Abstract:The current situation of water price was analyzed for Zhejiang Province, and main problems existing were pointed out. By explication of the composition of the three-part water price, the mechanism of its implementation and the relationships between the government investment, reuse of wastewater, transaction between rights of wastewater discharge, and environmental water price, some suggestions were made for the development of a rational water price mode, especially for the environmental water price, for the lake and river regions of south of the Yangtze River, i.e. to implement the regulation for transaction between rights of wastewater discharge under the guarantee of charge for wastewater treatment, to decrease the government investment in construction and operation of sewage treatment plants, and to strengthen the reuse of wastewater.
Mechanism of sustainable utilization of water resources in river and lake regions of Zhejiang Province

Abstract:Although water resources are abundant in Zhejiang Province, some problems still exist, such as insufficient per capita water resources, uneven annual water resources distribution, over mining of groundwater resources, and serious water pollution, meanwhile, the conventional water resources management system can not effectively control water pollution and comprehensively manage urban and rural water resources. By reference to the advanced modes of comprehensive development and unified management of water resources in Shanghai and Shenzhen cities and in some European and American countries, some measures are suggested for sustainable utilization of water resources in the river and lake regions of Zhejiang Province, including improvement of the water resources management system, establishment of water supply bureaus, implementation of integrated management, establishment of a social water saving environment, prevention of water pollution, and improvement of water environment.

Abstract:Under the guidance of sustainable development concept,and especially since the release of "Rio Declaration",China has made many explorations and practices in rational development,efficient utilization,effective protection and integrated management of water resources,thus established a new approach to sustainable water development with a focus on ensuring drinking water safety of rural residents and cattle,promoting the construction of a water-saving society system,protecting and restoring water eco-system,enhancing the capacity of urban-rural water supply system and emphasizing public participation.With only 6% of the world's fresh water resources,China succeeds in supporting 22% of the world's population and sustaining 10% of economic growth rate.Under the combined effects of natural water resources conditions,socio-economic scale and development stage as well as global climate change,China is confronted with such prominent problems as a conflict between water supply and demand,water environmental pollution,water ecological degradation and frequent occurrence of extreme and accidental events.The Chinese Government has attached great importance to solving the above problems by scientifically formulating the strategy of sustainable water resources utilization,improving water resources infrastructure system,and reforming the public policy and governing system for water resources management in order to conscientiously guarantee national water security and back up sustainable socio-economic development by sustained utilization of water resources.To this end,we have undertaken major projects as follows: comprehensively building a society featuring water-conservation and pollution-prevention;implementing the most stringent water resources management system;strengthening water resources and eco-environmental protection;construct national smart grid project system;establishing water resources risk management system and intensify scientific and technological support for water resources,etc.

Given the fact of shortage and uneven distribution of water resource in coastal area from China, efficient water utilization is critical against the background of fast urbanization and growing demand arising from industrialization in coastal area from China. Meanwhile, environmental degradation is aggregating the constraint of water shortage on social economic development, industrial point pollution and non-point pollution arising from agricultural activities and municipal solid waste have emerged as the most challenging issues over water environmental management. Fragmented government management, the lack of interagency coordination, and the lack of public participation in EIA are the fundamental reason for the deterioration of riverine environments and overexploitation of water. The challenging issue facing decision makers now is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the progress of urbanization and the industrial sector. A shift of strategic focus is urgently needed for Chinese Government to integrated water management by integrating water allocation and water quality management.

Abstract:A water crisis has prompted the Chinese government to develop an ambitious water conservancy plan. However, the plan may not achieve water sustainability and may cause unintended environmental and socioeconomic consequences, unless it accounts for complex human-nature interactions ( 1 ). Water shortages, for example, force people to find alternatives, such as treatment facilities, whose land and energy requirements aggravate food and energy production, which need large amounts of water. Other nations face similar challenges and share real water from China along international rivers and/or virtual water through trade. Water problems are particularly challenging in China, which has the largest population, fastest-growing economy, rising water demand, relatively scarce water, dated infrastructure, and inadequate governance. We highlight China's water crisis and plan, and then offer recommendations.

Abstract:Water is one of the most critical issues of concern in China’s ongoing rapid economic development. The resource is scarce and demand is growing as China becomes more industrialized and urbanized. The situation is exacerbated by natural and anthropogenic events such as climate change, pollution, exorbitant patterns of water consumption, and an uneven distribution of water resources, with devastating impacts on ecosystems, international relations, food security and public health. In this paper, an overview of China’s water resources is presented. Studies on distribution, consumption patterns and pollution of water resources are reviewed in order to understand the over-exploited and unexplored dimensions of the Chinese water landscape. The status of water resources is also studied with an intention of providing information on the dynamics of water quality and quantity. The paper concludes with a discussion on China’s commitment to rebalancing its water growth model and the measures taken to achieve that.

Abstract:The author mainly discusses the characteristic of water resources of Wujiang river basin in Guizhou Province,such as rainfall is the mainly source of Wujiang river,the gross and the occupancy per person of water resources is not low,the quantity of calcium in the river is high, water deficit is functional in the river basin, and surface water and ground water are seriously contaminated. Besides,the author discusses the main geology—ecology problems in the area,including rocky desertification,soil losses,eco-environmental degradation,environment impact of hydropower project. At last,the author puts forward the proposals on the sustainable usage of Wujiang water resources basing on the characteristic and main geology—ecology problems of water resources.

Abstract:In the current phase of the global economic incorporation,the speed of the industrialization and urbanization is growing,and the metropolis and residentialization corridor is expanding increasing,especially in the developing countries and Asian area.But during the urbanization,the protection of the environment,especially protecting and making good use of water resoucers,is ignored because lack of the scientific outlook on development,merely aiming at economic benefit and the increasing speed of GDP per capita.This paper discusses the characters and processes of the urbanization,the utilization and management of the water resources and how to protect the water resources in the lower Changjiang River valley through investigating some important cities deeply,especially the problems of water body pollution,protection and urbanization process in the area of Suzhou-Wuxi-Changzhou and the Changjiang River mouth are deeply investigated and analysized.At last some new methods about how to utilize and protect the water resources during the urbanization in the developed area are put forward in order to be used in the construction of the harmonious society.The methods and models of the harmonious development about the urban industrial structure adjustments and new industrialization road in the downstream area of Changjiang River are proposed particularly,which will benefit for sustainable development in this area.
Trans-jurisdictional river basin water pollution management and cooperation in China: Case study of Jiangsu/Zhejiang province in comparative global context

Abstract:The deterioration of water pollution drainage in China is caused by poor administrative capabilities as well as natural forces. Low efficiency, even inefficacy in trans-jurisdictional water pollution management by local governments, has resulted in environmental damage accompanying economic development, conflicts between people living up- and down-stream, and potential hidden problems for social stabilization. By examining the process of policy evolution and reform of water pollution management and cooperation between Jiangsu and Zhejiang provinces, this paper tries to learn from successful global experiences in domestic trans-boundary water management. The study shows that resolution of the conflict between watershed management and regional management based on “Tiao-Kuai-System” (China's system of vertical and horizontal relations between central and local government and within government) is the highest priority. The integrated reform of trans-jurisdictional water pollution management of river basin in China should include insitutional and law reforms.

Abstract:The paper illustrates current condition and existing problem in irrigated regions of China, explains main contents of water saving agriculture in irrigated regions, points out reference significance through the comparason of the United States and Japan with China about water saving agriculture and land use, land quantity, environment, irrigating area, land operating scale etc, analyzed deeply influence water saving agriculture land use. Putting forward some proposals, it emphasiz sustainable land use and sustainable development in irrigated regions through deepening irrigation management reforms, clarifying water property, working out scientific agricultural water resource plan, and enhancing the research on technical advancement in irrigation regions. All these measures can promote land sustainable use and sustainable development in irrigated regions.

Abstract:Taihu watershed is a developed area in China, which is faced with serious water pollution, flood, seasonal and qualitatively water shortage. Among them water environment pollution is the main contradiction of the comprehensive control. In Taihu watershed, three key water problems are tightly related to each other, and water cycle is their common foundation. Therefore the settlement of water problems should be overall planned on the basis of water cycle, and resolved synthetically by combining two measures of the construction of water saving and antifouling society and the consummation of the water body circulation project system.

Abstract:Due to the rapid development of economy, China has been facing severe water shortage and water pollution problems. This paper discusses three strategies developed for the urban water resource management in China, which is essential for the sustainable development of its economy. These strategies include setting high priority for demand control and water conservation, controlling pollution from the sources and increasing investment for wastewater treatment; and developing untraditional water resources, such as rainwater harvesting, wastewater reclamation, seawater utilization, etc. It is hoped that these strategies may not only solve the water shortage and water pollution problems at low capital and operational costs, but also meet the present and future needs on water resources in China.

Abstract:Facing with increasing water scarcity,applying management,institution and policy measures to establish water saving society has captured high attention from policy makers in China.This paper discussed some water management issues in terms of water management strategies and management measures.For water management strategies,the key is to transfer from water supply management to water demand management,change from separate to integrated water management system.In order to effectively implement water demand strategies,the critical issue is to transfer from administrative-based measures to market based economic,policy and institutional measures(such as water price,water rights and participatory management of water users).Although making some progress on the reform of water price,water rights and participatory management,China is still facing much challenges on how to effectively implement these market-based measures,particularly in the agricultural sector.

Low efficiency even inefficiency in trans-jurisdictional water pollution management by local governments, has resulted in environmental accompanying economic development, many conflicts between people living up and-down-stream, and potential hidden trouble in social destabilization. By examining the reform of the water pollution management and cooperation mechanism between Jiangsu and Zhejiang Provinces, this paper tries to illustrate policy evolution process between two provinces, to understand the difficulties in trans-jurisdictional water pollution management of river basins in China. The case study shows the integrated reform of trans-jurisdictional water pollution control based on "Tiao-Kbai-System" that coordinates between central-local government structure and department inner-system should consist of institutions, mechanism and law reforms.

Abstract:Transjurisdictional water pollution is a major technical and legal problem for the Chinese government and arises from the many problems in the current legal, institutional, and operational framework for water resources and for water environment, planning, and management. The law for pollution and the water law must be seen within the context of the current transition in China from the traditional "rule by law" to "rule of law." Nevertheless, the common view in China is that each law gives If "power" to the State Environmental Protection Administration (SEPA) for pollution and the Ministry of Water Resources (MWR) for water quantity management. The administrative framework is described, and the role of local government is highlighted as a major reason for failures in enforcing environmental laws. River basin organizations have little administrative power except for flood emergencies and are not mandated to manage river basins in a holistic context. We outline a variety of deficiencies and recommend corrective actions in the Water Pollution Prevention and Control (WPPC) Law. These include such issues as a lack of definition of terminology, an inadequate definition of pollution, a lack of trans-boundary water quality standards, problems of administrative transparency, access to data and information, and several technical issues that cause friction between the two ministries. At the highest level, there is need for a permanent inter-ministerial coordination arrangement to deal with the harmonization of laws, institutional arrangements and operational practices between SEPA and MWR.
Understanding the water challenge of jiangsu province: Analysis of the water footprint changes in jiangsu province during 2003-2010

Abstract:In order to develop a proper method for water management, we must know the water sustainable development status. Therefore, the water footprint, an index reflecting the water consumption was used to analyze the water resource sustainable development status of Jiangsu Province. Results showed that although the average value of water supply surpassed the water requirement during 2003-2010, Jiangsu Province still had the problem of water shortage during the drought years of 2004, 2006 and 2009. 4.5x10(10)-5.6x10(10) m(3) of virtual water in this region was exported through agricultural exports, and the external water dependency of this region was 0. Conflicts between water supply and water requirement will be increased with the increase of population, the development of economy and the urbanization. Therefore, suggestions such as increasing water diversion from Yangze River, collecting and storing the rainfall, carrying out the water saving techniques, treating the wastewater, reducing the virtual water exportation by improving industrial and commercial policies were put forward to decrease the regional water stress. Considering the relatively low virtual water quantity contained in the daily diet of Jiangsu residents and their health, the idea that reducing the water consumption through changing food pattern was not recommended.

Abstract:China, the largest developing country, has experienced rapid urbanization since its reform and opening-up. However, the increasing pollution load from urban areas has deteriorated urban river water quality, contradicting the concept of sustainable and green development promoted by the Chinese government. This situation elucidates governmental shortcomings in systematic environmental protection. Our study revealed that the current wastewater treatment plant (WWTP) discharge standards in urban areas are insufficient for attaining the desired urban river water quality and thus intensify the conflict between urbanization and water environmental protection. As urbanization continues, the urban population will grow, further exacerbating pollution and conflict. Our focus was the Xiangjiang River basin in Zunyi, a typical urbanized city in China. Using a validated one-dimensional mathematical model, we compared the water quality in the Xiangjiang River between current and upgraded WWTP discharge standards. The results showed that the water quality in the Xiangjiang River falls short of the standards, with more than 60% of the river exceeding limits. However, upgrading WWTP discharge standards significantly reduces the proportion of river sections exceeding limits, with only 0.4% exceeding standards during specific periods. This enhancement greatly improved the Xiangjiang River's water quality, aided in restoring the entire water environment in the basin, and supported water environmental protection goals. Our research findings offer crucial support for local governments in shaping comprehensive water environmental protection policies and insights for addressing similar environmental challenges caused by rapid urbanization in other developing regions.
