Abstract:Bulk coal combustion in rural households is a major contributor to PM2.5 pollution in Northern China[1,2].To promote the energy transition and reduce bulk coal combustion for heating in rural areas,China initiated the Winter Clean Heating Action Plan in Rural Northern China in 2017,hereinafter referred to as rural clean heat-ing(RCH)[3].The 2+26 region,comprising Beijing,Tianjin,and 26 other municipalities in the surrounding area(Fig.S1 online),is the key implementation area for the RCH.During the 13th Five-Year Plan period,approximately 25 million rural households underwent clean heating retrofitting[4],with an investment exceeding 110 billion CNY contributed by both the central government and local governments for the construction of clean heating facilities and the provision of residential subsidies[5].Previous literature shows that the RCH has significantly improved air quality in Northern China[6].

Abstract:Using individual-level panel data representative of Chinese residents, this study examines in detail the relationship between temperature and subjective well-being (SWB). We first find that a 1 degrees C increase in temperature anomalies (difference between current and historical temperature) causes a 0.02 decrease in SWB (2% of 1 S.D.). Second, we present evidence of climate inequality along socioeconomic status (SES) as SWB of better educated, and higher-income Chinese residents are less affected by temperature anomalies compared to their lower SES counterparts. Closer examination reveals that adaptation mechanisms such as ownership of air-conditioners, automobiles, and indoor work help to alleviate adverse impacts of temperature anomalies. Lastly, for better comparison, we express our findings as monetized damages. We compute that a 1 degrees C increase in temperature anomalies causes damages equivalent to around 6.9% of income. However, these damages are mostly driven by Chinese from the lower-SES stratum as their damages are equivalent to around 9.6% of income compared to no damages for the high-SES group. Similarly, when translated into elasticity, we find that temperature-induced damages reduce by around 2% for every 1% increase in average income.

Abstract:With increasing awareness of the importance of thermal comfort, occupants, even those living in a mild climate, show rising demand for space heating. The question remains which heating system has a better environmental performance when it is utilized to meet moderate heating need. This paper presents a comparison of distributed and centralized heating systems with respect to the life-cycle greenhouse gas emissions. The heating systems are sized for a typical apartment in Hangzhou, China, where daily average low temperature is above 0°C. Results show that air-source heat pump renders lower greenhouse gas emissions compared to centralized heating.

Abstract:To promote clean heating in rural areas, hundreds of billions of subsidies have been granted to boost its competitiveness in China. However, such high subsidies exacerbate the government's fiscal deficit while undermining the sustainability of clean heating. Therefore, we employ real options approach to evaluate the economic and environmental benefits of clean heating under multiple uncertainties and explore optimal phase-out paths of subsidies in the Beijing-Tianjin-Hebei (BTH) region. Results show that: i) without subsidies, raw coal with improved stoves is more cost-effective for heating than cleaner energy sources; ii) under the current subsidies, rural residents in Beijing and Tianjin are inclined to use air source heat pumps with fan coils, while using clean coal or electric heaters with thermal storage in Hebei province, except Zhangjiakou; iii) purchase subsidies for clean coal, natural gas heaters, and electric heaters with thermal storage can be removed immediately without delaying the best clean heating renovation timing; but operating subsidies need to be phased out; iv) phase-out paths of subsidies for air source heat pumps vary with the terminal radiators. The findings have significant policy implications not only for the BTH region but also for the whole northern China, and offer insights for future research.

Abstract:Aiming to alleviate air pollution and carbon emissions from heating, Northern China mandatorily converted household heating energy from coal to electricity ( Coal to Electricity ), natural gas ( Coal to Gas ), and clean coal ( Clean Coal Replacement ). Based on large-scale household survey data in Beijing, this study provides a cost - benefit analysis of the transition program and distinguishes between social and private benefits. The results show that all three programs improve the welfare of society and households. Compared to the Clean Coal Replacement program, Coal to Electricity and Coal to Gas programs provide higher environmental benefits while bringing about larger costs, and thus the benefit-to-cost ratios are lower. We also find that private net benefits are lower than social net benefits, and household satisfaction with the programs is positively determined by private net benefits rather than social net benefits. Furthermore, households with lower income and larger housing areas are more likely to be harmed by the programs by a larger burden from the heating energy transition. These findings call attention to inequity issues during the household energy transition.

Abstract:Clean heating renovation is important for optimizing the regional energy structure and improving the quality of the atmospheric environment in Northern China. According to survey data of 1298 rural households in the “coal-to-gas” reform in Hengshui of Hebei Province, in this paper, we construct a clean heating subsidy model which focuses on clean heating choices, the reburning rate, and the subsidy cost. The key parameters affecting farmers’ choice of clean heating, including the lifeline, classification of rural households, and gas price elasticity, are estimated. Furthermore, we simulate changes between the existing and new subsidy policies, including the impact on the welfare of rural residents. We present the following findings: (1) under the current subsidy standard, the level of gas heating lifeline in Hengshui is 700 m3, the proportion of low-gas-consumption households is approximately 47.38%, and the reburning rate ranges from 47.38% to 63.80%; (2) under a new subsidy standard which we designed to ensure that households will not reburn the coal, the optimal subsidy value is 1.23 CNY/m3, the optimal subsidy volume is 970 m3, and the total subsidy demonstrates an increase of 46.21%; and (3) the government’s subsidy standards should focus on low-income households.

Abstract:Due to the severity of climate change, the Chinese government has committed to the carbon neutrality target. Winter heating is a major source of carbon emissions in northern China, and it is urgent to promote the adoption of clean heating in northern rural areas. With indoor-survey data, both two-stage regression and structural equation modeling were used in this study to figure out the exact driving factors and causal relationships of rural households' energy choices considering subjective factors that may influence the energy choices and willingness to pay . Results contradict the energy ladder hypothesis and conclude that it might be caused by energy consumption habits and fuel stacking strategy. Both demographic characteristics and education level have a significant effect on heating energy choices. As for residents' willingness to pay for clean heating, it shows that households' environmental perceptions, socioeconomic status, and demand for policy subsidies play an important role. Our results make a strong case for policies that shape residents' low-carbon values, promote technological innovation in clean energy, and set reasonable subsidies for clean heating to encourage a clean heating transition.

Abstract:<p>Traditional rural residential household heating in winter in northern China has caused great burden to green development due to overdependence on scattered coal and other non-renewable energies that are major contributors of environmental pollution. Clean heating policy has been constantly altering this situation ever since its implementation in 2017, but there are some worries about the overdependence on fiscal subsidy to complete the transformation. The present study was based on a survey carried out in 2018 in one of the pilot cities for the policy in order to explore whether perceptual factors instead of actual subsidy shape public acceptance of clean heating indicated by satisfaction and willingness to pay (WTP). The results revealed that perceived fiscal subsidy turns out to be the only perceptual factor that has positive significant association with satisfaction when controlling for household annual income and education, and that adoption of electric heating causes more satisfaction compared with other types of clean heating. Meanwhile, perceived fiscal subsidy is also positively associated with WTP. Based on our findings, we provide insights at the group and the individual level for the governments to better adjust and conduct clean heating policy as well as future sustainable programs in rural areas.</p>

Abstract:Cities in China have undergone considerable transformation in recent decades with unprecedented economic growth, rural to urban migration and a rapidly emerging middle class all contributing to increased energy consumption. In this context, we investigate the inability of urban households in the cold climate zone in northern China to access sufficient domestic energy services, and thus their vulnerability to energy poverty, focusing upon heating provision. Results of a questionnaire survey of households in the urban area of Beijing (n=880) are analysed using Latent Class Analysis, a methodologically novel approach to developing a typology of energy poverty. The analysis highlights vulnerabilities that increase the likelihood of a household being unable to access adequate heating in the home in this context. Despite provision of state-subsidies for heating in cities in northern China, a mechanism that might be anticipated to buffer households from energy poverty, these do not shield from the cold those households that lack access to efficient and flexible networked infrastructures, or a high quality, built environment. Our findings represent the first detailed study of energy poverty in relation to heating in this geographical context and have significant implications for domestic policy-making concerned with energy poverty, residential energy efficiency and energy consumption. Abstract:In China, increasing attention is being dedicated to residential heating issues in the hot summer and cold winter (HSCW) climate zone because of rising living standards. One particular issue that is still under discussion is whether district heating should be developed in this region. This study provides a brief summary of the status of residential heating in the HSCW climate zone and characterizes its key features. Two local surveys involving 1800 questionnaires were taken during the winters of 2013 and 2014, and 48 households were used as case studies. In the case studies, the energy consumption of each heating device was measured and the temperature and CO2 concentrations in each room were monitored over one heating season. A number of families (371) were also asked to measure the temperature and CO2 concentrations of their households during the 2013 survey. Through this investigation, several conclusions were reached. 1) Energy used for heating in this region is still low; the cost is around 1.5 RMB/m(2) and the use of electricity is around 3 kWh(E)/m(2) (one-tenth of the district heating average in north China). 2) Indoor thermal environments need to be improved. The typical indoor temperatures were around 12 degrees C in unheated homes and around 15 degrees C in heated homes. 3) The use of heating devices in this region is intermittent and partial, and a variety of devices is used. 4) The behavior of occupants is the main factor that causes differences in heating-related energy use in the HSCW region. Spatial variations of PM2.5 emissions and social welfare induced by clean heating transition: A gridded cost-benefit analysis

Abstract:Clean heating (CH) is regard as a key strategy to address the serious air pollution problem in northern China. A "one-fit-all" CH strategy will harm social welfare and engender resistance, due to the differences in heating habits and residents' income between urban and rural areas. To solve this problem, a 5 km × 5 km gridded cost-benefit analysis model for CH is build. Taking the case city as an example, an improved CH solution integrating multiple heat sources is proposed. By utilizing ISH resources, which are low-cost and low-emission-intensity, the improved solution reduces heating-induced PM2.5 emissions to one-fifth, and achieves higher net social benefits than existing CH strategies. Moreover, the spatial distributions of PM2.5 emission reductions and indoor and outdoor health benefits induced by CH strategy, including coal-to-gas/electricity and the improved strategy we propose, are simulated; revealing that the spillover effects of pollutants make CH will somewhat inevitably bring about a transfer of social welfare from rural areas to urban areas, but this can be compensated by opposite direction subsidies.

Abstract:The early retirement of coal-fired power plants to achieve climate goals creates significant challenges for heating systems, especially in regions heavily reliant on coal-fired combined heat and power (CHP). While China has access to abundant heating alternatives, the effects of measures taken to meet climate goals on household heating burden remain largely unexplored. Here we project the spatiotemporal evolution of CHP heating capacity, urban heating demand and residential heating costs in northern urban China under different climate goal scenarios. We found that the heating loss from the early retirement of coal-fired power plants is equivalent to the heat provided by installing solar photovoltaic heating on at least 17.8% of European Union rooftops. Further analysis showed that replacing CHP heating with clean alternatives will disproportionately increase residential heating costs, particularly in economically disadvantaged areas. These findings underscore the potential social risks and injustices when implementing coal retirement strategies. We should formulate policies to address this issue to facilitate the transition towards clean and affordable space heating.

Energy financing, energy projects retrofit and energy poverty: a scenario-analysis approach for energy project cost estimation and energy price determination

Abstract:The research aims to determine the nexus of energy projects retrofit and poverty under two scenarios: energy project cost estimation and energy price determination. Households in rural areas of northern China are now required to switch from coal to cleaner heating options, including natural gas and electricity, as part of a government-led clean heating initiative. This initiative significantly increased the heating expense for participating homes, even when substantial subsidies were applied. We surveyed a large number of northern Chinese households to learn more about the rise in energy insecurity that has been attributed to government action. Our research shows that switching to electricity and gas from coal considerably worsens energy poverty in several ways, whereas switching to clean coal improves the situation. According to an econometric study, changes in energy poverty reveal heterogeneity in several ways. There is little change in Beijing, while the considerably less developed province of Hebei to the north sees a 75% rise. Energy poverty is more common in families with poorer incomes, lower levels of education, and smaller sizes. People who lack resources to insulate their homes will feel the effects more acutely. These results support the idea that low-income families would suffer disproportionately under a "one policy for all" mandate. For policymakers working on energy transition strategies for a low-carbon economy, it highlights the need to consider the distributional impact.

Abstract:To mitigate health and environmental effects from coal-based home heating, the Beijing Municipality has implemented a programme in 3,700 villages that subsidizes electric heat pumps and electricity, and bans coal. Here, we estimate this programme's impact on household energy use and expenditure, well-being and indoor environmental quality by comparing treated and untreated villages in three districts that vary in socioeconomic conditions. We find that, under this programme, households in high- and middle-income districts eliminated coal use with benefits to indoor temperature, indoor air pollution and life satisfaction. In a low-income district, the policy had partial effectiveness: coal use was contingent on household wealth, and there were fewer benefits to the indoor environment and negative impacts on well-being. These results suggest that a rapid household energy transition can be effective, but it is essential to appropriately control subsidies and fine-tune supports to limit transitional hardships for the less affluent.

Abstract:Understanding households’ attitudes and willingness to pay (WTP) for clean heating can provide a scientific basis for decision-makers to assess the potential to develop clean heating, choose heating methods, and formulate subsidy standards in the region. In this paper, the double-bounded dichotomous contingent valuation method—modified by the spike model—was used to better estimate the actual WTP of households through a sample survey of 456 households in rural areas of Yongcheng City, China, in 2021. The factors influencing attitudes and WTP were examined to reveal mechanisms of accepting clean heating. The results showed that 94.96% of households were willing to pay for clean heating. The annual WTP was 1071 yuan per household, more than eight times the current heating cost. Factors that affect clean heating attitudes do not necessarily affect the WTP. Specifically, gender, length of time spent living at home, and family income had significant influences on WTP, whereas the educational level, adaptive perceptions in relation to environmental perceptions, and the recognition variables for gender equality in energy consumption had a significant impact on attitudes. It is worth noting that elderly people and females were identified as vulnerable groups in the implementation of clean heating.

Abstract:In this paper, the winter indoor thermal environment of dwellings in China's Hot Summer – Cold Winter (HSCW) climate region has been investigated by on-site measurement. And the driving forces of the heating requirements of residents in HSCW area has been scrutinized by heteroskedasticity-robust Ordinary Least Square analysis. It is found that in HSCW area, the average internal temperature is 13.5 °C for the living room and 12.7 °C for the bedroom, leading to an uncomfortable indoor thermal environment, markedly colder than that in the UK, which has similar winter climate. Through the investigation of the occupant heating behavior, it was found that domestic heating is operated part-time-part-space and triggered by both time and temperature in the HSCW area. 10 °C is found to be the lowest acceptable internal temperature without heating. The poor indoor thermal environment observed in HSCW area is mainly due to the short heating operation duration (averagely 1.9 h per day for the living room and 1.4 h for the bedroom). Income, presence of child, heating system and thermal experience markedly influence occupants' heating requirements. However, the education is not a statistically significant factor. The rebound effect is observed in HSCW area when analyzing the effects of building energy efficiency on indoor thermal environment.
Heating transition in the hot summer and cold winter zone of China: District heating or individual heating?

Abstract:Heating transition in the hot summer and cold winter zone is crucial for China's energy transition towards carbon neutrality. However, future heating solutions for this region remain debated, particularly whether to use district heating. This study proposes an analytical framework for this region to compare district heating with individual heating from a novel energy system perspective. Taking Shanghai as an illustrative case, this study simulates and compares five heating solutions based on energy systems for 2019, 2030 and 2060, considering future trends of energy transition. The results reveal that switching to a clean district heating system from the current individual heating system has the potential to save energy by up to 1.4 % and reduce emissions by up to 3.9 %. Moreover, this strategy could result in a cost reduction of 0.2 % and a biomass saving of 5 % in a carbon-neutral energy system of 2060. Sensitivity analyses confirm the desirability of the clean district heating system for achieving carbon-neutrality in terms of energy and cost savings. Therefore, district heating should not be outside the heating strategy for the hot summer and cold winter zone, and the proposed analytical framework is suggested to be applied in heat planning for this region.

Abstract:Clean, low-carbon energy transition has been a global trend in pursuing climate mitigation and sustainable development, with residential heating being an essential component. Despite its substantial climate, environmental, and health benefits, the social impacts of residential energy transition are insufficiently understood. Based on a difference-in-differences design, we identify the causal effects of a large-scale clean heating policy on public perceptions of their social status in northern China. We find substantial improvement in individuals' social status immediately following the heating renovation, which is robust over a set of empirical specifications but diminishes in the long term. The transition benefited not only those directly experiencing renovation but also others in the same areas. The improved social status was driven by perception of higher income and bettered health condition. The findings indicate a sustainable and inclusive transition of clean heating, and call for additional measures to maximize its social benefits.

Abstract:Space heating energy consumption in urban residential areas of the hot summer and cold winter zones (HSCW) in China has increased dramatically during the last decade. Large-scale surveys and in-depth measurements of residential heating consumption is important to monitor trends. More importantly, a macro energy model that reflects the current status and that can be used to analyze future scenarios is needed. In this paper, a bottom-up model was established, and the results show the total energy consumption in the HSCW and the influences of building envelops, heating equipment efficiency, and especially occupant behavior on energy use. Related technical and policy suggestions were analyzed in different scenarios. Presently, energy consumption for heating in urban residential areas of the HSCW is relatively low, but is increasing rapidly, so the establishment of superior national building energy efficient designs requires attention. The findings suggest that the district heating network would not be feasible for the HSCW and decentralized heating should be the major heating method employed. Besides building efficiency, appliance efficiency should also be improved. Lastly, residents' behaviors in regards to the opening of windows can significantly influence energy use and should be carefully considered by policy makers and engineers.

Abstract:Proponents of distributive justice with regard to energy hold that every household has the right to affordable access to energy. However, when passively participating in clean energy reform policies, households, and especially low-income households, are often forced to use energy beyond the scope of affordability, resulting in distributive injustice. However, research on the quantitative estimation of injustice in energy distribution is still rare. In this paper, an evaluation model of energy vulnerability and distributive justice is established through the "reverse deduction method," and the change value of energy vulnerability before and after energy reform is used to calculate the loss value of distributive justice, which is used as the basis for energy policy evaluation. Taking the policy of replacing coal with natural gas for rural heating in Gaocheng District, Hebei Province, China as a case study, the value of lost distributive justice is calculated. The results show that 34.51% of households experienced distributive injustice after the energy reform, while 19.34% of households improved their energy vulnerability and achieved energy justice through energy subsidy policies. However, 46.15% of households were able to adapt to the energy reform independently without subsidies, which indicates a waste of resources in the energy subsidy policy. The policy implication of these results is that differentiated energy subsidy policies should be implemented according to household energy vulnerability, so as to maximize the policy benefits on the premise of ensuring justice in household energy distribution and minimizing injustice. The empirical study proves that the method of assessing injustice in energy distribution based on the "reverse deduction method" of energy vulnerability is feasible and a new attempt.
