Abstract:As agricultural land and freshwater inextricably interrelate and interact with each other, the conventional water and land policy in "silos" should give way to nexus thinking when formulating the land and water management strategies. This study constructs a systems multi-regional input-output (MRIO) model to expound global land-water nexus by simultaneously tracking agricultural land and freshwater use flows along the global supply chains. Furthermore, land productivity and irrigation water requirements of 160 crops in different regions are investigated to reflect the land-water linkage. Results show that developed economies (e.g., USA and Japan) and major large developing economies (e.g., mainland China and India) are the overriding drivers of agricultural land and freshwater use globally. In general, significant net transfers of these two resources are identified from resource-rich and less-developed economies to resource-poor and more-developed economies. For some crops, blue water productivity is inversely related to land productivity, indicating that irrigation water consumption is sometimes at odds with land use. The results could stimulus international cooperation for sustainable land and freshwater management targeting on original suppliers and final consumers along the global supply chains. Moreover, crop-specific land-water linkage could provide insights for trade-off decisions on minimizing the environmental impacts on local land and water resources.
Global water transfers embodied in international trade: Tracking imbalanced and inefficient flows

Abstract:In light of the increasingly serious resource crisis in the context of global regional connectivity, a detailed analysis for embodied water flows in global supply chains is conducted involving more than 180 countries/regions. Based on the multi-regional database, this work attempts to explore the rules of embodied water transfers and the ways in which imbalance and inefficiencies in the new stage of globalization can be relieved. Overall, water embodied in trade flows, also known as embodied water, is estimated near one third the volume of global water withdrawal. Mainland China is the world's leading gross embodied water exporter with 114.47 billion m3, in contrast to the United States as the leading importer with 151.39 million m3. Under the background of resources distribution, trade acts as a mechanism to enable wealthy consumers to shift stress to their trading partners, leading to a more complex context of imbalance. As the most water-deficient region, the Middle East virtually receives 30 million m3 of embodied water; however most of the less developed regions including African countries are always large embodied water suppliers, requiring urgent, global attention. With the detailed data supports, this study provides systematical accounting on embodied water transfers, conducts comprehensive analyses on transfer patterns, efficiencies, and pressures, and identifies imbalanced and inefficient embodied water transfers among countries/regions, attempting to map out an inclusive and sustained transfer path and lay an essential foundation for globe resources use in the new stage of globalization.

Global Arable Land Transfers Embodied in Mainland China's Foreign Trade

Abstract:The process of globalization increases spatial separation of basic resources in terms of demand and supply across multiple countries/regions, thereby leading to the shift of environmental pressure mainly triggered by population expansion and economic growth via global supply chains. To comprehensively analyze Mainland China's arable land use issues, the present work illustrates its arable land transfers embodied in foreign trade based on a multi-regional input-output analysis. In total, the trade volume of Mainland China's arable land transfers is revealed in magnitude up to 70% of its direct arable land area. With a distinction between production- and consumption-based transfers, Mainland China exports 27.18 Mha (million hectares) of embodied arable land to other economies, while it imports 48.35 Mha of embodied arable land, making it a large force for agricultural industry development and arable land utilization in regions such as ASEAN, EU27, and Africa. The relations, pressures, and structures of embodied arable land related to Mainland China are clearly depicted from the global perspective. With detailed embodied arable land transfer profiles, it is practical to comprehensively analyze Mainland China's arable land utilization via supply chains from the global perspective for essential policy implications in reasonably reshaping Mainland China's economic structures and trade patterns.
Impacts on quality-induced water scarcity: drivers of nitrogen-related water pollution transfer under globalization from 1995 to 2009

Abstract:Globalization enables the transfer of impacts on water availability. We argue that the threat should be evaluated not only by decrease of quantity, but more importantly by the degradation of water quality in exporting countries. Grouping the world into fourteen regions, this paper establishes a multi-region input-output framework to calculate the nitrogen-related grey water footprint and a water quality-induced scarcity index caused by pollution, for the period of 1995 to 2009. It is discovered that grey water embodied in international trade has been growing faster than total grey water footprint. China, the USA and India were the three top grey water exporters which accounted for more than half the total traded grey water. Dilemma rose when China and India were facing highest grey water scarcity. The EU and the USA were biggest grey water importers that alleviated their water stress by outsourcing water pollution. A structural decomposition analysis is conducted to study the drivers to the evolution of virtual flows of grey water under globalization during the period of 1995 to 2009. The results show that despite the technical progress that offset the growth of traded grey water, structural effects under globalization including both evolution in the globalized economic system and consumption structure, together with consumption volume made a positive contribution. It is found that the structural effect intensified the pollution-induced water scarcity of exporters as it generally increased all nations' imported grey water while resulting in increases in only a few nations' exported grey water, such as Brazil, China and Indonesia. At last, drawing from the 'cap-and-trade' and 'boarder-tax-adjustment' schemes, we propose policy recommendations that ensure water security and achieve environmentally sustainable trade from both the sides of production and consumption.

Abstract:Land is an increasingly scarce resource that plays a critical role in achieving many Sustainable Development Goals (SDGs). Land scarcity, namely the imbalance state between cropland availability and demand, can be mitigated by the trade of agricultural products, but how effective it is remains unclear. Here, by integrating grid-level data on cropland into multi-regional input–output analysis, this paper accounts for the scarce land footprint and virtual scarce land flows within China at a 1 km × 1 km resolution. Results show that over 70% of China’s land footprint and scarce land footprint can be attributed to less than 20% of the land, and nearly 38% of the land footprint and scarce land footprint hotspot clusters are found to cross provinces. Generally, while virtual land trade mitigates the land scarcity of land-importing provinces by 50.8%, it disproportionately aggravates the land scarcity of land-exporting provinces by 119.8%. These findings challenge the dominant thinking about food trading and call for new policies to improve land resources management and promote collaborative governance across administrative boundaries. Our study also highlights the critical importance of considering land scarcity, shedding lights on how it may be integrated into environmental footprints to better assist the SDG framework.

Abstract:Interregional free-trade of agricultural products is expected to transfer embodied (virtual) water from more to less water-productive regions. However, irrigation in semi-arid to arid regions may significantly push up agricultural productivity but cause local water scarcity. This may result in a puzzle: inter-regional trade may save overall water consumption but lead to more severe local water scarcity. An analogous puzzle may exist for farmland, for instance, trade may save farmland but not address farmland scarcity. To test the existence of these two important puzzles, we applied environmentally extended multi-regional input-output models to obtain the inter-regional virtual agricultural water and land transfer across 48 states of the conterminous U.S. and estimated their agricultural land and water footprints in 2017. Such a detailed analysis showed that while the land-abundant Midwestern states exported a sizable amount of virtual farmland to other densely populated areas and foreign nations, the water-stressed Western U.S. and Southwestern U.S. states, like California, Arizona, and New Mexico, exported considerable amounts of water-intensive crops such as fruits, vegetables and tree nuts to the Eastern U.S. and overseas, thus worsen the local water scarcity of those water scarce states. Our analysis highlights a critical dilemma inherent in an economic productivity-focused incentive regime: It frequently leads to increased withdrawal of scarce water. Therefore, resource scarcity rents need to be reflected in inter-regional trade with the support of local environmental policies.

Abstract:Abstract Recent studies have highlighted the reliance of global food production on unsustainable irrigation practices, which deplete freshwater stocks and environmental flows, and consequently impair aquatic ecosystems. Unsustainable irrigation is driven by domestic and international demand for agricultural products. Research on the environmental consequences of trade has often concentrated on the global displacement of pollution and land use, while the effect of trade on water sustainability and the drying of over-depleted watercourses has seldom been recognized and quantified. Here we evaluate unsustainable irrigation water consumption (UWC) associated with global crop production and determine the share of UWC embedded in international trade. We find that, while about 52% of global irrigation is unsustainable, 15% of it is virtually exported, with an average 18% increase between year 2000 and 2015. About 60% of global virtual transfers of UWC are driven by exports of cotton, sugar cane, fruits, and vegetables. One third of UWC in Mexico, Spain, Turkmenistan, South Africa, Morocco, and Australia is associated with demand from the export markets. The globalization of water through trade contributes to running rivers dry, an environmental externality commonly overlooked by trade policies. By identifying the producing and consuming countries that are responsible for unsustainable irrigation embedded in virtual water trade, this study highlights trade links in which policies are needed to achieve sustainable water and food security goals in the coming decades.

Abstract:The effective management and allocation of water and land resources is pivotal for ensuring global food security and facilitating the transition towards sustainable development. Combining multi-regional input-output analysis and complex network modelling, this study examining the spatial-temporal evolution and topological structures of multi-layer virtual water and agricultural land networks, analyzed the network characteristics of different countries/regions, and tested the network vulnerability between virtual water trade network and virtual agricultural land network. From the results, it is revealed that 30.9 %—34.14 % of global water resources and 32.9 %—40 % of global agricultural land are associated with international trade. Meanwhile, the geographical distribution of this trade has shifted from low-income countries to middle and high-income countries, showing three distinct fluctuations in their instability levels. Additionally, quantitative network analysis indicates that resource trade networks exhibit small-world characteristics with increasing trends in network density, clustering coefficient, and average path length values over time. Among the two disturbance scenarios, both virtual water and virtual agricultural land networks were more vulnerable under deliberate assault than under random failure, however, the agricultural land network demonstrates greater toughness compared to the virtual water network. These findings highlight the importance of sustainably managing global water and land resources within a framework for sustainable development which aims at promoting both worldwide food security and environmental protection simultaneously.

Abstract:Agricultural product demand driven by population and economic growth poses challenges to water, land, and energy utilization, and this increasing local demand is largely met through trade. However, the efficiency and nexus pattern of the water, land, and energy embodied in agricultural trade are not well understood. This study uses the multi-regional input-output framework to analyze agricultural water, land, and energy utilization efficiency of resource footprints per unit economic output as well as their transfer and nexus pattern in global agricultural trade for 1995-2019. The results show that many international agricultural trade paths are inefficient in the water, land, and energy resource use because the agricultural products in these paths are exported from relatively low- to high-efficiency economies/regions. However, these inefficient transfer paths show an increasing trend over the study period. Regarding the water-land-energy nexus, conflicts are prevalent in land-energy and water-energy couplings. Most trade paths are conducted to alleviate the pressure on a specific resource, inadvertently increasing the pressure on other resources. Although agricultural trade is important for meeting global food demands, it is not consistently beneficial to the local environment when considering agricultural resources use efficiency. This study is expected to improve our understanding of agricultural trade impacts to the agricultural resources and support the sustainable development of global agriculture.
Study on the Agricultural Land Transfer Embodied in Inter-Provincial Trade in China

Abstract:The research on the land resources embodied in the inter-regional economic linkages is of great significance for the ecological compensation and sustainable use of the cultivated land. We constructed a model to estimate the agricultural land transfer embodied in inter-regional trade by using the agricultural land footprint model and the multi-regional input–output model. Taking China as an example, using a 2017 multi-regional input–output table and agricultural land and production data, we evaluated the agricultural land footprints embodied in the inter-provincial demand–supply chain in China and explored their characteristics, revealing the balance of income and expenditure that makes up the agricultural land footprint in each region. The results show that: (1) In 2017, China’s total agricultural land footprint was 557.63 million ha2. Developed areas such as Shandong, Guangdong, and Jiangsu in the East generally had a greater footprint than the underdeveloped areas in the west. Provinces with more agricultural land do not necessarily have larger agricultural footprints. (2) The Agriculture, Hunting, Forestry, and Fishing industry and the Food, Beverages, and Tobacco industry were the main two sectors that contributed to the agricultural land footprint for each province, accounting for more than 60% of the total agricultural land footprint in China. (3) The embodied agricultural land transfer between regions showed two main directions on the whole: one was from north to south and the other from west to east, reflecting the transfer law of movement from the less developed regions to those that were more developed.

An Overview of Arable Land Use for the World Economy: from Source to Sink Via the Global Supply Chain

Abstract:As an extension of a previous work (Chen and Han, 2015a), this study explored the arable land use of the world economy from source of exploitation to sink of final consumption via the global supply chain, by means of embodiment accounting that includes the indirect feedbacks associated with both intermediate and primary inputs. In magnitude, the global transfer of arable land use is estimated to be around 40% of the total direct exploitation. The connections as well as imbalances of major economies in intermediate and final trades of arable land use are discussed. Canada, Australia, Argentina, Pakistan and African regions turn out to have a massive deficit of arable land use in both intermediate and final trades. In contrast, the United States, Japan, Mainland China, the United Kingdom, Germany and France obtain a surplus of arable land use in both intermediate and final trades by land displacement in those net exporters. Indices in terms of arable land use self-sufficiency rate by source and that by sink are devised. For India as the biggest source region, around 20% of the arable land resources exploited locally are for final consumption abroad. For the United States as the largest sink region, around 40% of its arable land use originates from foreign regions led by Canada. For Japan as the biggest net importer in both intermediate and final trades, over 90% of its arable land use comes from foreign economies led by African and Asian regions. For sustained development, regions are suggested to be more adapted to the global supply chain based on their behaviors in both intermediate and final trades of arable land use.
Tension of Agricultural Land and Water Use in China's Trade: Tele-Connections, Hidden Drivers and Potential Solutions

Abstract:Interregional trade can potentially extend the management of scarce resources beyond a region's territory along supply chains. Here we combined the multiregional input-output model with structural decomposition analysis to reveal the distant connections of agricultural land and water use as well as the drivers behind their variations in China. Our results show that trade-embodied agricultural land use increase by 2.3-fold and 2.5-fold for virtual agricultural water use flows from 2002 to 2012. The water-starved northern China with abundant agricultural land is the main exporter of virtual (also called trade-embodied) agricultural land and water. Moreover, the role of the virtual water use importers and exporters were determined by the availability of land, rather than water resources. Based on scenario analysis, we found that if agricultural water use efficiency of north China reached the world's top-level but agricultural land use efficiency remained unchanged, the virtual water flows would be reduced by 32% and only water resources, not agricultural land, would be able to sustain future economic development. Our findings may provide significant information for potential solutions to China's regional water shortage from a land-water nexus perspective.

Abstract:Closely related to food supply, arable land use has been extensively studied, especially regarding booming global trade activities. However, the analysis on trade patterns of arable land use, particularly in terms of intermediate use and final demand, is still lacking. To shed light on the complex arable land use relationships among economies, the global supply chain of arable land use is intensively explored in the present work by a systems multi-regional input-output analysis for the year of 2010, with focus on the trade patterns from the perspective of production and consumption. Global arable land use embodied in international trade is estimated near one third the global arable land use, and that embodied in intermediate use is almost twice that embodied in final demand. Arable land use trade patterns are noted in terms of production-based imports/exports and consumption-based imports/exports. Most notably, Mainland China is shown as the leading production-dominated importer. With regard to other large economies, Canada is found as a production-oriented exporter, in contrast to Australia as a consumption-oriented exporter. Japan is identified as a production-oriented importer, while the United States is a consumption-oriented importer. As heavy trade imbalance is revealed prevailing not only between countries and regions but also between intermediate products and final goods, the study to explore global supply chains of arable land use can provide essential policy making implications for security and sustainability in arable land use and food supply on both global and regional scales. Abstract:Abstract Food security concerns and the scarcity of new productive land have put productivity enhancement of degraded lands back on the political agenda. In such a context, salt‐affected lands are a valuable resource that cannot be neglected nor easily abandoned even with their lower crop yields, especially in areas where significant investments have already been made in irrigation and drainage infrastructure. A review of previous studies shows a very limited number of highly variable estimates of the costs of salt‐induced land degradation combined with methodological and contextual differences. Simple extrapolation suggests that the global annual cost of salt‐induced land degradation in irrigated areas could be US $ 27.3 billion because of lost crop production. We present selected case studies that highlight the potential for economic and environmental benefits of taking action to remediate salt‐affected lands. The findings indicate that it can be cost‐effective to invest in sustainable land management in countries confronting salt‐induced land degradation. Such investments in effective remediation of salt‐affected lands should form part of a broader strategy for food security and be defined in national action plans. This broader strategy is required to ensure the identification and effective removal of barriers to the adoption of sustainable land management, such as perverse subsidies. Whereas reversing salt‐induced land degradation would require several years, interim salinity management strategies could provide a pathway for effective remediation and further showcase the importance of reversing land degradation and the rewards of investing in sustainable land management.

Abstract:Land resources do not flow directly but can be allocated as "embodied land" in goods and services during economic globalization. The term "embodied arable land" can help link local land allocation strategies to the global and national supply chains and trade activities, and suggest new lens in optimizing arable land allocation. China is facing a serious arable land shortage, especially in municipal administrative areas. Based on the nested input-output analysis (Nested IOA), this work takes Shanghai as an example, exploring the allocation of direct and embodied arable land of an urban economy within the process of economic globalization. The amount of embodied arable land associated with Shanghai economy is 6.09 Mha, broken down into local arable land use (0.20 Mha), domestic inflows (3.20 Mha) and foreign inflows (2.69 Mha). This area supports local final demand (4.32 Mha), domestic outflows (1.24 Mha) and foreign outflows (0.53 Mha). Land-related imbalances emerge in the study, namely the economy's demand versus the city's size, the arable land demand versus supply, and embodied arable land inflows versus outflows. Regarding the role of the urban economy in allocation of global arable land under economic globalization, on the one hand, Shanghai has intensively involved with a large amount of embodied foreign arable land resources, and has been heavy dependent on foreign embodied arable land; On the other hand, there is still large potential for Shanghai to take the opportunity of economic globalization for an optimal allocation of direct and embodied arable land. Policy suggestions on taking the opportunity of economic globalization for an optimal allocation of direct and embodied amble land are put forward.

Abstract:Food systems are among the leading causes for transgression of planetary boundaries globally, which define the safe operating space for humanity. We quantify unsustainable environmental impacts of food systems, indicated by the transgression of national-scale planetary boundaries (i.e., the safe operating space for food production in each country), from both production and consumption perspectives of 189 countries/regions around the world. A multi-regional input-output model is used to map the global transfers of the national-scale transgression of planetary boundaries, including freshwater use, land change, and biogeochemical flows (nitrogen and phosphorus). Our results show that China is a major global unsustainable water and nitrogen exporter and an unstable land and phosphorus importer. This means that water and nitrogen uses in China are used to support food demands in other countries, and food consumption in China requires unsustainable land and phosphorus uses elsewhere. In contrast, the US is a major exporter of unsustainable water, land, and nitrogen uses but only an importer of unsustainable phosphorus for food consumption. Globally, compared to a counterfactual scenario where there is no food trade among any countries, food trade saves massive transgressions of planetary boundaries (270 km3 of water, 18 million tons of nitrogen, 7 million tons of phosphorus, and 5,431 million km2 of land). Alleviation of national-scale planetary boundary transgression has been achieved primarily in the US, China, Saudi Arabia, etc., while aggravation was incurred in Pakistan, Australia, Argentina, and so forth.

Abstract:Water can be redistributed through, in physical terms, water transfer projects and virtually, embodied water for the production of traded products. Here, we explore whether such water redistributions can help mitigate water stress in China. This study, for the first time to our knowledge, both compiles a full inventory for physical water transfers at a provincial level and maps virtual water flows between Chinese provinces in 2007 and 2030. Our results show that, at the national level, physical water flows because of the major water transfer projects amounted to 4.5% of national water supply, whereas virtual water flows accounted for 35% (varies between 11% and 65% at the provincial level) in 2007. Furthermore, our analysis shows that both physical and virtual water flows do not play a major role in mitigating water stress in the water-receiving regions but exacerbate water stress for the water-exporting regions of China. Future water stress in the main water-exporting provinces is likely to increase further based on our analysis of the historical trajectory of the major governing socioeconomic and technical factors and the full implementation of policy initiatives relating to water use and economic development. Improving water use efficiency is key to mitigating water stress, but the efficiency gains will be largely offset by the water demand increase caused by continued economic development. We conclude that much greater attention needs to be paid to water demand management rather than the current focus on supply-oriented management.
Understanding of Regional Trade and Virtual Water Flows: The Case Study of Arid Inland River Basin in Northwestern China

Abstract:Living with the increasingly severe water stress has currently become a crucial concern in the arid inland river basin in northwestern China. Despite water scarcity, water consumption in the basin has been on the rise, due to improvement in the standards of living and a rapid growth of the basin population over the past few decades. We present the first analysis of virtual water flows across all economic sectors within arid inland river basin in northwestern China, the area with the geopolitical importance of China’s Belt and Road Initiative, and with domestic importance as a major agricultural producer and trade power. Results show that the arid inland river basin in northwestern is an absolute net exporter (gross exports greater than gross imports). Approximately, 72.3% of water consumption in the basin is for exported commodities, with the biggest export flows of virtual water being associated with agricultural production. The traded volumes of virtual water have been increasing progressively over the years. It is important to note that the basin produces and exports water-intensive products but imports water non-intensive commodities as the basin in northwestern China where the water scarcity is a problem and the environment is negatively affected. This opens the domain question of whether environmental damage in the arid basin caused by water consumption is worth the socioeconomic benefits. We highlight the major role of economic scale in increasing virtual water changes in the basin over the time period of around 10 years. Demand for water use in agriculture will continue to increase as a result of growing population and economic growth. Environmental demands for water will also vie for scarce water supplies in the future. A better detailed understanding of regional trade and virtual water flows within arid inland river basin in northwestern China can in turn help decision-making processes when trying to promote appropriate policy measures, reflecting local water scarcities, water prices and ecological health concerns.
