Abstract:As the world steadily recovers from the COVID-19 pandemic, managing large gatherings becomes a critical concern for ensuring crowd safety. The crowd-crush disaster in Seoul in 2022 highlights the need for effective predictive crowd management techniques. In this study, an empirical analysis of this incident is conducted using data from various sources, and model-based simulations are created to replicate hazardous crowd conditions in high-risk areas. In the empirical analysis, mobile device data indicates a significant increase in population above normal levels in the disaster area just hours before the incident occurred. In the simulations, a hydrodynamic model is employed to simulate a bidirectional collision, which quantitatively demonstrates that the average density during the crush reached 7.57 ped / m 2 (with a maximum of ( 9.95 ) ped / m 2 ). Additionally, the average crowd pressure peaked at 1,063 N / m (with a maximum of 1,961 N / m ), and the maximum velocity entropy was 10.99 . Based on these findings, it can be concluded that the primary causes of the disaster were the substantial population, bidirectional collision, and escalating panic. The results of controlled simulations under various management strategies are then presented. By implementing effective crowd management techniques, crowd safety can be enhanced through quantitative comparisons of these key indicators.

Crowd Disasters as Systemic Failures: Analysis of the Love Parade Disaster

Abstract:Each year, crowd disasters happen in different areas of the world. How and why do such disasters happen? Are the fatalities caused by relentless behavior of people or a psychological state of panic that makes the crowd 'go mad'? Or are they a tragic consequence of a breakdown of coordination? These and other questions are addressed, based on a qualitative analysis of publicly available videos and materials, which document the planning and organization of the Love Parade in Duisburg, Germany, and the crowd disaster on July 24, 2010. Our analysis reveals a number of misunderstandings that have widely spread. We also provide a new perspective on concepts such as 'intentional pushing', 'mass panic', 'stampede', and 'crowd crushs'. The focus of our analysis is on the contributing causal factors and their mutual interdependencies, not on legal issues or the judgment of personal or institutional responsibilities. Video recordings show that, in Duisburg, people stumbled and piled up due to a 'domino effect', resulting from a phenomenon called 'crowd turbulence' or 'crowd quake'. Crowd quakes are a typical reason for crowd disasters, to be distinguished from crowd disasters resulting from 'panic stampedes' or 'crowd crushes'. In Duisburg, crowd turbulence was the consequence of amplifying feedback and cascading effects, which are typical for systemic instabilities. Accordingly, things can go terribly wrong in spite of no bad intentions from anyone. Comparing the incident in Duisburg with others, we give recommendations to help prevent future crowd disasters. In particular, we introduce a new scale to assess the criticality of conditions in the crowd. This may allow preventative measures to be taken earlier on. Furthermore, we discuss the merits and limitations of citizen science for public investigation, considering that today, almost every event is recorded and reflected in the World Wide Web.

Abstract:Avoidable disasters are both saddening and baffling. In 2022, 159 people, mostly in their 20s, and 30s were crushed to death in Itaewon's narrow alleyway amid South Korea's first pandemic-restrictions-free Halloween celebration. What is particularly sobering about this tragedy is that although many people called police hotlines as crowds became cramped and static, their calls went unheeded for hours. Rather than order independent investigations into the catastrophe (as of January 2024), the President of South Korea at the time focused on superficial issues such as asking the public to refer to the disaster as an "accident" (which it was not, it was an avoidable disaster) and the casualties as "the dead" (who are casualties indeed, instead of victims of a preventable tragedy). In this paper, we examine how officials' complacency about public health and safety dangers, ineffective disaster prevention, and preparedness systems, as well as the government's chronic lack of prioritization of public health and safety may have contributed to the disaster. Furthermore, we discuss the importance of creating integrated public health and safety protection systems to prevent similar tragedies from happening.

Abstract:Currently, some major group stampede incidents were caused by group self-organized behaviors. In this paper, Shanghai “12.31” stampede incident is analyzed to find that there are three typical features to this kind of incident, namely includes specific targets, fast congestion, and complex composition of group. The evolutionary mechanism of group self-organized congestion disaster is analyzed and prevention strategies are proposed. In the end, several major suggestions on further theoretical study to group self-organized disaster are presented.

Abstract:Background: This article investigates crowd stampedes at sporting events as a critical emergency management concern in the 21 st century. The objective is to identify strategies for improving crowd safety and reducing mass casualties worldwide. This study provides a comprehensive worldwide perspective on the issue of crowd stampedes at sporting events. Methods: A systematic literature review was conducted to gather relevant studies. Results: The study's findings support the need for a whole society-based approach involving international organizations, regional governments, sports participants, and spectators. Conclusions: The key includes transforming position-based approaches to foster social value, sharing lessons learned, sport clusters, advanced technologies, functional exercise, and full-scale exercise.

Abstract:Severe snowstorms devastated parts of southern China in 2008, killing more than 50 people, crippling the rail system and causing billions of dollars in damage. This paper collected news on the snowstorm from two main websites, and extracted keywords by using text mining technique. After classifying keywords into three representative elements of emergency events, this paper analyzed the relationship among crowd reaction, event status, and the government response under the emergency event of snowstorm in 2008. Based on correlation analysis, we proposed that there was a strong correlation among three elements, and the government should respond to emergency events effectively by guiding the crowd appropriately to reduce the damage of emergencies.

Empirical Study of a Unidirectional Dense Crowd During a Real Mass Event

Abstract:Many tragic crowd disasters have happened across the world in recent years, such as the Phnom Penh stampede in Cambodia, crowd disaster in Mina/Makkah, and the Love Parade disaster in Germany, showing that management of mass events is a tough task for organizers. The study of unidirectional flow, one of the most common forms of motion in mass activities, is essential for safe organization of such events. In this paper, the properties of unidirectional flow in a crowded street during a real mass event in China are quantitatively investigated with sophisticated active infrared counters and an image processing method. A complete dataset of flow rates during the whole celebration is recorded, and a time series analysis gives new insight into such activities. The spatial analysis shows that the velocity and density of the crowd are inhomogeneous due to the boundary effect, whereas the flux is uniform. The estimated capacity of the street indicates that the maximum flow rate under normal condition should be between 1.73 and 1.98 /m/s, which is in good agreement with several field studies available in the existing literature. In consideration of the significant deviation among different studies, fundamental diagrams of dense crowds are also re-verified, and the results here are consistent with those from other field studies of unidirectional flow, but different from the bidirectional and experimental results. It is suggested that the data from multidirectional flow and experiments cannot be directly applied to unidirectional dense flow in a real mass event. The results also imply that the density of a similar unidirectional marching crowd should be controlled to be under 5 /m(2), which can produce optimal efficiency and have more possibility to ensure safety. Abstract:Frequent and intense interactions between individuals inevitably occur in crowd disasters. Previous studies indicate that the primary risk evaluation parameters for individuals in crowds during these interactions are exerted force and its duration. In this study, a series of controlled laboratory experiments simulating static and fluctuant loads were conducted to obtain real-time exerted force data and the associated individual subjective feelings. An individual risk evaluation method is then established to assign a specific individual risk value to each data set of exerted force and its duration according to the individuals' feelings. This method divides the range of risk value into three zones: comfortable zone, uncomfortable zone and crisis zone. The transition from an uncomfortable zone to crisis zone is not a single numerical value but a range that considers individual differences. The method presented in this paper can assist in developing pedestrian simulation models as well as managing crowd events. Practitioner summary: Accident surveys indicate that casualties and injuries usually occur under a long-term static load or heavy dynamic load. We tested human body extrusion experiments in four conditions, measured the real-time load intensity and duration of the individual's action on the thoracic cavity during the mutual extrusion process, and an individual risk evaluation method has been established based on the force exerted on the body and its duration to prevent crowd disasters. Abstract:Dense crowds in public spaces have often caused serious security issues at large events. In this paper, we study the 2010 Love Parade disaster, for which a large amount of data (e.g. research papers, professional reports and video footage) exist. We reproduce the Love Parade disaster in a three-dimensional computer simulation calibrated with data from the actual event and using the social force model for pedestrian behaviour. Moreover, we simulate several crowd management strategies and investigate their ability to prevent the disaster. We evaluate these strategies in virtual reality (VR) by measuring the response and arousal of participants while experiencing the simulated event from a festival attendee’s perspective. Overall, we find that opening an additional exit and removing the police cordons could have significantly reduced the number of casualties. We also find that this strategy affects the physiological responses of the participants in VR.

Abstract:Overcrowding and stampedes may occur in public places with the gathering of crowds. To mitigate and prevent risk, the accident mechanism and methods for monitoring and evaluating crowd-gathering risk were investigated. Related studies are reviewed and summarized in this paper. The evolution process of crowd-gathering risk and precipitating factors were explained systematically. Risk monitoring methods are classified into three types according to the key technologies adopted. Articles exploring risk evaluation methods for crowd gathering are outlined, and the three main paradigms were formed. Finally, the shortcomings and future research points are summarized to promote more in-depth and comprehensive studies on crowd-gathering risk, develop monitoring technologies, and build an integrated system of risk management.

Abstract:The concept of the personal space in crowd dynamics is commonly underestimated. However, the self-awareness of it can prevent and handle risk situations in human crowds. The aim of this study was to explore theoretically the use of the personal space as an interdisciplinary concept and design a computational model based on cellular automata for modeling collective behaviors related to crushing events. We generated transitional rules based on the Shelling’s spatial proximity model of segregation. Based on an explorative data analysis and model validation, we found that the dynamics of crowd events showed dependencies between similar or dissimilar individual preferences and their interpersonal distances. These results suggests that crushing events in social gatherings are highly probable and that the initial space between attendees is the key for delaying the presence of crowd disasters.

Psychological Distress Trends and Effect of Media Exposure Among Community Residents After the Seoul Halloween Crowd Crush

Abstract:Background: It is unclear how exposure to and perception of community trauma creates a mental health burden. This study aimed to examine the psychological distress trends among community residents in acute stress reaction, acute stress disorder, and post-traumatic stress disorder phases following the Seoul Halloween crowd crush. Methods: A three-wave repeated cross-sectional survey was conducted with participants after the incident. Analysis of covariance (ANCOVA) with post hoc Bonferroni test was adopted to examine temporal changes in psychological distress and psychological outcomes resulting from media impacts. A two-way ANCOVA was adopted to examine the interaction effects of time and relevance to victims on psychological distress. Results: A total of 807, 1,703, and 2,220 individuals participated in the three waves. Anxiety (estimated mean [standard error of the mean]: 2.28 [0.03] vs. 2.12 [0.02] vs. 2.03 [0.02]; P < 0.001), depression (2.22 [0.03] vs. 2.01 [0.02] vs. 1.90 [0.02]; P < 0.001), and anger (2.70 [0.03] vs. 2.66 [0.02] vs. 2.49 [0.02]; P < 0.001) gradually improved. However, sense of safety initially worsened and did not recover well (2.96 [0.03] vs. 2.75 [0.02] vs. 2.77 [0.02]; P < 0.001). The interaction effect of time and relevance to the victim were significant in depression (P for interaction = 0.049), anger (P for interaction = 0.016), and sense of safety (P for interaction = 0.004). Among participants unrelated to the victim, those exposed to graphics exhibited higher levels of anxiety (2.09 [0.02] vs. 1.87 [0.07]; P = 0.002), depression (1.99 [0.02] vs. 1.83 [0.07]; P = 0.020), and anger (2.71 [0.03] vs. 2.47 [0.08]; P = 0.003) at W2 and higher anger (2.49 [0.02] vs. 2.31 [0.06]; P = 0.005) at W3. Conclusion: Community residents indirectly exposed to trauma also experienced psychological distress in the early stages after the incident. A significant impact of media which might have served as a conduit for unfiltered graphics and rumors was also indicated.

Abstract:In crowd disasters, overcrowding is one of the causes for crushing and trampling. However, little research has been done on the physical interaction among pedestrians, especially the contact force. Therefore, a series of controlled experiments were conducted to study the contact force among pedestrians in static and moving states. The contact force can be extracted from flexible fabric pressure sensors that cover the upper body of a pedestrian. It is found that the forces are concentrated in the body regions including breast, shoulders, upper back, upper arms and infrascapular region. The space occupancy rate is defined to reflect the degrees of crowding under different densities. In the static state, the contact force increases as the space occupancy rate increases. In the moving state, the contact force increases as the velocity increases under different space occupancy rates. To combine empirical data under static and moving states, the polynomial relation is adopted tentatively to establish the numerical relations among contact force, velocity and space occupancy rate, which would be used to validate and calibrate numerical models. In addition, the autocorrelation coefficient is used to study the time series of forces. It is found that the contact forces of the upper body show similar periodic fluctuation characteristics in most cases. Some of the contact forces in divided regions show similar periodic fluctuation, which maybe be related to the steps to some extent. These results can be used to judge the crowd safety and prevent mortality.

Abstract:Tumble and stampede in a dense crowd may be caused by irrational behaviours of individuals and always troubles the safety management of crowd activities. Risk evaluation based on pedestrian dynamical models can be regarded as an effective method of preventing crowd disasters. Here, a method depending on a combination of collision impulses and pushing forces was used to model the physical contacts between individuals in a dense crowd, by which the acceleration error during physical contacts caused by a traditional dynamical equation can be avoided. The human domino effect in a dense crowd could be successfully reproduced, and the crushing and trampling risk of a microscopic individual in a crowd could be quantitatively evaluated separately. This method provides a more reliable and integral data foundation for evaluating individual risk that shows better portability and repeatability than macroscopic crowd risk evaluation methods and will also be conducive to preventing crowd disasters.

Abstract:Pedestrian dynamics in emergent situations such as stampedes and fire hazards have been widely studied, while few studies are focusing on human behavior in terrorist attack events. The research is vitally important for guiding efficient evacuation of the attacked crowd and reducing casualties. However, the research is insufficient due to the lack of researching materials. Besides, it is unconvincing for researchers to carry out these types of experiments. In this paper, the recorded video of the 3⋅1 Kunming terrorist attack event in China is analyzed. The instantaneous velocity field of the attacked crowd in the ticket hall is extracted from the video material, which is based on an image processing method. By analyzing the statistical characteristics of crowd velocity, crowd movement frequency and crowd entropy, several phenomena are found including crowd oscillating phenomenon, self-organizing grouping phenomenon. These discoveries will benefit the understanding of crowd dynamic in close-range attacks which is essential for the evacuation guidance efficiency, better design of architecture layout, and better defending strategies against the terrorists.

Abstract:Several simulation environments exist for the simulation of large-scale evacuations of buildings, ships, or other enclosed spaces. These offer sophisticated tools for the study of human behaviour, the recreation of environmental factors such as fire or smoke, and the inclusion of architectural or structural features, such as elevators, pillars and exits. Although such simulation environments can provide insights into crowd behaviour, they lack the ability to examine potentially dangerous forces building up within a crowd. These are commonly referred to as crush conditions, and are a common cause of death in emergency evacuations.In this paper, we describe a methodology for the prediction and mitigation of crush conditions. The paper is organised as follows. We first establish the need for such a model, defining the main factors that lead to crush conditions, and describing several exemplar case studies. We then examine current methods for studying crush, and describe their limitations. From this, we develop a three-stage hybrid approach, using a combination of techniques. We conclude with a brief discussion of the potential benefits of our approach.

Abstract:Public events, such as sports events, concerts, and firework shows, usually attract a large number of attendees; given this, evacuation during an emergency is more difficult than usual. Evacuation safety is an important part of fire protection engineering design. Stampedes usually occur at the entrances, exits, corners, and staircases in an evacuation route. This study examined incidents and related documents as references, and used Simulex software to set different parameters, such as the total number of people, density, and exit situation. The simulation conducted in the study is compared with data from literature review to address the factors of a stampede. On the basis of the findings, several suggestions are provided to improve strategies for management of the risks and increase the probability of survival.

Abstract:This study aims to diagnose the level of disaster safety awareness among Seoul residents and to strengthen disaster safety awareness as an initial step toward building a disaster-safe community. Due to rapid urbanization and population growth, Seoul has become a central area where people live and economic activities are concentrated. As a result, it creates enormous socio-economic value and is exposed to potentially serious disasters and risks. Natural disasters (earthquakes, floods, etc.) and social disasters (fires, accidents) have a more devastating impact in large cities. Therefore, disaster safety has emerged as one of the key challenges of modern society and is strongly influenced by emergency response capabilities, effective prevention and preparedness plans, and citizens' perceptions of disaster safety. Based on the survey data of 1,000 Seoul residents in 2021 conducted by the Seoul Institute, this study used E-stat 3.0, a statistical program of the Korea Social Science Data Center (KSDC), to study disaster safety awareness using frequency analysis and analysis of variance, and the results of the study are expected to derive measures to improve disaster safety awareness at the local level and serve as a resource for strengthening disaster safety awareness not only in Seoul but also in other large cities.

Abstract:Understanding the collective dynamics of crowd movements during stressful emergency situations is central to reducing the risk of deadly crowd disasters. Yet, their systematic experimental study remains a challenging open problem due to ethical and methodological constraints. In this paper, we demonstrate the viability of shared 3D virtual environments as an experimental platform for conducting crowd experiments with real people. In particular, we show that crowds of real human subjects moving and interacting in an immersive 3D virtual environment exhibit typical patterns of real crowds as observed in real-life crowded situations. These include the manifestation of social conventions and the emergence of self-organized patterns during egress scenarios. High-stress evacuation experiments conducted in this virtual environment reveal movements characterized by mass herding and dangerous overcrowding as they occur in crowd disasters. We describe the behavioral mechanisms at play under such extreme conditions and identify critical zones where overcrowding may occur. Furthermore, we show that herding spontaneously emerges from a density effect without the need to assume an increase of the individual tendency to imitate peers. Our experiments reveal the promise of immersive virtual environments as an ethical, cost-efficient, yet accurate platform for exploring crowd behaviour in high-risk situations with real human subjects.
