Abstract:This paper took the policy of China' Air Pollution Prevention and Control Action Plan as an exogenous shock to reflect the change in environmental regulation intensity. By matching environmental policies with micro data of listed companies in China, this paper explored the effect and mechanisms of environmental regulation on enterprise green innovation. Through constructing difference-in-difference (DID) and difference-in-difference-in-difference (DDD) models, we found the following to be the case: (1) Environmental regulation had a significant positive effect with the green innovation level of Chinese listed companies. (2) Compared with non-regulated industries, this policy has led to a significant increase (5.4%) in the amount of firms' green patent applications in regulated industries, and the promoting effect was more obvious in key areas that are strictly controlled by this policy. (3) Compared with non-state-owned enterprises, it had a stronger impact on the green innovation of state-owned enterprises. (4) Mechanistic analysis showed that China's environmental regulation can play a resource compensation effect by increasing environmental protection subsidies for enterprises' green innovation behaviors. Additionally, it can force firms to increase investment in environmental pollution governance by raising pollution penalties, thus exerting the forcing effect. This paper provides new evidence for Porter's hypothesis and can provide a reference for developing countries promoting green innovation through environmental policies and regulations.

Abstract:Innovation and green are the directions to promote the circular economy and environmental sustainability at the corporate level. This paper examines the impact of environmental regulation (pollution charge) on green technology innovation and the mediating role of corporate environmental responsibility. Our results indicate that: (1) Environmental regulations stimulate manufacturing enterprises' environmental responsibility and green technology innovation. It is worth noting that corporate environmental responsibility strengthens the relationship between environmental regulation and green technology innovation. (2) Further investigation reveals that R&D expenditure and environmental investment have greatly strengthened the positive effect of environmental regulation on green technology innovation. (3) With more detailed disclosure about enterprises' environment-related information, the more outstanding stimulation effects of environmental regulation. Discussions on the features of enterprise location have revealed that, if the goal of environmental protection is set too high or if the fiscal decentralization is too strong, implementation of environmental regulation would not achieve desirable results. Accordingly, we need to optimize the collection of environmental taxes, strengthen the enterprises' environmental responsibility, and increase investment in R&D and environment protection. Meanwhile, the execution of environmental regulation should also take into account the institutional environment and governance features of the enterprise locations.
Advances in SPECT imaging with respect to radionuclide therapy.

Abstract:Radionuclide therapy is gradually becoming more important as a therapy option in various diseases. Nuclear medicine imaging plays an important role in this, before, during and after the therapy. Single photon emission computed tomography (SPECT) imaging can be used to predict therapy response, calculate doses delivered to the tumour and the surrounding organ, check radiopharmaceutical distribution and follow-up this distribution in time. On a technological level, radionuclide imaging in a therapy setting shows some particularities and issues to be resolved. Accurate quantification is important but is hampered by attenuation, scatter from different energy peaks and from bremsstrahlung photons, septal penetration, partial volume effects etc. Some of these issues are discussed in this paper. A technique specific for therapy imaging is bremsstrahlung imaging, which can be used if the therapeutical agent is a pure beta emitter. Quantitative bremsstrahlung imaging is particularly challenging due to the complicated nature of the energy spectrum of these photons. Some work towards quantitative bremsstrahlung imaging is discussed here. Finally, some recent technical advances relevant to this field are pointed out. On the software side, Monte Carlo simulations seem to have a great potential for accurate quantitative SPECT reconstruction and subsequent patient specific image based dose calculations. Concerning hardware, the availability of SPECT-CT technology may have a large impact in imaging in radionuclide therapy. Novel detector technologies such as solid-state detectors may also prove to have significant advantages in this field.
Environmental regulation and technological innovation: evidence from China

Abstract:We analyze the real effects of the environmental regulation on technological innovation using an air pollution reduction governance policy promulgated in China under the 12th Plan in 2012. We treat the Air Pollution Prevention Policy as a quasi-natural experiment that is plausibly exogenous to the firms' innovation policy and thus use the difference in difference (DID) as an identification strategy in our analysis. We provide evidence that environmental regulation substantially promotes innovation productivity. Our findings reveal that this impact is more pronounced for state-owned firms, pollution-intensive industries, and high-tech-intensive industries. We uncover three possible underlying economic mechanisms through which the air pollution reduction policy impacts innovation. We show that government financing, external governance from the capital market, and R&D intensity are three underlying economic channels through which environmental regulation promotes technological innovation. Collectively this study's policy implication is that industrial policies that promote greener environments can enhance economic performance.
Analysis of the Influence of Heterogeneous Environmental Regulation on Green Technology Innovation

Abstract:Since its reform and opening up, China's economy has undergone rapid development and has experienced problems such as the overexploitation of resources and the destruction of the ecological environment. To achieve a balance between economic growth and environmental protection and to follow the sustainable development path, China must implement corresponding environmental regulation policies and vigorously encourage enterprises to pursue green technology innovation. In this paper, environmental regulation is divided into command-and-control, market incentive and voluntary participation. Command-and-control environmental regulation is measured using the entropy method and the logarithm of the pollution discharge fee income in each region is used as the measurement index of market-incentive environmental regulations. At the same time, the logarithm of the number of environmental protection proposals planned by the National People's Congress and the number of environmental protection proposals planned by the CPPCC is used as the measurement index of voluntary participation in environmental regulations. Based on a regression equation of the effects of environmental regulations on green technology innovation, this paper uses the two-step system GMM method to analyze the panel data of industrial enterprises larger than a designated size in 30 provinces, autonomous regions and municipalities in China from 2006 to 2017. Moreover, the paper compares the effects of command-and-control, market-incentive and voluntary participatory environmental regulations on green technology innovation. The empirical results show that command-and-control environmental regulations initially have an inverted U-shaped effect on green technology innovation and market incentive and voluntary participatory environmental regulations have a U-shaped effect on green technology innovation. A comparison of the three environmental regulation policies shows that the effect of command-and-control environmental regulation is more significant.

Abstract:Understanding the impact and mechanisms between new media environment, environmental regulation and corporate green technology innovation are crucial to achieve environmentally inclusive growth of sustainable development goals. Based on the sample of Chinese A-share listed companies in the heavily polluting industries for the period 2010–2020, this paper investigates the impact of the new media environment and environmental regulation on corporate green technology innovation. The empirical results indicate that (i) the new media environment can motivate heavily polluting enterprises to meet stakeholder demands and significantly improve their corporate green technology innovation; (ii) heterogeneous environmental regulatory instruments (pollution charges and environmental protection subsidies) can jointly improve the green technology innovation of corporations through pushback and compensation effects; and (iii) effective environmental regulation tools can strengthen the stakeholder relationship between the government and enterprises, enhance the resource preparation and dynamic capabilities of heavily polluting enterprises to respond to public opinion crises, and thereby positively moderate the promotion of new media environments on green technological innovation. Our findings help identify new drivers of corporate green technology innovation and confirm the combined effects of the new media environment and environmental regulation in stimulating corporate green behavior, which can facilitate the construction of ecological civilization.

Abstract:The proposal of the "double carbon" goal of "carbon peak, carbon neutralization" highlights the determination of China's green and low-carbon development. Carbon capture is one of the essential ways to reduce carbon dioxide (CO2) emissions and cope with climate change. Then, how to improve the green innovation capability of organizations and promote the transformation and upgrading of enterprises with green development is a practical problem that needs to be dealt with quickly. This paper uses multiple linear regression to investigate the impact of environmental regulation on corporate green innovation and explores the mediating effect of corporate environmental investment and the moderating effect of corporate digital transformation. The analysis results show that government environmental regulation can effectively enhance the green innovation of enterprises and environmental investments play an intermediary role. However, the development of environmental regulation in China is still relatively backward, and its positive incentive role needs to be further played. As a result, the government should strengthen environmental legislation while also accelerating system development, increasing corporate investment in environmental protection, and raising protection awareness among companies using digital network technology.

Abstract:Whether environmental regulations are conducive to improving green innovation in water pollution-intensive enterprises (WPIEs) is of guiding significance for China's protection of the water ecosystem environment and sustainable economic development. This study regards the implementation of the "Ten-point Water Plan" (TWP) policy in 2015 as a purely exogenous event for enterprises and employs a quasi-experimental method to fill this gap based on the panel data of Chinese listed companies from 2010 to 2019. The results reveal that TWP policy has significant negative effects on the green innovation of WPIEs, the main mechanism of which is increased compliance costs. In addition, a heterogeneity analysis shows that the negative effect is stronger for green innovation activities with higher costs and for WPIEs subject to stricter environmental regulations. This paper provides new evidence against the weak Porter hypothesis and implies that WPIEs are likely to purchase technologies and equipment to reduce wastewater emissions rather than green innovation, which means incentive-based measures should be taken to foster green innovation in the environmental policymaking process.

Abstract:This paper uses firm-level panel data to study the quasi-experiment of China's low carbon city (LCC) pilots and to estimate the dynamic impact of environmental regulations on firms' trade-offs between green innovation and digital innovation. The results indicate that environmental regulations lead to an increase in firms' green innovation in the short run and promote firms' digital transformation in the long run. Moreover, the key factors influencing firms' trade-offs are their size and the pollution levels of their primary businesses, highlighting the importance of both capability and immediacy for firms when making decisions. Furthermore, the event study shows that environmental regulations initially impact firms' profits in heavily polluting industries in the short run. However, environmental regulations can gradually enhance those profits in the long run by reducing marginal costs and upgrading industrial structures in treated regions. This paper provides insights for a deeper understanding of firms' heterogeneous choices and dynamic effects of innovation behaviors.

Abstract:As an important indicator of sustainable development, industrial eco-efficiency (IEE) has aroused growing attention from governments all over the world including China, in recent decades. The Chinese government has introduced numerous environmental regulations; however, the environmental pollution issue does not appear to have been solved. Moreover, although several earlier studies have shown that environmental regulations may promote innovation, there is no consensus on their ultimate effects on IEE. Therefore, this study took a critical look at the connection between environmental regulations and IEE in 36 Chinese sub-sectors from 2009 to 2018. Based on the weak Porter hypothesis (weak PH) and strong Porter hypothesis (strong PH), this paper constructed two panel regression models and conducted group analysis by pollution intensity to check the relationships among environmental regulations, technological innovation, and IEE. It was found that environmental regulations can improve technological innovation and IEE, but these impacts vary across different pollution groups. Specifically, environmental regulations have a U-shaped or inverted U-shaped relationship with technological innovation and IEE. Of the 36 sub-sectors, 26 prove the existence of the Weak PH while 10 verify the Strong PH, indicating that environmental regulations generally advocate technological innovation for most sub-sectors but only promote IEE in a few sub-sectors at present. Finally, differentiated policy implications for environmental regulations and technological innovation are provided for decision-makers.

Abstract:As the world becomes more concerned about carbon emissions, the Chinese government, which is a large contributor to carbon emissions, has also begun to pay attention to the issue of carbon emissions. Environmental regulatory policies have been implemented to improve the environment, but are these policies really conducive to improving firms' eco-innovation performance? This paper empirically investigates the relationship between environmental regulation policies and firms' eco-innovation performance in China and finds that: firstly, environmental regulation in China is inadequate and that manufacturing eco-innovation performance is generally low; secondly, there is a U-shaped relationship between environmental regulation policies and firms' eco-innovation performance; thirdly, there is significant industry and regional heterogeneity in the induced effects of environmental regulation tools; and fourthly, there is a mediating effect of industrial agglomeration on the promotion of firms' eco-innovation performance. The conclusions of this paper are: firstly, that the Chinese government should continue to improve environmental regulations and strictly enforce them so that green becomes the colour of 'economic recovery'; secondly, that the Chinese government should develop scientific and reasonable environmental regulatory policies according to local conditions; thirdly, that Chinese companies should increase their spending on research and development; and fourthly, that the Chinese government needs to optimise the industrial layout and support mechanisms. The Chinese government should play an active role in industrial agglomeration in technological innovation.

Abstract:In the post-COVID-19 era, environmental pollution has been a serious threat to public health. Enterprises are in urgent need of enhancing green technology innovation as the main source of pollutant emissions, and it is necessary for governments to support green innovation of enterprises to reduce pollutant emissions and promote public health. In this context, this paper investigates whether the Ambient Air Quality Standard (AAQS) implemented in 2012 in China contributes to green innovation of enterprises, to provide implications for environmental protection and public health. By using panel data of Chinese A-share listed companies from 2008 to 2020, this study adopts the difference-in-difference model to analyze the policy impact of environmental regulation on green innovation of enterprises and its internal mechanism. The results show that AAQS has significantly improved the green innovation of enterprises. Furthermore, AAQS affects the green innovation of enterprises by virtue of two mechanism paths: compliance cost effect and innovation offset effect. On the one hand, AAQS leads to an increase in production costs of enterprises, thus inhibiting green innovation activities of enterprises. On the other hand, AAQS encourages enterprises to increase R&D investment in green technology, thus enhancing their green innovation. In addition, the impact of AAQS on firms' green innovation has heterogeneous characteristics. Our findings not only enrich the studies of environmental regulation and green innovation of enterprises but also provide policymakers in China and other developing countries with implications for environmental protection and public health improvement.

Abstract:Digital green innovation (DGI) is crucial for high-pollution enterprises to improve green performance. However, there is a paradox regarding the impact of environmental regulations on DGI, primarily due to the varied effects of diverse regulatory tools. To resolve this paradox, based on Neoclassical Economics and the Porter Hypothesis, we empirically examine the influence of heterogeneous environmental regulations on DGI using a sample of high-pollution enterprises in China. The conclusions indicate that environmental protection tax has a pushing-forward effect on DGI, while environmental protection subsidy has a crowding-out effect. Moreover, enterprises' resource base and technological innovation capability positively moderate the impact of environmental protection tax. External pressure, internal incentives, pandering to governments, and managerial opportunism have mediating effects. Our research offers a new perspective to resolve the paradox of the effect of environmental regulations on DGI, explores potential mechanism as well as boundary condition, and proposes a new way of measuring DGI of enterprises with patents. Accordingly, we offer valuable policy recommendations about the formulation of environmental regulations, the facilitation of DGI, and the advancement of China's ecological civilization.

Abstract:Green innovation is the central pillar of green transformation of economic development. To boost green innovation, the stimulation of heavily polluting enterprises to increase green investment is essential. This paper investigates how the introduction of environmental regulations influence high polluting enterprises’ green investment and compares the different policy responses for enterprises with various degree of financial constraints. Our results suggest that the Chinese government could design customized environmental policies for different types of enterprises and modify these policies in time accordingly. In addition, the government should provide additional assistance for high polluting enterprises by providing environmental subsidies and tax reductions to strengthen incentives for green innovation.

Abstract:Abstract Environmental regulations stimulate Chinese listed companies to engage in green technology innovation. Moreover, the internal attributes of listed companies such as ownership form, the nature of the industry and locations affect the role of environmental regulations on green technology innovation. This paper selects data on Chinese-listed A-share enterprises from 2010-2019 and constructs a S-GMM model to analyze the impact of environmental regulations on green technology innovation through internal attributes of firms. The empirical results show that, first of all, in the sample period, tight environmental regulations hinder green technology innovation carried out by listed enterprises in state-owned heavy polluting industries in eastern China, and there is no innovation compensation effect. Secondly, green technology innovation in the previous period does not significantly promote green technology innovation in the current period. Finally, overvaluation of listed companies by investors encourage Chinese listed enterprises to engage in green technology innovation, especially among non-state-owned listed companies in non-heavy polluting industries. The findings of this paper provide empirical support for environmental regulation policy recommendations, that foster economic growth and promote green and low-carbon industrial transformation in the direction of high-quality development of the economy.

Abstract:This article selects 2992 Chinese heavily polluting listed companies on the Shanghai and Shenzhen stock markets from 2014 to 2022 as research samples and conducts a natural experiment based on the implementation of the Environmental Protection Tax Law in 2018. The empirical study investigates the impact of the implementation of the Environmental Protection Tax Law on green innovation in heavily polluting enterprises using the difference-in-differences method. The research finds that the levy of environmental protection tax is beneficial for improving the level of corporate ESG performance, thereby enhancing the green innovation capability of heavily polluting enterprises. At the same time, the promotion of green innovation levels in heavily polluting enterprises by the Environmental Protection Tax Law mainly depends on strategic green innovation rather than substantive green innovation. Moreover, the impact of environmental protection tax on enterprises of different natures and scales varies significantly. Environmental protection taxes have notably enhanced green innovation levels more in state-owned enterprises than their non-state-owned counterparts. Similarly, large-scale enterprises have seen a more substantial increase in green innovation due to environmental protection taxes than smaller enterprises. In addition, corporate ESG performance plays a mediating role in the impact of environmental protection taxes on green innovation in heavily polluting enterprises. From the dual perspectives of environmental protection taxes and corporate ESG performance, this paper proposes ideas for the improvement of green innovation levels in heavily polluting enterprises. At the same time, it provides empirical evidence for the economic consequences of environmental protection taxes and corporate ESG performance and suggests that enterprises improve their green innovation system and enhance the quality of ESG information disclosure. The government is improving the system of environmental taxation and ESG information disclosure, enhancing public awareness of environmental protection, and exercising supervision over energy supply.

Abstract:To extend the Porter hypothesis, this study defines environmental regulation in terms of two dimensions (i.e., industry and region) and explores their roles in R&D investment and innovation performance. We focus on how environmental regulation affects firms' innovation performance directly and whether it promotes or impairs the relationship between R&D investment and innovation performance. Based on a quantitative analysis of panel data from Chinese technology-intensive manufacturers, the results show that, first, R&D investment has a direct positive effect on firms' innovation performance. Second, industrial regulation negatively affects innovation performance, while regional regulation facilitates innovation performance. Third, regional regulation plays a negative moderating role between R&D investment and innovation performance; however, the industrial regulation's moderating effect is positive. This paper provides guidance for corporate innovation under mandatory environmental regulations. Future research may consider introducing voluntary environmental regulations into the theoretical framework.

As China's export products have been pollution-intensive in recent decades, stringent environmental regulations have been applied to export products. Environmental regulation will squeeze out a firm's expense on innovation and impact its productivity through the cost effect and innovation offset effect. However, the overall impact on productivity change is uncertain because of the trade-off between the two effects. This study explores the relationship between the innovations of export firms and environmental regulation using the panel data of export firms in 18 industrial industries. The impact of the implementation of the Law of Promoting Cleaner Production on the innovation of export firms in industries with different pollution intensities has been studied using the difference-in-differences method. The findings show that environmental regulation has a negative impact on the innovation of export firms. Export destinations create a difference in innovation performance. Environmental regulation tends to have a positive impact on the innovation of firms whose major markets are developed countries. Compared with light pollution-intensive industries, the Law of Promoting Cleaner Production has reduced the innovation ability of export firms in heavy and medium pollution-intensive industries. Therefore, when formulating environmental policies, regulators should consider the impact of such policies on the innovation of export enterprises and formulate a reasonable intensity of environmental regulations to achieve a win–win situation vis-à-vis improving the ecological environment and enhancing the innovation ability of export enterprises.

Abstract:<p>Faced with the dual constraints of resources and the environment, green technology innovation has become an important measure to solve the development challenges of heavily polluting industries. From the perspective of institutional regulation theory, this paper studies the impact of direct environmental regulation on green technology innovation in Chinese listed companies of heavily polluting industries by using the Panel Poisson fixed effect model. Besides, the heterogeneity of ownership and industry is discussed. The results indicate that direct environmental regulations exert a strong and significant incentive effect on green technology innovations in heavily polluting industries. Regarding the heterogeneity of enterprise ownership, direct environmental regulations were found to be more significant to the green technology innovations of state-owned listed companies in such industries. Considering industry heterogeneity, compared with labor-resource intensive industries, direct environmental regulation can effectively encourage green technology innovations in technology-capital intensive industries. This study provides a policy basis for promoting environmental governance and green technology innovation in China's heavily polluting industries.</p>

Abstract:Environmental, social, and governance (ESG) ratings are gaining momentum in China, but their capacity to induce green innovation among heavy polluters remains to be proven. Based on the green patent data from listed heavy-polluting enterprises in China from 2010 to 2020, this paper empirically analyzes the mechanism of ESG ratings and their impact on green innovation using a multi-temporal double-difference method. The findings indicate that ESG ratings effectively promote green innovation in heavily polluting firms. The mechanism test reflects that ESG ratings can enhance the enterprises' green innovation capacities by alleviating their financing constraints and enhancing their corporate risk-taking abilities. Further analysis reveals that the incentive effect of ESG ratings on green innovation lies in considering both source control and end-of-pipe management by addressing their environmental responsibilities and actively engaging in green innovation activities. This facilitative effect is more significant in non-state-owned enterprises (NSOEs) and large-scale enterprises. Overall, these insights provide empirical evidence to advance green innovation in heavy-polluting enterprises.
