Abstract:This article investigates the evolution of space industries from 2000 to 2013. Building on descriptive statistics regarding the volumes of spacecraft launched by major space Nations (United-States, Russia, Europe, China, Japan and India), it provides evidence that the asymmetry between government (e.g., space agencies and military organizations) and non-government customers (e.g., universities, research laboratories and private companies) decreased before getting stable. Real growth in space manufacturing output substantially exceeds growth in the overall space economy

Abstract:Accurately measuring real economic output in the space economy is made difficult by the rapid increase in capabilities and decrease in prices of launch and satellite technologies achieved over the past two decades. Nominal measures of output in space will tend to underestimate real growth if customers are paying lower prices for better services over time. In this paper, we use price indexes that apply techniques to the space economy that have been used for decades to adjust nominal measures of output in sectors such as information technology, including matched-model and explicit hedonic quality adjustment. We find that adjusting for price and quality changes in the space economy has substantial effects on estimated growth in economic output, especially across its sectors. Price increases over time in the space information sector, which is dominated by direct-to-home (DTH) satellite television, mean that real growth has been slower than nominal growth since at least 2012, the typical pattern in industries not undergoing rapid technological change. In sharp contrast, rapid price decreases and quality increases in other areas—especially launch and manufacturing of satellite, earth observation, and positioning, navigation, and timing (PNT) equipment—have meant that nominal growth rates substantially understate real growth rates in those industries. Given the central importance of space to our modern economy, having accurate information on growth in the space economy is vital for efficiently allocating the substantial private and public investment being devoted to its development.

Abstract:Space has always been essential within the economy, yet its importance in economics has been downplayed in several ways. This editorial introduces the seven papers comprising this issue of Spatial Economic Analysis (SEA) and shows that while the classics of economics acknowledged the importance of the location of economic activities, for many years the study of space was left to heterodox economics scholars and geographers. This is despite the established tradition of learned societies, such as Regional Science International and the Regional Studies Association, which are placed at the intersection of these fields. Space finally became mainstream in economics again due, on the one hand, to the introduction of the new economic geography some 30 years ago and, on the other, to the fact that several different economic sub-disciplines have come to understand and consider space as essential for the processes they study. This was facilitated by methodological advancements, such as in spatial econometrics. The seven papers in this issue henceforth illustrate some of the situations and approaches which make space relevant to contemporary economic questions. Essential are, in particular, the interactions between different locations and the interactions between individuals and geographical features.

Abstract:We present a computational method to quantify the geopolitical impact of a space mission, based on the national budget and data logs of previous missions, and evidencing how even if some missions succeed, they can bring negative effects to the sponsored country. The objective of this research is to study how the success (or failure) of a space mission can bring an economical and political benefit (or loss) to a country. By retrieving various data, including sentiment from #hashtags related to the considered space missions, national budgets for space exploration, and the reliability of space launch systems, from social networks, public institutions, and online repositories, we propose an equation to evaluate the geopolitical importance of a space mission for a particular country or space agency. The geopolitical equation can be used by public institutions or private companies to estimate the potential impact of a space mission on public opinion and international relationships, which can be either positive or negative, as even successful missions may negatively affect international relationships and negotiations with some countries and their partners. Also we combine the ideology of classic social policy with a security and space mission point of view, to enlighten cultural, institutional, and political limits in public spending decisions.

Abstract:The recent growth of the space sector, spurred by a surge in private actors, has led to a sharp increase in our ability to address societal challenges through space data. However, this has exacerbated an already critical situation in space: the proliferation of space debris and a critical expansion of space traffic which is leading to high levels of orbital congestion. In parallel, increased levels of spacecraft production and orbital launches are also heightening the environmental footprint of the sector. This might lead to a paradoxical situation whereby the use of space to support the Sustainable Development Goals (SDGs) becomes unsustainable from the perspective of both the Earth and space environment. This situation can be described as the space sustainability paradox. This paper presents this concept for the first time and argues that existing policies and remediation actions are not a long-term sustainable solution for tackling this issue and may actually intensify the problem. This places an added importance upon addressing space sustainability in a more coherent, strategic and responsible manner, potentially based on the doughnut economic model of social and planetary boundaries. Doing so may prevent the sector from falling victim to a tragedy of the commons type of scenario and avoid negative trends from becoming the norm. As a result, this would ensure that outer space can continue to be used by future generations to address societal challenges, without priming severe and enduring damage to the Earth and space environment.

Abstract:Space exploration has gained momentum over the last few decades. But what are the environmental impacts of space activity? While climatologists have a keen interest in this question, economic research into it is limited. In this paper, we investigate the impact of U.S. space activity on the quality of the environment. We apply the two-stage least squares method to time series data collected between 1981 and 2021. The results indicate that objects, payloads, and rocket bodies launched into space degrade the quality of the environment. Specifically, the results show that the launch of objects into space has a positive impact on footprint levels, CO2 footprint levels, non-CO2 footprint levels, global temperature, CO2 emissions, and greenhouse gas emissions. These results are corroborated by payloads and rocket bodies activities in space. Overall, the results suggest that objects, payloads, and rocket bodies increase demand for natural resources, contribute to climate change, and increase pollution.

Abstract:Earth-observing satellites provide regular and accurate data that can support evidence-based decisions and public policies in a wide range of domains, potentially bringing huge socio-economic benefits. However, obstacles to effective data exploitation and poor awareness about their impacts risk hindering this potentiality and threaten the investments. Leveraging on the case of the Copernicus Programme, we review the challenges related to the full exploitation of free environmental space data and to the measurement of the related impacts. We then discuss the need for empirical approaches based on value-chain analysis with the objective to stimulate further societal and economic research.

Abstract:Space-science programs provide a wide range of application to a nation's key sectors of development: science-technology infrastructure, education, economy and national security. However, the cost of sustaining a space-science program has discouraged developing nations from participating in space activities, while developed nations have steadily cut down their space-science budget in past decade. In this study I investigate the role of international cooperation in building ambitious space-science programs, particularly in the context of developing nations. I devise a framework to quantify the impact of international collaborations in achieving the space-science goals as well as in enhancing the key sectors of development of a nation. I apply this framework on two case studies, (i) Indian Space Research Organization - a case of space-science program from a developing nation that has historically engaged in international collaborations, and (ii) International Space Station - a case for a long term collaboration between matured space-science programs. My study concludes that international cooperation in space can significantly enhance scope of science goals, but has relatively little return of investment towards science education and national security. I also highlight limitations of such space diplomacy in the case of China and SAARC nations, and list criteria for future investigation and case studies.

Abstract:The global space industry is booming. While governmental agencies used to dominate outer space activities, private space organizations (PSOs) now launch rockets, operate strategic satellites, and even take tourists on space expeditions. How can we explain this emergence of PSOs? Building on organizational ecology theory and drawing on a novel dataset of 1751 space organizations and 52 semi-structured interviews, this paper finds that mutualistic relations between governmental space agencies and PSOs have been instrumental in the rise of PSOs. This emphasis on mutualism challenges the prevailing belief that a few visionary private entrepreneurs create the space industry from the ground up. It also refutes the notion that PSOs simply out-compete a stagnant public sector. PSOs have not superseded governmental space agencies; they are nurtured by and developed with them. This paper is one of the first to explain how private actors can emerge in a field historically dominated by governmental actors. In so doing, it contributes to studies on public-private interactions by showing how mutualism can structure a nascent industry. It also opens up new avenues for research on the political economy of outer space by making available a rich dataset of space actors.

Abstract:Abstract Progress towards the achievement of the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development in many ways presupposes the utilisation of science, technology and innovation. Many sustainability-oriented projects across industries make use of space-based technologies and services to contribute to the Goals. Among others, satellite-based Earth observation, positioning, navigation and communication services are used in an array of sectors ranging from monitoring environmental conditions and changes to supporting search and rescue missions. In order to illustrate contributions to the SDGs, space agencies and other institutions have aligned their projects to the SDG framework. This study attempts a more holistic, aggregate mapping of such alignments to gauge which SDGs benefit the most and from space-based projects and technologies, as opposed to those benefiting the least. The results demonstrate that the number of contributing projects varies significantly across the Goal spectrum, as does the share of the various technologies involved, with particular focus on industrial development, hunger elimination, and improved healthcare. Nevertheless, the range of application of space-based technologies is wide and highlights the relevance of space to support the transition towards a sustainable future.

Abstract:Environmental-economic analysis is an evolving field that seeks to situate the human economy within environmental systems through its consumption of environmental resources and cycling of resources and waste products back into the environment. Environmental accounting has seen increased focus in recent years as national and regional governments look to better track environmental flows to aid in policy development and evaluation. This study outlines a conceptual environmental-economic framework founded on network science principles. An empirical study operationalizes portions of the framework and highlights the need for further research in this area to develop new data sources and analytic methods. We demonstrate a spatial mismatch between the location of water-intensive industries and the natural location of water resources (i.e., lakes, rivers, and precipitation), which climate change is likely to exacerbate. We use eigenvector centrality to measure differences in the US economy according to economic trade flow and five associated environmental flow accounts (land use, water consumption, energy use, mineral metal use, and greenhouse gas production). Population normalization helps to identify low-population counties that play a central role in the environmental-economic system as a function of their natural resources.

Abstract:A new methodology is proposed for evaluating the economic development opportunities associated with the different industries making up a country’s economic structure. To this end, neo-Schumpeterian concepts are used to reinterpret the tools afforded by the “product space” literature in an attempt to assess the technological pervasiveness and sophistication of different production sectors. The ultimate objective is to develop a description of today’s techno-productive paradigm and the differential role that the various sectors play in it. An analysis of export data from 113 countries and territories for 2005-2009 indicates that the key sectors in the world economy are: industrial machinery, scientific and medical instruments, and pharmaceuticals. The strong performance of sectors based on mature technologies suggests that key sectors originating in different stages in history can survive and overlap one another, much like geological strata, owing to the persistence of older technological systems.

Abstract:Utilisation of the material and energy resources of the Solar System will be essential for the development of a sustainable space economy and associated infrastructure. Science will be a major beneficiary of a space economy, even if its major elements (e.g. space tourism, resource extraction activities on the Moon or asteroids, and large-scale in-space construction capabilities) are not developed with science primarily in mind. Examples of scientific activities that would be facilitated by the development of space infrastructure include the construction of large space telescopes, ambitious space missions (including human missions) to the outer Solar System, and the establishment of scientific research stations on the Moon and Mars (and perhaps elsewhere). In the more distant future, an important scientific application of a well-developed space infrastructure may be the construction of interstellar space probes for the exploration of planets around nearby stars.

Abstract:The UN Office of Outer Space Affairs identifies synergy of space development activities and international cooperation through data and infrastructure sharing in their Sustainable Development Goal 17 (SDG17). Current multilateral space exploration paradigms, however, are divided between the Artemis and the Roscosmos-CNSA programs to return to the moon and establish permanent human settlements. As space agencies work to expand human presence in space, economic resource consolidation in pursuit of technologically ambitious space expeditions is the most sensible path to accomplish SDG17. This paper compiles a budget dataset for the top five federally-funded space agencies: CNSA, ESA, JAXA, NASA, and Roscosmos. Using time-series econometric anslysis methods in STATA, this work analyzes each agency's economic contributions toward space exploration. The dataset results are used to propose a multinational space mission, Vela, for the development of an orbiting space station around Mars in the late 2030s. Distribution of economic resources and technological capabilities by the respective space programs are proposed to ensure programmatic redundancy and increase the odds of success on the given timeline.

Abstract:The use of space through satellites is more and more important for nations, companies, and individuals. However, since the first satellite was sent up in 1957, mankind has been polluting space with debris (i.e., artificial objects with no function), especially in low orbits (between 100 and 2000 km). The current situation is such that: 1/ space agencies send on average several collision risk alerts every day, and 2/ satellites as well as the International Space Station regularly perform avoidance maneuvers to escape being damaged or simply destroyed.In addition, in the last few years, these problems have become more worrisome and may permanently change dimension with the advent of mega-constellations of satellites. Indeed, in order to develop telecommunications and high-speed Internet, several companies (e.g., Starlink, Kuiper, OneWeb, Hongyan, Hongyun, Leosat, Athena) are planning to send several tens of thousands of satellites into low orbits, which are already the most polluted.The purpose of this paper is to provide an economic analysis in terms of dynamic games of the trade-off between constellation size and cost of preserving the space environment. Our goal is to contribute to provide a framework for a sustainable development of a space economy.

Abstract:Considerable efforts have been made in recent years to produce detailed topologies of the Internet, but so far these data have been overlooked by economists. In this paper, we suggest that such information could be used to characterize both the size of the digital economy and outsourcing at country level. We analyse the topological structure of the network of trade in digital services (trade in bits) and compare it with the more traditional flow of manufactured goods across countries. To perform meaningful comparisons across networks with different characteristics, we define a stochastic benchmark for the number of connections among each country-pair, based on hypergeometric distribution. Original data are filtered so that we only focus on the strongest, i.e. statistically significant, links. We find that trade in bits displays a sparser and less hierarchical network structure, which is more similar to trade in high-skill manufactured goods than total trade. Moreover, distance plays a more prominent role in shaping the network of international trade in physical goods than trade in digital services.

Abstract:Abstract Economic complexity has been one of the key topics in evolutionary economic geography recently. It focuses on the structural transformation of industries and endogenous growth paths contributes to the understanding of the process of structural transformation of regional economies and is important for the deepening of theories such as development economics. However, little attention is currently being paid to the quantitative description of the evolution of this rapidly developing field of study. Therefore, to reveal the development process, hot topics and evolutionary trends of economic complexity research, a bibliometric approach and the visual analysis software CiteSpace were implemented based on 403 literatures related to economic complexity in the Web of Science core database from 1998-2022. The results show that the overall trend of economic complexity is on the rise, with hot topics involving diversity, export complexity, ecology and environment, international trade and many other fields. At the same time, the overall distribution of authors is relatively fragmented, and there is less interdisciplinary collaboration between highly productive authors. Most publishers have formed collaborative relationships with other institutions, and those that publish more have formed close partnerships. JEL classification numbers: F14. Abstract:European Urban and Regional Studies, Ahead of Print. In this article, we analyse the structure of the Italian cultural and creative economy, focusing on peripheral areas. We highlight patterns of specialisation and spatial dependency through employment data and firms' data. In addition, we develop a novel data set by collecting data that use the least aggregated territorial unit, that is, Nomenclature of territorial units for statistics level 4 (from the French version Nomenclature des Unités territoriales statistiques); thus, we create a harmonised taxonomy of cultural and creative industries at a four-digit level. Our multi-step analysis highlights specific geographical patterns and a clear spatial organisation in inner areas. This study's results may benefit evidence-based policy-setting in the under-investigated context of culture-led development and the creative economy of peripheral areas.JEL classifications: L8, R12

The complex dynamics of products and its asymptotic properties

Abstract:We analyse global export data within the Economic Complexity framework. We couple the new economic dimension Complexity, which captures how sophisticated products are, with an index called logPRODY, a measure of the income of the respective exporters. Products' aggregate motion is treated as a 2-dimensional dynamical system in the Complexity-logPRODY plane. We find that this motion can be explained by a quantitative model involving the competition on the markets, that can be mapped as a scalar field on the Complexity-logPRODY plane and acts in a way akin to a potential. This explains the movement of products towards areas of the plane in which the competition is higher. We analyse market composition in more detail, finding that for most products it tends, over time, to a characteristic configuration, which depends on the Complexity of the products. This market configuration, which we called asymptotic, is characterized by higher levels of competition.

Abstract:This research presents an analysis of the influence of changes in the economy structure on social sustainability in developing countries. In this paper, this relationship is considered on a macroeconomic scale. The research utilises data from 98 selected developing countries located in Europe, Asia, Americas, and Africa from 2013 to 2020. The social conditions in developing countries, particularly located in Africa (due to health and hunger problems), are extensively discussed. The main goal of the study is to compare whether the economy servitisation in Africa affects same on the social sustainability as in the countries situated on other continents. This study describes social sustainability using selected determinants outlined in the first, second, and third goals of sustainable development (SD) formulated by the United Nations—SDG1 (no poverty), SDG2 (zero hunger), and SDG3 (good health and well‐being). The level of social sustainability is evaluated using a synthetic measure by Perkal. Moreover, spatio‐temporal sensitivity models are estimated and verified. The sensitivity parameter in these models demonstrates the impact of progress in the servitisation process on social sustainability. Furthermore, this connection is considered within separate groups of countries that are divided into four clusters depending on the continent on which they are located. The analysis presents that in the African countries the social conditions are the worst, but focus on the economy servitisation there can rapidly improve this situation. This results from the most sensitive social sustainability in the African countries caused by the economy servitisation.
