Abstract:This article assesses whether and how the effects of spatial spillovers contribute to regional innovation growth in China. Using provincial-level data over the 2003-2011 period and employing a spatial Durbin model (SDM), the empirical results reveal strong spillover effects in both the input and output processes of regional innovation. An area can benefit from innovation in the surrounding areas through channels that include innovation output, R&D input, and agglomeration economies. By contrast, externalities from absorptive capacity are spatially localized, and foreign direct investment (FDI) can lead to negative spillover effects in this context. Moreover, different types of patented innovations exhibit a variety of patterns.

Abstract:Existing theoretical attempts to understand the dynamics of technological innovation have focused on the influence of regional environment and inter-firm relations. More recently, however, a number of studies have suggested that firm-specific attributes be taken as the key to innovation. This study examines the determinants of technological innovation in China's ICT firms based on a large-scale questionnaire survey. We reveal that firm-level attributes are of great importance to innovation whereas the influences of region/relation-specific factors are modified by the types of innovation and by firms' strategies and motivations. The role of regional and relational assets should not be over-emphasized at the expense of firm-level attributes. Research emphasis should be placed on the process of how firm attributes interacted with regional environment and inter-firm relations to shape innovation. The article concludes with a plea to bring 'the firm' back to the centre and adopt an interactionist approach to understanding technological innovation.

Abstract:Learning is a key component of firm upgrading in emerging economies, and China is no exception to this. Studies have identified, among others, two critical mechanisms that facilitate learning: (1) connections with supportive local governments that enhance access to resources or publicly funded knowledge and (2) connections to co-located foreign multinational enterprises (MNEs) that enhance access to advanced knowledge and capabilities. However, previous studies on the effects of these connections on learning and innovation have had contradictory results. In this study, we develop a model of firm innovation capabilities based on regional differences in firms’ dependence on government and MNEs. Using a sample of 715 indigenous firms from the three historically dominant economic regions in China, we find that the effects of government and MNE ties on local firms’ learning and innovation performance vary depending on the historically dominant dependency patterns in the region.

Abstract:Recent theoretical attempts to understand the dynamics of technological innovation have been based predominantly on the theory of localized knowledge spillover which sees technological innovation as the result of inter-firm interactions in the process of industrial clustering. This study introduces a new analytical framework that goes beyond inter-firm knowledge exchange and highlights the significance of the strategies and selectivity of both the state and firms to understand the dynamics of technological innovation in a transitional economy such as China. A comparative study on the strategies and selectivity of central government, local government, and individual firms in both Shanghai and Shenzhen, the two key city-regions in China, has found that difference in the degree of state-firm strategic coordination- or the dynamic process in which firms' innovation-related strategies are coordinated with the ”strategic selectivity” of the central and/or local governments- is a significant factor explaining the regional variation in technological innovation. The Chinese experience demonstrates that the uneven growth of technological innovation has been contingent upon how the state builds a favorable institutional structure and market environment to stimulate, encourage, and support firms' innovative activities and how firms actively respond to the institutional environment created by the state.

Abstract:The development of innovation is the trend of national competitiveness,and the innovation development of the Internet age has also been given new connotation.Properties perspective from the Internet information technology,analyzes the mechanism of regional innovation,combined with Internet and innovation in 2005-2015 data model and SDM model,spatial and temporal correlation and the provincial development of the Internct in China to the role of regional innovation.The results showed that:(1) to the Internet to promote cross-regional industrial network efficient division of labor formed by multiple positive feedback loop mechanism,belong to the scale of increasing return under the new economic structure to implement new path;(2) the development of China's Internet has been a "inland coastal-"space differentiation pattern,has distinct regional non convergence characteristics and multiple axis-wheel structure,the phenomenon of "digital divide" between the provincial more obvious;(3) considering weight under three kinds of space at the same time,the Internet variables and their spatial lag item has a positive effect on innovation output,compared with the weight of geographical dimension,the weight of dimensions economy Internet the coefficient value is relatively higher.By measuring the direct and the indirect effect,the area feedback effect of the Internet is relatively low,which means that it has higher innovation and driving utility.

Abstract:This paper extends endogenous economic growth models to incorporate knowledge externality. We explore whether spatial knowledge spillovers among regions exist, whether spatial knowledge spillovers promote regional innovative activities, and whether external knowledge spillovers affect the evolution of regional innovations in the long run. We empirically verify the theoretical results through applying spatial statistics and econometric models in the analysis of panel data of 31 regions in China. An accurate estimate of the range of knowledge spillovers is achieved and the convergence of regional knowledge growth rate is found, with clear evidences that developing regions benefit more from external knowledge spillovers than developed regions.

Abstract:Studies in the regional innovation literature have largely focused on the role of economic, structural, demographic, and institutional factors, but very few studies shed light on the role of amenities. This paper investigates this question by examining how amenities shape the geography of innovation in China. The empirical results based on city-level data suggest that both natural and consumer amenities are positively associated with regional innovation. Specifically, amenities related to air quality, sunshine, public transportation, educational resources, and healthcare services matter most. Further, the analysis suggests the influence of amenities on innovation is closely linked to city characteristics such as income, density, and human capital. Therefore, to formulate innovation-driven growth, these results suggest that more attention should be paid to the role of amenities and amenity-related strategies should be tailored to city characteristics.
The Role of Education in Regional Innovation Activities and Economic Growth: Spatial Evidence from China

Abstract:This study examines one of the channels through which education may contribute to economic growth, specifically, innovation. Endogenous growth theory has long suggested that human capital lead to greater innovation and, through technology innovation and diffusion, contribute to economic growth. However, there is little evidence on the role of human capital in innovation. Using the Chinese provincial data from 1997 to 2006, we show that workers’ tertiary education is significantly and positively related to provincial innovative activities measured by invention patent applications per capita. This result does not vary when spatial dependence is allowed in the estimation. Thus, we find strong and robust evidence for the prediction of endogenous growth theory regarding the effect of human capital on innovation. However, we do not find the consistently significant effect of innovation on growth. This finding may, however, relate to the growth pattern in China.

Abstract:As the leading urban agglomeration in China, the Yangtze River Delta(YRD) is experiencing a factor-driven to innovationdriven transition. However, the dynamics of regional innovation growth are not yet fully understood. This paper combines the complex network methodology with spatial econometrics to disentangle the contributions of innovation endowments, innovation network flows,and innovation network positions to regional innovation growth, as well as their spatial spillover effects. The primary findings suggest that regional innovation growth results from the networked agglomeration economies, which is shaped by the interactions between agglomeration factors and network factors. Specifically, agglomeration factors play a fundamental role in regional innovation growth. In contrast, network factors, such as the network flows and network positions, may contribute to new path creation by promoting access to external innovation resources. Additionally, the institutional factors show multiplexity in fostering regional innovation patterns. Such findings indicate that the YRD region should shift the innovation growth pattern from competitive involution to mutually beneficial cooperation to reduce regional disparities. In this regard, the institutional capacity of organizing network flows and fostering reciprocal inter-city partnerships has become increasingly critical for promoting sustainable innovation and regional development.

Abstract:Motivated by the establishment of major U.S. Federal programs seeking to harness the potential of regional innovation ecosystems, we assess the promise and challenges of place-based innovation policy interventions. Relative to traditional research grants, place-based innovation policy interventions are not directed toward a specific research project but rather aim to reshape interactions among researchers and other stakeholders within a given geographic location. The most recent such policy - the NSF “Engines” program - is designed to enhance the productivity and impact of the investments made within a given regional innovation ecosystem. The impact of such an intervention depends on whether, in its implementation, it induces change in the behavior of individuals and the ways in which knowledge is distributed and translated within that ecosystem. While this logic is straightforward, from it follows an important insight: innovation ecosystem interventions – Engines -- are more likely to succeed when they account for the current state of a given regional ecosystem (latent capacities, current bottlenecks, and economic and institutional constraints) and when they involve extended commitments by multiple stakeholders within that ecosystem. Abstract:In the pursuit of economic growth, the role of innovation has become increasingly important, posing dilemmas for subnational governments as they navigate the balance between expenditure competition and long-term investments in innovation. This study aimed to investigate the intricate relationship between fiscal pressures and the pursuit of innovation goals faced by regional authorities. To achieve this, a systematic literature review was conducted, synthesizing more than 150 studies published within the past 15 years. Keyword searches were conducted across multiple databases, and additional scholarly articles were incorporated through citation tracking. Rigorous qualitative analysis techniques, including inductive coding and thematic analysis, were employed to distill conceptual insights from the literature. The analysis performed in this review reveals extensive discussions regarding the influence of competition on innovation outcomes, encompassing a wide range of perspectives. The potential advantages of localization are emphasized by some viewpoints, while others caution against the risks of inadequate investment. The effective coordination of policies across multiple levels of governance to maximize synergies between national and subnational innovation systems emerges as a complex yet crucial challenge. It is observed that collaborative networks, which facilitate knowledge exchange through industrial clustering and public-private linkages, play a significant role in leveraging regional innovation assets. Strategic approaches that successfully balance competition with long-term capacity development have been demonstrated by leading jurisdictions. These findings highlight the significance of tailored policy frameworks that account for the unique contexts of each region, providing opportunities to harness competitive motivations while sustaining investments in innovation. Ongoing coordination is essential to strike a balance between responsiveness and coherence across diverse territories. This study offers practical guidance and academic insights on strategies to align decentralized imperatives, aiming to optimize prosperity through knowledge creation within evolving multi-level innovation systems. By shedding light on these strategies, the research contributes to both practical and academic understandings of how to effectively navigate and capitalize on the dynamics of such systems.
Regional Innovation and Sustainable Development Interplay: Analyzing the Spatial Externalities of Domestic Demand in the New Development Paradigm

Abstract:Building a great modern socialist country in all respects requires enhancing innovation capacity and establishing a new development pattern, especially in the context of sustainable development. This paper begins by analyzing the theoretical relationship between innovation and the spatial externality of domestic demand, constructing a theoretical model, and then empirically testing this model using provincial panel data from 2012 to 2020 through the Spatial Durbin model. The study underscores the importance of innovation in promoting sustainable economic growth, highlighting how it expands domestic demand through both supply and demand sides and positively affects the domestic demand in surrounding areas through spatial spillover effects. The empirical results reveal that innovation significantly boosts the level of domestic demand in the region and its environs, with the spatial spillover effect of domestic demand constituting 66.92% of the total effect. This underscores the relevance of spatial externality in sustainable economic planning. Innovation mainly stimulates domestic demand through consumption, aligning with sustainable consumption patterns, while exerting a moderate inhibitory effect on investment demand. The spatial externality of investment demand appears less significant. Overall, innovation drives the spatial externality of China's domestic demand and significantly contributes to establishing a new development pattern of "dual circulation", primarily focusing on the domestic cycle, within a framework of sustainable development. The paper concludes with policy recommendations that align innovation strategies with sustainable development goals.

Abstract:There are a rapidly growing number of scientific studies analyzing the role of university and higher educational institutions in regional economic development. In this study, the author reviews the rapidly growing body of research streaming out of the geography of innovation and knowledge with particular attention to the period from 1994 to 2019. The author discusses several seminal contributions on the role of universities in regional economic development and then applies a systematic literature review to the extant research of 193 articles. This literature review offers a conceptual framework by identifying four key topics found in the literature: organizational capacity, intermediaries, knowledge dynamics, and policy.

How public education investment and advanced human capital structure affect regional innovation: A spatial econometric analysis from the perspective of innovation value chain

Abstract:This research delves into the impact of public education investment and advanced human capital structure on the innovation outputs at various processes of China's regional innovation value chains. Utilizing the spatial Dubin model, the study analyzes panel data from 30 provinces spanning from 2002 to 2020, distinguishing between the Research and Development (R&D) and Commercialization sub-processes in regional innovation. It reveals that public education investment significantly boosts R&D output directly and also positively influences commercialization output through spillover effects. This trend remains consistent over time. The study also uncovers regional variations in the effects of public education investment on innovation outputs between China's eastern regions and its central-western counterparts. This study does not find any evidence that public education investment leads to local advanced human capital structure. In terms of direct impacts, there appears to be a substitution effect between public education investment and the advanced human capital structure on local R&D outputs, while a more advanced human capital structure tends to negatively correlate with local commercialization outputs. Notably, the study indicates that the higher the level of advanced human capital structure, the more pronounced the negative impact of public education investment on local commercialization outputs. In light of the above findings, we believe that governments should increase public investment in education, but also recognize that investment alone is not enough. It is necessary to transform the education development model and establish a high-quality innovation system. Differentiated strategies for different regions should be implemented, and an appropriate investment compensation mechanism should be established to solve the problem of uneven investment returns. We also do not recommend blindly pursuing the advanced human capital structure. Only when investment in education is in line with the human capital structure will it produce the best results.

Abstract:This research examines the effect of innovation and corresponding spillover on economic growth，and the potential mechanism is further discussed. Innovation investment is featured by externality. The positive externality lies in the knowledge spillover effect from the development interaction among economic subjects，whereas the negative externality results from the market competition effect among regions in terms of economic resource and growth opportunity. In this research，we formulate a classical spatial econometrics model and verify the existence of spatial innovation spillover effect. The results demonstrate that the interaction among regions is salient in terms of innovation input. We extend the classical Cobb-Douglas functions and investigate the effect of innovation and innovation spillover on economic growth simultaneously. The empirical results，drawn from two-way fixed effects panel model，show that the output elasticity of innovation input is 0.071，and the innovation resource from other regions have both positive and negative effects on economic growth within this region. This research puts forward and identifies the positive and negative externality of innovation investment respectively. We also perform several robustness checks，which strongly support main findings. This study has managerial implications for innovation investment decision and technology policy.

Abstract:Improving the resilience of innovation systems is a prerequisite for achieving high-level self-reliance and self-improvement in science and technology. This study defines a conceptual framework of innovation resilience. It delves into its theoretical and empirical aspects to thoroughly examine the impact and transmission mechanisms of digital economic development on the resilience of regional innovation systems. The research findings reveal that the digital economy positively impacts regional innovation resilience (RIR), a result that persists even after a series of robustness tests. Second, the digital economy can effectively enhance RIR by expanding the scale of the digital industry, strengthening intellectual property protection, and increasing innovation. Third, there is a threshold effect on the influence of the digital economy on RIR, which becomes more pronounced with the developing digital economy and increasing levels of innovation personnel, funding, and output. The conclusions of this study provide new policy tools to strengthen innovation resilience and promote the optimization of regional innovation policies.

Abstract:With the advent of knowledge economic era,the country's investment in economic development gradually changes from factors of production such as labor,capital,land to knowledge,information,scientific and technological innovation and other advanced factors.Strengthening the technical innovation ability is a key driver for regional economic development at the background of " New Normal" world economy.For studying the influence of regional economic development based on scientific and technological innovation capacity,the paper makes some efforts to explore the mechanism between scientific and technological innovation capacity and regional economic development,and quantifies national provinces and municipalities through these aspects.We then study if technical innovation ability effects regional economic development,and the result shows that:there is obvious linear relation between them but the relation doesn't match exactly.As for promoting national economic development,it is necessary to strengthen technology,organization,system of technological innovation capacity.

Abstract:This paper delves into the dynamic interplay among regional innovation, population agglomeration, and economic growth within the expansive landscape of the Yangtze River Economic Belt (YREB) of China. To scrutinize the intricate connections and inherent characteristics of the selected indicators, we employ ARDL econometric estimation; specifically, the study adopts a bond estimation approach to unravel and establish potential long-term relationships among underlined factors. The sample encompasses panel data from a comprehensive set of 108 cities spanning 9 provinces and 2 municipalities directly under the Central Government of the YREB, spanning the years 2012 to 2022. The results illuminate a robust and enduring relationship among regional innovation, population agglomeration, and economic growth in the YREB. On the front of regional innovation, the study reveals that the aspects of regional innovation and population agglomeration in YREB cities exhibit a marked territorial nature, with a substantial gap between the leading, middle, and trailing ends in terms of their affiliation with the YREB. Notably, cities closer to the tail end display a greater role and input. This disparity in development, particularly between capital cities and other urban centers in the central and western regions, emerges as a limiting factor for regional progress. Significantly, the study highlights the positive influence of population concentration on the economic growth of the YREB. In light of these findings, the study proposes policy recommendations addressing population concentration and regional innovation.

Abstract:Using Chinese provincial data from 1997 to 2006, we examine the role of education in regional innovation activities. We test the spatial autocorrelation of provincial innovative activities and find significant support for it in the data, suggesting the need to incorporate spatial dependence in estimating the impact of education on innovation. We find that workers' tertiary education is significantly and positively related to provincial innovative activities measured by invention patent applications per capita. The result does not vary when spatial dependence is incorporated in the estimation. Thus, we find strong and robust evidence for the prediction of the endogenous growth theory about the positive effect of human capital on innovation.
