Abstract:This paper proposes a probabilistic framework for evaluating the seismic resilience of transportation systems during emergency medical response. The framework computes total social losses incurred by the community in terms of casualties and fatalities by seamless integration of probabilistic hazard, risk, and agent-based modules. The hazard module characterizes the earthquake event in terms of ground-shaking and ground-failure intensities. Subsequently, the risk module evaluates the initial post-earthquake state of the community by estimating the response and damage of various structures and infrastructure components, volume of debris, casualties, and immediate fatalities. The agent-based module simulates emergency response operations comprising search and rescue, injury transport and treatment, hospital functionality restoration, and road debris removal. This module also quantifies the time-variant demand and capacity of the network and emergency medical services. A computationally efficient network model simulates the time-variant network congestions, which is then used to compute the travel time of ambulances and ensuing additional fatalities. The primary results are the probability distributions of the community social loss, emergency response period, community resilience measure, and hospital accessibility. The framework identifies the most vulnerable zone for hospital accessibility, the most effective bridge retrofit plan, and the most effective emergency response plan to mitigate social losses.

Abstract:This study proposes a framework for the probabilistic prediction of building portfolio functionality loss (BPFL) in a community following an earthquake hazard. Building functionality is jointly affected by both the structural integrity of the building itself and the availability of critical utilities. To this end, the framework incorporates three analyses for a given earthquake scenario: (1)evaluation of the spatial distribution of physical damages to both buildings and utility infrastructure; (2)computation of utility disruptions deriving from the cascading failures occurring in interdependent utility networks; and (3)by integrating the results from the first two analyses, making a probabilistic prediction of the postevent functionality loss of building portfolios at the community scale. The framework couples the functionality analyses of physical systems of distinct topologies and hazard response characteristics in a consistent spatial scale, providing a rich array of information for community hazard mitigation and resilience planning. An implementation of the BPFL framework is illustrated using the residential building portfolio in Shelby County, Tennessee, subjected to an earthquake hazard.

Abstract:Bridges are an important type of transportation infrastructures. Once more than one bridge in a transportation network is extensively or completely damaged in a severe earthquake, the traffic capacity of the network may degrade significantly, resulting in considerable social and economic consequences to the community served. The principles of build back better (BBB) require that the performance level of a critical infrastructure facility should be properly determined in the post-hazard recovery process to reduce the future risk. This paper proposes a continuous-time Markov decision process framework based on life-cycle cost (LCC) for determining the optimum earthquake-resistant levels of the rebuilt bridges. Compared to other optimisation methodologies, the proposed one owns two distinctive features: (1) network-level LCC analyses are performed in the context of BBB principles; (2) optimum decisions are made sequentially at random time points of earthquake occurrence, and the optimum earthquake-resistant level of a rebuilt bridge depends on the performance levels of other bridges in the network. A hypothetical transportation network is investigated to demonstrate the application of the proposed methodology. In particular, the sensitivity of the optimum policy on network topology is studied.

Abstract:Hazard-induced service interruption of interdependent infrastructure systems (IISs) (e.g., electricity, water, gas, etc.) can lead to significant disruptions of social and economic functions of a modern society. An effective post-event restoration of the IISs is therefore of paramount importance to the overall recovery of a hazard-stricken community as a whole. As opposed to approaches with pure engineering perspectives, this study proposes an IISs restoration planning methodology aimed at balancing tradeoffs between the loss of social services (e.g., health care, food supply, etc.) and that of economic productions (e.g., construction, manufacturing, trade, etc.) throughout the IISs restoration process. The methodology is distinguished from previous researches with the following contributions: i) quantitatively relates the losses of various social services and economic productions to the service disruptions of IISs through the functionality loss of buildings; ii) the IISs disruption-induced overall losses of social services and economic productions accumulated throughout the whole recovery process is set as the bi-objective in formulating IISs restoration plans, and the Pareto optimal solutions are given to satisfy different decision preferences; iii) physics-based models capturing operational mechanisms of the IISs are embedded to provide realistic estimations of commodity supplies at each time step of the restoration optimization. The optimization is coupled with Monte Carlo simulation to uncover the impact of decision preference on community recovery from a statistical point of view. Testbed illustration shows that the decision preference makes significant impact on the recovery of the community as a whole and of different areas in the community with different socioeconomic characteristics.
Resource Allocation Model Toward Seismic Water Pipeline Risk Mitigation Measures

Abstract:Abstract History of earthquake’s damages have illustrated the high vulnerability and risks associated with failure of water transfer and distribution systems. Adequate mitigation plans to reduce such seismic risks are required for sustainable development. The first step in developing a mitigation plan is prioritizing the limited available budget to address the most critical mitigation measures. This paper presents an optimization model that can be utilized for financial resource allocation towards earthquake risk mitigation measures for water pipelines. It presents a framework that can be used by decision-makers (authorities, stockholders, owners and contractors) to structure budget allocation strategy for seismic risk mitigation measures such as repair, retrofit, and/or replacement of steel and concrete pipelines. A stochastic model is presented to establish optimal mitigation measures based on minimizing repair and retrofit costs, post-earthquake replacement costs, and especially earthquake-induced large losses. To consider the earthquake induced loss on pipelines, the indirect loss due to water shortage and business interruption in the industries which needs water is also considered. The model is applied to a pilot area to demonstrate the practical application aspects of the proposed model. Pipeline exposure database, built environment occupancy type, pipeline vulnerability functions, and regional seismic hazard characteristics are used to calculate a probabilistic seismic risk for the pilot area. The Global Earthquake Model’s (GEM) OpenQuake software is used to run various seismic risk analysis. Event-based seismic hazard and risk analyses are used to develop the hazard curves and maps in terms of peak ground velocity (PGV) for the study area. The results of this study show the variation of seismic losses and mitigation costs for pipelines located within the study area based on their location and the types of repair. Performing seismic risk analysis analyses using the proposed model provides a valuable tool for determining the risk associated with a network of pipelines in a region, and the costs of repair based on acceptable risk level. It can be used for decision making and to establish type and budgets for most critical repairs for a specific region.

Abstract:Accurate forecasting of project performance metrics is crucial for successfully managing and delivering urban road reconstruction projects. Traditional methods often rely on static baseline plans and fail to consider the dynamic nature of project progress and external factors. This research proposes a machine learning-based approach to forecast project performance metrics, such as cost variance and earned value, for each Work Breakdown Structure (WBS) category in an urban road reconstruction project. The proposed model utilizes time series forecasting techniques, including Autoregressive Integrated Moving Average (ARIMA) and Long Short-Term Memory (LSTM) networks, to predict future performance based on historical data and project progress. The model also incorporates external factors, such as weather patterns and resource availability, as features to enhance the accuracy of forecasts. By applying the predictive power of machine learning, the performance forecasting model enables proactive identification of potential deviations from the baseline plan, which allows project managers to take timely corrective actions. The research aims to validate the effectiveness of the proposed approach using a case study of an urban road reconstruction project, comparing the model's forecasts with actual project performance data. The findings of this research contribute to the advancement of project management practices in the construction industry, offering a data-driven solution for improving project performance monitoring and control.

Abstract:Abstract The recent increase in the frequency and intensity of disasters has damaged and disrupted transportation infrastructures, thereby significantly increasing the economic losses and slowing the pace of recovery. Resilient infrastructures ensure functionality with minimal discontinuity, but there currently exists rarely a tool for assessing the resilience level of existing transportation infrastructures so that the information can be used to make future constructions more resilient. This study aims to identify the significant dimensions for measuring the resilience of transportation infrastructures and to utilize the dimensions to develop a decision-making tool that can be used to assess the level of resilience. A survey supported by a comprehensive literature review was conducted, and statistical tests were performed on the collected data. It was found that network characteristics (length of the link, number of lanes, number of optional routes, etc.), organizational characteristics (time to start reconstruction work, knowledge of the employee, resilience measurement experience, etc.), and information related to data (previous data availability and data accessibility, etc.) have major impacts on the resilience of transportation infrastructures. Based on the impact of statistically significant indicators, a resilience measurement tool was developed that provides a relative resilience score for projects and reveals how each statistically significant dimension affects the resilience. The outcome of this study will help decision-makers and practitioners prioritize their projects for resilience enhancement activities and provide funding accordingly.

Abstract:Transportation Research Record, Ahead of Print. Transportation systems play a pivotal role in the nation's economic and societal development. Transportation assets, such as pavements and bridges, are inevitably subject to the effects of climate and environment. These stressors mainly include flood, precipitation, heat, wildfire, and wind. Specifically, more extreme weather events, such as hurricanes and snowstorms, have occurred in recent years. This requires stakeholders to better prepare transportation infrastructure resilience in planning, design, construction, and management. Its importance is manifested through nationwide policy and state-level practice. For example, in Bipartisan Infrastructure Law, the FHWA directs all state DOTs to incorporate resilience in their transportation asset management plans. A critical element in resilience is to evaluate the effect of climatic or environmental stressors on facilities' performance. This study examines the impact of flood on the TxDOT-managed pavement network. It proposes a method to evaluate the flood-vulnerable pavement network in the context of resilience. First, the GIS tool is used to overlap a 100-year frequency flood with the road network to identify weak pavement sections subject to flood risk. Second, a simulation is run to determine sections affected by flood over a 10-year analysis horizon. Then, different deterioration models are used to predict the network-level pavement performance, to reflect (1) normal deterioration without flood, (2) optimistic accelerated deterioration under flooding, and (3) pessimistic accelerated deterioration under flooding. It is found that the network-level pavement will experience varying levels of performance reduction, owing to a 100-year flood impact. The quantified performance change can serve to enhance infrastructure resilience preparation for more reliable pavement system management.

Abstract:This study introduces a prognostic model that quantifies infrastructure degradation in highway systems, incorporating the impacts of climate change using an advanced Markovian framework. By assimilating extensive historical maintenance records and detailed climatic data, the model employs a multi-tiered exponential erosion risk framework to enhance predictive accuracy. Our findings indicate a 15-20% acceleration in degradation rates under projected climate scenarios, emphasizing the necessity for climate-adaptive infrastructure management strategies. Utilizing maximal likelihood estimation, the model corrects sample distortion biases, resulting in a 30% improvement in the accuracy of degradation forecasts compared to conventional models. This accuracy enables maintenance cost savings of up to 25% by optimizing repair timings, thus avoiding premature interventions and reducing costs associated with reactive maintenance strategies. The validated model provides a robust tool for strategic planning and adaptive maintenance of highway systems, promoting resilient infrastructure management in the face of evolving climatic conditions. This research ensures that infrastructure professionals can anticipate and mitigate the impacts of climate change, optimizing maintenance budgets and extending the service life of highway assets.

Abstract:Major disasters such as wildfire, tornado, hurricane, tropical storm, and flooding cause disruptions in infrastructure systems such as power and water supply, wastewater management, telecommunication, and transportation facilities. Disruptions in electricity infrastructure have negative impacts on sectors throughout a region, including education, medical services, financial services, and recreation. In this study, we introduced a novel approach to investigate the factors that can be associated with longer restoration time of power service after a hurricane. Considering restoration time as the dependent variable and using a comprehensive set of county-level data, we estimated a generalized accelerated failure time (GAFT) model that accounts for spatial dependence among observations for time to event data. The model fit improved by 12% after considering the effects of spatial correlation in time to event data. Using the GAFT model and Hurricane Irma's impact on Florida as a case study, we examined: (1) differences in electric power outages and restoration rates among different types of power companies—investor-owned power companies, rural and municipal cooperatives; (2) the relationship between the duration of power outage and power system variables; and (3) the relationship between the duration of power outage and socioeconomic attributes. The findings of this study indicate that counties with a higher percentage of customers served by investor-owned electric companies and lower median household income faced power outage for a longer time. This study identified the key factors to predict restoration time of hurricane-induced power outages, allowing disaster management agencies to adopt strategies required for restoration process.

Abstract:Following extreme events, efficient restoration of infrastructure systems is critical to sustaining community lifelines. During the process, effective monitoring and control of the infrastructure restoration progress is critical. This research proposes a systematic approach that automatically integrates component-level restoration status to achieve real-time forecasting of overall infrastructure restoration progress. In this research, the approach is mainly designed for transportation infrastructure restoration following Hurricane Harvey. In detail, the component-level restoration status is linked to the restoration progress forecasting through network modeling and earned value method. Once the new component restoration status is collected, the information is automatically integrated to update the overall restoration progress forecasting. Academically, an approach is proposed to automatically transform the component-level restoration information to overall restoration progress. In practice, the approach expects to ease the communication and coordination efforts between emergency managers, thereby facilitating timely identification and resolution of issues for rapid infrastructure restoration.
Probabilistic Modeling of Hurricane Wind-Induced Damage in Infrastructure Systems

Abstract:This paper presents a modeling approach for probabilistic estimation of hurricane wind-induced damage to infrastructural assets. In our approach, we employ a Nonhomogeneous Poisson Process (NHPP) model for estimating spatially-varying probability distributions of damage as a function of hurricane wind field velocities. Specifically, we consider a physically-based, quadratic NHPP model for failures of overhead assets in electricity distribution systems. The wind field velocities are provided by Forecasts of Hurricanes using Large-Ensemble Outputs (FHLO), a framework for generating probabilistic hurricane forecasts. We use FHLO in conjunction with the NHPP model, such that the hurricane forecast uncertainties represented by FHLO are accounted for in estimating the probability distributions of damage. Furthermore, we evaluate the spatial variability and extent of hurricane damage under key wind field parameters (intensity, size, and asymmetries). By applying our approach to prediction of power outages (loss-of-service) in northwestern Florida due to Hurricane Michael (2018), we demonstrate a statistically significant relationship between outage rate and failure rate. Finally, we formulate parametric models that relate total damage and financial losses to the hurricane parameters of intensity and size. Overall, this paper's findings suggest that our approach is well-suited to jointly account for spatial variability and forecast uncertainty in the damage estimates, and is readily applicable to prediction of system loss-of-service due to the damage.

Abstract:With the emergence of efficient, widespread social networking infrastructure, along with advances in sensing technology, data retrieval, and data processing techniques, crowdsourcing and participatory sensing have garnered attention as promising approaches for leveraging the general public's decision-making capacity for more effective and scalable disaster management practices. Although these approaches have recently been acknowledged for their potential in technical and domain-specific tasks, such as post-disaster damage assessment, there is still room for exploration and enhancement. This paper represents a significant stride in this direction by introducing a probabilistic approach designed to improve the reliability and quality of data gathered through participatory disaster damage assessments. By rigorously addressing crucial challenges related to task design and implementing sophisticated truth-inference mechanisms, this study aims to minimize uncertainty and subjectivity in the assessment of building damage states from imagery data conducted by non-expert crowd participants. The proposed methodology is demonstrated using a post-disaster damage database from Hurricane Laura, with Amazon Mechanical Turk (M-Turk) serving as the online crowdsourcing platform. With an achieved accuracy of approximately 50% and a ±1-class accuracy of around 95%, the proposed methodology significantly outperforms other inference methods derived from crowd-assigned labels in similar applications. Furthermore, damage assessment is extended to loss estimation, providing a comprehensive view of end-to-end damage and loss assessment. The findings of this study can significantly contribute to the development of efficient and reliable strategies for post-disaster assessments, ultimately facilitating expedited response and recovery efforts in areas affected by disasters.

Deploying scalable traffic prediction models for efficient management in real-world large transportation networks during hurricane evacuations

Abstract:Accurate traffic prediction is vital for effective traffic management during hurricane evacuation. This paper proposes a predictive modeling system that integrates Multilayer Perceptron (MLP) and Long-Short Term Memory (LSTM) models to capture both long-term congestion patterns and short-term speed patterns. Leveraging various input variables, including archived traffic data, spatial-temporal road network information, and hurricane forecast data, the framework is designed to address challenges posed by heterogeneous human behaviors, limited evacuation data, and hurricane event uncertainties. Deployed in a real-world traffic prediction system in Louisiana, the model achieved an 82% accuracy in predicting long-term congestion states over a 6-hour period during a 7-day hurricane-impacted duration. The short-term speed prediction model exhibited Mean Absolute Percentage Errors (MAPEs) ranging from 7% to 13% across evacuation horizons from 1 to 6 hours. Evaluation results underscore the model's potential to enhance traffic management during hurricane evacuations, and real-world deployment highlights its adaptability and scalability in diverse hurricane scenarios within extensive transportation networks.

Abstract:For a transportation infrastructure to be resilient in the face of a disaster, the responsible personnel must understand the relationship between pre-event investments and post-event recovery success. The current literature provides few comprehensive lists of factors that affect the investment decision-making process for the transportation infrastructure system. Therefore, the aim of this paper is to identify the impacts of involving responsible personnel in making investment decisions related to transportation infrastructure. To fulfill the aim of this study, a comprehensive literature review was conducted, and a survey was developed. The survey was distributed, and the responses were collected and analyzed. The findings showed that the perceptions of resilient transportation infrastructure differ significantly based on the personnel involved in the investment decision-making process. For example, the involvement of transportation experts facilitates the appropriate distribution of the available funding to new projects and resilience enhancement activities of existing projects. This paper will help practitioners and researchers gain an in-depth knowledge of the factors that affect the resilient investment decision-making process.

Abstract:This study presents a probabilistic method for predicting urban road blockages due to the collapse of roadside buildings and develops network restoration planning through resilience optimization. Resilience analysis of a blocked network has faced two challenges: (1) blocked paths opening time estimation; and (2) network time-varying functionality evaluation. Probabilistic models, including earthquake magnitude, fault rupture location, seismic intensity, damage, debris, blockage, and debris evacuation models are utilized to determine the probability distribution of blocked paths opening time considering relevant uncertainties. A generalized network functionality metric is developed to evaluate network performance considering emergency multi-nodes such as medical centers. The optimization algorithm based on Simulated Annealing is extended for network restoration by assuming multi-location for resources pre-positioning. Three restoration scenarios are defined to identify required resources for network recovery with different restoration objectives. The proposed methodology is implemented in Region 2 of the Tehran metropolis. The results demonstrate that scenario (II) gives the highest number of required resources, so it is suitable where adequate resources are available. Scenario (III) predicts the least number of required resources; hence, it is appropriate where sufficient resources are not accessible. Subsequently, scenario (I) is an intermediate approach to determine the required resources with the lowest computational effort.

Abstract:As critical lifeline systems, transportation network (TN) and electric power network (EPN) are highly susceptible to natural hazards, such as earthquakes during their service life. At the same time, restoration of damaged TN and EPN is essential to support the post-earthquake reconstruction and emergency rescue in affected areas. Restoration strategies were traditionally developed for TN or EPN separately. However, neglecting the potential interconnection between these two networks in the recovery phase may lead to detrimental consequences, as in real-world scenarios, the obtained strategy may be less efficient or even unfeasible given that recovery of one system is usually dependent on the others for service provision. Accordingly, this paper presents a resilience-based framework for post-earthquake restoration of interdependent transportation-electric power networks. In this framework, restoration independencies and functionality dependencies are introduced to represent the interaction between TN and EPN. Then, a bi-level optimization model with the objective of maximizing seismic resilience is established to characterize the network recovery problem. Furthermore, a solution algorithm that incorporates a genetic algorithm and a chromosome validity test operator is designed to obtain the near-optimal solution. Finally, the proposed framework is illustrated through two numerical examples.

Abstract:Transportation infrastructure supports the social and economic activities of communities. One of the impacts of roads’ disruption is the obstruction of emergency services (e.g., ambulance, firefighting, evacuation). Furthermore, the recovery process of a community following an extreme event (e.g., a natural hazard) depends on the functionality of the transportation infrastructure. Therefore, conducting a risk and resilience analysis of transportation infrastructure is critical to help communities minimize the initial impact of hazards and promote a rapid recovery. Current approaches model the probability of road blockage due to building damage using high-resolution optical satellite images and aerial photographs collected after past events. However, the data used by these methods are limited, and few data have been collected before 2010. Besides, data may not be available for specific regions that have not experienced recent earthquakes. Thus, a probabilistic predictive method is needed for risk and resilience analysis of roads. This paper proposes a probabilistic model using the data from the 2010 Haiti Earthquake and calibrated by Bayesian approach to predict the debris distance from undamaged buildings (e.g., the distance debris can reach from the footprint of the undamaged building). The model is then used to construct fragility curves that give the conditional probability of road blockage at a given road section for a given seismic intensity. The proposed model considers the relevant factors affecting the road blockage probability, including building types, damage level, and road characteristics. The probability of road blockage at a given road section is estimated for the four general road section types, considering buildings on only one side of the road or both sides, and with or without a raised traffic median. The probability of road blockage for an entire road is then calculated by system and parallel reliability analysis. The proposed models apply to any general urban area without the dependence on historical data from past earthquakes.

Abstract:The aggravating effects of climate change and the growing population in hurricane-prone areas escalate the challenges in large-scale hurricane evacuations. While hurricane preparedness and response strategies vastly rely on the accuracy and timeliness of the predicted households' evacuation decisions, current studies featuring psychological-driven linear models leave some significant limitations in practice. Hence, the present study proposes a new methodology for predicting households' evacuation decisions constructed by easily accessible demographic and resource-related predictors compared to current models with a high reliance on psychological factors. Meanwhile, an enhanced logistic regression (ELR) model that could automatically account for nonlinearities (i.e., univariate and bivariate threshold effects) by an interpretable machine learning approach is developed to secure the accuracy of the results. Specifically, low-depth decision trees are selected for nonlinearity detection to identify the critical thresholds, build a transparent model structure, and solidify the robustness. Then, an empirical dataset collected after Hurricanes Katrina and Rita is hired to examine the practicability of the new methodology. The results indicate that the enhanced logistic regression (ELR) model has the most convincing performance in explaining the variation of the households' evacuation decision in model fit and prediction capability compared to previous linear models. It suggests that the proposed methodology could provide a new tool and framework for the emergency management authorities to improve the estimation of evacuation traffic demands in a timely and accurate manner.

Abstract:The transportation network resiliency plays a significant role in reducing the devastating impacts of a disaster. This paper develops a mathematical model to improve the resilience of road–bridge transportation networks in the recovery phase. The model consists of two objective functions. The first objective function minimises total recovery time, and the second one prioritises damaged bridges for restoration to increase network performance level in an early stage by maximising the skewness of the recovery trajectory. This paper considers disrupted bridges as repair projects and schedules a network of recovery tasks with precedence relationships to restore each bridge while considering resource constraints. Thus, it is similar to the resource–constraint multi-project scheduling problem. A genetic algorithm is applied to solve the model for a large-scale hypothetical road–bridge transport network, and the highway network of Shelby County, TN, the USA, following a seismic hazard. Different recovery task networks are considered to restore disrupted bridges. Three communities with rich, average and poor resources are compared to evaluate the impact of different community investment structures on the recovery process and network recovery time. The results show that the proposed restoration plan leads to achieving the best recovery trajectory and shortest total recovery time.
