Abstract:Earthquake and seismic-resistant concrete structures are essential components and requirements of structural design. The performance and response of concrete structures during/after the earthquake event are significant to determine the condition of the structures as well as to identify the possibility of structural failure. The main objective is to investigate the appropriate method to evaluate the impact on the structure due to earthquakes based on closed-form solutions, and to determine its differences with the results of numerical modelling. The seismic behavior of structures is required to be designed in accordance with the minimum design requirements specified in the Standard. Seismic design, where ground behavior is considered, is presented as a significant part of design analyses, and ground movement and shaking, are associated with the ground deformation which is the primary seismic load consideration for the design of plain or reinforced concrete structures. The outcome of the longitudinal analysis provided the maximum axial and bending strain which is adopted to calculate the combined strain. These results of strain are considered with the design of concrete structures against Ultimate Limit State and Service Limit State design phases. Therefore, the results evaluate the effect of seismic design on the performance of the concrete structure.

Abstract:In recent years, the United States and other countries have experienced catastrophic consequences of severe natural hazards, e.g. the 2005 Hurricane Katrina, the 2011 Christchurch Earthquake, and the 2011 Great East Japan Earthquake and Tsunami. These consequences motivate the question: How should a community's damaged building portfolio be reconstructed efficiently to enhance its performance under future hazard events and meet the resilience goals of the community? The relatively recent notion of Building Back Better requires a quantitative methodology that can address each phase of building portfolio recovery following a severe hazard event and provide decision support to best enhance the performance of the portfolio under future hazards. This study extends notions of life-cycle analysis from individual buildings to building portfolios to support posthazard reconstruction decisions at the community level. The building portfolio expected life-cycle cost and cumulative prospect value are adopted as decision metrics which reflect varying degrees of risk aversion on the part of community decision-makers. The applicability of these building portfolio life-cycle analyses and some key aspects in their implementation are explored using a moderate-sized community that is susceptible to extreme earthquake hazards.
A Cost–Benefit Analysis Framework for City-Scale Seismic Retrofitting Scheme of Buildings

Abstract:To improve urban seismic resilience, a reasonable seismic retrofitting scheme for buildings is required. Urban cities contain a large number of buildings, making it challenging to precisely assess the seismic retrofitting benefits of each one. This paper proposes a cost–benefit assessment framework that takes into account seismic risk, seismic damage, retrofit costs, economic losses, and cost–benefit analyses for the city-scale seismic retrofitting of buildings. The proposed framework adopts readily available building parameters, including the number of stories, construction year, total height, structural type, floor area, and response spectrum for structural design. It makes use of empirical seismic retrofitting models and a newly developed story-level seismic loss assessment method combining the physical mechanism and empirical loss ratios. For city-scale cost–benefit analysis, the framework can strike a good balance between data accessibility, computational workload, level of result details, and result accuracy. It can adapt nimbly to earthquake-induced indirect losses and budgetary constraints on retrofitting. The analysis of 98,618 buildings in Xi'an city, China, is carried out. The findings indicate that, when potential indirect economic loss ratios of buildings are neglected, the retrofitting benefits of unreinforced masonry and old buildings are the most significant.

Abstract:The severe socio-economic impact of recent earthquakes has represented a tough reality check, further confirming the mismatch between society expectations and reality of seismic performance of modern buildings. Life-safety code-compliant design criteria are not enough when dealing with new structures. To raise the bar in terms of structural safety and overall performance objectives, the renewed challenge is defining high-performance buildings able to sustain a design-level earthquake with minimum disruption of business and limited economic losses. To achieve this goal, alternative strategies might be adopted: (a) implementing more advanced design methodologies, (b) increasing the seismic design level, (c) adopting low-damage earthquake-resistant technologies. However, the common perception is that these strategies would lead to unaffordable costs. To support decision-makers, the paper develops a comprehensive parametric study to compare the cost–benefit of reinforced concrete multi-storey buildings designed for increasing levels of seismic intensities (representing a higher seismicity zone or Importance Class) and according to alternative design approaches (Force-based vs. Displacement-based) and technologies (traditional vs. low-damage). Analytical/numerical investigations are carried out to determine the building performance, and loss assessment analyses are performed to compute the Expected Annual Losses of all the parametric configurations. Results, further elaborated through a machine-learning technique, highlight the convenience of implementing more advanced design methodologies, such as a displacement-based approach allowing for a better control of the building response, and the remarkable benefits of applying low-damage technologies, leading to a very high performance and significantly reduced economic losses (> 50%) for a small increase (< 5–10%) of the initial investment cost.

Abstract:Monetary losses induced by earthquakes in Reinforced Concrete (RC) buildings are mainly due to damage to non-structural elements (infills, partitions, finishes, etc.). In this study, alternative retrofit strategies for reducing monetary losses in RC frame buildings are examined. They include local strengthening of infills (and partitions) and seismic isolation. The Expected Annual Loss (EAL) of a number of RC frame buildings, pre- and post-rehabilitation, is evaluated, following the time-based assessment approach proposed in the FEMA P-58 guidelines. The breakeven time of each retrofit intervention is then computed, considering the initial cost of the intervention and the expected benefit in terms of EAL reduction.

Abstract:In the conditions of seismically active regions, the design and construction of buildings faces unique challenges associated with the need to ensure their earthquake resistance. Effective management of these challenges requires a carefully thought-out approach that includes not only engineering, but also economic aspects. This article discusses the methodology of economic assessment of various design solutions for buildings located in areas of high seismic activity. The focus is on analyzing the costs and benefits associated with the introduction of advanced engineering technologies and materials designed to improve the seismic stability of buildings. A comparative analysis of traditional and innovative design solutions is provided, taking into account not only initial investments, but also long-term economic effects, such as reducing the cost of repair and restoration after seismic events, as well as reducing the risk of human casualties and related social and economic losses. The article also provides recommendations on optimizing the cost of construction and operation of buildings in earthquake-prone areas, which may be useful for engineers, architects, investors and government agencies involved in planning and regulating construction. The conclusions emphasize the need to integrate economic assessments into the process of choosing constructive solutions in order to ensure a balance between safety, reliability and economic efficiency of buildings in seismically active areas.

Abstract:The resilience of communities depends on the performance of the built environment and on supporting social, economic and public institutions on which the welfare of the community depends. The built environment is susceptible to damage due to a spectrum of environmental, geophysical, and anthropogenic hazards, which are characterized by large uncertainties in spatial and temporal domains. The performance of the built environment within a community depends on the integrated collective performance of its civil infrastructure, which is largely designed by codes, standards, and regulations. Advances in community resilience modeling and assessment will require a fundamental change in the way that code and standard-writing groups approach their tasks to ensure that performance and functionality of the built environment is consistent with desired community-wide resilience goals. The design paradigm of performance-based engineering (or PBE) offers a framework for engineers and planners to achieve these desired levels of performance and functionality. However, PBE has been historically applied to individual buildings and has not yet been used to support community resilience assessments. Herein, we introduce, from a structural engineering perspective, some issues in developing and implementing PBE guidelines and practices aimed at achieving community resilience goals, including the process of de-aggregating those goals to yield design criteria for individual buildings and other structures.

Abstract:This state-of-the-art review comprehensively evaluates the seismic design and performance assessment of concentrically braced frame (CBF) systems, specifically focusing on special concentrically braced frames (SCBFs). SCBFs have shown remarkable effectiveness in providing seismic resistance for various building types, including residential, commercial, and industrial structures. However, it is crucial to acknowledge that natural disasters can lead to significant losses in human lives, economic impact, social disruption, and damage to industrial facilities. Therefore, this review concentrates on the seismic design and performance assessment of SCBFs developed for complex industrial buildings. Despite significant research efforts in SCBF performance assessment, there remains a notable gap in comprehensive critical reviews focused on studying SCBFs in the context of irregular and complex industrial structures. Identifying this research gap and conducting an updated review incorporating recent advancements, particularly the integration of Artificial Intelligence (AI) techniques, becomes necessary. The major goal of this study is to assess existing research efforts and identify areas that need further inquiry. Furthermore, AI methods, such as Machine Learning (ML) techniques, are highly recommended to enhance the performance of SCBFs and effectively identify damaged structures after severe earthquakes. The review identifies the need for further investigation in this specific area. By addressing these research gaps and leveraging AI advancements, the resilience of industrial buildings can be enhanced, thereby mitigating the losses resulting from seismic events.

Abstract:The novelty of the research is the development of closed-from equations to assess the effective capacity of retrofitting interventions to reduce the seismic risk of existing buildings. The goal of the proposed procedure is to provide decision-making in the context of the Loss-Based Earthquake Engineering, whose purpose is the reduction of the seismic risk, which is herein computed through a monetary loss. The procedure consists of specifying performance targets (e.g. acceptable monetary losses, capital to invest, reduction of expected annual loss) and deriving engineering parameters, specifically the target fragility curves to achieve the established performance target. The identification of required fragility curves, in turn, allows to identify proper retrofitting interventions to mitigate the expected seismic loss. The method allows for estimating the maximum reduction of the annual average loss and the recommended capital to invest, accounting for the actual cost of the retrofitting alternatives and the nominal life of the building. In addition, it can be used to identify the payback period. With the aim of promoting the design procedure in the common practice, an existing reinforced concrete moment-resisting frame, retrofitted with three strengthening methods, is explored as case-study.

Abstract:This study provides a comprehensive systematic review of innovations in earthquake-resistant building design, focusing on advancements in materials, technologies, and methodologies aimed at enhancing structural resilience. A total of 32 peer-reviewed articles were analyzed following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. The findings highlight the critical role of advanced materials such as fiber-reinforced polymers (FRPs) and shape memory alloys (SMAs) in improving seismic performance, particularly through enhanced energy dissipation and structural flexibility. Technological integrations like Building Information Modeling (BIM), artificial intelligence (AI), and structural health monitoring (SHM) systems were identified as transformative tools that optimize design processes, predict structural vulnerabilities, and enable real-time risk management. Advanced simulation techniques, including finite element analysis (FEA) and computational fluid dynamics (CFD), were shown to significantly improve the accuracy and efficiency of seismic design. Despite these innovations, challenges related to cost, regulatory inconsistencies, and limited access to cutting-edge technologies persist, particularly in developing regions. The study concludes that while these advancements have revolutionized earthquake-resistant design, further efforts are needed to address these barriers and promote global resilience to seismic hazards.

Abstract:Bridges are an important type of transportation infrastructures. Once more than one bridge in a transportation network is extensively or completely damaged in a severe earthquake, the traffic capacity of the network may degrade significantly, resulting in considerable social and economic consequences to the community served. The principles of build back better (BBB) require that the performance level of a critical infrastructure facility should be properly determined in the post-hazard recovery process to reduce the future risk. This paper proposes a continuous-time Markov decision process framework based on life-cycle cost (LCC) for determining the optimum earthquake-resistant levels of the rebuilt bridges. Compared to other optimisation methodologies, the proposed one owns two distinctive features: (1) network-level LCC analyses are performed in the context of BBB principles; (2) optimum decisions are made sequentially at random time points of earthquake occurrence, and the optimum earthquake-resistant level of a rebuilt bridge depends on the performance levels of other bridges in the network. A hypothetical transportation network is investigated to demonstrate the application of the proposed methodology. In particular, the sensitivity of the optimum policy on network topology is studied.

Abstract:Earthquakes, as one of the primary natural disasters, cause significant destruction to building structures. Historically, the collapse of buildings due to earthquakes has resulted in numerous casualties and economic losses. This paper, through a method of literature review, explores the mechanisms of damage to concrete structures under the action of an earthquake and presents the principles of earthquake-resistant design. It analyzes how factors such as the mechanical properties of structural materials, the form of the structure, the strength of connection nodes, and the conditions of the foundation affect structural damage. It proposes measures to enhance the seismic performance of concrete structures through ductility design, strength design, uniform design, and the strategy of multiple lines of defense. This study holds significant implications for the construction industry by offering a systematic set of earthquake-resistant design principles and strategies which can enhance the seismic resilience of existing and future structures, mitigating the damage caused by earthquakes. Moreover, for society at large, this research underscores the importance of reducing seismic disaster risks through scientific design, contributing to the protection of people's lives and property, and promoting sustainable societal development.

Abstract:With the introduction of performance-based earthquake engineering (PBEE), engineers have strived to relate building performance to different seismic hazard levels. Expected annual loss (EAL) and collapse safety described by mean annual frequency of collapse (MAFC) have become employed more frequently, but tend to be limited to seismic assessment rather than design. This article outlines an integrated performance-based seismic design (IPBSD) method that uses EAL and MAFC as design parameters. With these, as opposed to conventional intensity-based strength and/or drift requirements, IPBSD limits expected monetary losses and maintains a sufficient and quantifiable level of collapse safety in buildings. Through simple procedures, it directly identifies feasible structural solutions without the need for detailed calculations and numerical analysis. This article outlines its implementation alongside other contemporary risk-targeted and code-based approaches. Several case study reinforced concrete frame structures are evaluated using these approaches and the results appraised via verification analysis. The agreement and consistency of the design solutions and the intended targets are evaluated to demonstrate the suitability of each method. The proposed framework is viewed as a stepping stone for seismic design with advanced performance objectives in line with modern PBEE requirements.

Abstract:One major challenge of earthquake risk mitigation is the assessment of existing buildings not designed with modern codes and the development of effective strengthening techniques. The design of new building structures is also of paramount importance since infills are still currently neglected (or a lot of information is missing) by most of the seismic codes. Special attention should be paid to reinforced concrete (RC) frame structures with masonry infill panels, as proved by their poor performance in recent earthquakes. Accurate modelling strategies and appropriate seismic assessment methodologies for new or existing infilled buildings are crucial to understand their behaviour and to develop efficient and appropriate mitigation measures to prevent high level of damage, casualties, and economic losses. The effect of the combined in-plane and out-of-plane behaviour interaction of the infill masonry walls in the RC structure seismic behaviour, the local shear interaction between the RC frame and the masonry infill, the development of analytical formulations that could help design engineers are still open issues, among others, on this topic.

Abstract:The notion that there is a disconnect between the anticipated performance of buildings in a major earthquake, and what the public understands or expects, is not new. Bridging this communication gap has been discussed in a number of different forums, including U.S.-Japan workshops. The idea of a building rating system has arisen on a national level in the NEHRP Workshop on Meeting the Challenges of Existing Buildings Prioritized Research for Reducing the Seismic Hazards of Existing Buildings and Grand Challenges in Earthquake Engineering Research, A Community Workshop Report. Input on creating such a rating system was obtained in the FEMA-funded Workshop on a Rating System for the Earthquake Performance of Buildings. The thought was that if the public could be made more aware of their potential seismic risk, they could be expected to make better-informed decisions on owning and leasing properties, and market forces would eventually drive the building design, management, and procurement process into more resilient seismic design. Seismic performance assessment techniques have reached level of sophistication and maturity that we now feel capable of distilling complex measures of performance into meaningful sound-bite information that is expected to be useful to owners, developers, tenants, lenders, and insurers in their building procurement transactions. Efforts to develop a building rating system have included many technical and philosophical challenges, but USRC has formed a diverse coalition of technical organizations, engineering firms, individuals, industry supporters, and government agencies to develop a consensus-based approach to solving these challenges. This paper describes the need for a building rating system, the potential users, the information it provides and the measures that will be used to maintain the long term credibility of the system. Another paper in this session covers the goals and objectives, organization, and founding principles of the USRC. Two additional papers describe the two evaluation methodologies that will initially be used to determine the earthquake ratings.

Abstract:Against the backdrop of rapid socio-economic development in our country and the accelerated pace of urbanization, the construction industry has been provided with a vast space for vigorous development. With the increasing demands for building quality, the design of civil engineering structures faces higher challenges and standards. Designers, in the design process, must not only pursue the aesthetic effect of buildings but also pay more attention to the safety of structures. Seismic design has received widespread attention in today's society, as its effectiveness is directly related to the stability and durability of building structures, which in turn affects the personal safety of building users. Therefore, in the design process of civil engineering structures, designers must establish advanced seismic design concepts, making seismic performance one of the core elements of design. To achieve this goal, designers need to scientifically and reasonably determine the seismic grade of buildings by combining multiple factors such as the geological conditions of the project location, history of seismic activity, and building usage. Meanwhile, advanced seismic technologies and materials need to be adopted to ensure that building structures can effectively absorb and disperse seismic energy during earthquakes, thereby maximally protecting the safety of buildings and their users.
A genetic algorithm framework for seismic retrofit of building portfolios to enhance community resilience

Abstract:Earthquakes can impose significant human, societal, and economic burdens, emphasizing the necessity of community preparedness, including mitigation. Seismic retrofitting, a key preparedness measure, seeks to enhance structural resilience against earthquakes. Despite the effectiveness of community-level plans, challenges persist in quantifying their effectiveness and optimizing resource allocation. To address these challenges, this paper introduces a genetic algorithm (GA) framework designed to optimize seismic retrofitting of building portfolios in communities, aiming at achieving community-level resilience goals. The proposed framework, part of a simulation-based approach, probabilistically models building damage and post-earthquake functionality of the community. It calculates seismic retrofit levels (in terms of percentage shift in the median of fragility curves) for each building archetype, considering different shifts in the damage fragility curves and the percentage of retrofitted buildings for each retrofit level. The optimization problem maximizes average post-earthquake functionality, constrained by available community funds. The proposed GA framework is illustrated using the real-world example of Salt Lake City, Utah, in collaboration with the NIST Center for Risk-based Community Resilience Planning, showcasing its application through the Interdependent Networked Community Resilience Modeling Environment (IN-CORE). The results of the considered illustrative example reveal substantial improvements in community functionality under different budget scenarios and retrofit levels. The GA framework represents a significant advancement in supporting informed decisions for community resilience. Community leaders can use its outputs to make informed decisions, considering specific factors and trade-offs between benefits and costs.

Abstract:In the indoor design process, architects make crucial decisions regarding architectural layout and the selection of non-structural elements. However, there is a lack of comprehensive consideration for human evacuation behavior, specifically in the event of earthquake evacuation, during the design process. This paper bridges this gap by presenting the application of Agent-Based Building Earthquake Evacuation Simulation (AB 2 E 2 S). The paper assesses a post-earthquake evacuation simulation prototype, which integrates an agent-based simulation technique with probabilistic earthquake damage assessment. The model is applied to the case of the engineering building at The University of Auckland, to evaluate the impact of earthquake intensity, design, and behavioral variables on Safe Evacuation Time and number of casualties. Overall, this paper demonstrates the potential of the AB 2 E 2 S prototype to inform architects and designers about the effective selection of non-structural elements and architectural layout scenarios for post-earthquake evacuation during the schematic design process.

Abstract:With critical lessons drawn from past major earthquakes, the engineering community is appealing for a fundamental shift in the existing design philosophy for structures in seismic zones. One strategy is to endow structures with self-centering (SC) capability. While the concept of SC structures is not new, many novel technologies have been recently emerging that are more efficient, compact, and cost-effective; on the other hand, growing controversy and dispute have also been appearing with deepening investigations. This paper presents a critical review of the evolution of SC technologies and systems for both researchers and practitioners, with an emphasis on post-tension (PT), high-performance spring, and shape memory alloy (SMA) strategies. These SC technologies, together with various energy dissipation options, form the basis of a large part of the newly proposed SC philosophies. This review also includes typical SC structural members such as beam-to-column connections, braces, dampers, shear walls, bridge piers, and isolation bearings, followed by a discussion on the dynamic behavior from a system-level point of view. Available design approaches for SC structures are also touched upon, and practical applications that have emerged over the past decades in several countries including Canada, China, New Zealand, and the US are presented. This paper concludes with an executive summary that covers technological advances, knowledge gaps, and future research directions.

Abstract:Given the devastating losses incurred by past major earthquake events together with the ever-increasing global seismic exposures due to population growth and urbanization, strategic decision-support tools are required to help stakeholders make more contemplated decisions that promote seismic resilience of the built environment. Such decision-support is enabled by regional seismic risk and resilience assessment, which holistically incorporates the various underlying physics processes and uncertainties for quantitative and probabilistic assessment of regional seismic hazard impacts, and has thereby attracted increasing research focus over the past twenty years. As a significant departure from the traditional site-specific assessment, where only an individual structure and site-specific seismic hazard are of interest, such regional-level assessment introduces additional dimensions and complexity. To date, there is a lack of review studies summarizing the related research advancements in seismic risk and resilience assessment from a regional-level perspective in the context of earthquake engineering. This study fills this gap by conducting a systematic review covering: the methodological development of regional seismic risk assessment (RSRiA) across its key modules, including hazard analysis, exposure modeling, fragility assessment, and consequence evaluation, as well as the associated uncertainty quantification and propagation; the development of resilience metrics, restoration modeling and planning in regional seismic resilience assessment (RSReA); and the applicability of existing computational workflows. Insights into the features, applicability, compatibility, and limitations of existing models and tools are provided. This study also highlights the challenges and future directions toward further advancing the research frontiers of RSRiA and RSReA.
