Abstract:The bay area is a crucial land–sea junction zone containing essential urban clusters while receiving extremely complex internal and external disturbances that challenge more on its resilience management. However, a sound management tool based on the bay area’s resilience is widely lacking due to the difficulty of unifying resilience indicators and quantifying resilience relationships between regions. This paper tries to establish a comprehensive resilience index for coastal bays from four major resilience-related dimensions, namely, physical structure, social development, ecological environment, and hazards, and applies it into the three major developed bay areas in China. A coupling coordination degree model was used to further reveal the resilience development and its internal coordination by temporal and spatial differences. The results show that the index could clearly reveal the resilience changes from the year 2000 to 2020 of the three bays with the common key drivers of socioeconomic development. It also explains the resilience changes among three bay areas through analyzing synergistic and conflict relationships between the four sub-resilience systems.
Vulnerability assessment of urban socio⁃ecological systems in coastal zones under the influence of typhoons:Big data perspective

Abstract:With the increase in the intensity and frequency of natural disasters, the risk and loss assessment of urban natural disasters and the construction of an urban security pattern are becoming more important. Based on social media data from the Sina microblogging platform, statistical yearbook data, and using the ArcGIS software, this study establishes a typhoon disaster vulnerability index for the rapid assessment of the impact of Typhoon “Meranti” on different districts of Xiamen at different stages. The location of a specific microblog information from the microblogging platform is used to track and analyze disaster information. The results show that when facing a typhoon disaster, the Siming and Huli District showed relatively low vulnerability, while Haicang and Jimei District showed higher vulnerability, which is mainly due to the quick response of local government and civil society organization in Siming and Huli District. From a perspective of recovery, except for the Haicang District, the speed of recovery of power in the other districts is relatively rapid. This study provides a new method and technology for the evaluation of typhoon disaster vulnerability, decision reference for pre⁃disaster control, and post⁃disaster recovery.

Hazard Exposure Heterophily in Socio-spatial Networks Contributes to Post-disaster Recovery in Low-income Populations

Abstract:Despite recognition of the influence of socio-spatial networks on disaster recovery, limited data-driven evidence exists regarding the nature of this relationship. To address this knowledge gap, this study investigated the duration of the human mobility recovery process and its relationship with hazard-exposure heterophily (as a measure for the resourcefulness of social ties) and various other socio-demographic characteristics. We applied the concept of hazard-exposure heterophily to the possibility of resource sharing, through social-spatial networks, between communities with different hazard exposures. We used human movement patterns to measure recovery duration. To understand the disparities during recovery, we examined the correlations between recovery duration and the social demographic characteristics of race and income caused by Hurricane Harvey which made landfall in Harris County, Texas, on August 25, 2017. We discerned high/low hazard-exposure heterophily through the use of a threshold-classification method, and we got four clusters according to the flood-inundation percentage and social connectedness values. Then we applied correlation analysis to analyze the relations between hazard-exposure heterophily/income and recovery weeks among different income groups. The results revealed that hazard-exposure heterophily considerably accelerates human mobility recovery in low-income areas, as the hazard-exposure heterophily allows for the increased exchange of knowledge and resources between members of diverse groups, ultimately accelerating the recovery process. The results of this study could benefit local agents to better allocate recovery resources.

Data-driven Tracking of the Bounce-back Path after Disasters: Critical Milestones of Population Activity Recovery and Their Spatial Inequality

Abstract:The ability to measure and track the speed and trajectory of a community's post-disaster recovery is essential to inform resource allocation and prioritization. The current survey-based approaches to examining community recovery, however, have significant lags and put the burden of data collection on affected people. Also, the existing literature lacks quantitative measures for important milestones to inform the assessment of recovery trajectory. Recognizing these gaps, this study uses location-based data related to visitation patterns and credit card transactions to specify critical recovery milestones related to population activity recovery. Using data from 2017 Hurricane Harvey in Harris County (Texas), the study specifies four critical post-disaster recovery milestones and calculates quantitative measurements of the length of time between the end of a hazard event and when the spatial areas (census tracts) reached these milestones based on fluctuations in visits to essential and non-essential facilities, and essential and non-essential credit card transactions. Accordingly, an integrated recovery metric is created for an overall measurement of each spatial area's recovery progression. Exploratory statistical analyses were conducted to examine whether variations in community recovery progression in achieving the critical milestones is correlated to its flood status, socioeconomic characteristics, and demographic composition. Finally, the extent of spatial inequality is examined. The results show the presence of moderate spatial inequality in population activity recovery in Hurricane Harvey, based upon which the inequality of recovery is measured. Results of this study can benefit post-disaster recovery resource allocation as well as improve community resilience towards future natural hazards.

Spatially Explicit Assessment of Social Vulnerability in Coastal China

Abstract:Social vulnerability assessment has been recognized as a reliable and effective measure for informing coastal hazard management. Although significant advances have been made in the study of social vulnerability for over two decades, China’s social vulnerability profiles are mainly based on administrative unit. Consequently, no detailed distribution is provided, and the capability to diagnose human risks is hindered. In this study, we established a social vulnerability index (SoVI) in 2000 and 2010 at a spatial resolution of 250 m for China’s coastal zone by combining the potential exposure index (PEI) and social resilience index (SRI). The PEI with a 250 m resolution was obtained by fitting the census data and multisource remote sensing data in random forest model. The county-level SRI was evaluated through principal component analysis based on 33 socioeconomic variables. For identifying the spatiotemporal change, we used global and local Moran’s I to map clusters of SoVI and its percent change in the decade. The results suggest the following: (1) Counties in the Yangtze River Delta, Pearl River Delta, and eastern Guangzhou, except several small hot spots, exhibited the most vulnerability, especially in urban areas, whereas those in Hainan and southern Liaoning presented the least vulnerability. (2) Notable increases were emphasized in Tianjin, Yangtze River Delta, and Pearl River Delta. The spatiotemporal variation and heterogeneity in social vulnerability obtained through this analysis will provide a scientific basis to decision-makers to focus risk mitigation effort.

Abstract:Examining the relationship between vulnerability of the built environment and community recovery is crucial for understanding disaster resilience. Yet, this relationship is rather neglected in the existing literature due to previous limitations in the availability of empirical datasets needed for such analysis. In this study, we combine fine-resolution flood damage claims data (composed of both insured and uninsured losses) and human mobility data (composed of millions of movement trajectories) during the 2017 Hurricane Harvey in Harris County, Texas, to specify the extent to which vulnerability of the built environment (i.e., flood property damage) affects community recovery (based on the speed of human mobility recovery) locally and regionally. We examine this relationship using a spatial lag, spatial reach, and spatial decay models to measure the extent of spillover effects of residential damage on community recovery. The findings show that: first, the severity of residential damage significantly affects the speed of community recovery. A greater extent of residential damage suppresses community recovery not only locally but also in the surrounding areas. Second, the spatial spillover effect of residential damage on community recovery speed decays with distance from the highly damaged areas. Third, spatial areas display heterogeneous spatial decay coefficients, which are associated with urban structure features such as the density of points-of-interest facilities and roads. These findings provide a novel data-driven characterization of the spatial diffusion of residential flood damage effects on community recovery and move us closer to a better understanding of complex spatial processes that shape community resilience to hazards. This study also provides valuable insights for emergency managers and public officials seeking to mitigate the non-local effects of residential damage.
Landslides-oriented urban disaster resilience assessment-A case study in ShenZhen, China

Abstract:With the increasing expansion of cities associated with rapid urbanization, the ecological environment is being severely damaged, exposing cities to frequent extreme weather events. Urban ecological ecosystems are under great threat. Research on urban disaster resilience is conducive to a better understanding of disaster prevention and mitigation capacity, and provides valuable references for resilient city construction. In this study, a typical city under rapid urbanization in China - Shenzhen - was chosen as the research area, including the city's 57 sub-districts. Urban disaster resilience to rainfall-induced landslides was conceptually framed into the dimensions of physical resilience and social resilience. Support vector machine (SVM) was applied to evaluate the physical resilience and a Delphi-analytic hierarchy process (Delphi-AHP) model was used to assess social resilience on a sub-district scale in 2016. The results show that the physical resilience and social resilience of Shenzhen demonstrate obvious spatial concentration trends. Areas with low physical resilience were located in sub-districts of Dapeng New District with intense rainfall and complex topography, as well as those in Guangming New District with lateritic red earth derived from arenaceous shale. Areas with low social resilience were mainly located in eastern Shenzhen, including sub-districts in Longgang District and Dapeng New District, with undeveloped economy, inadequate infrastructures and many vulnerable people. All sub-districts in the three districts of Pingshan New District, Dapeng New District and Guangming New District need attention because of their low comprehensive resilience. Comparison of the physical resilience and social resilience indicated that the performance of physical resilience was significantly better than that of social resilience; only 26% of the sub-districts of Shenzhen had a higher level of social resilience than of physical resilience. Therefore, the government should strengthen urban management of social services and physical infrastructure provision to improve social resilience to cope with urban disasters.
Regional differences in resilience of social and physical systems: Case study of Puerto Rico after Hurricane Maria

Abstract:Physical infrastructure networks in diverse urban settlements are designed to be robust and reliable, while the socio-economic systems offer the necessary adaptive capacity at household, city, and regional scales to recover from major service disruptions resulting from disasters. Here, our urban resilience analyses are based on exploring explicit links between the physical infrastructure/assets and the socio-economic systems. Increased availability of high-quality data from mobile devices allows quantification of diverse socio-economic metrics and thus enables tracking city- and regional-scale community recovery from disasters. Here, recovery trajectories for five regions within Puerto Rico island with differences in socio-economic status (e.g., median income) after Hurricanes Irma and Maria are analyzed using large-scale mobility data and are combined with earlier synthesis of seven global cities based on capital portfolio analysis. Systemic inequalities are manifested in highly variable ability to cope with chronic shocks and recovery from extreme events. Island urban communities face the geographic-isolation effect, legacy socioeconomic constraints, and chronic inefficiencies in governance, all of which delay recovery from disasters. Hurricane recovery efforts include two types of responses. First, in larger urban areas, households use their social ties and financial resources to evacuate to larger cities and return when damaged facilities and infrastructure are repaired. Second, smaller urban communities are already adapted to coping with inadequate critical services and experience disproportionate impacts of disasters. Lacking socio-economic resources, such communities self-organize to access local and external resources and actively engage in repairing and rebuilding damaged facilities. However, recovery is much slower than their counterparts in larger cities. Given the interdependencies of connected social and physical systems and cross-scale feedbacks, such inequalities must be addressed at both city and regional scales to continue progress in urban community preparedness for and recovery from disasters.

Abstract:Effectively allocating resources to address both the physical recovery of infrastructure and subjective needs of residents is crucial to safeguard the well-being of disaster-affected communities. Traditional recovery strategies often prioritize infrastructure restoration, leading to disparities between physical recovery and residents’ perceived recovery, shaped by multiple factors. However, understanding the factors influencing recovery disparities and their spatial heterogeneity remains challenging. To fill the gap, this study introduces a geographically weighted machine learning model to explore localized variations in factors shaping recovery disparities. By treating recovery disparities as dependent variables, we analyzed 779 communities affected by the “23·7” extreme rainstorm in Beijing in 2023. The results reveal that 86.1% of communities exhibit negative recovery disparities, while 13.9% display positive disparities. All factors exhibit significant spatial heterogeneity of local coefficients (%IncMSE) across regions. Additionally, some factors show nonlinearity and threshold effects, with high vegetation (>6000), intense precipitation (>400mm), and high population densities (>17,500 people/km2) being the most effective in mitigating recovery disparities. This study presents a novel framework for disaster recovery planning that addresses both physical restoration and residents’ perceptions, providing insights for policymakers to reduce recovery gaps and promote resilient recovery processes.
Revealing Disaster Dynamics and Disparities in Urban Facility Accessibility Using an Improved Utilization-Based Metric

Abstract:Quantifying socio-spatial disparities in accessibility to urban facilities is a crucial step toward achieving the Sustainable Development Goals (SDGs) of universal access to these facilities. Drawing on mobility big data in Wilmington metropolitan area in the United States, we proposed a novel dynamic utilization-based accessibility metric based on the traditional gravity model, and assessed the residents' grocery store accessibility and restaurant accessibility before, during and after Hurricane Florence in 2018, revealing disparities in residents' access patterns. Then, we investigated the roles of potential accessibility and neighborhoods' demographics and socioeconomic status in explaining the residents' accessibility both in the normal state and during the hurricane. Notably, our findings show that, despite a general decline in accessibility during hurricanes, our metric adeptly captures varying extents of disruption across different facilities. A surge in spatial inequity of restaurant accessibility was observed alongside reduced spatial inequity levels in grocery store accessibility. Interestingly, while normal-state grocery accessibility hinges on aspatial factors like median income and race, “potential accessibility” as a spatial factor emerges as the most significant determinant during the hurricane. The findings provide new insights for city planners and policymakers to promote sustainable mobility and resource allocations for social justice in emergency response.

Abstract:With the frequent occurrence of extreme disasters and the development of urbanization, the ecological vulnerability of urban system has been seriously affected, which has become an important issue in urgent need of research. In this study, a comprehensive analysis method of exposure, sensitivity, responsiveness, and resilience was used to establish an ecological vulnerability assessment model based on the impact of typhoon. With the help of big data analysis and model, this paper explored the impact and response of typhoon Hato on Zhuhai’s ecological vulnerability and restoration. Our results showed that under the influence of Hato, Jinwan district showed higher vulnerability, followed by Doumen district and Xiangzhou district. The lowest vulnerability of Xiangzhou district mainly for its coping capacity was significantly higher than the other two districts. Judging from the recovery situation shown by big data, Doumen and Xiangzhou districts recovered relatively quickly in terms of hydraulic and communication systems. The results of this study can provide a theoretical reference for vulnerability assessment, predisaster prevention, and postdisaster recovery of typhoon disaster risk areas.

Understanding spatiotemporal patterns of typhoon storm surge disasters based on their tropical cyclone track clusters in China

Abstract:Typhoon storm surge disasters have garnered much attention because of their catastrophic damages. We investigated spatiotemporal patterns of typhoon storm surge disasters based on their tropical cyclone track clusters to support disaster mitigation in China. We aggregated 172 typhoon storm surge disasters in the entire cluster. Then, we used the extended Finite-Mixture-Model to categorize these 172 disasters into three clusters according to their track clusters (westward, northward, and westward shift at the coastline). In general, not all temporal distributions of the frequency and damage showed significant trends in the entire cluster and three clusters from 1983–2018. Between 1983‒2000 and 2001‒2018, the average annual frequency increased, and average annual direct economic loss and average annual fatalities decreased in the entire cluster. Although most temporal patterns in the three clusters were similar to those in the entire cluster, a positive growth ratio in the average annual direct economic loss was apparent between 1983‒2000 and 2001‒2018 in Cluster 3. For spatial patterns, southern and eastern regions were more affected by typhoon storm surge disasters than northern regions. In northern regions, Cluster 2 recorded the most disaster occurrences, direct economic losses, and fatalities. Track characteristics and mitigation measures were introduced to help understand disaster spatiotemporal patterns in the entire cluster and three clusters.

Abstract:Urban areas with an imbalanced vulnerability to disasters have garnered attention. Building an urban resilience index helps to develop a progressively favored instrument for tracking progress toward disaster-resilient cities. However, there remains a lack of empirical studies on measuring urban resilience, with limited focus on the spatial-temporal characteristics of urban resilience to disasters, particularly relevant in developing nations like China. Thus, a refined urban resilience index to disasters based on the subcomponents of infrastructure, environment, socio-economy, and institution is suggested in this study. This index-based assessment framework is applied and validated to measure the spatial-temporal resilience using a real-world case study in Chengdu, China. The main findings of this study indicate that: (1) the overall urban resilience of Chengdu has been growing toward better conditions, with infrastructural resilience accounting for the majority of this growth. (2) The distribution of urban resilience exhibits a regional disparity and a spatially polarized pattern. (3) The agglomeration characteristics of urban resilience are significant. (4) There is a clear regional mismatch in the distribution of urban resilience to disaster risk. The validated model offers a comprehensive and replicable approach for urban resilience assessment and planning, especially for disaster-frequent regions.

The spatial-temporal evolution patterns of landslide-oriented resilience in mountainous city: A case study of Chongqing, China

Abstract:Cities, as complex systems with multi-interconnected subsystems, face significant challenges from both rapid urbanization and climate change. Ensuring high resilience in urban areas is essential for managing these dynamic risks effectively. This study introduces an innovative, data-driven approach to quantitatively analyze the spatial-temporal evolution patterns of urban resilience, validated through a case study of Chongqing, a representative mountainous city in China. Based on historical landslide data from Chongqing (2010-2020), which includes 4464 events, along with indicator data from the Chongqing Statistical Yearbook, we developed a comprehensive assessment framework. This framework incorporates 33 variables, covering indicators of physical-environmental resilience (PER) and socio-economic resilience (SER). The model integrates the Random Forest (RF) algorithm, Analytic Hierarchy Process (AHP), and Coupling Coordination Degree (CCD) model. Key findings include: (1) Social development in mountainous cities like Chongqing follows a point-to-area pattern. Although there is an overall increase in SER, the CCD in more developed areas (Chongqing urban circle) was generally higher than in less developed areas (northeastern and southeastern Chongqing) (2) The PER model demonstrated exceptional performance (AUC values consistently above 0.95). Spatiotemporal evolution models reveal that Chongqing maintains a high overall PER. Notably, from 2019 to 2020, the proportion of administrative units classified as highly resilient peaked at 24.5%, marking a historical high. (3) Multi-year average rainfall primarily impacts PER (ranked first), while Gross Domestic Product (GDP) significantly affect SER. The development of multi-dimensional recovery indicators provides a robust framework for assessing resilience against landslides in mountainous cities. The CCD model illustrates the importance of regional dynamic coordinated development in resilience trajectories. This study provides a detailed blueprint for the scientific development of resilient mountainous cities, emphasizing the need for a spatial-temporal perspective on resilience and the benefits of coordinated regional development.
Quantifying Community Resilience Based on Fluctuations in Visits to Point-of-Interest from Digital Trace Data

Abstract:This study aims to quantify community resilience based on fluctuations in the visits to various Point-of-Interest (POIs) locations. Visit to POIs is an essential indicator of human activities and captures the combined effects of perturbations in people lifestyles, built environment conditions, and businesses status. The study utilized digital trace data of unique visits to POIs in the context of the 2017 Hurricane Harvey in Houston (Texas, USA) to examine spatial patterns of impact and total recovery effort and utilized these measures to quantify community resilience. The results showed that certain POI categories such as building materials and supplies dealers and grocery stores were the most resilient elements of the community compared to the other POI categories. On the other hand, categories such as medical facilities and entertainment were found to have lower resilience values. This result suggests that these categories were either not essential for community recovery or that the community was not able to access these services at normal levels immediately after the hurricane. In addition, the spatial analyses revealed that many areas in the community with lower levels of resilience experienced extensive flooding. However, some areas with low resilience were not flooded extensively, suggesting that spatial reach of the impacts goes beyond flooded areas. The results demonstrate the importance of the approach proposed in our study. While this study focused on Houston and only analysed one natural hazard, the approach can be applied to other communities and disaster contexts. Applying this approach, emergency managers and public officials can efficiently monitor the patterns of disaster impacts and recovery across different spatial areas and POI categories and also identify POI categories and areas of their community that need to be prioritized for resource allocation.

Abstract:Ecosystems are employed to effectively protect people and communities in coastal areas from tropical cyclone (TC) hazards. Although a spatially explicit TC hazard mitigation service (TCHMS) is essential for devising adaptation strategy and resilience policy, the process and delivery of this program are unclear. We improved a capacity–exposure–demand conceptual framework using Guangdong Province, China, as a case study area, and spatial analysis was employed to assess the ecosystem service. Under this framework, we assessed “capacity” as the natural potential protection against TC hazards, “exposure” as the need for services, and “demand” as the estimated necessity of protecting coastal populations and economic interests. The analysis results were then used to map the TCHMS flow and benefit gap. The results showed that 21.6% of the whole province had low capacity, 25.3% had high exposure, and 19.3% had high demand. A significantly negative correlation was present between the TCHMS capacity and exposure, and a positive correlation was shown between the exposure and demand. In particular, the TCHMS flow and benefit were sufficient in inland areas but were severely deficient in coastal megacities. In Guangdong Province, the Pearl River Delta, and Chaoshan (CS), 3.3%, 4.0%, and 15.3% of the areas showed high demand–low capacity–high exposure patterns, respectively. Our findings will deepen the scientific understanding of the degree of protection a given ecosystem will provide to communities and infrastructures exposed to TC hazards and will thus provide scientific support for coastal ecosystem planning and management.
A Disparate Disaster: Spatial Patterns of Building Damage Caused by Hurricane Ian and Associated Socio-Economic Factors

Abstract:The literature shows that communities under different socio-economic conditions suffer different levels of damage in disasters. In addition to the physical intensity of hazards, such differences are also related to the varying abilities of communities to prepare for and respond to disasters. This study analyzes the spatial patterns of building damage in Hurricane Ian in 2022 and investigates the socio-economic disparities related to the damage. Specifically, this study employs NASA's Damage Proxy Map (DPM2) to analyze spatial patterns of building damage caused by the hurricane. Then, it uses statistical analysis to assess the relationships between building damage and hurricane intensity, building conditions, and socio-economic variables at the building and census tract levels. Furthermore, the study applies geographically weighted regression (GWR) to examine the spatial variation of the damage factors. The results provide valuable insights into the potential factors related to building damage and the spatial variation in the factors. The results also reveal the uneven distribution of building damage among different population groups, implying socio-economic inequalities in disaster adaptation and resilience. Moreover, the study provides actionable information for policymakers, emergency responders, and community leaders in formulating strategies to mitigate the impact of future hurricanes by identifying vulnerable communities and population groups.

Abstract:The coastal zone serves as a crucial hub for economic and population concentration. Amid the context of high-intensity development and global climate change, uncertain risks from diverse sources—including extreme weather events (i.e., high temperatures, typhoons, and excessive precipitation), natural disasters (i.e., floods, tsunamis, landslides, and mudslides), and societal disruptions (i.e., economic crises and viral diseases)—are escalating rapidly. Enhancing coastal resilience to minimize these risk impacts is progressively becoming a mandatory requirement for the sustainable development of coastal zones. However, existing research primarily focuses on distinct disasters, the ecological environment, or specific socio-economic aspects, thereby lacking a comprehensive theoretical framework and thorough analysis of the factors influencing coastal resilience. Here, we construct a theoretical framework centered on the unique traits and processes of coastal resilience, analyze the spatiotemporal evolution characteristics of coastal resilience from a grid and administrative division standpoint, and utilize geographic detectors to determine the factors influencing coastal resilience while considering the modifiable areal unit problem (MAUP). Our findings indicate that: (1) Coastal resilience in the East China Sea (ECS) initially declined but then increased, transitioning from a lower to a medium level. Barring the pressure index, other dimensional indices had an upward trend; (2) Continuous improvements were observed in coastal resilience across different land uses. Forests, waters, and oceans demonstrated higher resilience levels than other lands, with construction land resilience developing swiftly. The effect of changes in land use types on coastal resilience showed a rapid initial increase and subsequent decrease; (3) The change pattern of coastal resilience in the ECS is mainly unchanged and slightly increased. Areas with the most drastic changes were concentrated in Shanghai, northern Zhejiang, and central Fujian, with the main change patterns continuously rising; (4) The primary factors influencing coastal resilience in the ECS included gross domestic product and infrastructure construction level. Advanced industrial structure, technological and educational prowess, and effective government management are important determinants of coastal resilience development. The significance of human factors continues to grow. Our findings offer valuable insights for optimizing national spatial planning of coastal zones, responding to internal and external impacts, achieving resilient coastal zones, and implementing a comprehensive sustainable management approach.

Abstract:Developing general resilience measures that take into account spatio-temporal dynamics to withstand the adverse effects of shocks on the economy is urgent during the COVID-19 pandemic. However, rapid perception of city economic resilience at large scales is currently a challenge during disasters. Using machine learning to massively simulate hourly anthropogenic NO 2 emissions from 2016 to 2020, a resilience quantification framework based on an undesired output perspective is proposed to assess the resilience of Chinese cities' economic operations during the COVID-19 pandemic. The results show that NO 2 can characterize economic activity except for the primary industry. Spatially, the economic resilience of Chinese cities at different stages of the pandemic showed a binary pattern of Huanyong Hu line divergence and north-south divergence, respectively. Temporally, economic resilience had a hysteresis effect. Moreover, cities with larger economies recovered more quickly, despite being hit harder. Measurement of economic resilience based on undesired output required integration of information on fluctuations and trends in emissions. Our study provides a new tool for perceiving resilience during disasters from an undesired output perspective to provide support and insight into city management and planning in the post-pandemic era.
