Abstract:Women's economic empowerment is recognized as a fundamental component of gender equality and global development. Despite a significant body of evidence highlighting the positive effects of women's labor force participation in low- and middle-income countries, relatively few studies have explored how caregivers of young children perceive women's economic empowerment in relation to childcare and family responsibilities. The objective of this study was to examine how mothers and fathers viewed the links between maternal employment and family caregiving dynamics specifically in terms of couples' relationships and parenting. We conducted in-depth interviews with 23 mothers and 29 fathers of young children under aged 2 years and 9 focus group discussions with mothers and fathers across 4 communities in Mwanza, Tanzania. Data were analyzed through both deductive and inductive approaches. Results revealed distinct gender differences in maternal versus paternal perceptions regarding women's engagement in income-generating activities. Mothers held favorable views towards employment and largely perceived positive effects on parenting, child, and family outcomes. On the other hand, most fathers were unsupportive of women's employment and held restrictive gender attitudes. Men feared a loss of power and perceived various negative consequences in terms of increased marital conflict, poorer maternal parenting, and worse child outcomes. Overall, this study revealed differences in maternal versus paternal perceptions about women's economic empowerment and its links with couples' relationships and parenting that were strongly shaped by gender attitudes. Women's economic empowerment programs that engage men to transform gender norms while incorporating program components to strengthen couples' relationships and promote positive parenting have potential for achieving family-wide benefits among mothers, fathers, and young children.
Woman labor force participation in off-farm activities and its determinants in Afar Regional State, Northeast Ethiopia

Abstract:Women have driven economic development around the globe through higher returns on human capital and education. However, woman’s involvement in labor market was weak over time, generally in Ethiopia and particularly in Afar region. Therefore, this study intended to identify and analyze the determinants of woman’s participation decisions in off-farm activities. The data was collected from 473 sampled women using a multistage sampling technique. Both descriptive and logistic regression model was employed to analyze the determinants of woman participated decision in off-farm activities. Descriptive statistics revealed that, from the total sample, 270 (57.08%) of woman have participated in an off-farm activity, while, 203 (42.92%) of them do not participate. Whereas, the binary logit regression result that woman level of education and dependency ratio was positively and significantly determine woman labor force participation decision; however, a woman who had children less than five years aged, nonfarm training, distance to the market, woman marital status, access to credit, ownership of livestock and safety net adversely affected the participation decision of woman on off-farm activities. This study was recommended that: special attention for woman educational development, adopted family planning and parental benefits, provide and properly follow up nonfarm training, developed marketplace nearby, provide credit for only productive activities, create awareness about off-farm activities in addition to livestock husbandry (mixed-farming), and provide safety net for only eligible woman.
Intra-household gender disparity: effects on climate change adaptation in Arsi Negele district, Ethiopia

Abstract:Women empowerment in agriculture influences adaptation capacity to climate change impacts. Women are disempowered in rural households. This affects household's adaptive capacity to climate change negatively. Household survey, focus group discussion, key informant interview and workshop were used to track stakeholders' opinions on gender disparity in agriculture and policy issues. The objective of the study was to assess the gender parity index in agriculture, resource governance patterns and how these impact the capacity to climate change adaptation. The results show wives were imparity with their husbands. The parity gap on ownership, access to, and decision-making power over agricultural equipment was as wide as 59% and this affects women's adaptation capacity to climate change impacts. Indeed, 94% of the coupled households have got their land by redistribution and inheritance land acquisition forms by which both forms of acquiring land favored the husband. Half of the respondent households acknowledged that they have already acquired certification for their farmlands. However, the certification was mostly given by the names of husbands and in few cases by both. Certification of farmlands by the name of a wife and a husband has built confidence on ownership and manage their farmlands. This has helped a household to better adapt climate change impacts. Gender disparity in agricultural productive resources combined with policy and cultural distortions could exacerbate household's vulnerability to the impacts of climate change. This indicates the need for gender mainstreaming in climate change policy reforms and formulation so as to empower women and build their adaptive capacity.

Abstract:Women play an important role in agriculture and rural economic development. Gender access to farmland and its impact on agricultural productivity, as well as gender-based sustainable livelihoods, are all part of rural development policy. Understanding or gaining insight into gender access to agricultural land and long-term sustainability aids in improving the needs of rural women in land acquisition. The purpose of this study was to investigate gender access to farmland and its impact on agricultural productivity and gender sustainable livelihood, as well as the constraints and methods involved in farmland access and acquisition. A quantitative approach was used in the study. Data were collected through questionnaire from 120 rural farmers from four communities using a simple random sampling method. The findings revealed that insufficient fertile farmland is a major factor influencing agricultural productivity. In the study areas, patriarchal inheritance emerged as the primary mode of farmland access and acquisition, but it also acted as a constraint to gender farmland access. Due to patriarchy, male farmers were said to have easier access to farmland than their female partners. The study also concluded that women are marginalized when it comes to acquiring land for agricultural production, which has an impact on the gender's long-term livelihood sustainability. To address the challenges confronting rural gender farmland access, a policy to ensure gender equality in farmland access is required.

Marriage, bridewealth and power: critical reflections on women's autonomy across settings in Africa

Abstract:This article examines ongoing discourses on the importance of the marriage payment and its role in constraining women's autonomy across societies in Africa. First, we review how bridewealth has been conceptualised across multiple disciplines, including the work of evolutionary human scientists. We then summarise our research grounded in residential ethnographic fieldwork data collected over a period of a year in a rural settlement in north-western Ghana. Feminist accounts on women's lived experiences throughout bridewealth practising societies point to their subordination. In some contexts, including northern Ghana, bridewealth is perceived as engendering women's oppression. To liberate women from patriarchal norms, some gender advocates call for undoing of the institution of the marriage payment. Nonetheless, the women who bear the brunt of gendered oppression and the men who derive patriarchal dividends from it are averse to this undoing discourse as the bridewealth normatively secures legitimacy for women. Undoing bridewealth may mean further rendering precarious women's status in the marital family. We conclude that rather than undoing the revered institution of bridewealth, there is need to build on culturally appropriate notions of communitarianism as encapsulated by the Ubuntu philosophy and indigenous systems such as the traditional courts for negotiating the rights of women.

Abstract:Abstract Women have international and national rights to use, control, transfer, and inherit rural land. Unless laws and institutions are strong enough, women’s land rights can’t be effectively discharged. Moreover, the different socioeconomic status of women highly affects their land rights. This study has the objective of exploring land acquisition, landholding, and land transfer rights and practical challenges in North Mecha Woreda. The study has applied phenomenological qualitative research design. The findings show that the status of land acquisition, control, inheritance, and use is highly affected by the socioeconomic status of women. Moreover, women’s rights to land inheritance are highly affected due to the culture of male domination. This study recommends that there has to be legal protection to women to fully exercise their land rights to use, control, and transfer. These needs stretching the structure of Women, Children and Social Affairs Office at Kebele level of administration.

Abstract:As previous research in international development has clearly demonstrated (see Banerjee and Prasad, 2008 for an overview), cultural values have an impact on the conceptualization of empowerment. In this paper we explore the implications of Power Distance as a cultural dimension for the use of participatory methodologies toward achieving women empowerment in rural areas in the Global South. Our critical analysis of cultural differences between the intervention facilitator (a Western-based NGO) and a rural community in SNNPR (Southern Nations, Nationalities and People’s Regions) in Ethiopia reveals how discrepancies in the perception of cultural values impacted the different stages of the intervention. These discrepancies ranged from the principles of facilitation (facilitation from the back and its paradoxical effects in such hierarchical contexts) to the focus on tools (on equality between individuals rather than focus on the family as the smallest unit). Discrepancies also surfaced from the selection criteria of participants (highly vulnerable groups; one spouse per family; number of participants from one community all of which prevented the impact of the intervention to be more powerful in the long run) and from how the participants are organized during trainings (the ratio of mixed vs. segregated groups and the criteria of group segregation – this can play a large role in regard to the potential openness of conversations and the creation of safe spaces to explore new identities which are the key to empowerment). Through all the stages of the intervention, we make suggestions on how to better implement such methodologies in the future, in a context-sensitive manner, by considering the cultural differences in assumptions and practices.

Women's Roles and Demographic Change in Sub-Saharan Africa

Abstract:In surveying the available empirical literature on womens status in Sub-Saharan Africa there is a great amount of conceptual confusion and some serious deficits in research design and operationalization. Problems arise in measurement and in lack of agreement of terms descriptions and definitions. The research agenda should be approached from several population disciplines; the definition of individual role attributes should be improved; suitable multiple indexes of status should be developed; and indexes should be selected that are appropriate for qualitative and quantitative analysis and for changes taking place in womens maternal occupational conjugal kin domestic and community roles. Aggregate data which is generally available may not agree between two points in time or between countries. Aggregate data may cover changes in sub-groups. Comparative demographic data do not demonstrate the effects of home and work maternal impoverishment malnutrition and back-breaking workloads on womens ability to breast feed and promote child survival and development. A major finding in recent years is that womens economic activities are largely invisible to planners and as a consequence little is known. The impact of migration is considered to affect gender roles through the relaxation of customary constraints on sexual behavior increased prevalence of sexually transmitted diseases and death separation of kin separation of parents and children separation of spouses and the burdening of women with unmanageable loads threatening food security and survival. A variety of studies address the issues of limited occupational opportunities. Sharing and delegation of child care must be incorporated into cost-benefit analysis of rearing children.

Age and Agency: Evidence from a Women's Empowerment Program in Tanzania

Abstract:Understanding the effectiveness of programs designed to empower women is important for development policy, and critically important in places with historically unequal gender norms. In this paper, we evaluate the impact of a multidimensional program on women's empowerment in northern Tanzania, where our study sample is among the pastoralist and traditionally patriarchal Maasai tribe. The multidimensional approach of the program included various components: microcredit groups, business skills, livestock management, water improvements, women's rights discussions, and nutrition education. To measure the effect of the program, we employ a difference-in-differences approach, with doubly robust weighting. We use the livestock-enhanced project-level Women's Empowerment in Agriculture Index (pro-WEAI), a new quantitative measurement of women's empowerment designed for communities where livestock is a main productive asset. Our analysis of the program impact shows that the multidimensional program led to higher levels of empowerment for young women, specifically more group membership, access to credit, increased control over income, and a larger input into household productive decisions. Notably, the improvement in empowerment for young women does not reflect any change in attitudes towards intimate partner violence. Despite the positive findings for young women, we do not find any change in empowerment for the full sample of women (all ages). Our results demonstrate that programming focused on women's empowerment has differential effects over a woman's life cycle.

Abstract:Despite evidence emphasizing women's responsibility for collecting water in sub-Saharan Africa, more needs to be known about the gender-specific consequences of this obligation, especially in rural Ghana, where water inaccessibility is a persistent issue. Employing a community-based case study, this research aimed to explore the gendered consequences of women's water collection responsibility, using a coupled systems framework. Data were gathered from surveys and focus groups and analysed statistically and thematically, respectively. Key findings highlighted intersecting influences in women's water access and collection difficulties, including distance to water sources, poverty, and health issues. Results revealed that over 50% of women experienced multiple consequences, including physical and psychological injuries (>80%), animal attacks (≤12%), spousal violence (>40%), nutritional challenges (>30%), hygiene problems (>40%), and socioeconomic issues (>50%). Over half faced three to seven intersecting water-related consequences, which intensified their difficulty in accessing and collecting water. Differences were observed across sub-communities. Interestingly, not all men had knowledge of these consequences, highlighting the crucial need to broaden their understanding as part of the solution to ease women's burdens. Addressing sociocultural norms and the various factors influencing access through effective and gendered water management and planning is imperative to alleviate women's burdens and improve equitable access.

Abstract:Gender inequality affects agricultural production and rural households' capacity to build climate resilience, especially in developing countries. However, empirical research on promoting women's empowerment in the face of environmental threats is limited, particularly in areas vulnerable to the impact of climate change, such as semi-arid regions. This study identifies factors promoting women's empowerment in semi-arid regions and the mechanisms behind them. This mixed-methods case study was conducted in a semi-arid area in Northeastern Brazil, utilizing household surveys, key informant interviews, and focus groups. Results show that accessing targeted credit lines and extension services was significantly associated with empowerment. The qualitative findings suggest that adopting participatory mechanisms in policymaking and utilizing feminist pedagogy and popular education in the intervention delivery process was crucial to achieving women's empowerment in the study area. Patriarchy is defined by (Walby,1990) as a system of attitudes and structures which men hold power over women or patriarchy can be defined as males holding power over women, and subsequently creating structures that prevent women from accessing power or resources. (Kalabamu, 2006) suggests that men obtain power from social norms within a given culture. Thus this paper views the absence of women in leadership in Developing and Developed nations comparing a country like South Africa to Kenya and many African countries as the reason for continued patriarchal systems and poverty among women. Analyzing gender gap in agricultural productivity: Evidence from Ethiopia

Abstract:Women make up more than 50% of the agricultural labor force but contribute less than 30% to agricultural productivity. Agriculture is the main source of livelihood in Ethiopia but by contributes more than 35% to GDP, 90% to forex earnings, and 70% to employment sources. So Improving economic well-being ensuring sustainable development, and reducing poverty is impossible by ignoring the role of women. Consequently, the main objective of the study is to investigate the gender gap in agricultural productivity using national Panel data of 3474 households which were collected in 2017 and 2019 by the Policy Studies Institute for AGP II baseline study and midline evaluation. Among these, 69% (2404) were male-headed and 31% (1070) were female-headed households. The panel data were combined with DID, Oaxaca Decomposition, and the Random effect Tobit model to investigate the gender gap. The result from the DID Method of Impact Evaluation shows that female-headed households were less productive by 3.7% and 2.05 quintals per hectare when measured in terms of value in birr and quintals per hectare compared to male-headed households. In contrast, male-headed households were more productive by 4% and 2.05 quintals compared to female-headed households. Additionally, the results from the pooled and random effect Tobit model showed that soil fertility, sex of the household head, slope of the land, total livestock holding in TLU, extension contact, use of inorganic fertilizer, credit use, machinery use, and plantation method are among the determinants of the gender gap in agricultural productivity. Furthermore, results from the Oaxaca decomposition show that a gender productivity difference between male and female-headed households was roughly 11.2% when measured by value and 5% when measured by an area-weighted formula. The main finding of the study is that endowment effects were less likely to have a significant impact on the productivity gap than structural effects did. Differences in the unexplained characteristics of men and women may also contribute to the considerable productivity gap between male-headed and female-headed households. Therefore, working on women's empowerment to improve their structural disadvantages through various training programs that favor women or gender-mainstreamed extension training programs for lowering gender productivity differentials is a possible policy option.
Are women with more of 'social capital' more empowered? A cross-sectional analysis from rural Wardha, Central India

Abstract:Background: Despite international commitment and government policies and programmes, a vast majority of women of rural India are socially and economically deprived in the patriarchal sociocultural framework. Strategies to improve women empowerment need context-specific field-based evidence. Objectives: This study was undertaken to address the research question: "Are women with a higher level of social capital more empowered than their counterparts?" Methods: A community-based cross-sectional analytical study was carried out in the Wardha district of Maharashtra, where a two-stage cluster random sampling technique was used to select the 300 study subjects. The outcome variable, women empowerment was assessed using four domains: mobility, inter-spouse communication, household decision-making and asset ownership. The independent variables included social capital along with potential sociodemographic confounders. Multivariate linear regression was applied using the backward stepwise method. Results: The participants had better women empowerment percentage score in the "Household decision-making" domain compared to the other domains. The women empowerment score was found to be significantly higher in the participants with increasing age, higher education, those involved in business/service, above poverty line (ABL), nuclear family, married, and those having at least one living child. In the adjusted analysis, the social capital was found to be a significant determinant of women empowerment, along with age, education, religion, marital status and family type. Conclusion: The improvement of social capital in the form of community-based development projects through Self-Help Groups (SHG) and microfinance programmes need to be encouraged by the Government and NGOs, as this strategy has the potential to improve women empowerment through community-driven development.
Contribution of Rural Development Programs in Empowerment of Tribal Women: A Case Study

Abstract:Empowerment of tribal women is critical for inclusive development of tribal communities. This study aims to analyze the contribution of rural development programs in empowering tribal women in Dhalbhumgarh, Jharkhand. The research involved a survey of 200 tribal women beneficiaries of programs, focused group discussions, and interviews with stakeholders. The study assessed the impact on social, economic, and political empowerment parameters. Key findings show limited outreach and utilization of programs by tribal women. The programs have moderately improved education, health, and livelihoods. However, impact on reducing gender disparities, improving participation in governance, and addressing systemic discrimination is inadequate. Patriarchal norms, lack of awareness and mobility, poor program quality and targeting are key challenges. The study recommends redesigning programs to suit local context, greater investment, participatory planning, and sensitization of tribal communities to achieve holistic empowerment.
Married women’s decision-making autonomy in the household and maternal and neonatal healthcare utilization and associated factors in Debretabor, northwest Ethiopia

Abstract:Background Women’s decision-making autonomy is very crucial for the improvement of women empowerment, and maternal, neonatal, and child healthcare utilization. As time immemorial, Ethiopian culture is largely gender stratified, and the position of women is subordinate to men in various household and health-seeking decision-making matters. However, there is a dearth of empirical evidence on women’s decision-making autonomy, especially in the household and on maternal and newborn healthcare utilization. Therefore, this study assessed married women’s decision-making autonomy in the household and on maternal and neonatal healthcare utilization and associated factors in Debretabor, Northwest Ethiopia. Methods A community-based cross-sectional study was conducted from October 1 st to 30 th , 2019. A two-stage sampling technique was used to select 730 married women. Data were collected using a structured, pretested, and interviewer-administered questionnaire. Data were entered into EPI INFO 7 and analyzed by SPSS version 23. Multivariable logistic regression model was fitted to identify factors associated with women’s decision-making autonomy in the household and maternal and neonatal healthcare utilization. The adjusted odds ratio with its 95% confidence interval was computed to determine the level of significance at a p-value of ≤ 0.05. Results A total of 730 married women were included in the analysis. Thus, three-fourths (75.1%) of women had higher decision-making autonomy on their health, neonatal health, and other socio-economic aspects. Besides, the proportion of four and above antenatal visits, delivery at a health facility, postnatal checkup, knowledge of neonatal danger signs, and appropriate health-seeking practices for sick newborns among autonomous women were 52.1%, 56.1%, 71.4%, 32%, and 80% respectively. Age greater than 35 years old (AOR = 2.08; 95% CI: 1.19, 3.62), monthly income of > 5000 ETB (AOR = 3.1; 95% CI: 1.36, 7.07), husband involvement (AOR = 2.36; 95% CI: 1.55, 3.43), and adequate knowledge of neonatal danger signs (AOR = 2.11; 95% CI: 1.4, 3.2) were factors independently associated with women’s decision-making autonomy on maternal and neonatal healthcare utilization and other socio-economic affairs. Conclusion Our findings show that women’s decision-making autonomy in the household and maternal and neonatal healthcare utilization was optimal. Increasing household income level, promotion of husband’s involvement starting from the prenatal period, and increasing women’s knowledge of maternal and neonatal danger signs will have a great role in the improvement of women’s decision-making autonomy.

Abstract:This article investigates the roles that land rights and kinship norms have on rural women's empowerment in the Bobonaro district of Timor-Leste. To this aim, a case study was carried out, using a questionnaire survey to compare three kinship groups (harmonic matrilineal, matrilineal and patrilineal). The land rights considered are ownership and control. The measurement of empowerment is based on three questions relating to household decision-making. Women's autonomy and participation in decisions are also analyzed. The data presented show the importance of not only the ownership of land, but also effective and independent women's land rights and the kinship system to women's empowerment. Therefore, in order to contribute to gender equality, land policies should take gender and kinship into close consideration.

Abstract:Abstract Women’s empowerment is often an important goal of development interventions. This paper explores local perceptions of empowerment in the Upper East Region of Ghana and the pathways through which small-scale irrigation intervention targeted to men and women farmers contributes to women’s empowerment. Using qualitative data collected with 144 farmers and traders through 28 individual interviews and 16 focus group discussions, this paper innovates a framework to integrate the linkages between small-scale irrigation and three dimensions of women’s empowerment: resources, agency, and achievements. The relationship between the components of empowerment and small-scale irrigation are placed within a larger context of social change underlying these relationships. This shows that many women face serious constraints to participating in and benefitting from small-scale irrigation, including difficulties accessing land and water and gender norms that limit women’s ability to control farm assets. Despite these constraints, many women do benefit from participating in irrigated farming activities leading to an increase in their agency and well-being achievements. For some women, these benefits are indirect—these women allocate their time to more preferred activities when the household gains access to modern irrigation technology. The result is a new approach to understanding women’s empowerment in relation to irrigation technology.

Abstract:Improving women’s access to land is high on the agricultural policy agenda of both governmental and non-governmental agencies. Yet, the determinants and rationale of gendered access to land are not well understood. This paper argues that gender relations are more than the outcomes of negotiations within households. It explains the importance of social norms, perceptions, and formal and informal rules shaping access to land for male and female farmers at four levels: (1) the household/family, (2) the community, (3) the state, and (4) the market. The framework is applied to Ghana, using the results from qualitative field work. Norms on household and family organization and on men’s and women’s responsibilities and capabilities play a key role in gendered allocation of resources. However, these norms and perceptions are dynamic and evolve jointly with the development of markets and changes in values of inputs such as labor and land. Theoretical models that represent the gendered distribution of assets as the result of intrahousehold bargaining should be revised, and extrahousehold factors should be included. From a policy perspective, laws that ensure gender equality in terms of inheritance and a more gender-equitable distribution of property upon divorce can play a key role in improving women’s property rights. Yet, their impact may be limited where customary rights dominate and social norms and rules continue to discriminate according to gender.
