Abstract:Global impact models represent process-level understanding of how natural and human systems may be affected by climate change. Their projections are used in integrated assessments of climate change. Here we test, for the first time, systematically across many important systems, how well such impact models capture the impacts of extreme climate conditions. Using the 2003 European heat wave and drought as a historical analogue for comparable events in the future, we find that a majority of models underestimate the extremeness of impacts in important sectors such as agriculture, terrestrial ecosystems, and heat-related human mortality, while impacts on water resources and hydropower are overestimated in some river basins; and the spread across models is often large. This has important implications for economic assessments of climate change impacts that rely on these models. It also means that societal risks from future extreme events may be greater than previously thought.

Abstract:Energy system models underpin decisions by energy system planners and operators. Energy system modelling faces a transformation: accounting for changing meteorological conditions imposed by climate change. To enable that transformation, a community of practice in energy-climate modelling has started to form that aims to better integrate energy system models with weather and climate models. Here, we evaluate the disconnects between the energy system and climate modelling communities, then lay out a research agenda to bridge those disconnects. In the near-term, we propose interdisciplinary activities for expediting uptake of future climate data in energy system modelling. In the long-term, we propose a transdisciplinary approach to enable development of (1) energy-system-tailored climate datasets for historical and future meteorological conditions and (2) energy system models that can effectively leverage those datasets. This agenda increases the odds of meeting ambitious climate mitigation goals by systematically capturing and mitigating climate risk in energy sector decision making.

Abstract:The Paris Agreement, adopted in 2015, paved the way for a new hybrid global climate governance architecture with both bottom-up and top-down elements. While governments can choose individual climate goals and actions, a global stocktake and a ratcheting-up mechanism have been put in place with the overall aim to ensure that collective efforts will prevent increasing adverse impacts of climate change. Integrated assessment models show that current combined climate commitments and policies of national governments fall short of keeping global warming to 1.5 °C or 2 °C above preindustrial levels. Although major greenhouse gas emitters, such as China, the European Union, India, the United States under the Biden administration, and several other countries, have made new pledges to take more ambitious climate action, it is highly uncertain where global climate policy is heading. Scenarios in line with long-term temperature targets typically assume a simplistic and hardly realistic level of harmonization of climate policies across countries. Against this backdrop, this article develops four archetypes for the further evolution of the global climate governance architecture and matches them with existing sets of scenarios developed by integrated assessment models. By these means, the article identifies knowledge gaps in the current scenario literature and discusses possible research avenues to explore the pre-conditions for successful coordination of national policies towards achieving the long-term target stipulated in the Paris Agreement.

Abstract:Based on 29 existing climate change integrated assessment models(IAM),this paper discusses the progress of integrated assessment models for climate policy with five key aspects in IAMs including model structure,uncertainty,equity,technical change and abatement mechanism.There are three main categories in IAMs including optimization models,computable general equilibrium(CGE) models and simulation models.In order to model the uncertainties in climate change,IAMs in the future need to answer questions such as the probability distribution of the effects of climate change,the degree to which human society is risk averse and the rate at which human society discounts future benefits and costs relative to those in the present.As for the intergenerational equity,prescriptionist supports the low discount rate and immediate actions in climate policies,while descriptionist supports the high discount rate and stepby -step actions in climate policies.As for the international equity,IAMs should place greater welfare weights on the low-income regions.IAMs have the tendency to make technical change endogenous by three approaches including direct price-induced,RD-induced and learning-induced.As for the GHG emission reduction mechanism,most researchers who use the cost-benefit analysis consider that quantity-based mechanisms are more efficient than price-based mechanisms.

Abstract:Earth system models are complex and represent a large number of processes, resulting in a persistent spread across climate projections for a given future scenario. Owing to different model performances against observations and the lack of independence among models, there is now evidence that giving equal weight to each available model projection is suboptimal. This Perspective discusses newly developed tools that facilitate a more rapid and comprehensive evaluation of model simulations with observations, process-based emergent constraints that are a promising way to focus evaluation on the observations most relevant to climate projections, and advanced methods for model weighting. These approaches are needed to distil the most credible information on regional climate changes, impacts, and risks for stakeholders and policy-makers.

Abstract:In‐depth understanding of the potential implications of climate change is required to guide decision‐ and policy‐makers when developing adaptation strategies and designing infrastructure suitable for future conditions. Impact models that translate potential future climate conditions into variables of interest are needed to create the causal connection between a changing climate and its impact for different sectors. Recent surveys suggest that the primary strategy for validating such models (and hence for justifying their use) heavily relies on assessing the accuracy of model simulations by comparing them against historical observations. We argue that such a comparison is necessary and valuable, but not sufficient to achieve a comprehensive evaluation of climate change impact models. We believe that a complementary, largely observation‐independent, step of model evaluation is needed to ensure more transparency of model behavior and greater robustness of scenario‐based analyses. This step should address the following four questions: (1) Do modeled dominant process controls match our system perception? (2) Is my model's sensitivity to changing forcing as expected? (3) Do modeled decision levers show adequate influence? (4) Can we attribute uncertainty sources throughout the projection horizon? We believe that global sensitivity analysis, with its ability to investigate a model's response to joint variations of multiple inputs in a structured way, offers a coherent approach to address all four questions comprehensively. Such additional model evaluation would strengthen stakeholder confidence in model projections and, therefore, into the adaptation strategies derived with the help of impact models. Modeling myths: On DICE and dynamic realism in integrated assessment models of climate change mitigation

Abstract:We analyze how stylized Integrated Assessment Models (IAMs), and specifically the widely‐used Dynamic Integrated Climate‐Economy model (DICE), represent the cost of emissions abatement. Many assume temporal independence—that abatement costs in one period are not affected by prior abatement. We contrast this with three dimensions of dynamic realism in emitting systems: (i) inertia, (ii) induced innovation, and (iii) path dependence. We review key evidence from the last quarter century on each of these three components. Studies of stock lifetime, dynamics of diffusion and past transitions suggest typical transition timescales of at least 20–40 years for the bulk emitting systems. The evidence that substantial innovation is induced by both prices and market deployment is unambiguous. Finally, both data and a rapidly growing literature demonstrate substantial path dependence in general, and specifically "carbon lock‐in and lock‐out." Some stylized models in the past decade have incorporated technology learning, and others have considered inertia, but the combination of these factors is important and not yet evident. More complex hybrid IAMs with technology‐rich energy‐system models incorporate these factors, but their complexity has limited the wider understanding and influence of their underlying insights. Few if any global models fully represent path dependence. We conclude with likely implications drawing upon the empirical and modeling evidence accumulated, including results from extending DICE with a highly stylized representation of such dynamic factors. This suggests that dynamic interdependencies could multiply several‐fold the optimal level of initial abatement expenditure. This is because early abatement then also directly facilitates subsequent emission savings. The diversity of dynamic linkages across sectors and technologies also implies more nuanced policy than a single global carbon price. Feasible climate policies in a democracy with a climate-denying party

Abstract:Climate policy has become increasingly politicized in many countries including the US, with some political parties unwilling to pursue strong measures. Therefore, to be successful in mitigation, climate policies must be politically feasible. Currently, climate mitigation pathways are explored in so-called Integrated Assessment Models (IAMs) which evaluate climate policies from an economic perspective, typically focusing on cost-effectiveness and overlooking transition costs. However, the economy is intertwined with the political system, in which policymakers impose economic policies, but are (in democracies) dependent on public opinion, which in turn can be influenced by economic performance. In cases where some parties are much less ambitious in climate mitigation than others, climate policy can be abruptly disrupted, influencing voting behaviour. In this study, we analyze the political feasibility of a set of green policies in case some parties are strongly unwilling to protect the climate. We show that this simple additional social layer of complexity largely affects the outcome of the abatement measures. In particular, we conclude that a (high) pure carbon tax is particularly vulnerable to abrupt interruptions and its economic side effects discourage votes for green parties. Nevertheless, a strategically selected combination of policies can reduce political uncertainty, resulting in a more feasible and effective mitigation measure.

Incorporating human behaviour into Earth system modelling

Abstract:Climate change and other challenges to the stability and functioning of natural and managed environmental systems are driven by increasing anthropogenic domination of the Earth. Models to forecast the trajectory of climate change and to identify pathways to sustainability require representation of human behaviour and its feedbacks with the climate system. Social climate models (SCMs) are an emerging class of models that embed human behaviour in climate models. We survey existing SCMs and make recommendations for how to integrate models of human behaviour and climate. We suggest a framework for representing human behaviour that consists of cognition, contagion and a behavioural response. Cognition represents the human processing of information around climate change; contagion represents the spread of information, beliefs and behaviour through social networks; and response is the resultant behaviour or action. This framework allows for biases, habituation and other cognitive processes that shape human perception of climate change as well as the influence of social norms, social learning and other social processes on the spread of information and factors that shape decision-making and behaviour. SCMs move beyond the inclusion of human activities in climate models to the representation of human behaviour that determines the magnitude, sign and character of these activities. The development of SCMs is a challenging but important next step in the evolution of Earth system models.

Abstract:Scientists describe the scale of the risks from unmanaged climate change as potentially immense. However, the scientific models, because they omit key factors that are hard to capture precisely, appear to substantially underestimate these risks. Many economic models add further gross underassessment of risk because the assumptions built into the economic modeling on growth, damages and risks, come close to assuming directly that the impacts and costs will be modest and close to excluding the possibility of catastrophic outcomes. A new generation of models is needed in all three of climate science, impact and economics with a still stronger focus on lives and livelihoods, including the risks of large-scale migration and conflicts. Counter-intuitive behaviour of energy system models under CO2 caps and prices

Abstract:The mitigation of climate change requires a fundamental transition of the energy system. Affordability, reliability and the reduction of greenhouse gas emissions constitute central but often conflicting targets for this energy transition. Against this context, we reveal limitations and counter-intuitive results in the model-based optimization of energy systems, which are often applied for policy advice. When system costs are minimized in the presence of a CO2 cap, efficiency gains free a part of the CO2 cap, allowing cheap technologies to replace expensive low-emission technologies. Even more striking results are observed in a setup where emissions are minimized in the presence of a budget constraint. Increasing CO2 prices can oust clean, but expensive technologies out of the system, and eventually lead to higher emissions. These effects robustly occur in models of different scope and complexity. Hence, extreme care is necessary in the application of energy system optimization models to avoid misleading policy advice.

Abstract:Climate change and inequality are critical and interrelated issues. Despite growing empirical evidence on the distributional implications of climate policies and climate risks, mainstream model-based assessments are often silent on the interplay between climate change and economic inequality. Here we fill this gap through an ensemble of eight large-scale integrated assessment models that belong to different economic paradigms and feature income heterogeneity. We quantify the distributional implications of climate impacts and of the varying compensation schemes of climate policies compatible with the goals of the Paris Agreement. By 2100, climate impacts will increase inequality by 1.4 points of the Gini index on average. Maintaining global mean temperature below 1.5 °C reduces long-term inequality increase by two-thirds but increases it slightly in the short term. However, equal per-capita redistribution can offset the short-term effect, lowering the Gini index by almost two points. We quantify model uncertainty and find robust evidence that well-designed policies can help stabilize climate and promote economic inclusion.

Determinants of emissions pathways in the coupled climate-social system

Abstract:The ambition and effectiveness of climate policies will be essential in determining greenhouse gas emissions and, as a consequence, the scale of climate change impacts1,2. However, the socio-politico-technical processes that will determine climate policy and emissions trajectories are treated as exogenous in almost all climate change modelling3,4. Here we identify relevant feedback processes documented across a range of disciplines and connect them in a stylized model of the climate-social system. An analysis of model behaviour reveals the potential for nonlinearities and tipping points that are particularly associated with connections across the individual, community, national and global scales represented. These connections can be decisive for determining policy and emissions outcomes. After partly constraining the model parameter space using observations, we simulate 100,000 possible future policy and emissions trajectories. These fall into 5 clusters with warming in 2100 ranging between 1.8 °C and 3.6 °C above the 1880-1910 average. Public perceptions of climate change, the future cost and effectiveness of mitigation technologies, and the responsiveness of political institutions emerge as important in explaining variation in emissions pathways and therefore the constraints on warming over the twenty-first century.
Tackling climate change through energy efficiency: mathematical models for evidence-based public policy recommendations

Abstract:Promoting and increasing energy efficiency is a promising method of reducing CO2 emissions and avoiding the potentially devastating effects of climate change. The question is: How do we induce a cultural or behavioural change whereby people nationally and globally adopt more energy efficient lifestyles? We propose a new family of mathematical models, based on a statistical mechanics extension of discrete choice theory, that offer a set of formal tools to systematically analyse and quantify this problem. An application example could be to predict the percentage of people choosing to buy new energy efficient light bulbs instead of the traditional incandescent versions. Through statistical evaluation of survey responses, the models can identify the key driving factors in the decision-making process; for example, the extent to which people imitate each other. These models allow us to incorporate the effect of social interactions could help us identify 'tipping points' at a societal level. This knowledge could be used to trigger structural changes in our society. The results may provide tangible and deliverable evidence-based policy options to decision-makers. We believe that these models offer an opportunity for the research community-in both the social and physical sciences-and decision-makers in the private and public sectors to work together towards preventing the potentially devastating social, economic and environmental effects of climate change.

Abstract:The energy domain is still dominated by equilibrium models that underestimate both the dangers and opportunities related to climate change. In reality, climate and energy systems contain tipping points, feedback loops, and exponential developments. This paper describes how to create realistic energy transition management models: quantitative models that can discover profitable pathways from fossil fuels to renewable energy. We review the literature regarding agent-based economics, disruptive innovation, and transition management and determine the following requirements. Actors must be detailed, heterogeneous, interacting, learning, and strategizing. Technology should be represented as a detailed and heterogeneous portfolio that can develop in a bottom-up manner, using endogenous feedback loops. Assumptions about discount rates and the social cost of carbon should be configurable. The model should contain interactions between the global, national, local, and individual level. A review of modelling techniques shows that equilibrium models are unsuitable and that system dynamics and discrete event simulation are too limited. The agent-based approach is found to be uniquely suited for the complex adaptive sociotechnical systems that must be modelled. But the choice for agent-based models does not mean a rejection of other approaches because they can be accommodated within the agent-based framework. We conclude with practical guidelines.

Abstract:Due to the long timescales and deep uncertainties involved, comprehensive model-building has played a pivotal role in creating shared expectations about future trajectories for addressing climate change processes, mobilizing a network of knowledge-based experts who assist in defining common problems, identifying policy solutions, and assessing the policy outcomes. At the intersection between climate change science and climate governance, where wholly empirical methods are infeasible, numerical simulations have become the central practice for evaluating truth claims, and the key medium for the transport and translation of data, methods, and guiding principles among the actors involved. What makes integrated assessment unique as a comprehensive modeling-effort is that it is explicitly policy-oriented, justified by its policy-relevance. Although recognized by the Intergovernmental Panel on Climate Change as invaluable to their review assessments, the role of integrated modeling in implementations of the Paris Agreement, such as in impact assessments of climate legislation on the national level, is far less known. Taking as its starting-point the boundary-work carried out in public administration, this paper examines how foresight knowledge produced with the help of model-based scenario analysis has been made relevant in Swedish climate policymaking, focusing on the processes by which key indicators for political action become institutionalized through the choice and use of model parameters. It concludes by arguing for an expanded understanding of policy-relevance, beyond institutional approaches and toward a process-based point of view, treating relevance as something in-the-making.
The Role of Uncertainty in Controlling Climate Change

Abstract:Integrated assessment models (IAMs) of the climate and economy aim to analyze the impact and efficacy of policies that aim to control climate change, such as carbon taxes and subsidies. A major characteristic of IAMs is that their geophysical sector determines the mean surface temperature increase over the preindustrial level, which in turn determines the damage function. Most of the existing IAMs assume that all of the future information is known. However, there are significant uncertainties in the climate and economic system, including parameter uncertainty, model uncertainty, climate tipping risks, and economic risks. For example, climate sensitivity, a well-known parameter that measures how much the equilibrium temperature will change if the atmospheric carbon concentration doubles, can range from below 1 to more than 10 in the literature. Climate damages are also uncertain. Some researchers assume that climate damages are proportional to instantaneous output, while others assume that climate damages have a more persistent impact on economic growth. The spatial distribution of climate damages is also uncertain. Climate tipping risks represent (nearly) irreversible climate events that may lead to significant changes in the climate system, such as the Greenland ice sheet collapse, while the conditions, probability of tipping, duration, and associated damage are also uncertain. Technological progress in carbon capture and storage, adaptation, renewable energy, and energy efficiency are uncertain as well. Future international cooperation and implementation of international agreements in controlling climate change may vary over time, possibly due to economic risks, natural disasters, or social conflict. In the face of these uncertainties, policy makers have to provide a decision that considers important factors such as risk aversion, inequality aversion, and sustainability of the economy and ecosystem. Solving this problem may require richer and more realistic models than standard IAMs and advanced computational methods. The recent literature has shown that these uncertainties can be incorporated into IAMs and may change optimal climate policies significantly.

Abstract:Integrating the biosphere into climate models High-quality climate predictions are crucial for understanding the impacts of different greenhouse gas emission scenarios and for mitigating and adapting to the resulting climatic changes. Bonan and Doney review advances in Earth system models that include the terrestrial and marine biosphere. Such models capture interactions between physical and biological aspects of the Earth system. This provides insight into climate impacts of societal importance, such as altered crop yields, wildfire risk, and water availability. Further research is needed to better understand model uncertainties, some of which may be unavoidable, and to better translate observations into abstract model representations. Using numerical weather prediction to assess climate models

Abstract:Estimates of climate change remain uncertain—hampering strategic decision making in many sectors. In large part this uncertainty arises from uncertainty in the computational representation of known physical processes. This model component of climate change uncertainty is increasingly being assessed using perturbed model experiments. Some such model perturbations have, for example, led to headline global warming estimates of as much as 12 °C. These experiments consider many differently perturbed versions of a given base model and assess the likelihood of each perturbed model's climate prediction based on how well it simulates present‐day climate. In these experiments, the computational cost of the model assessment is extremely high unless one assumes that the climate anomalies associated with different model perturbations can be combined linearly. Here we demonstrate a different method, which harnesses the power of the data assimilation system to assess directly the perturbed physics of a model. Data assimilation involves the incorporation of daily observations to produce initial conditions (analyses) for numerical weather prediction (NWP). The method used here quantifies systematic initial tendencies in the first few time steps of a model forecast. After suitable temporal averaging, these initial tendencies imply systematic imbalances in the physical processes associated with model error. We show how these tendencies can be used to produce probability weightings for each model that could be used in the construction of probability distribution functions of climate change. The approach typically costs 5% of the cost of a 100‐year coupled model simulation that might otherwise be used to assess the simulation of present‐day climate. Importantly, since the approach is amenable to linear analysis, it could further reduce the cost of model assessment by several orders of magnitude: making the exercise computationally feasible. The initial tendency approach can only assess ‘fast physics’ perturbations, i.e. perturbations that have an impact on weather forecasts as well as climate. However, recent publications suggest that most of the present model parameter uncertainty is associated with fast physics. If such a test were adopted, assessment of the ability to simulate present‐day climate would then only be required for models that ‘pass’ the fast physics test. The study highlights the advantages of a more seamless approach to forecasting that combines NWP, climate forecasting, and all scales in‐between. Copyright © 2007 Royal Meteorological Society

New Political Economy

Abstract:This article shines a light on the act of social construction of climate change mitigation as a policy issue at the hands of expert bodies enjoying epistemic power, notably the Intergovernmental Panel on Climate Change (IPCC), using Integrated Assessment Models (IAMs) as key tools. This is crucial to the politics of tackling climate change as IPCC models and scenarios profoundly shape what are seen as viable futures and mitigation policy options. Analysing how technocratic governance bodies broach climate change, its mitigation, and the associated economic costs and implications, reveals contestations within the technocratic politics of climate change. The particular social construction of mitigation as a policy issue through IAMs and IPCC scenarios has important and real socio-ecological consequences. This engagement with the technocratic politics of mitigation problematises five key assumptions that are fed into modelling, and reveals why and how they matter politically. We also highlight ways in which contestable assumptions built into IPCC IAMs undermine their credibility and usefulness for planning mitigation strategies.
