Abstract:With the progression of regional connectivity, attaining the 'dual-carbon target' is no longer the narrative of a single city. To achieve synergistic governance among cities in the basin economic zone, it is essential to establish a multidimensional ecological compensation mechanism. This research amended the conventional carbon accounting model by utilising carbon emissions and economic data from 59 cities in China's Yellow River Basin, covering the period from 2004 to 2021, after the timeframe of significant alterations in the administrative divisions of cities was removed. It additionally compares and analyses the clustering patterns and trajectories of centre-of-gravity shifts in regional ecocompensation credits while investigating the impact processes through geo-probes. The findings indicate that the amended carbon account has a more decentralised distribution when interregional disparities are considered. Second, ecocompensation credits are characterised mostly by low-high and low-low agglomeration; nevertheless, their regional distribution is uneven. Moreover, the rankings of the top five cities in terms of ecocompensation exhibited minimal variation each year. The degree of green technology is the primary determinant of the spatiotemporal evolution of ecological compensation. The conclusions of this study can serve as a valuable reference for the execution of medium- and long-term ecocompensation policies and aid in attaining the 'dual-carbon' aim.

Abstract:Ecological compensation is an effective measure to settle the conflicts between regional ecological protection and economic development; however, unequal patterns and impaired ecological benefits have been taking effects on the efficiency of eco-compensation worldwide. On the basis of the gross value of terrestrial ecosystems, the ecological profit-and-loss values have been identified, and the eco-compensation priority sequence has been calculated, while the ecological sensitivity has been evaluated. Four indicators of the spatial selection model have been conducted to reflect ecological benefits, ecological profit and loss, ecological sensitivity, and financial payment capacity, while the eco-compensation priorities have been classified by the K-means clustering. As for the results, Chun'an County with the highest priority and located in the low mountainous hills of the western Zhejiang area has been shown as the key compensated zone. The priority compensated zone has been concentrated in the mountainous hills of the western and southern Zhejiang and the headwaters of rivers in central Zhejiang. The secondary compensated zone has been distributed in the coastal islands of eastern Zhejiang. The potential compensated zone has been located in the northern plains and the central and southeastern areas of Zhejiang. It has been shown that the ecological benefits and the gross ecosystem product of various regions would have a direct impact on the evaluation results. A comprehensive index system would be needed to facilitate the allocation of funds to areas with important ecosystem services, ecological sensitivity, and high ecological benefits. The findings of the performed study could contribute to improving the spatial selection method of eco-compensation.
Cross-regional ecological compensation under the composite index of water quality and quantity: A case study of the Yellow River Basin

Abstract:The calculation of ecological compensation (EC) constitutes the core element of the EC mechanism, which is related to the practicability of the mechanism. Based on the comprehensive index of water quality and quantity, this study establishes a measurement method for EC across administrative divisions. First, the improved Nemerow pollution index (NPI) is adopted to assess the water quality of specific sections, while the water rights and GDP indicators are employed to characterize the water quantity of each section. Secondly, given the spatial relationship of each region within the basin, two compensation allocation schemes are established referring to the water intake and grey water footprint indicators. Finally, the EC amounts of each region in the Yellow River Basin from 2016 to 2021 are calculated using the proposed method. The results show that: (1) the improved NPI is significantly higher in the upstream than in the downstream, implying better water quality in the upstream region; (2) From 2016 to 2021, both Gansu and Ningxia exhibit negative EC coefficients, suggesting superior water quality in the upper section of these regions, while Henan Province demonstrates the opposite trend; (3) During the same period, Qinghai, Gansu, Shanxi, Shaanxi, and Shandong experience an EC deficit, while Ningxia, Inner Mongolia, Henan, and Yellow River Conservancy Commission exhibit an EC surplus. Using water quality and quantity indicators, this study includes the implementation of basin unification and regional environmental comprehensive management into the scope of responsibility of the basin government, which can effectively solve the drawbacks of unclear responsibilities of stakeholders and ineffective implementation of compensation in the basin EC.

Abstract:Ecosystem services generated in a specific area have utility outside the area. Ecosystem services have obvious externality. The degree and scale of ecosystem services directly delivered to beneficiaries vary greatly among different regions, resulting in environmental injustice. Implementation of ecological compensation (EC) can internalize the external effects and effectively solve environmental justice problems. It is imperative to clarify the supply-transmission-benefit mechanism between the providers of ecological products and services and the beneficiaries, and scientifically determine the beneficiaries and the compensation amount. Based on externalities and environmental justice theories, this study used the InVEST model and hotspot analysis to quantitatively assess carbon sequestration (CS) supply and demand in the Yellow River Basin and identified ecosystem service supply and demand areas. The comparative ecological radiation force (CERF), based on the gravity model and the breaking-point formula, was proposed to reveal the transmission paths, ecosystem service flow and to quantify the amount of EC. The result showed that although there was a spatial mismatch between the supply and demand of CS in the Yellow River Basin, most of the regions showed a surplus pattern. Baotou, Aba, Bayannur, and Erdos were the regions with large CERFs, and the amount of CS transferred outward was large. The total amount of EC obtained from the ecosystem services demand area was about 67.6 billion RMB. This study can provide references for the Yellow River Basin ecosystem management and the formulation of EC policies.

Abstract:Accurately identifying ecological compensation areas and scientifically determining appropriate compensation amounts are crucial for establishing a robust ecological compensation mechanism, which in turn is key to promoting the coordinated development of ecological protection and high-quality economic growth. This study innovatively proposes a framework for ecological compensation termed "Accounting of Ecosystem Services Value–Identification of Priorities for Payers and Recipients–Calculation of Ecological Compensation Amount (ESV–PPR–ECA)". It utilizes the InVEST model and the emergy method to assess the value of ecosystem services, constructs the Ecosystem Payment and Recipient Priority Sequence (EPRPS) Model to identify the payers, recipients, and their priorities for ecological compensation, and employs the conversion factor method to calculate the Ecological Compensation Amount (ECA). This framework aims to address the questions of "How should compensation be provided?", "Who should compensate whom?", and "How much compensation is necessary?", ensuring the optimal use of ecological compensation funds and providing a scientific basis for inter-regional ecological compensation. The study's findings indicate that the total Ecological Compensation Amount for the Yellow River Delta in 2020 was 3.848 billion RMB, with the total amount receivable being 4.032 billion RMB and the total amount payable being 184 million RMB. The compensation funds should be prioritized for tideland and the Yellow River, and venture, cropland and industrial land should be the first to contribute compensation. Additionally, the Ecosystem Service Value of the Yellow River Delta showed a declining trend from 2015 to 2020, underscoring the urgent need to establish a horizontal compensation mechanism for the region. Such a mechanism would incentivize environmental protection and the construction of ecological civilization, ultimately enhancing ecosystem service functions. Therefore, we recommend the implementation of horizontal fiscal transfers, where financial assistance is provided from paying areas to recipient areas, offering a scientific reference for the establishment of a horizontal compensation mechanism within the Yellow River Delta.

Abstract:The paper firstly analyzed the spatial–temporal characteristics of carbon budget and carbon compensation rate at the county level in the Yellow River Basin. Then, the carbon compensation value was estimated by an improved carbon compensation model from a perspective with balancing efficiency and equity. Finally, the factors influencing carbon compensation value was analyzed and the compensation zoning was implemented. Results showed that the carbon compensation rate of western county units in the Yellow River Basin was higher than that of eastern county units. Counties with better economic conditions, higher proportion of secondary industry and higher energy consumption had lower carbon compensation rate. The whole basin needed to pay the compensation funds to realize the collaborative carbon emission reduction. The primary payment areas, secondary payment areas and relative balance areas were concentrated in the eastern and central regions, while the primary supplement areas and secondary supplement areas were mainly distributed in the western and southern regions. The population distribution was the primary factor affecting the spatial distribution of carbon compensation value, followed by the economic development and industrial structure, while the regional location, traffic conditions and government intervention had a small impact. In the future, the strategies such as strengthening the top-level design of carbon compensation, implementing a carbon quota system based on carbon budget, improving carbon trading market with considering horizontal carbon compensation and reducing carbon source and increasing carbon sink according to local conditions should be adopted. This paper improved the calculation method of horizontal carbon compensation and revealed the factors influencing the spatial distribution of carbon compensation value. It provided a new perspective for the regional equitable, efficient and coordinated development in the Yellow River Basin.

Abstract:Horizontal ecological compensation mechanism provides solutions for cross-domain protection of ecological environment, and the key to its implementation depends on the establishment of a suitable incentive mechanism of economic benefits to influence the conservation behavior of each interest body. This article constructs a horizontal ecological compensation mechanism for the Yellow River Basin through indicator variables to analyze the profitability of the participating subjects. Based on data from 83 cities in the Yellow River Basin in 2019, an empirical study was conducted using a binary unordered logit regression model to examine the regional benefits generated by the horizontal ecological compensation mechanism in the Yellow River Basin. The level of urban economic development and ecological environment management significantly affects the profitability of horizontal ecological compensation mechanisms in the Yellow River basin. The heterogeneity analysis finds that the profitability of the horizontal ecological compensation mechanism in the Yellow River basin is stronger in the upstream central and western regions, which are more likely to produce better ecological compensation benefits as recipients of compensation funds. Governments in the Yellow River Basin should strengthen cross-regional cooperation, continuously improve the capacity building and modernization of ecological and environmental governance in the basin, and provide solid institutional guarantees for environmental pollution management in China.

Abstract:Environmental regulation efficiency facilitates environmental governance performance assessment, ecological protection, and high-quality development. Herein, based on the panel data of 75 cities in the Yellow River Basin from 2007 to 2020, this paper constructed an evaluation index system and measured the environmental regulation efficiency using a super-EBM hybrid distance model. We analyzed the regional differences and dynamic evolution characteristics of environmental regulation efficiency with the help of Dagum's Gini coefficient decomposition and kernel density estimation methods. Furthermore, a spatial econometric model explored the spatio-temporal convergence of environmental regulation efficiency. The main findings show that the environmental regulation efficiency of the overall Yellow River Basin and the upper, middle, and lower reaches showed an increasing trend with significant within-region spatial differences. The differences between all regions had a narrowing trend. The primary source of spatial differences in environmental regulation efficiency was the intensity of transvariation. The dynamic evolution characteristics of environmental regulation efficiency in different regions were quite different, and the spatial polarization phenomenon was more evident in the upper reaches. Except for the overall Yellow River Basin, all regions existed σ convergence. The results of spatial convergence estimation indicated absolute and conditional β convergence in all regions. The findings provide a factual reference for policies related to establishing policy systems for environmental regulation efficiency and green coordinated development in similar regions of the world.

Abstract:Exploring the spatiotemporal differentiation of the carbon budget and clarifying the zoning of carbon compensation based on the perspective of the main function-oriented zones is of great significance for promoting regional low-carbon development and achieving the "dual carbon" goal. This study was conducted using 550 counties in the Yellow River Basin as the basic unit, and based on the concentration index to examine the spatial distribution characteristics of carbon emissions and carbon absorptions in the main function-oriented zones of the Yellow River Basin, a four-dimensional benchmark framework for carbon compensation zoning was constructed by total scale, economic contribution, ecological carrying capacity, and land development intensity. The SOM-K-means algorithm was used to establish a differentiated carbon compensation zoning scheme. The results showed that： ① The carbon emissions and carbon absorptions and their growth trends of the main function-oriented zones in the Yellow River Basin were in line with the positioning of the main functional area, and the significant space-time distribution characteristics of the concentration level of carbon emissions and carbon absorptions were shown. ② Significant regional differences exist in the four attributes of total carbon emissions scale, economic contribution, ecological carrying capacity, and land development intensity. The overall scale of carbon emissions showed a growth trend, with obvious comparative advantages in the midstream and downstream. The overall comparative advantage of economic contribution increased first and then decreased, with the midstream and downstream being the attribute advantage areas of economic contribution. The overall ecological carrying capacity had been improved, and the upstream had obvious advantages in ecological carrying properties. The advantageous areas for land development were mainly concentrated in the midstream and downstream； in particular, the comparative advantage index in the midstream was showing a rapid upward trend. ③ Moreover, there were 287 compensated areas, 78 balanced areas, and 185 payment areas in the Yellow River Basin. Eleven types of carbon compensation zones were finally formed by combining the comparative advantage index of four types of attributes with the plan for main function-oriented zones, and corresponding low-carbon development strategies were proposed for each type of zone.
Spatio-temporal pattern and coordinated development of eco-compensation performance of 101 cities in the Yangtze River Economic Belt

Abstract:Eco-compensation is an important component of ecological civilization construction. Therefore, it is of great significance to elucidate the spatial and temporal pattern of eco-compensation performance and its internal coupling and coordinated features to promote ecological civilization construction. We proposed that eco-compensation performance consists of benefit and efficiency, and used the projection pursuit and super-efficiency SBM-DEA models to measure the eco-compensation benefit and efficiency of 101 cities in the Yangtze River Economic Belt from 2010 to 2021 and to analyze their spatial and temporal patterns. Finally, we used the coupling coordination degree model to reveal the coupling and coordinated features of eco-compensation performance. The results showed that the temporal trends of eco-compensation benefit and efficiency were "W" and "U" shaped. The eco-compensation benefit in eastern or mega-cities was the highest, whereas the eco-compensation efficiency in western or small/medium-sized cities was the highest. Coupling coordination degree of eco-compensation performance was in the coordinated development stage from 2010 to 2012, with a concentration of agglomeration effects in the central region. It was in the transition/adjustment stage from 2013 to 2020, with low-value areas concentrated and scattered high-value areas, and smaller regional differences. It was in the coordinated development stage in 2021, with a clear agglomeration effect in the eastern region. Cities in the Yangtze River Economic Belt should incorporate the eco-compensation performance coupling coordination mechanism into their optimized eco-compensation policy plans based on the stage of coordinated development, to achieve their environmental improvement goals.
Identifying Cross-Regional Ecological Compensation Based on Ecosystem Service Supply, Demand, and Flow for Landscape Management

Abstract:Clarifying the issues related to the supply, demand, and flow of ecosystem services is crucial for regional landscape management. This study employs the equivalence factor method and demand index quantification to analyze the supply and demand of ecosystem services in the Zheng-Bian-Luo region in 2000 and 2020. We used hotspot analysis tools and the minimum cumulative resistance model to establish the ecological corridors, identifying the spatial flow paths of ecosystem services in our site. By calculating the flow volume of the key corridor value through the breakpoint formula and field strength theory and combining this with the ratio of the regulating service value, we computed the ecological compensation amount, thereby realizing the value of the ecosystem service. The results indicate that the area of balance between ecosystem service supply and demand gradually decreased and the deficit area in the Zheng-Bian-Luo region increased 43.62% from 2000 to 2020 along with rapid urbanization. The total value flow of ecosystem services by the important ecological corridors in 2000 and 2020 was USD 242.40 million and USD 365.92 million, respectively. In 2020, it was predicted that Luanchuan County would receive ecological compensation totals of USD 237.76 million from each ecological demand area, and mainly from Jinshui District. Our findings support enhancing the quality of the ecological environment and optimizing the landscape management of the Yellow River's Henan section.

Abstract:A program of ecological compensation (EC) is an effective means to solve the potential unfairness caused by the difference in environmental quality between the upper, middle, and lower reaches of river basins, alleviate the conflict of economic interests between regions. By constructing an EC accounting model, this study defines the carbon emissions of construction land as the consumption of ecological services to avoid the problem of lower EC in the upper reaches than the middle and lower reaches when only the ecosystem service value (ESV) is used as the compensation basis. We calculate the cumulative EC standards in the basin from 2000 to 2018 at the county, major functional oriented zone, and basin section scales, divide the subjects unto those provide EC and the subjects receiving EC, and finally introduce the comparative ecological radiation force to simulate the direction and scale of the ecosystem service flow (ESF) of the subjects receiving EC. The findings of this study are as follows: (1) The ESV of the Minjiang River Basin shows a downward trend in time and a spatial distribution pattern of high in the north and southwest parts and low in the middle and southeast parts. (2) Carbon emissions from construction land in all counties (cities and districts) in the Minjiang River Basin show an upward trend in time and a spatial distribution pattern of high in the middle part and low in the north and south parts. (3) The cumulative EC standard in the Minjiang River Basin from 2000 to 2018 is 279.401 billion CNY, which indicates ESV spillover. On the county scale, 22 subjects receive EC and 23 subjects providing EC. The subjects receiving EC are generally located in the southwestern parts of the upper and lower reaches, and the subjects providing EC are concentrated in the national key development zone in the middle reaches. (4) The ESF goes from north to south in the upper reaches, towards the north and south sides in the middle reaches, and towards the east and north in the lower reaches. Our findings provide an important reference for EC practices in the Minjiang River Basin.

Abstract:The existing research on watershed ecological compensation pays less attention to the special basin (without significant relationship between upstream and downstream or the compensation subject and object are distributed on the left and right banks of the basin), which makes the previous research methods difficult to be effectively used. Therefore, it is necessary to explore a new method to solve the problem of ecological compensation in special basin. Taking Taihu Lake Basin (Jiangsu section) as an example, this paper first calculates the ecosystem service value (ESV) of the region from 2005 to 2018, and makes a spatial-temporal analysis; through the construction of land use intensity index system and coupling coordination degree model, the relationship between ESV and land use intensity is explored, and the reasons for its change are explored; finally, this paper constructs a compensation standard accounting model based on GDP, basin area and population, and applies it to the accounting of compensation standard and the identification of compensation subject and object. The results show that: from 2005 to 2018, the land use of this area changed greatly, mainly reflected in farmland and urban land; ESV decreased by 21.41%, which was mainly affected by the change of land use, the downturn of grain market, and farmers' going out to work; the coupling coordination degree of land use intensity and ESV in this area entered the stage of coordinated development from 2010, but the situation of each city was quite different; population, area and GDP have a great influence on compensation subject and object, and compensation standard. This study can not only provide a complete methodology for governments to implement ecological compensation in special basins, and improve the existing ecological compensation theory.

Horizontal ecological compensation as a tool for sustainable development of urban agglomerations: Exploration of the realization mechanism of Guanzhong Plain urban agglomeration in China

Abstract:Horizontal ecological compensation can promote the division of labour and collaboration among cities in urban agglomerations (UAs) and coordinate the relationship between socioeconomic development and ecological protection through payments from ecological beneficiary cities to contributor cities. However, it’s difficult to determine the compensation subjects and standard. This study uses ecological footprint (EF) and ecosystem service value (ESV) to calculate the horizontal ecological compensation standard. The ecological compensation weight is introduced to calculate the horizontal ecological compensation payment or acceptance values (HECVs) to determine the compensation subjects and objects. And we take China’s Guanzhong Plain urban agglomeration (GPUA) as an example for empirical analysis. The results show that the EF of the GPUA has the characteristics of nonequilibrium. Except for the only ecologically functional city, all other cities had ecological deficits (EDs), and the spatial distribution of the ESV in each city was significantly different, which shows that the GPUA has the conditions to establish a horizontal ecological compensation mechanism. Further research results show that higher GDP and lower ESV mean higher HECVs, key ecological function cities have the largest HECVs, and key economic development cities pay the most HECVs. This horizontal ecological compensation method regulates the relationship among stakeholders through the migration of ESV, and solves the actual problems of “who compensates whom” and “how much to compensate”. It provides strong technical support for the formulation of horizontal ecological compensation schemes for UAs in developing countries and is conducive to maintaining environmental justice and promoting the sustainable development of UAs.

Abstract:Eco-compensation plays a pivotal role in mitigating ecological service spillovers and addressing regional development imbalances. To enhance existing eco-compensation projects, a comprehensive eco-compensation framework with multiple objectives was established in the Yangtze River Delta (YRD). This framework takes into account various factors such as economic development, social welfare, ecosystem service and environmental pressure to ensure a balanced funding raising and allocation of compensation across regions. The inter-regional eco-compensation framework employs a top-down transfer payment approach to reduce transaction costs. Notably, the case study revealed a remarkable increase in total compensation, adding up to 22.15 billion CNY in 2015 and 44.01 billion CNY in 2020, with a substantial portion raising from the hidden loss of imbalanced economic development. The number of contributing cities decreased from 23 in 2015 to 21 in 2020 whereas the number of receiving cities increased from 18 to 20 during the same period. Compared with traditional eco-compensation policies, this comprehensive eco-compensation framework demonstrates greater fairness in regional compensation, while being more attuned to fostering economic development and ecological protection.

Abstract:As an effective means to coordinate cost–benefit allocation of ecological protection between upstream and downstream cities, ecological compensation is often used to improve collaborative basin-wide freshwater resources management. Yet, due to the complex relationships between upstream and downstream ecosystem services, calculating eco-compensation is not an easy task. We used ecological spillover (the amount of local ecosystem services not used in the region and thus flows to downstream areas) and emergy analysis to determine the amount of eco-compensation that the city of Xuchang should pay to the upstream city of Xinzheng (Qingyi River Basin, China) from 2010 to 2014. Eco-compensation was determined by deducting the emergy of the local, self-supplied ecosystem services of Xuchang City, calculated using an ecological-water-footprint-based analysis, from the emergy of the total ecosystem services used in Xuchang, and monetized accordingly. The results showed that the self-supplied ecosystem services decreased from 2010 to 2014 and, thus, Xuchang relied more on the ecological spillover services flowing from Xinzheng. As a result, eco-compensation increased from 990 million Chinese Yuan (¥) in 2010 to ¥509 billion in 2014, mostly due to increased demands for water purification and reduced precipitation around Xuchang. This method can be further enhanced by introducing larger datasets and can be replicated elsewhere to accurately determine ecological compensation, ensuring basin-wide collaboration towards the sustainable management of freshwater resources.

Abstract:River ecological protection and rational utilization of water resources provide an important support for the sustainable development for human beings and nature. In view of the lack of ecological compensation research on river ecological water demand and socio-economic water demand, a mechanism and methodology for ecological compensation based on the synergistic control of river ecological water demand and river water rights allocation is proposed. The variable monthly flow method and the improved dynamic calculation method are applied to obtain the river basic and suitable ecological water demands as the river protection threshold. A two-layer decision model for water rights allocation is established, which realizes the cascading allocation of initial water rights from city to counties to sectors, and the socio-economic water usage threshold for each level is obtained based on the model. Developing compensation discrimination guidelines under the dual-threshold synergistic control and using the unilateral water resources value by sub-sector as the compensation standard, realize the quantification and sharing of compensation funds. The Nanyang section of the Bai River basin in China is used as an example. The ecological compensation value for wet year (2011), normal year (2012), and dry years (2014–2013) are 0, 15.09 × 10 8 and 12.04 × 10 8 (average value for dry years) RMB. The adoption of suitable ecological water demand thresholds in 2012 increases the ecological protection requirements thus leading to an internal compensation situation between Nanyang County and Xinye County. From 2014 to 2016, river runoff continued to be low, and excessive water intake from upstream lead to a chain of compensation situations in the midstream and downstream. It is essential to establish a basin and regionally nested ecological compensation mechanism. The research results are conducive to improving the eco-compensation theory and provide scientific references for water resources management and high-quality development in the basin.

Abstract:In the latter half of 20th century, human developed their ability of reconstructing physical world dramatically. Inevitably, the corresponding phenomenon of resources degradation, environmental deterioration and human health damage became more and more grievous decades by decades. Ecological compensation theory grown in the soil of sustainable development and became the common understanding of international circles. In the circumstance of constructing the resource-effective and environment-friendly society in recent years, the conception of ecological compensation had come into common use in the Chinese public policies, which also was the focus of international academia.The article summarized the developing process and general situation of the study on ecological compensation. Furthermore, the authors analyzed and evaluated the advances in ecological compensation, including conception, theory origin, criterion, mode and effect of native and international. In conclusion, the authors pointed out that domestic researches were localized on the aspects of the theoretic discuss, compensation monetary standard and policy mode plan. Four deficiencies of domestic researches should be improved: (1) the synthetical study of multi-regional and multi-department compensation; (2) the study on spatio-temporal distribution and grade partition; (3) feasibility and effect evaluation and (4) efficiency and detailed implement plan analysis.Subsequently, the authors gave out several prospects for further study, those were: (1) GIS spatio-temporal scheme model of ecological compensation; (2) the risk compensation and diverse compensation; (3) quantitative societal-economic effect and eco-environmental impact assessment study; (4) compensation inclination analysis; (5) compensation of multi-regional carbon emission and so on. At length, the authors pointed out the eco-compensation mechanism was the requirement for eco-friendly society establishment and inter-regional co-prosperity in China, and analyzed the necessity and basic content for the study of regional eco-compensation theory and methodology in accordance with national ecological situation in China.
Quantification and sensitivity assessment of Chinese provincial ecological compensation in the perspective of carbon deficit redistribution

Abstract:The ecological compensation mechanism is a tool for managing regional development and promoting the green economy. This paper proposes a revised model for carbon emissions and absorption based on IPCC, then analyses the spatial and temporal variations of carbon emissions, absorption, and deficit in 31 provinces of China from 2001 to 2019. A model was developed to redistribute carbon deficits and compensate for ecological imbalances, with the aim of eliminating background differences between regions. The concept of ecological compensation sensitivity was proposed, and a redundancy analysis (RDA) was conducted to detect possible influencing factors. Results indicate that: (1) The carbon deficits were relatively substantial in the centre and developed coastal regions, which were the subject regions of China's ecological compensation. Meanwhile, the northwest and southwest regions were the object regions of ecological compensation, and the compensated object regions tended to extend towards the southeast. The majority of compensated subject areas are generally less sensitive than compensated object regions. (2) The graph of carbon deficit volume over time shows that China's two carbon targets are closely aligned. The distribution of China's ecological compensation amounts follows the pattern of provincial economic development levels, with higher compensation amounts concentrated in the central and coastal regions. There is a positive correlation between GDP, year, and population size with carbon emission and carbon deficit. Additionally, there is a positive correlation between year, region, and carbon absorption. (3) This compensation model can strongly incentivise the compensation subject area to proactively adjust its economic development model to cope with the significant compensation pressure. Additionally, it can fully encourage the compensation recipient area to continue adhering to the green economic development model. The conclusions of the study hold significant reference value for promoting the development of a green, low-carbon economy.

Abstract:Urban development of clusters situated along rivers significantly affects the health of the river ecosystems, the quality of urban environments, and the overall well-being of local communities. Ecosystem service supply value (ESSV) measures the delivery of ecosystem goods and services within a specific timeframe in a particular area. Using the lower Yellow River urban agglomeration (Shandong section) as a case, we comprehensively applied land use structure and intensity change analysis, quantitative calculation of ESS, and geographical probe methods to unveil ESS and its mechanism of response to the spatio-temporal evolution of the intensity of land use in urban agglomeration along the river. The key results were as follows: (1) Over the past two decades, farmland and construction land areas have continued to decrease and increase, respectively, with the intensity of land use change being highest from 2005 to 2010. (2) ESS has continued to rise over the past 20 years, with the income in 2020 being 11.142 billion yuan, an increase of 31.13%. The "low-value areas" are mainly concentrated in Liaocheng City, Dezhou City, and Tai'an City, which are characterized by predominantly flat terrains where farmland constitutes the principal land use type. Conversely, "high-value areas" are largely in the counties bordering the Yellow River, including the upper estuary in the north and the rugged, southeastern terrains. (3) Areas with concentrated ESSV were primarily localized in the northern estuary area and along the Yellow River in a scattered point-like pattern. The spatial distribution of hotspots has become increasingly concentrated, transitioning from points to planes. Conversely, cold spots initially increased in number before subsequently decreasing. Waterbody was the most sensitive ESSV-determining factor. (4) The spatial heterogeneity of ESSV emerges as a consequence of the interaction of multiple factors, and among these interactions, those involving NDVI and POP contain the greatest explanatory power. Our findings are expected to offer a scientific foundation for optimizing land spatial patterns and enhancing ecological management in the lower Yellow River region.
