Abstract:This study provides a comprehensive review of the significant elements in sustainable transportation systems with shared mobility. The main subsets of shared mobility includes ridesharing, carsharing, shared micromobility, on-demand ride services, and shared autonomous vehicles (SAVs). This paper revisits the related studies in the last decade since shared mobility spread via the emergence of smartphones and numerous applications. A framework is proposed to describe the shared mobility systems and understand the interactions among various elements in shared mobility systems, such as the supply and demand relationship between users and enterprises. Based on this framework, many fundamental research problems of shared mobility systems are summarized to cover travel behavior, enterprise supply, government policy, and sustainability. With the sustainability theme of shared mobility, we review the literature on the impacts of shared mobility on transportation sustainability. It is discovered that shared mobility has many advantages and improves urban transportation systems in many aspects, but these benefits vary with travel behavior and enterprise supply. We also discuss how government policies regulate travel behavior and enterprise supply in the sustainable development of urban transportation systems.
Mobility support for disadvantaged and disabled travelers during pandemic or similar situations

Abstract:The COVID-19 lockdown has reduced public transportation service to the disadvantaged and disabled people who urgently need adequate mobility to obtain essential suppliers. This paper aims to improve the life quality of people with disabilities and elderly people by addressing social exclusion, accessibility, and mobility issues. Demand responsive transport services are frequently offered in the context of door-to-door transportation of the elderly and persons with disabilities. We study and compare two frameworks. We apply both Sample average approximation (SAA) and Rolling Horizon (RH) to optimize a car sharing system for the total cost, including initiation cost and operation cost after fleet size is determined. The model is implemented with given geographic conditions and other local information to be tailored for specific applications for local communities. Given that no historical data is available, random sample data is generated to simulate expected demands. We consider three types of probability distributions for daily demand data, and the results generated using three different distributions are being examined and compared. The research shows that the demand data following a normal distribution results in the minimum total cost. Additionally, we study the impact of several factors on total cost, including demand fulfillment rates and operation hours. Our results suggest that the impact of fulfillment rate on fleet size is exponential after a threshold under all three types of daily demand data, and extended operation hours can significantly reduce the total cost. Finally, the paper provides applicable frameworks for city planners, NPOs, and policymakers to better allocate limited resources to implement the carsharing system when little to no historical travel information is available for low-density population areas. It is anticipated that the outcome from this research would benefit disadvantaged and disabled travelers during COVID-19 or similar difficult situations in the future.

Abstract:We analyze the implications of vehicle automation for the accessibility of vulnerable social groups (i.e., people on low income, people with physical and sensory disabilities, older people) and consequently for their transport-related social exclusion. First, we show that the accessibility component influenced by automated vehicles, the vehicle automation level, and the mobility service model (i.e., private or shared vehicles) would likely determine the magnitude and direction of social inclusion implications for these social groups. Positive implications for accessibility and thus social inclusion are expected to increase with the level of vehicle automation and vehicle sharing. Yet, the requirements for digital access and online payment for those services, vehicle custom-design, operating complexities, and uncertainties, insecurity and distrust in adoption new vehicle technologies could compromise possible accessibility gains and thus negatively influence social inclusion levels.
Shared e-scooter micromobility: review of use patterns, perceptions and environmental impacts

Abstract:Recently, a new shared micromobility service has become popular in cities. The service is supplied by a new vehicle, the e-scooter, which is equipped with a dockless security system and electric power assistance. The relatively unregulated proliferation of these systems driven by the private sector has resulted in numerous research questions about their repercussions. This paper reviews scientific publications as well as evaluation reports and other technical documents from around the world to provide insights about these issues. In particular, we focus on mobility, consumer perception and environment. Based on this review, we observe several knowledge needs in different directions: deeper comprehension of use patterns, their function in the whole transport system, and appropriate policies, designs and operations for competitive and sustainable shared e-scooter services.

Abstract:Transportation accessibility for people with disabilities is the challenge of our time. In Poland, there are more than 3 million people with disabilities who have legal proof of disability. In reality, there are many more - from 4 to as many as 7 million. Thus, there is a need to actively include this group of people in social life, including in the area of public transportation. This work aims to present issues related to the accessibility of integrated interchanges for people with special needs. The work also points to a key issue for transport system managers related to and aggregation of knowledge necessary to implement the changes in transport infrastructure. Information about the needs of people with disabilities is, in turn, a prerequisite for proper universal design, which is already becoming noticeable in many areas of social and economic life. As technology evolves, so do the methods of obtaining information about the needs of people with disabilities. The difficulty here, however, is to develop tools that take into account the degree of disability of the specific people from whom we would like to obtain information. The authors in the paper justify, on the one hand, measures that aim to eliminate the difficulties that a person with special needs may encounter when traveling by various means of transportation, and on the other hand, point to certain solutions and tools that are used to acquire knowledge that will consequently allow the precise adaptation of the current infrastructure to the needs precisely defined by these people. The aggregation of knowledge also has additional significance in terms of increasing transportation accessibility for people with disabilities. It enables the informed design of new facilities and supporting infrastructure to take into account the changing needs of people with disabilities.

Abstract:Concepts of Mobility-on-Demand (MOD) and Mobility as a Service (MaaS), which feature the integration of various shared-use mobility options, have gained widespread popularity in recent years. While these concepts promise great benefits to travelers, their heavy reliance on technology raises equity concerns as socially disadvantaged population groups can be left out in an era of on-demand mobility. This paper investigates the potential uptake of MOD transit services (integrated fixed-route and on-demand services) among travelers living in low-income communities. Specially, we analyze people's latent attitude towards three shared-use mobility services, including ride-hailing services, fixed-route transit, and MOD transit. We conduct a latent class cluster analysis of 825 survey respondents sampled from low-income neighborhoods in Detroit and Ypsilanti, Michigan. We identified three latent segments: shared-mode enthusiast, shared-mode opponent, and fixed-route transit loyalist. People from the shared-mode enthusiast segment often use ride-hailing services and live in areas with poor transit access, and they are likely to be the early adopters of MOD transit services. The shared-mode opponent segment mainly includes vehicle owners who lack interests in shared mobility options. The fixed-route transit loyalist segment includes a considerable share of low-income individuals who face technological barriers to use the MOD transit. We also find that males, college graduates, car owners, people with a mobile data plan, and people living in poor-transit-access areas have a higher level of preferences for MOD transit services. We conclude with policy recommendations for developing more accessible and equitable MOD transit services.

Abstract:Low-speed, driverless automated shuttles have the potential to significantly improve community mobility for older adults and people with disabilities who are otherwise unable or ineligible to drive. However, accessibility and inclusive design of these shuttles to accommodate the spectrum of human abilities and impairments is impeded by the lack of accessible design regulations, standards, and information tools specific to automated vehicles. In light of the scarce accessibility research on automated shuttles, a literature review on public transit was performed. A total of 66 documents were identified addressing components of the public transit travel chain involving older adults and people with disabilities. This paper reviewed 11 of the documents pertaining to onboard circulation. Findings highlight the importance of vehicle interior design on accessibility and usability for people with impairments, the inadequacy of existing accessibility standards when designing beyond minimum requirements, and a lack of evidence-based design tools and information to support designing for accessibility. An interactive web-based repository for transportation accessibility research is introduced to inform the accessible design of LSAS, along with directions for future research.

Abstract:Introduction Persons with disabilities still face numerous barriers in their everyday lives, especially in transportation. The problem of access to transportation is identified through fewer daily trips and more barriers in public transport. These problems indicate transportation equity issues among persons with disabilities. Another issue recognized in previous studies was a gender imbalance in the samples that could indicate gender equality problems among persons with disabilities. This paper aims to investigate mobility and accessibility indicators among persons with disabilities, with a particular emphasis on the impact of gender, in order to explore two critical transportation equity issues: inclusivity and social justice. Methods The mobility and accessibility indicators analyzed in this research were the Number of daily trips, Mobility satisfaction, Infrastructure accessibility satisfaction, and Modal distributions of daily trips. The data about indicators was collected by an online version of a questionnaire. The research was performed on 100 persons with disabilities from Serbia, equally distributed by gender. The most common recorded diagnosis of the respondents was spinal cord injury. Results In general, respondents made 3.26 trips per day. At two transportation modes, we identified significant differences between males and females. Males frequently tripped as passenger car drivers, and females often traveled as passengers in passenger cars. Additionally, nine Bayesian linear regression models with weak informative prior distributions brought much helpful information. Conclusions The obtained results bring stakeholders valuable information in creating policies, practices, and recommendations to achieve specific goals related to transportation equity. Improving flexibility and time efficiency of females’ trips and resolving the problem of females’ fear of abuse and harassment in taxi cars were recognized as the two most critical topics.

Barriers and facilitators of public transport use among people with disabilities: a scoping review

Abstract:Barriers to public transport use may be experienced differently by people with various types of disabilities (e.g., physical, intellectual, cognitive, sensory). Thus, it is important to identify the variable needs within each element of the travel chain. For example, the unavailability or low volume of auditory announcements in a stop or station or on the public transport vehicle may be a barrier to people with visual disability who rely on hearing the information. Consequently, this could provoke negative emotions and unpleasant experiences, which may not be the case for people with physical disabilities. The primary objective was to describe the barriers and facilitators to using public transport experienced by people with disabilities (PWD). The secondary aim was to explore experiences in terms of self-efficacy and satisfaction, when using public transport among people with disabilities. A scoping review was conducted. The search was performed in MEDLINE, TRANSPORT DATABASE, PsycINFO, EMBASE, and WEB OF SCIENCE from 1995 to 2023. Of 6,820 citations identified, 34 articles were included in the review for extraction. The main physical and social barriers included lack of ramp, long walking distance, long waiting time, unavailability of information at bus stop or station, and drivers' negative attitudes towards PWD. Personal factors that prevented the use of public transport included lack of confidence, and decreased satisfaction with public transport use. Strategies such as providing ramps on public transport vehicles, availability of kneeling buses and courtesy of bus drivers, and travel training were considered as enablers to the use of public transport that can lead the improved self-efficacy and satisfaction. In conclusion, this review identified the physical and social barriers and facilitators in travel chain, and highlighted issues related to lack of confidence or self-efficacy and decreased satisfaction when PWD and older adults are using public transport. Identifying and understanding the barriers and facilitators to the use of public transport by PWD is a milestone that may help policy makers and transport operators around the world to develop and implement interventions enabling access, use and inclusion of this mode of transport, as the experiences of PWD when using this mode of transport have an impact on their well-being.

Abstract:The concept of sharing, enabled by emerging technologies, is playing an increasingly important role in contributing to a transformation toward more sustainable transportation. This study aimed to contribute to the growing body of literature on on-demand transportation services, with a particular emphasis on sharing or pooling a ride when using services such as transportation-network companies (TNCs) and microtransit. The study conducted a shared mobility survey of over 2,500 respondents from selected locales across Texas—ranging from large urban areas to small cities and rural areas. We analyzed the survey data in detail using extensive statistical analysis and inferential techniques and adopted an analysis approach toward implementation-oriented research to address the gap between theory and practice. Demographic, as well as geographic and built-environment, factors were found to play an important role in determining whether users will opt for a shared or pooled service and/or how they perceive these alternatives. The findings highlight the importance of improving safety and security, increasing awareness of the benefits of ride-sharing, and designing appropriate policy measures to promote sustainable mobility. We identified potential operational improvements, government policies, and employer programs to improve shared-ride services and encourage their use, such as reducing uncertainty in shared rides and minimizing inconvenience for passengers. A critical finding was the need to prioritize operational improvements in shared-ride trips over solely relying on financial incentives to induce behavior change. Enhanced public awareness and education were also determined to be crucial regardless of the nature of improvements, policies, or programs that are implemented.

Abstract:Special transport services (STS) are an important and increasingly popular way to meet the travel demand of those with mobility impairments which could not be satisfied by mainstream public transport. STS are frequently expensive to the service operator but often allow for the social inclusion of a population group previously homebound. In this paper, five special transport schemes available in the London Borough of Camden are described, in particular the “ScootAbility” scheme, which provides mobility scooters and electric wheelchairs on loan. Advantages and drawbacks of all schemes are outlined and possible improvements are discussed. Further the user uptake of the ScootAbility scheme is analyzed through focus group discussions as well as travel diaries. The results are encouraging as they suggest that ScootAbility can fill in some gaps of previously unmet travel demand. The paper concludes by discussing the policy implications and suggesting that complex travel needs of an aging population can only be met by providing a multi-modal approach to STS, which needs to be co-ordinated in order to be sustainable.

Abstract:Accessible travel for all passengers is considered a fundamental right in Europe, addressing both physical and digital accessibility needs. Public transportation must cater to a diverse range of passengers with varying physical conditions, cognitive abilities, and cultural backgrounds. The European Sustainable and Smart Mobility Strategy (2020) underscores the necessity of making mobility accessible and affordable for all, including better connectivity for rural and remote regions. This study examines the importance of considering universal design (UD) in public transport, emphasizing the need for inclusive solutions that benefit as many passengers as possible without requiring specialized adaptations. Research material on the effect of UD measures in accessible travel chains was collected during the planning and implementation phases of the travel chain. The usability and content of travel information sources related to accessibility were examined in these phases. The key findings highlight significant travel chain accessibility challenges in both digital and physical aspects. The planning phase findings show that the digital information about infrastructure accessibility was fragmented, creating difficulties for passengers with low digital literacy to identify, book, purchase, and obtain tickets for accessible transport. The implementation phase revealed inadequately designed physical environments, a lack of multi-sensory guidance, and gaps in the provided digital information. Various accessibility challenges in the physical environment and insufficient digital accessibility information prevent a seamless travel experience for persons with disabilities. While the built environment was initially designed using UD principles, maintenance and functionality have deteriorated over time. Providing accurate digital information about the functionality of infrastructure in advance could enable passengers to make more suitable route choices.
On the Computation of Accessibility Provided by Shared Mobility

Abstract:Shared Mobility Services (SMS), e.g., Demand-Responsive Transit (DRT) or ride-sharing, can improve mobility in low-density areas, often poorly served by conventional Public Transport (PT). Such improvement is mostly quantified via basic performance indicators, like wait or travel time. However, accessibility indicators, measuring the ease of reaching surrounding opportunities (e.g., jobs, schools, shops, ...), would be a more comprehensive indicator. To date, no method exists to quantify the accessibility of SMS based on empirical measurements. Indeed, accessibility is generally computed on graph representations of PT networks, but SMS are dynamic and do not follow a predefined network. We propose a spatial-temporal statistical method that takes as input observed trips of a SMS acting as a feeder for PT and summarized such trips in a graph. On such a graph, we compute classic accessibility indicators. We apply our method to a MATSim simulation study concerning DRT in Paris-Saclay.

Abstract:This article reviews shared mobility, a prominent urban transportation concept with considerable potential to contribute to more sustainable urban mobility. Shared passenger mobility spans diverse services, often leveraging technological advances and disruptions such as smartphones and data analytics to optimize transport resources. Given the broad range of services, a shared mobility taxonomy is proposed, accommodating evolving services. Key challenges for delivering efficient and effective shared mobility services with lower environmental impacts are also identified. Finally, the International Transport Forum transport demand models are used to analyze policy implications and potential effects quantitatively. This article presents a possible scenario for the global evolution of these services to 2050. Results emphasize shared mobility's role in transport decarbonization in the present and future and show that shared mobility may reduce resource use and mobility externalities (e.g., CO 2 , local pollutants, congestion, urban space use) but that the uptake will differ between Global South and Global North cities.

Abstract:Shared pooled mobility has been hailed as a sustainable mobility solution that uses digital innovation to efficiently bundle rides. Multiple disciplines have started investigating and analyzing shared pooled mobility systems. However, there is a lack of cross-community communication making it hard to build upon knowledge from other fields or know which open questions may be of interest to other fields. Here, we identify and review 9 perspectives: transdisciplinary social sciences, social physics, transport simulations, urban and energy economics, psychology, climate change solutions, and the Global South research and provide a common terminology. We identify more than 25,000 papers, with more than 100 fold variation in terms of literature count between research perspectives. Our review demonstrates the intellectual attractivity of this as a novel perceived mode of transportation, but also highlights that real world economics may limit its viability, if not supported with concordant incentives and regulation. We then sketch out cross-disciplinary open questions centered around 1) optimal configuration of ride-pooling systems, 2) empirical studies, and 3) market drivers and implications for the economics of ride-pooling. We call for researchers of different disciplines to actively exchange results and views to advance a transdisciplinary research agenda.

Abstract:Urban mobility options have increased in recent years, assisted by the widespread availability of smart device software apps, geo-positioning technology, and convenient electronic financial transactions. Multi-modal shared mobility consists of public transit systems and shared mobilities that support first/last mile travel, denoting the capability of Mobility as a Service (MaaS), and to stimulate additional non-private car travel demand. This paper reviews the supply and demand sides of implementation of multi-modal shared mobility. It found that an abundance of shared modes of car, bike, and e-scooter that are linked to public transport, can improve transport accessibility to meet specific public preferences, reduce social inequality, and minimise dilemmas from the demand side. This study introduces government policy innovations and other supporting system to improve the implementation of multi-modal shared mobility. Government policies play a key role in supporting shared mobility and technology development. However, governments do not have much information about new products such as shared mobility, which creates difficulties in subsidising multi-modal shared mobility services and potentially leads to policy failures around shared mobility schemes. This study suggests that policy entrepreneurship in collaboration with other partners, policy innovation, and the notions of merit goods and second-best policymaking can enable policy initiatives towards multi-modal shared mobility and provide supporting arguments if policies encounter failures. Implementing multi-modal shared mobility requires a collaborative partnership for a paradigm shift: service providers and government must jointly set a merit-based business model, with the support of organisations to achieve improved infrastructure provision, and smart technology applications. The findings will assist the community, business providers and government policymakers to promote multi-modal shared mobility as a pathway towards more efficient, environmentally sustainable, and socially responsive mobility solutions.

Public Transport Accessibility for People With Disabilities: Protocol for a Scoping Review

Abstract:Background: Transportation is essential for people of all ages and backgrounds to live a fulfilling and satisfying life. Public transport (PT) can facilitate access to the community and improve social participation. However, people with disabilities may encounter barriers or facilitators in the whole travel chain that can lead to negative or positive perceptions in terms of self-efficacy or satisfaction. These barriers may be perceived depending on the nature of the disability. Few studies have identified PT barriers and facilitators experienced by people with disabilities. However, findings were focused mainly on specific disabilities. Access requires broader considerations of barriers and facilitators for various types of disabilities. Objective: This scoping review aims to describe the barriers and facilitators to the use of PT experienced by people with various disabilities in the whole travel chain and to explore perceived experiences, self-efficacy, and satisfaction when using PT. Methods: A scoping review will be conducted using Arksey and O'Malley's framework and the PRISMA-ScR (Preferred Reporting Items for Systematic Reviews and Meta-Analyses Extension for Scoping Reviews) checklist. The literature search will be conducted using the electronic databases MEDLINE, Transport Database, and PsycINFO via Ovid platform, Embase, and Web of Science from 1995 to 2022. Two reviewers will independently identify studies based on inclusion (published in English or French, outcomes on PT accessibility for people with disabilities, peer-reviewed or guideline reports or editorials) and exclusion (no full text, focused on a technology system, outcome validation study, study on no-fixed route PT accessibility, etc) criteria and extract the data. When a study has addressed the accessibility of multiple modes of PT, including fixed-route PT, it will be retained. However, only data on fixed-route PT will be extracted. Any related systematic reviews identified through the search will be retained, and the reference lists will be hand-searched and screened for inclusion criteria. Results: The search we performed on July 21, 2022, in the databases mentioned above allowed us to retrieve 6399 citations. Of these citations, 31 articles were identified, and data extraction was performed. As of March 11, 2023, we have started data analysis. The findings will be synthesized narratively to summarize the barriers and facilitators to PT, perceived experiences with PT, self-efficacy for using PT, and satisfaction with PT according to the Human Development Model-Disability Creation Process conceptual framework. Conclusions: The results of this scoping review could lead to a better understanding of the potential barriers and facilitators to the use of PT by people with various types of disabilities and how negative or positive experiences throughout the travel may influence their self-efficacy and satisfaction. The results may be used to provide recommendations to PT providers and policy makers to work together to make PT accessible, usable, and inclusive for all people with disabilities. Mobility-on-demand versus fixed-route transit systems: an evaluation of traveler preferences in low-income communities

Abstract:Emerging transportation technologies, such as ride-hailing and autonomous vehicles, are disrupting the transportation sector and transforming public transit. Some transit observers envision future public transit to be integrated transit systems with fixed-route services running along major corridors and on-demand ridesharing services covering lower-density areas. A switch from a conventional fixed-route service model to this kind of integrated mobility-on-demand transit system, however, may elicit varied responses from local residents. This paper evaluates traveler preferences for a proposed integrated mobility-on-demand transit system versus the existing fixed-route system, with a particular focus on disadvantaged travelers. We conducted a survey in two low-resource communities in the United States, namely, Detroit and Ypsilanti, Michigan. A majority of survey respondents preferred a mobility-on-demand transit system over a fixed-route one. Based on ordered logit model outputs, we found a stronger preference for mobility-on-demand transit among males, college graduates, individuals who have never heard of or used ride-hailing before, and individuals who currently receive inferior transit services. By contrast, preferences varied little by age, income, race, or disability status. The most important benefit of a mobility-on-demand transit system perceived by the survey respondents is enhanced transit accessibility to different destinations, whereas their major concerns include the need to actively request rides, possible transit-fare increases, and potential technological failures. Addressing the concerns of female riders and accommodating the needs of less technology-proficient individuals should be major priorities for transit agencies that are considering mobility-on-demand initiatives.

Abstract:After a decade of on-demand mobility services that change spatial behaviors in metropolitan areas, the Shared Autonomous Vehicle (SAV) service is expected to increase traffic congestion and unequal access to transport services. A paradigm of scheduled supply that is aware of demand but not on-demand is proposed, introducing coordination and social and behavioral understanding, urban cognition and empowerment of agents, into a novel informational framework. Daily routines and other patterns of spatial behaviors outline a fundamental demand layer in a supply-oriented paradigm that captures urban dynamics and spatial-temporal behaviors, mostly in groups. Rather than real-time requests and instant responses that reward unplanned actions, and beyond just reservation of travels in timetables, the intention is to capture mobility flows in scheduled travels along the day considering time of day, places, passengers etc. Regulating goal-directed behaviors and caring for service resources and the overall system welfare is proposed to minimize uncertainty, considering the capacity of mobility interactions to hold value, i.e., Motility as a Service (MaaS). The principal-agent problem in the smart city is a problem of collective action among service providers and users that create expectations based on previous actions and reactions in mutual systems. Planned behavior that accounts for service coordination is expected to stabilize excessive rides and traffic load, and to induce a cognitive gain, thus balancing information load and facilitating cognitive effort.
