Abstract:Potential evapotranspiration is an important component of hydrological modeling. In this study, the objective is to project potential evapotranspiration in the future period 2011-2040 and understand their changes in Zhejiang Province, East China. The sensitivity of potential evapotranspiration to five climatic variables (solar radiation, daily minimum and maximum air temperature, relative humidity, and wind speed) is analyzed based on observation data from 1955-2008 using a global sensitivity analysis method, Sobol's method. The changes in potential evapotranspiration during the future period are generated using one regional climate model, Providing Regional Climates for Impacts Studies, with two global climate models, ECHAM5 and Hadley Centre Coupled Model version 3, and their causes are analyzed based on sensitivity analysis results. Global sensitivity analysis results reveal substantial spatial-temporal variations in the sensitivity of potential evapotranspiration to climatic variables and unignorable interactions among climatic variables. Rather similar spatial change patterns of annual mean potential evapotranspiration (PET) are generated for both general circulation models; however, seasonal or monthly changes are very different due to different spatial-temporal changes in climatic variables. Different contributory sources to potential evapotranspiration changes are identified at different months and stations; the PET changes in 2011-2040 are mainly due to three climatic variables including solar radiation, relative humidity, and daily minimum temperature.
Surgery as a Teachable Moment for Smoking Cessation

Abstract:Background:A “teachable moment” is an event that motivates spontaneous behavior change. Some evidence suggests that major surgery for a smoking-related illness can serve as a teachable moment for smoking cessation. This study tested the hypotheses that surgery increases the likelihood of smoking cessation and that cessation is more likely after major surgical procedures compared with outpatient surgery. Methods:Secondary analyses were performed of longitudinal biennial survey data (1992–2004) from the nationally representative Health and Retirement Study of U.S. adults older than 50 yr, determining the relationship between the incidence of smoking cessation and the occurrence of surgery. Results:Five thousand four hundred ninety-eight individuals reported current smoking at enrollment, and 2,444 of them (44.5%) quit smoking during the period of examination. The incidence of quitting in smokers undergoing major surgery was 20.6/100 person-years of follow-up and 10.2/100 person-years in those undergoing outpatient surgery. In a multivariate negative binomial regression model, the incidence rate ratio of quitting associated with major surgery was 2.02 (95% CI: 1.67–2.44) and that of those associated with outpatient surgery was 1.28 (95% CI: 1.09–1.50). Estimates derived from national surgical utilization data show that approximately 8% of all quit events in the United States annually can be attributed to the surgical procedures analyzed. Conclusions:Undergoing surgery is associated with an increased likelihood of smoking cessation in the older U.S. population. Cessation is more likely in association with major procedures compared with outpatient surgery. These data support the concept that surgery is a teachable moment for smoking cessation.

Abstract:Building photovoltaic (PV) may provide a growing share of electricity for big cities. However, lack of measured radiation data on vertical surface remains a critical problem for building PV deployment. With the development of urbanization and industrialization, high aerosol load is altering the nature of solar radiation in Beijing. Hence, ten in-plane solar radiation models are reviewed to choose optimal model for calculating solar radiation on vertical surface in such high turbidity area. At the same time, the effect of atmospheric turbidity on the model accuracy is revealed for further understanding on the optimal model. To give general suggestion on model selection, the performance of the ten models for each weather type is tested based on new method of weather type classification. Finally, solar resource on vertical surface and output energy of building PV system are evaluated by the optimal model to guide building PV deployment. The results indicate that Perez model is suitable to calculate solar radiation on vertical surface in high turbidity area. High atmosphere turbidity will cause Perez model inaccurate. Model selection can be made by the status of atmospheric transmittance. It is feasible to apply building PV in Beijing with AC output energy of 630-971 kWh/kWp/year.
Assessment of solar radiation resource and photovoltaic power potential across China based on optimized interpretable machine learning model and GIS-based approaches

Abstract:In light of the rapidly expanding solar photovoltaic (PV) sector, it is important to provide a deeper understanding of solar energy resources to successfully implement solar energy projects. In this study, an interpretable machine learning model based on extreme gradient boosting (XGBoost) optimized by particle swarm optimization (PSO) algorithms was developed to estimate global solar radiation. The results show that the proposed PSO-XGBoost model possesses the most superior accuracy and stability, with the coefficient of determination (R 2 ), root mean square error (RMSE), mean absolute error (MAE), and mean absolute percentage error (MAPE) of 0.953, 1.597 MJ·m −2 ·day −1 , 1.138 MJ·m −2 ·day −1 , and 10.500%, respectively. With the geographic information system (GIS) -based approaches, a 50 km by 50 km spatial resolution map of long-term national average solar radiation resources was generated based on the reconstructed solar radiation dataset, as well as the PV power potential map. The findings reveal that the nationwide annual mean solar radiation resources were decreasing at an estimated attenuation of −0.83 W·m −2 ·decade −1 , with a downward trend of the greatest magnitude of −1.83 W·m −2 ·decade −1 for summer. China's long-term average yearly PV power potential reached 285.00 kWh·m −2 , indicating a spatial pattern of higher potentials in the northwestern and northern provinces, while lower values in the southeastern provinces. Moreover, the PV power potential in China decreased by 1.69 kWh·m −2 ·decade −1 from 1961 to 2016, with an attenuation of above 5 kWh·m −2 ·decade −1 in heavily polluted regions. During the 2010s, 30 out of the 31 provinces experienced a reduction in the PV power potential between 0.25% and 10.27%, with an average national reduction of 2.88%, compared to the 1960s scenario. Also, policy recommendations for long-term PV project deployment were given regarding the regional mismatch between PV power potential and installed capacity in China.

Abstract:Photovoltaic (PV) technology can help reduce carbon emissions significantly, but its benefits may be affected by climate change. Few studies have reported on the impact of climate change on the spatial and temporal distribution of solar energy in China based on the latest Coupled Model Intercomparison Project Phase 6 (CMIP6) models, and few have explored the rooftop PV potential. In this study, 16 CMIP6 models are used for evaluation of the inter-annual and seasonal changes of solar irradiance and PV capacity factor under low (SSP1–2.6), medium (SSP2–4.5) and high (SSP5–8.5) greenhouse gas emission scenarios. The effects on the variation of solar irradiance of three factors are examined: clouds, aerosol optical thickness (AOT) and specific humidity. Furthermore, the future power generation potential of rooftop PV is investigated. It is found that the solar irradiance exhibits an upward trend on national level under all the future scenarios, especially for the SSP1–2.6 scenario, with an increasing rate of 1.4 W m −2 decade −1 , mainly due to a reduction in AOT. Solar irradiance increases notably in southeast China while increases little in west China, and the level for 2051–2060 remains lower than that for 1960–2014. The PV capacity factor increases in southeast China with increasing solar irradiance, with a maximum increase of about 4% compared to the average PV CF for 1960–2014 and the highest increasing rate being 0.37% decade −1 . In addition, to achieve the projected national distributed PV power generation level, >70% of the effective rooftop area needs to be utilized in 2050. This study hopes to enhance understanding of the impact of climate change on solar energy and provide recommendations for future PV planning to better achieve the long-term planetary temperature goal set by the Paris Agreement.

Abstract:To achieve carbon neutrality before 2060, China is vigorously promoting the development of solar photovoltaic (PV) systems to replace traditional power supplies dominated by fossil fuels. A detailed potential assessment for solar PV generation will contribute to constructing and integrating a new power system with a high proportion of solar energy. In this study, we combined high-density and high-accuracy station-based solar radiation data from more than 2400 stations and a solar PV electricity generation model to map the technical potential for solar PV generation in China, while simultaneously considering land constraints through geographic information system technology. We found that the total installable capacity is at least 44,614.6 GW for China as a whole, resulting in an annual electricity generation potential of 72.7 PWh. However, the spatial distribution of solar PV potential does not match the electricity demand in China. Northwest China accounts for more than 95% of the total PV technical potential of China, but the power load centers are mainly located in eastern, southern, and central China, accounting for more than 70% of the total electricity consumption of the country. The challenges of solar PV development in China include grid integration and transmission from resource centers to load centers. The establishment and planning of new power systems based mainly on clean energy should facilitate the integration of fluctuating solar resources in China. This study will contribute to the planning and construction of solar PV systems in China.

Abstract:Vigorous development of solar photovoltaic energy (PV) is one of the key components to achieve China's “30•60 Dual-Carbon Target”. In this study, by utilizing the outputs generated by CMIP6 models under different shared socioeconomic pathways (SSPs) and a physical PV model (GSEE), future changes in PV power generation across China are provided for the outlined carbon neutralization period (2051–2070). The results reveal distinct spatiotemporal characteristics in the changes in PV output across China. Overall, compared to the historical period, annual PV power generation is projected to decrease in northern regions and Tibet Plateau with a maximum decrease of ∼4 % under the high emission scenario (SSP585), while southern and central regions exhibit significant increases. Remarkably, under the green development pathway (SSP126), PV power generation is expected to rise by over 10 % in these regions. The magnitude of decrease in the north and increase in the south is projected to become more pronounced with the continuous increase of future carbon emissions. It is anticipated that the three northern regions of China will experience greater decreases in PV power generation in winter compared to other seasons, especially under SSP585. Additionally, the southeast region shows the smallest increase in summer PV generation out of all seasons. Moreover, under SSP126 trajectory, most regions in China exhibit reduced inter-annual and intra-annual variability in PV generation compared to the historical levels. This suggests that pursuing a sustainable path could substantially mitigate potential risks associated with PV generation fluctuations in China.

Abstract:Accurate assessment of the photovoltaic (PV) power generation potential in China is important for the reduction of carbon emission intensity and the achievement of the goal of Carbon Neutral. This study used a PV power generation potential assessment system based on Geographic Information Systems (GIS) and Multi-Criteria Decision Making (MCDM) methods to investigate the PV power generation potential in China. Firstly, the high spatial-temporal resolution and high-quality ERA5 data and related technical, geographic, and social factors were used to assess the theoretical power generation and land suitability of PV power generation. Then, the theoretical power generation and land suitability were comprehensively considered to evaluate the PV power generation potential of China in 2015. The results showed that the average suitability score of land in China is 0.1058 and the suitable land for PV power generation is about 993,000 km2 in 2015. The PV power generation potential of China is 131.942 PWh, which is approximately 23 times the electricity demand of China in 2015. The spatial distribution characteristics of PV power generation potential mainly showed a downward trend from northwest to southeast. Meanwhile, there were clear spatial dislocations between the PV power generation potential and the population distribution and electricity demand in China. In areas that accounting for about 75% of the PV potential, population and electricity demand only accounted for about 16% of the total population and total electricity demand in China. Besides, the degree of tapping PV potential in China is not high, and the installed capacity of most provinces in China accounted for no more than 1% of the capacity potential, especially in the PV potential-rich areas.

Abstract:Abstract Wind and solar energy are crucial for meeting the growing energy demand and mitigating the impact of climate change, and their sources show a climate‐dependence. Here, based on the outputs from two regional climate models (RCMs) driven by three global climate models within the Coordinated Regional Climate Downscaling Experiments‐East Asia (CORDEX‐EA‐II), the effects of future climate change on wind power density (WPD) and photovoltaic power potential (PVP) in China under the Representative Concentration Pathway (RCP) 2.6 scenario and RCP8.5 scenario are comprehensively investigated, and the sources of uncertainty are also quantified. Results show that all RCMs can reproduce the observed WPD and PVP in China by employing the Quantile Delta Mapping method for wind speed simulations. For the future projections, the annual averages of WPD and PVP in China tend to decrease by −11.67% to −1.7% and −4.6% to −1.12%, respectively, with more significant reduction under the RCP8.5 than under the RCP2.6. Note that uncertainties exist among the RCMs' simulations in terms of future projections and long‐term trends. Further analysis reveals that the uncertainty in both WPD and PVP projections are primarily driven by the internal variability in most sub‐regions except the Tibetan Plateau, where GCM uncertainty and emission scenarios play the dominant role in the uncertainty of WPD and PVP projection, respectively. This study highlights the potential benefits of controlling greenhouse gas emissions in enhancing and stabilizing renewable energy in China.

Abstract:Decarbonization of the energy system is the key to China's goal of achieving carbon neutrality by 2060. However, the potential of wind and photovoltaic (PV) to power China remains unclear, hindering the holistic layout of the renewable energy development plan. Here, we used the wind and PV power generation potential assessment system based on the Geographic Information Systems (GIS) method to investigate the wind and PV power generation potential in China. Firstly, the high spatial-temporal resolution climate data and the mainstream wind turbines and PV modules, were used to assess the theoretical wind and PV power generation. Then, the technical, policy and economic (i.e., theoretical power generation) constraints for wind and PV energy development were comprehensively considered to evaluate the wind and solar PV power generation potential of China in 2020. The results showed that, under the current technological level, the wind and PV installed capacity potential of China is about 56.55 billion kW, which is approximately 9 times of those required under the carbon neutral scenario. The wind and PV power generation potential of China is about 95.84 PWh, which is approximately 13 times the electricity demand of China in 2020. The rich areas of wind power generation are mainly distributed in the western, northern, and coastal provinces of China. While the rich areas of PV power generation are mainly distributed in western and northern China. Besides, the degree of tapping wind and PV potential in China is not high, and the installed capacity of most provinces in China accounted for no more than 1% of the capacity potential, especially in the wind and PV potential-rich areas.

Abstract:Solar power is vital for China's future energy pathways to achieve the goal of 2060 carbon neutrality. Previous studies have suggested that China's solar energy resource potential surpass the projected nationwide power demand in 2060, yet the uncertainty quantification and cost competitiveness of such resource potential are less studied. Therefore, we applied an integrated framework to simulate China's solar photovoltaic (PV) technical potential, and incorporated potential uncertainty stemming from climate change, land use dynamics, and technological advancements. In addition, we constructed the solar energy supply curve for each province and calculated the economic potential. According to our results, approximately 78.6 % and 99.9 % of China's technical solar PV potential are priced lower than the benchmark price of coal-fired energy in pessimistic and optimistic scenario. These findings highlight the significant technical and economic potential of solar PV as a cost-effective alternative to coal-fired electricity to meet China's growing electricity demands.

Abstract:Solar photovoltaic (PV) systems is an affordable solution that significantly contribute to climate adaptation and resilience, energy security and greenhouse gas (GHG) abatement with respect to fossil fuel electricity generation. Currently, available studies on the benefits of photovoltaic power generation only consider the electricity consumption and do not account for the possible future benefits from carbon trading under the combined impacts of pollution emissions and socio-economic. In this study, the downscaling and bias correction were applied to the Coupled Model Inter-comparison Project Phase 6 (CMIP6) multi-model mean data based on the historical data from the China Meteorological Administration (CMA) stations. The corrected measurements of meteorology were used to explore the PV power potential and the environmental and economic benefits offset by solar power generation under SSP126, SSP245 and SSP585 in China during 2023-2100. We found that the annual mean PV power potential across mainland China ranged from 1-37 Wm-2 and demonstrated a decreasing trend in the Northwest China and an increasing trend in the Southeast China. Compared to thermal power generation, electricity from solar energy will counteract the total emissions of annual mean 139.54×105 t CO2, 1702 t SO2, 2562 t NOX and 3710 t dust in China in SSP126 scenario. The results of variable importance assessment showed that the coal price (44.46%), WTI crude oil price (42.17 %), natural gas price (6.17 %) and GDP (3.17 %) contribute the most to the carbon emissions allowances (CEA) price. Against a "carbon peak" background in China, the CEA price will reach 80 CNY/t CO2 by 2030 in China, with the carbon trading value potential ranging from 20 billion to 200 billion CNY of each pixel (10 km×10 km) by 2030. This study would have important implications for the environmental construction and future investment and construction of PV systems in China.

Abstract:Rooftop photovoltaic system plays an important role in solar energy power generation especially in urban. In this paper, we present an assessment method for the PV power generation potential of rooftop in China. Using machine learning model processes the big data that consists of the gross domestic product, building footprint, road length and population, at a high geographic resolution of 10 km by 10 km. The result shows that the rooftop generation potential in China is 3.27×109 MWh annually, which is close to half of the total electricity generation of China mainland in 2020, and will contribute to 2.41×109 tons of CO2 emission reduction per year. The regional results are counted by provinces and cities, showing Shandong province is the one with highest potential of 0.275×109 MWh. On the whole, the western region covers a large area with sufficient solar radiation, while the eastern region has greater photovoltaic power generation potential because of its available roof resources. The development potential of first tier, new first tier and second tier cities is generally greater than that of third and fourth tier cities.

Abstract:Solar photovoltaic (PV) power plays a crucial role in mitigating climate change. However, climate change may amplify weather variability and extreme conditions. The extreme conditions can increase the very low PV output and thereby increase the need for grid stabilization services. This study examined how weather variability affects PV power output in the near- (2025–2054) and far-future (2071–2100). The ensemble mean calculated using seven global climate models participating in the coupled model intercomparison project phase 6 for three different shared socioeconomic pathways (SSPs) (SSP126, SSP245, SSP585) was used for the assessment. The standard deviation of the monthly PV power output and the share of very low monthly PV power output were used to assess the variability of PV power output. The findings indicate that the summer PV power output was projected to decrease by 6%–8% in central and northern Tibet under a high emissions scenario (SSP585). The summer months with low PV power output were projected to increase in western regions of China, known for its abundant solar resources. The findings of this study provide valuable insight for energy planners to make up for the influence of future weather variability.

Variation of surface solar radiation components from 2016 to 2020 in China: Perspective from geostationary satellite observation with a high spatiotemporal resolution

Abstract:At present, traditional satellite datasets still grapple with inadequacies in terms of capturing solar radiation with fine spatiotemporal granularity. This study utilizes the high spatiotemporal resolution of CARE data, which is developed based on geostationary satellite observations, and employs multivariate analysis techniques to conduct an in-depth investigation into the multidimensional spatiotemporal variations of different types of solar radiation across various regions in China from 2016 to 2020. In addition, the potential of solar energy resources was also assessed using cluster analysis method. The results revealed an upward trend in different components of solar radiation across most of China, with shortwave radiation exhibiting a significantly negative correlation with PM2.5 concentrations (R = -0.91, p < 0.05). This finding suggests that the increase in SWR may be attributed to the effective implementation of China's Air Pollution Prevention and Control Action Plan. It suggests that China's endeavors to mitigate air pollution have not only resulted in improvements in national air quality but have also had an indirect positive effect on enhancing the potential for photovoltaic power generation. The assessment of solar energy resources potential indicated, with 99 % statistical confidence, that western China constitutes the core region for solar energy resources development, whereas northeastern and southeastern regions face certain constraints in solar energy resources utilization. Furthermore, we examined the specific influence of atmospheric circulation patterns on solar energy resources, uncovering that the El Niño phenomenon, by altering cloud distribution and variability, indirectly affects solar radiation intensity in specific regions. This study aids in understanding China's solar radiation variations, crucial for shaping effective energy policies towards carbon neutrality.
Reassessment of the potential for centralized and distributed photovoltaic power generation in China: On a prefecture-level city scale

Abstract:The successful development of solar energy primarily depends on the scientific and effective evaluation of the photovoltaic power generation potential. This study re-estimated the installed potential of centralized large-scale and distributed small-scale photovoltaic power stations in 449 prefecture-level cities in China based on a geographic information system and Google Earth Engine combined with Baidu map data and related geographic information data. The factors considered in selecting the areas suitable for photovoltaic power generation were economy, terrain, environment for the centralized stations; illumination time, roof type, and shadow obstacles of the building for distributed systems. The results showed that a total area of 583 thousand km2 in China can be utilized to install solar panels, with a technical potential of approximately 55.1 TW. In particular, the technical potential of the centralized power stations was approximately 42.8 TW, primarily distributed in Naqu, Tibet and Haixi, Qinghai. The potential of the distributed systems was approximately 12.3 TW (including 4.9 TW for flat roof, 3.5 TW for pitched roof, and 3.9 TW for building facade), primarily concentrated in Yulin and Guigang, Guangxi; and Meizhou, Guangdong. The findings can clarify the spatio-temporal distribution of photovoltaic potential nationwide and provide decision support for regional planning.

Future Projections and Complementarity Assessment of Solar and Wind Power in China Using CMIP6 Models

Abstract:As China strides towards its carbon neutrality target by 2060, the strategic planning of renewable energy distribution and power plant installations becomes imperative to fulfill the renewable energy penetration goals. This study presents a comprehensive assessment of the future projections of solar and wind power resources in China, utilizing the latest Coupled Model Intercomparison Project Phase 6 (CMIP6) models. We examine various CMIP6 scenarios to project the geographical and temporal variations of solar and wind energy potential up to 2100. A verification assessment was carried out using terrestrial solar radiation and wind speed data sourced from 17 stations operated by the China Meteorological Administration (CMA). This evaluation revealed that the Meteorological Research Institute Earth System Model version 2-0 (MRI-ESM2-0) demonstrated overall superior performance in terms of correlation coefficients (R) and Root Mean Square Error (RMSE). Then MRI-ESM2-0 was selected to examine the spatial and temporal shifts in solar and wind potential in China. Notably, in the SSP585 scenario, a marked decrease in both PV power potential and wind power potential was observed. Additionally, the future spatial complementarity between solar and wind power in China was evaluated using the Pearson correlation coefficient and Kendall rank correlation coefficient and this was juxtaposed with the present complementarity. These maps provide a crucial reference for guiding the planning and management of renewable energy resources in China.
Impacts of climate change on photovoltaic energy potential: A case study of China

Abstract:<p>The worldwide pressure of greenhouse gas (GHG) emission mitigation calls for explosive growth in the research and development of renewable energies. At the same time, from a long-term point of view, the renewable energy sector may also be affected by climate change. In this study, the impacts of climate change on photovoltaic (PV) energy potential are evaluated based on the downscaled climate projections in China. The climate projections for the 21st century of China under two Representation Concentration Pathways (RCPs) will be generated through the ERA-Interim reanalysis and three global climate models from the Coupled Model Intercomparison Project Phase 5 (CMIP5). Then the projections of PV-power-related climate variables and PV-energy potential can be obtained for three periods, i.e., the 2030 s (2020–2039), 2050 s (2040–2069), and 2080 s (2070–2099). The results indicate that PV-energy potential is likely to have a slight decrease of up to 6% in most of the study regions under RCP4.5 and RCP8.5. Variations in PV-energy potential are further investigated through examining the contributions from changes in temperature, total radiation, and sunshine duration. The results indicate that the dominant contributions are from the changes in total radiation and sunshine duration.</p>

Abstract:Owing to China's escalating demand for renewable energy and carbon emissions reduction, and given its prominent position as one of the fastest-growing nations in photovoltaic (PV) development, a comprehensive assessment of the potential of both centralized and distributed photovoltaic systems in China is crucial. However, current research on PV potential assessment presents several challenges. Therefore, this study presents a five-dimensional assessment model, encompassing geographical, technical, economic, CO 2 mitigation, and realizable potential, to systematically map China's centralized photovoltaic (CPV) and distributed photovoltaic (DPV) potential. The findings underscore the vast PV potential across the country, with areas of 3.11 million km 2 and 252.72 thousand km 2 deemed suitable for CPV and DPV development, respectively. This corresponds to a technical potential of 416,383.27 and 28,261.53 TWh/yr for CPV and DPV, respectively. Furthermore, this study explored the economic potential of CPV and DPV, revealing that the generation costs of both CPV and DPV in China are in proximity to the feed-in tariffs. With technological advancements and economies of scale, a broader PV potential is projected to be economically feasible by 2030. Full implementation of the current economic potential can yield an annual CO 2 mitigation of 54.20 and 8.39 gigatonnes (Gt) using CPV and DPV, respectively. Notably, China's PV potential exhibits distinct regional heterogeneity, with CPV potential concentrated primarily in the western region and DPV potential distributed predominantly across the eastern provinces. This study identified the most resource-intensive areas in the western region of Inner Mongolia for CPV and in the coastal regions of Guangdong and Shandong provinces for DPV. Considering policy imperatives and the development status, China's PV sector holds tremendous potential to significantly contribute to carbon reduction targets. Based on the findings, policy recommendations are proposed, emphasizing the imperative of jointly developing CPV and DPV systems, as well as implementing phased and planned growth strategies for PV growth.

Abstract:Quantifying future changes in solar photovoltaic (PV) potential is of great significance for energy planning and policy making to achieve carbon neutrality. To constrain the uncertainties of applying directly Coupled Model Intercomparison Project Phase 6 (CMIP6) projections to such quantification, we construct the performance‐weighted CMIP6 solar irradiance and air temperature data, and then assess the future changes in China's PV potential and accompanying economic benefits under three typical climate change scenarios. We find that the high emission scenario will substantially damage China's PV potential, resulting in a reduction of 314 TWh/year in electricity generation by the planned installed capacity in 2100, with a corresponding loss of US 18 billion/year in 2100. China's commitment to carbon neutrality will lead to low‐carbon emissions, which brings great economic rewards to its PV industry.
