Abstract:This study evaluated the health-promoting effects of assistive technology(AT) from a holistic health perspective with the data from the rapid Assistive Technology Assessment (rATA) survey conducted by the World Health Organization (WHO) in China in 2021. Through a generalized ordered logit regression, we found that AT mainly aids in the reduction of "severe impairment" in basic activities of daily living (BADL) and facilitates the attainment of "minimal impairment" in instrumental activities of daily living (IADL), indicating that AT at the current stage not only serves as a tool to maintain basic survival, but also plays a crucial role in promoting overall health. Further research ascertained that the effects of assistive technology on BADL and IADL bear resemblances between two age groups but differ between urban and rural residents. Consequently, efforts must be made to enhance the supply system of AT, thereby improving social well-being for all.

Abstract:Purpose This article presents new evidence on employment barriers and workplace disparities facing employees with disabilities, linking the disparities to employee attitudes. Methods Analyses use the 2006 General Social Survey to connect disability to workplace disparities and attitudes in a structural equation model. Results Compared to employees without disabilities, those with disabilities report: lower pay levels, job security, and flexibility; more negative treatment by management; and, lower job satisfaction but similar organizational commitment and turnover intention. The lower satisfaction is mediated by lower job security, less job flexibility, and more negative views of management and co-worker relations. Conclusion Prior research and the present findings show that people with disabilities experience employment disparities that limit their income, security, and overall quality of work life. Technology plays an increasingly important role in decreasing employment disparities. However, there also should be increased targeted efforts by government, employers, insurers, occupational rehabilitation providers, and disability groups to address workplace barriers faced by employees with disabilities, and by those with disabilities seeking to return to work.

Abstract:Successfully documenting the outcomes of assistive technology (AT) interventions in the workplace benefits people with disabilities, service providers and agencies. However, no work related system currently exists that comprehensively collects the data needed to analyze such outcomes. Part of the reason for this absence of an outcome system is that, while the concept is simple, the process is complex and depends on the acquisition of data that represent many outcomes related variables. This article describes the exploratory work of the NIDRR (National Institute on Disability and Rehabilitation Research) funded ATOMS Project (Assistive Technology Outcomes Measurement System) and its efforts to identify existing data that might be used as the basis for an outcomes measurement system. Sample records from four assistive technology service programs were acquired and evaluated for the data they housed. This study discovered that AT service programs fail to collect consistent or sufficient data for outcomes analysis. However, discussions with AT programs that provided services to State vocational rehabilitation agencies revealed an interesting potential. Assistive technology service data in combination with data collected by State vocational rehabilitation departments might coalesce the needed data. The Federal Rehabilitation Services Administration (RSA) 911 Report aggregates many variables of outcomes related information including employment status and the success of the vocational rehabilitation investment. This combined database could answer a range of assistive technology outcomes related questions of interest to service providers, people with disabilities, and vocational rehabilitation State agencies. This paper describes the data needed in an outcomes system, reviews the data that appear to be available today related to AT outcomes, and projects how data from two diverse programs might be used together to create a significant outcomes database.

Abstract:Background: Employment has long been an area of concern for people with disabilities. National samples in the United States are needed to understand the experiences of people with disabilities related to employment. Objectives: (1) Describe and evaluate associations between personal and health-related factors with employment after disability, and (2) describe and evaluate associations between facilitators, barriers, and work-related external factors with maintaining a longest held job after disability. Methods: We recruited a national sample of people with physical disabilities from panels assembled by a United States market research organization; by selection, 1309 were working and 491 were not. We evaluated the likelihood of employment and maintaining employment after disability onset using Poisson regression. Model 1 evaluated factors associated with employment; Model 2 evaluated factors associated with maintained employment. Results: Model 1: Older age, decreased ability to pay bills on time, and assistive device use were associated with decreased likelihood of employment after disability onset. Non-Black minority identification, fatigue, and higher physical function were associated with increased likelihood of employment. For Model 2, the likelihood of maintaining a longest held job was associated with acquiring a disability at work, receipt of job accommodations, valuing opportunities for advancement and health benefits, having a helpful living situation, and helpful human resource attitudes. Decreased likelihood of maintaining a longest held job after disability onset was associated with job dissatisfaction and supervisors' attitudes. Conclusions: This work highlights opportunities for employers to focus efforts on job accommodations and support in the maintenance of employment after disability.

Abstract:Abstract Background and Objectives Although assistive technologies have the potential to bridge the gap between personal capabilities and environmental demands, they may not always fully accommodate disability. This study examined the implications of change in the extent of accommodation provided by assistive technology for well-being in older adulthood. Research Design and Methods Data from five waves (2015–2019) of the National Health and Aging Trends Study provided information on disability and assistive technology use among older adults aged 65 and above in the United States (n = 7,057). An 8-level index that jointly characterized the spectrum of disability and assistive technology use was applied to seven activities of daily living (ADLs). Fixed-effects panel model assessed within-person associations between well-being and the extent of assistive technology accommodation along different levels of the disability spectrum. Results At baseline, bathing (28.7%; 95% CI: 27.6, 29.8) and toileting (37.9%; 95% CI: 36.2, 39.6) were the two activities in which most older adults successfully accommodated their limitations with assistive technologies. Longitudinally, the level of support provided by assistive technology changed widely across activities and over time. Within-person analyses showed that for all ADLs except for eating, there was a significant decline in well-being when the adopted assistive technology no longer supported users’ needs and successfully resolved their disabilities. Discussion and Implications Our findings highlight the utility of technology-based interventions and underscore the imperative that assistive technologies attend to the specific needs of older adults and support independence in everyday activities.

Abstract:Despite the potential benefits of assistive technologies (ATs) for people with various disabilities, only around 7% of Chinese with disabilities have had an opportunity to use ATs. Even for those who have used ATs, the abandonment rate was high. Although China has the world's largest population with disabilities, prior research exploring how ATs are used and perceived, and why ATs are abandoned have been conducted primarily in North America and Europe. In this paper, we present an interview study conducted in China with 26 people with various disabilities to understand their practices, challenges, perceptions, and misperceptions of using ATs. From the study, we learned about factors that influence AT adoption practices (e.g., misuse of accessible infrastructure, issues with replicating existing commercial ATs), challenges using ATs in social interactions (e.g., Chinese stigma), and misperceptions about ATs (e.g., ATs should overcome inaccessible social infrastructures). Informed by the findings, we derive a set of design considerations to bridge the existing gaps in AT design (e.g., manual vs. electronic ATs) and to improve ATs' social acceptability in China.

Abstract:BACKGROUND: There is increasing evidence that employment, or the lack thereof, affects an individual’s health. Consequently, employment provides people with physical disabilities (PWPD) with financial independence, enhances their well-being and self-worth, and facilitates a sense of purpose. People with physical disabilities often retain job skills and motivation to return to work after acquiring a disability. Their vocational rehabilitation and job accommodation needs likely differ from people with disabilities resulting from developmental, sensory, cognitive, and mental health conditions. To better target the needs of PWPD and improve vocational rehabilitation services, it is crucial to identify the modifiable factors that influence their employment outcomes. OBJECTIVE: This research aimed to examine systematically the client-, employer-, and context-related facilitators and barriers to employment experienced by PWPD. METHODS: We recruited to this cross-sectional study, PWPD from the Midwestern United States who returned to work after injury or illness. An online survey collected data on demographic characteristics and educational history; disability and functional status; supports, facilitators and barriers to employment; and job information and accommodations. RESULTS: 347 working-age PWPD completed the survey; at the time of survey completion, 270 were working and 77 were not. People with physical disabilities who reported social support and encouragement at work were more likely to be working than respondents who did not. Negative attitudes of supervisors and colleagues, inaccessible work environments, and inflexible work schedules were barriers to employment. Important reasons for working included financial needs, a sense of purpose, and self-worth. CONCLUSIONS: Results provide insights into the importance of social supports in the work environment. Novel approaches are needed to develop supportive relationships with supervisors and coworkers.

Abstract:This paper illustrates the advantages of using human factors evaluation techniques as a method of informing rehabilitation service provider decisions about client care and assistive technology selection. Successful integration of accessibility evaluation techniques can strengthen an evidence based service program and offer service providers another tool for providing efficient, effective, and rapid services to individuals in need. With accessibility evaluation data showing the functional abilities required to operate a given product or set of products, it is possible to empirically demonstrate that an individual has the potential to successfully utilize the provided workplace equipment. Conversely, if the accessibility evaluation data reveal that the functional capabilities required to use a product exceed the capabilities of a given user, it would be possible to demonstrate the need for particular interventions or accommodations. With accessibility evaluation data, service providers can make better informed decisions about client care.

Vocational outcomes for persons with severe physical disabilities: Design and implementation of workplace supports

Abstract:Clearly, the need for a skilled labor pool is great in today's economy. Yet, many people with significant disabilities are struggling to find jobs with the majority of them unemployed or underemployed [6]. There is a need to develop strategies that can effectively empower these individuals to become part of the nation's labor force. This article describes one model project that used person-centered career plans, supported employment, and on-the-job assistive technology assessment and training to assist 21 individuals to become competitively employed. Customers worked an average of 15.66 months earning an average of $7,271 in total wages. They were hired by both small and large businesses to do a variety of tasks to include data entry, customer service, clerical assistance, as well as food prep. While the findings are preliminary, the results indicate that individuals with severe physical disabilities can maintain employment by combining supported employment and assistive technology within the workplace.

Abstract:Online technology has made significant inroads into human resource (HR) processes such as recruitment, benefits, and training, yet many web sites are inaccessible to people with disabilities. Cornell University surveyed 433 HR representatives regarding their organizations' use of information and Web technology in HR processes. Survey results report that nine of the ten organizations use Web processes for job postings, eight of ten for online benefits information dissemination, and about six out of ten for online benefits self service and online employee training. Employee use of computers was extensive, with the majority using computers more than half the workday. Knowledge of assistive technologies for computer users with disabilities and of Web accessibility considerations was low, but nearly half the respondents reported having made some type of adaptation to make a computer accessible to an employee with a disability. Very few organizations had trained any of their staff in Web accessibility topics or in making computers accessible, and the majority desired more information on those topics. These findings have implications not only for people with disabilities, but for the general workforce, which is aging.

Abstract:Promoting employment for people with disabilities has long been an important policy objective in the United States. Some examples of Federal policies whose goal is to increase employment for people with disabilities are the vocational rehabilitation system, funded by grants from the U.S. Rehabilitation Services Administration to the States; the Ticket to Work program; the Work Opportunity Tax Credit; and the Americans with Disabilities Act (ADA). Many of these policies are relatively new; yet analysts have noted a decline in the employment rate of people with disabilities in recent years,1 and some evaluations of the ADA indicate that, rather than increasing employment, the Act may have reduced employment for those with disabilities. These surprising findings have led some observers to take a closer look at employment statistics for such individuals. Perhaps, they argue, it is not that the programs and policies have failed to aid disabled individuals in finding employment; rather, the statistics themselves are misleading and inappropriate. This article examines three issues that are critical in assessing the success of employment policies for the disabled: the measurement of employment status, the measurement of disability status, and the decision regarding whom to include in the analyses. Because the empirical studies reviewed herein made use of three specific surveys—the 2000 Decennial Census, the Current Population Survey (CPS), and the Survey of Income and Program Participation (SIPP)—the focus of the article is the definitions and measurement of employment and disability status in those three surveys. The measurement of employment status has not been an issue of dispute in the literature, so it is discussed first. Next, the definitions of disability status are examined, followed by a review of the definitions used and analyses undertaken in evaluations of the ADA. The article concludes with suggestions about future research on measuring disability status.

Abstract:This study explores important factors of assistive technology (AT) and evaluates their relative impact on AT effectiveness and retention. Questionnaire based survey is used for data collection from 327 people with dementia (PWD). This empirical study uses statistical techniques including exploratory factor analysis for factor identification, linear regression for impact study, Kruskal Wallis H and Mann Whitney U tests for the statistical significant study in terms of demographic and characteristics. The exploratory factor analysis results into 11 factors: operational support, physical support, psychological support, social support, cultural match, reduced external help, affordability, travel help, compatibility, effectiveness and retention. The results reveal that social support, psychological support and travel help and reduced external help strongly impact on AT effectiveness and retention. The users are motivated by socialization support through using AT without any external help. The use of AT during travelling improves confidence of the PWD and helps them psychologically.

Abstract:Purpose: This qualitative study explored perceived barriers and facilitators to access and utilization of assistive technology (AT) among Veterans and civilians living with tetraplegia. We also explored differences in access to and utilization of AT between civilians and Veterans. Materials and methods: Semi-structured focus groups were conducted with 32 adults (15 Veterans, 17 non-Veterans) living with tetraplegia between the ages of 18 and 65 and who were at least one-year post-injury. Focus groups were conducted at two rehabilitation sites: Craig Hospital and the Louis Stokes Cleveland VA Medical Center. Participants were asked to discuss what they perceive as (1) the facilitators and barriers of AT access and utilization, and (2) the value of AT use in everyday living. Data were analyzed using thematic analysis of verbatim transcripts. Results and conclusions: Facilitators of AT utilization and access included being connected to resources, trial-and-error, and knowledge gained from peers. Barriers to AT use included cost of devices, a general lack of awareness of resources, and requirements for eligibility; the latter two themes were endorsed solely by Veteran participants. Benefits of AT included increased independence, participation, productivity, quality of life, and safety. Findings highlight key facilitators of AT procurement and use, barriers that contribute to underutilization of AT, and important benefits experienced as a result of using AT that underscore the importance of AT for individuals with SCI.

Abstract:Autism is a lifelong developmental condition that affects how people perceive the world and interact with others. Challenges with typical social engagement, common in the autism experience, can have a significant negative impact on the quality of life of individuals and families living with autism. Recent advances in sensing, intelligent, and interactive technologies can enable new forms of assistive and augmentative technologies to support social interactions. However, researchers have not yet demonstrated effectiveness of these technologies in long-term real-world use. This article presents an overview of the social and sensory challenges of autism, which offer great opportunities and challenges for the design and development of assistive technologies. We review existing work on developing wearable technologies for autism particularly to assist social interactions, analyze their potential and limitations, and discuss future research directions.
Broadening opportunities for job seekers with disabilities: Strategies to effectively provide assistive technology in One-Stop centers

Abstract:The Workforce Investment Act (WIA) of 1998 mandates that partners in the One-Stop Career Center (One-Stop) system be prepared to serve a diverse customer base, including job seekers with disabilities. For many such individuals, effective service delivery depends in part on the existence of appropriate and efficient assistive technology (AT) options. This article presents challenges experienced by One-Stop partners related to AT provision as well as strategies for providing effective AT support. Findings from case study research conducted in several One-Stops across the country revealed three strategies that have enhanced employment services and addressed barriers. These are (a) an accurate assessment of AT needs, (b) staff training and practice using the equipment, and (c) the ability to make the most of limited financial resources. Implications for the most efficient ways to provide AT options are discussed.

Abstract:Abstract Background Although particular technologies can enhance the quality of life (QoL) of people with profound intellectual and multiple disabilities (we use the term pervasive support needs), their objectives and outcomes are understudied. A systematic literature review was therefore conducted to explore this topic. Method A search of four databases yielded 64 studies. Data were extracted on their general characteristics, methods and sample characteristics as well as the technology types, QoL domains and application within ecological systems. A narrative synthesis was subsequently developed. Results Most of the studies applied assistive technology (AT) and focused on personal development and self‐determination on an individual level. Conclusions Technology can enhance the QoL of people with pervasive support needs. There are indications that although MT and UD‐based technology are used in practice, few studies have examined these technologies. Therefore, there is a knowledge gap regarding the kinds of technology that are used in practice.

Abstract:Assistive technology for the differently abled and older adults has made remarkable achievements in providing rehabilitative, adaptive, and assistive devices. It provides huge assistance for people with physical impairments to lead a better self-reliant daily life, in terms of mobility, education, rehabilitation, etc. This technology ranges from simple hand-held devices to complex robotic accessories which promote the individual's independence. This study aimed at identifying the assistance required by differently-abled individuals, and the solutions proposed by different researchers, and reviewed their merits and demerits. It provides a detailed discussion on the state of art assistive technologies, their applications, challenges, types, and their usage for rehabilitation. The study also identifies different unexplored research areas related to assistive technology that can improve the daily life of individuals and advance the field. Despite their high usage, assistive technologies have some limitations which have been briefly described in the study. This review, therefore, can help understand the utilization, and pros and cons of assistive devices in rehabilitation engineering and assistive technologies.

Abstract:This mixed methods study examined the impact of a multi-faceted professional development (PD) program for preschool teachers and classroom assistants on teacher-supported assistive technology (AT) use and early literacy development of children with disabilities. Four special education preschools were randomized into intervention (2 schools, 9 teachers, 50 children) and waitlist control (2 schools, 17 teachers, 42 children) groups. The 24-week PD included online modules, coaching, and AT device kits. Pre-post gains in children's AT use and early literacy skills were analyzed using χ2 and repeated measures ANOVA. Teacher interviews and reflective commentaries were analyzed using Framework Analysis methodology. From pre- to post-test, the percent of children in the intervention group using some form of AT rose from 36 to 80%. The percent of children using AT in the control group went from 45 to 62%. The difference in change between the two groups was statistically significant, χ 2 = 13.93, p =.001. Gains in early literacy skills were not significantly different across groups, F (1,90)=0.010, p =.922. Analysis of the qualitative data revealed three themes: the positive impact of AT on child engagement and participation, the importance of individualizing AT for each student, and barriers teachers faced in AT implementation. The PD program had a positive effect on children's AT use but not on gains in early literacy. Teachers' comments highlighted the nuanced relationship between AT use and literacy outcomes, suggesting the need for more targeted implementation of AT during literacy activities.

Job roles of assistive technology service providers in the United States

Abstract:The purpose of this study was to identify empirically the roles of assistive technology service providers in the United States. Via factor analysis, the following six job roles were identified: (a) Device Selection and Maintenance Activities, (b) Environmental Modification Activities, (c) Dissemination of Information on Assistive Technology Activities, (d) Evaluation of Suitability of Assistive Device Activities, (e) Administration Activities, and (f) Product Development Activities. The identified roles can provide a potential guide for the development of education or training curricula for assistive technology service providers. Those job role categories can be considered to be required areas of knowledge in a curriculum for assistive technology specialists. The identified roles can also be utilized to help define the profession of assistive technology. That definition could help guide the development of eligibility criterion and examination content for a credentialing programme for qualified assistive technology service providers in the future. A clear description of the job of assistive technology service providers can help administrators create needed positions within service delivery organizations such as state department of rehabilitation services and a rehabilitation hospital. The results could be valuable to the administrators responsible for setting job role criteria for assistive technology service providers. Such criteria are necessary for making effective hiring and employee evaluation decisions. In addition, the results can provide other professionals who utilize assistive technology services with an accurate picture of the services available from assistive technology service providers. When professionals on a rehabilitation team know what to expect of each other, clients are better served. Thus a better understanding of the roles of assistive technology service providers can contribute to better utilization of their services by a multidisciplinary team. This would in turn increase the chances of assistive technology services being offered to clients. Replication of the present study is encouraged to verify the obtained results. A future study should also focus on examining the roles of assistive technology service providers by directly observing their daily work activities. The task inventory used in the present study (ATTI) might be utilized to help guide such observations.

Abstract:Inclusion of people with disabilities in the open labor market using robotic assistance is a promising new and important field of research, albeit challenging. People with disabilities are severely underrepresented in the open labor market, although inclusion adds significant value on both financial and social levels. Here, collaborative industrial robots offer great potential for support. This work conducted a month-long, in-field user study in a workshop for people with disabilities to improve learning progress through collaboration with an innovative intelligent robotic tutoring system. Seven workers with a wide variety of disabilities solved assembly tasks while being supervised by the system. In case of errors or hesitations, different modes of assistance were automatically offered. Modes of assistance included robotic pointing gestures, speech prompts, and calling a supervisor. Which assistance to offer the different participants during the study was personalized by a shared policy using reinforcement learning. Here, new, non-stationary Contextual Multi-Armed Bandit algorithms were developed during the prior simulation-based study planning to include the workers contextual information. Pioneering results were obtained in three main areas. The participants significantly improved their skills in terms of time required per task. The algorithm learned within only one session per participant which modes of assistance were preferred. Finally, a comparison between simulation and re-simulation, including the study results, revealed the underlying basic assumptions to be correct but individual variation led to strong performance differences in the real-world setting. Looking ahead, the innovative system developed could pave the way for many people with disabilities to enter the open labor market.
