Abstract:This paper develops a model where firms across countries differ in their capacity to innovate. Our main goal is to study firm level innovation under various trade policy shocks. We consider two countries where firms across countries are heterogeneous in their innovation efficiencies. We find that the benefits of trade liberalization and trade protection differ across firms. One of the main results we obtain is that trade protection hurts the productivity of highly efficient firms while it increases the productivity of lowly efficient firms. The predictions of our model are in line with recent empirical evidence that while trade protection fosters the productivity of lowly efficient firms, it reduces productivity of highly efficient firms.

Abstract:We build a model of firm-level innovation, productivity growth, and reallocation featuring endogenous entry and exit. A new and central economic force is the selection between high- and low-type firms, which differ in terms of their innovative capacity. We estimate the parameters of the model using US Census microdata on firm-level output, R&D, and patenting. The model provides a good fit to the dynamics of firm entry and exit, output, and R&D. Taxing the continued operation of incumbents can lead to sizable gains (of the order of 1.4 percent improvement in welfare) by encouraging exit of less productive firms and freeing up skilled labor to be used for R&D by high-type incumbents. Subsidies to the R&D of incumbents do not achieve this objective because they encourage the survival and expansion of low-type firms. (JEL D21, D24, H25, L52, O31, O34)

Abstract:The dynamic growth of global sourcing of innovation is indicative of the evolving ecology of global innovation that is expected to usher significant changes in firms, industries as well as careers of S &E talent, which are yet little understood. On the one hand, advanced MNCs, which are already in the process of sourcing innovation globally, are realizing that some of the innovation hubs in emerging markets generate entirely new technological solutions and business processes. However, at the same time, they find themselves facing a “global war for talent” initially due to a growing shortage of S &E talent in the developed countries. On the other hand, local entrepreneurship, such as service providers, are growing rapidly and significantly in emerging economies and especially in China and India. It is further reinforced by the dynamic reciprocal feedback and interaction between global demand and developmental policy aspirations of emerging economies, which are eager to seize a share of the high-end global innovation market. China and India are particularly prominent cases, partly due to a growing rivalry between them, but also because of a new breed of local players which are rapidly growing in the two countries. This symposium is intended to advance discourse on a number of dimensions which are shaping the dynamic process illustrated above, including the role of MNCs with the challenges they face in transforming their organizations into globally distributed innovation networks, the institutional contexts in China and India that are affecting their domestic science and engineering based entrepreneurship, as well as the increasing role of Diaspora talent networks in global innovation and circulation of talent as a way of moderating the anticipated worldwide shortage of S &E talent. This symposium also addresses the All-Academy Theme “informal economy”, at two levels: 1) at the level of business process, emerging ecology of global innovation has created new forms in doing business activities, such as web-based collaborative platforms, which cannot be easily regulated within the traditional legal boundaries of national states; 2) at the individual level, the Diaspora talent network evokes a new way to examine organization of work, given the active role it has played ranging from stimulating entrepreneurship to facilitate global circulation of talent

Abstract:Starting from the empirical observation of a positive correlation between the prosperity of an economy and the relative role of large firms operating in that economy, we propose that this correlation is an artifact of the positive influence of 'management competence' on both these variables. Drawing on Penrose's The Theory of the Growth of the Firm, we develop a theoretical framework that distinguishes between two aspects of management competence, i.e., entrepreneurial judgment and organisational capability. Both aspects relate to the process of value creation through the combination and exchange of economic resources. Whereas entrepreneurial judgement refers to the cognitive aspects of perceiving potential new resource combinations and exchanges, organisational capability is the ability to actually carry them out. As we show, the interplay of these two factors affects the speed at which firms expand their operations, the kind of expansion, and the process through which firms create value, not just for themselves, but for society as a whole.

Abstract:Greater exposure to international trade improves productivity by increasing competition, expanding product markets, and improving access to production inputs. Productivity increases at the industry level because competitive pressure leads to a reallocation of resources to more productive firms, while the least productive ones are forced to exit the market (Melitz 2003; Melitz and Ottaviano 2008; Eslava et al. 2013). The productivity of firms can also increase because heightened competition from imported products pushes them to invest in new processes, technologies, and skills to survive (Shu and Steinwender 2019). The possibility to expand into larger export markets also incentivizes firms to improve the production efficiency and the quality of their products (Bustos 2011). And access to a larger range of intermediate production inputs potentially lowers the input costs of firms, improves product quality, and expands product variety (Fieler, Eslava, and Xu 2018; Goldberg et al. 2010; Amiti and Konings 2007). Indeed, a positive and significant causal effect of trade—measured as the sum of exports plus imports to a country’s gross domestic product—on aggregate productivity has long been established in the economic literature (Alcalá and Ciccone 2004; Alesina, Spolaore, and Wacziarg 2000; Frankel and Romer 1999).

Abstract:This article opens the black box of total factor productivity by decomposing this “all‐in‐one” index into various input‐embedded and input‐free productivities in a new growth accounting framework. The new method identifies different channels through which growth drivers affect economic growth and finds the most effective way to boost the economy, which is unidentified in standard method. This new approach uses a varying coefficient stochastic frontier model, which integrates the standpoints of the endogenous growth theory and the induced innovation theory into a reduced‐form productivity analysis. The new growth accounting is then applied to study the impacts and contributions of R&D investments, international trade, and structural transformation to world agricultural growth during the period of 1962 to 2014. The empirical results provide new evidence to support the endogenous growth theory and the induced innovation theory, indicating the necessity of using the new growth accounting method.

Abstract:This chapter provides a methodological approach that draws lessons and insights from economic history and theory and uses empirics from economic analysis and policy practice. It starts with an observation of the increasingly globalized world economy in which technological development allows the use of factors of production in locations that maximize returns and utility, and countries gain mutually by trading with each other if their strategies focus on revealed and latent comparative advantage. By following carefully selected lead countries, latecomers can emulate the leader–follower, flying-geese pattern that has well served economies since the eighteenth century. The prospects for sustained and inclusive growth are even greater for low-income economies that enjoy the benefits of backwardness. The chapter advocates implementing viable strategies to capture new opportunities for industrialization, which can enable low-income economies to set forth on a dynamic path of structural change and lead to poverty reduction and prosperity.

Abstract:Abstract MNEs shape the location of activities in the world economy, linking diverse regions in what has been called the global factory . This study portrays the evolution of incomes and employment in the global factory using a quantitative input–output approach. We find emerging economies forging ahead relative to advanced economies in income derived from fabrication activities , handling the physical transformation process of goods. In contrast, convergence in income derived from knowledge - intensive activities carried out in pre- and post-fabrication stages is much slower. We discuss possible barriers to catching-up and policy implications for emerging economies in developing innovation capabilities, stressing the pivotal role of MNEs.

Abstract:How do financial systems affect economic growth? We construct an endogenous growth model in which financial systems evaluate prospective entrepreneurs, mobilize savings to finance the most promising productivity-enhancing activities, diversify the risks associated with these innovative activities and reveal the expected profits from engaging in innovation rather than the production of existing goods using existing methods. Better financial systems improve the probability of successful innovation and thereby accelerate economic growth. Similarly, financial sector distortions reduce the rate of economic growth by reducing the rate of innovation. A broad battery of evidence suggests that financial systems are important for productivity growth and economic development.

Abstract:We present empirical evidence that emerging market economies innovate less while they invest more than advanced market economies. We present empirical evidence that innovative activities in both advanced and emerging market economies are most hampered by financial and economic cost factors. To explain the differences in the innovation activity between emerging and advanced market economies, we use two variants of a Schumpeterian model of creative destruction: a variant with complete financial markets and another with incomplete financial markets and uninsurable shocks to the innovation activity and we identify the first with an advanced market economy and the second with an emerging market economy. We characterize the effects of macroeconomic, financial, and industrial factors on the innovation-to-maintenance mix in advanced versus emerging market economies. Economic recessions induce innovation in advanced market economies; however, their effect in emerging markets depends on the underlying parameters of the shock process. In both advanced and emerging market economies, uncertainty induces greater innovation. Borrowing capacity increases innovation in emerging market economies. Industrial competition decreases innovation in emerging market economies, though it is neutral in advanced market economies. In emerging market economies, it is the relative magnitudes of industrial competition and borrowing capacity that matter for innovation. The analysis suggests a different framework for public policy in which industrial competition policy and public financial policy are intertwined.

Abstract:Productivity differences across firms are large and persistent, but the evidence for worker reallocation as an important source of aggregate productivity growth is mixed. The purpose of this paper is to estimate the structure of an equilibrium model of growth through innovation designed to identify and quantify the role of resource reallocation in the growth process. The model is a version of the Schumpeterian theory of firm evolution and growth developed by Klette and Kortum (2004) extended to allow for firm heterogeneity. The data set is a panel of Danish firms that includes information on value added, employment, and wages. The model's fit is good. The estimated model implies that more productive firms in each cohort grow faster and consequently crowd out less productive firms in steady state. This selection effect accounts for 53% of aggregate growth in the estimated version of the model.

Abstract:This article argues that innovation in and from emerging economies is largely shaped by the challenges of sustained catching-up with the advanced economies. Just as firms and industries are constantly seeking to upgrade their technological and organizational capabilities, so too are their societies reconfiguring their institutions and networks to improve their knowledge resources. Such a co-evolutionary process requires IB scholars to draw on interdisciplinary work from the innovation and development literature in order to reconsider the key drivers of innovation at multiple levels within these economies. Innovation is not just limited to technological activities but includes organizational and transactional improvements, and is largely a process of recombination of local and imported knowledge, shared through multiple forms of collaboration. This can redefine the FSAs of local and foreign firms, often shaped by the strategies of domestic public and private actors. Simultaneously, policymakers need to develop the appropriate institutions needed to underpin R&D, training, standards, and knowledge coordination. MNEs play unique roles as instigators of innovation, as conduits for new knowledge, and as beneficiaries themselves, via their own recombination capabilities.

Abstract:Globalization promotes transformation in the business environment and consumer culture along the dimensions of economic geography, which can be evidenced by the growth in urban areas, shorter travel distances as businesses migrate closer to denser centers of population, and as they generate competition between firms to take advantage of scale and trade in specialized products. Firms prepare for going global by providing convenience to consumers as they search for products, buying through technology platforms, and settling payments online. Such firms also aim to boost available knowledge on products and services, and trigger the impulse to shop. The chapter demonstrates that multinational firms have been slow to understand consumers in the developing world and, as a result, they have been vulnerable to local competitors that know how their shoppers think, what they crave, and how they buy. The discussion also addresses issues relating to knowledge-sharing and building customer loyalty.

Abstract:The last 70 years have seen important changes in the volume, direction and nature of international trade. In the era of managed globalization, established at the end of the World War II, the global economy became progressively more integrated and trade accounted for continuously rising shares of world output, albeit with international rules and norms designed to allow governments the time and space to manage their integration in line with a broad set of national policy goals. Things changed as capital became more mobile, governments relinquished policy space and the governance of international markets was increasingly left to large multinational firms. This chapter examines the relationship between trade, industrialization and economic development in such a hyperglobalized world economy. It discusses critically conventional trade models and their empirical support and presents a careful examination of more heterodox perspectives. The chapter further analyses the pros and cons of foreign direct investment (FDI) and participation in global value chains (GVCs), with particular attention to the obstacles to diversification and upgrading in these chains and the unequal economic relations that they generate. In this context, it stresses the ongoing importance for developing countries of manufacturing activities, including for export, even in an era of rising services and calls for a pragmatic policy approach and for an active developmental state able to set priorities, manage unavoidable trade-offs, and deal with distributional challenges and conflicts of interest that could hinder a desirable pattern of integration.

Abstract:We bring together three prominent literatures to show how jobs create an intergenerational externality. Employment acts as an asset, allowing current generations to borrow from future generations. The competitive equilibrium is not Pareto efficient, and the policies preferred by the current generation differ from the policies that maximize the welfare of future generations. We illustrate with an application to international trade.

Abstract:Labor reallocation is often regarded as an essential component of productivity growth, based on the thought that innovation is made by firms expanding to new business areas with better technology (horizontal innovation). I study the relationship between long-run growth and labor reallocation by introducing innovation made by incumbent firms previously operating in the product market (vertical innovation). I use novel data from a German establishment-level panel survey to distinguish innovation types from different survey questions about innovation activities and construct an endogenous growth model with different types of innovation to decompose the relative contribution of innovation types on long-run growth. I calibrate the model with the survey data merged with the administrative employer-employee matched data and use the calibrated model to quantify the aggregate effect of the Hartz reform (which increased labor supply and reduced labor market rigidity in Germany during the mid-2000s). I find out that vertical innovation that does not cause direct creative destruction accounts for more than 90% of productivity growth on the balanced growth path. Moreover, vertical innovation generates 85% of dynamic gains from faster productivity growth after the reform. Since vertical innovation has a smaller effect of reallocating labor inputs toward innovating establishments, despite the sharp increase in output growth, labor reallocation rates, especially job destruction rates, do not increase but decrease over the transition path.
