Abstract:Bulk coal combustion in rural households is a major contributor to PM2.5 pollution in Northern China[1,2].To promote the energy transition and reduce bulk coal combustion for heating in rural areas,China initiated the Winter Clean Heating Action Plan in Rural Northern China in 2017,hereinafter referred to as rural clean heat-ing(RCH)[3].The 2+26 region,comprising Beijing,Tianjin,and 26 other municipalities in the surrounding area(Fig.S1 online),is the key implementation area for the RCH.During the 13th Five-Year Plan period,approximately 25 million rural households underwent clean heating retrofitting[4],with an investment exceeding 110 billion CNY contributed by both the central government and local governments for the construction of clean heating facilities and the provision of residential subsidies[5].Previous literature shows that the RCH has significantly improved air quality in Northern China[6].

Abstract:From 2013 to 2017, with the implementation of the toughest-ever clean air policy in China, significant declines in fine particle (PM2.5) concentrations occurred nationwide. Here we estimate the drivers of the improved PM2.5 air quality and the associated health benefits in China from 2013 to 2017 based on a measure-specific integrated evaluation approach, which combines a bottom-up emission inventory, a chemical transport model, and epidemiological exposure-response functions. The estimated national population-weighted annual mean PM2.5 concentrations decreased from 61.8 (95%CI: 53.3-70.0) to 42.0 µg/m3 (95% CI: 35.7-48.6) in 5 y, with dominant contributions from anthropogenic emission abatements. Although interannual meteorological variations could significantly alter PM2.5 concentrations, the corresponding effects on the 5-y trends were relatively small. The measure-by-measure evaluation indicated that strengthening industrial emission standards (power plants and emission-intensive industrial sectors), upgrades on industrial boilers, phasing out outdated industrial capacities, and promoting clean fuels in the residential sector were major effective measures in reducing PM2.5 pollution and health burdens. These measures were estimated to contribute to 6.6- (95% CI: 5.9-7.1), 4.4- (95% CI: 3.8-4.9), 2.8- (95% CI: 2.5-3.0), and 2.2- (95% CI: 2.0-2.5) µg/m3 declines in the national PM2.5 concentration in 2017, respectively, and further reduced PM2.5-attributable excess deaths by 0.37 million (95% CI: 0.35-0.39), or 92% of the total avoided deaths. Our study confirms the effectiveness of China's recent clean air actions, and the measure-by-measure evaluation provides insights into future clean air policy making in China and in other developing and polluting countries.

Abstract:Coal abatement actions for pollution reduction often target total coal consumption. The health impacts of coal uses, however, vary extensively among sectors. Here, we modeled the sectorial contributions of coal uses to emissions, outdoor and indoor PM2.5 (particulate matter with an aerodynamic diameter of less than 2.5 mm) concentrations, exposures, and health outcomes in China from 1970 to 2014. We show that in 2014, residential coal accounted for 2.9% of total energy use but 34% of premature deaths associated with PM2.5 exposure, showing that effects were magnified substantially along the causal path. The number of premature deaths attributed to unit coal consumption in the residential sector was 40 times higher than that in the power and industrial sectors. Emissions of primary PM2.5 were more important than secondary aerosol precursors in terms of health consequences, and indoor exposure accounted for 97% and 91% of total premature deaths attributable to PM2.5 from coal combustion in 1974 and 2014, respectively. Our assessment raises a critical challenge in the switching of residential coal uses to effectively mitigate PM2.5 exposure in the Chinese population.

Abstract:China's coal-fired winter heating systems generate large amounts of hazardous emissions that significantly deteriorate air quality. Exploiting regression discontinuity designs based on the exact starting dates of winter heating across different cities, we estimate the contemporaneous impact of winter heating on air pollution and health. We find that turning on the winter heating system increased the weekly Air Quality Index by 36% and caused 14% increase in mortality rate. This implies that a 10-point increase in the weekly Air Quality Index causes a 2.2% increase in overall mortality. People in poor and rural areas are particularly affected by the rapid deterioration in air quality; this implies that the health impact of air pollution may be mitigated by improved socio-economic conditions. Exploratory cost-benefit analysis suggests that replacing coal with natural gas for heating can improve social welfare.
Air Pollution and Under-5 Child Mortality: Evidence from China's Coal Power Plant Phase-out Policy

Abstract:This paper evaluates the impact of a mandatory shutdown policy of small-capacity coal power plants during China's $11^{th}$ Five-Year Plan (2006--2010) on under-5 mortality. We collect information on 2181 coal power plants that operated during 2000--2010 and compile a unique dataset combining coal power plants, county-level under-5 mortality and socioeconomic variables, high spatial resolution data of PM$_{2.5}$ and SO$_2$ and meteorological conditions. We model the impacts of air pollution on under-5 mortality using IV-Lasso method, with distance-weighted sums of retired capacity and high altitude wind conditions as instrument candidates for air pollutants. Our estimates imply the phase-out policy saved around 46,000 lives during the $11^{th}$ Five-Year Plan period. We also find heterogeneity in policy effects across regions.

Abstract:Clean and efficient use of coal in China entered the implementation stage in 2015, and a series of policies were established to promote the sustainable development of clean coal technologies (CCTs). However, the long-term effects of the clean coal technology policies (CCTPs) have not been evaluated, and the outbreak of coronavirus disease 2019 (COVID-19) would bring great uncertainty regarding the effectiveness evaluation. Employing deep learning approaches and spatial autocorrelation analysis, the present work intended to explore the air quality variation before and after the implementation of CCTPs, and investigate the association between air quality and socioeconomic factors to explore the internal mechanism of air quality improvement. Results showed that after implementing CCTPs, the air quality index (AQI) had an average reduction of 18.82%, and the identical drop in air pollution in 2018 implied a 2-year time lag of CCTPs. Additionally, emission reduction and deindustrialization were explored as two promising ways to improve air quality while promoting energy transformation. The findings indicated that the Chinese government ought to pay more attention to long-term plans; industrial restructuring and environmental protection should be insisted upon to realize sustainable energy development. By providing a perspective on air quality improvement after the policies are implemented, this study can lead practitioners and academia to a comprehensive and objective view of clean coal policies.

Abstract:Coal-fired power plants (CPPs) dominate China’s energy supply systems. Over the past two decades, the explosive growth of CPPs has led to negative air quality and health impacts in China, and a series of control policies have been implemented to alleviate those impacts. In this work, by combining a CPPs emission database over China (CPED), a regional chemical transport model (WRF-CMAQ), and the integrated exposure-response model, we summarized historical and ongoing emission control policies on CPPs over China, investigated the air quality and health impacts of China’s CPPs during 2005–2020, and quantified the benefits of each policy. We found that despite the 97.4% growth of coal-fired power generation during 2005–2015, PM2.5 exposures caused by emissions from China’s CPPs decreased from 9.0 μg m−3 in 2005 to 3.6 μg m−3 in 2015. The active emission control policies have decreased CPPs-induced PM2.5 exposures by 10.0 μg m−3 during 2005–2015. We estimated that upgrading end-of-pipe control facilities and early retirement of small and low-efficiency units could respectively reduce PM2.5 exposures by 7.9 and 2.1 μg m−3 during 2005–2015 and avoid 111 900 and 31 400 annual premature deaths. Since 2015, China’s government has further required all CPPs to comply with the so-called ‘ultra-low emission standards’ before 2020 as a major component of China’s clean air actions. If the policy is fully deployed, CPPs-induced PM2.5 exposures could further decrease by 2.5 μg m−3 and avoid 43 500 premature deaths annually. Our study confirms the effectiveness of tailored control policies for China’s CPPs and reveals that those policies have played important roles in air quality improvement in China.

Abstract:Environmental degradation, especially air pollution, has been a prevalent problem in China in recent decades. Rather than focus on traditional regulatory policies aimed at enterprises engaged in production activities, this paper studies the effects of the clean heating policy targeting residents in China. Taking the coal-to-gas program as a quasi-natural experiment and using a city-level dataset of daily air quality, we study the effects of the clean heating policy implemented in Beijing and its surrounding areas on air quality with the difference-in-differences method. The results show that the clean heating policy significantly reduced air pollution in coal-to-gas cities, bringing improved economic welfare, with stronger effects in Beijing's neighboring cities. We find no evidence suggesting a decreasing policy effect over time. In addition, we find that increasing subsidies can further enhance the policy's effectiveness. We also test the spatial spillover effects of this policy and calculate its geographical boundary. Changing the energy structure in conjunction with regulating residential emissions is crucial to improving air quality.

Abstract:The Chinese government has imposed strict policies on coal-fired power plants and achieved considerable environmental benefits. However, whether coal-fired power plants still impact air pollution needs further testing. Here, we adopted a Difference-In-Differences model to compare air quality stations less and more impacted by nearby coal-fired power plants' production activities during the strict lockdowns over the pandemic outbreaks. The less operation of coal-fired power plants during lockdowns, or caused by industrial and transportation sector shutdowns, drives down AQI by up to 2.884 units, NO2 by 1.543 mu g/m3, PM10 by 3.727 mu g/m3, and PM2.5 by 2.220 mu g/m3. Our results support the argument that coal-fired power plants contributed significantly to air pollution. However, such significant influences differ across cities with economic levels, electricity usage, population sizes, and between capital and non-capital cities. The technological upgrades are essential for addressing further emission control issues to improve air quality.
Estimated Aerosol Health and Radiative Effects of the Residential Coal Ban in the Beijing-Tianjin-Hebei Region of China

Abstract:Particle-phase air pollution is a leading risk factor for premature death globally and impacts climate by scattering or absorbing radiation and changing cloud properties. Within the Beijing-Tianjin-Hebei region of China, where there are severe air quality problems, several municipalities have begun implementing a coal-to-electricity program that bans residential coal and provides subsidies for electricity and electric-powered heat pumps. We used GEOS-Chem to evaluate two complete residential coal-to-electricity transitions-a Beijing-off scenario and Beijing-Tianjin-Hebei-off scenario-each relative to a base case. We estimate that within China, the ambient fine particulate matter (PM2.5) reductions in the Beijing-off scenario could lead to 1,900 (95% CI: 1,200-2,700) premature deaths avoided annually, while the Beijing-Tianjin-Hebei-off scenario could lead to 13,700 (95% CI: 8,900-19,600) premature deaths avoided annually. Additionally, we estimate that the residential-coal-ban scenarios will result in a positive top-of-the-atmosphere aerosol direct radiative effect (DRE) (model domain average: Beijing-off: 0.023 W m(-2); Beijing-Tianjin-Hebei-off: 0.30 W m(-2)) and a negligible cloud-albedo aerosol indirect effect (AIE) (Beijing-off: 0.0001 W m(-2); Beijing-Tianjin-Hebei-off: 0.0027 W m(-2)). To evaluate the uncertainty of the radiative effects, we calculated the DRE under four black-carbon mixing-state assumptions and both the DRE and AIE assuming three different black-carbon-to-organic-aerosol (BC:OA) ratios for residential-coal emissions. Although the magnitude of our radiative forcing estimates varied across sensitivity cases, the domain average remained positive. When only considering the aerosol-related effects of the aforementioned coal-ban scenarios, we predict substantial health benefits, but do not anticipate a climate "co-benefit", because removing aerosol emissions leads to a warming tendency. However, if the coal-to-electricity program results in less net greenhouse gas emissions due to the replacement heaters, the policy may be able to achieve health and climate "co-benefits".

Abstract:Domestic coal combustion has had profound adverse effects on the health of millions of people worldwide. In China alone several hundred million people commonly burn raw coal in unvented stoves that permeate their homes with high levels of toxic metals and organic compounds. At least 3,000 people in Guizhou Province in southwest China are suffering from severe arsenic poisoning. The primary source of the arsenic appears to be consumption of chili peppers dried over fires fueled with high-arsenic coal. Coal samples in the region were found to contain up to 35,000 ppm arsenic. Chili peppers dried over high-arsenic coal fires adsorb 500 ppm arsenic on average. More than 10 million people in Guizhou Province and surrounding areas suffer from dental and skeletal fluorosis. The excess fluorine is caused by eating corn dried over burning briquettes made from high-fluorine coals and high-fluorine clay binders. Polycyclic aromatic hydrocarbons formed during coal combustion are believed to cause or contribute to the high incidence of esophageal and lung cancers in parts of China. Domestic coal combustion also has caused selenium poisoning and possibly mercury poisoning. Better knowledge of coal quality parameters may help to reduce some of these health problems. For example, information on concentrations and distributions of potentially toxic elements in coal may help delineate areas of a coal deposit to be avoided. Information on the modes of occurrence of these elements and the textural relations of the minerals and macerals in coal may help predict the behavior of the potentially toxic components during coal combustion.
Environmental effects of China's coal ban policy: Results from in situ observations and model analysis in a typical rural area of the Beijing-Tianjin-Hebei region, China

Abstract:Coal-to-clean energy programs (coal bans) can improve air quality and public health and welfare. However, the field measurements taken in rural areas are still insufficient to evaluate the efficacy of coal bans in China. In this study, more than three years of observations were made on organic carbon (OC), elemental carbon (EC, also called black carbon, BC) and PM2.5 at a rural site (Xianghe) in the Beijing-Tianjin-Hebei region (BTH) of China in combination with auxiliary measurements in urban areas (Beijing, Tianjin, Langfang, Baoding and Shijiazhuang). As a result of the coal ban, the annual average PM2.5 concentrations decreased in rural areas. Accordingly, the annual average concentrations of OC declined from 19.1 to 12.3 μg/m3, while those of EC declined from 4.7 to 3.0 μg/m3. The amplitudes of the decrease of total carbon (the sum of OC and EC) and PM2.5 in the areas with implementation of coal ban were greater than those in the non-coal banned areas. Based on the simulation performed using the Weather Research and Forecasting model coupled with chemistry (WRF-Chem), the quantitative contributions ascribed to coal ban policy and meteorology are discussed. In contrast to those observed in the winter of 2016/2017, the declines in the observed EC concentration could be attributed to meteorological impact (45% and 15%), changes in other emissions (29% and 40%) and coal bans (26% and 45%) for the winter of 2017/2018 and 2018/2019, respectively. Besides, in primary OC and PM2.5 concentrations, 50% and 33% of fractional changes respectively were resulted from the reduced residential emissions associated with coal ban in the winter of 2017/2018; and more surprisingly, they rose to 66% and 57% in the winter of 2018/2019, respectively. In , coal ban policy had worked effectively in the BTH of China and should be widely implemented in this region if the supply of natural gas and electricity is sufficient and affordable to the local residents.

Indoor air quality and health: Empirical evidence from fluoride pollution in China

Abstract:In this paper we conducted an econometric analysis to investigate the impacts of fluoride pollution on health. Burning high-fluoride-content coal indoors is the primary source of fluoride pollution in Guizhou Province of China. Exploiting longitudinal data from China Health and Nutrition Survey, we applied individual fixed effect models and triple difference models to examine the effects of whether households use coal as domestic fuel. The results showed that fluoride pollution from coal burning significantly increases the diastolic and systolic blood pressure levels of adults. And the pollution also leads to higher likelihood of underweight. Our further analysis indicated that fluoride pollution from coal burning during the infant period greatly reduces the height and weight of children in their childhood and adolescence periods. We also explore the mechanism by investigating the influence of fluoride pollution exposure on birthweight and find evidence that fluoride pollution had a negative impact on prenatal development.

Abstract:We leverage the timing of coalmine accidents to examine the effect of coal mining on air pollution. Safety regulations mandate that coal mining be suspended if a mine experiences an accident with 10 or more fatalities. We use a stacked difference-in-differences approach to compare counties with an accident to those experiencing an accident more than two years earlier or later. We provide evidence that the timing of accidents cannot be predicted. Next, we combine satellite-based air pollution data at the county-day level with the dates of accidents to show that on average, suspending coal mining reduces local air pollution by 8%. Changes in the level of coal consumption do not drive this reduction. We also find significant decreases in respiratory mortality after suspending coal mining with particularly large effects on vulnerable populations.

Abstract:The evolution of energy system occupies an important position in economic development and quality of life. Influenced by the energy endowment in China, developing the coal-based clean energy industry has been regarded as a guaranteed path to realizing the clean and efficient use of coal resources. However, an evaluation paradigm that could systematically assess the health impacts of airborne pollution in this industry is still lacking, which is our concern. Combining with life cycle analysis, probabilistic risk models, and health impact models, this study proposes a series of models which are consistent enough to unite pollutant concentration, health risk, and health impact, and equip assessment results with more intuitive significance of life and economic loss. Further, case studies for three typical clean coal technologies, namely, coal mining, coal-fired power generation, and coal liquefaction, are presented to verify the reliability of these models. Results show that the most severe health impact occurred at the worksite of driving face, the substage of coal combustion, and coal mining and processing, respectively, for the three technologies. Further, coal dust brought about the greatest pollution to coal mining and coal liquefaction, and for coal-fired power generation, SO 2 , NO 2 , and PM 10 were the commonest and toughest pollutants. In conclusion, the proposed evaluation paradigm can help to find out the worksite, substage, and airborne pollutant with the most severe impact and is more intuitive to provide references for minimizing or eliminating environmental pollution. Additionally, three aspects of implications are confirmed in this study, namely, social mobilization promoting, government policy making, and environmental pollution prejudging.

Abstract:As the largest developing country, China has been changing rapidly over the last three decades and its economic expansion is largely driven by the use of fossil fuels, which leads to a dramatic increase in emissions of both ambient air pollutants and greenhouse gases (GHGs). China is now facing the worst air pollution problem in the world, and is also the largest emitter of carbon dioxide. A number of epidemiological studies on air pollution and population health have been conducted in China, using time-series, case-crossover, cross-sectional, cohort, panel or intervention designs. The increased health risks observed among Chinese population are somewhat lower in magnitude, per amount of pollution, than the risks found in developed countries. However, the importance of these increased health risks is greater than that in North America or Europe, because the levels of air pollution in China are very high in general and Chinese population accounts for more than one fourth of the world's totals. Meanwhile, evidence is mounting that climate change has already affected human health directly and indirectly in China, including mortality from extreme weather events; changes in air and water quality; and changes in the ecology of infectious diseases. If China acts to reduce the combustion of fossil fuels and the resultant air pollution, it will reap not only the health benefits associated with improvement of air quality but also the reduced GHG emissions. Consideration of the health impact of air pollution and climate change can help the Chinese government move forward towards sustainable development with appropriate urgency.

Abstract:Objectives Never-smoking women in Xuanwei (XW), China, have some of the highest lung cancer rates in the country. This has been attributed to the combustion of smoky coal used for indoor cooking and heating. The aim of this study was to evaluate the spectrum of cause-specific mortality in this unique population, including among those who use smokeless coal, considered 'cleaner' coal in XW, as this has not been well-characterised. Design Cohort study. Setting XW, a rural region of China where residents routinely burn coal for indoor cooking and heating. Participants Age-adjusted, cause-specific mortality rates between 1976 and 2011 were calculated and compared among lifetime smoky and smokeless coal users in a cohort of 42 420 men and women from XW. Mortality rates for XW women were compared with those for a cohort of predominately never-smoking women in Shanghai. Results Mortality in smoky coal users was driven by cancer (41%), with lung cancer accounting for 88% of cancer deaths. In contrast, cardiovascular disease (CVD) accounted for 32% of deaths among smokeless coal users, with 7% of deaths from cancer. Total cancer mortality was four times higher among smoky coal users relative to smokeless coal users, particularly for lung cancer (standardised rate ratio (SRR)=17.6). Smokeless coal users had higher mortality rates of CVD (SRR=2.9) and pneumonia (SRR=2.5) compared with smoky coal users. These patterns were similar in men and women, even though XW women rarely smoked cigarettes. Women in XW, regardless of coal type used, had over a threefold higher rate of overall mortality, and most cause-specific outcomes were elevated compared with women in Shanghai. Conclusions Cause-specific mortality burden differs in XW based on the lifetime use of different coal types. These observations provide evidence that eliminating all coal use for indoor cooking and heating is an important next step in improving public health particularly in developing countries.

Abstract:BACKGROUND:Coal burning provides 70% of the energy for China's industry and power, but releases large quantities of polycyclic aromatic hydrocarbons (PAHs) and other pollutants. PAHs are reproductive and developmental toxicants, mutagens, and carcinogens.OBJECTIVE:We evaluated the benefit to neurobehavioral development from the closure of a coal-fired power plant that was the major local source of ambient PAHs.METHODS:The research was conducted in Tongliang, Chongqing, China, where a coal-fired power plant operated seasonally before it was shut down in May 2004. Two identical prospective cohort studies enrolled nonsmoking women and their newborns in 2002 (before shutdown) and 2005 (after shutdown). Prenatal PAH exposure was measured by PAH-DNA adducts (benzo[a]pyrene-DNA) in umbilical cord blood. Child development was assessed by the Gesell Developmental Schedules at 2 years of age. Prenatal exposure to other neurotoxicants and potential confounders (including lead, mercury, and environmental tobacco smoke) was measured. We compared the cohorts regarding the association between PAH-DNA adduct levels and neurodevelopmental outcomes.RESULTS:Significant associations previously seen in 2002 between elevated adducts and decreased motor area developmental quotient (DQ) (p = 0.043) and average DQ (p = 0.047) were not observed in the 2005 cohort (p = 0.546 and p = 0.146). However, the direction of the relationship did not change.CONCLUSION:The findings indicate that neurobehavioral development in Tongliang children benefited by elimination of PAH exposure from the coal-burning plant, consistent with the significant reduction in PAH-DNA adducts in cord blood of children in the 2005 cohort. The results have implications for children's environmental health in China and elsewhere.

Abstract:Residential coals are still inevitable using in developing areas in China. Clean coal briquettes, normally using alkaline substance such as lime or redmud (RM) as the additive, were helpful in pollution emission reduction even without changes of stoves. Studies of atmospheric polycyclic aromatic hydrocarbons (PAHs) emission characteristics from RM clear coal combustion were limited. In this study, emission factors (EFs), sources profiles, and health risks of polycyclic aromatic hydrocarbons (PAHs) in PM2.5 were investigated for raw coal chunks and clean coal (with red mud) through combustion experiments. EFs of total PAHs were found to be 160.1 +/- 100.9 mg.kg(-1) and 19.4 +/- 6.1 mg.kg(-1) for bituminous and anthracite raw coal chunks (B-C and A-C), respectively. EFs values were highest for parent PAHs (p-PAHs), followed by oxygenated PAHs (o-PAHs), alkylated PAHs (a-PAHs), and nitro PAHs (n-PAHs). EFs of p-PAHs account for 80% and 52% of total PAHs emissions for B-C and A-C, respectively, while those for o-PAHs are 22.9% and 44.9%, demonstrating residential coal combustion as a significant primary source for p-PAHs and o-PAHs. Clean coals were developed through cold-press technology with red mud (RM) as additive, and clean coals with RM contents of 10% are referred to as B-10% (bituminous) and A-10% (anthracite). Compared to raw coals chunks, EFs were reduced from 128.1, 2.5, 29.3 mg.kg(-1) and 161.8 mu g.kg(-1) to 83.5, 1.3, 16.4 mg.kg(-1) and 102.2 mu g.kg(-1) by B-10%, and from 10.1, 0.6, 8.7 mg.kg(-1) and 20.6 mu g.kg(-1) to 11.9, 0.2, 2.4 mg.kg(-1) and 15.3 mu g.kg(-1) by A-10% for p-PAHs, o- PAHs, a-PAHs and n-PAHs, respectively. Diagnostic ratios of 5-Nitroacenaphthene / Acenaphthene (0.02-0.05 for coal, 0.0002 for biomass) can be used to separate residential coal and biomass burning in source analysis. When B-C was replaced by B-10%, both noncancer (0.58 to 0.33 for male, 1.65 to 0.95 for female in hazard quotient) and cancer risks (5.68 x 10(-4) to 2.73 x 10(-4) for male, 2.63 x 10(-3) to 1.27 x 10(-3) for female) can be reduced. o-PAHs should be paid more attention because of its high cancer risks caused by 6H-Benzo(C,D)Pyrene-6-One (1.74 x 10(-5) for male, 8.07 x 10(-5) for female), which are even more than the total risks caused by n-PAHs (3.59 x 10(-7) for male, 1.66 x 10(-6) for female). Results from this study highlighted the environment and health effects of PAHs originated from residential coal combustion, and proposed an effective way by using clean coal to alleviate the associated negative impacts.
