Abstract:In 2021, the energy sector was put at risk by extreme weather in many different ways: North America and Spain suffered heavy winter storms that led to the collapse of the electricity network; California specifically experienced heavy droughts and heatwave conditions, causing the operations of hydropower stations to halt; floods caused substantial damage to energy infrastructure in central Europe, Australia and China throughout the year, and unusual wind drought conditions decreased wind power production in the United Kingdom by almost 40% during summer. The total economic impacts of these extreme weather events are estimated at billions of USD. Here we review and assess in some detail the main extreme weather events that impacted the energy sector in 2021 worldwide, discussing some of the most relevant case studies and the meteorological conditions that led to them. We provide a perspective on their impacts on electricity generation, transmission and consumption, and summarize estimations of economic losses.

Abstract:Energy systems can be vulnerable to climate change. This paper summarizes the contribution of their authors to a few strategic studies, research workshops, development forum and international conferences related to Climate and Energy. It presents a review of the impacts that climate change may have throughout the energy chain and identifies current knowledge gaps and areas for future research development. One of the greatest challenges is how to assess impacts which may occur as a consequence of the projected increase in the intensity of extreme weather events: the majority of current methodologies rely on past experience but this may not be a sufficiently good guide for planning and operational activities in the coming decades. Also, climate impact assessments on energy planning and operation need to take into account a greater number of scenarios, as well as investigate impacts on particular energy segments. Therefore, we identify energy segments for which little climate impact research has been conducted. Finally, because climate impact assessment for energy systems is a relatively new research field, it is expected that methodological developments will increase in the near future with a consequent broadening of the knowledge base on the subject.

Abstract:Energy system models underpin decisions by energy system planners and operators. Energy system modelling faces a transformation: accounting for changing meteorological conditions imposed by climate change. To enable that transformation, a community of practice in energy-climate modelling has started to form that aims to better integrate energy system models with weather and climate models. Here, we evaluate the disconnects between the energy system and climate modelling communities, then lay out a research agenda to bridge those disconnects. In the near-term, we propose interdisciplinary activities for expediting uptake of future climate data in energy system modelling. In the long-term, we propose a transdisciplinary approach to enable development of (1) energy-system-tailored climate datasets for historical and future meteorological conditions and (2) energy system models that can effectively leverage those datasets. This agenda increases the odds of meeting ambitious climate mitigation goals by systematically capturing and mitigating climate risk in energy sector decision making.

Abstract:The ongoing energy transition is irreversibly changing the nature and functioning of the energy sector and emerging new types of risks, with climate risk standing out in particular, being a result of the EU’s energy and climate policy as well as global trends related to sustainable development. The materialisation of climate risk gives rise to a number of mutually interpenetrating new types of risk, among which financial, regulatory and social risks can be distinguished. Climate risk also manifests itself in the performance of the EU ETS CO2 emissions trading scheme, as well as in weather risks. The purpose of this paper is to define accurately the types of risk affecting the activities of energy entities and to indicate the impact of climate risk on them. The methods used in this research are literature review and data analysis. Climate risk is therefore an accelerator of new risks in the electric power sector and should thus be duly taken into account and mitigated, as ignoring it can have serious consequences. Hence, climate risk management is becoming one of the key elements of risk management across the energy sector. Decisions made by energy companies in line with the sustainable development paradigm will catalyse their growth and allow them to increase their value.

Abstract:Objective: Climate risk is one of the major challenges for the energy sector globally. The energy transition and the struggle against climate change are putting increasing pressure on energy entities as well as create a need for action to mitigate climate risks. The purpose of this article is to characterise climate risk in the energy sector, with a focus on the electric power sector, as well as to review their impact on the functioning of energy entities. Research Design & Methods: This article reviews the literature and uses publicly available data on the operation of the electricity system and the price of CO2 emission allowances in the EU ETS so as to characterise the impact of climate risk on the energy sector with a particular focus on the Polish electricity sector. Findings: Climate risk is one of the most important risks determining the functioning of entities in the energy sector and affecting the energy transition. It manifests itself in the form of the emergence of a set of new risks: carbon risk, weather risk, financial risk, regulatory risk, and social risk, all of which directly affect energy operators and reshape the energy sector. Implications/Recommendations: The above creates the need to adapt and adjust to current market trends as well as the need to mitigate climate risks in order to keep a market position. It is, therefore, necessary to implement climate risk management measures to adapt the company’s operations to changing market realities and an increasing exposure to climate risk. The results of the study can be used by policymakers and decision-makers responsible for energy policy and companies’ strategy related to energy transition and compliance with the ESG standards. Contribution/Value added: The research contributes to the field of climate risk in the energy sector. The value added of the paper is the interdisciplinary approach to a broad concept of climate risk, consisting both of transition and physical risks, with a detailed analysis about its influence on the energy sector.

Abstract:Abstract Urban environments lie at the confluence of social, cultural, and economic activities and have unique biophysical characteristics due to continued infrastructure development that generally replaces natural landscapes with built-up structures. The vast majority of studies on urban perturbation of local weather and climate have been centered on the urban heat island (UHI) effect, referring to the higher temperature in cities compared to their natural surroundings. Besides the UHI effect and heat waves, urbanization also impacts atmospheric moisture, wind, boundary layer structure, cloud formation, dispersion of air pollutants, precipitation, and storms. In this review article, we first introduce the datasets and methods used in studying urban areas and their impacts through both observation and modeling and then summarize the scientific insights on the impact of urbanization on various aspects of regional climate and extreme weather based on more than 500 studies. We also highlight the major research gaps and challenges in our understanding of the impacts of urbanization and provide our perspective and recommendations for future research priorities and directions.

On one hand, the exploit and utilization of energy source will make climate change; on another hand, the globe climate change might directly impact on energy consumption. The building sector is clearly weather sensitive and is one of the sectors that would be affected by globe climate change. In this paper, the effect of climate warming on building heating energy consumption is analyzed by heating climate index such as degree-days. At the same time, the influence of summer climate abnormality on air conditioning energy consumption is discussed.

Abstract:The substantial and continuing increase in greenhouse gas emissions from the use of primarily fossil fuels to meet increasing energy demands have made the Earth’s climate increasingly hotter. It is also wetter where it is wetter and drier where it is drier. The weather is more extreme. The adverse impacts and consequences of this extreme weather on our economies, ecosystems, environment, and even energy sectors are increasingly evident. The magnitude of each impact differs in particular regions—but together, the temporal range and spatial extent of these extremes makes climate change one of the most urgent and long-term issues facing the world’s populations today. Global warming is adversely impacting the health and economic and social well-being of people, communities, and nations, worldwide. The most vulnerable—those with fewest resources and options available to respond—are being the most impacted. This chapter attempts to identify the interdependencies among the major economic, ecological, environmental, and energy sector impacts, and associated social equity issues, resulting from today’s changing climate. These impacts include more frequent and intense storms, wildfires, and heat waves; air, soil, and water pollution; crop failures; shifts in ecosystem habitats; freshwater shortages; worsening smog; health risks to humans, animals and plants; melting ice sheets, glaciers, and permafrost; rising sea levels and damage to coastal communities and infrastructure in virtually every sea-bordering country in the world and possibly permanently flooding entire island nations. These are only a few of the consequences of global warming that are among others reviewed in this chapter. As the direct and damaging impacts of climate change on food supplies, human health, commerce, industries, and ecosystem services become more severe, and as conflicts over increasingly scarce resources worsen, political and social tensions increase. Regions become less livable. People leave. These migrations significantly increase risks of conflicts. The economic, social, and political costs resulting from our increasing emissions of greenhouse gases into the atmosphere clearly outweigh those costs of decreasing them.

Abstract:A changing climate and more frequent extreme weather events pose challenges to the oil and gas sector. Identifying how these changes will affect oil and gas extraction, transportation, processing, and delivery, and how these industries can adapt to or mitigate any adverse impacts will be vital to this sector’s supply security. This work presents an overview of the sector’s vulnerability to a changing climate. It addresses the potential for Natech hazards and proposes risk reduction measures, including mitigation and adaptation options. Assessment frameworks to ensure the safety of people, the environment, and investments in the oil and gas sector in the face of climate change are presented and their limitations discussed. It is argued that a comprehensive and systemic analysis framework for risk assessment is needed. The paper concludes that climate change and extreme weather events represent a real physical threat to the oil and gas sector, particularly in low-lying coastal areas and areas exposed to extreme weather events. The sector needs to take climate change seriously, assess its own vulnerability, and take appropriate measures to prevent or mitigate any potentially negative effects.

Assessing the impact of weather-induced uncertainties in large-scale electricity systems

Abstract:The future energy system will largely depend on volatile renewable energy sources and temperature-dependent loads, which makes the weather a central influencing factor. This article presents a novel approach for simulating weather scenarios for robust large-scale power system analysis. By applying different signal analysis methods, historical weather data is decomposed into its spectral components, processed appropriately, and then used to generate random, self-consistent weather data. In this process, any weather parameters of different locations can be considered, while their respective dependencies are mapped. The added value is demonstrated by coupling with a state-of-the-art large-scale energy system model for Europe. It is shown that the integrated consideration of different weather influences allows a quantification of the range of fluctuation of various parameters - such as the feed-in of wind and solar power - and thus provides the basis for future resilient grid planning approaches.

Abstract:This study aims to examine how the climate affects the behaviour of the stock market. To achieve this, we have drawn on daily data from Jan 2005 to Jan 31, 2023 and several environmental factors (e.g., temperature, humidity, cloud cover and visibility) to account for extreme weather conditions using the 21-day moving average and its standard deviation. The empirical analysis has revealed three key findings regarding the impact of weather on the stock market's behaviour. First, various forms of extreme weather conditions consistently lead to influence stock behaviour. Second, results provide valuable insights into market behaviour and help investors to make more informed investment decisions. Third, the weather conditions have new information about the climate risk and investors should react to it swiftly in light of our findings. The saliency theory can help reconcile the theoretical conflicts between the real options and risk-shifting theories when it comes to investing in uncertain and extreme climate conditions.

Abstract:Weather and Climate Services (W&CS) are key to supporting the transition to net-zero emissions in the energy sector. These services are utilised to increase energy system resilience, enhance renewable energy deployment, and enable uptake of energy-efficiency measures and innovations. As energy systems become increasingly dependent on and affected by weather and climatic conditions, integrating weather and climate data into energy management systems is essential. This paper addresses the gap in comprehensive guidance for developing integrated W&CS to support net-zero energy transitions, drawing upon a report by the World Meteorological Organization's Services Commission Study Group on Integrated Energy Services (WMO 2023). We present a framework for co-production of W&CS, exploring how the uptake of W&CS for energy transitions can be enabled through evaluation of socio-economic benefits, harnessing business models, identification of key policies, and capacity development measures. To support the uptake of W&CS for net-zero energy transitions we recommend: a deeper understanding of user needs and requirements; continuous advancements in the science and technology of W&CS effective integration of weather and climate data within energy conversion models; improved accessibility and sharing of meteorological and, especially, energy data; promotion of co-production approaches; exploration of novel applications of W&CS in the energy sector; refinement of business models for sustainable W&CS delivery; execution of capacity-building activities; enhanced communication among stakeholders and strengthened collaborative efforts. These steps are crucial for realizing the full potential of W&CS in driving the energy sector towards a sustainable, net-zero future.

Climate change impacts on large-scale electricity system design decisions for the 21st Century

Abstract:Efforts to reduce climate change, but also falling prices and significant technology developments currently drive an increased weather-dependent electricity production from renewable electricity sources. In light of the changing climate, it is highly relevant to investigate the extent of weather changes that directly impacts the best system design decisions for these weather-dependent technologies. Here, we use three IPCC representative CO2 concentrations pathways for the period 2006--2100 with six high-resolution climate experiments for the European domain. Climate elements are used to calculate bias adjusted 3-hourly time series of wind and solar generation, and temperature corrected demand time series for 30 European countries using state-of-the-art methodology. Weather-driven electricity system analysis methodology is then applied to compare four key metrics of highly renewable electricity systems. We find that climate change does not have a discernible impact on the key metrics of the combined electricity system dynamics, and conclude that the effect on important system design parameters can likely be ignored.

Abstract:This paper overviews the short‐term (biophysical) and long‐term (out to around 100 year timescales; biogeochemical and biogeographical) influences of the land surface on weather and climate. From our review of the literature, the evidence is convincing that terrestrial ecosystem dynamics on these timescales significantly influence atmospheric processes. In studies of past and possible future climate change, terrestrial ecosystem dynamics are as important as changes in atmospheric dynamics and composition, ocean circulation, ice sheet extent, and orbit perturbations.
