Abstract:Fertility and other demographic indicators do not simply follow the ups and downs of policy. In order to understand more objectively and accurately the degree of acceptance, impact and actual effect of the unconditional two-child policy (quanmian erhai zhengce) as well as the long-term trend of China's fertility rate, we need to proceed from the institutional and cultural context of Chinese society. The complex social mechanisms behind the low fertility situation in China should be interpreted from the perspective of gender and development. Drawing on international theories and lessons learned from past experience, we find, from a gender and development perspective, that women's work- family conflict is the key to examining China's low fertility rate; designing public policy with a gender perspective to promote the participation of government, society, business and multiple male and female actors is a social mechanism that alleviates women's work-family conflict; and advocating the Marxist gender ideology of equality between men and women and abandoning traditional Confucian patriarchal and familial thinking are the ideological basis for alleviating women's work-family conflict. In view of the dual identity of women as material producers and social reproducers, promoting the simultaneous development of gender equality in the public and private sectors and alleviating women's work-family conflicts will make a positive contribution to maintaining a certain fertility rate and level of economic development.

Abstract:In the last two decades, there has been a fast-growing prevalence of infertility reported in China. Moreover, Chinese reproductive health has shown a clear decline. Thus, it is imperative to determine the precipitating causes and the root causes of this decline. Environmental and climate risks (ECRs) may cause the decline in reproductive health. Experimental findings have shown that the impact of ECRs on reproductive health can be passed down from both males and females to their offspring, demonstrating an intergenerational and transgenerational lag effect. We perceive that the declined reproductive health may lead to negative demographic consequences in China; therefore, we suggest the following five regulations be implemented: (i) prevent Chinese of childbearing age from exposure to ECRs; (ii) further develop and promote assisted reproductive technology and set up sperm and ovum banks on a national scale; (iii) quantitatively establish the causality between fathers and mothers who suffer from ECRs and the impaired reproductive health in their progeny; (iv) teach ECRs-health knowledge in psychotherapeutic training and continuing education; and (v) propagate and further promote common prosperity.
The challenges of the low birth rate in China

Abstract:Introduction The population growth rate of China has been steadily declining owing to the low birth rate of the country. The Chinese census also indicates that the population is also rapidly ageing because of increasing life expectancy in conjunction with the low birth rate. Method We performed a commentary to point out the challenges of the low birth rate in China. A comprehensive data search was performed in data bases such as Google Scholar and PubMed using predetermined search term. Results The decline in birth rate is due to societal changes including increasing standard of living. Although the Chinese government has recently allowed couples to have up to three children in a major policy shift, many couples remain unwilling to have more than one child due to the high cost. An increasing fraction of Chinese women, particularly among the highly‐educated urban dwellers, no longer regard marriage and parenthood as essential aspects of life. Conclusion If not addressed urgently, the declining young population will impact China's future socio‐economic situation, as there will be a smaller workforce relative to an increasing dependent older population. The repercussions may cascade to other spheres of China's status, including socioeconomic, security and global influence, if not addressed decisively. It is imperative that the country develops policies, strategies, and approaches to tackle this issue, including human capital development and the use of technology and innovations.

Abstract:In response to the potential crises posed by an aging population and labor shortages, the Chinese government took steps to address these challenges after ending the one-child policy. These efforts involved the gradual relaxation of birth policies, transitioning from the two-child policy to the more recent three-child policy. Despite these policy shifts, the persistent downward trajectory of birth rates has shown little sign of abating. This study attempts to analyze the reasons for this phenomenon from an economic perspective; in the pursuit of addressing the multifaceted challenge of declining birth rates, a nuanced understanding of these intertwined economic factors is crucial. These economic elements form a complex tapestry that includes soaring housing prices, the burden of mortgages, expenses associated with childbirth, the costs linked with raising children, and the opportunity cost of childbirth to career women. High property prices make the prospect of homeownership daunting for young families, further compounded by the financial obligations of mortgages. Additionally, the financial implications of education and child-rearing expenses and the opportunity cost of childbirth to career women present substantial considerations for prospective parents, often contributing to the reconsideration of family size.

Abstract:China's total fertility rate fell below replacement level in the 1990s. From the 1970s the fertility rate declined dramatically, mainly as a consequence of the national population policy whose aim has been to limit birth numbers, control population growth and boost economic growth. Having achieved such a low fertility rate, how will China's population policy evolve in the future? This paper first reviews the history of China's population policy since 1970 in three stages: 1970-1979; 1980-1999; and after 2000. We explore the impacts of China's population policy, including relief of pressure on China's environment and resources, fertility decline, the unexpectedly high male-biased sex ratio at birth (SRB), the coming shortage of labour force, and the rapid aging of the population, and extinction of racial and cultural diversity. We also investigate ethical issues raised by the implementation of the policy and its results. Finally we introduce the controversy over potential adjustment of the policy, acknowledging the problems faced by western countries with low fertility and the counter-measures they have taken. We offer some suggestions that might be appropriate in the Chinese context.

Abstract:Abstract Demographic transition faced by modern economies, including China, are among the most important long-term socio-economic challenges. In 2022, China observed its population decline for the first time since the early 1960s. The low fertility rate was of critical importance. The unprecedented one-child policy is quite commonly indicated as the main reason for the low fertility rate. However, the departure from this restrictive policy and the actions introduced under the two-child policy implemented from 2016, and then the three-child policy from mid-2021, have not brought an improvement in fertility rates. The aim of the paper is to answer the following research questions: Should the decline and persistent low fertility rate in China be attributed solely or mainly to the unprecedented one-child policy, which was in force for over three decades? Fertility transition in China is the effect of several factors and depends largely on the studied period. In the 1970s and 1980s, the government’s family policy was a key determinant of the decline in fertility. However, contrary to the prevailing belief about the determining influence of the one-child policy, the first stage of the implementation of the birth control policy, the Wan, Xi, Shao program, had a greater impact. Since the 1990s, the low fertility rate has been mainly explained by the extraordinary socio-economic changes and rapidly increasing prosperity of the Chinese people. Since the beginning of the 21st century, cultural changes resulting mainly from the integration of the Chinese economy with the global system have been crucial. Cultural changes have affected reproductive behaviour, marriage patterns, marriage postponement, birth postponement, fertility, and family size in Chinese society, which is observed below-replacement fertility. China’s demographic future depends on the fertility trajectory. However, due to the size of the population, but also the position of the Chinese economy in the global economic system, Chinese demographic transition may also bring significant consequences for the global economy.

Abstract:China's one-child policy, introduced in the late 1970s, has been in effect for over three decades. This article reviews China's low fertility rate and the implementation of this stringent birth control policy in the context of low fertility. First, China's fertility intention, behavior, and low fertility level trend are presented. Then, the official response to the low fertility level and the consequent misguided policy-making are investigated. Next, various obstacles to the abolishment of the strict birth control policy are discussed, including national leaders' authority, related family planning regulations and laws, the inertia of this basic state policy under the auspices of the common good, the displacement of the family planning systems, and the necessity for social maintenance fees to keep grassroots governments in operation. After discussing the recent reform of this birth control policy in 2013 and the subsequent results, the incentives for a universal two-child policy are elucidated. These include the official acknowledgment of low fertility, the effect of birth control policy on fertility decline, the reactions of the general public, the attitudes of grassroots family planning cadres, the appeal from scholars, international experiences, the merging of population and family planning commissions, and national leaders' attitudes. The paper concludes with an analysis of the cost of this birth control policy over the past decades.

Abstract:There are a lot of debate on if the family planning policy should be loosen in the public. The causes of the debate are due to the very low fertility shown through national surveys and professional estimations. As it has shown that low fertility has brought some problems for more developed countries in the world, one proposes that the fertility in China should not be controlled. This paper is to estimate the demographic consequences with two scenarios, keep controlling and not being controlled, integrating the experiences of other countries, and to analyze how to plausibly choose fertility policy based on the long term consequences of the low fertility. The conclusion is that the government should pay close attention to the birth desire of Chinese people, appropriately and gradually open the current fertility policy, keep the fertility level in two children per family, in case that there appear fast and long term negative population increase, fast aging, and fast decrease of the total number of the population after zero increase so as to bring more serious population and socioeconomic problems to the nation and society.

Abstract:As one of the world's two population 'billionaires', the future of China's population is truly of global significance. With its very low fertility and a rapidly ageing population, it might appear that the country's famous (or notorious) family planning restrictions are somewhat anachronistic. Here, we explore the process of reform seen over the past three decades and, most recently, in late 2013. We suggest that the popular notion that the family planning restrictions are acting as a pressure valve suppressing a pent-up demand for childbearing, particularly in rural China, is likely to be inaccurate. We also suggest that further reform of the restrictions will not solve the problems of population ageing or many of the other issues widely associated with the restrictions. We conclude that the prospects for further reform are wide-ranging, but likely to be beset by many challenges.

Abstract:There is dramatic discrepancy in the estimation of current total fertility rate in China,which affects the implementing and adjusting of China's fertility policies.The trend of China's future fertility level is certainly important for enacting fertility policies.Based on adjusted fertility rates,this article forecasts China's fertility rates after 1998.The results show that the total fertility rate will drop to 1.3 in 2028.After discussing the controversy over potential policy adjustment,this article acknowledges the problems faced by western countries with low fertility and countermeasures they had taken,and then accordingly give some suggestions that might be appropriate in China context.

Abstract:In 2016 the Chinese demographic policy, as a result of improving the regulation of population development, was radically reoriented to increase the birth rate. The rejection of «one-child policy» began with permission to have a second child, and soon was supplemented by second births stimulation. Taking into account the world pronatalism, socio-economic measures were applied. They showed that the most effective results can be achieved with the help of socio-economic tools that prevent deterioration of living conditions of families after childbirth. The regional diversity of China determines variability of such measures, but everywhere they begin with targeted «child» payments and the creation of conditions, which do not interrupt women’s professional career after pregnancy and delivery, then they are expanded through social help to families with children, tax relief, reduction of housing and education costs, as well as measures relevant for specific population groups (large families, single mothers, etc.). The main criterion of the assistance targeting is the number of children, but its size and forms depend on local capabilities. The importance of material factors of reproductive choice decreases with an increase of living standards, the conditions making it possible to combine parenthood and profession, large family traditions, gender of children, fertility preservation with safe contraception become more important. Measures, taking into account national specifics, include availability of assisted reproduction programs and promoting a modern three-child family among the population of reproductive age, a significant part of which belongs to the generation consciously focused on small family.

Abstract:This research used spatial and comparative approaches to examine China's fertility trends, their positive and negative impacts on economic growth, and possible policy remedies to effectively deal with the challenges. The data were derived from the China 2000 Population Census, China Statistical Yearbook, the United Nations Population Database and the World Population Data Sheet of the Population Reference Bureau. By comparing China with other Asian societies, this paper provides empirical and theoretical support for five points, namely, that China has had the world's largest number of people with very low fertility since at least 2000, that it is one of the fastest ageing countries in world history, that rapid ageing threatens China's economic sustainability, that the demographic dividend needs to be examined in the context of labour supply transition, and that China needs to abandon its one-child policy immediately to deal with the challenges to its economic sustainability.

Abstract:The literature typically treats fertility reduction in developing countries as a result of women’s status improvement, based on the assumption that women have greater decision-making power on childbearing as their status improves. This article investigates whether and how fertility decline leads to reduction in gender inequality and the improvement of women’s status in China, where the fertility decline was mainly the result of state policy intervention. Based on the analyses of data from two nationally representative surveys, we show that women with fewer children do less housework and are more satisfied with their status within family. Such effects are more pronounced for women in more recent marital cohorts. Across 4 CHineSe SoCioloGiCAl Review generations, lower fertility implies fewer siblings and daughters may have benefited more in terms of years of schooling and subsequent occupational attainment. Scholars studying fertility decline in developing countries tend to focus on changing gender relationships and the improvement of women’s status as key causes of fertility decline (Mason 1987). Women’s education and labor force participation are two common indicators of women’s socioeconomic status. In many developing countries, education increases at a faster pace for women than it does for men, and gender gaps in schooling are also shrinking (Buchmann and Hannum 2001). Consequently, female labor force participation has increased in most countries and women have gained more economic independence over time (Brinton, Lee, and Parish 1995; Buchmann, DiPrete, and McDaniel 2008). Empirical research has shown that fertility is negatively associated with women’s education and employment (Mason 1987), not only because women’s improved education exposes them to modern values and ideas that emphasize individualism and gender egalitarianism (Inglehart and Norris 2003) but also because women’s economic independence enables them to decide for themselves the number of children they desire (Mason 1987). In other words, women’s increasing educational attainment and labor force participation has contributed to fertility decline in most developing countries (Jejeebhoy 1995; Lam and Duryea 1999). While fertility reduction in developing countries was seen mainly as a result of women’s enhanced status, the social consequences of fertility decline, especially in promoting gender equality within marriage/family and beyond, nevertheless, have rarely been addressed in the literature (but see Zhu et al. 1997). China provides a particularly interesting case to shed light on the latter process, because the country’s fertility decline since the 1970s is not linked to trends in gender equality in either education or employment, but rather is directly caused by a change in the state birth-control policy. Indeed, since the founding of the People’s Republic of China in 1949, the visible hand of the socialist state has played a strong role in driving the changes in women’s employment, education, and fertility at different paces according to its policy agenda in different historical periods. For instance, the female labor force participation rates have always been high in China until recently, thanks to various social policies to promote gender egalitarianism (Honig and Hershatter 1988). Such a high rate of female labor force participation was not so much a direct consequence of their improved educational opportunities relative to men’s (Hannum and Xie 1994; Lu and Treiman 2008), because gender inequality in education fluctuated in the first three decades of the People’s Republic of China, and only in recent years has the country witnessed a dramatic improvements in women’s education relative to men’s, largely due to economic development and educational expansion since the 1980s (Hannum 2005). Abstract:China has experienced an unprecedented fertility decline since the early 1970s. Available data show that the total fertility rate has fallen from about 6 children per woman to approximately 1.5 children in the past four decades. This change has not only greatly altered China's demographic map, but also incited considerable discussion on the quality of China's recent fertility data and the impact of China's traditional culture on people's fertility behaviour in the past and present. This paper further examines China's recent fertility changes with a particular attention being directed to the following questions: China's below and far below replacement fertility since the early 1990s; the reliability of China's recent fertility data; and some historical and cultural factors that contribute to China's rapid fertility decline.

Abstract:There is growing evidence in China that son preference is on the decline. But sex ratios at birth, despite a recent small reduction, are still the highest in the world at around 120 male births to every 100 females. We carried out this research to explore current attitudes towards gender preference amongst people of reproductive age in China today, with a view to understanding better the persistently high sex ratio. We conducted in-depth interviews with 212 individuals, aged 18 to 39, in rural and urban areas of three provinces-Yunnan, Guizhou and Zhejiang-and have shown that while son preference has weakened considerably in this reproductive generation, it has by no means disappeared. The sex ratio remains high because of this small minority of individuals who still expresses a clear son preference and who choose sex-selective abortion to ensure male offspring. But its numbers are falling, and this may help to explain the recent downturn in sex ratio and perhaps signals the beginning of a trend towards its normalisation. Intensive local policy interventions have been successful in reducing the sex ratio in some areas and these should be disseminated widely.
Fertility decline in rural China: a comparative analysis

Abstract:Many models have been proposed to explain both the rapidity of China's fertility decline after the 1960s and the differential timing of the decline in different places. In particular, scholars argue over whether deliberate policies of fertility control, institutional changes, or general modernization factors contribute most to changes in fertility behavior. Here the authors adopt an ethnographically grounded behavioral-institutional approach to analyze qualitative and quantitative data from three different rural settings: Xiaoshan County in Zhejiang (East China), Ci County in Hebei, (North China), and Yingde County in Guangdong (South China). The authors show that no one set of factors explain differential timing by a combination of differences in social-cultural environments (e.g. spread of education, reproductive ideologies, and gender relations) and politico-economic conditions (e.g. economic development, birth planning campaigns, and collective systems of labor organization) during the early phases of the fertility decline.

Abstract:Women's reproductive, maternal, newborn, child, and adolescent health (RMNCAH) is a cornerstone for the healthy development of the next generation and a driving force for the progress of population and society in the future, especially in this era of population ageing and low fertility in China. In past decades, China's RMNCAH has made remarkable achievements in development goals related to reducing maternal and child mortality. However, as China moves towards a thriving goal—namely, towards ensuring health and wellbeing—the country faces emerging problems and new challenges in RMNCAH. These problems and challenges relate to the rapid and continuous improvement in social and economic conditions along with changes in demographics, lifestyles, the environment, and innovations in medical and therapeutic technologies, as well as an increasing threat of emerging infectious diseases such as COVID-19. The UN Sustainable Development Goals (SDGs) have also extended the focus from maternal and child survival to improvement of health across the life span. This focus is integrated in the visions of both the SDGs and the Healthy China 2030 agenda. The years 2021–30 are crucial in ensuring that China is able to meet the goal of universal RMNCAH coverage, which is embodied by access, quality, and equity. This Lancet RMNCAH Commission aims to review past achievements and lessons, to analyse current problems and challenges, and then to prioritise steps towards the achievements of the SDGs and Healthy China 2030. Abstract:Between 1970 and 1990, China experiencoed a rapid and sharp fertility decline-from total fertility rates of approximately six births to two. The degree to which Chinese fertility has continued to fall after 1990 is controversial. We use survey data from the 1997 National Population and Reproductive Health Survey and from the 2001 Reproductive Health and Family Planning Survey to document recent trends in Chinese fertility. Our estimates provide further evidence that China's fertility is well below-replacement level at the turn of the twenty-first century-with TFR levels of approximately 1.5 children per woman. Trends in parity-specific cohort fertility by age also suggest below replacement completed fertility for cohorts still in the childbearing years. In the article's second section, we identify key components of low period fertility in order to frame our discussion of two questions: 1) in what ways is Chinese low fertility different from/similar to that in other low-fertility countries ? And 2) what are the likely future trends in Chinese fertility ?.

With the largest population of over 1.4 billion, China makes the experience accumulated in fertility preservation efforts even more relevant.
