Abstract:The alarmingly high level of local government debt (LGD) in China threatens the financial stability, fiscal system, and sustainability of China's economic success. This study provides a comprehensive and in-depth understanding of the evolution and causes of LGD expansion by investigating institutional details, developing conceptual frameworks through economic and institutional lenses, and conducting empirical analyses. Under the economic framework, we find that the demand-side (issuing LGD to fill the widening fiscal deficits) driver explains little about the rapid expansion of LGD in China except in the Northeastern region, while the supply-side driver (banks' and the public's asset needs) and investments in real estate and local employment are positively associated with LGD. Under the institutional framework, rent-seeking behaviors (capitalizing on executive power and institutional frictions), instead of resolving institutional frictions (connecting agents of different political and economic natures to achieve state goals through market mechanisms) is a significant determinant of LGD. These findings suggest that anti-corruption and system design (or supervision and incentives) in addressing the boundary between local government officials and businesses is critical for financial stability and economic sustainability in China.

Abstract:This paper investigates the reasons why Chinese local governments prefer expansionary fiscal policy.We find that the expansionary fiscal policy adopted by local governments is an interactive outcome of the Chinese-style fiscal decentralization and the lack of institutional constraints.Based on an unbalanced panel of 28 provinces over the period of 1994—2004,we confirm our hypothesis.The policy implication of our result is that,for Chinese local governments to carry out fiscal policies that help with macroeconomic stability,in addition to building up better binding institutional constraints,the most crucial step is to transform the GDP-oriented promotion mechanism to some alternative that emphasizes social and economic stability.

Abstract:This paper, the formation, scale and constitution of China's local government debt are discussed. The status of various assets available for repayment is thoroughly analysed, including fiscal revenue, government fund revenue, state-owned enterprise profit, state-owned enterprise net assets, state-owned non-operating assets and resource assets. The conclusion is that local governments have a low risk of insolvency; however, due to the mismatching of assets and liabilities, which comes from the low efficiency of investing, there is a certain risk concerning liquidity and payment indeed. The root cause as well as solutions and management of local government debt are also studied, such as, improving the transparency of local debt, implementing of quantitative debt indicators, and establishing the relevant laws to control debt quota. Local government debt risk can be countered by assets securitization, "sell and rent", public-private partnerships (PPP), etc.

Abstract:This paper mainly discusses the relationship between bank supervision and behavior of China's public listed firms' managers based on the review of the western debt governance theories. That the debt governance is of no effect in China is attributable to the soft budget constraints incurred by the poor state - owned banks' supervisory policies. The reform aimed to reduce the bad debts proportion has significantly decreased the agency costs in china' s public listed firms' since 1999. But the effect of debt governance has not been visible. Therefore further reform is need for banking industry.

Abstract:This paper explores the current state and formation mechanisms of local government debt risk in China. With the slowdown in economic growth and the reduction in land finance revenue, the scale of local government debt has expanded, and debt risks have emerged. This paper analyzes the impact of fiscal systems, regional competition, and promotion incentives on debt risk, finding that mismatched fiscal powers and responsibilities, increased fiscal decentralization, tax competition, and promotion pressures have driven debt expansion. To address these issues, the paper proposes three policy recommendations: central fiscal support to promote economic recovery, optimization of the debt structure to enhance transparency, and strict control of new debt with performance assessments. This research provides theoretical support for understanding the formation mechanisms of local government debt risk and offers references for policy formulation.

Abstract:Through the first and second year of China's 13th five-year plan coincided with local governments holding their own "Two Sessions" before attending the "Two Congresses" in Beijing in March. As one of the frequent results, the issue of local government debt naturally became a popular topic. The scale of local government debt in China was/is considerable, and the structure is complex, which poses a threat to sustained economic development. To address this situation, China must regulate local government debt, clean up urban financing vehicle debt, foster and manage the local bond market, and introduce innovation in the management of local government liability. Only through initiatives such as this will China gain control of local government debt and thus support and promote the long-term sustainable growth of the economy.

Abstract:Local government debt is a great threat to China's financial stability. Local government debt in China is in a dynamic process of financial innovation. The competition of local officials for promotion and the characteristics of China's fiscal system are the reasons behind the growth in local government debt. The yardstick for the promotion competition is the local GDP growth rate and this drives local officials to increase expenditure to achieve their targets. Because in China's fiscal system the central government often gives priority to reducing its fiscal deficit and the central government can largely determine the distribution of revenue and expenditure between itself and local governments, there is a tendency for the fiscal burden to be shifted from the central government to the local governments. Resolving China's local government debt problem requires not only strengthening regulation, but also abandoning the central government's fiscal balance target, because this target may make regulation hard to sustain in times of economic downturn. This paper discusses central-local fiscal relations in the framework of Modern Money Theory, suggesting that China's central government should bear more fiscal burden because a central government with currency sovereignty can always afford any spending denominated in its own currency.

However, with more and more demand of livelihood security and infrastructure, this has aggravated its financial pressure for the limited regional finance. The local government ha s increased its borrowing scale to meet public demand. The problems of local government debt like huge size, imperfect management, opaque information, inefficient supervision, and incomplete laws increase the risk of local government debt. This paper did a detailed research on the current situation of the local government debt that exceeds a certain limit financial risk, credit risk and efficiency risk.

Abstract:As China is in the process of urbanization, local governments often assume the responsibility for the construction of most public facilities, and thus have strong investment needs. Under the current trend of large and growing local debts in China, local governments in all regions and at all levels in China have a lot of debt operations and complex debt relationships. The accumulation of local debts leads to the out-of-control of the scale of debts, which seriously affects the normal operation of government agencies and hinders the development of the economy, which is prone to huge financial risks and social conflicts. In order to control the risk of debt, the central government began to adopt a series of policies in 2018 to implement debt limit management for local governments, and the national local government debt limit was 21 trillion yuan. In this context, this paper starts from the status quo and problems of local government debt, accurately analyzes the causes and mechanisms of debt formation, and proposes specific measures and methods to rationally control debt growth and reduce risks, in order to strengthen local government debt management and resolve social conflicts. This article provides guidance advice.

Abstract:Based on the data of explicit debt and implicit debt of local governments in China from 2012 to 2020, this paper theoretically analyzes and empirically tests the spatial correlation effect of fiscal decentralization and intergovernmental competition on local government debt risk. It's found that local government debt risk has obvious inertia effect in time and positive spatial correlation effect in space, and local fiscal spending decentralization and intergovernmental competition have a significant positive impact on the local government debt risk, as well as a positive spatial spillover effect. The research of this paper has very important policy implications for perfecting China's decentralization system, standardizing the competition among governments, and preventing and defusing local government debt risks.

Abstract:Motivated by China's experience in the reform era, we study the fiscal relations between central and local governments embedded in a vertical control system with local officials appointed by the central government. The probability of their re-appointment depends, in part, on how well they perform in fulfilling their mandates from above. Self-interested local bureaucrats decide on the amount of predatory charges to be collected and the amount of public goods provided to increase their chances of survival, while at the same time maximizing the expected surplus accruing to their private agendas. Within the framework of this model, we explore how such issues as fiscal decentralization, local accountability and regional disparities interact with the stringency of the vertical control system. The paper also contributes to the discussion of the divergent experience of China and Russia.

Abstract:Although the investment-oriented development model for economic growth adopted by Chinese governments has generated spectacular results, the risks of debt-financed urbanisation and economic development have recently become evident in mounting local debts that are undermining the financial system, triggering concerns with respect to local governments’ indebtedness, financial stability and sovereign risk in China. In this paper, we portray the uneven spatial and temporal dynamics of local government debt in China, and examine the ways in which it is intertwined with institutional, political and economic factors. Our analysis shows that while global and national economic conditions have resulted in a dramatic increase in local government debt, particularly in the late 2000s and the early 2010s, the spatial variation of local debt accumulation in China could be partly explained by two institutional factors: land finance and inter-jurisdictional competition. We argue that the behaviour of local governments may harm the long-term future of Chinese cities.

Abstract:When the liabilities behavior of local governments directly violate the ″Budget Law″ and ″Guarantee Law″ and other relevant laws and regulations, local governments at all levels tend to borrow through covert means. Local government debt shows characteristics of diverse forms, strong concealment, low transparency, complex causes, high rate of overstayers, vacancies of debt risk warning and control mechanisms, et. At the present, China's local governments have been burdened with very large debts which have a substantial and rapid rising trend, and the risk has been highlighted in the local areas. The potential risks are bigger and cause a serious impact on the local economic development and the normal functioning of the local governments, even threatening China's economic security and social stability. Effective countermeasures have to be taken to control and resolve the debt risk of the local governments, such as improving relevant laws and regulations, normalizing governments' borrowing behaviors, establishing local government debt management accountability mechanisms, controlling strictly the size of the local government debt and preventing new unreasonable debt, establishing debt risk warning and control mechanisms, etc.

Abstract:In 2014, China's total government debt was an estimated 60% of gross domestic product (GDP), close to the upper limit set by the European Union. The Xi administration has set budget deficit at 3% of GDP for 2016 and announced that government budget revenue will grow only 3.2% in 2016! It has also recently abolished local government financing vehicles, legalised local government bond issuing in 2014 and started "the debt swap" reform.

Abstract:This paper takes 66 local government debt governance policy texts from 2009 to 2019 as sample, and constructs an analysis framework of 'target debt - management measures - mechanism guarantee', derives up with identifying the characteristics of determining local government debt governance in China. The results show as follow: (i) It attaches more importance to the policy design of 'borrowing', 'repayment' and 'management' on local government debt instead of the 'usage' in China. (ii) The evidence supports the relatively average coding distribution of each policy, but the content is quite different. (iii) It manifests the new development value of 'people-oriented' and the concept of collaborative governance in the policy design. (iv) It has formed a 'centre-edge' model for the governance of the local government debt. This paper provides a new perspective for the study of the problems of local government debt governance, and puts forward policy recommendations for improving the governance of the local government debt.

Abstract:The problem of local government debt has always been a matter of great concern to the CPC Central Committee and all sectors of society. At present, local governments in China generally face more serious debt problems. Problems such as relatively simple financing methods, unreasonable supervision systems, and inadequate scientific evaluation systems for local government officials are important reasons why local governments are willing to risk borrowing. To get rid of the problem of debt to the development of local governments, we must accelerate the reform of the fiscal and taxation system and the central government transfer payment system, strengthen the reform of the performance evaluation mechanism of local governments, expand local government financing channels, strengthen the supervision of local government debt, and create a mature local government financing and supervision system promotes the scientific and sustainable operation of the local government's financial system.

Abstract:China’s slowing economic growth and rapid urbanization have made local government debt financing a significant issue. This study uses a sample of China’s provincial government data for the 2006–2012 period to examine the effect of the disclosure of financial information by local governments on their debt financing costs. The results show that financial information disclosure is conducive to public supervision and enhances government credibility, leading to a decrease in the cost of debt financing. Furthermore, increased government economic intervention increases the strength of the association between financial information disclosure and the cost of debt financing. Increased government audit prevention function weakens the strength of the association between financial information disclosure and the cost of debt financing.

Abstract:The risk of local government debt has been a robust indicator of regional economic development and the smooth operation of local government. The promulgation and implementation of the new Budget Law in 2014 also reflect the determination of China to control government debt risk. Based on the DPSIR model, this paper defines the logical relationship among the driving force, pressure, debt status, influence, debt repayment ability, and local government debt risk. Combined with the entropy method, this paper analyzes the debt risk level of 30 provinces, municipalities, and autonomous regions in China from 2013 to 2019. The results show that there are apparent regional differences in the debt risk of local governments in China. The debt risk evaluation of the southwest region is higher than the average level in other regions. Overall, we show a downward and upward trend through further analysis of the internal structure and causes of local government debt risk. We offer implications for countermeasures and suggestions.
