Abstract:For the first time in the Arab world, the FIFA World Cup in Qatar 2022 was one of the main drivers for promoting important infrastructural changes in the country, as well as for transforming the image of Qatar in order to make the destination more attractive to foreign tourists. However, despite the great wealth from its Oil & Gas reserves, several social challenges that historically affect the country began to emerge due to greater coverage of the international media, threatening the expectations of positive legacies left on the country's image from the event. Given this context, the case puts the reader in the role of Ahmed Al-Nasr, then Chairman of the Qatar Supreme Committee for Delivery and Legacy, as he faces different pressures made by major international brands sponsoring the event who now see their image threatened by successive controversies that the country has been involved in and they are threatening to withdraw their support and investments. The case is indicated for undergraduate and graduate students of courses in the area of Tourism, Sport Management, and Business interested in discussing topics and concepts related to environmental, social, and governance (ESG) responsibility, management of mega events, international marketing, and country destination image.

Abstract:FIFA World Cup Qatar 2022TM; once a dream! It is now become a true. The tournament’s opening match is only few weeks ahead and there are strong evidences that the first winter world tournament to be held in the Middle East is going to be unprecedented. The hosting nation “Qatar” has invested heavily in the preparation process; 7 new A-Z stadiums with advanced quality, unique designs, sustainable materials and technologies along with huge infrastructure projects in transportation, road’s networks, housing, fan zones, public inside and outside spaces marks Qatar 2022TM as the first World Cup in terms of investments, preparation processes, and sustainability standards. The Qatari preparations are not limited to those related to the tournament in its narrow concept, but it include some other preparations within the Qatari legal system. These legal amendments and new or special legal instruments will be –among others- the remaining legacy of the Qatar 2022 World Cup. This article will highlight the major legal steps taken by the State of Qatar in its preparation to host the World cup directly or indirectly.
The Perceived Impacts of Staging the 2022 FIFA World Cup in Qatar

Abstract:This paper aimed to examine residents’ attitudes and perceptions of the social and cultural impacts of the 2022 FIFA World Cup and to understand the legacy dimensions of this sport event in Qatar. Drawing on social exchange theory, this paper reports results from survey data comprising 1018 nationals and 1014 expatriates who participated in the Survey of Perceptions and Attitudes towards the 2022 FIFA World Cup conducted in 2019 in Qatar. An impact scale comprising 21 social and cultural impact items was used to elicit participants’ responses. Results from ANOVA indicated that nationality matters with respect to perceived significant predictors of the World Cup. Results revealed that residents, national and expatriates, were supportive of hosting the event in Qatar but were concerned over traffic, pollution, price increases, and the potential rise in the overall cost of living. The paper concludes with implications for mega-sports events and future research are proposed.

Abstract:The experiences of past hosts to mega sporting events like the Olympics, or FIFA World Cup games show that there are numerous ways in which countries can be both empowered or disempowered through their pursuit of soft power. Through a selective literature review, this paper uses the relevant soft power experiences of six countries who have hosted either the World Cup or Olympic Games from 2008. The cases include China (Beijing 2008 Olympics), South Africa (2010 World Cup), United Kingdom (London 2012 Olympics), Brazil (2014 World Cup and Rio de Janeiro 2016 Olympics), Russia (Sochi 2014 Winter Olympics, and 2018 World Cup), and Japan (Tokyo 2020 Olympics). The paper then considers Qatar’s 2022 World Cup with an angle on applying and adapting the experiences of past hosts to understand the soft empowerment or disempowerment that Qatar will likely face as a result of hosting the games. The numerous international concerns over the situation with migrant workers in Qatar, and the Islamic and cultural norms that are alien to Western audiences, will continue to challenge Qatar’s image management and branding measures. Nevertheless, the commitment to holding the most eco-friendly event, continuous presence on international soccer fields through sponsorships, ownerships, and winning championships, in addition to actively seeking to enhance and alleviate the status of the country on the global stage will help Doha in its soft empowerment endeavors in the period before and during the event. Its pledge and dedication to keeping a long-lasting legacy after December 2022 will also help the State in the post-event phase of soft empowerment.

Examining sport tourism role in fostering social sustainability: Qatar youth perceptions

Abstract:This study examines the evolving perceptions of youth residents in Qatar, particularly university students, regarding the social impact of hosting major sport events from 2015 to 2022. It offers crucial insights into the contribution of sport tourism in fostering social sustainability, contrasting post-event perceptions of the 2015 Handball World Championship (HWC 2015), the 2019 IAAF World Athletics Championship (IAAF 2019), and the 2022 FIFA World Cup (FIFA 2022), using a cross sectional analysis. The impact is assessed across five dimensions: community pride, enhanced community attachment, event excitement, pride in community infrastructure, and community excitement. Participants are categorized based on nationality (Qatari nationals, Arabs excluding Qataris, and Non-Arabs) to capture cultural and demographic differences. Results reveal increasingly positive perceptions across events regarding the five dimensions. Significant multivariate effects are found on the combined dependent variables for event type and nationality. The study underscores the role of hosting sporting events in advancing social sustainability and community development in Qatar. Variations among national groups indicate a need to tailor policies and strategies to foster inclusivity. The work provides valuable baseline insights to inform future hosting bids and encourage regional collaboration.

Abstract:The FIFA Men’s World Cup Qatar 2022 has been analyzed through the frameworks of nation branding and soft power. As the world’s most popular sport event, the World Cup has the possibility to enhance host nations’ images internationally, but we are not aware of empirical work attempting to assess public perceptions of Qatar, despite the considerable attention it has been paid. Accordingly, we assessed the discussion in the Twittersphere to shed some light on whether Qatar’s nation-branding and soft power attempts are reflected in public perceptions. We collected, geotagged, and analyzed 4,458,914 tweets with the word “Qatar.” We found that, contrary to the expectations of the organizers in Qatar, host nation status has not necessarily brought better nation branding or enhanced soft power, especially in the Global North. We conclude that social media’s interactive nature, which enables users to influence the discussion agenda, should have been considered by event organizers.

Abstract:This study aimed to identify the motivations of sports tourists to attend Soccer World Cups and to determine the motivational dimensions that predict their satisfaction. The research took place in Doha, the capital of Qatar, during the FIFA World Cup in 2022, where 503 valid questionnaires were collected. Exploratory factor analysis and linear regression with the Enter method were used for data analysis. The results show four motivational dimensions: Sports Passion, Escape & Relaxation, Patriotism & Attachment, and Recreation. Additionally, a positive and significant relationship was found between the Escape & Relaxation factor and overall satisfaction. In contrast, a negative correlation was identified between the Patriotism & Attachment dimension and satisfaction. These findings will contribute to the academic literature related to the Soccer World Cups as part of sports tourism and will also assist sporting event organizers in developing marketing and management plans to benefit this tourist demand.
Hosting Major International Sports Events in a Country: A Socioeconomic Impact

Abstract:This research focuses on the impact of sponsoring major sports events concerned with the socioeconomic aspects of Qatar. Context is the hosting of FIFA 2022 in Qatar. A questionnaire has been developed based on the underpinning theory, which included seven dimensions of measuring socioeconomic impact that covered Micro, Meso, Macroeconomic, Employment, Quality of Life, Social Cohesion and Environmental aspects. Questionnaire survey was conducted for a sample size of 126, which included the managers from tourism industry and sponsoring of sports events. The research methodology involved descriptive statistics calculations using MS Excel and SPSS. The response score was collected on a 5-point Likert scale for quantitative measures and the Mean, Standard Deviation, Kurtosis, Skewness and Frequency Distributions were computed for seven dimensions. The responses were later categorized into degrees of agreement with a priori scale to understand the relative impact of sponsoring sports events concerned with socioeconomic aspects. The results have indicated that, the highest impact would be on the creation of Environmental Consciousness among the citizens of Qatar followed by the impact on the Micro, Meso and Macroeconomic aspects of the country. These revelations have led providing suggestions to policy makers, which would be useful particularly in the present situation where Qatar is planning for FIFA 2022.

Abstract:Given a changing global context, there is a need to understand if sports mega-events that are now often hosted by the BRICS countries can serve as a tool to improve their international perception as attractive tourist destinations. The study presented in the paper analyzes the perception of Russia and host cities of the 2018 FIFA World Cup by visiting fans. The problem was examined using the available secondary data, as well as empirical data obtained in the spring of 2021 by means of semi-structured interviews and survey methods. The study confirms that hosting of a sports mega-event affects the perception of the destination by its visitors. Organizing such an event encourages people to choose a location that has not been considered before and helps to dispel negative myths and stereotypes imposed by the media. The results also confirm that attending a sports mega-event may lead to an intention to revisit its venue. The results of the study are useful to an international audience, both academics and practitioners, including policy makers.

Abstract:Non-democratic regimes have increasingly been hosting major sports events to boost their visibility and image abroad, which sparked debates about the potential for "sportswashing". Using the case of the 2022 FIFA World Cup in Qatar we examine how the framing of the tournament influenced opinions about Qatar abroad. Our pre-registered survey experiment with more than 14,000 respondents in eight European countries conducted before the tournament shows that framing it in light of human rights issues in Qatar leads to more negative attitudes towards the host of the World Cup. In contrast, frames emphasizing Qatar's organizational capacity improve respondents' attitudes. The heterogeneity of effects across countries highlights the relevance of the national information environment for the effects of major sports events on public opinion. These findings suggest that critical media coverage could potentially mitigate sportswashing efforts while uncritical coverage can increase the legitimacy of autocracies.

Abstract:Qatar is the first Muslim and Arab country to host the FIFA World Cup. The Supreme Committee for Delivery and Legacy, the organisation responsible for providing the required infrastructure, host country planning and operations, is already offering volunteering opportunities across numerous activities, events and tournaments. However, few studies have examined citizens and resident expatriates' attitudes toward volunteering for such mega-events in both Qatar and the rest of the Arabian Gulf. In the following paper, we address this research gap by exploring the determinants of Qatari citizens and expatriates' interests in volunteering for the FIFA World Cup Qatar 2022TM. Drawing on two waves of nationally representative surveys from Qatar, we explore various elements that affect Qataris and expatriates' interest in volunteering. In general, and after controlling for a wide range of demographic variables, our study found that previous volunteering experiences, interest in football, and positive attitudes about Qatar hosting the games had the strongest effect on the respondents' interest in volunteering for the upcoming FIFA World Cup to be held in Qatar. The study provides a non-Western perspective and insight into volunteering motivations and, as such, is an important tool for event organisers developing volunteer recruitment and retention strategies.
Nation branding as a tool to attract foreign direct investments: a case study of Qatar

Abstract:Nation branding plays a critical role in attracting foreign businesses and, by extension, sustaining countries' economic development and global competitiveness. Using Qatar as a lens for investigation, this research applied the single, embedded case study method. Purposive sampling with key decision makers in Qatar-based foreign companies representing diverse geographies and industries were used to understand the influence of nation branding on their investment location decision. The findings revealed five key thematic features of Qatar's nation brand as an investment destination: socioeconomic prosperity, integrated global hub, activist engagement, collectivist culture, and high-end lifestyle. These brand characteristics were compared in relation to the Eclectic Paradigm's locational advantage and the Anholt Ipsos NBI's dimensions of exports, governance, culture/heritage, people, tourism, and investment/immigration. The dimensions exerted a strong effect on Qatar's nation brand and varying levels of influence on FDI attraction. This research contributes to the nexus between nation branding and the FDI literature. Importantly, the results of the study provide useful guidance to government officials, policymakers, and public and private agencies involved in investment promotion. The findings will also prove relevant to foreign investors with regard to their international expansion and location choice.
Social impact projections for Qatar youth residents from 2022: The case of the IAAF 2019

Abstract:While sport is playing an increasingly important role in society in the Middle East, there has been limited research on the perceived social impact of the hosting of major international events in this region. This study evaluates the main factors affecting youth residents' perceptions of hosting major international sport events, by measuring the psychic income in particular, generated within subgroups shaping their support toward hosting these events. Psychic income refers to the emotional and psychological benefit residents perceive they receive from hosting an international sport event. The study is of significance within the context of residents' perceptions studies given that the large majority of residents in Qatar are non-Qataris. Furthermore, the youth were the target population for this study given that they have been identified as the custodians of the next generation and as an essential force in molding national development; and extends the few residents' perception studies in Qatar which comprised the general population. Using the 2019 IAAF Athletics World championships as an example, a framework by Kim and Walker was adopted. Data were collected from 316 university students' from different nationalities residing in Qatar; a month after the event took place. After conducting confirmatory factor analysis, this study was subject to structural equation modeling. Overall, the results show that the perceived impact on Qatari youth nationals was higher compared to Arab youth, and non-Arab youth, respectively. Likewise, the perceived impact was higher for females compared to males. By evaluating the psychic income received by youth from different nationalities residing in Qatar, this study provides decision-makers and organizers with a better understanding of the outcome generated from hosting major international sport events, and how they can leverage these going forward. Of importance is that even if youth residents do not attend the event in person, these events may still generate positive psychic income which is particular relevant to the 2022 FIFA World Cup given the limitations related to purchasing tickets. With Qatar establishing itself as a regional sport hub by attracting a diverse range of international sport events, a cumulative approach to understanding psychic income is recommended.

Abstract:This paper examines how Qatar used the 2022 FIFA World Cup as a platform to address global Islamophobia. Taking place in the context of a conference on Islamophobia at Georgetown University in Qatar, the study analyzes the role Western media played in reinforcing negative stereotypes and biases against Muslims before and during the event. It highlights Qatar's wide-ranging efforts to educate the public, influence policy, and promote open discussions on how to counteract these prejudices. Special attention is given to the significant role of sports celebrities, particularly football star Mo Salah, in reducing anti-Muslim sentiment. Empirical data support the idea that Salah's public Muslim identity contributed to a decline in hate crimes and negative social media chatter. Additionally, the study explores the possible positive impact, known as the "Qatar effect," that hosting the World Cup could have on reducing negative attitudes towards Muslims. This is similar to how Mo Salah's presence and influence have positively affected public opinion, known as the "Salah effect." The paper also discusses how Qatar infused cultural elements, like Quranic verses and Bedouin traditions, into the event to foster a broader understanding and appreciation of its heritage. It further addresses ethical and human rights concerns such as the conditions of migrant workers and civil liberties, emphasizing the inconsistency in how the world reacts to these issues in different contexts. Overall, this research offers a comprehensive look at how the 2022 FIFA World Cup served as a stage for Qatar to influence global perspectives on Islamophobia while shedding light on the social and political complexities tied to hosting a world-renowned event.

Abstract:On December 2, 2010, the football/soccer world was stunned when the small Middle Eastern country known as the State of Qatar (Qatar) won the rights to host the 2022 Fédération Internationale de Football Associate (FIFA) Men’s Football World Cup even though its national team had never qualified for a single FIFA World Cup competition. What made Qatar’s bid so attractive to FIFA was that it included the building of a new airport, a commitment to updating the country’s public transportation infrastructure, the construction of $20 billion worth of new roads and highways which included a bridge to the neighboring country of Bahrain (the longest in the world), the creation of 54 training camps and the opening of a number of hotels to accommodate the spectators, teams, and broadcasting/press corps from the various countries that would be visiting the country over the 29-day contest period. Most importantly, however, Qatar also assured FIFA that it would construct no less than nine football/soccer specific stadiums, each state-of-the-art and equipped with cooling systems that would help alleviate the oppressive Qatari heat since the average temperature on the Gulf peninsula averages around 29 degrees Celsius (85 degrees Fahrenheit) but can reach as high as 45 degrees Celsius (113 degrees Fahrenheit) during the summer months.

Abstract:The World Cup stands as the most momentous global sporting event, and significantly impacts the urban green space (UGS) of host cities. However, the impacts, processes, and pattern characteristic of the World Cup on UGS have not yet been fully understood. To fill this gap, we employ time-series satellite imagery and compute the normalized difference vegetation index (NDVI) across detailed maps of UGS in Qatar from 2000 to 2022. In our quantitative assessment, we investigate UGS coverage, landscape patterns, and exposure both before and after the World Cup. Additionally, we compile seven instances of greening in Qatar, and compare them with greening processes in three cities located in neighboring countries. This contextual analysis aims to unravel the nuanced impact of the World Cup on UGS in Qatar. Our results demonstrate: (1) The World Cup emerges as a significant contributor to UGS growth, with UGS expansion accounting for 94.3% of the overall increase in the built-up area during the tournament. This surge in growth is equivalent to an additional area equivalent to 38 Manhattan Central Parks. (2) The World Cup induces a transformation in UGS landscapes, rendering them more complex and fragmented. The degree of change in the landscape index within the built-up area is 35 times greater than those changes observed in the pre-World Cup period. (3) The World Cup brings about a significant enhancement in the minimum level of green exposure for citizens, marking an 8.7-fold increase. This event has proven to be instrumental in propelling Qatar towards multifaceted urban greening, establishing the country as a leading model for regional greening processes. Our study thus confirms the World Cup's role in promoting and reshaping urban green space in Qatar, offering fresh insights into its contribution to urban greening and sustainable urban development.

Abstract:This article is based on a study of the 2006 Asian Games held in Qatar. It was one of the first major international sporting events ever organised by Qatar that has since become a key location for such occasions. The purpose of this study was to explain the function of mega-events. They are associated with the event organisers to bring out the unique identity of a nation and to gain credibility with the international community through the use of an emotional dynamic. Analysis proposes to illustrate how this event affected Qatar internationally as part of soft power as well as the structuring role it played locally. The Asian Games were not to be perceived as an isolated sports event on the contrary, it was an integral part of a global strategy. Qatar needed to gain political recognition and to demonstrate its ability to organise other more prestigious sporting events. Moreover, this mega-event served a local purpose. It was essential in the process of identity affirmation. As a metaphor of society, sport had to symbolise excellence with regard to the values promoted. It was an opportunity to associate the modern aspect of sports with the traditional values of a political system and the Muslim faith. Previously, where sport was typically ingrained in the values that defined western society, Qatari leaders believed that social values could purify sports to become a method of socialisation. If mega-events were a means to increase Qatar’s influence in international relations, they also served as a cultural instrument that would impose a model for society and further increase the country’s influence.

Abstract:Over the last decade, social media (SM) has dramatically influenced the tourism sector, and information exchange via SM platforms may affect tourists’ intentions to revisit a tourist destination. In the present study, we investigated the impact of content shared on SM on tourists’ intentions to revisit Saudi Arabia as a neighboring destination to Qatar during the period of a mega-event (Football World Cup). We also assessed the potential mediation effects of the perceived values and trust in local tourism services on such a relationship. A structured survey was distributed to football fans who came to visit Saudi Arabia (n = 300), and a partial least squares structural equation model was constructed to validate this study’s model. Results showed that SM content did not significantly impact the revisit intentions directly. SM content was a significant antecedent predictor of the perceived trust, and the perceived trust predicted future intentions to revisit Saudi Arabia. Therefore, the perceived trust in tourism services was a significant mediator of tourism SM’s effects on tourists’ intentions. However, the mediation path of the perceived value was not statistically significant. Tourism marketers had to ensure that they appropriately convey engaging content that focuses on supporting the trust in a destination, particularly during the periods of mega-events.

Abstract:This study analyzes whether hosting mega-sporting events is a useful marketing platform for countries to promote international tourism on a longer term basis. Our model adopts the gravity equation of international trade to bilateral international tourist arrivals. We find a country-level tourism effect only for the Summer Olympic Games. Hosting increases international tourist arrivals significantly in the 8 years before, during, and in the 20 years after the event. In contrast, hosting the FIFA World Cup is overall ineffective in tourism promotion despite higher tourist arrivals in the event year. We attribute these differences in international tourism legacy to the level of strategic planning in promoting tourism, the impact of media on the broadcasting audience, and the participating countries.
