Foreign Experience of Commerce Involving in the Basic Health Insurance System and Comments on the Public Goods Supply

Abstract:From the point of view of international experience and on the basis of commercial participating degree in the basic health insurance system,this paper selects Swiss,Australia and Japan as three examples,whose basic health insurance system and the characteristics of commercial participation are discussed and summarized. This paper argues that commerce involving in the supply of basic health insurance,which is regarded as public goods,is the necessity of the development of social economy,as well as the common choice of the government and the market. At present,China needs to handle well the linking and segregation of duties between government departments and private insurance institutions,in order to improve the efficiency of health funds’operation and to safeguard the interests of beneficiaries.
