Abstract:The problem of a warehouse location selecting which has a significant impact on logistics costs is an important decision problem based on the best choice of alternatives under multiple conflicting criteria. Multiple-criteria decision-making (MCDM) methods are used as a solution approach for the decision problems including several criteria. In this study, a new stochastic multi-criteria decision-making approach has been developed to solve the warehouse location selection problem (WLSP) in the stochastic environment which contains uncertain situations. In the proposed approach, the SAHP (Stochastic Analytic Hierarchy Process) method was used to calculate the weight of criteria, and the alternatives were ranked and evaluated by fuzzy MOORA (Multi-Objective Optimization by Ratio Analysis). The proposed approach is applied to warehouse selection problem of a supermarket chain located in Turkey. The results of the research indicated that A2 is the best alternative. It can be said that the proposed method can be applied to the real life problems because it found a suitable solution to the problem.

Abstract:Timely delivery of products to customers is the great importance for retailers in supply chain management. Vending machines are one of the most effective retail tools for consumers to get the product they want at any time. With the developing technology, retailers tend to establish distribution with vending machines to provide faster service to the consumer. At this point, one of the primary objectives is to make the location selection decisions for these vending machines. The most suitable location selection decision includes the evaluation of each alternative under the specified criteria in a problem where there are multiple alternative locations. The present paper proposes a novel modified Delphi-based spherical fuzzy analytical hierarchy process (SFAHP) integrated spherical fuzzy combinative distance-based assessment (SFCODAS) methodology to the vending machine location selection (VMLS) problem. After determining the main and sub-criteria hierarchically, the Modified Delphi method is used to consolidate the opinions of the experts regarding the criteria and integrate them into the study. The main and sub-criteria weights are provided by the SFAHP method. And the most suitable location is determined by the SFCODAS method by ranking among the alternative locations according to these weighted criteria. The case study of VMLS is presented for a retail firm in Istanbul. Sensitivity analysis is performed to measure the flexibility of the proposed methodology. To validate the applicability of the proposed methodology, comparison analysis is presented with the results of the spherical fuzzy weighted aggregated sum-product assessment (SFWASPAS) method. Finally, the conclusions and future directions are discussed in the study.

Abstract:Purpose Pharmaceutical supply chains (PSCs) need a well-operating and faultless logistics system to successfully store and distribute their medicines. Hospitals, health institutes, and pharmacies must maintain extra stock to respond requirements of the patients. Nevertheless, there is an inverse correlation between the level of medicine stock and logistics service level. The high stock level held by health institutions indicates that we have not sufficiently excellent logistics systems presently. As such, selecting appropriate logistics service providers (drug distributors) is crucial and strategic for PSCs. However, this is difficult for decision-makers, as highly complex situations and conflicting criteria influence such evaluation processes. So, a robust, applicable, and strong methodological frame is required to solve these decision-making problems. Design/methodology/approach To achieve this challenging issue, the authors develop and apply an integrated entropy-WASPAS methodology with Fermatean fuzzy sets for the first time in the literature. The evaluation process takes place in two stages, as in traditional multi-criteria problems. In the first stage, the importance levels of the criteria are determined by the FF-entropy method. Afterwards, the FF-WASPAS approach ranks the alternatives. Findings The feasibility of the proposed model is also supported by a case study where six companies are evaluated comprehensively regarding ten criteria. Herewith, total warehouse capacity, number of refrigerated vehicles, and personnel are the top three criteria that significantly influence the evaluation of pharmaceutical distribution and warehousing companies. Further, a comprehensive sensitivity analysis proves the robustness and effectiveness of the proposed approach. Practical implications The proposed multi-attribute decision model quantitatively aids managers in selecting logistics service providers considering imprecisions in the multi-criteria decision-making process. Originality/value A new model has been developed to present a sound mathematical model for selecting logistics service providers consisting of Fermatean fuzzy entropy and WASPAS methods. The paper's main contribution is presenting a comprehensive and more robust model for the ex ante evaluation and ranking of providers.

Abstract:Warehouses link suppliers and customers throughout the entire supply chain. The location of the warehouse has a significant impact on the logistics process. Even though all other warehouse activities are successful, if the product dispatched from the warehouse fails to meet the customer needs in time, the company may face with the risk of losing customers. This affects the performance of the whole supply chain therefore the choice of warehouse location is an important decision problem. This problem is a multi-criteria decision-making (MCDM) problem since it involves many criteria and alternatives in the selection process. This study proposes an integrated grey MCDM model including grey preference selection index (GPSI) and grey proximity indexed value (GPIV) to determine the most appropriate warehouse location for a supermarket. This study aims to make three contributions to the literature. PSI and PIV methods combined with grey theory will be introduced for the first time in the literature. In addition, GPSI and GPIV methods will be combined and used to select the best warehouse location. In this study, the performances of five warehouse location alternatives were assessed with twelve criteria. Location 4 is found as the best alternative in GPIV. The GPIV results were compared with other grey MCDM methods, and it was found that GPIV method is reliable. It has been determined from the sensitivity analysis that the change in criteria weights causes a change in the ranking of the locations therefore GPIV method was found to be sensitive to the change in criteria weights.

Abstract:The planning of the location service areas of smart parcel locker facilities became a critical aspect of logistics last mile delivery. In e-commerce, the efficiency of delivering merchandise from retailer warehouses to customers determines the competitiveness of retailers and delivery operators. The considerable increases in e-commerce transactions and safety concerns under the COVID-19 (Coronavirus disease 2019) pandemic made home delivery services even more inefficient than before, which resulted in the considerable increase in social costs. In numerous countries, smart parcel lockers were adopted to increase delivery efficiency, decrease the risk of COVID-19 infection, and reduce the burden on society. This study proposed a multiobjective optimization mathematical model for investigating the planning of the location service areas of smart parcel locker facilities, and then the optimization mathematical model was solved using a combination of the Taguchi method (TA) and nondominant sorting genetic algorithm II (NSGA-II). Finally, this composite approach was applied to a case study in producing favorable solutions for facility location service area planning.

Abstract:This study investigates the criteria affecting the location of humanitarian logistics distribution centers in the Sakarya province of Turkey, an area prone to natural disasters. The study identifies potential distribution center locations and uses the Best-Worst Method (BWM) to determine criteria such as population, distance to major highways and airports, public transportation availability, natural disaster risk, and suitable infrastructure. BWM is used to assign weights to each criterion and rank them based on their importance. The Additive Ratio Assessment (ARAS) method is then used to evaluate potential distribution center locations based on the established criteria. Disaster management experts and academicians provide their opinions through an online and face-to-face survey. Based on the results, Adapazarı is identified as the most suitable district for a humanitarian logistics distribution center. The study highlights the importance of considering multiple criteria when selecting distribution center locations and provides a framework for using multi-criteria decision-making methods in logistics planning. Disaster managers and policymakers can use the results to make informed decisions about the location of humanitarian logistics distribution centers.

Abstract:Scooter sharing has gained tremendous popularity among university campuses as in other places with many visitors. In practice, shared dockless scooters are more widely used than dock-based scooters. However, dockless scooters can cause inefficient mobility in case of the needs such as recharging and finding the nearest scooter among scattered ones in various places. Since the scooter-sharing literature still has significant knowledge gaps regarding identifying an optimal deployment of scooter-sharing stations, this paper aims to determine the necessary criteria to be considered while deploying scooter-sharing stations and identifying the best locations based on a university campus case using an integrated interval type-2 fuzzy BWM-MARCOS model. This study focuses on a university case that can be exemplary for other universities and similar locations, including many people in their various parts. Universities are bounded areas, and their visitors are mostly the same people for a long time. Therefore, first location selection and corrective actions in time may give more traceable and precise results. This research identifies the main criteria and presents a systematic road map for location selection of shared e-scooter stations, applying ITF2-BWM to determine the importance weights of the location selection criteria and employing IT2F-MARCOS to select the most optimal shared e-scooter stations. Hence, the current paper differs from past studies concerning the studied case and the proposed integrated model. A comparative study with IT2F-TOPSIS is employed to strengthen the accuracy of the results produced by the proposed model. Also, a sensibility analysis of the results was performed to test how changes in criteria weights would affect the final scores of alternative locations.

Dynamic Demand Management for Parcel Lockers

Abstract:In pursuit of a more sustainable and cost-efficient last mile, parcel lockers have gained a firm foothold in the parcel delivery landscape. To fully exploit their potential and simultaneously ensure customer satisfaction, successful management of the locker's limited capacity is crucial. This is challenging as future delivery requests and pickup times are stochastic from the provider's perspective. In response, we propose to dynamically control whether the locker is presented as an available delivery option to each incoming customer with the goal of maximizing the number of served requests weighted by their priority. Additionally, we take different compartment sizes into account, which entails a second type of decision as parcels scheduled for delivery must be allocated. We formalize the problem as an infinite-horizon sequential decision problem and find that exact methods are intractable due to the curses of dimensionality. In light of this, we develop a solution framework that orchestrates multiple algorithmic techniques rooted in Sequential Decision Analytics and Reinforcement Learning, namely cost function approximation and an offline trained parametric value function approximation together with a truncated online rollout. Our innovative approach to combine these techniques enables us to address the strong interrelations between the two decision types. As a general methodological contribution, we enhance the training of our value function approximation with a modified version of experience replay that enforces structure in the value function. Our computational study shows that our method outperforms a myopic benchmark by 13.7% and an industry-inspired policy by 12.6%.

Abstract:The rapid growth of e-commerce has created the need to introduce new ideas in order to improve Last-Mile Delivery (LMD) logistics, which is considered the most expensive and time-consuming part of the goods delivery process. Parcel lockers are an emerging alternative to home delivery that presents great advantages, not only for companies, but also for consumers. In this paper, we propose the first select then merge methodology, which is a two-stage procedure that uses metaheuristic algorithms for optimal locker selection and relocation to maximize the delivery company’s profit, taking into account revenue and facility cost. In the first stage, the Locker Location Problem under the Threshold Luce (LLPTL) model, to predict the probability of customers using the locker service, is solved by a binary genetic algorithm in order to find the best locations from a predefined set of parcel lockers. To improve the solution, in the second stage, the Blend Crossover (BLX) method is implemented to merge two selected lockers and relocate them to a new optimal position neighboring the previous locations. The results show that the proposed methodology can further improve the profit of the delivery company by finding a balance between the revenue and the cost of the facilities. In addition, this increased profit using parcel lockers directly impacts the decrease of large delivery fleets, leading to a more efficient route in terms of cost and environmental impact.

Abstract:Purpose The study aims to propose a decision-support system to determine the location of a regional disaster logistics warehouse. Emphasizing the importance of disaster logistics, it considers the criteria to be evaluated for warehouse location selection. It is aimed to determine a warehouse location that will serve the disaster victims most efficiently in case of a disaster by making an application for the province of Izmir, where a massive earthquake hit in 2020. Design/methodology/approach The paper proposes a fuzzy best–worst method to evaluate the alternative locations for the warehouse. The method considers the linguistic evaluations of the decision-makers and provides an advantage in terms of comparison consistency. The alternatives were identified through interviews and discussions with a group of experts in the fields of humanitarian aid and disaster relief operations. The group consists of academics and a vice-governor, who had worked in Izmir. The results of a previously conducted questionnaire were also used in determining these locations. Findings It is shown how the method will be applied to this problem, and the most effective location for the disaster logistics warehouse in Izmir has been determined. Originality/value This study contributes to disaster preparedness and brings a solution to the organization of the logistics services in Izmir.

Facility Location Selection for Ammunition Depots based on GIS and Pythagorean Fuzzy WASPAS

Abstract:The purpose of this study is to determine depot locations where expired ammunition will be controlled before being sent to recycling facilities. Expiration of ammunition means that using, transporting and even storing that ammunition where it is located poses a greater risk. For this reason, it is important to determine facility locations so that ammunition is stored in places that will least harm the environment and human health. The criteria to be used for ammunition depot location selection were determined through literature review, various researches and expert opinions. The proposed model is based on the combined use of Geographic information system (GIS) and multi-criteria decision making. For an example application of the model, a generic study on a district basis in Turkey is presented. Candidate depot locations were determined using GIS with the help of 6 main criteria and 18 sub-criteria. Then, candidate depot locations were ranked by the Pythagorean Fuzzy Set-based WASPAS (Weighted Aggregated Sum Product Assessing) method, taking into account the opinions of military experts for the main criteria. WASPAS method selected location A1 as the most suitable ammunition depot location. The results show that the proposed methodology can be practically applied.
Optimal Location Analysis of Delivery Parcel-Pickup Points Using AHP and Network Huff Model: A Case Study of Shiweitang Sub-District in Guangzhou City, China

Abstract:The use of parcel-pickup points (PPPs) is an effective approach for solving the last-mile problem. However, few studies provide specific guidance for the optimal organization of PPPs. Here, a geographic information system(GIS)-based hybrid model was developed combining the widely used analytic hierarchy process (AHP) multi-criteria analysis method with the Huff model that predicts the number of visiting customers to determine the optimal facility for collaboration and service as a PPP. Using this model, a decision-maker can select the highest-ranking facility or use the fluctuation ranking graph to determine a priority list of candidate facilities according to the appropriate PPP service distance. Our findings suggest that the optimal candidate facility should be located near high population density areas, a dense road network, and few geographic barriers. The facility should have a high attractiveness value, long business hours, and convenient access to public transportation, cover a large, high-population area, and should be a retail chain store. Based on these findings, the AHP method can improve the accuracy of obtaining the facility attractiveness value using the Huff model. Facility attractiveness has a strong effect on the resulting number of customers in the case of acceptably long distances to residential buildings.

Abstract:The rapid growth of electronic commerce is having an impact on the way urban logistics are organized. In metropolitan settings, the last-mile delivery problem, i.e., the problem regarding the final stage of delivering a shipment to a consumer, is a major concern due to its inefficiency. The development of a convenient automated parcel lockers (APLs) network improves last-mile distribution by reducing the number of vehicles, the distances driven, and the number of delivery stops. Using automated parcel lockers, the last-mile issue could be overcome for the environment's benefit. This study aimed to define and validate an APL network containing hundreds of APLs with the use of an example made up of real case study data from the city of Poznań in Poland. The goal of this research was to use mathematical programming for optimization and simulation to tackle the facility location problem for automated parcel lockers through a practical approach. Multi-criteria simulation-optimization analysis was used to assess the data. In fact, the simulation was carried out using Anylogic software and the optimization with the use of the Java programming language and CPLEX solver. Three years were simulated, allowing for comparable results for each year in terms of expenses, e-shoppers, APL users, and demand evolution, as well as achieving the city's optimal locker usage. Finally, encouraging conclusions were obtained, such as the relationship between the demand and the number of lockers, along with the model's limitations.

Abstract:The ever-increasing population in urban centers, technological developments, and changing purchasing habits increase the demand for last-mile (LM) delivery services. This growing demand causes a rise in commercial mobility in city centers and leads to a series of problems in terms of the sustainability of cities. Some of these troubles are traffic congestion and parking problems, accident risks, emissions, and air and noise pollution. To combat such issues conventional home delivery is being replaced by sustainable LM delivery methods such as delivery via parcel locker, drone, cargo bike, and micro-hubs. Moreover, the integrated use of these sustainable LM delivery methods has become widespread in literature and practice due to the opportunities they offer to increase efficiency, reduce costs, and mitigate environmental degradation. In this study, the integrated sustainable LM delivery methods have been ranked using an intuitionistic fuzzy TOPSIS approach. While evaluating integrated sustainable LM methods, in addition to economic, environmental, and social ones, technical criteria have also been considered and a wide set of criteria have been used. According to the findings, the mobile depot and e-bike integrated delivery method has been determined to be the most sustainable LM delivery method.

Abstract:A mathematical optimal model is developed to address the problem of logistics hubs location.The method integrates nonlinear programming models and fuzzy comprehensive evaluation,and handles both quantitative and qualitative factors that influence the location of logistics hubs.A mathematical programming model is used to find the optimal candidate sites of the logistics hub based on profit-maximizing criteria.Then a fuzzy comprehensive evaluation method is adopted to determine the final optimal location of those candidate sites by taking account of criteria including stability of policy environment,convenience of transportation(e.g.,easy access to highways/expressways,etc.),rationality of economy,competition and sustainability.Finally,the methodology is demonstrated by a case study of the Transfar Logistics Base in Zhejiang Province.The results verify the method application for logistics hub locations and show how to locate a logistics hub in practice from the case of Transfar Logistics Base.
An integrated decision-making method for locating parking centers of recyclable waste transportation vehicles

Abstract:This study is motivated by a third-party logistics company in a modern city in China that manages the transportation of recyclable waste for the municipal government. Research in the area has rarely attended to the location of recyclable waste transportation vehicle parking centers (RWTVPCs). This study develops an integrated multi-criteria decision-making (MCDM) method through the decision-making trial and evaluation laboratory (DEMATEL) approach, entropy weight (EW), and weighted aggregated sum product assessment (WASPAS) to select suitable RWTVPC sites. An interesting finding is that the MCDM method is more suitable for this task than the traditional location allocation model. A comparison of three MCDM methods verified the advantages of the proposed method in terms of stability and reliability. Moreover, we found through a sensitivity analysis that the ranking of alternatives was greatly affected by changes in the criteria weights but was not sensitive to changes in the parameters of the preferential decisions. Besides, the proposed method has advantages in terms of reducing the cost of transportation of recyclable waste and improving the efficiency of transportation. This provides a reference for the large-scale collection of urban recyclable waste. This paper provides some important implications for waste management that are useful for the implementation of the DEMATEL-EW-WASPAS method.

Abstract:To create more sustainable and livable cities, researchers work on different topics. In this context, bicycles have an important positive effect on people living in urban areas since they provide not only relief of traffic congestion but also enhance citizens’ health. The finding suitable locations of bicycle sharing system stations and bicycle lanes are attracted attention because they have a huge contribution to providing bicycles are part of everyday life. The aim of this study is to propose a workflow that combines GIS and MCDM methods to determine locations of bicycle sharing system stations and bicycle lanes together. MCDM methods are used to identify which criterion more effective than others since different factors affect the location selection process. Weights of criteria are obtained using AHP, FAHP, and BWM while TOPSIS is applied to rank alternative locations. To provide a more useful and sharable solution, site selection model is prepared in QGIS which is a widely used open source GIS software. First, three different suitability index are obtained using weights that came from MCDM methods. After, average analysis is applied to these suitability indexes so as to increase the reliability of the result. Furthermore, three different scenario applications that take into consideration whether study area has bicycle sharing system station and bike lane currently are implemented in this study. Various alternative locations for bicycle sharing system station and bike lane are proposed in order to support urban planning studies.

Abstract:Location selection of Urban Distribution Centers (UDC) is crucial in the design of efficient logistics systems. Indeed, optimum UDC location plays a vital role in saving distribution costs and minimizing traffic congestion arising from freight movement. In this paper, we suggest a Multi-Criteria Decision Making (MCDM) approach to solve the Urban Distribution Center location /allocation problem under uncertain environment. The proposed approach involves identification of possible locations with the aim of selecting the smartest location for implementing an UDC. The ratings and the weight of each alternative and criterion are described by linguistic variables which can be expressed in triangular fuzzy numbers. The final evaluation value of each UDC location is also expressed using fuzzy logic theory. After calculating the difference of the final evaluation value between each pair of UDC location, a fuzzy preference relation matrix is constructed to show the degree of preferences of one plant location over another. After that, a smart ranking procedure is anticipated to determine the ranking order of all alternative locations. Finally, a numerical application is presented to illustrate the performance of the proposed approach.

Profit-Maximizing Parcel Locker Location Problem under Threshold Luce Model

Abstract:The growth of e-commerce has created increasing complexity in logistics services. To remain competitive, logistics and e-commerce companies are exploring new modes as supplements to traditional home delivery, one of which is the self-service parcel locker. This paper studies a parcel locker location problem where a company plans to introduce the locker service by locating locker facilities to attract customers. The objective is to maximize the profit, accounting for the revenue and the cost of facilities. To estimate the revenue, we use the threshold Luce model (TLM) to predict customers' likelihood of using the locker service. We then propose a combinatorial optimization model and develop exact solution methodologies that are practically implementable according to our extensive computational experiments. In effect, our modeling framework generalizes the traditional facility location problems based on the binomial logit model (BNL) and the multinomial logit model (MNL), both of which impose strong and strict assumptions on the customer's choice sets. That is, they assume that the choice sets will either contain only one facility or all facilities. In our numerical experiment, we demonstrate that using the BNL and the MNL in the locker location problem could lead to, respectively, pessimistic and optimistic revenue estimation. Consequently, the suggested location decisions will be either conservative or aggressive. Our proposed model, by contrast, can effectively relax these assumptions. Our results also reveal that the aggressive decision due to the use of the MNL will incur an unnecessarily high facility cost that cannot be compensated by the additional revenue, leading to profit loss that can be significant in various scenarios. Finally, we conduct sensitivity analysis on the input parameters and draw additional implications.
