Abstract:The opening of “demographic window of opportunity” has created strategic opportunities for the industrialization and urbanization in China. But the demographic transition also brings critical challenges to the healthy urbanization. Based on the analysis of economic structure, this paper proposes a conceptual model of spatial economy to simulate the urbanization process. It discovers that the imbalanced “dual economy” caused by the rapid ur- banization can be improved by the spatial span and gradient development among different regions. In the end, it develops policy suggestions on the future ur- ban spatial development.

Abstract:Urbanization has brought high population density and urban expansion, as well as put forward higher requirements for urban social management and economic development. Firstly, representative urban management modes in domestic and overseas will be reviewed. Secondly, as it is pointed out that the theory and practice research of urban management modes require further study according to the goals of new urbanization. It’s important to clarify the roles of the government, market, community and culture and take different combinations of social orders in terms of different types of cities. Finally, research on new urban management mode under the trend of the new urbanization should be carried on from the perspective of ideology-order-governance.

Abstract:Surveying the whole researches on urbanization in China,most of them pay attention to drawing experiences from the developed countries.The qualitative description,quantitative measurement,empirical data forecasting and analysis for urbanization are very rich,while the basic theoretical researches are relatively rare.Most of the models are static,which are lack of dynamic evolution.Especially,the mathematic models on mechanism research are seldom seen.Besides,the analytical methods are lacking in innovation.This paper firstly reviews urbanization models from both the development and special economics perspectives,secondly analyzes the urbanization researches from agent-based modeling(ABM),than points out the research methods of urbanization mechanisms need to be innovated and integrated.A breakthrough attempt is to integrate the economic research results and the dynamic advantage of ABM in two ways: the broad sense integration based on new classical urbanization theories and the narrow sense integration based on new economic geography.One path worth exploring is: a deductive economic model→the ABM calculation and experiment→the empirical analysis and measuring inspection→public policy evaluation.
A Framework & Dynamic Model for Reform of Residential Land Supply Policy in Urban China

Abstract:Urban residential land supply is both driven by and significantly influences urbanisation processes, the optimisation of which are necessary to address housing issues. At present, China's urban housing system has three major problems, namely a shortage of affordable housing, rapidly increasing prices for regular commodity housing, and an under-supply, relative to market demands, of high-end commodity housing, calling into question the effectiveness of existing land supply policies. This paper first reviews policies governing residential land supply and then considers these policies in light of findings from semi-structured interviews conducted with key actors and a survey of households in Hangzhou, a city of more than nine million in eastern China. These analyses show that although the Chinese government has undertaken steps to reform land use allocation and increase housing affordability in its cities, significant opportunities for reform remain in both affordable and commodity housing sectors. Results from this study aid in formulation of a framework for residential land supply and a dynamic model for reform for Chinese governments to undertake to integrate housing provision across a range of household income and housing type classifications. The model demonstrates how reformation of the residential land supply system through improvements to the elasticity of residential land supply, optimisation of land supply for affordable housing, deregulation of land supply for and taxation of high-end commodity housing will significantly ease housing stress within Chinese cities. Finally, international experience indicates that the Chinese government can leverage revenues to acquire or otherwise support construction of additional affordable housing, with the in helping to arrest housing price inflation while achieving socialist ideals..

Abstract:China's urbanization process has followed a unique course and transformed the country in a very short period of time. Yet problems have arisen and the New Urbanization Policy 2014–2020 is designed to overcome many of these. This policy note outlines the objectives of the new policy, including a partial relaxation of the strict urban residency (hukou) rules, the move toward people-oriented urbanization and the expected changes that will occur in rural areas, particularly with respect to rural land. The paper concludes with a number of questions that do not appear to have been satisfactorily answered by the new policy. Will the differentiated hukou system be effective? Will the rapid urbanization of rural land be curbed? Will the new urbanization make China's cities more or less efficient? What are the plans to reform local government finance? How will the problem of loss of rural collective lands be addressed? The new policy is viewed as an important first step, but unanswered questions remain.
Dynamic Mechanism of Urbanization and Its Evolution in Post-reform China

Abstract:This paper establishes a theoretical model on driving mechanism of urbanization in China from the perspective of economic system.Then the econometric model is built to investigate the core driving forces of China's urbanization and the empirical study on five sets of cross-section data from 1982 to 2005 is carried out with Ridge Regression Model(RRM).The results show that:the urbanization level is progressively coordinate with economic development;the role of the service sector has surpassed the secondary industry,but industrial development is still the core driving force of urbanization in the Midwest China.Rural industrialization defers the urbanization process in the short term,but it plays an important role in the continuous and steady urbanization and the coordinated development of large,medium-sized and small cities and towns in the long term.The continued effect of export-oriented economy is actually the comprehensive reflection of regional variation in policy and location,and we are inclined to look at urbanization in China in the view of endogenous.Finally,the urbanization process model based on the evolution of the driving forces is established.The policy implication is that the local government should attach importance to regional function orientation to foster the core driving forces of regional urbanization.

Abstract:Urban system is the spatial reflection of the inner-deep social economic movement. New economic circumstances not only make the evolution of urban system present one brand-new landscape, but also put forward a new subject for planning of urban system. This article analyzes the properties of the traditional economic process and its essential effect on urban system; it makes a complete survey on the properties of new economic circumstances and its effect on re-forming of urban system; the complicated influential process and result are concluded into the aspects, such as new growth motive force, new economic organization, new location factor and new spatial phenomenon, and its inner effect mechanism in shown as well. In this article, the change process of urban system space is explained in four aspects: (1) dissimulation in the process of spatial agglomeration and diffusion; (2) change of “center-periphery” effect; (3) acceleration growth of axial regions; (4) re-forming of the world and regional urban system. Based on the above theoretical analysis and the properties & requests of new economic circumstances, this article finally puts forward four philosophies emphasized by urban system planning, and forms the new frame for drawing-up of urban system planning.

Abstract:ÂÂTwelfth Five Year Plan point out that actively and steadily promote urbanization, and adhere to the road of urbanization with Chinese characteristics. Decades of urbanization have generated many problems, such as excessive dependence on land resources, ineffectively protect the interests of landless peasants, parts of the people can not have equitable access to social security, and the breeding of urban disease. The paper describes the new urbanization concept and content, drawing on experience in the urbanization development of United States, Japan, Britain and other developed countries, combined with the actual situation of China's urbanization development, pointed out the importance and necessity of the government regulation in the development of new urbanization process. Domestic academia studies more about urbanization process, pattern, dynamic mechanism, international comparison, less involved from practical or quantitative aspects. This paper studies the functions of government behavior and orientation of new urbanization, using principal component analysis to construct a comprehensive index system of government intervention, the paper also gives suggestions of indemnificatory policy and optimization measures in the new urbanization process, makes a specific explanation from the perspectives of land, residence, administration and planning. In order to provide a good environment for China's urbanization healthy and sustainable development, government should change the traditional development model of urbanization, concentrate on policy guarantor, complete the mission of urban public service providers.

Abstract:The paper relfects urbanization from the standpoint of famer, countryside, and town, and concludes problems including rural population urbanization, half urbanization, incompatibility of public service and population growth. The paper raises integrate urban rural gradient urbanization model, and discusses the strategies in four phases of gradient urbanization. Abstract:The purpose of the paper is to discuss the interactive influence of dynamic mechanism in different stages between urbanization and construction land.Method of econometrics analysis was employed.The results show that:(1) there was an equilibrium relationship between the development of urbanization and the construction land expansion in the long term,and the construction land expansion was the inevitable result of the development of urbanization,however,in a short time,the development of urbanization was not the direct factor that causes the construction land expansion;(2)extensive construction land use was not the necessary product of the rapid urbanization,on the contrary,the development of urbanization would promote the more intensive construction land use in a short period,but the effect was limited;(3)the contribution of construction land expansion to the development of urbanization was limited;(4)the change of urbanization could only explain small part of the construction land use change in a short time,while it could explain the construction land use change in a long time basically.It is concluded that,to achieve a more reasonable land use,the promotion of urbanization to construction land development should be fully realized.The construction land supply should be reasonably controlled in the short term and the proper urbanization way of economical land use needs to be carefully selected in the long term.
An Analysis Of Livable City Planning: A Community View

Abstract:The existence and development of cities is to make citizen's social production and daily life a better one. However, in the current process of urbanization, too much attention is paid on the industrial production. Little research to date has been focused on the livability of cities. Given this, this paper first reviewed the theoretical research and construction practice of livable city at home and abroad and then analyzed the problems of the new residential areas and old street areas from the community perspective. By using the case study and comparative analysis method, the paper also analyzed the interaction between China's urban growth pattern flaws and urban land use structure, as well as their impacts on existing residential pattern called residential district pattern of Modernism. The impact of the New Urbanism TND model on China's community construction is investigated and the difference between the residential districts and TND communities is also analyzed by using a practical case study in Gemdale Zizai City. Finally, the Chinese livable community model based on TND is proposed in the study, which provides a reference for theoretical research and construction practice on China's livable city.

Abstract:Urban internal spatial structure in China is becoming more and more complex during the transition period when population, economic activities and social elements experienced a fast process of restructuring. Suburbanization of population accelerated in China in the 1990s compared with that in the 1980s. Great difference exists between the spatial restructuring of permanently registered population and that of external population. Generally speaking, the similarities of the spatial restructuring of population increased while the differences of it decrease. Analysis of the restructuring of urban industry and commerce shows that suburbanization and the centrifugal forces exert great influence on the evolution of urban internal spatial structure in the transition period. The factors of urban social space are closely related to the development of society. The types of social areas tend to vary and the components of each social area change from singleness to multiplicity. As a product of the planned economy, the model of urban internal spatial structure in the early 1980s exhibited more similarities than differences, with the feature of homogeneity, while that in the late 1990s was a product of market economy, exhibiting more differences than similarities, showing an obvious feature of heterogeneity and polycentric structure.

Abstract:Drawing on the theory of neoMarxism urbanization and regarding urbanization as a spatial practice,this paper analyzes the historical process of urbanization in China from the three aspects including use value and exchange value,rural relation and urban relation,and space and capital,summarizes the lessons learned and the development laws,and reveals the existing problems and contradictions.Furthermore,the paper proposes the development direction and spatial strategies for the future urbanization in China from the perspective of space and suggests that new urbanization based on new urban-rural relationship should be taken and that Marxism should be developed and flexibly applied to the practice of new urbanization.

Abstract:Chinas traditional urbanization model is unsustainable.The 18th National Congress of the Communist Party of China proposed to implement new urbanization.This process which is with the driving force of innovation can promote technological innovation and upgrading of industrial structure by spatial concentration of elements.This article takes 16core cities in the Yangtze River Delta urban agglomeration as an example,to analyze the mechanism that during the urbanization,due to the spatial agglomeration of innovation elements,for example,human capital,urban agglomerations can improve external economies,thus promote the upgrading of industrial structure.And the article also analyzes that while in the free movement of elements agglomeration and dispersion,urban agglomerations will form a reasonable industry division system,and ultimately achieve synergy development of industry between different cities.In the future of new urbanization and construction of urban agglomeration system,it is necessary to use the spatial spillover effect of elements to promote inter-regional interact of human resources and industry to form a reasonable division of industry,and boost regional industrial development.

Abstract:With the method of quantitative and qualitative,this paper findsthat urbanization is a breakthrough in the transfer of rural surplus labor force. The increase of urbanization rate is the most direct reason to accelerate the transfer of rural surplus labor force speed. And with the comparison and analysis of some development models of the urbanization,this paper believesthat we must formulate the long-term planning and strategy to promote the development of urbanization as soon as possible. Adhering to the new road of urbanization with Chinese characteristics is the only choice for the mode of urbanization in our country. We must adhere to the development model of the market dominant under the government regulation and control to accelerate to promote the new urbanization. At the same time,we should strengthen the training of migrant workers.

Abstract:Urban modelling is an important branch of land use science. It integrates geography, surveying and mapping, information science, system science, economics, sociology and other disciplines to establish urban models, which have been used to provide support for urban policymaking or analyses. Urban models are used to understand, analyse, evaluate and reproduce the process of urban development, and predict the consequence of urban planning scenarios. In this paper, we provide a systematic review of urban models, including the evaluation, classification, application of urban models, and the timeline of urban models’ development. According to their modelling styles and applications, urban models can be classified into three categories: aggregate static models of economic and spatial interaction, urban dynamics models, and behavioural models of individual agents which linked to spatial location. According to the different modelling methods, urban models can be classified into two categories: top-down and bottom-up. Nowadays, emerging technologies, especially Information and Communication Technologies (ICT), are gradually but significantly changing the organization form of urban economic activities. It enables regions to break the location limitation and join in the national even global industry division, and that triggers a new bottom-up rural urbanization process, which formed a significant challenge for urban models. Based on above discussion, we proposed two perspectives for improvements of urban models, inculding the integration of ICT with tradtional urban models and integaration of top-down and bottom-up models.

Abstract:Along with global urbanization, urban spatial growth has become a hot field in the research of urban development, in which is derived from different schools, such as neo- classical urban economics, new economic geography and neo-Marxist geography. Since reform and opening-up, urban spatial area in China has grown fast with the rapid development of economy and urbanization, which increasingly arouses the attention of economists and geographers of China. In recent years, there are more and more articles focusing on China's urban spatial growth with the application of foreign theoretical models. Existing theoretical models and empirical analysis, however, do not reveal the unique and fundamental power factor which promotes the rapid growth of China's urban space, especially ignoring the key role of local governments which is the unique phenomenon during the rapid process of urbanization in China. In the context of an urban-rural dual structure of the land market, the local governments, especially the city governments, play a decisive role in the process of urban land development and urban spatial growth. Based on the involved theoretical model of urban economics, this research attempts to conceive an urban economics model introducing the key role of local governments in order to analyze the China's urban spatial growth and interrelated issues.

Why Chinese Urban Develop by Sprawling Style ——Epirical Analysis based on Prefectural-level City

Abstract:In recent years,the city's population density of China has dropped continually and the urban space has expanded rapidly,showing a trend of sprawl.As a result,it derives a series of economic,social and environmental issues.To reveal the reasons of China's urban sprawl,this study establishes a theoretical model of China's urban sprawl is established based on Brueckner's classical urban spatial expansion model and makes empirical analysis with 182 prefectural-level and above city statistics.The research results show that:The typical theoretical model of urban expansion can well explain why the Chinese city spread;China's urban sprawl is positively related to urban economic development level,urban population and private car ownership.However,the results also show that China's urban sprawl is positively related to urban land rent too,which is not consistent with the classical theory.For that,this paper proposes a further explanation.At last,based on these research results,the governance of urban sprawl in China has been proposed.We should adopt the rationality growth,enhancing urban compact to realize the transition of urban development pattern.
