GIS in Urban Renewal: Lessons from a Case Study

Abstract:The objective of this study was to establish how land regularization and housing upgrading can be achieved simultaneously using GIS. The methodology included digital mapping techniques, ground surveys to establish existing housing condition, conversion of the survey data into digital form as attributes of the spatial data (houses) and query operations to show individual and aggregate housing conditions in the study area. The results obtained showed that the GIS easily allowed the linking of spatial data (houses under study) with attribute data (descriptive information on houses and land tenure), based on which queries and spatial analysis were easily carried out. The principal lessons from the study are two. First, the housing quality of the study area was easily established for each house taking one housing parameter (roof, walls, floor, utilities, etc.) at a time. The second is that GIS enabled the creation of a spatially referenced database that allowed the pooling of land information and its use to project potential accruable land based revenues (ground rent, tenement rates, etc.).
