Abstract:Studies on quantifying the energy conservation and emission reduction (ECER) effects of industrial symbiosis are mostly confined to micro-level industrial parks or regions, and few are on national level. Focusing on the symbiosis system formed by the iron and steel industry, the thermal power industry, the cement industry, and the social sector in China, this article aims to clarify the contribution of this nationwide industrial symbiosis system to China's total industrial ECER potential and to identify optimal symbiotic technologies that should be emphasized on from 2020 to 2030. By combining traditional bottom-up model and lifecycle material metabolism theory, this article simulates the technology structure of this symbiosis system. By clarifying the ECER mechanisms of different types of symbiotic technologies, this article evaluates the ECER effect of each symbiotic technology as well as the performance of the overall symbiosis system. The results show that: (1) this nationwide industrial symbiosis system can save 35.7 million tons of coal equivalent, and reduce 189 kt of SO2 emissions, 139 kt of NOx emissions, and 64 kt of PM emissions. These ECER effects contribute to 18-43% of China's national industrial ECER targets, which are larger than the potential of promoting energy efficiency technologies and end-of-pipe technologies in each single industry; (2) reutilizing solid wastes from the thermal power industry and the social sector as cementitious materials, as well as recovering iron and zinc from metallurgical dust are key symbiotic fields between 2020 and 2030. Three types of differentiated technology promotion suggestions are put forward.

Abstract:Industrial symbiosis (IS) is an important tool to achieve green development for industrial parks. It is necessary to evaluate the IS performance for monitoring and managing the development of IS system. This study proposed an integrated framework to assess the IS performance based on the energy-intensive industrial park. Firstly, we established a Conceptual model of symbiotic coupling of three industries (iron and steel, thermal power, and cement). Then, the conceptual model was applied to extend the existing IS system in the energy-intensive industrial park. Finally, the IS performance of the extended IS system was evaluated. We verified this framework in Red flag cannel park (RFCP). The IS performance assessment in RFCP found that the existing IS activities produced significant multiple benefits and environmental impact reduction. For example, the existing IS activities produced 970.20 kt of low-carbon benefits, which accounted for 19% of the CO2 emissions in RFCP. However, after extending the existing symbiotic system combined with the conceptual model proposed in this study, we found that there still was a large amount of symbiotic potential (the reuse of waste heat, BF slag, gypsum) waiting to be developed in RFCP. In addition, we also found that the resilience of existing IS network in RFCP was weak and need to be further perfected. In general, in the further development and perfection of IS system in RFCP, the manager should not only focus on the development of IS activities among energy-intensive enterprises but also strive to foster more influential enterprises to enhance the anti-risk ability of IS network. The result indicates the integrated framework can provide support for the development and perfection of IS system in energy-intensive industrial parks.

Abstract:The low–carbon transition of iron and steel industry is vital for meeting China's CO2 emission reduction targets. Industrial symbiosis provides important opportunities for CO2 abatement in China's integrated steel mills (ISMs). A set of methodological rules were proposed for quantification of CO2 abatement from industrial symbiosis. We defined both cleaner production inside an ISM and synergistic measures with other enterprises as symbiotic measures, and classified them into three groups. Three methods were proposed for quantifying CO2 emission reduction under different data conditions. A case was designed on the basis of a typical ISM in China. The calculation results of our case showed that: 1) the three most effective symbiotic measures for CO2 abatement were blast furnace gas (BFG) recycled on site as fuel and sold off site, coke oven gas (COG) recycled on site as fuel and sold off site, and blast furnace (BF) slag sold to cement industry; 2) at present utilizations of gaseous and solid waste/byproducts far outweighed the use of sensible heat in terms of their contributions to CO2 abatement, which also indicated the abundant potentials in sensible heat recovery; 3) cleaner production inside an ISM contributed more to CO2 abatement than symbiotic measures with other enterprises did, which proved the arguments of other studies. The calculation and analyses of the case tested the applicability of our definition and methodological rules, and provided a reference result for related research. Finally, suggestions were provided for improving the contribution of industrial symbiosis to CO2 abatement in ISMs in China.

Abstract:Accelerating the construction of ecological civilization in the industrial field and guiding the transformation of industry toward a green direction have become a national development strategy. Promoting the coordinated development of energy‐intensive industries such as steel, cement, and power is a key breakthrough in achieving the green transformation of various industries. This study has designed a steel–cement–power polygeneration system with the collaborative utilization of solid waste resources as the ecological link point. Four scenarios, including business‐as‐usual, optimization of product structure, low‐carbon technology application, and policy advancement (PAD), were established to assess the overall energy‐saving and emissions reduction potential of the steel–cement–power polygeneration system from 2015 to 2050. The results show that product structure adjustment and industrial symbiosis have a significant impact on energy saving and emission reduction of key industries. In 2050, the total energy consumption and carbon emissions of the polygeneration system could reach 38,697.64 PJ and 3766.73 Mt CO2. Based on the scenario analysis, the production and use of solid waste in the polygeneration system and the economic benefits are also discussed. Under the PAD scenario, by 2050, the proportion of fly ash as cement raw material will increase to 41%, while the supply of blast furnace slag may be insufficient, and the comprehensive utilization of solid waste can bring economic benefits of 238.32 billion Yuan to the system.

Abstract:Cement industry plays the role of hub in the industrial ecosystem, which is capable of diversifying the use of wastes and consuming large amounts of byproducts from various other industries.This typical mode of industrial symbiosis can bring significant CO2emission mitigation effect through reducing the consumption of resources and energy.Due to the prevalence of industrial symbiosis in cement industry and its huge CO2emission mitigation potential, it is particularly important to investigate and understand the realistic status of industrial symbiosis in order to analyze the degree of industrial symbiosis and then to use it as a reference to quantify and evaluate the potential of CO2emission mitigation under different scenarios in the future.In this study, in order to simulate the realistic status of industrial symbiosis, a systematic framework was proposed to simulate the realistic status of industrial symbiosis between cement and coal-fired power industries by using the method of optimization.This method incorporates the influences of three different decision variables of technology, economy and policy into the model to simulate the symbiosis of the industries that were closest to the real situation.The effectiveness of this framework was verified by the case study in Xinxiang City, Henan Province.The results show that 77.8％ (21companies) of the cement manufacturing enterprises in the field survey use fly ash as the raw material for cement manufacturing, indicating a general industry symbiosis phenomenon between the cement and coal fired industries in Xinxiang City.The general statistics are compared with the field survey data in order to guarantee that the general statistical data can reflect the actual material input and output of the enterprises.Ultimately, the accuracy of the final model for the simulation of the industrial symbiosis network structure in Xinxiang City is as high as 92.6％inputting the general statistical data, suggesting that this model can effectively simulate the actual situation of industrial symbiosis.

Abstract:China launched low-carbon city strategy to respond global climate change. Industrial symbiosis (IS) could generate both economic and environmental benefits in clustered industries and communities. This research shed light on how industrial symbiosis contributes to city's low-carbon development. An urban-level hybrid physical input and monetary output (HPIMO) model which covers physical energy inputs and air pollutants emissions, is established for addressing case study in a Chinese typical industrial city (Liuzhou). Based on current energy consumption and industrial symbiosis and the application of HPIMO model, scenarios related to industrial symbiosis, including waste plastics recycling, scrap tires recycling, flying ash recycling and biomass utilization are explored. Results show that compared with business-as-usual (BAU) scenario, IS can reduce solid wastes and further contribute to the co-benefits of energy saving, CO2 emissions reduction and air pollutants reduction. The finding is critical for national low-carbon strategy. Finally, policy implications to support the ever-improvement of IS promotion in China are proposed and discussed.

Abstract:Since the energy sector is the primary source of carbon emissions, achieving low carbon emission reduction and meeting the carbon peak and carbon neutrality targets require a full grasp of the symbiotic relationship between the traditional and new energy industries. This study analyzes data from China's conventional energy industries and the new energy industry from 2005 to 2021 to examine the symbiosis between these two sectors of the economy and its implications. The Lotka–Volterra model is used to determine the symbiosis between industries and further select provinces with industrial symbiosis to analyze the relationship between industrial symbiosis and consumer demand. The results show that, first, 28 provinces in China have industrial symbiosis, of which only four provinces are commensal symbiosis and the remaining 24 provinces are parasitic symbiosis. Second, whereas the parasitic symbiosis will impede the growth of consumer demand, the commensal symbiosis between the new energy industry and the traditional energy industry can greatly encourage the growth of consumer demand. In addition, the promotion effect of commensal symbiosis on consumer demand is mainly manifested in government consumption, while parasitic symbiosis has a dampening effect on residential consumption, government consumption, and investment. Finally, under the regulation of ecological carbon sequestration, parasitic symbiosis can promote the growth of consumer demand. Therefore, the government should continue to promote industrial symbiosis and ecological carbon sequestration and, in this way, promote the growth of consumer demand.

Abstract:There is a dilemma for rapid industrializing China to balance economic growth and low carbonization. Industrial symbiosis (IS) provides a system innovation to utilize the industry to fight climate change and pursue sustainable urban development, while few attentions are paid in literatures. Under this circumstance, this study reviews the low-carbon city practice in China and conducts a case study to calculate the CO2 emissions reduction potential under promoting IS projects in two cities of China, named Jinan and Liuzhou. With the real national project in Jinan as advanced example, new scenarios related to IS are designed for Liuzhou, including comprehensive energy network, waste plastics recycling, scrap tires recycling and flying ash recycling. The material/waste and energy exchange is quantified in the IS network, as well as the related environmental benefit. The material/energy exchange is over 10 million ton and 20 thousands tce in Jinan's case, and 2.5 million ton and 45 thousand tce in Liuzhou's case. Results highlight that IS could effectively reduce CO2 emissions. The total reduction potential amounts to 3944.05 thousands tCO2/year and 2347.88 thousands tCO2/year in Jinan and Liuzhou. Finally, policy implications on the ever-improvement of industrial symbiosis and China's sustainable urban development are proposed and discussed.

Abstract:Industrial symbiosis (IS) uses a metaphor drawn from the natural ecosystem that ‘nothing is being wasted in nature’ to suggest that one factory can use another factory's waste as its feedstock. Through qualitative research and thematic analysis, this study has identified three themes for fostering IS: IS fostering models, IS implementation stages, and policy instruments. A framework for studying the influence of policy on IS implementation from the firm's perspective is proposed, using four IS fostering models, five IS implementation stages, and ten policy instruments. We demonstrate that studying IS through these combined lenses brings many new detailed insights. Following this, the use of the framework to conduct comparative case studies to consider which policy instrument worked well under which conditions was demonstrated using the case of the Speed-dating/exogenous IS model between the UK and China. Accordingly, this framework is expected to contribute to efficient policy support, which will increase the proliferation of IS practice and the potential of IS practicality.

Abstract:China's Integrated Environmental Zoning (IEZ) policy, initiated in 2021, targets industrial restructuring by enforcing specific regulations for each Integrated Environmental Unit (IEU) regarding spatial arrangement, emissions, and technological efficiency, among others. However, firms, as the fundamental operational units, may react differently to IEZ interventions, potentially causing unpredictable socioeconomic side effects. This study employs an agent-based model to assess the impacts of IEZ on industrial outputs, emissions, efficiency, and spatial layout in Hebei Province. The findings reveal that (1) IEZ fosters sustainable industrial growth (12.1 %) and cuts SO2 emissions by 9.6 % by 2030 compared to the baseline scenario, primarily through the elimination of non-compliant industries and consistent technological advancements; (2) IEZ significantly suppresses air-pollution-intensive industries and considerably boosts low-emission sectors like equipment manufacturing, but has limited effects on water-pollution-intensive industries; (3) IEZ encourages firm transfers and agglomeration within IEUs, with intra-city transfers being the predominant form of industrial spatial restructuring (accounting for 90.9 %). This study suggests enhancing water pollution efficiency regulations within the IEZ and facilitating inter-city industrial transfers to optimize provincial industrial layout.

Abstract:Industrial symbiotic agglomeration is important for promoting the circular economy and reducing pollution emissions. This paper examines the effects of industrial symbiotic agglomeration on pollution emissions using the staggered difference-in-difference model. The findings suggest the following: (1) industrial symbiotic agglomeration reduces total urban pollution emissions, with significant reductions in SO 2 and wastewater, although not in solid waste and PM 2.5 emissions. (2) The emission reduction effect is achieved mainly through green innovation, the recycling effect, and structural optimization, whereas the cost reduction effect of symbiotic agglomeration is not obvious. (3) Industrial symbiotic agglomeration promotes emission reduction in neighboring cities within a 300-km range, and this reduction decays with geographical distance. In addition, the pollution emission reduction effect of industrial symbiotic agglomeration is only realized when its size reaches 187.17 km 2 , with the effect becoming stronger as the size increases. At present, industrial symbiotic agglomeration mainly plays an emission reduction effect in non-resource cities. This paper provides a new way to promote the green development of industry and region.

Abstract:Solutions towards sustainable cities are of vital importance for China's stakeholders due to the rapid urbanizations, serious resources depletion and environmental contaminations in China. China as the second largest economy is suffering from the dilemma of rapid industrialization and urbanization, and sustainable development. One of the most severe problems affecting China's sustainable urban development is the resource dependent city, in which resource mining and process industries dominate the local economy. With the depletion of natural resources and the degradation of environment, the concept of sustainability and economy transition solutions become more and more important. Under this condition, this study aims to conduct a comprehensive review on the major projects for a more sustainable future in China's national resource dependent cities and propose a countermeasure for the sustainability transition based on the industrial symbiosis concept. Firstly, an investigation on the panoramic view, challenges, transiting policies of China's resource dependent cities' project has been carried out. Subsequently, Guiyang city in Guizhou province of China, as a typical resource dependent city, has been chosen as example of industrial and regional symbiosis focusing on the integration and symbiosis of coal, electricity, aluminum, phosphor chemical, iron/steel industry and urban. Then, a quantitative assessment on the environmental benefits has been conducted based on material flow analysis approach. Results highlight a dramatic resource saving, solid waste reduction and carbon dioxide emission mitigation, as well as generating revenue for companies and local business opportunities. Finally, policy implications for promoting the industry symbiosis are discussed in details. Our research provides an efficacious solution for the transition of resource dependent cities, and it is revelatory for future sustainable urban planning and policy making in China.
Synergizing policies for carbon reduction, energy transition and pollution control: Evidence from Chinese power generation industry

Abstract:To mitigate climate change and achieve sustainable development, Chinese governments have introduced "1+N" "dual-carbon" policy system aimed at reducing CO 2 emissions, transforming energy structures and controlling pollution. An effective policy mix and synergy is crucial for achieving the emission reduction targets and for ensuring the effectiveness of the policies, and it is therefore of great practical importance to provide a pathway for policy synergy based on assessing policy effectiveness. This paper selects three policies, namely the carbon Emission Trading System (ETS), Coal Control and Clean Utilization (CCCU), and Green Financial Reform and Innovation Pilot Zone (GFPZ), sets up ten scenarios, adopts difference-in-differences (DID) models to evaluate the impact, and give a pathway for policy synergy. The results show that ETS, CCCU, and GFPZ policies have significant positive effects on carbon emission reduction, energy structure transformation, and industrial environmental pollution control, respectively; CCCU has synergistic effects with ETS and GFPZ policies in controlling coal consumption and increasing the completion of industrial pollution control investments, respectively; while GFPZ policies have conflicting effects with CCCU and ETS in reducing carbon emissions and coal consumption, the GFPZ policy has conflicting effects with CCCU and ETS in reducing carbon emissions and controlling coal consumption. Finally, the study proposes a phased policy support system around carbon emission reduction in the power generation industry, energy structure transformation, and industrial environmental pollution control before 2030 and from 2030 to 2060.

Does Industrial Symbiosis Improve Carbon Emission Efficiency? Evidence from Chinese National Demonstration Eco-Industrial Parks

Abstract:Improving carbon emission efficiency (CEE) is a necessary consideration in response to economic downturn and climate change. In this case, industrial symbiosis paves the way for cities to conserve energy, reduce carbon emissions, and upgrade economic development patterns. This paper verifies the influence of industrial symbiosis policies on CEE, represented by National Demonstration Eco-industrial Parks (NDEPs). The difference-in-differences (DID) and spatial DID (SDID) models, as well as panel data of 282 Chinese cities during 2003–2019, were used to complete this argumentation process. The results show that NDEP policy dramatically increases the CEE of pilot cities. Compared with cities without NDEP, pilot cities climb by 3.49% on CEE, mainly due to industrial structure upgrading and green technological innovation. Moreover, eastern, non-resource-based, and multi-NDEP cities experience a noticeable increase in CEE. NDEP increases not only the CEE of pilot cities but also that of their neighboring cities within 450 km through diffusion and demonstration effects. All these findings help promote China's NDEP construction and offer decision-making guidance for climate governance and low-carbon transition in China and others following a similar pathway.

Abstract:SummaryChina is coal dependent, and this situation will persist for a long time. Because more and more attention has been paid to energy security, the coal‐chemical industry has become a hot topic and has developed quickly. To improve efficiency and reduce emissions, industrial symbiosis (IS) can be introduced when establishing a coal‐chemical eco‐industrial system to achieve harmonious development between nature, industry, and society. In order to learn the influence of IS on the current industrial system, a model of coal‐chemical eco‐industrial systems was built. Using scenario optimization and linear programming, the behaviors and optimal industrial structures of the system under different scenario settings were compared, and industrial ecological analysis was performed. By comparative analysis, results showed that the greatest proportional decrease in the use of coal for coking was 15% compared with actual data for 2005. The resource‐productivity and eco‐productivity were 828 yuan/ton and 2.51, which are much higher than the values of 548 yuan/ton and 1.23 in 2005. The symbiosis index and the link density were found to be 0.675 and 1.67, compared with 0.588 and 0.94 in 2005. Research results showed that the coal‐chemical eco‐industrial system achieved a high value‐added utilization of coal and an updated product profile. Such systems will constitute the main direction and the inevitable trend of China's coal utilization in the future, which will reduce the harm to the environment from increased coal use and benefit the energy industry, the economy, and society.

Abstract:As a new form of industrial organization, there is still a lack of research on how industrial symbiotic agglomeration affects green economic growth. To fill this research gap, this paper analyzes the impact mechanism of industrial symbiotic agglomeration on green economic growth from the perspective of energy efficiency, waste recycling, and green technology innovation. Based on the data of Chinese cities from 2004 to 2019, we use the spatial difference-in-differences approach for empirical testing. The research concludes: (1) Industrial symbiotic agglomeration can both significantly promote green economic growth and have a spillover effect on neighboring cities. (2) The specific spillover effects are divided into three cases. Diffusion effect (within 150 km), siphon effect (150 km–750 km), no significant spatial effect (over 750 km). (3) The promotion and spillover effects of industrial symbiotic agglomeration on green economic growth can only be brought into full play when a certain threshold is reached. The local promotion effect requires the area of the symbiotic agglomeration area to be greater than 106 km2, while the spillover effect requires a larger scale (greater than 393.2 km2) for it to manifest itself. This has theoretical and practical significance for promoting green growth and achieving sustainable development through symbiotic agglomeration.

Abstract:The iron and steel industry (ISI) is a significant source of sulfur dioxide and particulate matter pollution in China. Existing research on regional environmental regulation or ISI emission reduction strategies tends to overlook spillover effects and the enterprise perspective. During the heating season, production limitations in ISI are potential policy measures for achieving structural emission reductions in heavily polluted cities in China's Jing-Jin-Ji and surrounding regions. We adopt a bottom-up modeling approach, incorporating effective production time to describe enterprise behavior and establishing a quantitative trade model based on trade theory. By modeling three types of production restriction policies outlined in policy documents, we evaluate the emission reduction effects of structure-adjustment measures using the example of reduced effective production time for steel-producing enterprises in the air pollution transmission channel in the Beijing-Tianjin-Hebei area. The results indicate the following: (1) Reducing the effective production time of ISI enterprises can help decrease domestic production value and total factor productivity in pollution-intensive industries, including but not limited to ISI. It also leads to reduced emissions of various pollutants in the implementation regions. (2) Due to interprovincial trade and input-output linkages, structural reduction measures in certain regions have implications for almost all other provinces' industrial structures. Differences in initial industrial structures, factor endowments, and geographical locations contribute to varying directions and magnitudes of industrial structural changes. Pollution-intensive industries' share tends to increase higher in less developed regions. (3) Our estimated pollution reduction is smaller compared to the literature evaluating clean air policies in similar regions using top-down strategies. This discrepancy arises because we analyze a single policy tool rather than modeling industry-wide emission fluctuations from the top down. Additionally, our modeling approach allows us to examine dynamic changes in comparative advantages. The increase in production scale for certain industries in policy-affected regions partially offsets the decline in pollution emissions. These findings enhance our understanding of structure-adjustment reduction measures' role and highlight their potential advantages and limitations.
Methods for assessing the energy-saving efficiency of industrial symbiosis in industrial parks

Abstract:The available energy resources are being depleted worldwide. Industrial symbiosis (IS) provides a promising approach for increasing the efficiency of energy utilization, with numerous studies reporting the superiority of this technology. However, studies quantifying the energy-saving efficiency of IS remain insufficient. This paper proposes an index system for the quantitative evaluation of the energy-saving efficiency of IS. Both energy-saving and financial indexes were selected, the former include the IS energy-saving index, the contribution rate of energy saved through IS, fractional energy savings, and cut rate of energy consumption per total output value; and the latter include the IS investment payback period, IS input-output ratio, net present value (NPV), and internal rate of return (IRR) of IS. The proposed methods were applied to a case study on the XF Industrial Park (XF IP), in the city of Liaocheng in Shandong Province of China. Three energy-saving channels using IS were found in the XF IP: (a) utilizing the energy of high-temperature materials among industrial processes, (b) recovering waste heat and steam between different processes, and (c) saving energy by sharing infrastructures. The results showed that the energy efficiency index of IS was 0.326, accounting for 34.6% of the comprehensive energy-saving index in 2011, and the fractional energy-savings were 12.42%. The index of energy consumption per total industrial output value varied from 90.9 tce/MRMB to 51.6 tce/MRMB. Thus, the cut rate of energy consumption per total industrial output value was 43.42%. The average values of the IS input-output ratio was 406.2 RMB/tce, 57.2% lower than the price of standard coal. Static investment payback period in the XF IP was 8.5 months, indicating that the XF IP began to earn profit 8.5 months after the construction of all IS modes. The NVP and IRR of each IS mode in the XF IP were greater than zero, with average values equal to 1,789.96 MRMB and 140.96%, respectively. The computation result for each indicator revealed that IS could lead to the use of energy with high efficiency and lighten the financial burden of enterprises in the XF IP. And the proposed index system may help IPs and EIPs to make strategic decisions when designing IS modes.

Abstract:The structure-activity relationships of adenosine-3', 5'-bisphosphates as P2Y(1) receptor antagonists have been explored, revealing the potency-enhancing effects of the N(6)-methyl group and the ability to substitute the ribose moiety (Nandanan et al. J. Med. Chem. 1999, 42, 1625-1638). We have introduced constrained carbocyclic rings (to explore the role of sugar puckering), non-glycosyl bonds to the adenine moiety, and a phosphate group shift. The biological activity of each analogue at P2Y(1) receptors was characterized by measuring its capacity to stimulate phospholipase C in turkey erythrocyte membranes (agonist effect) and to inhibit its stimulation elicited by 30 nM 2-methylthioadenosine-5'-diphosphate (antagonist effect). Addition of the N(6)-methyl group in several cases converted pure agonists to antagonists. A carbocyclic N(6)-methyl-2'-deoxyadenosine bisphosphate analogue was a pure P2Y(1) receptor antagonist and equipotent to the ribose analogue (MRS 2179). In the series of ring-constrained methanocarba derivatives where a fused cyclopropane moiety constrained the pseudosugar ring of the nucleoside to either a Northern (N) or Southern (S) conformation, as defined in the pseudorotational cycle, the 6-NH(2) (N)-analogue was a pure agonist of EC(50) 155 nM and 86-fold more potent than the corresponding (S)-isomer. The 2-chloro-N(6)-methyl-(N)-methanocarba analogue was an antagonist of IC(50) 51.6 nM. Thus, the ribose ring (N)-conformation appeared to be favored in recognition at P2Y(1) receptors. A cyclobutyl analogue was an antagonist with IC(50) of 805 nM, while morpholine ring-containing analogues were nearly inactive. Anhydrohexitol ring-modified bisphosphate derivatives displayed micromolar potency as agonists (6-NH(2)) or antagonists (N(6)-methyl). A molecular model of the energy-minimized structures of the potent antagonists suggested that the two phosphate groups may occupy common regions. The (N)- and (S)-methanocarba agonist analogues were docked into the putative binding site of the previously reported P2Y(1) receptor model.

Abstract:China has made great efforts in industrial pollution control, but for the different industrial sectors under various development stages, it is not so clear whether there is synergistic effects among them, and how it changes with the environmental policies. This study filled this knowledge gap by comiling the China Industrial Economic and Pollutant Emission data (WatSim-CIEPE) using 1.28 million individual enterprise data. The results demonstrated a power function decreasing trend for the emission per unit output value. The load reduction at different stages had synergic effects, and coastal cities reached the inflection point earlier. There is a completely opposite pattern between pollutant emission and GIOV in spatial evolution, mainly because the chemical and metal sectors with high pollutant emissions and low GIOV migrated to western China. The year gap between the implementation of the national development strategy and the break-point of gravity center variation of GIOV indicates a hysteresis effect for the influence of development policies. There may be three risks in China's industrial pollution control: (a) NH pollution gets serious in the western regions; (b) the food sector may become a new dominant pollution source; (c) the imbalance between industrial development and pollution control may further aggravate.
