Abstract:This article draws on our continuous artistic engagement with Tonga youth in Zimbabwe over the last four years and offers a critical analysis of their transformation. We use the intersecting concepts of political and cultural capabilities to argue how arts-based participation in civic spaces has enabled them to shift the power balances, fostering them as epistemic agents and change-makers. Their journey across three arts and heritage workshops showcases that the longitudinal collaborations and social networks developed and built on one another, creating a thick interrelational embodied process of initiating political advocacy and re-creating different and multiple reinterpretations of their cultural heritage. The paper demonstrates the possibilities of envisaging and realising alternative livelihoods amidst the struggles exacerbated by horizontal and vertical inequalities, precarity, political apathy and poverty and highlights the importance of identifying relevant, context-sensitive, and engaging approaches for transformative development and legacy.

Abstract:Cultural heritage is a reflection of a community's adopted ways of life. It comprises customs, behaviors, settings, physical objects, artistic expression, and ideals. As an impact of the Earthquake in 2015, the heritage building suffered catastrophic damage. This research examined the Thimi community's approach to urban heritage construction through conservation, reconstruction, renovation, and restoration, and shares problems, success stories, and lessons learned in the cases of Phalcha (Rest House) and Dyo (Temple). The Thimi Municipality provided all required technical and financial support for these renovation and reconstruction activities. Conducting a depth literature review and understanding the process of both qualitative and quantitative methods of rebuilding, renovating, and restoring the urban cultural heritage structure, this research uses a case study approach. Locals, consultants, and technical employees involved in the rehabilitation and planning work provided most of the materials for all case studies. This study finds that the residents of Thimi feel pride in having their heritage structures restored by local community participation. Despite the local community efforts, there are a few shortcomings with the financial, technical, social, and administrative constructions and understanding of customary practices. The Madhyapur Thimi Municipality has developed measures to support communities willing to lead urban heritage conservation.

Abstract:Cultural heritage embodies and carries the stories and values of our ancestors that define our understanding of who we are today. A society’s heritage serves an important purpose for educating people about their own culture and aiding in understanding their traditional values. In Tonga, where this research has been conducted, the historical knowledge and cultural values have been usually transferred orally from generation to generation. However, due to the pressures of globalisation, westernisation and migration, cultural heritage is under threat. These threats can potentially impede the transferring of societies’ idiosyncratic identity to future generations and erode cultural life. ICT as an option to preserve cultural heritage offers opportunities to not only capture and immortalise tangible and intangible cultural artefacts but also enables the accessibility of those artefacts to a wider audience through the internet. It is against this background that we explore how digital technologies are utilised in the process of preserving cultural heritage.

Abstract:The study, conducted within the Mapungubwe Cultural Landscape (MCL), had two aims: (1) to establish the reasons why domestic tourists, in particular descendants, do not view World Heritage Sites as tourism attractions and (2) to advocate for the importance of engaging the descendants at a spiritual, psychological and emotional level. It adopted a qualitative method, whereby observations and interviews were conducted with traditional leaders of the six groups of the Mapungubwe descendants. Purposive sampling, also known as judgemental, selective or subjective sampling, was applied in the form of in-depth interviews and a group discussion with each leader of the six descendant groups. Only one group opted for a group discussion rather than an individual interview with their leader because they wanted a representation of their Tribal Council members since their Chief had passed away and their new leader was yet to be inaugurated. The study established that (1) descendants do not view MCL as a tourist attraction but rather as a solemn place where their ancestors are laid to rest and (2) descendants are in pain because they lost the land of their forefathers, which was demarcated into farms by the colonial government before being declared as protected areas. The stated findings suggest that losing their forefathers' land led to a sense of loss and disconnection from their cultural and spiritual heritage.

Abstract:The research aims to show local residents of Malolos that reviving the Kamestisuhan District will bring benefits to the province and will demonstrate heritage’s meaning to society by engaging participants to assess people-centered approaches hoping to result in gaining support from them for its on-going use and protection. The study utilized a mixed method research design, specifically interview guide and survey, to gain local understanding of needs and opportunities of 11 conservation practitioners, 65 Bulakenyos from different localities wherein the majority are from Malolos, and 55 college students from Bulacan State University in Malolos. The results of this research show that the Kamestisuhan District of Malolos should be protected as a heritage site to maintain its identity and culture because raising awareness of cultural heritage can also open opportunities for bigger tourism plans and livelihood for locals. Media such as TV, documentaries, social media, radio, journal publications, and film can be used to raise awareness about heritage conservation. Modern media can create a more solid foundation for building the image and popularity of the district. This study concluded that stakeholders of heritage conservation believe they can effectively raise awareness about the importance of heritage if they have sufficient knowledge and money to spread information, research and promotion, conduct seminars, and engage in information campaigns.

Abstract:Purpose The purpose of this paper is to outline and reflect on the new research agenda for the Great Zimbabwe World Heritage property. This research agenda was jointly developed by academics and practitioners from Great Zimbabwe University (GZU) and the National Museums and Monuments of Zimbabwe (NMMZ) respectively. This Research-Practice Team was put together for the Heritage Place Lab (HPL), a pilot project of the ICCROM-IUCN World Heritage Leadership programme. Design/methodology/approach A series of steps were undertaken to come up with research priorities and a new research agenda that are presented in this paper. The HPL project involved online workshops, due to the COVID-19 travel restrictions, that were held between September 2021 and April 2022. The HPL methodology involved six assignments that were based on the Enhancing Our Heritage Toolkit 2.0 (EOH) which was being designed by UNESCO and its Advisory Bodies. This toolkit encouraged the team to establish site-specific management issues and research needs. The toolkit helped the team to have a detailed appreciation of the site's Outstanding Universal Value as well as other heritage values of national and local importance. The toolkit also involved the mapping of site attributes and multiple actors as well as the analysis of governance and legal frameworks. The toolkit also required the team to identify factors affecting the heritage property. Findings The Research-Practice Team highlighted challenges that resulted from the legacy of ill-informed research activities and conservation efforts at the World Heritage property. It became more apparent that the site managers were prioritizing the physical fabric of the site at the expense of the spiritual aspects. Lack of coordination among the actors was also undermining the governance structure. Four thematic strands which included local values and intangible cultural heritage elements; heritage governance; climate change and environmental sustainability and incorporation of local knowledge systems were identified for further research. Originality/value The paper is an outcome of collaborative efforts that were done by academics and practitioners. Researchers and site managers at Great Zimbabwe had hitherto worked in silos. The majority of previous and ongoing research on the World Heritage property falls short of addressing the dire management challenges. The paper is an attempt to broaden the scope in terms of the management of the site. In the past focus has been on the monumental aspects of the site with specific reference to the dry-stone walled structures. However, in this instance, the Research-Practice Team has integrated new interests such as the intangible aspects of Great Zimbabwe, spirituality and community beneficiation.

Traditional cultural heritage (TCH) can be defined as diverse type of intangible and tangible heritage related to our ancestors in the ancient time such as cultures, beliefs, practices, ceremonies, indigenous knowledge etc. etc. Novel methods are being used to preserve the dying traditional knowledge in the field of medicine, agriculture, arts and sciences. Moreover, this can be treated as a part of the community and it belongs to the community. Furthermore, it is used in an informal way and practiced as a living heritage. Most of the time TCH has been transmitted orally from one person to another person or to a group of persons. This uniqueness helps to build cultural identity of TCH without undermining its cultural value. Thus, it is important to digitally preserve traditional cultural heritage with the help of novel technologies for the benefit of the present and future generations. With the emergence of new information technologies libraries, archives, museums and information centers have taken action to digitally preserve such priceless intangible and tangible heritage by way of collecting, organizing, managing and providing access to present and future generations as these heritages are at high risk. Abstract:Indigenous communities express their concern about the weakening and low appreciation of their millenary and ancestral manifestations and knowledge, due to society’s accelerated globalization. This fact has caused intergenerational transmission to be minimal, resulting in a gradual cultural erosion and loss of collective memory of human groups. The purpose of this study is to safeguard of the Intangible Cultural Heritage (ICH) of the Amazonian Kichwa nationality through identification and records of cultural manifestations. The analysis corresponds to a descriptive process of all the information collected, which was built from the development of multiple processes of cultural revitalization that correspond to in-depth interviews with community leaders and participatory workshops with all members of the community. During the process, an increase in the exchange of knowledge was observed, in addition to constant cultural insurgency in which the peoples maintain themselves in order to safeguard their cultures.

Abstract:Rapid urban development in today’s cities poses significant threats to heritage site with deterioration and destruction to the heritage by introduced pollution, political war, growing tourism activities, and natural disaster. The concern for the safeguarding of heritage materials and intangible assets has begun with a series of conservation practice that begins with material conservation, values conservation and living conservation approaches. Conservation of living heritage is by emphasizing the role of core community living in traditional settlement inside heritage area. The city of Melaka was declared as World Heritage Site in 2008 and the living heritage in the traditional village of Portuguese Settlement risking with the extinction of cultural heritage in the future due to insufficient cultural heritage conservation management. The purpose of this article is to highlight the conservation elements being used to conserve living heritage particularly for living heritage community. This article was conducted using qualitative research, by using literature and document analysis on relevant literatures, reports and standards. The result revealed the main factors contributed in conserving the living heritage came from elements of community participation, awareness, good communication, capacity building, and stakeholders’ involvement. The findings indicated that strong relationship among the elements will build a sustainable community within the heritage site particularly for the core community and at the same time conserving its heritage value.

Abstract:In this paper, we explore the ‘Preservation/Heritage Values/Management’ triptych, and we propose a new method for addressing the values attributed to cultural heritage sites. Combining multidisciplinary and cosmopolitan approaches, we propose a way of moving beyond the traditional lens of assessing significance within the imposed categorical framework of ‘aesthetic, historic, scientific, social or spiritual values’. We provide an example of our new approach through a worked case study in the Maloti-Drakensberg Park World Heritage Site (South African section). Our case study concerns the values associated with the world famous San (Bushman) rock art of this mountain area. Through a thematic analysis of data collected in this area from 2009 to 2017, six cross-cultural interest points are identified and are discussed. Building upon the history of values-based heritage management, we argue that our multidisciplinary and cosmopolitan method is transferable and can be applied to heritage sites around the world. It can facilitate the construction of heritage management plans that are more in tune with local actors and that will therefore prove to be more effective and sustainable.

Abstract:The Western conservation philosophy has become dominant among practitioners, thereby posing a dilemma in the treatment of African heritage. This article explores the traditional conservation principles and the dilemma they pose to the modern practitioners, using a case study of the Kondoa Rock Art World Heritage Site in Tanzania. Community engagement methods including in-depth interviews with 25 residents and 12 focus group discussions, and non-participant observation revealed that rock art is appreciated by residents as an active cultural construct, reflecting their connectivity with the past, identity, and future expectations. The residents employ the conservation system that is built on the principles of intangibility, change, and continuity. However, the dilemma still prevails with modern conservation principles of materiality, permanency, and durability of rock art, and aesthetics and artistic values. The study argues for an integrated approach, mixing modern and traditional conservation tenets, and for the significance of community engagement methods.

Findings reveal substantial improvements in conservation outcomes due to active community participation, highlighting the critical role of local communities in preserving heritage integrity and cultural values. This emphasizes the necessity of grassroots involvement for lasting cultural legacy preservation. Furthermore, the study stresses the importance of incorporating indigenous knowledge and traditions into conservation strategies to ensure culturally relevant and sustainable outcomes. Although based in Vietnam, the implications of this research are global, advocating for inclusive, community-centric conservation practices that emphasize environmental sustainability and cultural significance. This approach signifies a transformative shift towards heritage conservation models that align with local community ethos, offering valuable insights and recommendations for a more integrative and culturally attuned preservation strategy.

Abstract:Like other forms of Intangible Cultural Heritage (ICH), Indigenous music and dance cultures have been adversely affected by significant social, economic, technological, and ecological modifications. The resultant transformations in cultural contexts, function, modes of transmission, and performance have endangered the sustainability of several music and dance traditions and their transmission languages. Moreover, efforts to actively support the vitality of jeopardised cultural heritage are being developed and implemented in the emerging fields of applied ethnomusicology, ethnochoreology and linguistics. The area of Indigenous language safeguarding has theoretical, epistemological, and practical models comparable to safeguarding Indigenous music and dance traditions. This similarity is essential to developing interdisciplinary models, policies, and strategies to support the transmission of Indigenous choreomusical and linguistic heritage. Therefore, this article demonstrates how Indigenous music, dance, and language are integral to African cultural heritage and argues for an interdisciplinary community-based model to safeguard them as part of the same cultural ecosystem.

Abstract:This study used a qualitative-ethnographic research design to find out how Mother Tongue-Based Multilingual Education influenced the preservation of the cultural heritage of the Mansaka learners in Tandawan Elementary School, New Bataan Compostela Valley Province. The study revealed the vital role of MTB-MLE on cultural heritage preservation especially in Mansaka language. It played an important role in cultivating the quality of learners’ education as well as in preserving the vitality of their language. Mansaka students were suffering from lack of academic achievement and losing their innate eagerness for learning when subjected to schooling because of culturally insensitive educational system. High dropout rates and sense of mistrust were the manifestations concerning the assimilationist and culturally insensitive educational system to which the failure of these indigenous students had been subjected. However, results from this study suggested that the learning materials would be in the context of the end-user. The provision of Mother-Tongue Education gave impulse to efforts at uplifting and sustaining the local and indigenous languages. Mansaka is one of these languages that must be uplifted, especially in the forms of their textbooks and teaching materials. Abstract:Abstract The application of digital technologies has greatly improved the efficiency of cultural heritage documentation and the diversity of heritage information. Yet the adequate incorporation of cultural, intangible, sensory or experimental elements of local heritage in the process of digital documentation, and the deepening of local community engagement, remain important issues in cultural heritage research. This paper examines the heritage landscape of tunpu people within the context of digital conservation efforts in China and the emergence of emotions studies as an evaluative tool. Using a range of data from the Ming-era village of Baojiatun in Guizhou Province, this paper tests an exploratory emotions-based approach and methodology, revealing shifting interpersonal relationships, experiential and praxiological engagement with the landscape, and emotional registers within tunpu culture and heritage management. The analysis articulates distinctive asset of emotional value at various scales and suggests that such approaches, applied within digital documentation contexts, can help researchers to identify multi-level heritage landscape values and their carriers. This methodology can provide more complete and dynamic inventories to guide digital survey and representation; and the emotions-based approach also supports the integration of disparate heritage aspects in a holistic understanding of the living landscape. Finally, the incorporation of community participation in the process of digital survey breaks down boundaries between experts and communities and leads to more culturally appropriate heritage records and representations.

The Role of the National Construction Authority in the Conservation of Vernacular Architectural Heritage

Abstract:Vernacular architecture is a malleable concept that encompasses structures produced by empirical/ experiential builders. It is sometimes referred to as indigenous, primitive, ethnic or even architecture without architects. Vernacular architectural heritage often found in rural areas and historic urban areas and villages represent a cultural heritage that has been handed down from one generation to the next. This heritage is under threat from modernising forces which cause deterioration in cultural and historical continuity. It is important to conserve this architecture and associated technologies for posterity. Both tangible and intangible heritage of vernacular architecture is threatened through blatant negligence, emergent and more profitable modes of construction, and lack of funds for minimum maintenance. To a large extent, this heritage is quickly deteriorating and disappearing into the hands of vandals and illegal traders due to the lack of appropriate conservation, sensitisation and training for the public and heritage professionals in the conservation of materials and practices. The paper explores the vernacular heritage in Kenya, the state of its conservation and the risks associated with its conservation. It is argued that since NCA is mandated inter alia to undertake research into any matter relating to the construction industry, it should complement the efforts of the National Museums of Kenya in the conservation of cultural heritage in so far as materials and building technologies are concerned. There is no clear legal framework for the conservation of vernacular architecture in place and it is often lumped together with other popular forms of architecture which have well-defined and documented historical trends. Emphasis has been on urban architecture in Kenya. The paper established that vernacular heritage has only been haphazardly conserved, with no clear management, documentation and preservation policies. The paper found that no resources are specifically set aside for the conservation of these heritages. The theoretical analysis concludes that vernacular architecture in Kenya has been neglected and exposed to deterioration. It also points out that the level of public sensitisation on the heritage is low and its conservation and management needs have been ignored. The study, therefore, recommends public sensitisation, preventive and interventive conservation and appropriate policies to save the heritage from imminent loss. It further suggests that detailed documentation of vernacular building materials and technology should be undertaken as a matter of urgency.
Cultural Heritage Protection and Revitalization of its Local Wisdom: A Case Study

Abstract:Banyumas Old Town, once the capital of the district, is home to numerous historical buildings recognized as cultural heritage or potential cultural heritage sites. Since 2010, this area has been designated as a protected zone focused on environmental preservation. This research aims to describe and analyze the policies implemented for the preservation the historic buildings in Banyumas Old Town, as well as to identify and address the challenges faced in the preservation efforts. Utilizing legal research methods, particularly a case study approach, the study employs qualitative analysis. The data include secondary sources, comprising both primary and secondary legal materials. Additionally, field data were collected through observations and interviews. The findings indicate that the revitalization plan for Banyumas Old Town has been successfully implemented. Key action include designating the Banyumas sub-district as a protected area, conducting an inventory of suspected cultural heritage objects (ODCB), officially recognizing cultural heritage sites, and securing funding through the local government budget (APBD). These policies are formalized through the establishment of regional spatial planning and cultural heritage regulations. The primary obstacle to protecting cultural heritage buildings is the significant number of sites that have been privatized, alongside the limited opportunities for transferring cultural heritage or ODCBs that have received government renovation support following the revitalization of Banyumas Old Town.

Abstract:Nowadays, the neglect and disappearance of family eulogies can be seen, and the new approach to territorial development requires that cultural heritage be taken into account through its safeguarding and promotion. The general objective of this study is to contribute to the safeguarding and enhancement of the eulogies of the Mahi community of Savalou for the promotion of cultural tourism. To achieve this objective, the study combined both qualitative and quantitative methods applied to a sample of 139 people in the 09 districts that make up the Mahi community of the territory on the basis of questionnaires, inventory sheets and an audio recorder. This target group includes community intellectuals (dah...), large wives (nan, yao, houessi), senior citizens and some young people. The different collection techniques and tools made it possible to collect enough data. 20 family panegyrics have been identified in the community in terms of results, and are supported by at least 02 prohibitions each, 01 to 02 rhythms are associated with the declamation of the panegyric. At the end of the study, the need to safeguard the eulogies was noted, due to the young generation's lack of knowledge of this cultural heritage.
