Abstract:The international organization's concept of performance evaluation designing for agricultural building project is the result-oriented,which can ensure the unity of the project's monitoring and evaluating,bear logical relation and is better for analyzing the factors for realizing the goals.But the internal performance evaluation index system of the government usually checks and controls the projects but lacks of integrity and unity.It falls short of performance evaluation.So we need progressively complete the correlative institution and methods in practice and build the Chinese performance evaluation designing for agricultural building project.

Abstract:Performance evaluation is an effective method to promote the development of E-education,but the missing of a practical performance evaluation index system is a big hinder to the growth of E-education.This paper started from the business model of four main education categories,namely basic education,vocational education,higher education and education management.It then developed the E-education performance evaluation meta model by analyzing the objects supported by E-education.Level 1and level 2indexes were obtained from this meta model.Level 3and level 4indexes were then generated by analyzing the performance evaluation dimension.Finally it designed the data observation points.And all the above criteria made up the full E-education performance evaluation index system.

Abstract:China is a multiethnic country, and the border areas are the gathering places of ethnic minorities. Strengthening the ethnic unity education in the border areas is an important measure to maintain the social stability and national security in the border areas of China. Colleges and universities in the border areas are the cradle of cultivating outstanding ethnic minority cadres, and colleges and universities in the border areas shoulder an important historical mission. In recent years, many domestic experts and scholars began to try to use the PMC index model for policy evaluation. Chinese scholars also have a deeper understanding of the standards of policy evaluation and put forward policy evaluation standards that are more in line with the actual needs of China's public policy evaluation research. This paper takes the education policy text of the border ethnic minorities as the research object, takes the policy evaluation as the research perspective, constructs the transformation policy text evaluation model according to Ruiz Estrada's PMC index model construction method, defines the calculation method and rating method, draws the PMC surface of each sample, and makes a comparative analysis of the PMC index. According to the comparative analysis results of PMC index and the scanning results of policy text, this paper puts forward three optimization strategies for the education policy of border ethnic minorities.

Abstract:The “county high school phenomenon” of Chinese rural high school education to pursue higher education has attracted much attention from the education field and society. Earlier studies were mostly from the perspective of education and believed that the “county high school education model” was contrary to education’s essence because it emphasized test-oriented education and restrained students’ nature and should be discarded. However, this model is surprisingly persuasive for rural families, and it is also a reflection of the rural students’ desire to achieve upward mobility through education. This paper analyzed the county high school education model’s connotation, expounded its operating mechanism, and systematically demonstrated and analyzed the “county high school education model” from multiple angles. It aims to find a way out for the future development of the “county high school education model” to promote education equity between urban and rural areas and the harmonious development of high school education ecology.

Abstract:Abstract This paper constructs an algorithm-based evaluation model of compulsory education that combines the deviation maximization method to promote the balanced development of regional compulsory education. We determine if deviation maximization applies to evaluating the balanced development of compulsory education by analyzing its application scope. The evaluation objects are ranked when combined with the combination assignment method. The regional evaluation system for the balanced development of compulsory education uses the algorithm and evaluation problem description method. YaaHP software calculates each index’s final weight results to evaluate the balanced development of compulsory education. According to the results, the first-level indicators of evaluating balanced development of compulsory education have weights of 0.363799, 0.204804, 0.339897 and 0.091510, respectively. This study provides effective reference data for the development of compulsory regional education.

Abstract:The balanced development of compulsory education is an important measure to fully implement the equalization of basic education public services, promote education equity, and maintain social justice. Among the paths to the realization of balanced development of compulsory education, the most crucial is to ensure the balanced development of compulsory education resources, so it should attract high attention. The purpose of this paper is to construct a measurement model of the balanced development of compulsory education resources, to explore the key factors affecting the balanced development of compulsory education resources, and to find a scientific path for the balanced development of compulsory education resources. Based on this, this paper uses the method of hierarchical analysis to construct a measurement model of the balanced development of compulsory education resources, analyzes the measurement model of the balanced development of compulsory education resources in a certain region, and concludes that the main factors include school conditions, teacher quality, and education funding. Accordingly, this paper further proposes effective strategies for the balanced development of compulsory education resources from the aspects of increasing education funding, refining the assessment indicators of relevant staff, improving the personnel system of teachers, implementing the mobility policy of teachers, and strengthening the construction of basic resources. The research of this paper, on the one hand, can provide a guarantee for the development of balanced compulsory education resources in a certain region, and on the other hand, it can also provide certain references for the solution of the problem of balanced development of compulsory education resources in other regions with similar situations, and it has strong practical significance for the effective realization of balanced development of compulsory education.

Abstract:Research and exploration of performance evaluation at specific levels,departments and projects in all round way is a strategic focus for deepening the performance evaluation of public sectors in China,which is also the necessary and crucial stage for establishing the performance evaluation system based on China's current national conditions.With the methods of balance score card,360-degree feedback assessment,key performance indicators and others,the index system for public sectors performance evaluation is built.And by taking Liaoning provincial department as an example,the only output multi-objective analysis of DEA model is used to empirically prove that the system is suitable for China's public sectors performance assessment.At the same time,quantitative methods are employed to discuss many problems,which exist regularly in current public sectors performance evaluation,such as the index system settings,the role of evaluation main body,and the factors affecting the results.In conclusions and recommendations,three points are emphasized,that is,setting scientific standards for assessment,playing the role of external evaluation,and enhancing the objectivity of the assessment results.

Abstract:The problem of equity and efficiency is one of the important problems in the development of higher education in many countries. It is generally thought that equity and efficiency can be integrated theoretically and macrocosmically, and can keep harmonious and maintaining development. However, they are usually contradictory microcosmically and practically, and seem to be a problem in dilemma that cannot be reconciled. The equity and efficiency of provincial higher education in China is a typical and concrete problem to which we should pay more attention at present. In this paper, through making some statistical and correlation analysis of the indexes in 1990 and 2000, which reflect the development condition of higher education, and economy in China, we review the development and change features of the equity and efficiency of area higher education in 1990s in China , and make a demonstrational analysis and evaluation of the equity and efficiency of higher education in China from 1990 to 2000 by revealing the quantitative relation between them, then propose some relevant countermeas-ures and suggestion to the further development of higher education in China in the future.

Abstract:The principle of fuzzy comprehensive evaluation was used to evaluate the performance of the disease control and prevention system in China.The comprehensive evaluation model was established by the following steps:determining the grade criterion of the index system,building the membership function,constructing the judgment matrix of indicators,items and categories,calculating the performance scores on the basis of weights,getting the integrated scores.The model provided the method foundation for performance assessment and solved the problem caused by information diversity of the complicated system.

Abstract:Since the reform and opening up,great progress has been made in Chinese education,but there still remain various problems,such as the shortage of education resource,the insufficient investment,and so on.This paper adopts the investment leading model for data envelopment analysis,evaluates the overall efficiency of rural average elementary school from 1997 to 2008,and explores the improvement of the input when the output is relatively fixed.This paper,can not only grasp the relative efficiency of overall resources allocation of rural average elementary school in China during a long period,but also calculate the redundant rate of the overall investment,which provides the valid decision-making for government.
Establishing a Teacher Performance Evaluation System Geared to the Cultivation of Character: With a Reflection on New Public Management Theory

Abstract:Since New Public Management theory, which seeks to promote public management reform with the techniques used to catalyze economic development, was introduced into the field of education, it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers. Performance-related pay was meant to improve teacher performance, and has played an important role in providing teachers with incentives and raising educational quality. In practice, however, problems have emerged that deserve serious attention. For example, the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality. Further, they highlight the interim goal of "instilling knowledge" at the cost of the fundamental aim of "cultivating talent," thus producing results opposite to those intended. On the basis of the value rationality of education and China's reality, this paper suggests that educational institutions should shift from "New Public Management" to a "holistic and decentralized governance" approach, fostering an environment dedicated to cultivating talent and introducing this feature into the evaluation of teacher performance. The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior.

Abstract:In order to obtain scientific quantitative decision-making of physical education integrated ideological and political teaching in college, and improve the teaching effect of college physical education integrated ideology and politics, a teaching effect evaluation model of physical education integrated ideology and politics based on principal component analysis is proposed. Clear teaching contents, activities planning and organization, sports teams, such as evaluation index, according to each evaluation index, data collection and initial evaluation, in combination with principal component analysis (pca), assimilation process evaluation index, and correlation matrix eigenvalue and characteristic vector and determine the number of principal components, fuse the sports education teaching effect evaluation model of the building. Experiments show that the model of the linear correlation coefficient and the rank correlation coefficient of average 97.3% and 96.7%, respectively, were higher than other methods, fusion and its various professional sports education teaching effect are present must rise, the score of one of the English major students score increased 0.75, the lowest building professional and a higher level of ascension 0.12. The accuracy of the evaluation results of the model in this paper is higher, which can effectively improve the effect of college sports integrated ideological and political teaching.

Abstract:In recent years,along with the teachers' personnel system,and the teacher salary system reform,teacher performance evaluation becomes research focus.Previous studies are mainly about the performance evaluation index system,the evaluation procedures,the methods of evaluation methods,the use of four aspects of evaluation results.And,in these studies,the design of performance indicator is mainly from the organizational goals and objectives,ignoring the teachers' development goals,the evaluation process is more at the macro level,lack of specific operational processes,although some researchers propose that combine the evaluation of rewards and punishments and evaluation of development,how to effectively integrate them still remains differences.

Abstract:With the spread of compulsory education emerged continuous school management problems, and the quality of school management in compulsory education has attracted a great deal of attention in China. However, the application of information technology in the field is not yet detailed and wide, resulting in problems concerning heavy workloads and high difficulty in the whole evaluation process. As such, we have utilized big data technologies, including Apache Spark, Apache Hive, and SPSS, to effectively carry out data cleaning, correlation analysis, dynamic factor analysis, principal component analysis, and visual display on a sample of 1760 data points from 40 primary and secondary schools located in the Q Province of China. This has enabled us to construct a model for evaluating school management quality in the compulsory education stage, reducing the previous 22 management tasks required for evaluation down to just 5. Such streamlining has greatly reduced the workload and difficulty previously associated with evaluation, providing a more efficient and effective solution for assessing quality management in schools. It has improved the efficiency and accuracy of evaluation and further promoted the simultaneous development of education and education equity in the compulsory education stage.

Abstract:This paper introduced the thought,methods and basic procedures to build the framework of performance evaluation of disease control and prevention system.First,methods like Theory and Macro-Model of Health System were used to create the primary framework of performance evaluation,including 5 dimensions(social environments,working foundations,working processes,system results and health outcomes).Secondly,the Hierarchy Analysis Theory and the thought of sub-model-concept/dimension-indicator in the Macro-Model of Health System were used to realize the stratification and orderliness of the performance evaluation framework.Thirdly,the tight combination of the framework and the practical work of disease control and prevention were assured after multiple expert consulting and demonstration to realize the systematic expression of performance evaluation.Finally,the framework had drawn the outline of the performance evaluation indicator system.
A Study on the Training of Teachers for the Compulsory Education

Abstract:Since 2008,Chinese central government has increased its financial investment in the training of teachers for the compulsory education.Although various kinds of training models have been developed by many provinces,problems and issues still exist.In order to understand the current situation,the authors conduct a survey in 11 provinces and autonomous municipalities in eastern,central,and western parts of China.The sample includes teachers from rural and urban schools,trainers,administrators,and policy makers.The study administers 9,197 teacher questionnaires,298 trainer questionnaires,more than 300 interviews,observations of various schools and training classrooms,many documents and policy texts.The result indicates that school-based training has taken the biggest proportion of teachers' professional development.Too much theoretical contents in large class lecture format do not meet the needs of teachers for hands-on classroom teaching.Teachers in the poor and rural districts of the central and western parts of China have fewer opportunities to get training than their counterparts in the urban schools and in the eastern parts.They also have more financial burden for the training,especially in the central part of China.The training for trainers is not enough for their professional development as well.The study suggests the establishment of a more open and orderly teacher training system,the improvement of the quality of training,the incentive and evaluation system as well as the financial assurance for the teachers in the poor rural areas in central and western parts of China.

Abstract:This paper compares the western countries' performance evaluation theory of EVA, KPI,BSC and TPP with the current performance evaluation system in our country, and analyzes the advantages and disadvantages of the evaluation system in China and foreign countries.On the basis of all the evaluation methods,the authors set up the theoretical model and mathematical model of integrated performance evaluation based on enterprise strategy.The index system has 3 layers,5 dimensions and 26 indices.Taking the high-tech enterprise as an example,the application of the model is discussed and the final conclusion is drawn.
Efficiency evaluation of higher education systems in China: A double frontier parallel DEA model

Abstract:Higher education plays a crucial role in socioeconomic development. This paper proposes a double frontier parallel data envelopment analysis model to evaluate the performance of Chinese higher education systems. Such a system can be divided into a higher ordinary education subsystem and a higher vocational education subsystem. The presented approach comprehensively measures higher education system performance in terms of optimistic and pessimistic aspects. Using the presented approach, we estimate the overall and subsystem efficiencies simultaneously. We use this new technique to study the efficiencies of 30 provincial higher education systems in China during 2015-2017. Our crucial findings are as follows. (1) The presented model has more ranking discrimination power than the traditional optimistic and pessimistic models. (2) Jiangsu, Shaanxi, and Shandong obtain high average system efficiencies. (3) The inefficiency of higher education systems stem from both the higher ordinary education subsystem and higher vocational education subsystem. (4) The western area of China has the lowest average system efficiency and average subsystem efficiencies.

Abstract:The performance evaluation of cadres in universities, is of positive effect in promoting the team building of cadre groups and the development of higher education. From the perspective of new public governance, this paper employs qualitative-quantitative mixed methods to study how to optimize the theoretical and practical system of cadre evaluation in universities. According to the finding, this paper proposes a set of performance evaluation with three dimensions: value system, index system and operation system. This paper also puts forward some innovative methods and concepts, such as the logic of value construction, the scoring model based on covariant relationship, the construction of organizational culture based on co-governance, and the application of evaluation results based on double norms.

Abstract:The education sector is an important pillar of a nation's economic and social development. Yet, limited research has been conducted on the performance management of those in managerial positions in the Chinese higher education sector context. Given the Chinese government's recent espoused ambition, and resource commitment, to build world‐class universities and world‐class disciplines, this is a significant gap. Drawing on data collected from 18 semi‐structured interviews and 693 survey responses, we examine the relationship between the extent to which performance evaluation is used for monitoring and decision‐making purposes, and role conflict, organizational citizenship behavior and performance. Our study contributes to existing knowledge on the performance management system in the Chinese higher education sector by revealing its unique characteristics underpinned by competing rationalities and demands on academic leaders. It highlights the need for improvement in human resource management if China is serious in building first‐class universities. Performance management remains one of the most challenging aspects of human resource management in China. Performance pressure for academic leaders is intensifying in Chinese universities as a result of the Government's strategic drive to build first‐class universities. Our studies yield a contextual account of the experiences of, and competing rationalities underpinning, performance evaluation in the Chinese higher education system.
