Abstract:Wind power is considered a critical technology for the transition to renewable energy systems, but it relies on the construction of material-intensive infrastructure. Driven by carbon neutrality targets, the expansion of wind power in China will increase the demand for structural materials such as concrete and steel, as well as critical minerals like rare earth materials. This study used a dynamic material flow analysis method to estimate the material demand and scrappage in China's wind power system from 1989 to 2050, considering the differences in material usage among various wind power subtechnologies. The results indicate that since 1989, the majority of materials consumed in China's wind power system have been concrete and steel, with the consumption of rare earth materials being the least, but growing at the fastest rate. By 2050, the expansion of wind power in China will drive the cumulative demand for 731-865 Mt concrete, 533-656 Mt steel & cast iron, 8-10 Mt copper, and 154-178 kt rare earths. Importantly, in 2050, more than 50% of base metals and more than 90% of rare earth demand will be met through recycling decommissioned equipment. The Chinese government should speed up the improvement of the recycling system of decommissioned wind power equipment and further promote the research and application of rare earth recycling technology so as to realize the development of a green and low-carbon wind power industry.

Abstract:Rare-earth elements (REE) are considered Critical Raw Materials (CRM; EC 2018; US Department of the Interior 2018) and essential in the technological transformation of the energy sector into carbon-free technologies such as wind turbines, electrified transport and LED-lights. The new technologies have led to swiftly expanding markets for REE products, in which China has achieved a monopolistic role in all segments of the REE value chains. Political strategies aimed to establish REE supplies outside China are currently being implemented within the EU and in other Western countries in order to ensure an adequate future REE supply. However, new REE value chains outside China have not yet materialised. The aim of this paper is to assess whether the global REE supply from present and potential mines can keep pace with the REE demand for the expanding offshore wind energy sector (Fig. 1). A successful development of this sector outside China relies on an adequate supply of particularly neodymium (Nd) and to some extent praseodymium (Pr), terbium (Tb) and dysprosium (Dy), used in permanent magnets for windmill generators. In 2015, about 82% of the global Nd-oxide production was used in the permanent magnets production (Adamas 2016). Here we evaluate the future supply and demand situations for Nd, Pr, Tb and Dy in the global wind energy sector in the form of three scenarios, one for 2020 and two for 2030 based on high and low demand. The balance is discussed. Our assessment reflects the challenge caused by limited insight into the REE supply chains inside China, and the figures presented in this paper are therefore only indicative.

Abstract:Wind power needs to be expanded rapidly across the world to stabilize our climate. However, there are increasing concerns about conflicts between the supply of rare-earth elements (REs) (mainly neodymium, praseodymium, and dysprosium) and the global expansion of wind power. Here, we provide a dynamic, technology-rich, and regional-specific approach to exploring such conflicts among ten world regions through 2050 under four widely recognized climate scenarios. We find that the significant increase in RE demand driven by the ambitious 2050 global wind-power targets cannot be achieved without 11- to 26-fold expansion in the RE production. Material recycling and efficiency, production expansion, and technical innovation are promising for alleviating RE supply shortages in the long term. However, the existing global RE supply structure, along with the intensifying geopolitical and environmental constraints, could inhibit the rapid expansion of wind power, which calls for global cooperation to foster a sustainable and responsible RE supply chain.
Bridging energy and metal sustainability: Insights from China’s wind power development up to 2050

Abstract:<p>Concerns over anthropogenic climate change and sustainable development motivate rapid expansion of renewable energy in China. This paper explores metal demand caused by projected wind power developments in China up to 2050. Dynamic material flow analysis is combined with explorative energy scenarios to evaluate induced demand of base metals (copper, steel, aluminum, nickel) and rare earth elements (neodymium and dysprosium). The results indicate that annual demand of base metals for Chinese wind power is up to 12 times larger in 2050 than in 2018, and the cumulative demand is up to 23 times larger. Copper and nickel show greater supply pressure than aluminum and steel in the wind power sector. Cumulative copper and nickel demand of wind power sector are 9–11.9 Mt and 2.1–2.8 Mt respectively, which corresponds to 35–45.9% of copper reserves and 74–101% of nickel reserves in China. For rare earth elements demand, more than 18-fold increases are expected for annual demand in 2050 compared with 2020, and cumulative demand of neodymium and dysprosium are 1.6–3.3% and 1.4–2.8% of their reserves respectively. Recycling will play an important role after 2050 as a secondary supply of metal for Chinese wind power, and lacks noteworthy impacts on short-term future outlooks.</p>

Abstract:The growing dependence of society on rare-earth elements poses a challenge to achieving a just low-carbon transition globally. While circular economy strategies have gained attention, their specific impacts remain unmeasured. Here we present an integrated model that quantifies how circular economy strategies can reshape global supply chains of the critical rare-earth elements such as neodymium, praseodymium, dysprosium and terbium. The model considers both in-ground and in-use stocks across ten regions from 2021 to 2050. The projections include the full deployment of three widely accepted climate scenarios. We find a considerable mismatch between in-ground stocks, supply and demand at specific region and element levels, with the mismatch for heavy rare-earth elements as a key obstacle for achieving net-zero emissions targets. We suggest that, as in-ground stocks decline among mineral suppliers, the accumulation of in-use stocks in consuming regions can foster a more balanced and less polarized geopolitical landscape for rare-earth elements, and circular economy strategies can lead to an increase of 701 kt secondary supply and a decrease of 2,306 kt demand within the next three decades. Implementing these circular economy strategies will require international cooperation in the governance of rare-earth elements amid sustainable transition.

Abstract:The global shift to net-zero emissions necessitates large-scale wind power deployment and associated wind-turbine production. There's an urgent need to spatiotemporal analyze wind power's carbon footprints and costs along its industrial chain for policy-making towards net-zero manufacturing. Here, we integrate the China-focused Global Change Assessment Model (GCAM-China) and Life-Cycle Assessment (LCA) to explore the evolution of carbon footprint of wind power and resulted cost competitiveness from 2017 to 2060 in China, the foremost global manufacturer of wind turbines with a relatively high industrial carbon intensity. Findings show the national life-cycle CO2 emissions amounted to 26.20 g/kWh in 2017, forecasted to decrease to 8.61 g/kWh by 2060, benefiting primarily from the carbon-neutral electric power system. The study underscores inter-provincial collaboration for cleaner manufacturing; 44.1 % of nationwide wind power carbon footprints stem from coal-dependent North China. Carbon pricing may differentially impact wind power manufacturing's cost competitiveness due to regional disparity of carbon-intensities.
Critical material requirements and recycling opportunities for US wind and solar power generation

Abstract:The deployment of renewable energy generation technologies, driven primarily by concerns over catastrophic climate change, is expected to increase rapidly in the United States. Rapid increases in the deployment of wind and solar energy will translate to increases in critical material requirements, causing concern that demand could outstrip supply, leading to mineral price volatility and potentially slowing the energy transition. This study presents a detailed demand‐side model for wind and solar in the United States using dynamic material flow analysis to calculate the requirements for 15 elements: Cr, Zn, Ga, Se, Mo, Ag, Cd, In, Sn, Te, Pr, Nd, Tb, Dy, and Pb. Results show that transitioning to a completely decarbonized US energy system by 2050 could require a five‐to‐sevenfold increase in critical material flow‐into‐use compared with business as usual (BAU), with some materials requiring much larger increases. Rare earth elements (REEs) could require 60–300 times greater material flows into the US power sector in 2050 than in 2021, representing 13%–49% of the total global REE supply. Te requirements for reaching net zero by 2050 could exceed current supply, posing challenges for widespread deployment of cadmium‐telluride solar. We also investigate several strategies for reducing material requirements, including closed‐loop recycling, material intensity reduction, and changing market share of subtechnologies (e.g., using crystalline silicon solar panels instead of cadmium telluride). Although these strategies can significantly reduce critical material requirements by up to 40% on average, aggressive decarbonization will still require a substantial amount of critical material.

Pathways for Greening the Supply of Rare Earth Elements in China

Abstract:Rare earths are essential to a wide array of different technologies, including clean technology. However, rare earths production has a large environmental footprint, warranting a greening of the industry. We quantify environmental impacts from rare earths production in China and project pathways towards sustainability of the industry to 2025 under different scenarios for development. We show that net environmental cost–benefits in 2015 were −US$14.8 billion (net cost). This cost would increase to −US$16 billion by 2025 under a reference scenario and fall to −US$6 billion by 2025 in the most environmentally friendly scenario. The single strategy that can reduce environmental impacts the most is to tackle illegal mining. Doing so would include increased regulatory enforcement and can yield significant eco-cost savings (US$5 billion). However, it may also tighten supply of rare earths and ignite market volatility, particularly in an uncertain global trade climate. A complementary strategy of relaxing restrictions on legal production can contribute to higher eco-cost savings while concurrently meeting global demand for rare earths.
Robust optimization-based dynamic power generation mix evolution under the carbon-neutral target

Abstract:A transition towards long-term sustainability in energy systems based on a low-carbon generation mix could mitigate growing global warming threats to human society. However, the optimal structure of future systems and potential transition paths are still open questions, especially for China's power generation sector dominated by fossil fuels. In this research, robust optimization-based dynamic generation expansion planning is proposed to describe the carbon-neutral transition path for China's power generation sector. The steps required to enable a realistic transition that prevents societal disruption, and the impact of pricing policies (i.e., carbon trading and tax) on neutrality are also discussed. Simulation results show that there exist multiple potential evolution paths for China's power generation system to reach carbon neutral. For the next decades-long journey, this radical transition will require steady but evolutionary changes. The low-share (under 10%) coal scheme is more likely a better option for the carbon-neutral transition of China's power generation sector. Under the low-coal scenario, the emissions peak would be seen by 2025 with around 4543 Mt (20% above the 2015 level) of CO2, and the milestone of neutrality would be reached in 2057. By 2060, wind and solar production could provide 63% of the electricity demand, and the share of non-fossil energy generation would approach 84%. The total cost of the low-coal plan is 14% lower than that under the 100% clean energy supply scenario.

Abstract:Because of their unique physical and chemical properties, Rare earth elements (REEs) perform important functions in our everyday lives, with use in a range of products. Recently, the study of China’s rare earth elements production has become a hot topic of worldwide interest, because of its dominant position in global rare earth elements supply, and an increasing demand for rare earth elements due to the constant use of rare earth elements in high-tech manufacturing industries. At the same time, as an exhaustible resource, the sustainable development of rare earth elements has received extensive attention. However, most of the study results are based on a qualitative analysis of rare earth elements distribution and production capacity, with few studies using quantitative modeling. To achieve reliable results with more factors being taken into consideration, this paper applies the generic multivariant system dynamics model to forecast China’s rare earth elements production trend and Hubbert peak, using Vensim software based on the Hubbert model. The results show that the peak of China’s rare earth elements production will appear by 2040, and that production will slowly decline afterwards. Based on the results, the paper proposes some policy recommendations for the sustainable development of China’s—and the world’s—rare earth elements market and rare earth-related industries.

Abstract:China's goal of being carbon-neutral by 2060 requires a green electric power system dominated by renewable energy. However, the potential of wind and solar alone to power China remains unclear, hindering the holistic layout of the energy development plan. Here, after taking temporal matching of supply and demand (60 min), land use, and government policy into account and assuming lossless transmission, we demonstrate that deploying wind and solar capacity of 2495 and 2674 GW, respectively, within flexible and optimized grids can meet ~67% of electricity demands by all society sectors for 2050 (~6.3% curtailment rate), even without other costly power sources or storage. Spatially explicit configurations of the grids are provided simultaneously to support this achievement. The resulting green electricity supply of 10.4 PWh per year help secure China's carbon-neutral goal and reduces 2.08 Mt SO2 and 1.97 Mt NOx emissions annually. Our findings recommend policymakers accelerate exploiting complementary wind and solar power as the dominant source of energy.

Abstract:To avoid catastrophic climate change, the world is promoting a fast and unprecedented transition from fuels to renewables. However, the infrastructures of renewables, such as wind turbines and solar cells, rely heavily on critical minerals like rare earths, indium, etc. Such interactions between climate targets, energy transitions, and critical minerals were widely overlooked in the present climate scenario analysis. This study aims to fill this gap through an introduction of metal-energy-climate nexus framework with its application on global energy transition towards a carbon-neutral (or below 1.5 degrees C) target, in which six state-of-the-art integrated assessment models (IAMs) under different shared socioeconomic pathways were applied. Our analysis revealed that climate mitigation is expected to boost significantly the critical mineral demand by 2.6-267-fold, which varies greatly by IAM models. Solar power development may be constrained by tellurium (Te) and selenium (Se) shortage, while wind power will be jeopardized by the limited scalability of rare earth production. Moreover, a more sustainable pathway may come at higher demand for critical minerals along with higher renewable ratios. Consequently, a holistic investigation of the interaction of mineral, energy, and climate systems is highly recommended for future scenario designing.
Supply of Key Metals for China’s New Energy Industries under the Carbon Peaking and Carbon Neutrality Goals

Abstract:New energy industries, such as wind and photovoltaic (PV) power generation, are key to supporting the carbon peaking and carbon neutrality goals of China. The installed capacity of wind and PV power in China is the largest worldwide; therefore, it is necessary to secure the supply of key metal materials and conduct a more accurate management of emerging solid wastes. This study sets different development scenarios based on the historical data and planning objectives of wind and PV power industries of China. It assesses the demand, waste, and supply of key metals in China’s new energy industry using a life distribution model of wind and PV power generation equipment, and focuses on identifying the supply pressure of silver, copper, gallium, silver, steel, and neodymium,thereby providing a basic support for realizing the green and low-carbon development of the energy industry by 2060. In the baseline scenario, the decommissioned volume of the wind and PV power generation industries will reach 4.6 GW and 28.3 GW in 2035,respectively; and the total decommissioned volume (by mass) of both wind and PV power generation equipment will reach 2.54 ×106 t and 1.048 ×107 t in 2035 and 2060, respectively. In terms of the supply of key metals for the new energy industry during 2030‒2060,iron and steel have a low supply risk (≤5%), neodymium has a medium-high supply risk (25%‒50%), copper and silver have a high supply risk (50%‒100%), and the supply of gallium and indium are at an extremely high risk owing to their excessive peak demand.To improve the security and diversity of the supply chain of the new energy industry, it is necessary to ensure the sustainable supply of metal mineral resources and promote material recycling and efficient use. Furthermore, we propose the following recommendations:(1) treating decommissioned equipment for wind and PV power generation as waste electrical and electronic products, (2) incorporating wind and PV power generation enterprises into the Catalogue of Classified Management of Pollutant Discharge Permits for Stationary Pollution Sources, (3) improving the distributed new-energy solid-waste recycling system, and (4) developing recycling technologies for emerging solid wastes.

Materials Demand in Global Energy Scenarios, Distribution of Stocks and the role of Recycling - The Case of Neodymium, Dysprosium, Lithium and Cobalt

Abstract:Meeting the climate protection targets of the Paris agreement requires a fundamental transformation of the global energy system. However, low-carbon energy technologies often require larger amounts of critical minerals which may impede the transition to a low-carbon economy. We assess the requirements of neodymium (Nd), dysprosium (Dy), lithium (Li) and cobalt (Co) until 2050 under recent, high impact global deep decarbonization energy scenarios. As critical elements are rarely used in heat generation technologies, we focused on power generation and storage as well as transport technologies. The analysis encompasses the identification of bottlenecks taking into account global resources, reserves and annual production quantities. Furthermore, the impact of material recycling on the balance between annual supply and demand is estimated. Finally, we assess the regional distribution of in stocks by 2050 to draw conclusions about changes in supply risks due to effective recycling of critical elements. Our study reveals that the annual metal demands for Nd, Dy and Li may rise dramatically until 2050, mainly driven by electric vehicles. In case the current trend towards ever larger, gearless wind turbines continues, wind power stations are another large consumer of Nd and Dy, while Li demand by stationary battery storage systems only plays a minor role in total Li consumption. It is not expected that potential material bottlenecks will be the reason for a failure to meet climate targets, as generally alternative materials or technologies – albeit with higher costs and / or lower efficiency – are available to substitute the “critical” technologies. However, it is crucial to include the costs of substituting technologies and recycling processes in future scenario development which may be pivotal for the structure of model-based generation portfolios and resulting political support efforts.

Abstract:Wind energy has become one of the most important measures for China to achieve its carbon neutrality goal. The spatial and temporal evolvement of economic competitiveness for wind energy becomes an important concern in shaping the decarbonization pathway in China. There has been an urgent need in power system planning to model the future dynamics of cost decline and supply potential for wind power in the context of carbon neutrality until 2060. Existing studies often fail to capture the rapid decline in the cost of wind power generation in recent years, and the prediction of wind power cost decline is more conservative than the reality. This study constructs an integrated model to evaluate the cost-competitiveness and grid parity potential of China's onshore wind electricity at fine spatial resolution with updated parameters. Results indicate that the total onshore wind potential amounts to 54.0 PWh. The average levelized cost of wind power is expected to decline from CNY 0.39 kWh-1 in 2020 to CNY 0.30 and CNY 0.21 kWh-1 in 2030 and 2060. 28.3%, 67.6%, and 97.6% of the technical potentials hold power costs lower than coal power in 2020, 2030, and 2060.

Abstract:Recycling of rare earth elements (REE) can help to offset the increasing demand for REE minerals and enhance the diversification of the REE supply chain. The development of low-carbon technologies, such as new energy vehicles and wind turbines has expedited the accumulation of REE as "urban mines". This trend offers prospects for the progress of REE recycling initiatives targeting end-of-life products. This study conducts a dynamic material flow analysis (combined top-down and bottom-up method) of nine products containing NdFeB permanent magnets (their scrap is regarded as the most important secondary resource of rare earth) in the Chinese mainland at a provincial level to identify end-of-life products and provinces with high urban mining potentials. Results indicate that e-bikes, wind turbines, and air conditioners have the most significant REE recycling potentials in the Chinese mainland. Provinces with large populations and robust economies, such as Guangdong and Jiangsu, exhibit greater potential for REE recycling. This study illustrates significant provincial disparities in the end-of-life recycling potentials of REEs in the Chinese mainland and highlights the significance of provincial-level assessments of urban mining potential in the planning of the REE recycling industry.

Abstract:Decarbonization of economy is intended to reduce the consumption of non-renewable energy sources and emissions from them. One of the major components of decarbonization are "green energy" technologies, e.g. wind turbines and electric vehicles. However, they themselves create new sustainability challenges, e.g. use of green energy contributes to the reduction of consumption of fossil fuels, on one hand, but at the same time it increases demand for permanent magnets containing considerable amounts of rare earth elements (REEs). This article provides the first global analysis of environmental impact of using rare earth elements in green energy technologies. The analysis was performed applying system dynamics modelling methodology integrated with life cycle assessment and geometallurgical approach. We provide evidence that an increase by 1% of green energy production causes a depletion of REEs reserves by 0.18% and increases GHG emissions in the exploitation phase by 0.90%. Our results demonstrate that between 2010 and 2020, the use of permanent magnets has resulted cumulatively in 32 billion tonnes CO2-equivalent of GHG emissions globally. It shows that new approaches to decarbonization are still needed, in order to ensure sustainability of the process. The finding highlights a need to design and implement various measures intended to increase REEs reuse, recycling (currently below 1%), limit their dematerialization, increase substitution and develop new elimination technologies. Such measures would support the development of appropriate strategies for decarbonization and environmentally sustainable development of green energy technologies.

Abstract:Yttrium (Y), mainly using for phosphors, is considered as one of critical rare earth elements (REEs) in several countries based on indicator assessment. However, its flows and stocks in the whole life and fundamental supply and demand are still unclear and cannot indicate the basic criticality. This study aims to estimate China’s Y flows and stocks during 2000-2019 by applying dynamic material flow analysis. The results indicate that: (1) 146 kilo tons (kt) Y concentrates were flowed into anthropogenic system, and 33 kt of them were used in fluorescent light, accounting for 80% of final use; (2) the supply and demand was continuously imbalanced, generating 39 kt of Y surplus in total; (3) accumulative amount of net export was 55 kt, primary products and final products collectively make up to 84% of the total export. Finally, three policy implications are proposed, including dynamic and specific list of individual critical REE, emergency Y recycling plans, and comprehensive stockpile policies.
Cost-Effectiveness of Preoperative Imaging for Appendicitis After Indeterminate Ultrasonography in the Second or Third Trimester of Pregnancy

Abstract:OBJECTIVE: To assess the cost-effectiveness of diagnostic laparoscopy, computed tomography (CT), and magnetic resonance imaging (MRI) after indeterminate ultrasonography in pregnant women with suspected appendicitis. METHODS: A decision-analytic model was developed to simulate appendicitis during pregnancy taking into consideration the health outcomes for both the pregnant women and developing fetuses. Strategies included diagnostic laparoscopy, CT, and MRI. Outcomes included positive appendectomy, negative appendectomy, maternal perioperative complications, preterm delivery, fetal loss, childhood cancer, lifetime costs, discounted life expectancy, and incremental cost-effectiveness ratios. RESULTS: Magnetic resonance imaging is the most cost-effective strategy, costing $6,767 per quality-adjusted life-year gained relative to CT, well below the generally accepted $50,000 per quality-adjusted life-year threshold. In a setting where MRI is unavailable, CT is cost-effective even when considering the increased risk of radiation-associated childhood cancer ($560 per quality-adjusted life-year gained relative to diagnostic laparoscopy). Unless the negative appendectomy rate is less than 1%, imaging of any type is more cost-effective than proceeding directly to diagnostic laparoscopy. CONCLUSIONS: Depending on imaging costs and resource availability, both CT and MRI are potentially cost-effective. The risk of radiation-associated childhood cancer from CT has little effect on population-level outcomes or cost-effectiveness but is a concern for individual patients. For pregnant women with suspected appendicitis, an extremely high level of clinical diagnostic certainty must be reached before proceeding to operation without preoperative imaging.
