Abstract:Because of the COVID-19 outbreak, the supply of both essential and non-essential goods and services has been unprecedentedly disrupted. In the absence of any playbook, the need for innovative technologies to aid recovery from the Supply Chain (SC) disruptions quickly and effectively becomes persistent. The study aims to develop an innovative decision-making technology to handle the supplier selection problems arising from the frequent impreciseness and incompleteness in the nowadays' SC reports within the framework of the gresilient supply chain management. Through the integration of green and resilience aspects of the SCs, the supply chain 'gresilience' has been conceptualized. In light of this construct and based on the data collected from a manufacturing firm, the study deploys a two-fold decomposition of the core algorithm of the Ordinal Priority Approach (OPA), one for attributes and other for alternatives. It extends the OPA to the Fuzzy OPA (OPA-F) for solving the supplier selection problems. The study illustrates how green and resilience aspects of the SC can be integrated to better understand the gresilient suppliers in the wake of the SC disruptions. A novel construct of SC Gresilience is also furnished along with a novel definition of SC Gresilience. It also provides an innovative SC decision-making technology to help procurement managers to evaluate their suppliers. The resultant framework can help them better prepare for the COVID-19 like disruptions in the future.

Abstract:Organizations need to evaluate project proposals and select the ones that are the most effective in reaching the strategic goals by considering sustainability issue. In order to enhance the effectiveness and the efficiency of project oriented organizations, in this paper a new multi-objective decision making (MODM) approach of sustainable project portfolio selection is proposed which applies interval-valued fuzzy sets (IVFSs) to consider uncertainty. In the proposed approach, in addition to sustainability criteria, other practical criteria including non-financial benefits, strategic alignment, organizational readiness and project risk are incorporated. The presented approach consists of three main parts: In the first part, a novel composite risk return index based on the IVFSs is introduced and used to form the first model to evaluate the financial return and risk of the proposed projects. In the second part, a new risk reduction compromise ratio model is introduced to evaluate projects versus non-financial criteria. Finally, an MODM model is presented to form the overall objective function of the approach. In order to make the approach more suitable for real-world situations, a group of applicable constraints is included in the proposed approach. The constraints are based on limitations and issues existing in practical project portfolio management. Due to importance of uncertainty and risk in project portfolio selection, they are addressed separately in three parts of the approach. In the first part, a novel downside risk measure is introduced and applied to assess financial risk of projects. In the second part of the approach, not only project risk is accounted for as a criterion, but also a new method is introduced to control and limit the risk of uncertainty and to use the advantages of IVFSs. Finally, the proposed IVF-MODM approach is applied to select the optimal sustainable project portfolio in real case study of a holding company in a developing country. The results show that the approach can successfully address highly uncertain environments. Moreover, risk has been fully explored from different perspectives. Eventually, the approach provided the decision makers with more flexibility in focusing on financial and non-financial criteria in the selection process.

Abstract:In project portfolio selection (PPS) management, one of the main goals is the optimal management of projects with the least risk and the highest commercial value under risk considerations. Hence, this study considers the weight of each decision criterion, their impacts, and also the uncertainty in decision making. By taking into account all those assumptions, this paper seeks to conduct a PPS with aiming of maximizing the average value as the performance of each project, the rate of development of each project and minimizing the risk of interruption in the implementation of selected projects. The strategic goal of this study is to select robust project portfolios in the long run for less replacement. Accordingly, for attaining all goals, a combined method developed in three stages of PPS; first the weight of criteria from the F-AHP method is determined, next the F-TOPSIS method is used to calculate the relative scores for the projects, and finally a scenario-based robust multi-objective mathematical programming model is considered. This paper has been encountered with two challenges and complexity which is solved by the hybrid method based on the Multi-Choice Goal Programming with Utility Function (MCGP-UF) and the particle swarm optimization (PSO) algorithm (hybrid PSO-MCGP-UF). The results show an improvement in the solution time and the quality of the responses of the proposed method, which helps decision-makers at all stages of the PPS to achieve robustness portfolios in less time.

Abstract:Purpose This study aims to develop a framework for the optimal selection of construction project portfolios for a construction holding company. The objective is to minimize risks, align the portfolio with the organization's strategic objectives and maximize portfolio returns and net present value (NPV). Design/methodology/approach The study develops a multi-objective genetic algorithm approach to optimize the portfolio selection process. The construction company's portfolio is categorized into four main classes: water projects, building projects, road projects and healthcare projects. A mathematical model is developed, and a genetic algorithm is implemented using MATLAB software. Data from a construction holding company in Iraq, including budget and candidate projects, are used as a case study. Findings The case study results show that out of the 34 candidate projects, 13 have been recommended for execution. These selected projects span different portfolio classes, such as water, building, road and healthcare projects. The total budget required for executing the selected projects is $64.55m, within the organization's budget limit. The convergence diagram of the genetic algorithm indicates that the best solutions were achieved around generation 20 and further improved from generation 60 onwards. Practical implications The study introduces a specialized framework for project portfolio management in the construction industry, focusing on risk management and strategic alignment. It uses a multi-objective genetic algorithm and risk analysis to minimize risks, increase returns and improve portfolio performance. The case study validates its practical applicability. Originality/value This study contributes to project portfolio management by developing a framework specifically tailored for construction holding companies. Integrating a multi-objective genetic algorithm allows for a comprehensive optimization process, taking into account various objectives, including portfolio returns, NPV, risk reduction and strategic alignment. The case study application provides practical insights and validates the effectiveness of the proposed framework in a real-world setting.

Abstract:"The COVID-19 pandemic" and "digital transformation" are prevailing mega-trends of volatile, uncertain, complex, and ambiguous world. Pandemic made organizations to employ strategies for "surviving, resilience , and thriving" for different periods. Digital transformation motivates organizations to grasp disruptive opportunities by conducting innovation, R&D projects. This study addresses "Which innovation and R&D projects can drive digital transformation in a construction organization, and meet its organizational criteria for survival, resilience, and thriving?" The significant issue with evaluating R&D projects is the lack of "quantitative data." The current study proposes a novel performance measurement framework based on the Ordinal Priority Approach (OPA), which considers decision-makers' preferences as "ordinal data." The proposed model considers various degrees of importance for periods during performance measurement, handles any number of criteria and decision-making units (DMUs), while Data Envelopment Analysis (DEA) has some limitations regarding the number of DMUs compared to the number of criteria, Moreover, proposed OPA-based framework receives positive and negative criteria without the need of transforming the data. Comparing OPA and Ordinal Data Envelopment Analysis (DEA) through a pilot experiment shows that the OPA-based framework is straightforward to use, with more reliable outputs.

Abstract:Purpose This study aims to develop a model for project portfolio selection considering organizational goals such as budgets, sustainability cash flow and reinvestment strategy under an uncertain environment. Design/methodology/approach A multi-objective mathematical programming model is proposed for project selection, which takes the social, environmental and financial aspects into account as the objectives of the project portfolio selection problem. The project evaluation and selection process in one of the large capitals in the Middle East with numerous urban construction projects was considered as a real case study, in which the subjects of environmental and social sustainability are of great importance. Then, the most significant criteria for project evaluation and selection based on sustainability were identified and ranked using the fuzzy best-worst method (BWM). Findings The criterion of “defining clear and real objectives” was ranked first, “project investment return period” was ranked second, “minimum changes in the predicted range” was ranked third, and the other ten sustainability indicators were ranked as well. Next, the presented mathematical programming model was solved using the augmented e-constraint method. The sensitivity analysis indicated that increasing the amount of investments in projects would increase their net present value. Also, increased investment had no effect on sustainability, while decreased investment caused sustainability to not being optimal. Originality/value This study focuses on the impact of the amount of investments on projects, and the associated costs of sustainable projects. Further to the authors' knowledge, there has been no relevant study taking uncertainty into account. Also, very few studies proposed a mathematical programming model for the project portfolio selection problem. Moreover, this research uses the brainstorming and Delphi method to identify the sustainability indicators influencing the organization and screens the evaluation indicators. Furthermore, the weights of the evaluation indicators are determined using the fuzzy BWM based on the consistency of opinions.

Abstract:The increasing development of trade activities and the high frequency of destructive events in the business environment have exposed organizations to various disruptions and operational risks that adversely affect their financial and operational performance. Organizations must, therefore, adopt enterprise risk management approaches to manage risks and prevent/mitigate potential losses. This study proposes a novel quantitative risk management framework based on organizational resilience and business continuity planning for service-based organizations. The proposed framework includes a multi-objective model to cope with disruptions by employing optimal preventive and mitigation action plans. The inherent uncertainty of parameters is tackled using a modified version of the light robust approach. This study aims to adopt an optimal portfolio of resilience strategies and business continuity plans to minimize the average loss in the organization's operational performance and the total post-disruption recovery time and maximize the total recovery capability of the resilience strategies and continuity plans and the number of time intervals with desirable performance based on business continuity management indicators. An e-payment service provider is also examined as a case study to ensure the reliability and applicability of the proposed model. Based on the results, adopting proper resilience strategies and business continuity plans can improve an organization's capability in managing destructive events and help the organization achieve a viable competitive advantage in the turbulent business environment.

Abstract:Resilience is an attribute of communities, and is supported by community building sectors (occupancy types) with different functionalities. Evaluating community resilience and functionality requires the establishment of new metrics and their quantification. This study introduces a methodology to consider how the interdependencies in functionality among different building sectors impact community resilience. Four building sectors that provide essential functions to a community, i.e. housing, education, business and public services, are considered. The percentage of people in a community who dislocate following a disaster as a result of the physical damages to buildings is selected as the resilience metric in this conceptual study. A framework is further developed to determine the optimum strategies for retrofitting community building portfolios as a whole in order to achieve an overall community resilience objective expressed in terms of the threshold value of the community resilience metric identified above. Finally, the methodology to quantify community functionality and the associated retrofit optimization algorithm are illustrated using a simplified hypothetical community building portfolio in China exposed to potentially severe earthquakes, in which the objective is to achieve a predetermined functionality level when financial constraints may be present. Abstract:As a major concern of chief managers in each organization, project portfolio selection has a special place in their responsibilities. To assist managers in making decisions, applicable optimization models play an essential role in such processes. In this regard, this paper provides a stochastic optimization model for a project portfolio selection problem under different scenarios. Providing the novelty in the model along with making it closer to reality, the interdependency between revenue and cost of projects is considered. Due to the inherent uncertainty of parameters, the revenue and cost of each project, as well as contributed capital, follow triangular fuzzy parameters. Contrary to the previous model, the appreciation of assets is considered in the proposed model as the other novelty of the proposed model. To tackle the uncertainty of parameters, a robust possibilistic approach is used, which has been first-ever devised in such problems. Being both optimistic and pessimistic approaches available for decision-makers, a new measure is introduced to make the model inclusive. Moreover, by considering the confidence level as both parameter and decision variables, the robust possibilistic programming approach is adopted to solve the proposed model. Using the new proposed measure, the optimal average value of robust model are obtained under different confidence level. Finally, solving the optimization model, the results are provided by implementing the realization for uncertain parameters, and regarding the obtained results, discussions are made to provide some insights to the managers.

Abstract:The suppliers' performance plays a vital role, with a domino effect, in project success, organizational competitiveness, protecting supply chain and construction industry from disruptions and PESTEL risks (political, economic, social, technological, environmental, and legal). Therefore, measuring the performance of the construction suppliers has become the primary focus of project-oriented organizations and the core of business decision-making, especially during global megatrends. The question that may arise here is, "How can the performance of the construction suppliers be determined under uncertainties considering the post-COVID-19 era?" Organizations need eligible suppliers for the rapid recovery of the supply chain and construction sector at this critical stage. Given the importance of the issue, this study aims to propose a novel approach for measuring the performance of construction suppliers using the fuzzy ordinal priority approach (OPA-F). OPA-F is a recent development in multiple criteria decision-making (MCDM) that can determine the criteria weights for performance measurement using fuzzy linguistic variables. We do not always have access to a complete data set in real-world situations and business environments. Nevertheless, OPA-F can handle this dilemma, even with incomplete input data. This research intends to consider three main aspects of the construction suppliers, known as (L-A-D) capabilities, including localization, agility, and digitalization. In this regard, we bring up a case study from the construction industry to demonstrate the application of the proposed framework. The findings show that the most critical criterion is "digitalization" for the case study. This criterion covers "supply chain automation" and "virtualization and dematerialization" of services/products. The proposed approach is practical and straightforward, particularly for academicians and decision-makers; it can also incorporate uncertainties.
A Robust Optimization Model For Project Portfolio Selection With Information Uncertainty

Abstract:For the project portfolio selection problem with information uncertainty, traditional methods such as deterministic programming and stochastic programming are not applicable. Under uncertain data, to pursue an absolutely optimal solution is impossible and hence robust solutions are more rational since they remain "close" to optimality (i.e., solution robust) and "almost" feasible (i.e., model robust) for all data scenarios. Therefore, a new modeling approach is needed to provide such robust recommendations. In this paper, a robust optimization mathematical programming model is developed for project portfolio selection with information uncertainty. Introducing the uncertain parameters (e.g., project's return, demand for a certain resource, and etc) into a general deterministic zero-one model, the robust optimization formulation problem is seriously addressed. Robust solutions can then be obtained and analyzed. The trade-off between the probability of solution's feasibility and the loss of optimality is also discussed. A case is used to illustrate the application of the proposed model.

Abstract:To date, the selection of a project portfolio that maximises the decision-making outcome remains essential. However, existing research on project synergy has mainly focused on two projects, while there are multiple projects in some cases. Two kinds of synergies among multiple projects are proposed. First, multiple projects must be selected together, in order to produce synergy. Second, some projects depend on synergy with other projects, leading to a synergetic increase in performance. Furthermore, we present strategic synergy, with benefits, resources, and technology, which is quantified for a procurement project concerning a COVID-19 pandemic recovery plan. A design structure matrix is used to describe the technology diffusion among the projects. Then, strategic alignment is utilised to measure the strategic contribution of projects. Next, a portfolio selection model considering uncertainty is established, based on the strategic utility. Finally, our results indicate that selecting projects considering multi-project synergy is more advantageous.

Abstract:Part I of this two-part paper introduced a building portfolio recovery model (BPRM) to forecast the stochastic recovery process of building portfolios within a community following an extreme hazard event. The BPRM models restoration of individual building-level functionalities as a discrete state, continuous time Markov Chain, while it models portfolio-level recovery by aggregating the building-level restoration processes in both temporal and spatial dimensions. In this paper, we illustrate the implementation of the BPRM to project the building portfolio recovery of a mid-size community following a predefined scenario earthquake. The recovery analysis integrates the engineering process of building reconstructions with available community resources and social-economic characteristics of different population groups. The spatial variations in recovery speed in different residential zones within the community reflect the disparities in resourcefulness and recoverability of homeowners with different social and economic status. In addition, sensitivity studies are performed to investigate the capability of the BPRM to quantify the impact of candidate pre-disaster mitigation strategies on the building portfolio recovery time and trajectory, illustrating the potential use of the BPRM in supporting risk-informed community resilience planning. Abstract:Today, according to the occurrence of numerous disasters in allover over the world, designing the proper and comprehensive plan for relief logistics has received a lot of attention from crisis managers and people. Besides, considering resilience capability along with operational and disruption risks leads to the robustness of the humanitarian relief chain (HRC), and this comprehensive framework ensures the essential supplies delivery to the beneficiaries and is close to real-world problems. The resilience parameters used for the second objective are obtained by a strong Best Worst Method (BWM). Another supposition of the model is the consideration of uncertainty in all stages of the proposed problem. Moreover, the multiple disasters (sub-sequent minor post disasters) which can increase the initial demand are considered. Furthermore, the proposed model is solved using three well-known metaheuristic algorithms includes non-dominated sorting genetic algorithm (NSGA-II), network reconfiguration genetic algorithm (NRGA), and multi-objective particle swarm optimization (MOPSO), and their performance is compared by several standard multi-objective measure metrics. Finally, the obtained results show the robustness of the proposed approaches, and some directions for future researches are provided.

Abstract:This research has concentrated on the project portfolio selection (PPS) in the petroleum industry. In this study, the PPS has been treated as a multi-attribute decision-making (MADM) problem; therefore, a hybrid framework comprising five MADM techniques has been proposed to tackle this problem. Several MADM techniques have been integrated to acquire more reliable decisions and consequently to decrease the risk of failure in the decision-making process. Since the proposed methodology is an MADM-based framework, there was a need to discover the influential attributes on selection of petroleum projects. In this respect, the literature of the PPS has been comprehensively reviewed and the most influential attributes have been detected. Sustainable development has been a concern for the researchers; hence, the sustainability-related attributes have been embraced in the decision-making process as well. To strengthen the practicality of the developed framework, the Delphi method has been employed to gather and converge the viewpoints of experts on the identified attributes. The Kruskal–Wallis statistical test has been implemented to compute the weights of the attributes. Having determined the influential attributes and their weights, the embedded MADM techniques in the proposed framework have been implemented to prioritize the potential petroleum projects of a real case study. To obtain the ultimate ranking of alternatives, the proposed framework consolidates the outputs of the aforementioned techniques through using the Copeland method. This paper has also proposed a mixed-integer mathematical formulation for the PPS problem to assess the precision and validity of the results delivered by the decision-making framework. Comparing the outputs of the proposed framework and the model revealed that the developed framework is capable of providing credible outcomes. Furthermore, several sensitivity analyses have been performed to demonstrate the robustness of the framework.

Abstract:Project portfolio selection is a multi-criteria decision-making process that is always accompanied by important decisions with uncertainty. Considering the existence of different data in the field of various projects, the use of data-driven approaches to evaluate and select projects in previous studies has been neglected. To cover this gap, the purpose of this study is to provide a hybrid data-driven framework for selecting investment projects in the telecommunication industry. To do this, first by reviewing the theoretical literature and surveys of experts, project evaluation criteria through sustainability paradigm as well as strategic issues are identified, and then with the best–worst fuzzy approach (FBWM), the weight of each criterion is determined. According to the FBWM findings, the most important criteria identified include initial capital requirements, initial revenue, number of specialists employed, energy consumption reduction, and market share increase. After identifying the important criteria, using data envelopment analysis (DEA), the performance of each project was determined separately for each year. Then, based on project labels specified by DEA, the efficiency of projects is measured and evaluated with a forward-looking view through machine learning algorithms such as random forest and support vector regressors. Results show that both models can predict the project performance appropriately, while the random forest regressor has the highest evaluation metrics in both train and test sets. So, the managers could use these results for more efficient project selection.

Post-COVID-19 Recovery: An Integrated Framework of Construction Project Performance Evaluation in China

Abstract:With the lifting of the COVID-19 lockdown, the construction industry is gradually moving towards a new normality. This study aims to evaluate the construction project performance in the post-COVID-19 pandemic context and proposes a roadmap framework to achieve project recovery in China. This paper follows a sequential mixed methodology with three core steps. First, the critical success factors (CSFs) and key performance indicators (KPIs) are derived from literature reviews and expert interviews. Second, the study conducts a questionnaire survey with 150 experts. Third, the research implements factor analysis and analytic hierarchy process (AHP) analysis for CSFs and characteristics and comparative analysis for KPIs. Based on the results, the study employs structural equational modelling (SEM) to connect the CSFs and KPIs and develop a roadmap towards the post-COVID-19 pandemic recovery of the construction projects. The study identifies 32 CSFs and 25 KPIs and categorises them into five clusters, respectively. The SEM analysis suggests that management and technological innovation significantly contribute to achieving enterprise strategic goals and advancing industrial development. The consistency of project goals and external expectations also positively affect the satisfaction level of stakeholders and social impact. In addition, the AHP clarifies that the stability of the external environment, the internal support, and the adequacy of resources are critical drivers to the post-COVID-19 recovery of construction projects. This research proffers a roadmap towards the project recovery of the construction industry in the post-COVID-19 era by connecting the performance indicators and their critical success drivers. The findings would guide comprehensive design and construction, project life cycle management, and assist in dealing with public health emergencies in construction project management to maximise the organisation’s profits and positive social impact.

Abstract:Successful implementation of construction projects worldwide calls for a set of effective risk management plans in which uncertainties associated with risks and effective response strategies are addressed meticulously. Thus, this study aims to provide an optimization approach with which risk response strategies that maximize the utility function are selected. This selection is by opting for the most appropriate strategies with the highest impact on the project regarding the weight of each risk and budget constraints. Moreover, the risk assessment and response strategy of a construction project in Iran as a case study, based on the global standard of the project management body of knowledge (PMBOK) and related literature, is evaluated. To handle the complexity of the proposed model, different state of the art metaheuristic algorithms including the ant lion optimizer (ALO), dragonfly algorithm (DA), grasshopper optimization algorithm (GOA), Harris hawks optimization (HHO), moth-flame optimization algorithm (MFO), multi-verse optimizer (MVO), sine cosine algorithm (SCA), salp swarm algorithm (SSA), whale optimization algorithm (WOA), and grey wolf optimizer (GWO). These algorithms are validated by the exact solver from CPLEX software and compare with each other. One finding from this comparison is the high performance of MFO and HHO algorithms. Based on some sensitivity analyses, an extensive discussion is provided to suggest managerial insights for real-world construction projects.

Abstract:Construction firms often struggle with working capital issues and liquidity crises. These challenges may adversely affect project performance, relations with trading partners, and supply chain management. Various solutions have been developed to build financial resilience and stabilize core business operations. Among them, Supply Chain Finance (SCF) helps buyers and suppliers go beyond conventional banking systems to optimize cash flow and access to low-cost funding. Promisingly, SCF can be powered by blockchain innovations and create new forms of " Decentralized SCF ." Due to the topic's novelty, "blockchain-enabled SCF solutions" has not been explored by existing studies in construction context. The current study focuses on "What are the challenges of SCF solutions, and how can blockchain address identified issues for the sustainability of the construction industry?". To solve above multiple-criteria decision-making (MCDM) problem, we propose a novel Ensemble Ranking Model based on the Ordinal Priority Approach (OPA) . The developed model can efficiently aggregate the outputs of various MCDM methods and assign weight to each method objectively. We also execute pilot testing to assess the efficiency and applicability of the proposed Ensemble Ranking Model in a real business environment. The results from the case study show that "lack of reliable and timely information" and "inadequate trust, commitment, and collaboration among parties" can be problematic in supply chain finance, which blockchain features can alleviate. Finally, we will discuss how the synergy between SCF and blockchain can enhance the sustainability of the construction industry.

Abstract:This study proposes the implementation of decision making tools in quantifying and ranking resilience initiatives.The objective of this study was to build a flexible model capable of assessing and ranking any resilience dimension, like initiatives, projects and indices.The model used is in the study is called Simple Multi-Attribute Technique (SMART), the simplest form of Multi-Attribute Utility Theory.SMART offers a simplified and easy to use approach.The benefit of the SMART model lies on how simple the scoring criteria of alternatives and weights of these criteria are established.They can be defined by the decision maker by building a hierarchy and then assign scores to each of them.Otherwise, a set of formulas exist to compare or help the decision maker asses these weights based on the same hierarchy (importance) he previously built.Three criteria were used in the SMART model: Time (the amount of months required or planned to complete a project), Cost (budget for each intervention) and Phase (if the project is either completed or still in planning, design or construction).After evaluating these projects with the SMART model, a comparison was made by assessing the same projects through their functionality curve, which is described by the drop in functionality (the cost of projects was used to describe this value) and the time required to complete a specific project.The study highlights the difference between these two seemingly similar models and their different results to then add a third component of calculation, the Social Impact of these projects.This dimension was added because it was recognized that the output of the previous models only took into consideration their performance, and not their impact in the quality of the urban space they are surrounded by.The case study for this approach was New York City and its ongoing recovery projects post Hurricane Sandy.The projects are part of four main Initiatives: Infrastructure, Buildings, Coastal Defense and Neighborhoods.
