Abstract:This paper aims to identify three batches of low-carbon city pilot (LCCP) policy on energy conservation and carbon emission reduction. Specifically, we first innovatively develop a theoretical model incorporating energy conservation and emission reduction technologies, industrial structure adjustment, and government environmental regulation into the traditional pollution emission model. Furthermore, we provide quasi-experimental evidence using a city-panel dataset from China for 2003–2017. Specifically, we adopt the time-varying difference-in-difference model to examine the mechanism of how LCCP policy affects energy conservation and carbon emission reduction through various channels. The results show that the implementation of LCCP led to a significant decrease in energy intensity and carbon emission intensity of the pilot cities. This conclusion is tested by placebo and endogeneity, and it is robust under multiple scenarios. We find that LCCP policy had a heterogeneous impact on different resource types, including the proportion of the secondary industry, financial support, and the city administrative level. The mechanism shows that the city’s innovation, industrial structure, and regulatory effect are important influencing channels. Our findings also indicate that LCCP policy has a positive spatial spillover effect, promoting energy and carbon reduction in neighboring cities.

Abstract:In the context of global efforts to alleviate climate change, this study focuses on investigating the significance and impact of low-carbon city pilot policies (LCCPP), a key strategy in the reduction of greenhouse gas emissions. Drawing on data from prefecture-level cities spanning 2004 to 2019, the study explores the potential of LCCPP in enhancing green total factor energy efficiency (GTFEE) employing a multitemporal Difference-in-Differences (DID) model and examines its transmission mechanisms. First, LCCPP is shown to be effective in enhancing GTFEE. Second, heterogeneity testing indicates that the impact of LCCPP on GTFEE is more pronounced in "two control zones", namely, in developing and mature resource cities. Third, industrial restructuring is identified as the key mechanism through which LCCPP influences GTFEE.

Abstract:Improving the efficiency of energy carbon emissions (ECEE) is crucial for China's pursuit of high-quality development. This paper assesses the low-carbon city pilot policy (LCCPP) as a strategic measure to enhance ECEE and its alignment with global efforts to mitigate climate change. By analyzing panel data from 205 Chinese cities from 2003 to 2016, this study evaluates the LCCPP's effectiveness and its spatial spillover effects on ECEE. Results indicate a 6.5% increase in ECEE in pilot cities compared to non-pilot counterparts, with these findings substantiated through extensive robustness checks. The analysis of underlying mechanisms reveals that the LCCPP boosts ECEE by promoting green finance and the co-agglomeration of producer services and manufacturing. Furthermore, the policy's impact varies: it is more substantial in non-resource-based cities and in those with advanced green finance and synergistic industry agglomerations. Employing a spatial difference-in-differences approach, the study uncovers an inverted U-shaped pattern in the spillover effects of the LCCPP on ECEE, suggesting a nuanced regional influence of the policy. This research contributes to the understanding of policy-driven environmental improvements and their economic co-benefits within urban settings. This research provides policy implications for readjusting low-carbon city pilot policies (LCCPP) to unleash institutional dividends in promoting green development and addressing climate change.The significant increase in energy efficiency caused by the LCCPP highlights the critical role of policy interventions in China's green transformation.The differentiated impacts of LCCPP on cities with varying characteristics underscore the necessity for policy design and implementation to be cognizant of urban attributes such as whether the city is resource-based, the level of green finance development, and the level of synergistic agglomeration between producer services and manufacturing.This offers policymakers valuable insights into how financial instruments and industrial strategies can be leveraged to support low-carbon development.The LCCPP's impact on ECEE follows an inverted U-shape, initially boosting efficiency but diminishing with increased policy intensity or over time.

Abstract:To combat climate change and move towards carbon neutrality, China has implemented the low-carbon city pilot (LCCP) policy since 2010, with carrying out three batches of pilot cities so far. Despite the large-scale construction of low-carbon cities, we still know little about whether they could effectively improve carbon emission efficiency (CEE). Using a dataset of 285 cities in China spanning 2003–2018, we exploit variation across cities and over-time in implementing the LCCP policy to examine the impact of such policy on CEE. Our difference-in-differences (DID) estimates document that the LCCP policy resulted in a 2.04 % increase in CEE in pilot cities relative to non-pilot cities after the policy implementation. This policy effect is sustainable and strengthens over time. Our mechanism analysis further reveals that carbon emission reduction is the primary driver of the improvement in CEE, which is achieved through reducing scale effect, optimizing structure effect and promoting technique effect. Finally, the LCCP policy effect is more pronounced in eastern, western, non-mineral resource-based, and high innovation level cities. We find convincing evidence on the effectiveness of government-led LCC policy in a developing country.

Abstract:Low-carbon pilot policies are an important way to achieve the goal of "peak carbon neutrality" and are of great significance to China’s international commitments. Based on a sample of 282 prefecture-level cities from 2006 to 2020, this paper investigates the impact of low-carbon pilot policies on urban carbon efficiency using a quasi-natural experiment with three batches of low-carbon pilot cities in 2010, 2012, and 2017, respectively. It is found that: (1) low-carbon pilot cities can improve urban carbon emission efficiency, which is still valid after a series of robustness tests such as the parallel trend test, placebo test, PSM-DID, and counterfactual test; (2) low-carbon pilot cities can enhance urban carbon emission efficiency by promoting the level of urban innovation and advanced urban industrial structure; and (3) the impact of low-carbon pilot policies on urban carbon emission efficiency is heterogeneous across cities with different geographical locations, population sizes, and resource endowment types. The findings provide policy insights for the promotion of low-carbon pilot policies and strengthening the construction of low-carbon pilot cities.

Abstract:The low-carbon city pilot (LCCP) policy is an important initiative for China to fulfill its international commitment to carbon emission reduction and achieve low-carbon transformation. In this context, this study investigated whether the LCCP policy of China has achieved carbon emission reduction from the production and consumption perspectives and how its underlying mechanism and spatial spillover effect. Using the panel dataset of 285 Chinese prefecture-level cities from 2003 to 2019, this study applied the staggered DID model to examine the effects and its underlying mechanism of the LCCP policy on carbon intensity (CI) and carbon emission per capita (CP). We also conducted heterogeneity and spatial spillover effect analyses using the textual quantification method and spatial DID. Our results show that the LCCP policy effectively reduced CI and CP, but these effects did not appear until the third year of implementation. The above conclusions passed a series of robustness and endogeneity tests. Reducing industrial emissions, improving technological innovation, and optimizing the efficiency of energy usage were three important mechanisms to reduce CI and CP, validating the effectiveness of the LCCP policy. Command-mandatory and voluntary LCCP policy tools achieved better results, and the LCCP policy exerted a significant emission reduction effect on second-tier pilot cities as compared to others. The carbon emission abatement of the LCCP policy has also demonstrated a spatial spillover impact on neighboring cities. This study focused on analyzing the mechanism paths and spatial spillover effects of the LCCP policy impact and provided an important decision-making reference in promoting the LCCP policy for not only China but also other developing countries. Specifically, low-carbon pilot experiences and typical cases should be refined, ways for accelerating the greening and cleaning of energy usage must be explored, and regional joint control and collaborative governance should be established to achieve China’s low-carbon transformation.

Abstract:Low-carbon city pilot policy (LCCP) is an innovative initiative for promoting low-carbon transformation and green development in China, which is of great practical significance for realizing China's vision of "double carbon" on schedule. In this study, LCCP implementation is treated as a "quasi-natural experiment," and the spatial difference-in-differences approach is used to quantitatively examine the carbon reduction effects and impact mechanisms of LCCP using panel data of 283 cities in China from 2006 to 2017. The results show that since 2011, LCCP has significantly reduced the carbon intensity of the pilot cities by 0.13%, resulting from the effects of urban environmental governance, industrial structure optimization, and urban innovation level improvement. Meanwhile, there is a significant spatial spillover effect which results in a 0.9% reduction in carbon intensity of neighboring cities. The spatial spillover range of the reduction effect is about 500 km, which decays with distance. Moreover, the carbon reduction effect of the policy is spatially and temporally heterogeneous, and the reduction effect is more significant for resource-based cities, and different for resource-based cities in different development stages. The above findings provide useful policy insights for constructing low-carbon cities under China's "dual carbon goals" and help to realize the win-win path of green development and carbon reduction transition.
Heterogeneous effects of China's low-carbon city pilots policy

Abstract:Global south countries, including China, have faced a challenging dilemma of reducing carbon emissions while maintaining rapid economic growth. The low-carbon city pilots (LCCPs) policy in China is a demonstration of how state power intervenes and commands national low-carbon development through voluntary policy tools. Our study, based on panel data of 331 cities from 2005 to 2019, evaluates the policy effect of all three batches of LCCPs and presents an analysis of time-varying effects through batch decomposition and synthetic difference-in-difference models. The study found that implementing low-carbon policies can significantly reduce total carbon emissions and carbon emissions per capita. However, the reduction in carbon emissions per unit of GDP is insignificant, and the policy effect varies according to the batches and their characteristics. The reduction effects in the first and second batches, as well as the insignificance or even increasing effects of the third batch, may be due to carbon leakage between different batches of LCCPs. Overall, this research provides novel and quantitative evidence on low-carbon development in China, making theoretical and empirical contributions to the field, and expanding econometric assessment methods to evaluate the effectiveness of environmental and climate change policies.

Abstract:The green, low-carbon transition is a broad and profound change. The low-carbon city pilot policy (LCCP) is one of the most important strategies in China, aimed at dealing with climate change and realizing the green, low-carbon transition. Therefore, a quantitative evaluation of the implementation effect of the pilot policy is conducive to better promoting low-carbon work in the pilot areas. Based on 283 cities in China from 2005 to 2021, this paper constructs a double-difference model to empirically test the implementation effect, long-term mechanisms, and industrial upgrading of the pilot policy. The results show that the LCCP significantly promotes high-quality economic development and employment stability. After a series of robustness and endogenic tests, the conclusions in this study are still valid. Further analysis of the findings in this paper shows that the pilot programs promote the optimization and upgrading of industrial structures. The mediating effect shows that the LCCP has established three long-term mechanisms: developing alternative industries, expanding the level of openness, and promoting innovation. The heterogeneity analysis shows that the pilot policy's implementation effect is more significant in cities located in central and western regions, as well as in non-resource-based cities. This study proposes the continuation of the promotion and implementation of the pilot policy, an increase in financial funds and policy support, the need to strengthen the labor market's adaptability and protection mechanisms, the adaptation to local conditions to promote policy implementation, and the need to step up efforts to publicize pilot policies.

Abstract:In the context of the increasingly significant constraints of climate change and smog pollution on high-quality economic development in China, it is important to explore the impact of a low-carbon city pilot (LCCP) policies on the synergistic governance efficiency of carbon and smog (SGECS) for the realization of controlling peak carbon emissions and ensuring better air quality (“dual goals”). Based on the panel data of 216 cities in China from 2008 to 2018, the difference-in-difference (DID), propensity score matching-difference-in-difference (PSM-DID), and spatial difference-in-difference (SDID) methods are adopted to study the impact of LCCP on the SGECS. The study shows that 1) LCCP policies can significantly improve the SGECS, but the effect is not long-term and lasting. 2) Regarding the mechanism of action, LCCP policies can improve the SGECS by reducing energy consumption intensities and optimizing the industrial structure, but the mechanism of green technology innovation has not been effectively verified. 3) Regarding the extended analysis, LCCP policies have a more significant role in improving the SGECS in eastern and western cities and in cities with high levels of human and material resources. 4) Regarding the spatial spillover effects, LCCP policies have overall improvement effects on the SGECS in neighboring regions. However, the promotion effects of LCCP policies on the SGECS are mainly realized through the “competition for the top” among the pilot cities. The spatial spillover effect of the impact of LCCP policies on the SGECS gradually weakens with increasing geographical distance.

Abstract:Against the backdrop of severe global warming, the low-carbon city pilot policy, with carbon emission reduction as its main objective, is an important initiative for China to fulfil its international commitment to carbon emission reduction and promote a green and low-carbon development strategy. However, none of the literature has yet evaluated whether the pilot low-carbon city policy promotes urban land use efficiency as a policy effect. In view of this, this paper measures urban land use efficiency from a low-carbon perspective using a global reference super-efficiency SBM model based on data from 186 prefecture-level cities in China from 2005–2017, and subsequently constructs a difference-in-differences method to test the true impact of low-carbon city pilot policies on urban land use efficiency and carbon emissions, and uses a propensity score matching method to test its robustness. It is found that: (1) the average level of urban land use efficiency in China is low and on a downward trend; (2) overall, cities are predominantly low-efficiency cities, with only the high-efficiency cities in Guangdong Province showing spatial agglomeration; and (3) the low-carbon city pilot policy reduces carbon emissions while also negatively affecting urban land use efficiency. Accordingly, this paper puts forward corresponding policy recommendations.

Abstract:The promotion of low-carbon and ecologically friendly economic growth is widely accepted worldwide. The low-carbon city pilot policy was introduced by the Chinese government in three batches between 2010 and 2017 to address climate change. We use panel data from 277 Chinese cities from 2009 to 2019 to investigate the link between urban carbon emissions and the low-carbon city pilot policy. To alleviate the endogeneity brought on by sample selection bias, we utilize a combination of propensity score matching and the difference-in-difference model in our causal inference technique. The results demonstrate a noteworthy decrease in urban carbon emissions subsequent to the implementation of the policy; Through optimizing industrial structure, substituting clean energy, and innovating green technologies, this approach lowers urban carbon emissions; In addition, heterogeneity analysis results indicate that the carbon reduction effects in eastern and central cities are more significant than that in western cities. Finally, we provide policy recommendations on how to reduce urban carbon emissions.

Abstract:As the largest carbon dioxide emitter, China is working towards the direction of a green economy. As an irreplaceable part of establishing a green economy, the low-carbon city pilot (LCCP) policy is implemented in many large cities in China, and the scope of implementation will be further expanded. However, to date, there has been an absence of empirical studies basing on prefecture-level cities about the evaluation of China’s LCCP policy. Evaluating and optimizing the LCCP policy is constructive to achieve the goal of China’s green economic transition. In this paper, we evaluated the effect of the LCCP policy on China’s low-carbon economic transition by using the difference-in-difference (DID) approach which can effectively alleviate endogenous problems and better evaluate this effect and the panel data of 210 prefecture-level cities in China from 2008 to 2016. The empirical analysis revealed that the LCCP policy inhibited China’s low-carbon economic transition in general. Specifically, the policy worked well in the eastern region but failed in the central region and western region by studying the regional heterogeneity and influence mechanism. The reason is that the LCCP policy can stimulate low-carbon innovation with the help of innovation offset effects in the eastern region, but it failed to do so in the central region and western region. In addition, this paper analyzed the performance of three types of policy tools adopted by local governments to implement the policy, we found that market-economic tools are valuable to improving the low-carbon economic transition in pilot areas, but command-mandatory tools and voluntary tools have failed to achieve the expected objectives. The research results of this article can provide policy recommendations for optimizing the low-carbon policy and provide a reference for countries that are determined to develop a green economy.

Abstract:To explore the impact mechanisms of China's low-carbon pilot policies on urban carbon emissions, this paper employs the propensity-score-matched difference-in-differences (PSM-DID) methodology, in conjunction with a dynamic marginal effect analysis, to examine the mechanisms through which China's low-carbon pilot policies, initiated in three phases at disparate points in time, influence urban carbon emissions. The analysis is based on urban panel data from 2009 to 2020. The case demonstrates that the low-carbon pilot policies have had a considerable positive impact on the reduction of urban carbon emissions. Improving the efficiency of energy use and promoting the transformation of the industrial structure towards modern services are pivotal to curbing the intensity of carbon emissions. While the impact on the secondary industry is not statistically significant, these policies do have a significant impact on the restructuring of the tertiary industry. Increasing the amount of carbon sink in urban green spaces likewise has no discernible impact on lowering carbon emissions. Consequently, it is recommended that low-carbon technological innovation be further strengthened, including industrial upgrading, energy consumption control, and renewable energy development. Through these strategies, not only can carbon emissions be effectively reduced, they can thereby facilitate the creation of an environmentally friendly and resilient low-carbon city.

Abstract:On the global scale, the low-carbon city pilot policy (LCCPP) has important significance for and influence on the study of urban land green use efficiency (ULGUE). Based on the panel data of 283 cities in China from 2007 to 2019, this study uses the super-SBM model, multi-period DID model, spatial econometric model, intermediary effect model, and heterogeneity analysis methods to deeply explore the specific impact mechanism of LCCPP on ULGUE. The results show the following: (1) During the study period, the average ULGUE of the selected samples increased by 11.71 percentage points overall and showed a certain spatial agglomeration effect. (2) LCCPP has a significant promoting effect on the improvement of ULGUE, and there is a positive spatial spillover effect. (3) The impact of LCCPP on ULGUE is mainly achieved through two paths: reducing energy utilization intensity and improving urban innovation level. (4) In cities with different levels of land green use efficiency, geographical location, and resource endowment, there are significant differences in policy effects. This paper puts forward countermeasures and suggestions to comprehensively promote the sustainable development of global cities and the improvement of land green use efficiency.

Abstract:China's low-carbon city pilot (LCCP) initiative aims at devising and implementing a holistic strategy for fostering environmentally sustainable economic progress. This ambitious and multidimensional transition towards a green economy carries implications across economic, social, and environmental domains. This study explores whether the LCCP policy effectively contributes to enhancing urban land green use efficiency (ULGUE). Harnessing data collected from a sample of 284 Chinese cities between 2004 and 2019, we employ the super-efficiency SBM model to gauge ULGUE and utilize a time-varying Difference-in-Differences (DID) method along with a quasi-experimental design to scrutinize the specific influence of the LCCP policy. The empirical results reveal that the LCCP policy significantly boosts ULGUE in pilot cities, yielding a marked increment of 3.23%. This facilitative impact materializes as the policy drives industrial restructuring and fosters technological innovation within these cities. Notably, however, the effectiveness of the LCCP policy on ULGUE varies considerably across different Chinese regions. It exerts a particularly supportive effect in eastern areas, leading to an average ULGUE increase of 7.68%, whereas it fails to register any statistically significant influence on ULGUE in the central and western parts of China. Furthermore, the analysis indicates that the LCCP policy's impact on ULGUE demonstrates a more substantial improvement in non-old industrial base (NOIB) cities and non-resource-based (NRB) cities relative to other city types. These findings enrich the scholarly discourse around the LCCP policy and provide useful experiences for other developing nations, thereby broadening the comprehension of viable strategies for sustainable urban development worldwide.

Abstract:In response to China's burgeoning environmental pollution, since 2010, Chinese policymakers have implemented a low-carbon city pilot policy (LCCP) and expanded the pilot project's dimension since then. An accurate evaluation of the consequences of this environmental intervention is vital for the further promotion and extension of this pilot project. In this milieu, we develop a framework to put credibility on this newly intervened policy by harnessing robust econometric approaches. To achieve this objective, we garner integrated data from 2006 to 2014, sourced from two distinct databases: the Chinese Industrial Enterprise database and the China Enterprise Pollution Emissions database. This paper deploys a time-varying Difference in Difference (DID) approach to scrutinize the influence of LCCP on China's emissions reduction agenda from a micro-perspective. The findings reveal that: (1) LCCP significantly reduces enterprise pollution by promoting eco-friendly technologies and innovation capacity; (2) LCCP promotes healthy urbanization and restores the urban ecosystem by abating emissions intensities significantly (i.e., for every one percentage point increase in LCCP, firm-level emissions plummet by 1.87%); (3) LCCP efficacy in controlling emissions varies in terms of ownership, type and location of the firms (i.e., LCCP policy is more efficacious in controlling emissions if the firm is foreign or private-owned if it is a capital and technology-intensive high polluting firm and if the firm is located in eastern and western zones of the country). The findings are robust after replacing the explained variables, changing the estimation method, excluding the interference of outliers, considering the lagged term, and excluding other policy interference. Based on the findings, this study touts the Chinese Government's LCCP policy by providing firm-level theoretical support and empirical evidence for China to boost the revamping strategy of carbon-neutral cities. Therefore, the benefits of pilot cities should be further harnessed to guide enterprises in low-carbon pilot cities so that they can engage in cleaner production activities and achieve green transformation through policy preferences and other incentives. Further policy suggestions have been made in the relevant section.

Abstract:Improvements in energy efficiency will be instrumental in meeting China's ambitious emission targets while providing adequate energy to support the country's rising living standards. We investigate whether the low-carbon city pilot (LCCP) program has improved energy efficiency in participating cities. To this end, we analyze prefecture-level data in 249 cities between 2004 and 2016 using the difference-in-differences approach. The findings reveal that the program significantly improved the energy efficiency of pilot cities by promoting technological innovation and restructuring the cities' industry mix. The positive impacts of the LCCP program on energy efficiency were more pronounced in cities in China's eastern region and areas lacking natural resources. Furthermore, the program was more effective in cities with high energy consumption and per capita income on the one hand and low foreign direct investment and sulfur dioxide emissions on the other.

Abstract:Low-carbon urban transformation is considered the path to green economic growth in dual-carbon contexts. The low-carbon city pilot policy (LCCP) in China has vast potential to enhance the integrated development of the economy, energy, and environment (3Es). Taking 240 cities in China from 2005 to 2019 as research samples, this paper investigated the impact of LCCP on the integrated development level of the 3Es using the progressive difference-in-differences model and analyzed the mechanisms of influence. In addition, the implementation effects on different cities were analyzed using the triple difference model. The findings show that implementing the LCCP policy significantly improves the 3Es integrated development level in the sample cities, and a variety of robustness tests were used to validate this conclusion. The influence mechanism analysis shows that the primary avenues for pilot programs to contribute and successfully advance the enhancement of the low-carbon city 3Es integrated development level are technological innovation and financial development. Moreover, the heterogeneity analysis of resource endowment and geographical location shows that LCCP is beneficial to the 3Es integrated development in non-resource-based cities and eastern cities. Consequently, policy recommendations include the continuation of low-carbon pilot city expansion, joint promotion of regional 3Es integration, improving the level of technological innovation and financial development, and tailoring of policy to local circumstances. This study provides theoretical support for the evaluation of China’s LCCP and, to a certain extent, proves that the measures taken by China in the process of exploring green economic growth and realizing the dual-carbon goal are correct.
