Abstract:The emergence of shared electric scooter (E-Scooter) systems offers a new micro-mobility mode in many urban areas worldwide. These systems have rapidly attracted numerous trips on various types of facilities such as sidewalks and bike lanes. After their burst of popularity, there are also growing safety concerns about E-Scooter riding. Consequently, a few cities have banned or temporarily suspended E-Scooters as severe crashes occurred. As an emerging micro-mobility mode, its safety performance is significantly understudied as compared to other travel modes such as cars and bicycles. The lack of crash records further prevents it from understanding the underlying mechanisms that drive the occurrences of E-Scooter crashes. The overarching goal of this paper is to probe the safety risk when riding E-Scooters. Specifically, it aims to study the interactions between e-scooter riding and the environment settings through naturalistic riding experiments. Rather than focusing on the analysis of individual riders' heterogeneous behavior (e.g., swinging, hard braking, etc.) and rider characteristics (e.g., age, gender, etc.), the naturalistic riding study examines the riding process in different riding circumstances. A mobile sensing system has been developed to collect data for quantifying the surrogate safety metrics in terms of experienced vibrations, speed changes, and proximity to surrounding objects. The results from naturalistic riding experiments show that E-Scooters can experience notable impacts from different riding facilities. Specifically, compared to bicycle riding, more severe vibration events were associated with E-Scooter riding, regardless of the pavement types. Riding on concrete pavements was found to experience a multiple times higher frequency of vibration events when compared to riding on asphalt pavements of the same length. Riding on both sidewalks and vehicle lanes can both encounter high-frequency close contacts in terms of proximity with other objects. These experimental results suggest that E-Scooters are subject to increased safety challenges due to the increased vibrations, speed variations, and constrained riding environments.
Impact of Different Infrastructures and Traffic Scenarios on Behavioral and Physiological Responses of E-scooter Users

Abstract:As micromobility devices such as e-scooters gain global popularity, emergency departments around the world have observed a rising trend in related injuries. However, the majority of current research on e-scooter safety relies heavily on surveys, news reports, and data from vendors, with a noticeable scarcity of naturalistic studies examining the effects of riders' behaviors and physiological responses. Therefore, this paper aims to study the responses of e-scooter users under different infrastructures and scenarios through naturalistic riding experiments. The findings indicate that different speed profiles, infrastructural elements, and traffic scenarios significantly influence riding dynamics. The experimental results also reveal that e-scooters face amplified safety challenges when navigating through areas with speed variations and without dedicated riding spaces. The study underscores the importance of considering infrastructure design and its influence on e-scooter safety, providing insights that could inform future urban planning and policy-making to enhance the safety of these increasingly popular vehicles.

Abstract:The popularity and proliferation of electric scooters (e-scooters) as a micromobility solution in our cities and urban communities has been rapidly rising. Rent-by-the-minute pricing and a healthy competition between micromobility service providers is also benefiting riders with low trip costs. However, an unprepared urban infrastructure, combined with uncertain operation policies and poor regulation enforcement, has resulted in e-scooter riders encroaching public spaces meant for pedestrians, thus causing significant safety concerns both for themselves and the pedestrians. As a consequence, it has become critical to understand the current state of pedestrian safety in our urban communities vis-à-vis e-scooter services, identify factors that impact pedestrian safety due to such services, and determine how to support pedestrian safety going forward. Unfortunately, to date there have been no realistic, data-driven efforts within the research community that address these issues. In this work, we conduct a field study to empirically investigate crowd-sensed encounter data between e-scooters and pedestrian participants on two urban university campuses over a three-month period. We also analyze encounter statistics and mobility trends that could identify potentially unsafe spatio-temporal zones for pedestrians. This first-of-its-kind work provides a preliminary blueprint on how crowd-sensed micromobility data can enable safety-related studies in urban communities.

Abstract:Electric scooters (e-scooters) have proliferated throughout North American cities in the past five years, with about 60 million shared e-scooter trips taken in 2021. That growth has resulted in safety and injury prevention challenges, and much of the regulatory approach has been to limit e-scooter use through technological or behavioural interventions. The past few years have yielded a patchwork of regulations based on a diversity of published safety and injury studies, including work on injury burden (e.g. hospitalisation studies), direct observation, rider surveys, or traffic crash (e.g. police-reported crash) analysis. This review draws from disparate studies to develop systematic policy conclusions related primarily to rider safety behaviour and associated injury outcomes, particularly severe injuries. This work focuses on perceived safety, demographics of scooter riders, injury trends of riders, temporal and spatial correlates of shared e-scooter rider injuries and contributing factors like roadway design, impairment, and helmets. While this review focuses on studies that occurred in the United States, some findings transfer elsewhere. The sum of the literature points to the importance of enhanced and maintained infrastructure to improve rider behaviour, predictability, and perceived safety, and increases in driver and e-scooter user education and enforcement to reduce violations and impairment.

Abstract:Introduction E-scooters are a convenient, relatively inexpensive and fun new mode of transportation with rapidly increased use in cities throughout the world. Despite the popularity of e-scooters, increases in rider injuries and fatalities have become a public health concern. Objective. To characterize the types of safety issues associated with e-scooter use. Methods. Scoping review methods focused on any safety issues associated with the use of dockless, stand-up, motorized, electric kick scooters from companies offering short-term rentals or through private ownership, published in English between January 2017 and March 2022. Databases included Academic Search Complete, Business Source Complete, Google Scholar, PsychINFO, PubMed, Scopus, SocINDEX, TRID Database, and Web of Science databases. After abstract screening and full text review, a total of 81 studies were included in the scoping review. Results. Few e-scooter riders wear helmets except where legally required. Alcohol impairment is a primary contributor to e-scooter injuries. Younger males, underage riding, double riding, speeding and rider distraction were also identified as behavioural contributors to e-scooter injury crashes. Environmental contributors included crash locations (e.g., sidewalks, bike paths, roads) parking issues (e.g., tripping hazard), fixed object collisions (e.g., lampposts, parked cars), road surface and slope (e.g., uneven, curbs, downhills) and insufficient nighttime visibility. E-scooter reliability was affected by brake failures and design limitations (e.g., stability over rough terrain). Injury patterns included mechanism of injury (loss of balance and/or control, fall) and moving object collisions (e.g., vehicles, pedestrians, bicyclists). The head, face, upper and lower extremities were the most common anatomical locations injured. Fractures, contusions, concussions, lacerations, and sprains were the most frequent injury types. Discussion. Policies, regulations and interventions that address helmet requirements, alcohol and drug use, rider skill and knowledge acquisition, restrictive speed limits, education and enforcement are discussed with respect to evidence-based safety guidance for transportation policy and decision makers. Conclusion . Behavioural, environmental and device design safety issues associated with e-scooter use require effective interventions to reduce the frequency and severity of rider injuries.

Abstract:As one of the most popular micro-mobility options, e-scooters are spreading in hundreds of big cities and college towns in the US and worldwide. In the meantime, e-scooters are also posing new challenges to traffic safety. In general, e-scooters are suggested to be ridden in bike lanes/sidewalks or share the road with cars at the maximum speed of about 15-20 mph, which is more flexible and much faster than the pedestrains and bicyclists. These features make e-scooters challenging for human drivers, pedestrians, vehicle active safety modules, and self-driving modules to see and interact. To study this new mobility option and address e-scooter riders' and other road users' safety concerns, this paper proposes a wearable data collection system for investigating the micro-level e-Scooter motion behavior in a Naturalistic road environment. An e-Scooter-based data acquisition system has been developed by integrating LiDAR, cameras, and GPS using the robot operating system (ROS). Software frameworks are developed to support hardware interfaces, sensor operation, sensor synchronization, and data saving. The integrated system can collect data continuously for hours, meeting all the requirements including calibration accuracy and capability of collecting the vehicle and e-Scooter encountering data.

Abstract:Shared micromobility such as electric scooters (e-scooters) has the potential to enhance the sustainability of urban transport by displacing car trips, providing more mobility options, and improving access to public transit. Most published studies on e-scooter ridership focus on cities and only capture data at one point in time. This study reports results from two cross-sectional surveys deployed before ( n = 462) and after ( n = 428) the launch of a fleet of shared e-scooters on Virginia Tech’s campus in Blacksburg, VA. This allowed for a pre–post comparison of attitudes and preferences of e-scooter riders and nonusers. E-scooter ridership on campus followed patterns identified in other studies, with a greater share of younger riders, in particular undergraduate students. Stated intention to ride before system launch was greater than actual ridership. The drop-off between prelaunch intention to ride and actual riding was strongest for older age groups, women, and university staff. As in city surveys, the main reasons for riding e-scooters on campus were travel speed and fun of riding. About 30% indicated using e-scooters to ride to parking lots or to access public transport service, indicating their potential as a connector to other modes of transport. Perceptions about convenience, cost, safety, parking, rider behavior, and usefulness of the e-scooter systems were more positive among nonriders after system launch, indicating that pilot projects may improve public perceptions of e-scooters. Building more bike lanes or separate spaces for e-scooters could help move e-scooter riders off sidewalks—a desire expressed by both pedestrians and e-scooter users.
Comparison of motor-vehicle involved e-scooter fatalities with other traffic fatalities

Abstract:Introduction: Shared e-scooters are an emerging mode of transportation with many features that make their physical properties, behavior, and travel patterns unique. Safety concerns have been raised concerning their usage, but it is difficult to understand effective interventions with so little data available. Methods: Using media and police reports, a crash dataset was developed of rented dockless e-scooter fatalities in crashes involving motor vehicles that occurred in the United States in 2018-2019 (n = 17) and the corresponding records from the National Highway Traffic Safety Administration data were identified. The dataset was used to perform a comparative analysis with other traffic fatalities during the same time period. Results: Compared to fatalities from other modes of transportation, e-scooter fatality victims are younger and more likely male. More e-scooter fatalities occur at night than any other mode, except pedestrians. E-scooter users are comparatively as likely as other unmotorized vulnerable road users to be killed in a hit-and-run crash. While e-scooter fatalities had the highest proportion of alcohol involvement of any mode, this was not significantly higher than the rate seen in pedestrian and motorcyclist fatalities. E-scooter fatalities were more likely than pedestrian fatalities to be intersection-related, and to involve crosswalks or traffic signals. Conclusions: E-scooter users share a mix of the same vulnerabilities as both pedestrians and cyclists. Although e-scooter fatalities are demographically most similar to motorcycle fatalities, crash circumstances share more similarities with pedestrian or cyclist fatalities. Other characteristics of e-scooter fatalities are notably distinct from other modes. Practical applications: E-scooter use must be understood by users and policymakers to be a distinct mode of transportation. This research highlights the similarities and differences between similar modes, like walking and cycling. By using this information on comparative risk, e-scooter riders and policymakers can take strategic action to minimize the number of fatal crashes.

Abstract:Transportation Research Record, Ahead of Print. In recent years, nonmotorized transportation and micromobility have become increasingly popular in urban areas, and bike sharing and e-scooter usage are more affordable and accessible than ever before. However, users of these modes face several significant challenges, including risky riding behavior and the danger of being involved in collisions or near collisions with other motorists. Because of a lack of relevant data sets, it is difficult to comprehend the underlying causes of e-scooter collisions. This study collected narrative descriptions of 24 e-scooter collisions that occurred in Texas in 2021. The perceptual cycle model (PCM) was applied to these narrative crash reports to analyze the causation patterns of the crash occurrences. The PCM mechanism was applied independently to fatal and injury collisions, and the results were then compared with Haddon's matrix to develop policy recommendations. The novel approach proposed in this study can be widely utilized by road safety professionals to understand the causal relationships behind other key road safety issues.
A Survey of Electric-Scooter Riders’ Route Choice, Safety Perception, and Helmet Use

Abstract:This study investigated electric-scooter (e-scooter) rider behaviors and preferences to inform ways to increase safety for e-scooter riders. Data was collected from 329 e-scooter riders via two online and one in-person survey. Survey questions considered rider roadway infrastructure preferences, safety perceptions, and helmet-wearing behavior. Protected bike lanes were more commonly indicated as the safest infrastructure (62.4%) but were less likely to be the most preferred infrastructure (49.7%). Sidewalks were better matched between riders, indicating them as their preferred riding infrastructure (22.7%) and the perceived safest riding infrastructure (24.5%). Riders had low feelings of safety and preference for riding on major/neighborhood streets or on unprotected bike lanes. Riders reported significant concern about being hit by a moving vehicle, running into a pothole/rough roadway, and running into a moving vehicle. In line with the Theory of Planned Behavior, a significant relationship was found between the frequency of riding and helmet-wearing behavior, with more frequent riders being more likely to wear helmets. Findings suggest that existing roadway infrastructure may pose safety challenges and encourage rider-selected workarounds. Public policy may consider emphasizing protected bicycle lane development, rather than helmet mandates, to support e-scooter riding safety for all vulnerable road users.

Injury severity analysis of single-vehicle and two-vehicle crashes with electric scooters: A random parameters approach with heterogeneity in means and variances

Abstract:In recent years, the electric scooter has become one of the most popular means of transportation on short trips. Due to the lag in the formulation of transportation policies and regulations, coupled with the increasing number of electric scooter crashes, there has been growing concern about the safety of pedestrians and electric scooter riders. For the first time in the extant literature, this study aims to analyze injury severity of electric scooter crashes by unobserved heterogeneity modeling approaches. A random parameters approach with heterogeneity in means and variances is utilized to examine the factors influencing injury severity, using data collected from the STATS19 road safety database. Electric scooter crashes are classified as single-vehicle crashes and two-vehicle crashes, with injury severity categorized into two groups: fatalities or serious injuries, and slight injuries. The model estimation was conducted by considering several variables including roadway, environment, temporality, vehicle, and rider characteristics, as well as second-party vehicle and driver characteristics and manners of collision specific to two-vehicle crashes. The results of the model estimation reveal that certain factors had relatively stable effects with the varying degree of crash injury severity outcomes in both single-vehicle crashes and two-vehicle crashes. These factors include nighttime incidents, weekdays, male riders, and an increase in rider age, all of which are associated with more severe injury outcomes. Moreover, the random parameters logit model with heterogeneity in means and variances is more flexible in accounting for unobserved heterogeneity and exhibits better goodness of fit. This study improves the understanding of electric scooter safety, and the finding can better inform public policy regarding electric scooter use to improve road safety and reduce injury severity of electric scooter crashes.
Impact of attitude, behaviour and opinion of e-scooter and e-bike riders on collision risk in Singapore

Abstract:Active Mobility Devices (AMDs) such as electric scooters (e-scooters) and electric bikes (e-bikes) are increasingly used on shared paths and Park Connector Networks (PCNs) in Singapore, leading to frequent interactions between AMD riders, pedestrians, and cyclists. To ensure safety, it is crucial to understand the factors associated with collision risk related to these AMDs. To gain insights into the riders' perspectives on the risk-taking behaviours and attitudes towards safety and sharing paths, a survey was conducted with 369 e-bike and 133 e-scooter riders across Singapore. The collected data was analysed to identify critical features of behaviour, attitudes, and opinions of e-scooters/e-bikes riders and their impact on perceived collision risk. Logistic Regression was used to select the most important behavioural features linked to collision risk, and significance of each was quantified by using the odds ratios in the chosen model. The results reveal that e-bike riders who regularly brake hard to avoid obstacles and highly value capacity of e-bike to carry goods face an increase in collision risk by 49.1% and 43.48% respectively. Those preferring quieter AMDs face 33.31% lower collision risk. Additionally, e-bike riders advocating for more traffic enforcement or the importance of slowing down when overtaking pedestrians face 20.69% and 38.84% lower collision risk respectively. E-scooter riders who manoeuvre quickly to dodge collisions or prioritize passenger-carrying capacity encounter a 142.25% and 67.43% higher collision risk, respectively. Furthermore, e-scooter riders willing to bend rules when not causing inconvenience to others face an increase in collision risk by 123.00%. These outcomes offer significant insights for the design and regulation of active mobility to safeguard all road users in a multi-modal transport environment.

Micromobility in Smart Cities: A Closer Look at Shared Dockless E-Scooters via Big Social Data

Abstract:The micromobility is shaping first- and last-mile travels in urban areas. Recently, shared dockless electric scooters (e-scooters) have emerged as a daily alternative to driving for short-distance commuters in large cities due to the affordability, easy accessibility via an app, and zero emissions. Meanwhile, e-scooters come with challenges in city management, such as traffic rules, public safety, parking regulations, and liability issues. In this paper, we collected and investigated 5.8 million scooter-tagged tweets and 144,197 images, generated by 2.7 million users from October 2018 to March 2020, to take a closer look at shared e-scooters via crowdsourcing data analytics. We profiled e-scooter usages from spatial-temporal perspectives, explored different stakeholders (i.e., riders, gig workers, and ridesharing companies), examined operation patterns (e.g., injury types, and parking behaviors), and conducted sentiment analysis. To our best knowledge, this paper is the first large-scale systematic study on shared e-scooters using big social data.

Abstract:Electric scooters (e-scooters) have become a popular phenomenon internationally; however, their use has raised concerns about pedestrian safety. This study describes the possible effects of the emergence of e-scooters on pedestrians. We focus on the interaction, conflicts, crashes, and attitudes between pedestrians and e-scooter riders and pedestrians' perceived safety in the presence of e-scooters. Data were collected from e-scooter riders and non-riders (n = 3385) through an online survey in Australia, Belgium, the Czech Republic, Norway, and Sweden. Around 20–30% of e-scooter riders rode on sidewalks, whether it is allowed or not. Non-riders of e-scooters tended to report that riding an e-scooter is rather dangerous. Pedestrians, except Australian ones, perceived e-scooter riders (and e-scooter operation) as annoying. Half of the e-scooter riders had experienced a near miss at some point in the past and more than 50% of these near misses included another road user. Up to 10% of the e-scooter riders from all five countries reported having experienced a crash. On the basis of these findings, we believe that the most relevant suggestions for the implications in sustainable (urban) mobility involve separating e-scooter riders and pedestrians.

Abstract:This study explores e-scooter riders' risky behaviour and motivation based on survey, observation, and interview studies. 192 responses from an online survey showed that e-scooter riders' behaviours are categorised into errors, violations, defensive behaviour, and proactive safety behaviour. Statistical analysis revealed significant differences in riding behaviour depending on riders' characteristics and usage patterns. Results from the observation and survey study showed a high frequency of risky behaviours such as not wearing a helmet, riding on the sidewalk against traffic flow, or riding while listening to music to be more representative. Interviews on motivation explained that those behaviours resulted from the trade-off riders found between risky behaviour and the benefits they gained regarding time or comfort. This study posits that the riders' behaviours are distinguished according to the riders' characteristics and usage patterns, as well as different motivational factors. Thus, various strategies should be applied to improve individuals' safety. The study aims to explore e-scooter riders' behaviour based on riders' characteristics and usage patterns and understand the motivation behind those risky behaviours. An online survey and observation study identifies behaviour differences between riders and their frequency. The interview study analysed the motivation behind those behaviours.

Abstract:Within the past decade, injuries caused by electric scooter (e-scooter) crashes have significantly increased. A common cause of fatalities for e-scooter riders is a collision between a car and an e-scooter. To develop a better understanding of the complex injury mechanisms in these collisions, four crashes between an e-scooter and a family car/sedan and a sports utility vehicle were simulated using finite element models. The vehicles impacted the e-scooter at a speed of 30 km/hr in a perpendicular collision, and at 15 degrees towards the vehicle, to simulate a rider being struck by a turning vehicle. The risks of serious injury to the rider were low for the head, brain, and neck, but femur/tibia fractures were observed in all simulations. The primary cause of head and brain injuries was found to be the head-ground impact in cases where such an impact occurred.

Abstract:Issue Addressed E‐scooters are sought after for their cost‐effectiveness, sustainability, and efficiency in urban transportation. However, this popularity has been accompanied by a surge in injuries, prompting a deeper investigation into the factors influencing risk perceptions among e‐scooter users. Methods Using a qualitative approach, we conducted 19 interviews with those who attended an emergency department as a result of e‐scooter injury. We aimed to understand the psychosocial effects of these incidents and employed thematic analysis to discern recurrent patterns in participants' experiences, focusing on alterations in daily life, community response, perception shifts, and avenues to enhance safety awareness. Results The findings underscored significant disruptions to daily life due to injuries, demonstrating enduring impacts on lifestyle and wellbeing. Participants exhibited a perceptual shift, transitioning from perceiving e‐scooters as enjoyable to viewing them as dangerous. Recommendations for enhancing safety awareness included accessible and clear safety education, pre‐ride briefings, real‐time safety guidance, temporal rental restrictions, and mandatory breathalysers before e‐scooter use. Conclusions The study underscores the importance of considering not only the individual experiences and perceptions of e‐scooter injuries but also the broader social context, including the night‐time economy. Leveraging peer narratives and community engagement is vital to reshape risk perceptions and promote harm reduction messages. So What? A comprehensive approach through proactive interventions and robust educational strategies is essential to foster responsible e‐scooter usage and prioritise public safety.

Increasing Incidence of Hand and Distal Upper Extremity Injuries Associated With Electric Scooter Use

Abstract:Purpose: Electric scooters (e-scooters) have seen an increase in popularity in cities across the United States as a form of recreation and transportation. The advent of ride-sharing applications allows anyone with a smartphone to easily access these devices, without any investment or experience required. In this study, the authors analyze scooter-related injuries of the hand and upper extremity. Methods: The National Electronic Injury Surveillance System (NEISS) was queried to look for injuries related to the use of e-scooters between 2010 and 2019. Data collected included demographic information, the location of the injury, the injury diagnosis, and disposition. National estimates (emergency room visits in the United States) were calculated using the weight variable included in the NEISS database. Miscoded reports were excluded. As a corollary, Google Trends data were utilized to establish a correlation between e-scooter-related injuries and the relative number of e-scooter hits on the Google search engine. Results: From 2010 to 2019, there were 730 e-scooter-related injuries reported to the NEISS database. This corresponds to an estimated 26,412 injuries nationally during this time period. The incidence of scooter-related injuries increased by over 230% (2,130 national injuries in 2010; 7,213 national injuries in 2019; relative difference 5,083). Injuries most commonly occurred in patients aged 10 to 18 years (30.3%). The most frequent site of injury was the wrist (41.9%). The most common injury diagnosis was fracture (55.3%). Additionally, there was a correlation between the number of Google Trends e-scooter hits and the number of injuries during this time period. Conclusions: The incidence of e-scooter-related upper extremity injuries increased dramatically in the United States between 2010 and 2019. Clinical relevance: As novel e-scooter-sharing apps become increasingly popular, it is imperative that users are educated about the risk of injury and that use of proper protective equipment is encouraged.
Examining Factors Influencing the Use of Shared Electric Scooters

Abstract:Shared e-scooters have the potential to increase access, complement transit, and replace automobiles, all while reducing emissions and congestion. However, there are concerns worldwide over the mode's safety issues and risks. In this paper, we explore both the motivations and barriers to using e-scooters. Data are collected from a stated preference survey, using a sample consisting of mostly university staff and students in Singapore. Three logit models with varying specifications of e-scooters' speed and lane use and one's prior experience of conflict with a personal mobility device (PMD) are estimated. Overall, the three models have a very comparable fit (adjusted R^2 of about 0.55) and consistent results. The results indicate preferences for e-scooters if they are faster and off the sidewalk. However, a bad or unsafe experience with a PMD would negatively affect use to a greater degree, although it varies across individuals. Our study suggests diverting scooters off the sidewalk and increasing the speed may not always be effective in encouraging behavioral shifts toward this alternative mode. Other solutions such as improving the services and enhancing traffic safety should be explored and considered instead.

Shared Electric Scooter Users and Non-Users: Perceptions on Safety, Adoption and Risk

Abstract:Shared electric scooters (e-scooters) offer a potential strategy to mitigate environmental concerns and congestion. However, successfully addressing these issues with e-scooters requires adoption across a diverse array of consumers. Understanding the differences between users and non-users can improve shared e-scooter appeal, operation and safety. The objective of this paper is to compare shared e-scooter users and non-users in terms of their perceptions on safety, trip behaviors, other shared modes, risk propensity and willingness to adopt technology. A survey was conducted involving 210 (51.3%) users and 199 (48.7%) non-users of shared e-scooters. Binary logistic regression and chi-squared tests were performed. The results reveal that users demonstrated a higher risk propensity and were more likely to be early adopters of new technologies. Non-users tended to place higher importance on helmet use, while users have an overall increased feeling of safety associated with riding e-scooters in vehicle lanes, on sidewalks and being passed by e-scooters as a pedestrian. Overall, users also have a more positive perception of e-scooter sanitary levels than non-users, and a more positive perception on the sanitary levels and usability of e-scooters over e-bicycles. These findings can provide guidance to urban planners, municipal authorities and micromobility providers in developing infrastructure and policies to better support micromobility adoption.
