Abstract:Abstract Relying on a large-scale experiment in Peru, this study evaluates the effects of an in-class intervention on financial literacy and financial behaviour. As soon as the programme is over, treated students record significant financial literacy gains that do not hinder their academic performance. The programme also leads to immediate changes in downstream financial behaviour as measured by financial autonomy and financial savviness. Credit bureau records gathered three years later show that early improvements in financial literacy translate into limited, but positive long-lasting changes in financial behaviour. The treatment did not affect students’ credit or repayment behaviour on the extensive margin, but, among those few with outstanding loans, it reduced arrears by 20%.

Abstract:This paper uses a field experiment in India with multiple financial education treatments to investigate the causal mechanisms between financial education and financial behavior. Focusing on the mediating role of financial literacy, we propose a broader definition of financial knowledge that includes three dimensions: numeracy skills, financial awareness, and attitudes towards personal finance. We then employ causal mediation analysis to investigate the proportion of the treatment effect that can be attributed to these three channels. Strikingly, we find that numeracy does not mediate any effects of financial education on household outcomes. For simple financial actions such as budgeting, both awareness and attitudes serve as critical pathways, while for more complex financial activities such as opening a savings account, attitudes play a more prominent role. These findings underscore the importance of changing perceptions about financial products and services as a vital mechanism for the success of financial education.

Abstract:Electronic payment instruments have the potential to spur the transparency of business transactions and thereby reduce information frictions. We design a field experiment to understand whether e-payments facilitate the financial inclusion of SMEs in developing world and to study adoption barriers. We encourage a random sample of Kenyan merchants to adopt a new mobile-money payment instrument and find that the decision to adopt is hampered by the combination of information, know-how and seemingly small transaction costs barriers. In addition, we find that business owners who are more averse to transparency are more reluctant to adopt. Sixteen months after the intervention, we observe that treated firms have better access to finance in the form of mobile loans. The impact on financial access is more pronounced for smaller establishments, which also experience a considerable reduction in sales volatility. We conclude that e-payments can help un-collateralized firms become transparent and get financially integrated.
Financial Literacy of Filipino Public School Teachers and Employees: Basis for Intervention Program

Abstract:: Background: Financial literacy among teachers is an important skill to have a stable and financially secure life. This study aimed to explore the teachers’ and employees’ financial literacy towards crafting an intervention program. Materials and Methods: The study used descriptive-survey research design with survey questionnaires as the main instrument in gathering the required data. The respondents of this study were drawn from teachers and employees of public secondary schools in Central Luzon, Philippines. Results: The study revealed that a typical respondent is a young adult, female, married, Roman Catholic, BS/AB holders with master’s units, a teacher, new in the teaching profession, receives low monthly net take home pay and do not have other sources of income. The teachers and employees are literate in all aspects of financial literacy which include relating income and education; money management; planning, saving & investing; community and financial responsibility; credit and debt management; becoming a critical consumer; and risk management. Conclusion: There are statistically significant differences in the teachers’ financial literacy when grouped according to profile variables. There are significant positive correlations between teacher’s monthly income and financial literacy. The proposed intervention program may not be prescriptive but can be modified, contextualized and enhanced to suit the school setting.

Abstract:Financial education plays a significant role in poverty reduction and sustainable economic growth. It also increases individuals' financial well-being. Unfortunately, global financial literacy is low, and in developing countries, it is far below the global average. Nepal is a developing country with low financial literacy. Therefore, this study aimed to analyze the impact of financial literacy training on financial literacy levels and financial decisions among 399 randomly selected rural households in Bhojpur District, a rural area in Nepal. Multiple linear and logit regression models were used to analyze the data. The results revealed that financial literacy training increased the financial literacy level of training participants compared with that of non-participants. Education, financial literacy training, and migration of family members (personal migration history and plans to migrate) were other significant predictors. Respondents' financial and economic behavior was influenced by their financial literacy level, sex, age, education, family size, whether the respondent lives with parental family, and whether the respondent has migrated family members. The study suggested well-organized and inclusive financial literacy training program interventions to improve rural individuals' financial and economic decisions.
Financial Literacy, Risk and Time Preferences – Results from a Randomized Educational Intervention

Abstract:We present the results of a randomized intervention in schools to study how teaching financial literacy affects risk and time preferences of adolescents. Following more than 600 adolescents, aged 16 years on average, over about half a year, we provide causal evidence that teaching financial literacy has significant short-term and longer-term effects on risk and time preferences. Compared to two different control treatments, we find that teaching financial literacy makes subjects more patient, less present-biased, and slightly more risk-averse. Our finding that the intervention changes economic preferences contributes to a better understanding of why financial literacy has been shown to correlate systematically with financial behavior in previous studies. We argue that the link between financial literacy and field behavior works through economic preferences. In our study, the latter are also related in a meaningful way to students’ field behavior.

The Impact of Access to Finance on Household Welfare: Revisiting the Evidence from Uganda

Abstract:Our paper highlights the role played by semiformal financial institutions in the livelihoods of Ugandan households that are not served by the commercial banks and microfinance institutions. Data from Living Standards Measurement Survey 2018 Uganda are used. We employ Propensity Score Matching and complement this with the two-step IV Treatment Effects method. We compare the effect of access to services from banks, Village Savings and Loans Associations, Rotating Savings and Credit Associations, and Savings and Credit Cooperatives on household welfare. We find a positive and statistically significant impact of access to both bank and semiformal financial services on household dietary diversity score; school enrollment rates; and clothing expenditure. The improvement in household welfare due to VSLAs, ROSCAs and SACCOs is comparable to that conferred by banks upon their customers. The results are robust to the method of estimation and we show that confounding factors are not a serious problem in our average treatment of the treated estimations. We also examine only those households that: (i) experienced drought; (ii) experienced drought, pests and heavy rains; (iii) were rural; (iv) had farming as main occupation; (v) were male-headed; (vi) had an education level below sample average. We find that in all cases bank, VSLA, ROSCA and SACCO member households have higher household dietary diversity score, school enrollment rates and clothing expenditure than control households. The policy implication from this study is that the improvement in welfare due to VSLAs, ROSCAs and SACCOs is relatively comparable to that obtained by commercial bank customers. Thus there is need to increase the geographic spread and depth of financial outreach of these semiformal institutions to increase the scale of financial inclusion in Uganda.

Abstract:This paper uses unique administrative data and a quasi-field experiment of exogenous allocation in Sweden to estimate medium- and longer-run effects on financial behavior from exposure to financially literate neighbors. It contributes evidence of causal impact of exposure and of a social multiplier of financial knowledge, but also of unfavorable distributional aspects of externalities. Exposure promotes saving in private retirement accounts and stockholding, especially when neighbors have economics or business education, but only for educated households and when interaction possibilities are substantial. Findings point to transfer of knowledge rather than mere imitation or effects through labor, education, or mobility channels.

Abstract:We present results from a randomized control trial on access to mobile money with 480 entrepreneurs in Malawi. Treated individuals received account opening assistance and basic training on mobile money and were encouraged to save. Withdrawal fees were waived. Seventy-three percent of treatment respondents made at least 1 deposit, and 53 percent made at least 5. Treatment respondents reallocated labor from business to agriculture, and we find some evidence for an increase in expenditures. Evidence suggests that treatment effects were driven in large part by respondents using the accounts for savings.

Abstract:Purpose The study aims to empirically analyze whether financial literacy can improve the financial behavior of individuals in the context of emerging markets like India. Design/methodology/approach The authors use the nationally representative Financial Inclusion Insights survey conducted in India during 2018 for the analysis. The authors consider the financial literacy score based on the standard financial literacy quiz that includes understanding basic numeracy, interest rates, inflation and diversification concepts to study its effect on payment attitude, savings attitude and risk management behavior proxied by insurance uptake. Using an instrumental variable approach, the authors account for the possible endogeneity associated with the financial literacy variable. Findings The authors find that less than 9% of individuals have correctly answered questions capturing all four aspects of financial literacy. The analysis suggests that improvements in financial literacy scores indeed increases the likelihood of exhibiting superior financial behavior. The results are robust to alternative definitions of financial literacy, outcome variables and inclusion of additional controls. The authors find that financial literacy increases financial planning, and this, in turn, possibly improves financial behavior. The effects are prominent for those residing in the urban area and having confidence in their financial skills. Originality/value This is among the few studies that provide insights regarding how improvements in financial literacy can improve financial behavior in an emerging economy context. Moreover, this study highlights financial planning as a possible channel through which financial literacy affects financial behavior. Further, the heterogeneous effects based on the area of residence and own ability underscore the need for complementary policies.
The Impact of Video-Vignettes to Enhance the Financial Literacy Level of Ecuadorian University Students

Abstract:An intervention of three sessions with video vignettes has been applied to measure the impact of this kind of visual tools in the financial literacy (FL) levels of the participants. The intervention builds on video animated response-based simulations. The house, car, and pension plan choosing as the Key Financial Decisions (KFD) are the focus of this research. The content design of this videos-based in case format where the participants have an active role within a story, reacting with the question-answer action. A randomized sample of university students is evaluated with a financial literacy standardized Scale to compare the results of ex-ante vs. ex-post. During the unique session of this intervention, the four video vignettes about KFD with 20 questions about Knowledge, Self-Efficacy, and Confidence components applied as a feedback system to measure its impact. The survey robustness within the video vignettes statistically tested, and the positive effect of this intervention on the financial literacy level demonstrated, as well. There is an increased FL score of the participants among the three components; knowledge shows the most significant positive changes. Their impact on public policy and the Implications for future research will be analyzed in further discussions.
Causal Effects of Financial Education Intervention Aimed at University Students on Financial Knowledge and Financial Self-Efficacy

Abstract:Based on a randomized controlled experiment among final-year undergraduate students, we provide an assessment of the treatment effects of financial education intervention focused on debt-financed graduate education decision-making. Specifically, this study finds positive treatment effects on both college seniors’ objective financial knowledge and subjective financial knowledge and self-confidence (i.e., perceived financial self-efficacy). Individual financial well-being is thought to be enhanced by improved financial knowledge test scores and perceived financial self-efficacy. In addition, we carry out a causal mediation analysis to investigate the extent to which objective financial knowledge plays a mediating role in the effect of financial education treatment on the intervention outcome (perceived financial self-efficacy). The mediation proportion, the proportion of treatment effect on outcome explained by the intermediate variable of financial knowledge, is around 21%, which is important. Thus, policies that aim to improve financial capabilities among college students through financial education programs should be aware that financial literacy is a significant antecedent of (a prerequisite for) financial self-efficacy.
A Researcher-Practitioner Collaboration to Enable Replication of an Evidence-Based Financial Education and Coaching Program That Improves Health in Low-Income Single Mothers

Abstract:Financial strain is a social determinant of health (SDOH). Although public financial education helps individuals improve financial well-being, specifics are lacking on how and why effective programs work, potentially limiting their successful replication in other practice settings. In this study, researchers and practitioners cocreated the core components and theory of change of a novel financial education and coaching program, which a randomized controlled trial found was effective in significantly improving participants' financial and health-related behaviors. A Cocreating Knowledge Translation Framework within a case study design was used at a university-affiliated nonprofit in Omaha, Nebraska, from August to December 2020. Twelve practitioner and alumni participants were purposefully sampled. An administrative records review, semi-structured interviews (n =3), survey (n = 10), and facilitated backward mapping session (n = 5) were conducted. Transcripts were coded to identify themes. Thirty-one core components were identified within program principles, design, tools, activities, and expectations of participants and coaches. Ten theory of change outcomes described participants' pathway to change. Interventions occurred at individual, relationship, and community levels from initial engagement, through behavioral changes, to improved health-related quality of life. Activities and indicators were mapped to each outcome. The program's intersecting and reinforcing design was key to enabling participants' outcomes. Its theory of change described how and why the model improved financial and health behaviors. Findings suggest that other SDOH-focused organizations may benefit from researcher-practitioner collaboration to investigate their interventions' core components and theories of change. This may enable replication, promoting downstream health benefits in new community settings.

Abstract:While Conditional Cash Transfer (CCT) Programmes have contributed to sustained economic growth in many countries, existing evaluations show that the Honduran CCT programme has only a modest impact on poverty. This study examines a causal impact of a training project on financial inclusion and livelihood enhancement conducted as a booster to increase the effectiveness of the CCT programme. Based on a graduation approach, the project provides multi-faceted interventions to randomly selected CCT beneficiaries. We estimate intention-to-treat effects and find that the interventions significantly increase financial literacy and inclusion, including knowledge of financial institutions, financial accounts, bookkeeping, and pro-saving attitudes. We also find that the treated individuals in rural areas gain significant income from business, livestock farming, and agriculture by switching employment. Importantly, we find evidence that the interventions contribute to female empowerment by changing the intra-household decision-making process. The impact is much larger in rural areas, where financial markets are underdeveloped, and the traditional gender pattern is more prevalent. The intervention seems to reduce the urban-rural gap.

Abstract:The financial difficulties of parents have a negative impact on the health of their children. This problem is more pronounced in single mother families. There is limited research on low-income, single mothers and how interventions to help them address financial difficulties may also benefit their children. The purpose of this study was to evaluate the effect of a year-long financial education and coaching program on school absenteeism and health care utilization of children in employed, low-income, single mother households. This was a post hoc analysis of the Finances First study, a randomized controlled trial conducted in 2017–2020 examining the impact of a financial coaching and education program on economic stability and health outcomes in 345 low-income, single mothers. Either generalized estimating equations (GEEs) or generalized linear mixed models (GLMMs) were used to account for relationships between participants. For the continuous outcomes of child absenteeism, physician visits, emergency room visits, and hospitalization days, a linear mixed-effects model was used. The Finances First study demonstrated improvements in various financial strain measures. Compared to the control group, children of intervention group participants experienced 1 fewer day of school absence (p = 0.049) and 1 fewer physician visit (p = 0.032) per year, but no impact was seen on emergency room visits (p = 0.55) or hospitalizations (p = 0.92). Addressing social determinants of health in parents is necessary for improving child health outcomes.

Abstract:I examine whether changing the form of disbursement of a microfinance loan enables female microfinance borrowers to overcome intra-household sharing pressure and grow their businesses. Using a field experiment with 3,000 borrowers in Uganda, I compare the disbursement of a loan as cash to disbursement onto a digital account. After 8 months, women who received their microfinance loan on the digital account had 11 percent higher (US$70) business capital and 15 percent higher (US$18) profits compared to those who received their loan as cash. Impacts were greatest for women who experienced pressure to share money with others in the household at baseline. (JEL C93, D13, G51, J16, O12, O16)

Abstract:Financial inclusion has been gaining attention among scholars and it has been promoted as a key pillar for achieving most of the seventeen United Nations’ Sustainable Development Goals. The aim of this study is to determine the impact of financial inclusion on poverty and income inequality in selected ASEAN countries (Indonesia, Malaysia, Philippines, Thailand, and Vietnam) and investigate if financial innovation is a suitable moderator for financial inclusion’s impact in these relationships. Using the cross-sectionally augmented autoregressive distributed lag technique, this study finds that financial inclusion plays a significant role in reducing poverty. Interestingly, when financial inclusion occurs with financial innovation, financial innovation increases income inequality. This may be due to the unequal benefits of digital financial innovations to the higher-income segments. The lower-income segments are less likely to afford the smart devices and internet services required and are more likely to be finically illiterate, preventing them from receiving similar benefits as the higher-income segments. The results suggest that future financial innovations can solve the issues of financial exclusion, but it must be done sustainably. Financial inclusion should continuously be improved, and future financial innovations should cater to the needs of the poor and lower-income segments.

Abstract:Through a randomized control trial this paper estimates the impact that a radio broadcasted financial education program has on the knowledge and behavior of its listeners. Viva Seguro, the program evaluated, is specialized on topics related with the risks individuals face and how to correctly address them including strategies related with savings and insurance. TTT and ITT estimations reveal that giving financial education through such mass media channel has a positive causal impact on the knowledge of risks individuals face and the number of insurance they know exist. No effect however is found on the knowledge of specific concepts of insurance, individual’s attitudes towards them, their savings behavior nor the number of insurance they bought. These results are congruent with the program’s structure and time devoted to each subject suggesting that, if correctly designed, mass media can be a cost effective mechanism through which the knowledge of individuals regarding insurance can be enhanced.

Abstract:We measure financial literacy and study its impact on household use of digital finance using the 2015 and 2017 China Household Finance Survey. We find that financial literacy significantly boosts the use of digital finance, including mobile payments, online borrowing, and online financial products. This effect is more pronounced for online borrowing and online financial products than for mobile payments. This result suggests that the impact of financial literacy increases with the complexity of digital finance. Furthermore, financial literacy plays a more important role in promoting the use of digital financial services among disadvantaged groups, such as families with low income and wealth, the elderly, and residents in rural areas, compared with their counterparts.
