Abstract:Abstract Throughout the history of monetary thought, economists have predominantly emphasised the function of money as a medium of exchange along with the intrinsic properties that enhance its salability and credibility as the most liquid store of value. But the social institution of money co-evolves with technology. It is significant that the advent of digital crypto-currencies was initiated by computer scientists and has taken economists completely by surprise. As a consequence, it also forces our profession to rethink the basic phenomenology of money. In accordance with the views of Wieser and Schumpeter, digitization brings to the fore the immaterial function of money as a standard of value and social technology of account, which increasingly absorbs its function as a medium of exchange. The potential impact of this on economic policy is huge. The variety of different crypto coins has proven the technical feasibility of competing private currencies as proposed by Hayek. In the long term, however, there is reason to doubt the persistence of intense competition. One must fear that major digital platforms will extend their current dominance in multisided virtual market places to include digital payments and money. Central banks are increasingly anxious to preserve public sovereignty over the common unit of account and are considering issuing their own digital fiat money. After the current era of intense creative experimentation, the potentially new spontaneous order of private crypto-currencies is likely to be supplanted by central bank digital currencies (CBDCs), the design of which will depend on deliberate public choices and policies.

Abstract:With the emergence of Bitcoin and recently proposed stablecoins from BigTechs, such as Diem (formerly Libra), central banks face growing competition from private actors offering their own digital alternative to physical cash. We do not address the normative question whether a central bank should issue a central bank digital currency (CBDC) or not. Instead, we contribute to the current research debate by showing how a central bank could do so, if desired. We propose a token-based system without distributed ledger technology and show how earlier-deployed, software-only electronic cash can be improved upon to preserve transaction privacy, meet regulatory requirements in a compelling way, and offer a level of quantum-resistant protection against systemic privacy risk. Neither monetary policy nor financial stability would be materially affected because a CBDC with this design would replicate physical cash rather than bank deposits.

Abstract:As global governments intensify efforts to operationalize retail central bank digital currencies (CBDCs), the imperative for architectures that preserve user privacy has never been more pronounced. This paper advances an existing retail CBDC framework developed at University College London. Utilizing the capabilities of the Comet research framework, our proposed design allows users to retain direct custody of their assets without the need for intermediary service providers, all while preserving transactional anonymity. The study unveils a novel technique to expedite the retrieval of Proof of Provenance, significantly accelerating the verification of transaction legitimacy through the refinement of Merkle Trie structures. In parallel, we introduce a streamlined Digital Ledger designed to offer fast, immutable, and decentralized transaction validation within a permissioned ecosystem. The ultimate objective of this research is to benchmark the performance of the legacy system formulated by the original Comet research team against the newly devised system elucidated in this paper. Our endeavour is to establish a foundational design for a scalable national infrastructure proficient in seamlessly processing thousands of transactions in real-time, without compromising consumer privacy or data integrity.

Abstract:Recent innovations have made it feasible to transfer private digital currency without the intervention of an institution. A digital currency must prevent users from spending their balances more than once, which is easier said than done with purely digital currencies. Current digital currencies such as Bitcoin use peer-to-peer networks and open-source software to stop double spending and create finality of transactions. This paper explains how the use of these technologies and limitation of the quantity produced can create an equilibrium in which a digital currency has a positive value. This paper also summarizes the rise of 24/7 trading on computerized markets in Bitcoin in which there are no brokers or other agents, a remarkable innovation in financial markets. I conclude that exchanges of foreign currency may be the obvious way in which use of digital currencies can become widespread and that Bitcoin is likely to limit governments’ revenue from inflation.

Abstract:The 21st century is known for its strong technological advancements, where blockchain technology and a cutting-edge product built on it like cryptocurrencies are evolving daily. According to recent research, bitcoin is particularly appealing to both experienced and novice investors. Numerous individuals and legal entities around the world accept cryptocurrencies as payment. Cryptocurrency can be used to purchase both products and services. As a result, the need for legal regulation of cryptocurrency is high on the priority list. The purpose of this article is to evaluate the legal status of cryptocurrencies, namely what its legal character is and whether it is conceivable to treat cryptographic currency as an object of private law, as property, as electronic money, or as virtual cash. Is it better than traditional currencies, and if so, what are they? All of the foregoing will be reviewed in light of the suggestions of the United States of America, Australia, Argentina, Brazil, Germany, Zealand, Japan, South Korea, China, Georgia, and the European Central Bank.

Abstract:We develop a monetary model in which a private company issues digital currency and uses payment data to estimate consumers' preferences. Sellers purchase preference information to produce goods that better match consumers' preferences. A monopoly arises in the digital currency industry, and digital currency is not issued if the inflation rate is sufficiently high. Due to reinforcing interactions between the value of preference information and trade volume, multiple equilibria (with and without digital currency) can exist, depending on market structures for monetary exchanges. When left to market forces alone, socially efficient uses of payment data may not occur.

Abstract:Since 2009, when Bitcoin was invented, a private currency has returned to the world stage, offering the advantages of absolute secrecy to its owner. Imitations soon emerged: they do not have the same characteristics, but incorporate increasingly refined financial technologies that has drawn special attention following the lockdown triggered by the pandemic crisis in 2019. As supply is fixed, the prices of bitcoins spiral upward, as well as the prices of other cryptocurrencies do although to a lesser extent. Platforms for custody and conversion of cryptocurrency are set up, and they expanded their business to grant credit either with their own or others cryptocurrencies and to use them as collateral in derivative contracts. Consistently with Gresham's law bad money starts driving out good money and Central Banks are considering the issue of digital sovereign currencies, but the interests around virtual products and fears for the stability of banks and financial intermediaries are slowing down the decision-making process. Only China is taking advantage of an own digital currency and has prohibited any other digital currency out of its control. The topic is also relevant to geopolitical balances and it triggers more international conflicts. The attempt to include cryptocurrency and cryptoassets into the scope of the existing legislation does not lead to a solution. The suggested solution is twofold: we must reiterate the legal nature of sovereign money and the lack of any protection for crypto-users. Legitimacy by public authorities, which is currently granted, either implicitly or explicitly, should be avoided. Crypto-assets (or STO-Security Tokens) are free to operate, but the decentralized ledgers they use must make information accessible to regulatory and supervisory Authorities, and States must guarantee cybersecurity of digital processes.

From a theoretical standpoint, the introduction of a central bank digital currency (CBDC) raises long-standing questions relating to the provision of public and private money (Gurley and Shaw 1960), and the ability of the central bank to use CBDC as a means for transmitting monetary policy directly to households (Tobin 1985).

Abstract:Nations around the world are conducting research into the design of central bank digital currency (CBDC), a new, digital form of money that would be issued by central banks alongside cash and central bank reserves. Retail CBDC would be used by individuals and businesses as form of money suitable for routine commerce. An important motivating factor in the development of retail CBDC is the decline of the popularity of central bank money for retail purchases and the increasing use of digital money created by the private sector for such purposes. The debate about how retail CBDC would be designed and implemented has led to many proposals, which have sparked considerable debate about business models, regulatory frameworks, and the socio-technical role of money in general. Here, we present a critical analysis of the existing proposals. We examine their motivations and themes, as well as their underlying assumptions. We also offer a reflection of the opportunity that retail CBDC represents and suggest a way forward in furtherance of the public interest.

Abstract:The use of digital money has become increasingly popular, but it comes with certain drawbacks. For instance, it can be challenging to make payments during power outages or internet failures. Additionally, some groups may find it difficult to use digital money. To address these concerns, we propose a design for a central bank digital currency (CBDC) similar to physical cash but also integrates with digital payment systems. This would enable users to access digital money without needing a third party. Our design also addresses technical and security concerns by implementing a trust-level model and ensuring that the system meets users' security needs. Ultimately, our design has the potential to replace physical banknotes and coins.

Abstract:We present a scalable architecture for electronic retail payments via central bank digital currency and offer a solution to the perceived conflict between robust regulatory oversight and consumer affordances such as privacy and control. Our architecture combines existing work in payment systems and digital currency with a new approach to digital asset design for managing unforgeable, stateful, and oblivious assets without relying on either a central authority or a monolithic consensus system. Regulated financial institutions have a role in every transaction, and the consumer affordances are achieved through the use of non-custodial wallets that unlink the sender from the recipient in the transaction channel. This approach is fully compatible with the existing two-tiered banking system and can complement and extend the roles of existing money services businesses and asset custodians.

Abstract:This paper focuses on how technology might reshape payments going forward. It considers the policy issues and choices associated with crypto-currencies, stablecoins and sovereign digital currencies and emphasises that there is no single model for sovereign digital currency design. While Bitcoin and its progenies could be safely ignored by regulators, Facebook’s proposal for Libra, a global stablecoin, brought an immediate and potent response from regulators globally. Any proposal by the private sector to move into the creation of currency — the traditional preserve of sovereigns — was always likely to trigger such a regulatory response, as well as the launch of sovereign digital currencies by other major central banks. While China has moved first, dozens of other countries are now investigating their own central bank digital currencies or other forms of sovereign digital currency. This paper argues that central banks should first focus not on rolling out novel new forms of sovereign digital currencies, but rather on transforming their payment systems. In time, domestic money and payment systems are expected to evolve so that central banks cooperate with (new and old) private entities to launch digital currencies that better underpin monetary and payment systems at the domestic, regional and international levels.

Abstract:A growing body of literature is aimed at designing private mempools in blockchains. The ultimate goal of this research is addressing several phenomena broadly classed under MEV with sandwich attacks as the canonical example. The literature has primarily viewed MEV as a problem arising from oversights in distributed systems and cryptographic protocol design and has attempted to address it with the standard tool sets from those disciplines. This paper argues that the impact of private mempools on markets and agent incentives renders analyses that do not consider the economic lens incomplete. The paper presents several observations across blockchains and traditional finance to justify this argument and highlight specific dynamics for future study.

Abstract:This paper provides a structured overview of the burgeoning literature on the economics of CBDC. We document the economic forces that shape the rise of digital money and review motives for the issuance of CBDC. We then study the implications for the financial system and discuss of a number of policy issues and challenges. While the academic literature broadly echoes policy makers’ concerns about bank disintermediation and financial stability risks, it also provides conditions under which such adverse effects may not materialize. We also point to several knowledge gaps that merit further work, including data privacy and the study of end‐user preferences for attributes of digital payment methods.

Abstract:Although money in digital form is not new to modern economics, advances in technology have led to a revolution in digital currencies and have facilitated instantaneous peerto-peer transfers of value, which was previously impossible. The advent of new digital currencies could redefine the way in which payments and users’ data interact, reshape the nature of currency competition, and rebuild the architecture of the international monetary system (Brunnermeier, James, and Landau 2019). During the last decade, digital currencies have surfaced in a variety of contexts. The earliest context was cryptocurrencies (CPMI, 2015), such as Bitcoin and Litecoin, which are typically issued and transferred via a decentralized distributed ledger. They are not a liability of any entity and not backed by any authority and thus have zero intrinsic value. Their values are unstable as they are driven by the belief that other market participants would accept them as a means of payment or that their value will continue to increase at a later point. As a result, they are now viewed more as speculative assets rather than a medium of exchange. A special type of cryptocurrency called Stablecoin, such as Libra (proposed by Facebook) and Tether, share a decentralized nature with Bitcoin, but differ in that Stablecoin attempt to maintain price stability. There are generally two ways to ensure that Stablecoins are stable – through collaterals or through algorithms. Collateralized Stablecoins are usually backed by reserve assets, including fiat currency reserves like the US dollar, commodities like oil, or precious metals like gold or silver. Algorithmic Stablecoins do not use reserves but retain a stable price by controlling the supply of coins, implemented by an autonomous consensus mechanism and smart contracts. Given their (alleged) capacity to preserve value over time, the use of Stablecoins, especially those issued by Big-Tech firms, could rise as global payment instruments and pose governance challenges for international finance and monetary policies (FSB, 2020). Given that new technologies and market entrants challenge the traditional bank-based payment systems, 80% of central banks worldwide are currently considering a new type of digital currency controlled by central banks, that is, central bank digital currencies (CBDCs) (Boar, Holden, and Wadsworth 2020). CBDCs are new variants of central bank money that are different from physical cash or central bank reserve/settlement accounts. PayOff: A Regulated Central Bank Digital Currency with Private Offline Payments

Abstract:The European Central Bank is preparing for the potential issuance of a central bank digital currency (CBDC), called the digital euro. A recent regulatory proposal by the European Commission defines several requirements for the digital euro, such as support for both online and offline payments. Offline payments are expected to enable cash-like privacy, local payment settlement, and the enforcement of holding limits. While other central banks have expressed similar desired functionality, achieving such offline payments poses a novel technical challenge. We observe that none of the existing research solutions, including offline E-cash schemes, are fully compliant. Proposed solutions based on secure elements offer no guarantees in case of compromise and can therefore lead to significant payment fraud. The main contribution of this paper is PayOff, a novel CBDC design motivated by the digital euro regulation, which focuses on offline payments. We analyze the security implications of local payment settlement and identify new security objectives. PayOff protects user privacy, supports complex regulations such as holding limits, and implements safeguards to increase robustness against secure element failure. Our analysis shows that PayOff provides strong privacy and identifies residual leakages that may arise in real-world deployments. Our evaluation shows that offline payments can be fast and that the central bank can handle high payment loads with moderate computing resources. However, the main limitation of PayOff is that offline payment messages and storage requirements grow in the number of payments that the sender makes or receives without going online in between.
