Abstract:Green innovation is an effective way of solving the dilemma of the economy–environment trade-off. As an important innovation policy in China, national economic and technological development zones (NETDZs) play a significant role in promoting innovation, but empirical studies on their impact on innovation, especially green innovation, are scarce. In this study, the authors used highly disaggregated micro-level data such as patent data, industrial firm data, and customs data to examine the impact of NETDZs on green innovation. The results showed that: (1) NETDZs significantly promote green innovation, as measured by both patent quantity and patent quality; (2) the binding environmental indicators in China's five-year plan enhance the promotional effect of NETDZs on green innovation; (3) learning by importing, including through foreign direct investment and importing capital goods, is an important mechanism for the nexus between NETDZs and green innovation; and (4) compared with non-state-owned enterprises (non-SOEs), SOEs are relatively passive in terms of engaging in learning by importing.

Abstract:As a typical practice of regional innovation policy, national innovation demonstration zones (NIIDZ) plays an important role in empowering green technology innovation. Analyzing the internal logic between NIIDZ and green technology innovation is of great practical significance to enhance China’s independent innovation capability and accelerate the ecological civilization construction. Based on the panel data of 280 cities from 2005 to 2020, we use the difference-in-difference model (DID) to evaluate the policy effect of NIIDZ on green technology innovation from the dual perspective of quality and quantity. The results show that NIIDZ effectively contributes to the quantity of green technology innovation (GTI) and the quality of green technology innovation (GTQ), especially GTI. The conclusion is still valid after robustness tests like PSM-DID and eliminating the pilot interference of innovative cities. The test of the intermediary mechanism shows that regional innovation policy can not only directly drive GTI and GTQ but also indirectly promote them through accelerating talent gather, driving industrial clusters, and increasing government financial support. Spatial heterogeneity analysis indicates that the effectiveness of regional innovation policy demonstrates a decreasing trend from east to west, and this positive effect is more significant in cities with a higher level of financial development. Our results provide important policy insights for the Chinese government to further stimulate the effectiveness of green innovation in the NIIDZ, accelerate the construction of an innovative country, and achieve high-quality green economic development.

Abstract:The plan of "transforming national high-tech zones into national innovation demonstration zones (hereinafter referred to as" NIDZ") launched in 2009 is an attempt to promote high-quality economic development in China. Based on the quasi-natural experiment of transforming national high-tech zones into NIDZ in 2009, this paper collected and sorted out the data of 51 cities where national high-tech zones were located in China from 2002 to 2018. Then we measured urban green total factor productivity by applying the SBM model and investigated the impact of transformation on urban green total factor productivity through the difference in difference (DID) method. The results show that: (1) Urban green total factor productivity has been improved by transforming into a NIDZ, and the results are relatively stable. (2) Mechanism analysis shows that the promotion of urban green total factor productivity by transformation is realized through green technology innovation and industrial agglomeration mechanism. (3)The heterogeneity analysis shows that the policy effects are better in the developed eastern regions and regions with lower levels of government efficiency, and have not been reflected in the less developed central and western regions and regions with higher levels of government efficiency.

Abstract:In December 2016, China proposed creating about ten sustainable development demonstration zones to create a batch of replicable and extendable demonstration models to fully realize the 2030 sustainable development goals (SDGs) and provide a reference for similar regions of emerging economies. It has now approved six cities that act as green and low carbon lifestyle laboratories. However, very few documents quantitatively evaluate this policy's natural, economic, and social impact. This article comprehensively uses dynamic stochastic general equilibrium (DSGE) methods and input-output methods to portray the urgency of sustainable development in China. This article sets the sustainable indicator system for the approved six cities and sets scenario simulations based on transformation needs for quantitative evaluation. The results show that demonstration zones policies would lead to a decline in the output of heavily polluting industries. However, in China's current coal-dominated energy structure, the degree of positive impact on the growth of clean industry output would be less than the intensity of the impact on heavily polluting industries.

Abstract:The proposal for the 2030 Sustainable Development Goals (SDGs) mapped out the direction for global sustainable development, prompting governments around the world to take action. The Chinese government promulgated a national pilot practice program, the Innovation Demonstration Zones for Sustainable Development Agenda (IDZSDAs), which has become a unique banner for the implementation of the SDGs after five years of development. This paper aims to summarize how China's experience is worth learning from and provides a decision-making reference for the sustainable development of other similar countries. Based on the characteristics of the development of IDZSDAs, this paper analyzes the connection between IDZSDAs and SDGs at different stages, discusses the uniqueness of the former, and puts forth some suggestions for improving its development. The results show that China's experience mainly includes two aspects: first, the construction theme of the IDZSDAs is directly related to one of the SDGs; and second, the bottleneck problem restricting local sustainable development is solved using innovative systematic solutions that have regional characteristics. After years of practice, the IDZSDAs have many achievements; however, certain problems still persist. These include the small quantity of IDZSDAs, the difficulties in declaration new IDZSDAs, the insufficient innovation in the development of IDZSDAs, and unbalanced development in different zones. In light of these issues, four suggestions are put forward to promote high-quality development of the IDZSDAs and contribute more China's experience to the realization of SDGs.

Abstract:China has achieved remarkable results in sustainable development, particularly in integrating green innovation to enhance eco-efficiency. But why choose green innovation as the driver for urban eco-efficiency? How did it do? Based on ecological civilization demonstration zone in China (Yangtze River Economic Belt) city data from 2006 to 2019. This research developed comprehensive evaluation systems to measure both urban green innovation and ecoefficiency, making use of the SBM model with undesired output to gauge ecological efficiency of urban areas. On this basis, we extended analysis by applying a baseline regression model and a Spatial Durbin model to delve into the mechanisms of green innovation affects eco-efficiency. The results are as follows. (1) green innovation and urban eco-efficiency showed fluctuating upward trends but that regional heterogeneity existed among the three regions. Specifically, the lower reaches outperform in green innovation, closely followed by the middle and upper reaches. Concurrently, the eco-efficiency levels of the middle reaches surpass those of the lower and upper reaches. (2) Our findings confirmed that green innovation promotes eco-efficiency by pursuing economic growth while reducing externalities. Furthermore, green innovation and eco-efficiency exhibit a positive spatial correlation and benefits neighboring city's' eco-efficiency, revealing spatial spillover effect. (3) Technological progress and industrial restructuring, driven by green innovation practices, emerge as pivotal drivers for the improvement in eco-efficiency. The study's insights provide valuable guidance to policymakers and stakeholders seeking to leverage green innovation practices to promote long-term and healthy urban development.

Abstract:From the economic perspective, China has made remarkable progress, yet, environmental concerns represent an alarm to the country's long-term prosperity. The associated relationship between green investment, natural resources, green technology innovation, and economic growth has important implications for the environment. Therefore, the present study attempts to investigate the effect of green investment, natural resources, green technology innovation, and economic growth on the ecological footprint in China. For this purpose, the present study utilized the NARDL approach using data from 2000 to 2018. The findings demonstrate that green investment, natural resources, green technology investment, and economic development have a significant positive short- and long-run relationship with the ecological footprint. As a result, it is directed to China government to raise green investment, a strict regulatory environment for the control of natural resources rent, as well as green technology innovation that enables optimum efficiency with little environmental impact, specifically on ecological footprint.

Abstract:China is currently confronted with the dilemma of achieving its green development goals while maintaining economic growth. The National Ecological Demonstration Zones (NEDZs) represent an innovative attempt by local governments to balance economic development with ecological civilisation, potentially offering a solution to this issue. This study calculated the Green Total Factor Productivity (GTFP) for 1925 districts and counties from 1999 to 2018. Using the selection of NEDZs as a quasi-natural experiment, a difference-in-differences model was employed to empirically analyse the impact of NEDZs on GTFP. The results indicated that the establishment of NEDZs led to an average increase in GTFP of 0.2175 compared to the control group. The primary mechanisms involved are innovation, structure, and enforcement. Moreover, the green development effects of the NEDZs exhibited regional heterogeneity. Compared to the western regions, the central and eastern regions showed limited green development effects. Areas with smaller populations, lower human capital, and lower administrative levels demonstrated significant improvements after the implementation of the NEDZ. Further analysis reveals a significant spatial agglomeration pattern of GTFP and the NEDZs exert a strong 'siphon effect' on the GTFP of neighbouring areas. This study provides a new perspective on the GTFP research and offers theoretical and practical evidence for assessing the impact of NEDZs.

Abstract:Taking the innovation policy pilot of the national independent innovation demonstration zone (NIIDZ) as a quasi-natural experiment, we select a set of data covering 283 cities in China from 2004 to 2016 to empirically test the impact and mechanism of NIIDZ on urban green total factor productivity (GTFP) by using a progressive difference-in-differences (DID) model. The research indicates that the NIIDZ policy pilot can effectively help promote the growth of urban GTFP; talent agglomeration and local fiscal expenditure on science and technology are important channels for the policy to promote urban GTFP. Various methods have proved the reliability of our research results. Further, affected by geographical location, resource endowment and population size, the pilot effects of the NIIDZ also demonstrate regional heterogeneity. Our study provides a useful supplement for innovation policy evaluation from both theoretical and empirical perspectives.

Abstract:Understanding the intricate relationships between progress and the United Nations' 17 Sustainable Development Goals (SDGs) is vital for informed and adaptable sustainable development policy formulation. This study focused on the Lincang National Innovation Demonstration Zone for the 2030 Agenda for Sustainable Development (LC-NIDZASD) in China. By evaluating sustainability scores at the county level from 2011 to 2020, the trade-offs and synergies among SDGs were explored. Priority SDGs for development were identified, and targeted recommendations were established based on these findings. The key findings are as follows: (1) The SDG index scores of Lincang and its counties showed an increase from 2011 to 2020, with scores riding from 42.1 to 52.2. SDG6 (Clean Water and Sanitation) and SDG12 (Responsible Production and Consumption) had the highest scores, while SDG1 (No Poverty) and SDG4 (Quality Education) increased significantly. However, the COVID-19 pandemic led to a decrease in the scores of SDG1, SDG8 (Decent Jobs and Economic Growth), and SDG17 (Partnerships for the Goals) in 2020 decreased compared to 2019. Decreased scores in SDG13 (Climate Action) and SDG15 (Life on Land) may be attributable to climate change. (2) The relationship between "Objectives" and ''Governance" appears to be synergistic, while ''Essential Needs" mainly shows a trade-off relationship with ''Objectives" and ''Governance." (3) To promote achievements in the construction of LC-NIDZASD, priority should be given to SDG3 (Health and Well-Being), SDG8, SDG9 (Industry, Innovation, and Infrastructure), and SDG12; SDG4 should not be ignored. (4) Overall, Lincang has made significant progress in sustainable development. However, to further consolidate these achievements, adjustments should be made for SDG7 (Energy Consumption and Production Structure). Efforts should be made to strengthen climate governance measures and improve warning and forecasting capabilities to promote the synergistic development of SDG7 (Affordable and Clean Energy) and SDG13 with other SDGs. This study's dynamic monitoring of changes in the SDGs in Lincang provides valuable insights into the synergies and trade-offs among these goals. Appropriate prioritization across various SDGs can allow for timely adjustments in sustainable management policies, ultimately contributing to the successful operation of the LC-NIDZASD.

Abstract:Addressing global climate change is the responsibility of all mankind, and original green technology innovation is the key to achieving the goal of “carbon neutrality”. Under the target of “carbon neutrality”, it remains to be seen whether China’s special economic zones can promote the green technology innovation of enterprises, which is very important for achieving green and high-quality development. This study examines the impact of special economic zones (SEZs) on enterprises’ green technology innovation by constructing a quasi-natural experiment using data of Chinese listed companies (collected from 2000 to 2017) and green patent applications. The empirical results showed that the SEZ program significantly promoted the green technology innovation of enterprises. The number of green patent applications of enterprises in zones has increased by 17.02%. The promotion effect was more significant on enterprises in provincial development zones, those that are owned by the central state, and those in central and eastern regions. In the short term, the green innovation promotion effect is mainly derived from the effect of preferential policy subsidies, while in the long run, the role of the agglomeration effect gradually emerged. This study provides empirical evidence for green and high-quality development. This study also provides a new policy reference for achieving a win–win situation between industrial agglomeration and ecological environment.

Abstract:China's government has launched the innovative city pilot (ICP) policy since 2008 and taken green development as the principle goal of innovative city construction. However, whether or not the ICP policy shapes green development remains largely unknown. Leveraging variation in the timing of the ICP policy implementation across cities, we investigate the causal impact of innovative city construction on green development, as measured by green total-factor productivity (GTFP). Our staggered difference-in-differences (DID) estimator shows that cities which implement the ICP policy experience a 5.3% increase in GTFP. This effect appears one year after the introduction of ICP policy and shows an upward trend over time. Our mechanism analysis further confirms that the ICP policy effect is driven by green innovation effect, which is realized through the support of innovation policy and increased investment in innovation. Finally, substantial heterogeneity is explained by geographic location, environmental constraint, resource endowment, city size and different levels of innovation. Our paper underscores the pivotal role of innovative cities in promoting green development, which warrants nationwide expansion.

Abstract:How do digitalizing businesses help them achieve sustainable growth? This research examines the mediating function of green technology innovation in answering this question by defining sustainable development performance in terms of corporations' financial and environmental success. The educational system in China is examined to see how much of an impact it has on eco-innovation, as well as the relationship between green technology and innovation. The IFE test was utilized to determine whether or not the associations between variables such as GDP per capita, urbanization, green technology, higher education, and carbon dioxide emissions will continue to exist between 2004 and 2020 in China. The data for this analysis came from 30 of China's provinces. The findings of both the short-term and long-term CS-ARDL estimations demonstrated a positive link between eco-innovation and GDP per capita, green technology, higher education, and CO 2 emissions. On the other hand, a negative correlation was found between urbanization and eco-innovation. The next topic covered in the research was how the effects of green technology might be seen in areas such as GDP per capita, higher education, and carbon dioxide emissions. The findings might provide valuable knowledge that developing economies can use to construct a feasible, sustainable path.

Abstract:Effective industrial policies need to be implemented, particularly aligning with environmental protection goals to drive the high-quality growth of China's economy in the new era. Setting up national high-tech zones falls under the purview of both regional and industrial policies. Using panel data from 163 prefecture-level cities in China from 2007 to 2019, this paper empirically analyzes the impact of national high-tech zones on the level of urban green innovation and its underlying mechanisms. It utilizes the national high-tech zones as a quasi-natural experiment and employs a double machine learning model. The study findings reveal that the policy for national high-tech zones greatly enhances urban green innovation. This conclusion remains consistent even after adjusting the measurement method, empirical samples, and controlling for other policy interferences. The findings from the heterogeneity analysis reveal that the impact of the national high-tech zone policy on green innovation exhibits significant regional heterogeneity, with a particularly significant effect in the central and western regions. Among cities, there is a notable push for green innovation levels in second-tier, third-tier, and fourth-tier cities. The moderating effect results indicate that, at the current stage of development, transportation infrastructure primarily exerts a negative moderating effect on how the national high-tech zone policy impacts the level of urban green innovation. This research provides robust empirical evidence for informing the optimization of the industrial policy of China and the establishment of a future ecological civilization system.

Abstract:From the standpoint of green patents, verifying the influence of the construction of national high-tech zones on the degree of green innovation of enterprises is of enormous theoretical and practical importance. We construct a multi-period two-difference model to assess the influence of the national high-tech zone policy's implementation on enterprises' levels of green innovation. The outcomes of the study show that: first, the establishment of national high-tech zones greatly increases the level of green innovation among enterprises. While the effect on green and practical patents is average, the effect on green invention patents is more obvious. Second, how enterprises in national high-tech zones promote green innovation varies significantly. Promotional effects are more prominent in Tier 1 and Tier 2 regions, non-state firms, and high-tech industries with significant economic development. State-owned enterprises, non-high-tech industries, and third-tier and lower-tier regions, on the other hand, fared brilliantly. Third, additional action mechanisms show that the establishment of national high-tech zones can contribute to the institutional environmental effects of enterprises and the concentration of green innovation elements, thereby realizing regional green innovation development. Thus, our research provides an empirical foundation for stimulating the formation of national high-tech zones, increasing firms' ability to innovate on their own, and nurturing the long-term growth of national high-tech zones and associated businesses.

Technological Innovation, Production Efficiency, and Sustainable Development: A Case Study from Shenzhen in China

Abstract:Shenzhen is a national sustainable development innovation demonstration zone, with the theme of innovation leading the sustainable development of megacities. This manuscript studies technological innovation, production efficiency, and sustainable development and explores the impact of their relationship on Shenzhen. The benchmark test shows a significant negative correlation between the inefficiency of production, labor levels, investment levels, technical levels, and socioeconomic status. From 2001 to 2019, the production efficiencies of 21 prefecture-level cities in Guangdong Province were used as the research object. The Cobb–Douglas production function conducted panel stochastic frontier analysis and TOBIT regression, and the conclusion was robust. The mechanism test found that the economic growth of Guangdong Province, including Shenzhen, is still dominated by labor and investment. Its production efficiency has been dramatically impacted after 2008, and the increase in production inefficiency may be affected by the crowding-out effect of a four-trillion investment. Finally, based on the Tobit regression, we found that the rise in the labor force, capital input, technological level, and socioeconomic development level could reduce Shenzhen’s production inefficiencies by 3.6%, 20.2%, 2.5%, and 4%, respectively. There is still a long way to achieve sustainable development; however, Shenzhen’s technological innovation and mega-city reform process will provide valuable insights for other regions.

Abstract:Green finance and high-tech innovation can independently contribute to sustainable development, but their combined impact on the mechanism of regional sustainable development requires further exploration. This study constructed a sustainable development index from the perspectives of economic development, ecological environment, and social satisfaction. It empirically analyzes the impact of green finance and high-tech innovation on the sustainable development of the Yangtze River Economic Belt over 21 years. The research findings indicate that a higher level of green finance and high-tech innovation is conducive to regional sustainable development. If either the level of green finance or high-tech innovation is individually low, it will hinder the collective effect of promoting sustainable development and thus impede the overall sustainability of the region's development. Therefore, it is crucial to promote the balanced development of both, and foster their positive interaction, in order to achieving sustainable development in the Yangtze River Economic Belt.

Abstract:China's excessive reliance on natural resources has resulted in the dual challenges of sluggish economic growth and significant ecological damage. Addressing the resource curse and realizing sustainable economic development have emerged as paramount concerns in regional development. Exploring practical strategies to overcome these challenges and foster a more sustainable and resilient economic landscape is crucial. This study explores the impact of natural resource dependence (NRD) on green technology innovation (GTI) using Chinese provincial administrative regions data between 2011 and 2021. The finding demonstrates that natural resource dependence significantly impedes regional green technology innovation, especially in resource-based and central and western provinces. Furthermore, it investigates the effects of NRD on regional green innovation under different levels of government integrity and public environmental concern. The findings indicate that the inhibitory effect of NRD on regional green innovation is more pronounced with lower levels of government integrity. Conversely, public environmental concerns can partially alleviate the inhibitory effect of natural resource dependence on green technology innovation. Hence, promoting the development of new industries, actively constructing diversified economic structures, enhancing government integrity, and gradually improving the public participatory environmental regulatory system are essential measures to tackle the problem of resource dependency and promote the enhancement of regional green technology innovation.

Abstract:Considering national big data comprehensive experimental zones' (NBDCEZs) construction as a quasi-natural experiment, we employ a multi-period difference-in-differences method, investigating NBDCEZs' impact on green finance. Based on China's provincial panel data from 2008 to 2020, we find that NBDCEZs have a significant positive impact on green finance. Furthermore, high regional innovation capacity and foreign direct investment can enhance this effect, which differs depending on China's five main economic circles, pilot zone types, and urban characteristics. Besides providing implications on utilizing digital technology for green finance, our study benchmarks China's practices for other emerging countries, looking to develop green finance.
