and management.
