China's Rural Democracy Management Status Changes and Its Influencing Factors

Abstract:What is the actual situation regarding China's rural democratic governance and how has it changed in the last 10 years? Which factors have influenced it? Analyzing three-wave national rural survey data between 2002-2011,this paper subdivides village-level democratic governance into democratic decision-making,democratic management and supervision and democratic autonomy,and evaluates the actual results of democratic governance in terms of the supply of basic public goods at the village-level.This research shows that the decision making practices of villagers' representatives meetings has gradually become more standardized and the establishment of democratic management organizations responsible for democratic financial management has gradually improved,but greater efforts are required to achieve the goal of having "one proposal,one discussion;" significant progress has been made in developing democratic supervision functions;democratic autonomy is still subject to intervention by higher levels of government,but in the process of day-to-day governance the rural relationship is increasingly loose;the supply of basic public goods at the village-level has steadily improved,but there is also significant pressure.There are various factors influencing democratic governance at the community-level,but four important types of influencing factors are the level of economic development,the social structure,the political foundation and regional geography.
