Service Import and Gender Employment Inequality:Evidence from Chinese Enterprises in Services

Abstract:The impact of economic globalization on the labor market is drawing more and more attention around the world,for example the impact of international trade on employment in one country.Previous studies in terms of different perspectives,such as the sector-level,region-level,have generated different conclusions.Among them few scholars focus on the perspective of gender and dieir conclusions are uncertain.In past few years,trade in services has been playing more and more important role in the economic globalization and its proportion of China's foreign trade has increased rapidly.However trade in services is more complex than the trade in goods,relevant statistics and data on trade in services is significantly behind trade in goods.It is very difficult for empirical studies mostly based on aggregated data by sector to touch service enterprises and products indepth.Solution to this problem lies in access to enterprise or product data on services trade.National Economic Census 2008 provides the data of Chinese service enterprises,with many useful indicators of capital,income,personnel and so on.As we know in WTO four supply modes of trade in services commercial presence is currently fastest growing and holding largest share of total service trade,based on this data it can regard the main business income of foreignowned service enterprises in China as Chinese service import in supply mode of commercial presence.So we are able to obtain service import data at the enterprise level for deep empirical study.The paper takes main business income of foreign-owned service enterprises in China as China's service imports by commercial presence mode,to establish the sample of 6655 enterprises with the indicators of service import,gender employment and so on.We make descriptive statistics on service import and gender employment ratio to get to know that there is obvious gender employment discrimination in Chinese enterprises in services.Further modeling and regression analysis may show that Services imports really eased the employment gender discrimination in China's service industry.Previous studies in the field of trade and labor market has also been roughly the same conclusion,and this paper further confirms this positive role of trade in services.We find that the smaller the enterprise,the more obvious gender discrimination in employment.Small-scale enterprises may hire more men in order to enhance employee productivity because they believe the man has a stronger ability to work.Meanwhile,more postgraduate/above the enterprise has,more obvious gender discrimination in employment,which is basically consistent with He(2007).This paper also discusses what can affect gender discrimination in employment.First,from the type of the enterprise we can see that there is no difference of impacts on gender discrimination in employment between private and state-owned enterprises.Second,if the employees are more highly educated,there is the lower proportion of women employees,suggesting that the enterprises still tend to hire men in technology,knowledge-intensive work.At present,although the government and enterprises have long been a consensus in the elimination of discrimination,with the continuous development of enterprises,there may be more serious gender discrimination because more technology and knowledge-intensive work may be considered to hire more men.Therefore,in long way to go to eliminate gender discrimination in employment,it requires not only to strengthen the policy guidance of the government and to accelerate the transformation of social attitudes,but also fair threshold for the recruitment and equal treatment to men and women employee.
