Abstract:Young people who have both child protection and youth justice contact have been termed 'dual system youth'. Dual system youth have been found to engage in more frequent and serious offending than justice-involved youth without child protection histories. It is unclear which psychological factors contribute to offending amongst dual-system youth. This study aimed to examine associations between child protection involvement, psychological/behavioural factors, and justice system involvement. The sample comprised 192 young people detained in juvenile correctional centres across two sites in Victoria, Australia between July 2011 and June 2012. Instruments were administered to gauge psychopathology and behaviour, while information regarding demographic details, child protection history, and offence data were obtained from client files. Results indicated that having a child protection history was associated with having both a violent index offence and a higher number of previous orders. Sensitivity to anger was also associated with having a violent index offence, while being male and aged 17–18 were associated with a higher number of previous orders. Child protection history moderated the relationship between Indigenous status and the number of prior orders, and between externalising symptoms and prior orders. Implications for clinical practice and future research are discussed.

Abstract:In this article, we summarize key findings from 20 years of research conducted at the intersection of developmental psychology and juvenile justice in the United States. We predominantly examine data from two large-scale, multisite longitudinal studies involving justice-system-involved adolescents—the Pathways to Desistance study and the Crossroads study. Topics of discussion include predictors of offending and desistance from crime; youth outcomes and psychosocial needs; and emerging research, programs, and policy initiatives. First, individual-level (e.g., age, psychosocial maturity) and contextual-level (e.g., antisocial peers, exposure to violence) risk factors associated with offending are explored. Second, we discuss short-term and long-term outcomes of justice-system contact for youths engaging in moderate offenses. We highlight main findings from the Crossroads study indicating that youths who are sanctioned by the justice system at their first arrest have worse outcomes than youths who are diverted from formal processing. Additionally, we discuss the high prevalence of youths’ exposure to violence and mental health disorders as well as the differential treatment of youths of color in the justice system. Third, we extend the conversation to justice-system-involved young adults and discuss emerging, innovative legal solutions, including young adult courts. Last, we discuss real-world implications of these findings.

Abstract:BACKGROUND AND AIMS: Child maltreatment is a global health priority affecting up to half of all children worldwide, with profound and ongoing impacts on physical, social and emotional wellbeing. The perinatal period (pregnancy to two years postpartum) is critical for parents with a history of childhood maltreatment. Parents may experience 'triggering' of trauma responses during perinatal care or caring for their distressed infant. The long-lasting relational effects may impede the capacity of parents to nurture their children and lead to intergenerational cycles of trauma. Conversely, the perinatal period offers a unique life-course opportunity for parental healing and prevention of child maltreatment. This scoping review aims to map perinatal evidence regarding theories, intergenerational pathways, parents' views, interventions and measurement tools involving parents with a history of maltreatment in their own childhoods.METHODS AND RESULTS: We searched Medline, Psychinfo, Cinahl and Embase to 30/11/2016. We screened 6701 articles and included 55 studies (74 articles) involving more than 20,000 parents. Most studies were conducted in the United States (42/55) and involved mothers only (43/55). Theoretical constructs include: attachment, social learning, relational-developmental systems, family-systems and anger theories; 'hidden trauma', resilience, post-traumatic growth; and 'Child Sexual Assault Healing' and socioecological models. Observational studies illustrate sociodemographic and mental health protective and risk factors that mediate/moderate intergenerational pathways to parental and child wellbeing. Qualitative studies provide rich descriptions of parental experiences and views about healing strategies and support. We found no specific perinatal interventions for parents with childhood maltreatment histories. However, several parenting interventions included elements which address parental history, and these reported positive effects on parent wellbeing. We found twenty-two assessment tools for identifying parental childhood maltreatment history or impact.CONCLUSIONS: Perinatal evidence is available to inform development of strategies to support parents with a history of child maltreatment. However, there is a paucity of applied evidence and evidence involving fathers and Indigenous parents.

Abstract:Children with disabilities in out‐of‐home care (OOHC) are an overrepresented group in Australia, yet little is known about their circumstances, needs, and experiences within OOHC. Utilising a systematic scoping review methodology, we explored the state of knowledge about the experiences of children and young people with a disability in out‐of‐home care in Australia. Findings in this review speak to the unmet needs and challanges that children with disabilities face in child welfare systems and how systemic failures can lead to institutional pipelines of further maltreatment, adversity, and marginalisation. The review discusses the key themes in the literature, including (i) compounding trauma and placement failures, (ii) concerns of safety, stability, and neglect, (iii) limited control and choice, and (iv) disability and multisystem involvement.

Abstract:Journal of Interpersonal Violence, Ahead of Print. The relationship between childhood maltreatment and subsequent offending/victimization is well established. However, the magnitude of this relationship for different levels of child protection services (CPS) involvement is poorly understood, due to measurement issues, lack of longitudinal data, and reliance on reports of substantiated maltreatment, which can underestimate the impact of maltreatment. This study examined associations between CPS involvement during childhood (ages 0 to <11 years) and police services contact (as a victim and/or a person of interest) for criminal incidents in early adolescence (11 to ~14 years), differentiated according to levels of CPS involvement (i.e., no risk of significant harm [non-ROSH], unsubstantiated ROSH, substantiated ROSH, and out-of-home care; each examined relative to no CPS contact). Data for 71,465 children were drawn from the New South Wales Child Development Study, an intergenerational, longitudinal investigation that uses administrative records from CPS and police alongside other health, justice, and education data. Multinomial regression analyses were conducted to determine associations between increasing levels of CPS involvement and police contact as a victim only, a person of interest only, and as both victim and person of interest while accounting for covariates (i.e., child's sex, Aboriginal, and/or Torres Strait Islander background, socioeconomic status, maternal age at child's birth, and parental offending history). Children exposed to any of the four levels of CPS involvement had higher odds of police contact, relative to children with no CPS involvement. Odds ratios were higher for contact with police as both a victim and a person of interest, compared to police contact as a victim or a person of interest only. These findings highlight that children with even unsubstantiated CPS reports (i.e., non-ROSH and unsubstantiated ROSH reports) are at heightened risk of police contact compared to children who are unknown to CPS, underlining the need to support all families in contact with CPS.

Abstract:Children with intellectual and developmental disabilities are often over-represented in child protection and out-of-home care services. Despite this fact, little is known or understood about their experiences with these services. This scoping review seeks to identify the published literature about children with intellectual and developmental disabilities who are engaged with child protection and out-of-home care services. Findings from the 18 studies included in this review show that these children are at increased risk of entering the child protection and out-of-home care system, with outcomes that do not fare as favourably as their nondisabled peers. This is largely due to a lack of support, training, and resources for the children, their families, and carers. Placement failure was a common theme with residential care more likely for children with greater complexity and support needs. These children are understudied, with more research needed to better understand the factors that contribute to their experiences. Greater insights into how a child protection and out-of-home care pathway can be avoided, via the provision of adequate services and supports, are also urgently needed so that fewer children are placed at risk in a system where poor outcomes are common.

Abstract:This study investigates the relation between vowel identity and emotional state. In Experiment 1, (pseudo)words were invented and articulated in a positive or negative mood condition. Subjects in a positive mood produced more words containing /i:/, a vowel involving the same muscle that is used in smiling--the zygomaticus major muscle (ZMM). Subjects in a negative mood produced more words containing /o:/, involving an antagonist of the ZMM--the orbicularis orbis muscle (OOM). We argue that the link between mood and vowel identity is related to orofacial muscle activity, which provides articulatory feedback to speakers on their emotional state. Experiment 2 tests this hypothesis more specifically. Participants rated the funniness of cartoons while repeatedly articulating either /i:/ (ZMM) or /o:/ (OOM). In line with our hypothesis, the cartoons were rated as funnier by subjects articulating /i:/ than by those articulating /o:/.
Adult Maltreatment Risk Factors: Adding Community-Level Factors to an Individual-Level Field

Abstract:Adult maltreatment is a pervasive problem in the United States and has serious individual and societal consequences. Adult protective services (APS) agencies are the social services programs responsible for serving older adults and adults with disabilities who may be experiencing adult maltreatment. The adult maltreatment literature differentiates elder maltreatment from the maltreatment of adults with disabilities, yet APS agencies serve both groups. Understanding the etiology of adult maltreatment as well as the associated risk and protective factors is crucial for APS workers, clinical practitioners, researchers, and policymakers. To advance the evidence in this area, we undertook a scoping review to examine recent evidence on risk and protective factors associated with adult maltreatment. Searches of nine electronic databases were conducted in 2020 to identify studies published in peer-reviewed journals since 2010. A total of 29 studies were included in the final review. The findings identified several categories of risk factors associated with the individual: demographic traits, socioeconomic characteristics, physical and mental health, interpersonal issues, and historical events. Several studies identified caregiver and alleged perpetrator risk factors. However, the current body of research lacks community and contextual risk and protective factors. Therefore, we present several potential data sources that may be leveraged to examine the links between social-contextual characteristics and adult maltreatment. These data may be combined with APS data to advance the field's understanding of risk and protective factors through advanced analytic techniques.
The Feasibility, Appropriateness, Meaningfulness, and Effectiveness of Parenting and Family Support Programs Delivered in the Criminal Justice System: A Systematic Review

Abstract:Children whose parents are involved in the criminal justice system (CJS) are at increased risk of developing social, emotional, and behavioural difficulties and are more likely than their peers to become involved in the CJS themselves. Parenting behaviour and parent-child relationships have the potential to affect children’s outcomes with positive parenting practices having the potential to moderate some of the negative outcomes associated with parental involvement in the CJS. However, many parents in the CJS may lack appropriate role models to support the development of positive parenting beliefs and practices. Parenting programs offer an opportunity for parents to enhance their parenting knowledge and behaviours and improve relationships with children. Quantitative and qualitative evidence pertaining to the implementation and effectiveness of parenting programs delivered in the CJS was included. Five databases were searched and a total of 1145 articles were identified of which 29 met the review inclusion criteria. Overall, programs were found to significantly improve parenting attitudes; however, evidence of wider effects is limited. Additionally, the findings indicate that parenting programs can be meaningful for parents. Despite this, a number of challenges for implementation were found including the transient nature of the prison population and a lack of parent-child contact. Based on these findings, recommendations for the future development and delivery of programs are discussed.

Abstract:This national study of child custody disputes within the context of child protection investigations confirms and reinforces the perception in the field that child custody disputes are more likely to reopen for investigations, include higher rates of malicious referrals and involve a higher proportion of children with emotional and functioning issues compared to non-custody-related investigations. Future research might consider the reasons for these higher rates so to improve the identification of these cases and to make more informed decisions about how best to respond to these families. The greatest contribution of this study is that it provides important new evidence to reinforce the need to prioritize child custody disputes within the context of child protection services given the unique challenges and opportunities for making well-informed case plan decisions.
Investigating the impact of Out-of-Home Care on early childhood development

Abstract:Background Early childhood development is influential for life course capability. Children exposed to child maltreatment and at high risk of harm may be removed for their safety, but the effect on child development is uncertain. Objectives To assess developmental vulnerability at school commencement across five developmental domains to ascertain whether removal of children with substantiated maltreatment to foster/kinship care is likely protective, or not, of developmental vulnerabilities. Methods The study drew on linked-data for a South Australian population birth cohort (2003 to 2014) N = 74,751. For children exposed to substantiated child maltreatment meeting study criteria ( N = 2011, mean age = 5.7 years, 50.7 % boys), the effect of placement in foster/kinship care ( N = 666) on developmental vulnerability was explored using generalized linear models, adjusted for child and family covariates, maltreatment severity and propensity score. Results Children placed in care had a reduced risk of developmental vulnerability on the Physical Health and Wellbeing (aRR = 0.73 [0.64, 0.84]), Language and Cognitive Skills (school based) (aRR = 0.79 [0.68, 0.92]), and Communication Skills and General Knowledge (aRR = 0.81 [0.70, 0.94]) domains, compared to children who were not removed. However, these children had increased risk of vulnerability on Social Competence (aRR = 1.14 [1.01, 1.29]) and Emotional Maturity (aRR = 1.20 [1.05, 1.37]) domains. Conclusions These findings suggest placement in out-of-home care supported physical health and wellbeing, communication and cognitive but not social and emotional early childhood development. These results highlighting the need for professional therapeutic support for children in care and better attending to the physical development, communication and cognitive skills in maltreated children remaining at home.

Abstract:Background: There is inconsistent evidence regarding the effect of birth parent substance use on developmental outcomes for children placed into out-of-home-care (OOHC). Objective: This study aims to examine how parental substance use affects outcomes of Australian children in out-of-home care, adjusting for key demographic, social and system factors. Participants and setting: Four waves of survey data were collected for children and young people who agreed to participate in the Pathways of Care Longitudinal Study (POCLS) between 2011 and 2018. The study sample included 1,506 children and young people (792 with a history of parental substance misuse) aged 9 months to 17 years who participated in at least one wave of the POCLS and had linked administrative data from the Department of Communities and Justice (DCJ), NSW, Australia. Methods: Multilevel longitudinal models were used to analyse the relationship of child developmental outcomes (physical health, socio-emotional wellbeing, and verbal and non-verbal cognitive ability) with parental substance misuse in their child protection history. Each model included adjustments for child demographics, family socio-economic status, child protection system factors and the unbalanced panel. Results: Children in OOHC with a history of parental substance misuse were more likely to be in the typical range for verbal cognitive development compared to those in OOHC without this history. In addition, younger (9 months to 5 years) children with a record of parental substance misuse exhibited significantly more typical fine and gross motor skill development than those without this history. Conclusions: Concerns that children in OOHC with a history of parental substance misuse may be more affected with regards to early-stage physical development, and later verbal cognitive development than those without this history in OOHC, may not be justified.

Abstract:Justice-involved youth experience high rates of adverse childhood experiences (ACEs), placing them in great need of behavioral health treatment and risk for continued justice involvement. Policymakers, government agencies, and professionals working with justice-involved youth have called for trauma-informed juvenile justice reform. Yet, there is currently no available review of the literature on ACEs and their impact on justice-involved youths' psychological, legal, and related (e.g., academic) outcomes to rigorously guide such reform efforts. The current systematic scoping review synthesizes existing literature related to the impact of ACEs on justice-involved youth and offers recommendations for data-driven intervention along the Sequential Intercept Model, which describes five different points of justice system contact (i.e., first arrest, court diversion, detention, and community supervision) in which there is opportunity to intervene and improve youth behavioral health, legal, and associated outcomes. Eight unique studies were included in 40 articles examining ACEs among justice-involved youth; 38% were longitudinal or prospective analyses and none were intervention studies. Studies included delinquency (e.g., recidivism; n = 5), psychiatric (n = 4), substance use (n = 3), and other (n = 2; e.g., academic, pregnancy) outcomes, documenting high prevalence of ACEs and significant associations between ACEs and a variety of outcomes. Implications for clinical services (e.g., targeting youth dysregulation and aggression), agency context (e.g., training police officers in trauma-responsive practices), and system-level changes (e.g., intervening at the time of first ACE documentation such as parent's arrest) are discussed. Abstract:Developmental Dysplasia of the Hip (DDH) captures a range of hip disorders which requires early identification and management and as such is a significant public health and primary care issue. The incidence of late diagnosis is higher in Ireland that other countries. Hip ultrasound is not widely practiced in Ireland. After birth, Public Health Nurses (PHNs) practitioners in Ireland may be the first health professional to be alerted to a missed case of DDH. The aim of this paper is to use a case study to illustrate the complexities of public health nursing practice with parents to screen, intervene and manage DDH. The paper highlights the way in which PHNs fulfil their public health role by implementing interventions, at the level of individuals, communities and systems, to address public health issues, informed by the Public Health intervention Wheel (The Wheel). Implications for education and practice are also discussed.

Abstract:17 The Infectious Diseases and Immunization Committee of the Canadian Paediatric Society (CPS) regularly reviews the recommendations of Health Canada’s National Advisory Committee on Immunization (NACI) for the routine immunization of infants, children and adolescents. It also reviews the provincial and territorial immunization protocols. Discrepancies between what the NACI recommends and what each province and territory makes available for children and youth has been highlighted previously by members of this committee and the CPS (1-5). This note provides an update for physicians and other health care professionals on changes related to NACI recommendations (Table 1) and to the provision of vaccines by each province and territory in Canada (Table 2) (6-12). The committee again makes a plea that all infants, children and adolescents in Canada have equal access to all NACI recommended vaccines for routine use, and that a harmonized national schedule be developed. Living in a ‘have not’ region should not dictate whether a child or youth has access to a ‘routine’ NACI recommended vaccine, nor should a move from one jurisdiction to another put a child or youth at increased risk for missing a vaccine because of regional variations in vaccine schedules. As of fall 2003, the four ‘newer’ NACI recommended vaccines (varicella [9], meningococcal conjugate [10], pneumococcal conjugate [11] and adolescent pertussis [12] vaccines) were added or will be added to the schedules in some provinces and territories, albeit in many instances only for high-risk children. Table 3 summarizes these ‘newer’ vaccine additions by province and territory. As can be seen, none of the provinces or territories has a program for all of the ‘newer’ vaccines. Alberta comes closest, but does not yet fund adolescent and adult pertussis vaccines. In one territory (Yukon) and one province (Manitoba), three of the four ‘newer’ vaccines (varicella, meningococcal conjugate and pneumococcal conjugate vaccines) have not been added for routine use, although consideration is being given in Manitoba to add these for those at high risk of disease or complications. Considering that the NACI recommended the varicella vaccine for routine use in infants and children in 1999 (9), it is disconcerting that by 2003 only five of the 13 provinces and territories had implemented a routine use program, particularly since the available refrigerator stable product simplifies storage and delivery issues (13). While the NACI recommendation for adolescent and adult pertussis vaccine is relatively new (September 2003 [12]), it is heartening to see that, as of November 2003, seven of the 13 provinces and territories have included this vaccine in the routine adolescent vaccination schedule. Abstract:Exposure to childhood adversity has been associated with a greater risk for engaging in offending behaviour. Despite this, investigation of the early experiences of incarcerated people, particularly males, remains limited. Based on the adverse childhood experiences (ACEs) framework, this review explored the prevalence of 10 early adverse events in males detained to prison. Articles were systematically searched from seven databases, and reference lists. Fifty papers ( N = 48,648) were included, primarily from western countries (86%, k = 43). Pooled prevalence estimates were calculated utilising random effect models. Heterogeneity was assessed using I 2 statistics. Experiences of sexual abuse were the most frequently studied ACE (80%), yet obtained the lowest prevalence estimates (12%, 95% CI 8–16%). Highest estimates were attained for emotional neglect (38%, 95% CI 28–50%), intimate partner violence (36%, 95% CI 28–44%) and parental separation (36%, 95% CI 24–52%), which were among the least frequently explored (11.8%–31.4%). High heterogeneity was apparent for all ACEs, and not accounted for by country of study. Results indicate early trauma to be pervasive in the lives of incarcerated males, though biases in the evidence may underestimate the true prevalence and nature of ACEs experienced. Further examination of direct maltreatment and household adversities, by multiple intersections, is needed.

Abstract:To guide prevention and intervention efforts, the prevalence and impact of child sexual abuse (CSA) victimization among detained and incarcerated populations requires further examination, particularly with consideration of multi-type maltreatment experiences and sex-based variations. This longitudinal population-based study explores these relationships in an Australian birth cohort comprising all individuals born in Queensland in 1983 and 1984 ( n = 82,409; 48.68% female). Data include all notified and substantiated harm(s) from child protection services (0 to 17 years), and sentences to youth detention and/or adult incarceration between ages 10 and 30. Findings indicate greater prevalence of CSA amongst detained/incarcerated individuals compared to the general population but emphasize the impact of cooccurring maltreatment (particularly neglect) on the likelihood of custodial outcomes. Important sex-based differences were noted in the intersection of CSA victimization and detention/incarceration. Findings reinforce the need for trauma-informed practices when working with custodial populations, particularly females, and highlight opportunities for prevention of detention/incarceration in at-risk populations, in line with a broader public health approach to child protection.

Abstract:Abstract With 20-27,000 children in Scotland experiencing a parent’s imprisonment and many more their parent’s involvement in the wider criminal justice system, it is vital that children’s needs and preferences are understood and acted upon. Parental imprisonment or involvement with the justice system short of imprisonment is a cause of deleterious chronic stress and adverse childhood experience. This 18-month participative study in Scotland was designed to establish the problems of having a parent involved in the criminal justice system and to co-produce solutions with affected families. The experiences of 14 children and young people were elicited through interviews (supplemented with input from parents and professionals), followed by a family consultation event. Schools elicited complex relationships of both stress and threat, an outlet, and a means for positive achievement despite the stressors. Schools need proactively to identify children who are struggling emotionally and to provide sensitive, discreet support. Children felt victimised by authorities and the community, experiencing devastating family disruption and loss of childhood. Community-based interventions could educate others about the impact on children of victimisation. Young people emphasised the need to humanise their experience from point-of-arrest to years after release. They sought more child-friendly prison visiting, physical contact, and meaningful activity with their parent. Parents wanted the development of parent-to-parent and young people-led support groups. A means to signpost affected families to self-support groups is needed. A model of symbiotic harm is used to offer theoretical context to the findings.

Abstract:The abuse of animals is evident in different contexts. This article takes two discrete bodies of literature: threats and actual harm to animals in the context of domestic abuse and sex offending in the context of animal abuse. The reviews focus on the implications for risk assessment and risk management and explore the following questions: What is the international evidence base for threats or violence towards animals, with a specific focus on risk assessment, in the context of domestic abuse? What is the international evidence base for threats or violence towards animals, with a specific focus on risk assessment, in the context of sex offending? What similarities and differences are evident in the approaches in the two bodies of literature? A scoping review methodology was applied to the two bodies of animal abuse literature. The domestic abuse literature elicited 27 studies for full inclusion, while the sex-offending literature examined 15 papers. A broad analysis of the literature was taken to understand the implications for risk assessment and risk management. In the context of risk assessment, the literature indicates that threats or harm towards animals, including the sex abuse of animals, has the potential to be used in four ways: (1) animal abuse as an indicator of domestic abuse; (2) childhood animal abuse as a signal of other problems within a household; (3) animal abuse as an indicator of more severe domestic abuse; and (4) the inclusion of pet abuse as a unique form of domestic abuse. The comparison of the literature on animal abuse and animal sex abuse highlighted not only different approaches theoretically and methodologically but also important similarities. Both literature highlighted gaps in risk assessment, risk management, and the lack of identification and training in this neglected area of the service system prevention and response.
