Abstract:Urbanization is one of the main factors altering hydrological processes. To understand the influence of urbanization on flood characteristics including runoff, inundation and streamflow, it is essential to quantify the level of urbanization and analyze the corresponding impacts on flood. This study proposed an integrated and systematic framework to assess how urbanization affects flood characteristics in Hangzhou, China. Land use changes in 2000–2020 representing the level of urbanization were extracted from Landsat images with an ensemble machine learning method and future scenarios were designed with Patch-generating Land Use Simulation (PLUS). The runoff, inundation and streamflow under 24 h design rainfall with 100 year return period were assessed using the integrated hydrologic-hydraulic model for land use of different years. Finally, the relationship between land use changes and flood characteristics were identified and analyzed. It was found that the study area underwent a rapid urbanization process with artificial surface increasing from 6.93

Abstract:Spatial pattern of urban land plays a significant role in the occurrence of pluvial floods. While landscape metrics have been widely used to reflect land use spatial patterns, the association between the morphological spatial pattern of urban land and pluvial floods is much less understood. Unlike landscape metrics, morphological spatial pattern analysis could discover more spatial information on the formation and layout of land use. To fill such knowledge gap, this research evaluated whether the morphological characteristics of urban land matter to pluvial floods based on machine learning techniques. Pearson's correlation test and random forest algorithm were employed to discover the linear and non-linear associations between the density of flood hotspots and a set of underlying influencing factors, respectively. A case study in a low-lying coastal city has highlighted the strong influence of land use morphological characteristics on pluvial floods with baseline influencing factors considered. The density of flood hotspots was positively associated with the core, loop, edge, and bridge of urban land at sub-watershed level, but negatively associated with islet urban land. While it is unfeasible to restrain rapid urban sprawl and population growth in many developing countries, this research could give specific guidance for upgrading the morphological spatial pattern of urban land. A proper design of key morphological elements may overcome the negative influence of urban expansion on pluvial floods. These findings could help urban planners and policy makers to highlight the importance of land use morphological spatial patterns.

Abstract:An effective urban drainage system (UDS) is crucial for solving urban flooding problems, motivating plenty of studies to design, build and rehabilitate UDSs. However, the existing design and analysis methods usually assume a uniformly spatial distribution of rainfall intensity throughout an urban catchment, while there is an observably spatial variation of rainfall intensity (SVRI) in most practical systems, especially for short-duration storms and/or large-scale catchments. The assumption ignoring SVRI might fully or partially underestimate the runoffs locally and thus increase the partial flooding risks for the UDS designed under uniformly spatial rainfall distribution. To address this issue, this paper proposes an improved framework with two spatially variable rainfall models (SVRMs) to evaluate the impacts of SVRI on urban flooding. In this proposed framework, four aspects of improvements have been implemented: (i) both SVRMs are derived from the spatially uniform hyetographs to ensure the same total precipitation volume; (ii) both SVRMs utilize the density function of truncated two-dimensional Gaussian distribution to approximate the pattern of SVRI; (iii) different characteristics of SVRI are quantified in these two SVRMs respectively, and (iv) the Monte Carlo method is adopted to implement the uncertainty of rainfall intensity in SVRMs. Besides, two real-world UDSs of different configurations and scales are used to demonstrate the effectiveness of the developed framework. The application results show that the SVRI could significantly aggravate urban flooding risk including flooding duration and volume, and the impact patterns may vary with the characteristics of UDSs. The results and findings of this study also indicate the importance of taking SVRI into consideration in UDS design and flooding assessment practice.

Abstract:Diversified urban forms resulting from urbanization is a pivotal factor influencing urban pluvial flooding. A systematic analysis of the influence of urban forms on the surface flow of urban pluvial flooding was conducted. We obtained 1,000 sets of 1 km x 1 km urban form data that met quality control requirements using a random slicing method, based on actual urban underlying surface data, with nine spatial characteristic parameters used to tabulate the urban forms. A two-dimensional hydrodynamic model was employed to simulate the surface flow of the urban flood inundation. Scenario simulations and analyses were conducted for three slopes (1, 2, and 3 %) and three rainfall scenarios (with return periods of 5, 20, and 100 yr). The results showcased that, in different scenarios, the urban forms had some impact on urban flow variables and their processes, although the impact patterns were relatively complex. Regarding the process of urban flow variables, the urban forms affected the rate of decline in flood variables during the descending stage. The correlation analysis highlighted that road density, road area proportion, spread contact among various patch types, and uniformity across patches have important impacts on the maximum flood volume and maximum inundated area. The research results could help deepen our understanding of the formation mechanisms of urban pluvial flooding, flood-sensitive urban design, and flood risk management.

Abstract:In urban areas, the impacts of flash floods can be very severe as these regions are generally densely populated and contain vital infrastructure. Parts of the UK have been particularly prone to serious urban flooding in recent years, such as Boscastle in 2004. Due to climate change, the occurrence of urban flooding is predicted to increase in the future, which is likely to lead to increasing flood risk to people and property in urban areas. It is therefore appropriate to estimate potential flood risk to people and property for improved flood risk management. This paper outlines an integrated numerical model for estimating flood risk in urban areas. The model includes a module for predicting the two-dimensional hydrodynamic characteristics of urban floods and a new module for predicting the flood risk to people (both children and adults) and property (including vehicles and buildings). The hydrodynamic module of this model was verified against laboratory experimental data and real flood tracks in urban areas. The integrated model was also applied to predict the flood risk to people and property for the Boscastle 2004 floods, with different recurrence frequencies. The developed integrated model can be used to predict the potential flood risk to people and property in urban areas and such predictions can be used as a rough assessment in improving flood risk management.

Abstract:In recent years, urban flooding has emerged as a major challenge, with land cover change identified as a key contributing factor. This study investigates the sensitivity of urban flooding risk to land cover changes. Seven urban land cover maps from different years and five different rainfall events, were selected as the examples. Based on hydrodynamic model simulations, this study analyzed the relationship between the total area of urban flooding and the proportion of ponding depths across various depth intervals and the land cover change. The study region was divided into 41 sub-areas based on road classifications and building clusters. The urban flood risk considering the aggregation of urban flooding, maximum ponding depth, the extent of the ponded area, and the average ponding depth was quantified within these sub-regions. Additionally, ten characteristic points were extracted from two sub-area with significant risk changes to analyze the logic of urban flooding risk evolution under land use change. The results indicate that: (1) There is a positive correlation between the total area of urban flooding and the proportion of high ponding depths and increasing impervious surfaces. (2) Urbanization significantly increases urban flooding risk, with 28 out of 41 areas experiencing heightened risk, including 6 sub-areas with risk increases exceeding 100%. (3) When the rainfall event changes from a 20-year to a 100-year return period, the maximum ponding depth in cropland stabilizes compared to impervious surfaces. Conversion of cropland to impervious surfaces accelerates increases in ponding depth and can lead to higher maximum ponding depths.

Responses of urban flood processes to local land use using a high-resolution numeric model

Abstract:Rapid increase of urban impervious surface, resulting from unplanned urban sprawl, leads to the frequent occurrence of urban flood disasters caused by abnormal precipitation in flood season. In this work, a coupled urban rain flood model and normal pipe network model is employed to simulate the city inundation and pipe network hydrodynamics under different local land use types. The results shows that the peak surface inundation and pipe network outlet flow after transformation were 4.36%–42.43% and 0.01%–1.34% higher than those before transformation for P ≤ 20, and its corresponding values reached 1.24%–5.59% and 27.26%–35.21% for P > 20. The change in land use types in local areas significantly impacted inundation of the whole surface under normal rainfall (P < 20), which was also verified by the water recession coefficient. In addition, land use transformation slightly affected urban inundation for P ≥ 100, which indicates that low-impact development facilities were almost ineffective in addressing inundation under extreme rainfall. A significant impact on the pipe network discharge was observed under the high rainfall return period (P ≥ 20). The recession coefficient obtained via coupled model simulations can be effectively applied in the urban flood recession process.

Abstract:In recent years, the study of urban floods has gained significant importance due to the impacts of climate change and rapid urbanization. A crucial task in accurately reproducing real-world urban flood events lies in enhancing the modeling capability to incorporate the entry of floodwaters into buildings through openings. This study presents a validated two-dimensional (2D) model based on the Shallow Water Equations (SWEs) to extend the numerical simulations beyond the analysis of water entering a single building to a cluster of buildings. The results confirm the feasibility of incorporating floodwater entering buildings processes in future urban flood simulations, thereby enhancing the realism of the outcomes. Moreover, this research delves into the characteristics of water depth and flow patterns not only on the streets but also inside the buildings. The investigation reveals that building openings play a vital role in the transportation and redistribution of floodwaters within the street network. Furthermore, variations in the rates of water level rise and recession inside buildings are observed, highlighting the influence of opening configurations and building locations. Additionally, a dynamic assessment of pedestrian risk throughout the flood duration is conducted, providing valuable insights and recommendations for disaster prevention and mitigation strategies during urban flood events. It serves as a valuable resource for urban planners and policymakers involved in the development of resilient cities in the face of increasing urban flood challenges.

Abstract:Urbanization and climate change are contributing to severe flooding globally, damaging infrastructure, disrupting economies, and undermining human well-being. Approaches to make cities more resilient to floods are emerging, notably with the design of flood-resilient structures, but relatively little is known about the role of urban form and its complexity in the concentration of flooding. We leverage statistical mechanics to reduce the complexity of urban flooding and develop a mean-flow theory that relates flood hazards to urban form characterized by the ground slope, urban porosity, and the Mermin order parameter which measures symmetry in building arrangements. The mean-flow theory presents a dimensionless flood depth that scales linearly with the urban porosity and the order parameter, with different scaling for disordered square- and hexagon-like forms. A universal scaling is obtained by introducing an effective mean chord length representative of the unobstructed downslope travel distance for flood water, yielding an analytical model for neighborhood-scale flood hazards globally. The proposed mean-flow theory is applied to probe city-to-city variations in flood hazards, and shows promising results linking recorded flood losses to urban form and observed rainfall extremes.

Abstract:<p>Urban pluvial flooding has become a common threat for urban areas. Intensified rainfall, increasing imperviousness, and insufficient drainage capacity contribute to the increase of pluvial flood risk. The strategy of risk mitigation relies on the understanding of these controlling factors of urban pluvial flooding. However, spatial heterogeneity of the impacts of controlling factors has received limited attention. This study analyzes how topography, rainfall, impervious surfaces affect urban pluvial flooding and how the effects vary in space. A case study in the city of Cincinnati, US based on four storm events in recent years is conducted. The impact of topography is measured by a depression-based empirical parameter, Topographic Control Index (TCI), which is generated based on depression ponding volume, contributing area, and upstream slope. Rainfall depth estimated from kriging interpolation method is used to measure how the rainfall affect the urban pluvial flooding. The impervious area ratio of the contributing area of each depression as well as that of observed flooded locations are calculated to analyze the influence of impervious area. The results showed that TCI value and rainfall intensity are spatially correlated with the presence of flooded locations, and flooded locations can be classified into two types: rainfall control or topography control. The imperviousness of land surface does not show a significant correlation with pluvial flood due to the relatively small spatial variation of impervious area in a well-developed city. The framework in this study could identify the spatial distribution of dominant controlling factors for pluvial flooding, which is critical for the effective planning of mitigation measures.</p>

Abstract:Abstract Urbanization increases regional impervious surface area, which generally reduces hydrologic response time and therefore increases flood risk. The objective of this work is to investigate the sensitivities of urban flooding to urban land growth through simulation of flood flows under different urbanization conditions and during different flooding stages. A sub-watershed in Toronto, Canada, with urban land conversion was selected as a test site for this study. In order to investigate the effects of urbanization on changes in urban flood risk, land use maps from six different years (1966, 1971, 1976, 1981, 1986, and 2000) and of six simulated land use scenarios (0%, 20%, 40%, 60, 80%, and 100% impervious surface area percentages) were input into coupled hydrologic and hydraulic models. The results show that urbanization creates higher surface runoff and river discharge rates and shortened times to achieve the peak runoff and discharge. Areas influenced by flash flood and floodplain increases due to urbanization are related not only to overall impervious surface area percentage but also to the spatial distribution of impervious surface coverage. With similar average impervious surface area percentage, land use with spatial variation may aggravate flash flood conditions more intensely compared to spatially uniform land use distribution.

Modelling urban flooding integrated with flow and sediment transport in drainage networks

Abstract:Drainage networks play an essential role in mitigating urban flooding, which, nevertheless, are prone to suffer sediment deposits. To date, however, the effects of sediments in drainage networks on urban flooding remain poorly understood. Here an integrated model is proposed for urban flooding. It is composed of a hydrological module for surface runoff integrated with a one-dimensional hydro-sediment-morphodynamic module for coupled open-channel or pressurized flow and sediment transport in drainage networks. The governing equations are solved synchronously using a well-balanced finite volume method. The model is tested against two laboratory cases involving mixed flow and sediment transport in pipes, and the results agree well with observed data. A new residential area with virtually pervious surface and an established urban area with essentially impervious surfaces are studied using the present model to unravel how sediments in drainage networks affect urban flooding under different extreme rainfall and sediment scenarios. The results reveal that sediments alter the discharge hydrographs in the drainage networks to distinct extents under different storm return periods. As far as the present computational cases are concerned, when a third of the pipe diameter is occupied by sediment deposits, the peak pipeline flow discharge decreases by up to 25 %. Accordingly, the surface inundation depth increases by up to 18 %, and the inundation area expands by up to 12 %, characterizing a considerably higher flooding risk. The present findings provide insight into the influences of sediment transport in drainage networks on urban flooding.

Influence of Terrain Factors on Urban Pluvial Flooding Characteristics: A Case Study of a Small Watershed in Guangzhou, China

Abstract:Urban roads in China, particularly low-lying areas such as underpasses, tunnels, and culverts, are highly vulnerable to the dangers of urban pluvial flooding. We used spatial interpolation methods and limited measured data to assign elevation values to the road surface. The road network was divided into tiny squares, enabling us to calculate each square’s elevation, slope, and curvature. Statistical analysis was then employed to evaluate the impact of terrain on flood characteristics in urban road systems. Our analysis reveals a strong spatial correspondence between the distribution of flood-prone points and the curvature parameters of the terrain. The spatial coincidence rate can reach 100% when an appropriate sampling scale is chosen. The presence of depressions is necessary but insufficient for forming flood-prone points. In lowland/gentle slope (LL/GS) areas with higher drainage pressure, we observe a significant negative correlation between flood-prone points and terrain curvature (Spearman’s r = 0.205, p < 0.01). However, in highland/steep slope (HL/SS) areas, we find no significant correlation between them. Notably, terrain matters, but effective drainage is more influential in flood-prone areas. The maximum flood depth (MFD), submerged area, and ponding volume during urban pluvial flooding are constrained by depression topography, while the characteristics of the upstream catchment area also play a role in determining the MFD and flood peak lag time(FPLT). Larger upstream catchment areas and longer flow paths normally result in greater MFD and longer emergency response times/FPLT. Additionally, a higher flow path gradient will directly contribute to an increased flood risk (greater MFD and shorter FPLT). These findings have important implications for flood risk identification and the development of effective flood mitigation strategies.
2D and 3D Computational Modeling of Surface Flooding in Urbanized Floodplains: Modeling Performance for Various Building Layouts

Abstract:Understanding the strengths and limitations of the modeling capacity of surface flooding in urbanized floodplains is of utmost importance as such events are becoming increasingly frequent and extreme. In this study, we assess two computational models against laboratory observations of surface urban flooding in a reduced‐scale physical model of idealized urban districts. Four urban layouts were considered, involving each three inlets and three outlets as well as a combination of three‐ and four‐branch crossroads together with open spaces. The first model (2D) solves the shallow‐water equations while the second one (3D) solves the Reynolds‐averaged Navier‐Stokes equations. Both models accurately predict the flow depths in the inlet branches. For the discharge partition between the outlets, deviations between the computations and laboratory observations remain close to the experimental uncertainties (maximum 2.5 percent‐points). The velocity fields computed in 3D generally match the measured surface velocity fields. In urban layouts involving mostly a network of streets, the depth‐averaged velocity fields computed by the 2D model agree remarkably well with those of the 3D model, with differences not exceeding 10%, despite the presence of helicoidal flow (revealed by the 3D computations). In configurations with large open areas, the 3D model captures generally well the trajectory and velocity distribution of main surface flow jet and recirculations; but the 2D model does not perform as well as it does in relatively channelized flow regions. Visual inspection of the jet trajectories computed by the 2D model in large open areas reveals that they substantially deviate from the observations.

Abstract:In the context of global climate change and urbanization, urban flooding is an important type of natural disaster that affects urban development, especially in China, which is experiencing rapid urbanization. In the past 10 years, urban flooding events have caused huge disaster losses in Chinese cities. This has resulted in significant negative effects on the urban infrastructure, socioeconomic systems, and urban residents, thus causing widespread concern. Studies have confirmed the change in extreme rainstorms is due to the changing environments in many cities globally Conducting studies on the impact of these rainstorms with different characteristics for urban flooding is valuable for coping with unfavorable situations In addition, numerical simulations provide an economical and viable means to perform these studies. This paper presents a numerical model of Xiamen Island in China. Simulations were conducted for 12 design rainstorm events with different return periods, rain patterns, and durations. The results indicate that, in the case of an equal rainfall amount, the rainfall intensity is the key factor that affects the inundated area, depth, and damages. However, the rainfall intensity is not the only determining factor; the rainfall pattern also affects the inundations. In regard to the rainfall pattern, a higher rainfall peak coefficient usually leads to severe urban inundation and damage. As a result, the lag time would be shorter, which may further exacerbate the impact of urban flood disasters. The results of this study provide insights into managing flood risks, developing urban flood prevention strategies, and designing flood prevention measures.

Evaluating the effect of building patterns on urban flooding based on a boosted regression tree: A case study of Beijing, China

Abstract:Landscape composition and configuration were the most important influencing factors determining urban flooding, with a total relative contribution of 67.23%. Building metrics had a certain impact on urban flooding, and the sum of the relative contribution reached 21.03%. An enhancement effect existed between building metrics, especially the building congestion degree and building density. Rapid urbanization and global climate change are likely to exacerbate urban flooding intensity, frequency and uncertainty. Thus, it is fundamental and crucial to investigate the dominant influencing factors for the mitigation of urban flooding. However, knowledge about the influence of building patterns on urban flooding remains limited. Taking Beijing, a typical megacity, as a case study area, we quantified the importance of building patterns and their interaction effect at the subwatershed scale using the boosted regression tree and geographical detector model. The results indicated that (1) the landscape shape index, slope, green space ratio and waterbody ratio were the most important influencing factors determining urban flooding, with a total relative contribution of 67.23%; (2) building metrics had a certain impact on urban flooding, and the sum of the relative contribution reached 21.03%; (3) the landscape shape index, slope, and green space ratio exhibited a combination of negative and positive correlations with urban flooding density; and (4) an enhancement effect existed between building metrics, especially the building congestion degree and building density. These findings provide quantitative insights on rational urban morphology planning which could be applied to improve stormwater management and promote urban sustainability in megacities.

Characterizing spatial variations in flooding susceptibility and elucidating its driving factors are essential for preventing damages from urban pluvial flooding. However, conventional methods, limited by spatial heterogeneity and the intricate mechanisms of urban flooding, frequently demonstrated a deficiency in precision when assessing flooding susceptibility in dense urban areas. Therefore, this study proposed a novel framework for an integrated assessment of urban flood susceptibility, based on a comprehensive cascade modeling chain consisting of XGBoost, SHapley Additive exPlanations (SHAP), and Partial Dependence Plots (PDP) in combination with K-means. It aimed to recognize the specific influence of urban morphology and the spatial patterns of flooding risk agglomeration under different rainfall scenarios in high-density urban areas. The XGBoost model demonstrated enhanced accuracy and robustness relative to other three benchmark models: RF, SVR, and BPDNN. This superiority was effectively validated during both training and independent testing in Shenzhen. The results indicated that urban 3D morphology characteristics were the dominant factors for waterlogging magnitude, which occupied 46.02 % of relative contribution. Through PDP analysis, multi-staged trends highlighted critical thresholds and interactions between significant indicators like building congestion degree (BCD) and floor area ratio (FAR). Specifically, optimal intervals like BCD between 0 and 0.075 coupled with FAR values between 0.5 and 1 have the potential to substantially mitigate flooding risks. These findings emphasize the need for strategic building configuration within urban planning frameworks. In terms of the spatial-temporal assessment, a significant aggregation effect of high-risk areas that prone to prolonged duration or high-intensity rainfall scenarios emerged in the old urban districts. The approach in the present study provides quantitative insights into waterlogging adaptation strategies for sustainable urban planning and design.
The Impact of Underground Structures on Urban Flood Models

Abstract:Owing to climate change, heavy rainfall events have increased in recent years, often resulting in urban flooding. Urban flood models usually consider buildings to be closed obstacles, which is not the case in reality. To address this research gap, an existing 1D/2D model was extended with underground structures. The underground structures were located using site visits, Google Earth, and information provided by the city administration. Control strategies were used to represent partially open doors or tilted windows. The model was simulated with three measured rainfall events in three different scenarios. Scenarios with underground structures resulted in small storage volumes in the structures and a slightly less flooded area on the surface. The assumptions made were analysed using sensitivity analysis. Varying the number and location of underground structures resulted in small variations in the stored volume and surface flood volume. The sensitivity analysis also showed that the thresholds for height and velocity had a large impact, whereas the opening percentage did not influence the number of buildings affected. The conclusion of the study is that the inclusion of underground structures has little effect on the predicted flooded areas but can be useful in quantifying the water depth in potentially vulnerable buildings.

FloodGenome: Interpretable Machine Learning for Decoding Features Shaping Property Flood Risk Predisposition in Cities

Abstract:Understanding the fundamental characteristics that shape the inherent flood risk disposition of urban areas is critical for integrated urban design strategies for flood risk reduction. Flood risk disposition specifies an inherent and event-independent magnitude of property flood risk and measures the extent to which urban areas are susceptible to property damage if exposed to a weather hazard. This study presents FloodGenome as an interpretable machine learning model for evaluation of the extent to which various hydrological, topographic, and built-environment features and their interactions shape flood risk disposition in urban areas. Using flood damage claims data from the U.S. National Flood Insurance Program covering the period 2003 through 2023 across four metropolitan statistical areas (MSAs), the analysis computes building damage ratios and flood claim counts by employing k-means clustering for classifying census block groups (CBGs) into distinct property flood risk disposition levels. Then a random forest model is created to specify property flood risk levels of CBGs based on various intertwined hydrological, topographic, and built-environment features. The model transferability analysis results show consistent performance across MSAs, revealing the universality of underlying features that shape city property flood risks. The FloodGenome model is then used to:(1) evaluate the extent to which future urban development would exacerbate flood risk disposition of urban areas; and (2) specify property flood risk levels at finer spatial resolution providing critical insights for flood risk management processes. The FloodGenome model and the findings provide novel tools and insights for improving the characterization and understanding of intertwined features that shape flood risk profiles of cities.

Abstract:Climate change and rapid urbanisation have intensified urban flooding. Flood models constructed using hydrological and hydrodynamic approaches are crucial tools for simulating and regulating urban flooding processes. Urban flooding arises from the interplay of various physical processes in urban water systems, influenced by heterogeneous urban surfaces, underground structures, and intricate river networks influencing surface flow, which must be considered in flood models. For coastal cities with intricate drainage systems, the disasters of combined rainstorms and tidal flooding can be mitigated through river scheduling and real-time control of hydraulic structures. However, a lack of research on the effectiveness of flood regulations limits the application of flood models. This study proposes a flood modelling approach oriented towards the coupling of multiphysics processes, achieving a comprehensive simulation and regulation of the flood process. A surface flood control model was created by coupling hydrological and hydrodynamic processes using the Storm Water Management Model and the orthogonal storage cell model, enabled by data exchange synchronisation technology. Subsequently, the model's accuracy was validated using observed rainstorm events, identifying drainage system overflows and land surface inundation. Finally, the developed model was applied to analyse the enhancing effect of tides on rainstorm-induced flooding and the impact of various control scenarios. This study offers theoretical direction for large-scale urban flood modelling and model development, offering significant references for revisiting urban planning and formulating flood prevention strategies under the joint impact of rainstorms and tides.
