Abstract:This article reviews the achievements and lessons of the Tennessee Valley Project and Hoover Dam Project initiated by the US Government in the 1930's in response to its 1929-33 economic crisis. These two large public projects not only helped create jobs,alleviate the pressure of the economic depression,but also helped develop urban centers and the economy,and enabled achievements of high level technology breakthroughs through collaboration and innovation. They are the milestones of successful public policy and social engineering in our modern era. At the current juncture of world economic crisis,a review of these cases could remind us of the lessons we have learned in the past,help improve our public policy making,and assist us to strive for sustainable success in our efforts to combat economic depression.
Impact of Reclamation's Hydraulic Laboratory on Water Development

Abstract:The paper covers the history of Reclamation's hydraulic laboratory from its inception in 1930 at Colorado Agricultural Experiment Station, Fort Collins, Colorado to the present. Emphasis is placed on the laboratory's historical role in developing new design concepts for hydraulic structures to meet Reclamation's ever-increasing challenges over the past seventy years. The paper presents the design challenges associated with specific structures such as: Hoover Dam side channel spillway, Grand Coulee Dam spillway bucket, Hungry Horse Dam tunnel spillway, and more recently the aeration slot design developed for Reclamation's tunnel spillways to prevent cavitation damage. During the 1950's and 1960's Reclamation's hydraulic laboratory initiated an extensive research program to develop standard designs that eventually led to engineering monographs and manuals coauthored by hydraulic laboratory staff. The paper concludes with the hydraulic design challenges facing Reclamation in the next century. The water management issues associated with fish passage and water conservation as well as infrastructure security at numerous dams in the western U.S. are some of the hydraulic challenges in Reclamation's future.
Maximum benefits for water resources and hydropower based on linear programming

Abstract:: With the increasingly serious development of greenhouse effect, hydropower, as a clean and environmentally friendly energy technology, is attracting more and more attention. On the Colorado River, the Glen Canyon Dam and the Hoover Dam simultaneously supplies water and electricity to Arizona (AZ), California (CA), Wyoming (WY), New Mexico (NM) and Colorado State (CO). However, nowadays, the two dams cannot coordinate with each other well to exert their effectiveness, and the water resources cannot be fully utilized, which makes us upset. At the same time, we also succeeded to find the solution, when there is not enough water to meet all hydropower needs [1.2]. We calculate the gap between water supply and electricity supply. Based on the Supply and demand models for water and hydropower, when there is not enough water, we deduced how much additional water needs to be injected into the dams could fill these gaps [3.4.5]. Besides, we analyzed how our model would respond, when many other supply and demand conditions changed.

Abstract:Dams have contributed to population growth and technological innovation by reducing the risk of flooding and allowing humans to cultivate productive alluvial soils on river floodplains. However, in countries where many dams have already been constructed, many problems have been observed, such as river environment degradation, aging of the embankments, and inadequate dam performance. As the social and natural environment surrounding dams is becoming more complex and diverse, it is necessary to understand the current overall status of dams and the history of their construction such that we may consider how social capital and dams are related to human society and the natural environment. In this study, the relationship of basic information of dams and the social background in which the dams exist was examined for Japan, where dam construction began in earnest in the late 1800s and became a driving force for economic development. The situations surrounding dams are drastically changing, as maintenance and management costs increase due to the aging of dams and water demand varies due to changes in the industrial structure of a region. Simultaneously, there are instances where dams are expected to reduce damage, such as in the presence of more severe and frequent droughts and floods caused by climate change. It is therefore necessary to remove or restructure dams while considering numerous complex and diverse factors, such as the local social conditions, potential future changes, and environmental impact of rivers.

Abstract:The progressing development of civilisation and climate change require access to an appropriate quantity of environmental resources. One of the key resources is water. Both its deficit and excess evidently affect human life. Control over water circulation is possible owing to water management, largely involving introduction of hydraulic structures. The paper analyses the effect of the Jeziorsko dam reservoir on the flows of the Warta River, the third largest river in Poland. It analyses water flows in the Warta River in the years 1993–2020 for hydrological stations above and below the reservoir. The conducted research showed that the construction of the Jeziorsko reservoir also substantially contributed to an increase in minimum flows and a decrease in maximum flows. Moreover, the simulation showed that in the case of abscence of the reservoir, the flows of the Warta River would be higher in the period from January to June, and in the period from July to October the opposite situation would occur. In November and December, the flows would be at a similar level. Results obtained in the study, show that hydraulic structures are an effective solution in the context of stabilisation of the hydrological situation in a given region, particularly in terms of hydrological lows occurring with increasing intensity mitigated on sections of rivers below the reservoirs.

Abstract:Abstract The purpose of the presented research is analysis and assessment of the Stare Miasto reservoir impact on the hydrological regime changes of the Powa River. The reservoir was built in 2006 and is located in the central part of Poland. The total area of inundation in normal conditions is 90.68 ha and its capacity is 2.159 mln m 3 . Hydrological regime alteration of the Powa River is analysed on the basis of daily flows from the Posoka gauge station observed during period 1974–2014. Assessment of hydrological regime changes is carried out on the basis of Range of Variability Approach (RVA) method. All calculations are made by means of Indicators of Hydrologic Alteration (IHA) software version 7.1.0.10. The analysis shows that the Stare Miasto reservoir has a moderate impact on hydrological regime of the Powa River. Construction of the reservoir has positive effect on stability of minimal flows, which are important for protection of river ecosystems. The results obtained indicate that the Stare Miasto reservoir reduces a spring peak flow and enables to moderate control of floods.

Abstract:Worldwide debate concerning large dam is remarkably a complex issue in development field. It is obvious that large dams are constructed to generate numerous benefits such as hydropower electricity, irrigation and flood control, increased water supply that eventually brings comprehensive benefits to the society, culture and nation as a whole. In the pursuit of development of Nepal, it is an established fact that hydropower remains the most important resource which has a huge potential to contribute for the energy demand as well as a better social and economic status of its citizen that ultimately lead to accelerate the economic growth of the country. Nepal has received tremendous support from many developed countries and various institutions for the construction of large dam with a purpose of producing hydropower. This paper seeks to analyze the various aspects and impacts of large dam construction with reference to the displacement and resettlement of the evicted people.

Abstract:Hydropower has been the leading source of renewable energy across the world, accounting for up to 71% of this supply as of 2016. This capacity was built up in North America and Europe between 1920 and 1970 when thousands of dams were built. Big dams stopped being built in developed nations, because the best sites for dams were already developed and environmental and social concerns made the costs unacceptable. Nowadays, more dams are being removed in North America and Europe than are being built. The hydropower industry moved to building dams in the developing world and since the 1970s, began to build even larger hydropower dams along the Mekong River Basin, the Amazon River Basin, and the Congo River Basin. The same problems are being repeated: disrupting river ecology, deforestation, losing aquatic and terrestrial biodiversity, releasing substantial greenhouse gases, displacing thousands of people, and altering people's livelihoods plus affecting the food systems, water quality, and agriculture near them. This paper studies the proliferation of large dams in developing countries and the importance of incorporating climate change into considerations of whether to build a dam along with some of the governance and compensation challenges. We also examine the overestimation of benefits and underestimation of costs along with changes that are needed to address the legitimate social and environmental concerns of people living in areas where dams are planned. Finally, we propose innovative solutions that can move hydropower toward sustainable practices together with solar, wind, and other renewable sources.

Abstract:The operation of multi-functional reservoirs, together with their benefits and risks, is a complex issue. The scientific and social discussion has been burgeoning recently, and all the more so as no planning and technological solutions for the realisation of storage reservoirs have yet been worked out that could represent a universal approach, assuming ecologically and socially sustainable operations, maximising economic returns and supporting the development of the region concerned. Although the creation of each reservoir facility involves different engineering and environmental considerations, this article attempts to isolate the key benefits of impounding reservoirs and to summarise the risks associated with their operation, considering flood protection, retention, environmental and social aspects and water quality. Based on a review of the scientific literature for each of these aspects, various sub-categories representing intensively developing sectors of research were distinguished, and the published results were used to formulate a register taking into account the spectrum of impact of a given factor and a proposal for remedial action. As a basic conclusion of this review, it can be pointed out that the current development of scientific research, technological progress in hydrotechnical engineering and information technology, as well as advanced data analysis capabilities, provide the basis for developing sustainable solutions to avoid or mitigate the negative impact of all the identified risks. In addition, remedial measures in the catchment area and the reservoir should be taken on board to counteract the negative effects of reservoirs. The results presented can be a valuable source of information for institutions responsible for the planning and implementation of investments in the construction of multi-functional reservoirs.

Abstract:The article analyses the negative environmental and social consequences of hydropower development in the first third of the 20th century. The author examines the changes in the assessment of damage caused by hydraulic engineering works between the 1890s and 1930s. The study aims to answer the following questions. How did the state, society, and science interpret the concepts of ‘damage’ and ‘harm’ caused by large-scale transformations of landscapes? How did these interpretations and understanding of damage from flooding of territories change during the first third of the 20th century? The study focuses on the government policy regarding hydropower development on the East European Plain, one of the oldest developed regions of the country. It also considers the activities of research institutes studying the impact of water reservoirs on the environment, as well as the population’s attitude towards the flooding of territories and resettlement policy. The study’s results indicate that expert, scientifically based assessments of the impact of water reservoirs on the environment and the planned economy are crucial in matters of hydropower development and resettlement policy. In the 1920s and 1930s, the scientific community was first confronted with the challenges posed by the overgrowth and siltation of reservoirs, changes in floodplain ecosystems, and other issues. Due to the increasing scale of hydroelectric power stations construction and the need to preserve agricultural land and forests, measures were developed during this period to minimize the negative consequences of flooding and inundation of areas. In implementing hydropower projects, the government authorities focused primarily on economic considerations. However, the long-term environmental and social consequences of this construction continue to affect society today.
Analysis of the Influence of Hydraulic and Hydrological Factors on the Operating Conditions of a Small Hydropower Station on the Example of the Stary Młyn Barrage on the Głomia River in Poland

Abstract:The operation of water structures causes various problems. They are related, for example, to the material carried by the water, hydrological conditions, range of operation of hydroelectric turbines, or water elevations at the lower position of the hydroelectric power plant. Among the various operational problems, this article focuses mainly on the impact of the backwater of Gwda river on the water level elevations at the lower station of the Stary Młyn hydropower plant in Dobrzyca. The power plant is located on Głomia river. The analysis was carried out for different flow variants in both the Gwda and Głomia rivers. The effect of characteristic flows on the water surface level at the lower station of the hydropower plant was examined. It was found that the water surface level at the lower station of the hydropower plant is strongly influenced by flows higher than the average high flow on Gwda river. Due to the extent of the backwater in current operating conditions, the hydroelectric power plant is shut down from flows on Gwda river of 30–28 m3/s (flows that are not much higher than the multi-year average SSQ). The modeling results were confirmed by an analysis of power plant shutdowns of normal operation especially in wet years, when the plant did not operate for almost half of the year (188 days), with losses of 203 MWh. It was also shown that even a small additional damming of water, e.g., of the order of 0.2 m, can extend the operating time of a power plant up to 249 days even under unfavorable hydrological conditions. Factors related to climate change are beginning to play an increasingly important role in the current operating conditions of small lowland hydroelectric power plants. They can contribute to a reduction in electricity production. The proposed solution related to the possibility of greater water retention on dammed-up water barrages allows one to partially offset these problems as well.

Abstract:The purpose of the paper is to examine and compare the visions of social and economic development in the area around the newly constructed Mucharz dam reservoir on the Skawa River in southern Poland as represented by both the local community and local authorities. A text mining approach was used to analyse both the information collected through interviews with local residents and documents detailing the development plans for the land surrounding the dam drafted by the local authorities. The results of the study indicate strong mismatches between the ideas for the development of the area surrounding the dam as envisioned by the local authorities and those of the local community. The mismatches refer both to the contents of the plans and to their degree of generality. The authorities focus on general conceptual visions of the area, but the residents expect specific actions and measures to be undertaken. Major discrepancies between the perspectives of both groups of stakeholders can result in residents becoming unsatisfied with the actions taken by the local authorities, poor collaboration between them and even conflicts between the community and the authorities. The text mining methodology applied in the study has been rarely used so far in research on people's perception of dam projects and has proven useful in examining social impact assessment.

Engineering Applications of Artificial Intelligence

Abstract:This narrative review paper explores the diverse applications of artificial intelligence (AI) in the field of dam engineering . Authored by research engineers specializing in civil engineering and data science, and reviewed by experienced dam engineers and AI experts, the paper aims to provide a comprehensive overview of the subject. The paper is structured into three parts. Part 1 offers a concise introduction to AI, covering its historical background, major categories, and current state of development. In Part 2, the focus shifts to the specific applications of AI in hydropower and dam engineering. This section delves into the utilization of AI for predictive modeling, real-time monitoring, optimization, and planning and design. Notable case studies and examples of machine learning techniques applied to predictive models and numerical simulations in the context of dams and levees are also discussed. Part 3 explores the current and emerging technologies being implemented in the industry, including automated decision-making systems and the use of AI-powered drones for efficient dam inspection. Additionally, the section sheds light on the challenges that must be addressed to fully integrate AI into dam engineering practices. This paper targets dam engineers, AI experts, and individuals interested in the intersection of these fields. Its primary contribution lies in providing a comprehensive and up-to-date review of the applications, challenges, and potential future developments of AI in dam engineering. Over 3300 articles on the intersection of dam engineering and AI were identified, and approximately 550 articles (about 17%) were further processed for inclusion in this study. Moreover, it emphasizes the need for robust data management, algorithmic transparency, and ethical considerations in the implementation of AI systems.

Abstract:Decisions to build or remove dams and other large engineered hydraulic infrastructures are always entangled in social and environmental impacts, which are often evaluated formally through bureaucratic processes. In Europe dam removals are relatively infrequent, even though extensive hydraulic infrastructure has degraded biodiversity and water quality. The Wilkówka dam in southern Poland was required to be removed rapidly, primarily due to engineering failures during its construction. Using survey methods, we examine the local community's perceptions of the net environmental and social impacts of the Wilkówka dam removal. In surveying the opinions of households, 62% of respondents expressed that decisions about the removal were taken without sufficient community consultation, and 92% felt that the dam had been removed despite their opposition. Although the dam had been built recently and had failed to operate at design capacity, respondents reported strong attachments to the services they perceived it to provide, including water supply, flood regulation and cultural significance. In spite of the possibility of an environmental disaster and long‐term environmental degradation, most surveyed households would have preferred it to have been renovated or reconstructed. In short, the removal of the Wilkówka dam was perceived by local households but also by local officials as bringing about a net loss in socially relevant ecosystem services, despite the urgent need for removal perceived by regional and national authorities. The local community's rapid attachment to the dam despite its potential negative impacts on biodiversity and the local environment were primarily attributable to the high expectations as to the hydrological services that the dam was to provide (water supply, flood regulation and its larger symbolic value as an infrastructural investment in the community). This work provides an empirical demonstration of the importance of understanding the social, ecological and technological context within decision‐making processes regarding dam removals, and its implications may improve the planning and implementation of future dam removal projects.

Abstract:This paper, written to mark ASCEs 150th anniversary, traces the role of hydraulic engineering from early or mid-twentieth-century to the beginning of the twenty-first century. A half-century ago hydraulic engineering was central in building the economies of the United States and many other countries by designing small and large water works. That process entailed a concentrated effort in research that ranged from the minute details of fluid flow to a general study of economics and ecology. Gradually over the last half-century, hydraulic engineering has evolved from a focus on large construction projects to now include the role of conservation and preservation. Although the hydraulic engineer has traditionally had to interface with other disciplines, that aspect of the profession has taken on a new urgency and, fortunately, is supported by exciting new technological developments. He/she must acquire new skills, in addition to retaining and improving the traditional skills, and form close partnerships with such fields as ecology, economics, social science, and humanities.

A dam or a polder? Stakeholders' dispute over the "right" flood-protection measure in the Czech Republic

Abstract:This study focuses on the Skalička Waterwork (SWW), a largely debated and media-covered water-related/flood-protection project in the Czech Republic. Relying primarily on stakeholder interviews, we traced back and reconstructed the project's development, including its key tipping points reflecting the changing societal preferences for particular measures, yet also the involvement of individual actors/stakeholders, and their differing views. The case eventually crystallized into the "dam versus polder" dispute; concerned by the repercussions for the local landscape, a joint initiative of NGOs, local activists, and politicians not only opposed the dam variant proposed by the state river basin administration but also succeeded in pushing through the alternative scheme of side dry polder. While in many ways specific (e.g. not entailing local resistance), the case exemplifies recent shifts (and respective struggles) within flood risk management, including the increasing importance attributed to complex, catchment-wide perspectives, joint local and scientific knowledge, participatory decision-making processes, or implementation of nature-based and hybrid solutions.

Abstract:While dam failure is a physical event with physical consequences, dams do not fail simply because something 'went wrong' physically. The physical behaviour of dams obediently follows physical laws, so, when dams fail, it is ultimately because we humans fell short in designing, building, inspecting, evaluating, maintaining, and/or operating those dams. In other words, we must think of dams as being part of sociotechnical systems and we must look at human factors in order to truly understand why dams fail and how we can prevent their failure while managing competing interests. This paper describes a human factors framework for the creation, management, and post-mortem forensic investigation of dams, and illustrates its application to the 2020 failure of Edenville Dam in the United States, an event in which loss of life was averted only because a decision was made to err on the side of caution and evacuate about 10,000 people many hours in advance of the sudden and unanticipated failure.
