Abstract:Shenyang,Harbin,Changchun and Dalian,the four regional core cities which play important role in the strategy of revitalizing northeast old industrial base,are the research background.Through structuring evaluation index system,the innovation factors and capacities of these cities are compared.By analysing Harbin,this paper reveals that this city's advantages lie in its location and cooperation with Russia,late-development advantages in economic basis and combined service,and the driving-efforts of state-level industrial parks.The disadvantages of Harbin are that the unformulation of multiple investment and financing system,less transforming channels of research achievements,weaknesses of self-renovation capability and brand competitiveness,weakness on talent attraction,lack of industrial clusters and technological chain,and the lack of tolerance for innovation.And then,countermeasure and suggestion were given to these disadvantages.
