Abstract:In recent years, cross-sector cooperation between nonprofit organizations and businesses has become increasingly active. However, because of the nature of the differences between two types of organization, cooperation and motivation of the inconsistencies and the complexity of collaborative networks, there are specific risk in cross-sector cooperation. The current study about cross-sector cooperation mainly included: the causes of risk, risk category, and preventive measures, few people use social network theory to analyze cooperation risk. So, this paper uses social network analysis to depict cooperation network structure, and makes a preliminary exploratory study on the relationship between cooperation risk and network structure, network relations, which will provide research foundation for sustainable development of cross-sector cooperation and cooperation risk control.

Abstract:Purpose – The aim of this paper is to explore the concept of intersectoral collaboration and to compile context-sensitive framework for further research in the field. In scientific discourse, intersectoral collaboration is recognized as an instrument for overcoming complexity of issues in public and private sectors due to its successful application in many cases. However, it cannot give its full advantages due to the lack of understanding regarding the main affecting factors, most recent obstacles as well as different contexts throughout its application. Perceived effectiveness of intersectoral collaboration might be reached with a help of aggregated and professionally applied scientific investigations in the field considering specific features of particular discourses. Design/methodology/approach – Inductive review of scientific literature as well as theoretical modelling methods were applied. Findings –Research limitations/implications – Recent literature revealed that the content of the intersectoral collaboration concept did not change significantly. The scientific discourse has been complemented by more methodological and practical observations that allow to improve collaboration management and processes and enhance possibility to achieve planned joint goal of multilateral initiative. Nevertheless, there is still insufficient literature that explains what issues are a) common for explicit collaboration and b) critical for performance in practice. In mostly, intersectoral collaboration analysis is based on successful cases. It would be useful to consider not only key success factors but also why intersectoral collaboration fails. Practical implications – In scientific discourse intersectoral collaboration is recognized as an instrument for overcoming complexity of issues in public and private sectors and NGOs due to its successful application in many cases. However, it cannot give its full advantages due to the weak understanding regarding the main affecting factors, most recent obstacles as well as different contexts throughout its application process. Perceived effectiveness of intersectoral collaboration might be reached with a help of aggregated and professionally applied scientific investigations in the field taking into account specific features of particular discourses. Thus, the contextual model compiled and insights on intersectoral collaboration made in the article can be used as a further research framework in the field. Originality/Value – The complexity of intersectoral collaboration was discussed and context-sensitive framework for research was presented. Cross-sector Service Provision in Health and Social Care: An Umbrella Review

Abstract:INTRODUCTION: Meeting the complex health needs of people often requires interaction among numerous different sectors. No one service can adequately respond to the diverse care needs of consumers. Providers working more effectively together is frequently touted as the solution. Cross-sector service provision is defined as independent, yet interconnected sectors working together to better meet the needs of consumers and improve the quality and effectiveness of service provision. Cross-sector service provision is expected, yet much remains unknown about how it is conceptualised or its impact on health status. This umbrella review aims to clarify the critical attributes that shape cross-sector service provision by presenting the current state of the literature and building on the findings of the 2004 review by Sloper.METHODS: Literature related to cross-sector service provision is immense, which poses a challenge for decision makers wishing to make evidence-informed decisions. An umbrella review was conducted to articulate the overall state of cross-sector service provision literature and examine the evidence to allow for the discovery of consistencies and discrepancies across the published knowledge base.FINDINGS: Sixteen reviews met the inclusion criteria. Seven themes emerged: Focusing on the consumer, developing a shared vision of care, leadership involvement, service provision across the boundaries, adequately resourcing the arrangement, developing novel arrangements or aligning with existing relationships, and strengthening connections between sectors. Future research from a cross-organisational, rather than individual provider, perspective is needed to better understand what shapes cross-sector service provision at the boundaries.CONCLUSION: Findings aligned closely with the work done by Sloper and raise red flags related to reinventing what is already known. Future researchers should look to explore novel areas rather than looking into areas that have been explored at length. Evaluations of out-comes related to cross-sector service provision are still needed before any claims about effectiveness can be made.

A Bibliometric Analysis of Risks for Cross-border Business and Data Movement

Abstract:The digital economy has brought about a rapid expansion of cross-border activities, making risk management and control in the areas of data security and cross-border business more important. In this study, we apply a bibliometric approach to systematically organize the research progress on cross-border risks both domestically and internationally. Overall, by visualizing and analyzing 296 Chinese and 315 English papers collected, we observe an increasing scholarly interest in cross-border risk issues as evidenced by the growth trends of literature publication data. We then examine the network of cooperative relationships between various countries/regions, and identify five clusters of literature in Chinese and English research respectively, through visualization technologies in bibliometrics. These clusters clearly exhibit the current status of research on cross-border risks around the world in recent years. Furthermore, we aggregate a collection of risk factors from various types of cross-border activities, thereby delivering insights for the construction of industrial ecosystems and policy makings by governments.

Abstract:Risk is a complex and multi-faceted concept defined and addressed differently across disciplines. Recent years have seen a growing recognition of the need for a more comprehensive and integrated risk perspective combining insights from various disciplines. However, those works have rarely been analyzed in literature reviews. This article explores the possible way of advancing how we assess and manage risks by reviewing the theories, approaches, models, and other fundamental aspects of different disciplines relevant to risk concepts. Additionally, we compare the origins, connections, and differences between state-of-the-art risk science and risk concept research in various disciplines. Some suggestions and future directions are provided for improving risk assessment. This paper helps to deepen the understanding of the risk concept and advance the development of the risk management arena.

Abstract:The cooperation between the government, banks and guarantee companies plays a crucial role in solving the financing problems of SME, and the impact of this cooperation model on the financing activities of SME is also the focus of many scholars’ research, but there is still a lack of literature review related to it. Therefore, this paper systematically sorts out the core journals related to them in recent years, and attempts to paint an overall picture of the background, development status and impact of cooperation between the Chinese government, banks and guarantee companies. Abstract:<p>This review examines supply chain risk publications across nine prestigious management, operations, and supply chain journals with respect to exploring trends and emerging topics. Using a refined set of keywords, we extract and filter the most relevant supply chain risk management (SCRM) articles from Scopus between 2001 and 2019. Unlike previous reviews of the SCRM literature, our methodology utilizes both bibliometric and co‐citation analyses of publications in selective management and operations and supply chain management journals. In addition to analyzing the current state of the SCRM literature via bibliometric analysis, we delve deeply into the clusters of literature informing SCRM studies through a co‐citation analysis. By conducting a text analysis on these clusters, we identify the main themes and provide insights regarding article relevance, theoretical frameworks, and methodologies for each cluster. In addition, we categorize the themes within each cluster into three main groups of Matured, Developing, and Emerging. Based on the identified Emerging categories, we provide detailed discussions on the promising avenues for research and practice in three main areas of Sustainable SCRM, Behavioral SCRM, and nascent methodologies and theories in SCRM studies. Finally, we dedicate a section in our review to discussing the direction of SCRM research during and after the COVID‐19 era.</p><p>This article is protected by copyright. All rights reserved</p>

A literature review on the relationship between risk governance and public engagement in relation to complex environmental issues

Abstract:Over the last two decades demands for greater public engagement have emerged in policy circles and academia, particularly when it comes to risk-related decision-making, or risk governance. However, the literature shows there is a lack of evidence when it comes to the impact of public engagement initiatives and significant questions remain over who to include, what processes to follow and what outcomes to expect. Furthermore, the literature exhibits contradictions in how researchers with different theoretical approaches attempt to answer these kinds of questions. This paper therefore proposes a systematic literature review in order to map the current breadth and variation in the literature and to identify any major variations from previous findings. A methodical search query has been applied to Scopus and Web of Science to search for academic articles. These were subsequently assessed for their suitability through a structured literature selection process. The results identify a number of methodologically different approaches in which knowledge on risk governance and public engagement has been developed. These diverse approaches are eventually grouped into clusters based on similarities in co-citations and references that are identified through bibliometrics and a subsequent content analysis. The proposed clusters have been labeled risk governance; environmental science, policy and governance; disaster risk management; science and technology studies; post-normal science; and public understanding of science. These six clusters are ultimately discussed and differentiated based on their main features which is particularly relevant for researchers and policy-makers seeking to get an understanding of, or broaden their disciplinary engagement with, risk governance and public engagement.

Abstract:This literature review aims at reflecting on current issues about how Civil Aviation Industry manages the notion of Risk. In face of recent indisputable challenges, such as COVID-19 Pandemic, geopolitical and energy crisis as well as unpredictable markets, but also chronically experienced volatility, uncertainty, complexity and ambiguity, as the main characteristics of the aviation operational environment (VUCA World), Aviation industry has to accept that this is the norm and consequently, do more. We suggest the adoption of the Sustainability-Ethics-Resilience, SER, aviation specific, overarching approach for managing Safety Risk, as an evolution of the generalized business model of ESG, and we provide reasons and solutions for that, based on evidence from the academic and the operational world. A systematic, five-step research method process for literature review has been used. We have taken into consideration article publication year 2017 onwards, and some classical ones from earlier on, using credible academic databases, complemented by statistical data, data on contemporary approach to safety risk management, as well as other aviation related data from aviation dedicated sites and official websites of multiple aviation key stakeholders.

Abstract:This paper provides a systematic review and critical analysis of cross-agency collaboration practices in the Chinese Government. Focusing on the structural mechanisms,the first section illustrates the major forms of structural arrangements for cross-agency collaboration and summarizes their main features. Section Two is an overview of the collaboration failure in practice,covering policy development,program management and service delivery. Section Three provides some explanations for the wide spread collaboration failure phenomena from an instrumental rationality perspective, while Section Four pursues the same task from a constitutional perspective. And the last section includes conclusions,further discussion and issues for future research.
The role of collaborative interorganizational relationships in supply chain risks: a systematic review using a social capital perspective

Abstract:Purpose The purpose of this paper is to systematically review, synthesize and critically evaluate the current research status on the role of collaborative interorganizational relationships (CIRs) in supply chain risks (SCRs) from a social capital perspective and provide an organizing lens for future scholarship in this area. Design/methodology/approach This study adopts a systematic literature review approach to investigate 126 articles from 27 peer-reviewed journals between 1995 and 2020. Findings This paper investigates supply chain CIRs using a social capital perspective to explain the role of structural, relational and cognitive capital that resides in these relationships in various SCRs (i.e. environmental, supply, manufacturing, demand, information, financial and transportation). The review reveals that the three social capital dimensions uniquely and both positively and negatively affect different SCRs. The findings further suggest that the perceived SCRs can influence the structural and relational capital. Practical implications This study calls for practitioners to consider the cognitive alignment with their supply network partners, their relational investments, as well as the interorganizational processes and systems in managing and alleviating SCRs. Originality/value This review offers a theoretical articulation of how various aspects of CIRs affect SCRs. Specifically, this study extends the existing understanding of the role of social capital in SCRs through offering a synthesis of dominant findings and discourses, and avenues for future research.

Abstract:Economic globalization and regional integration are the core motivations of regional cooperation in the 21st century, and the issue of cross-border cooperation has attracted much academic attention. As the largest regional integration organization with the highest level in the world, EU takes the lead in practicing regional integration in the process of economic globalization. Europe's cross-border governance has been paid attention in a long time in economic geography and political geography, and a large number of theoretical and empirical research results have been achieved on issues such as border cooperation model and cross-border governance mechanism. The development experience of EU provides rich theoretical and practical experience for the collaborative governance in the Guangdong-Hong Kong-Macao Greater Bay Area, as the two also involve the collaboration across institutional boundaries and power restructuring. Therefore, the analysis of EU cross-border cooperation is of great significance to promote Guangdong-Hong Kong-Macao coordination. Based on the bibliometric analysis of Citespace, this paper systematically studies the research trends of EU cross-border cooperation from 1993 to 2020. The study finds that: 1) EU cross-border cooperation research mainly focuses on border regional interaction, cross-border cooperation mode, cross-border cooperation field, cross-border cooperation barriers and other issues. The regional integration of Europe has promoted the transformation of border areas from marginal areas to the forefront of development, and gradually formed a cross-border governance model under the superposition of formal institutional arrangements and informal institutional arrangements. The field of cooperation involves economic cooperation, tourism, environmental governance, health and other fields. 2) The development of EU cross-border cooperation benefits from the political interaction and mutual trust between countries, formal and informal institutional coordination, and the expansion and deepening of the scope of cooperation. However, there are still deficiencies in bilateral differences, cross-border accessibility, immigration and security. 3) As the same cross-institutional border region, the practical experience of EU cross-border cooperation has important enlightenment for the collaborative governance in the Guangdong-Hong Kong-Macao Greater Bay Area. Value identity is the basis of cross-institutional cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area. Inclusive and orderly institutional arrangements are conducive to reducing the shielding effect of cooperation boundaries. And the combination of multi-scale cooperation and multi-dimensional governance system will effectively improve the cooperation in border areas.

Abstract:Inter-city cooperation in the Yangtze River Delta region is a new phenomenon and has received much governmental and scholarly attention in recent years. This paper examines inter-city cooperation from partnership perspective. In this study, three typical cases of inter-city cooperation, Suzhou–Wuxi–Changzhou City-region Planning, the Forum for the Coordination of Urban Economy of Yangtze River Delta Region and Jiangyin Economic Development Zone in Jingjiang are selected to examine three types of partnership arrangements, namely, hierarchical partnership, spontaneous partnership and hybrid partnership. This research applies the partnership approach to regional scale based on Chinese experiences. The research focus of this paper is the effectiveness of three types of inter-city cooperation. Through tracing the process of partnership formation and investigating stakeholder interactions, this paper argues that the effectiveness of inter-city cooperation depends on cooperation mechanism, the nature and scope of the cooperation, and partner selection and the roles of actors in partnership formation.
Supply chain risk management: a new methodology for a systematic literature review

Abstract:Purpose Supply chain risk management (SCRM) has recently gained increasing attention in the supply chain context, both from the practitioners' perspective and as a research area. Given the relevance of the topic, the aim of the present paper is to present a focused literature review, investigating the process of knowledge creation, transfer and development from a dynamic perspective within the context of SCRM. Design/methodology/approach A review of the literature on SCRM was undertaken. The new proposed methodology combines the systematic literature review approach to identify the most relevant articles to be included in the study with the citation network analysis in order to unfold the dynamics of the field under study. The authors define this new methodology as systematic literature network analysis. Findings The paper demonstrates that there are a number of key themes in the field of SCRM. The contributions that influenced the field were identified and, by analysing the evolution over time of key concepts, a number of research directions were identified and discussed. Research limitations/implications The dynamic nature of current literature review allows the identification of the directions in which research is moving and thus the recognition of streams of research that appear most promising. However, the application of the research methodology, and in particular of the citation network analysis, requires the support of specific computer programs. Moreover, the underlying assumption of the citation network analysis is that, by analysing the network of citations made to and from articles, it is possible to explain the flows of knowledge used to generate new results. This is only partially true since the spread of measures based on impact assessment led many researchers to an excessive use of citations, even if their content is not always decisive for the outcome of their work. Practical implications The present paper outlines a research agenda that may facilitate the development of models for managing supply chain risk. Furthermore from the evidence of the performed literature review some managerial insights can be derived on how to manage supply chain risk: by considering uncertainty in the design of supply chains, by understanding the impact of risks arising from network collaboration and interactions between supply chain partners, by developing proactive mitigation capabilities to hedge the increasing level of risk. Originality/value The novelty of this research lies in the combination of two existing methodologies for reviewing the literature and in the adoption of a dynamic perspective in order to analyse theory development.

Abstract:This study reviews the experience of cooperation in five international river basins, focusing on the perceptions of risks and opportunities by country decision makers responding to a specific prospect of cooperation, and the effects of risk reduction and opportunity enhancement on the cooperation process. We explore the following five categories of risk: Capacity and Knowledge; Accountability and Voice; Sovereignty and Autonomy; Equity and Access; and Stability and Support. We surmise that risk perception plays a key and less understood role in decision-making processes over shared rivers cooperation, and conclude that countries and third parties can best achieve sustainable cooperation when long-term investments are made in risk reduction. We also point to areas for further study to better understand the motivations for cooperation.

Abstract:Risk management plays a vital role in effectively operating supply chains in the presence of a variety of uncertainties. Over the years, many researchers have focused on supply chain risk management (SCRM) by contributing in the areas of defining, operationalising and mitigating risks. In this paper, we review and synthesise the extant literature in SCRM in the past decade in a comprehensive manner. The purpose of this paper is threefold. First, we present and categorise SCRM research appearing between 2003 and 2013. Second, we undertake a detailed review associated with research developments in supply chain risk definitions, risk types, risk factors and risk management/mitigation strategies. Third, we analyse the SCRM literature in exploring potential gaps.
