Abstract:
The accurate prediction of marine disaster losses is necessary to improve the efficiency of policy makers and researchers. This paper proposes a novel model, i.e., the ENN-GRNN-DI model, combining the Elman neural network with a generalized regression neural network and definite integral to forecast the direct economic losses of marine disasters. The proposed combined model not only makes full use of the data information, but it also achieves interval prediction that obviously increases the reliability and enhances the forecasting performance. To evaluate the performance, a comparison of the proposed combined model and the conventional models is provided. The experimental results show that the novel combined model outperforms the benchmark models in forecasting the direct economic losses of marine disasters.

What problem does this paper attempt to address?
The paper attempts to address the problem of accurately predicting the direct economic losses caused by marine disasters in China. Coastal and marine disasters resulting from abnormal or extreme changes in the marine environment have significant economic impacts, such as reducing per capita real Gross Domestic Product (GDP). Therefore, improving the accuracy of predictions regarding the economic losses caused by these disasters is crucial for policymakers and researchers. However, due to the irregularity, noise, and instability of climate and environment, the losses from marine disasters are highly volatile, making precise predictions difficult. To address these issues, the paper proposes a new combined model—the ENN-GRNN-DI model, which integrates the Elman Neural Network (ENN), General Regression Neural Network (GRNN), and Definite Integral (DI) to predict the direct economic losses from marine disasters. This model not only fully utilizes data information but also achieves interval prediction, significantly enhancing the reliability and performance of the predictions. Comparative experiments with traditional models demonstrate the superiority of this new combined model in predicting the direct economic losses from marine disasters.
