Abstract:Green fiscal policy has emerged as a crucial tool for promoting sustainable development in developing countries. The "National Comprehensive Demonstration City of Energy Conservation and Emission Reduction Fiscal Policy" (ECER fiscal policy) launched by the Chinese government in 2011 is a typical green fiscal policy, but its effect remains to be evaluated. This study measures the green total factor carbon efficiency (GTFCE) of Chinese cities from 2004 to 2019 and employs a time-varying difference-in-differences (DID) model to assess the causal effect of the ECER fiscal policy on GTFCE. The findings suggest that the ECER fiscal policy, combining financial incentives and environmental regulation attributes, can effectively enhance GTFCE in pilot cities. Mechanism analysis demonstrates that the low-carbon effect of the ECER fiscal policy is mainly through optimizing resource allocation and facilitating green innovation. Heterogeneity analysis further highlights the policy's amplified impact in cities with officials under 54 years old and higher environmental attention from local governments. These findings offer valuable insights for policymakers in developing countries regarding fiscal policy optimization in advancing carbon reduction.

Abstract:We aim to study the impact of green fiscal policy on enterprise green innovation by applying a time-varying difference-in-difference (DID) model, and treat the comprehensive demonstration city of fiscal policy for energy conservation and emission reduction (CPEE) in China as a quasi-natural experiment. The results show that the CPEE can significantly improve enterprise's green innovation performance of pilot area. This net policy effect is valid after a series of robustness tests to control for various potential confounding factors. Heterogeneity analysis reveals that the effect of CPEE is stronger for state-owned enterprises and enterprises in high energy consumption industries or industries with higher industrial concentration. In addition, the effect of CPEE is various among different categories of green patents, which is stronger for the types of alternative energy production category, waste management category, administrative supervision and design category. The mechanism test indicates that the CPEE can improve the green innovation performance by increasing enterprise' investment in research and development, promoting territorial industrial transformation and upgrading, and enhancing enterprise executives' environmental awareness. To achieve the carbon peaking and carbon neutrality goals, the green enabling role of fiscal reform pilot policy in transition economies and the applicability of localized policies should be excavated.

Green Public Finance and “Dual Control” of Carbon Emissions: New Evidence from China

Abstract:In response to the escalating global climate change, countries are progressively adopting green public finance as a crucial instrument for achieving carbon neutrality. This study considers energy conservation and emission reduction (ECER) in demonstration cities’ construction as a natural experiment and verifies the effect of green public finance on total carbon emissions (TCEs) and carbon emission intensity (CEI) by using a difference-in-differences (DID) model with the help of the panel data of 276 Chinese cities from 2006 to 2019. The empirical results indicate that (1) the ECER policy effectively reduces CEs in the demonstration cities, resulting in a reduction of TCEs by 13.13% and CEI by 12.90%; (2) the ECER policy can help optimize energy structure, accelerate green technology innovation, and improve energy efficiency, thus promoting “dual control” of CEs; and (3) the CE reduction effect of the ECER policy is stronger in western cities, southern cities, lower-administrative-level cities, and cities with weaker financial strength, which has a typical “supporting the weak” effect. Based on this, we conclude that green public finance is conducive to promoting “dual control” of CEs. Our conclusions not only enrich the theoretical research on green public finance but also provide governments with empirical evidence to implement more effective green public finance policies and expedite carbon neutrality.

Collaborative effect of the energy conservation and emission reduction fiscal policy in China

Abstract:Government-led national comprehensive demonstration cities for Energy Conservation and Emission Reduction Fiscal Policy (ECERFP) are pivotal for China in addressing environmental governance. Using a panel dataset covering 278 Chinese cities from 2003 to 2019, this study adopts the staggered difference-in-differences (DID) approach to investigate the synergistic impacts of ECERFP on pollution and carbon reduction. The findings indicate that ECERFP contributes to a 3% improvement in pollution reduction performance, a 1.5% enhancement in carbon reduction performance, and a 4% overall increase in combined pollution and carbon reduction efforts. Furthermore, the study examines the heterogeneous effects of ECERFP on environmental performance. ECERFP significantly influences the synergistic efforts in pollution and carbon reduction by fostering green innovation, enhancing energy allocation, and optimizing industrial structures. This study both theoretically and empirically outlines the specific pathways and mechanisms through which "incentive-based" green fiscal policy promotes synergistic pollution and carbon reduction, thus providing a pragmatic foundation for enhancing the role of fiscal policy in environmental governance.
Does the green finance reform and innovation experimental zone policy reduce carbon emission intensity? Evidence from Chinese cities

Abstract:The reduction of carbon emission intensity cannot be achieved without policy support, of which green financial policy is a major component. The main aim of this study is to discuss the causality between the green finance reform and innovation (GFRI) experimental zone policy and the intensity of carbon emissions in China. Using data from 265 Chinese cities from 2005 to 2021, this study applies a time-varying difference-in-differences (DID) model to assess the effect of the GFRI experimental zone policy on the intensity of carbon emissions. The heterogeneity of impacts and the parallel-serial mediation effect of this experimental zone policy are discussed further. The following main findings are obtained. (1) The GFRI experimental zone policy dramatically reduces carbon emission intensity, and this effect is more prominent in cities with large sizes of credit and bond finance. (2) After considering the heterogeneity of government environmental concerns and fiscal pressures, this study reveals that the effect of the GFRI experimental zone policy on reducing carbon emission intensity is weaker in cities with high numbers of environmental protection penalties and fiscal pressures. As the number of environmental penalties and fiscal pressures increases, the effect of the GFRI experimental zone policy on reducing carbon emission intensity decreases; that is, the phenomenon of environmental protection paradoxes and policy conflicts has emerged. (3) Increasing financing for green projects and decreasing the energy intensity of the industry are the primary mediating channels for GFRI experimental zone policy to reduce carbon emission intensity, but the mediating channels for boosting green innovation and promoting energy structure adjustment are not prominent. Moreover, the total effect of the GFRI experimental zone policy on reducing carbon emission intensity is 72% direct and more than 20% indirect. This study concludes that in regions with high fiscal pressure, governments should rely more on green finance to decrease carbon emission intensity. Meanwhile, a green finance policy must be more supportive of zero-carbon energy production and reduce direct environmental penalties to decrease carbon emission intensity in the future.

Abstract:In the crucial phase of high-quality economic growth, green finance is essential for directing capital to green industries and optimizing the quality of economic growth. Academics in China have paid a great deal of attention to green finance because it is a crucial government policy for advancing the development of an ecological civilization. This document examines the Chinese State Council's implementation of the Guidance on Building a Green Financial System as a quasi-natural experiment. It determines, using the double difference method and panel data from 283 prefecture-level cities in China between 2011 and 2020, if green financial reform policies can enhance carbon emission efficiency and its mechanisms. The study reveals that green finance reform policies considerably improve the carbon efficiency of cities, albeit with a significant time lag and an annual increase in net effect. In addition, the mechanism analysis revealed that green financial policies primarily improve carbon emission efficiency by decreasing the intensity of energy consumption, enhancing technological innovation, and optimizing industrial structure. Therefore, expanding the size of the reform pilot zone and increasing incentives and guidance for green financial institutions will aid the transition of cities to a low-carbon economy.

Abstract:To address climate change and achieve high-quality economic development, China began implementing the Comprehensive Demonstration City of Energy Saving and Emission Reduction Fiscal Policy (ESERFP) in 2011. This policy relies on special transfer payments to increase the integration of various energy conservation and emission reduction fiscal policies, thereby accelerating institutional and mechanism innovation, actively promoting economic structure adjustment and development mode transformation, and achieving energy conservation and emission reduction goals in various regions. This study uses a multi-period difference-in-difference (DID) model to estimate the ESERFP's CO 2 emission reduction effect and paths. The findings demonstrate the following: (1) The ESERFP has lessened the CO 2 emission intensity of the demonstration city and effectively played a role in reducing CO 2 emissions. (2) Mechanism analysis demonstrates that the ESERFP has significantly improved the green travel level of residents in pilot cities and can also reduce cities' total energy consumption. Therefore, the ESERFP can effectively suppress CO 2 emissions by improving transportation systems and optimizing energy consumption structures. (3) Further analysis shows that the ESERFP can reduce the CO 2 emission scale of the demonstration cities and effectively promote the increase of actual per capita gross domestic product in pilot cities, bringing economic dividends and thus achieving a "win-win" situation of environmental protection and economic growth. (4) Heterogeneity analysis demonstrates that the CO 2 emission reduction effect is more significant in non-old industrial-based cities, non-resource-based cities, and urban agglomerations. This study not only evaluates the CO 2 reduction effect of the demonstration city but also provides reference significance for the improvement of subsequent environmental regulations. In addition, clarifying the implementation effect of the ESERFP can help alleviate ecological and environmental problems in the process of urban economic development in China and achieve the sustainable development goal of green transformation.

Abstract:Reducing carbon emissions is the top priority for mankind for dealing with climate issues. The Chinese government selected 30 demonstration cities in three batches and provided these cities green special transfer payment funds for three years to build green projects and achieve energy saving and emission reduction (ESER). This policy provides a great opportunity to study whether green transfer payments play an important role in carbon reduction, which has received little attention before. Additionally, the central government set a series of fiscal performance assessment indicators, including the ESER effect, the completion of green projects, and long-term mechanism construction in order to evaluate the effectiveness of the use of funds. This article creatively conducts theoretical analysis from the perspective of performance assessment, takes ESER special transfer payment policy as a quasi-natural experiment, and uses the panel data of 284 cities in China from 2007 to 2017 and 2019 to verify the impact of the green transfer payment on carbon emissions in and after demonstration periods and its mechanisms with the staggered DID method and the new DID Multiplegt (DIDM) model. This article found that green transfer payments could reduce carbon emissions in demonstration cities, and this effect still existed even after policy withdrawal. Mechanism analysis further corroborates that the carbon-reduction effect of green transfer payments could be achieved by increasing the urban green area and improving energy efficiency. Heterogeneity analysis reveals that green transfers have a greater carbon reduction effect on demonstration cities, which receives more green transfer payment funds and has a higher level of financial development. Recommendations related to setting proper performance assessment ESER indicators include improving the management of ESER transfer funds and maximizing the cost–benefit ratio of fiscal funds, which are proposed according to the research conclusions.

Abstract:The Energy-saving and Emission Reduction Demonstration City (ESERD) Policy brings more favorable development conditions and opportunities for the cities selected, but the carbon reduction effect of the energy-saving policy is not clear which needs to be quantified and evaluated. By measuring the Total Factor/Energy Carbon Performance Index (TCPI /ECPI) of 286 prefecture-level cities in China from 2003 to 2019 and by constructing a quasi-natural experiment, this paper contributes in three aspects. (1) we are committed to a method of calculating the energy consumption and carbon emission of prefecture-level cities in China; (2) we provide evidence to the CO2 reduction effect of the ESERD policy in a more comprehensive way; (3) we probe the paths of the policy effects. The main findings are: (1) TCPI and ECPI has been rising since 2011, the eastern cities have more outstanding achievement while the performance of the western region has been at a relatively high level during the time period of the study, and the performance of cities have diverged in recent years. (2) The policy's contribution to the demonstration cities' carbon reduction performance is significant, immediate and far-reaching, a lower share of electricity consumption due to indirectly reducing the use of coal, and higher investment in scientific research for improving the technology level of industrial development are both paths to achieve carbon emission reduction in the demonstration cities.

Abstract:The "National Comprehensive demonstration of Energy Saving and Emission Reduction Fiscal Policy" (ESER policy) is a green fiscal policy to facilitate China's green sustainable development. Green sustainable development is facilitated by green technological innovation. Thus, evaluating the influence of the ESER policy on green technological innovation is essential. This study employs the difference-in-differences model to assess the ESER policy effects. The findings suggest that the ESER policy facilitates green technological innovation, but the policy effect has inhibited green technology innovation in neighboring cities. Mechanism analysis indicates that this policy effect is realized through increasing scientific research investment intensity and promoting industrial structure upgrading. Heterogeneity analysis indicates that this policy is effective in facilitating green technological innovation when performed in eastern, non-old industrial base, non-resource-based, and high green innovation level cities. In addition, the ESER policy implemented in conjunction with innovation policy can be more effective in promoting green technological innovation. These results provide valuable insights for improving the ESER policy and offer helpful guidelines for green fiscal policymaking in other countries.

Abstract:This paper examines the impact of the carbon emission trading pilot policies on air quality improvements across 283 prefecture-level cities in China from 2014 to 2021. Through a quasi-natural experiment, it employs Difference in Differences (DID), Propensity Score Matching-Difference in Differences (PSM-DID), and Difference in Difference in Differences (DDD) models to evaluate the policy's effectiveness. The results are as follows. (1) The carbon emission trading pilot policy has a substantial impact on reducing the air pollution index in pilot areas, highlighting the considerable potential of carbon emission trading policies to improve air quality. (2) The study also highlights the significance of considering both substitution and scale effects in assessing the effectiveness of carbon emission trading in relation to regional industrial structures. (3) While the carbon emission trading policy does not consistently decrease energy consumption per GDP unit, it emphasizes the importance of fostering green innovation and investing in environmental initiatives for effective air quality management. (4) Regional variations in the policy's effects are observed, with more prominent improvements seen in western and central regions as well as in large and medium-sized cities. This paper concludes by emphasizing the necessity for future research to delve into the long-term environmental and economic impacts of carbon emission trading policies, aiming to explore the sustainability of air quality enhancements and the adaptability of various industries to these frameworks.

Abstract:In the face of global climate change challenges, China’s implementation of the carbon emission trading (CET) pilot policy has provided new empirical research opportunities. Based on a dataset covering 281 Chinese cities from 2005 to 2021, this paper employs econometric models to conduct an in-depth analysis of the policy’s impact on urban green innovation (UGI). The findings indicate that the CET pilot policy has significantly promoted green innovation activities in affected cities, with positive effects observed both directly in pilot cities and indirectly in non-pilot cities through spatial spillover effects. In addition, the policy has been found to encourage technological investment and enhance public environmental awareness (PEA), further advancing green innovation. The paper also unveils comprehensive policy effects, indicating that the Big Data Comprehensive Test Zone policy and the New Energy Demonstration City policy work synergistically with the CET pilot policy in advancing green innovation. These findings provide valuable experiences and insights for designing environmental policy tools at the national level, promoting green development, and constructing climate change response strategies.

Abstract:The green fiscal policy stands as a potent catalyst for fostering the green and low-carbon transition, with aims to garner multifaceted social, economic, and ecological gains. However, empirical evidence elucidating the impacts of green fiscal policies on firm energy performance remains scarce. Based on a unique firm-level dataset from 2008 to 2016, this paper utilizes the staggered difference-in-differences strategy to examine the energy-saving benefits of China's energy saving and emission reduction (ESER) fiscal policy. The results indicate that the ESER fiscal policy effectively enhances firm energy performance, supported by various robustness checks. Mechanism analysis reveals that technology innovation and energy consumption restructuring are significant channels through which the ESER fiscal policy improves firm energy performance. Moreover, the ESER fiscal policy contributes more remarkably to the energy performance of large-scale firms and non-resource-based urban firms. This study highlights the essential policy insights for further optimizing green fiscal policies to facilitate the upgrading of firm energy consumption.

Abstract:Green and low carbon transition is a broad and profound economic and social systematic change. Green innovation is a critical way to promote energy saving and emission reduction. Has China continuously promoted a carbon emission trading policy to significantly promote green innovation cooperation? Taking the implementation of the carbon emission trading pilot policy as a "quasi-natural experiment," this study answers this question by exploring the impact of the policy on green innovation cooperation. Based on data on 274 cities from 2008 to 2020, the multi-time difference-in-differences model is used to evaluate the impact of the policy on green innovation cooperation. The results reveal that the carbon emission trading pilot policy significantly improved inter- and intra-city green innovation cooperation through the upgrading effect of industrial structure and the coverage effect of digital finance compared with the non-pilot cities at the city level. In addition, there are significant differences in the policy effects among cities with different degrees of openness to the outside world and command-and-control environmental regulation.

Abstract:The Chinese government launched the Energy-Consumption Permit Trading Scheme (ECPT) in 2016 as a pilot policy initiative to achieve energy conservation and emissions reduction goals. To generate a quasi-natural experiment, this study used a difference-in-differences (DID) approach with panel data from 2006 to 2020 in China. The goal was to explore the impact of the ECPT policy on the carbon emission performance (CEP) as well as analyze the underlying influence processes. The findings indicate that applying the ECPT has a considerable positive influence on the CEP. In comparison to provinces that did not engage in the pilot program, those that did reported a 4.5% improvement in CEP. We can safely declare that the results remain consistent and trustworthy after undergoing a battery of rigorous tests to assess the robustness of our findings. The mechanism's evaluation revealed that the ECPT has the potential to improve the CEP, mostly via changing energy consumption patterns and stimulating technological innovation. Furthermore, when we considered heterogeneity, we discovered that factors such as geographical location, the level of green financing development, and the level of environmental regulation may affect the ECPT policy effects.

Abstract:<p>This paper identifies the causal effect of low-carbon city pilot (LCCP) policy on carbon emission efficiency (CEE). Specifically, we first develop a general nonconvex metafrontier data envelopment analysis model to calculate CEE. We also provide a quasi-experimental evidence using a unique dataset of 251 cities in China during the years 2003 to 2018. Specifically, difference-in-differences (DID) and spatial DID (SDID) estimators are used as the main empirical strategy. We find that the LCCP policy improved CEE by 1.7% which are both economically and statistically significant. Further, its impact on neighbor untreated cities is about 64% of that on the treated cities. Scenario analysis documents that the average carbon dioxide emissions should be mitigated by approximately 8.37 million tons with a CEE increase of 1%, 8.84 million tons with a 2% increase, and 9.31 million tons with a 3% increase. Our findings also indicate that a 1% increase in years relative to a city's carbon dioxide emissions peak year commitment associates with a 1.3% increase in CEE.</p>

Abstract:Using the difference-in-difference model and panel data from 283 Chinese cities from 2006 to 2019, this study assesses the effect on CO 2 emissions of an innovative city pilot policy and analyzes its mechanism using the mediation effect model. The findings demonstrate that the pilot policy significantly reduces urban carbon emissions overall, and this finding holds even after conducting several stability tests. Innovative pilot cities can cut carbon emissions by 11.5% compared to nonpilot cities and thus significantly impact carbon reduction. Reducing carbon emissions is possible through three mechanisms. These are the enrichment of cultural resources, the development of technological innovation levels, and the optimization of industrial structure. There is a significant lag in how the innovative city pilot policy affects this reduction. The emission reduction effects of innovative pilot policies on different pollution levels, regions, and cities of various sizes are heterogeneous. In the long run, the scope of pilot projects needs enlargement in an orderly manner, and specific policies should be implemented according to local conditions. Meanwhile, advanced technologies are required in cities of different scales to build innovative development mechanisms for carbon peaking and carbon neutrality, and environmental regulations should be strengthened to implement in urban areas the concept of green and sustainable ecological development.

Abstract:In the context of global efforts to alleviate climate change, this study focuses on investigating the significance and impact of low-carbon city pilot policies (LCCPP), a key strategy in the reduction of greenhouse gas emissions. Drawing on data from prefecture-level cities spanning 2004 to 2019, the study explores the potential of LCCPP in enhancing green total factor energy efficiency (GTFEE) employing a multitemporal Difference-in-Differences (DID) model and examines its transmission mechanisms. First, LCCPP is shown to be effective in enhancing GTFEE. Second, heterogeneity testing indicates that the impact of LCCPP on GTFEE is more pronounced in "two control zones", namely, in developing and mature resource cities. Third, industrial restructuring is identified as the key mechanism through which LCCPP influences GTFEE.

Abstract:As an important measure to reduce carbon emissions, carbon emission trading policy has been widely concerned and implemented around the world. The emission reduction effect of carbon emission trading policy has become a hot topic in theoretical researches and empirical explorations. Hence, this study aims to discuss the impact of the implementation of carbon emission trading policy on the reduction of carbon emissions, as well as the potential influencing paths and mechanisms. The quasi-nature experimental design is conducted with the data of 272 prefecture-level cities in China from 2007 to 2019. The propensity score matching (PSM) and difference-in-difference (DID) methods are adopted to explore and verify the causal relationship between carbon emission trading policy and carbon emissions. The results of this study are as follows: (1) the implementation of carbon emission policy can promote the reduction of carbon emission significantly; (2) the heterogeneity analysis results denote that the effect of carbon emission policy on the reduction of carbon emission varies among cities of different geographical locations; (3) mechanism analysis results indicate that technological capability is the main channel for carbon emission policy promotes the reduction of carbon emission; however, the effect of industry structure upgrading mechanisms is not significant. This manuscript responds to the theoretical issues of carbon emission and provides an empirical basis and references for further promoting the implementation of carbon emission policy.
